‘Smart development’ at Morgan Crossing Following a development boom, South Surrey has evolved into a vibrant metropolitan centre attracting visitors from all over the Lower Mainland. The boom has resulted in a thriving economy for the region, including housing, recreation, infrastructure and business. One of the successful results of the development boom is Morgan Crossing, the housing and retail mixed development located in Grandview Heights at Highway 99 and 24 Avenue. Completed in September 2010 by developer Larco Investments, Morgan Crossing’s unique village-style shopping centre, which includes 430,000 sq.-ft. of retail space as well as 457
residential units, is based on the concept of “new urbanism.” Ideals for the concept include walkability, connectivity, mixed-used and diversity, character, architecture and design, community structure and public space, high density, being eco-friendly and sustainable and maintaining a highquality of life. According to Morgan Crossing’s website, new urbanists “wanted to build walkable communities with a diverse range of everyday needs, services and amenities nearby.” Rick Amantea, Vice President of Larco Investments, said that South Surrey was an ideal location for the concept, which had already been implemented at Park Royal shopping centre, see page 8

We own and operate the Coast Capital Playhouse, which was renovated with a new lobby and auditorium in 2006. We continue to offer five high-quality, affordable, productions of our own every year, and host many productions by other theatrical, musical and dance groups. In the last five years, one of our major innovations has been the use of an on-line ticketing system in addition to our regular box-office operations. This allows our patrons to select and book their seats for the whole season or just a single show, from their home, 24/7. Now we have a new project ready to go – Elizabeth Hollick will paint a fantastic and colorful mural on the south wall of our lobby, which faces Russell and Johnston. This will brighten
up the rather dull uptown streetscape. However, though we are proud to be self-supporting in our normal operations, we do need financial support for something like this. from page 6 seven years ago. “We recognized that there was a market that needed to be served, and the quality of market in South Surrey was every bit as strong and as good as the one we service in West Vancouver, and quite frankly, the density was higher in South Surrey,” he said. “All the indicators were there for us, and South Surrey has half the rain we have on the North Shore, so it’s great for an open-air centre.” Morgan Crossing has adhered to many of the concept’s guidelines, creating distinct and pedestrianfriendly streets that go through and around the village, as well as implementing four distinct side pathways, consisting of Focal Point, West Paseo, East Paseo and Central Plaza which all connect to different parts of the village. And, unlike Park Royal, it has the addition of residential units. “There is a synergy between people who want to shop and be entertained, and also want to live there,” Amantea said. “A good living and work environment is beneficial to a community. Creating residential drive is good. It’s good for the environment, good for people and it’s smart development.” By having shops and services all together in one destination, Morgan Crossing has become a popular des-
tination for shoppers from all over the Peninsula. Karen Donald, property manager for The Shops at Morgan Crossing, said another reason the location is so popular is due to the establishment of community ties. “We strive to give back to the community and build relationships with community-based events that bring people in,” she said. And it’s not just Peninsula residents who are drawn to the unique shopping destination. Donald said that there have been visitors coming from as far as Maple Ridge, Tsawwassen and Richmond. “Our growth in the last two years has been phenomenal. I think that people are attracted to not only the shops, but many of our events,” she said, noting the shopping complex is dog-friendly with WiFi access throughout. This year, The Shops at Morgan Crossing became home to one of four freestanding Calvin Klein stores in Canada, even more evidence that the local shopping destination is appealing to not only consumers, but companies. “I think the shops have really developed into the downtown core of South Surrey, which didn’t exist before,” Donald said. She also revealed that there will be more shops coming to Morgan Crossing and three new restaurants.

Morgan Heights now a ‘distinct’ neighbourhood Seconds away from Morgan Crossing lies the subdivision of Morgan Heights. Seven years ago, the entire neighbourhood, located in the northwest corner of the larger Grandview Heights consisted of fewer than 80 individual properties. Following South Surrey’s development boom, a new Neighbourhood Concept Plan was approved by the city allowing the building of townhomes and rowhomes, beginning the drastic change seen in Grandview Heights today. “Seven years ago this was a residential area. Southridge was completely surrounded by greenspace and houses on large lots. Now there are big box stores, mini-malls, apartments, townhouses, houses – you name it. It’s a distinct community in it’s own right,” said Realtor Kathleen Thomas. Having amenities so close by in Grandview Corners and Morgan Crossing, including restaurants, a pub and gym, have lured more people – both young and old – to the area, said Thomas. “We see people from all walks of life moving here,” she said. “The condos at Morgan Crossing really appeal to the younger buyers as they are more affordable and are in a neighbourhood that has more
‘downtown’ feel to it.” With townhouses, Kathleen said there is a greater cross-section of buyers, ranging from young couples and families looking for more space than they can get with a condo to people looking to downsize from the family home. “The appeal to everyone is the newness of the product,” she adds. “You don’t have to do anything to them. This is appealing to the older buyers who are tired of renovating and the younger buyers who don’t have the time or the additional money to renovate.” New construction is even recognizing the importance of offering rancher style townhouses for older buyers, Thomas said, citing Grandview Corners and Abbey Road as examples. Abbey Road offers a master room on the main floor in one of their floor plans, making it easier to access for seniors who are not able to go up and down stairs, Thomas said, while Grandview Corners has large homes on smaller lots, providing something that is new with lower maintenance. “Again, the general appeal of the locations is the availability of the amenities, shops and services in the area,” Thomas added.

Development set to continue in Grandview Grandview Heights has seen a huge boom of development in the last five years. The neighbourhood, located east of Sunnyside and south of Kensington Prairie, has been the site for residential and commercial development, including Grandview Corners. Like Morgan Crossing, Grandview Corners offers a pleasant outdoor shopping experience with public spaces which evoke a main street ambiance. Comprising more than 70 different stores and services ranging from clothes, home furnishings and casual bistros, the mega shopping centre spans 50 acres is anchored by Home Depot and Wal-Mart, and is expected to continue expanding. The 550,000 sq. ft development, located at the intersection of 160 Street and 24 Avenue, has been in negotiations with Loblaws since 2006, after building of the Real Canadian Superstore halted in April. At the time, Loblaw Properties’

A huge section of green space, bordering Redwood Park to the South, 176 Street to the west, angling to 32 Avenue to the north and 184 Street to the east, is set to be paved for residential development as part of the Neighbourhood Concept Plan for Grandview Heights Area #4. The NCP includes 487 acres of property in South Surrey and will include some multi-family residential, making room for 8,000 to 9,000 people. The Grandview Heights area is also the location for a proposed 50-metre pool. The pool, which is estimated to cost about $53 million, would be built at the corner of 24 Avenue and 168 Street.

Agricultural focus in Hazelmere area The nearby, equally beautiful, Hazelmere area (located east of 176 Street) is designated “ruralâ€? in the regional growth plan so there is no major development proposed or planned for this area in the next ďŹ ve years. However, as one of the earliest parts of Surrey to be settled and farmed, it enjoys a rich community history. Settlement of the area, which at the time was called Hall’s Prairie, began around 1878. By the next year, it had become one of four small communities in the district. In 1884, one of the early settlers, Henry T. Thrift, took up land in the Southwest Quarter Section of Section 16, Township 7. On the property he found ponds and many hazel bushes so he named the homestead “Hazelmere.â€? Soon after, a school, store, church and post ofďŹ ce were built. Over the years, the

Many projects planned throughout Cloverdale One of the most affordable communities in the Lower Mainland, Cloverdale – home of the Cloverdale Rodeo and Fraser Downs racetrack and casino – has experienced significant change in the last five years. Plans are currently underway for Cloverdale West Village, a unique new development offering an “urban” mix of housing options, including row houses, townhouses and apartments. The area will feature a public plaza, offering retail shops and services, as well as new green space and wetland. In addition to the new 65,000 sq.-ft. Cloverdale Recreation Centre, which opened in 2011, Cloverdale is proud to have a number of projects in the works: a new state-of-the-art animal shelter;
a new 68,000 sq.-ft. heritage railthemed shopping plaza (located at Highway 10 and Highway 15); and the Cloverdale Greenway Trails, a city-wide path network with connections north to Fraser Highway, south to Campbell Heights and west to Hook Greenway. Other city plans include a new covered outdoor youth park, a 10,000 square-foot addition to the Surrey Museum, as well as a proposed private-public partnership to build a trade and consumer show facility that could also hold special events up to 10,000 people. Speaking of special events, this years rodeo has also been updated to include a slew of new activities, including a visit from B.C.’s muchmissed Dinotown theme park.

Development surge planned for Newton The South Newton Neighbourhood Concept Plan area comprises approximately 485 hectares (1,200 acres) of land and is characterized by small acreages and a number of established suburban and urban subdivisions. It is home to Surrey City Hall, as well as the city’s main RCMP detachment, which recently underwent a 34,000 sq.-ft. expansion. Accommodating close to 300 employees, the RCMP annex was built to LEED silver standards, incorporating the latest in green technology and standards for construction and facility management. The new facility was named after Frank B. Pearson, a former Surrey RCMP officer, and features new public art.
The City of Surrey anticipates additional development in the area, including the re-development of the old market at 64 Avenue and King George Boulevard, business and industrial development along 64 Avenue, and residential development near the neighbourhood schools. Based on the proposed Land Use Plan, it is estimated that the South Newton Neighbourhood Concept Plan area will accommodate approximately 6,200 new housing units with an estimated population of 17,434 at build-out. While single family residential will be the predominant land use in this new urban neighbourhood, the plan provides for a significant amount of multiple residential housing in the form of townhouses.

Perfect market for strata ofÀce space The Peninsula has proven to be the perfect market for strata ofÀce space. In the last three years, South Surrey and White Rock have been a hub of development, both commercial, retail and residential, which is why Elkay Developments Ltd. strategically chose the area for it’s strata ofÀce project. With 72,000 sq. ft of ofÀce space, the Grandview Business Centre is the biggest completed strata ofÀce building in Surrey and one of the largest in Metro Vancouver. The development was one of the Àrst strata ofÀce projects in South Surrey of

A Peninsula “hot spot,” Crescent Beach has long been a favourite destination for tourists and area residents who come to enjoy the scenic beach, quaint bistros and shoreline walking paths. Residents work to keep village quality Bounded by water on three sides, residential development in the Ocean Park area has primarily consisted of “in-fill” development, in which larger parcels of land have been subdivided into smaller residential lots. Certain areas of Ocean Park, however, have been restricted to further subdivision in order to retain the “park-like” feel of the area. In November 2008, Surrey City Council approved the Kwomais Point Park Master Plan. The highlights of the plan include the preservation of Kwomais Lodge and Sanford Hall as community facilities for public use, three viewing platforms, a community picnic shelter, a labyrinth, extensive natural area preservation and enhancement, and a repositioned park entry at the intersection of Marine Drive and 128 Street. Town Centre shows off focus on arts culture Visitors and residents alike are sure to appreciate City of Surrey’s arts, culture and beautification initiatives in the works for South Surrey Town Centre. In addition to “greening” the community through median landscaping, flower beds and tree planting, the city plans to install a pebble mosaic border, designed by artist Glen Anderson, to a new sidewalk along 16 Avenue. The public art piece will feature characteristics of the Semiahmoo Trail. An initiative to increase art space in South Surrey will also begin this year. The first phase features a 3,500 to 4,000 sq.-ft. expansion to the South Surrey Recreation Centre, while Phase Two includes the creation of a new arts centre on 152 Street. The new facility will include instructional and studio areas, as
well as space for performing and visual arts. In 2011, Green over Grey designers installed a “living wall” on the outside of Semiahmoo Library and RCMP Facility. At 3,000 sq.-ft. with more than 10,000 plants, the unique design is the largest of its kind in North America. Nearby Semiahmoo Shopping Centre completed a major interior renovation in 2010 and today boasts 75 stores and services throughout 253,017 sq. ft. of retail and commercial space. New stores to the centre include Cheryl’s Trading Post (authentic indigenous art, gifts and crafts), LaBella (fashion for women) and, opening in May: Boutique Vasanji (contemporary fashion for women, men and children) and YOLO (casual fashion for women and men). Leases are currently in negotiation for two additional new stores set to open early summer 2012.

South Point area include a planned Polygon homes development at the corner of 32 Avenue and 152 Street). Also nearby is the new Pioneer Pedestrian and Cycling Overpass over Highway 99 at 35 Avenue. It connects neighbourhoods on both sides of the highway to regional cycling routes, and will eventually connect to the U.S. border. The overpass is part of a suite of pedestrian and cycling projects in the Lower Mainland, which include 29 km of greenway pathways and 92 km of on-street bike lanes.

City centre continues to reach new heights White Rock has come a long way from being touted as a resort town. In the last five years, it has seen substantial development in it’s city centre, including the Miramar development by Bosa Properties. Two buildings have already been built in White Rock’s core, west of Johnston Road between Russell and Thrift avenues, housing 225 residential units above ground-level retail and a second level of office space. The landmark development is complemented by White Rock’s new 12,000sq. ft. community centre, located on it’s ground floor. Paul Stanton, director of planning and development, said the second phase of the project will most likely begin in 2013, and will include more residential and

But it’s not just Miramar that is taking White Rock to new heights.
Epta Properties’ Avra development, currently under construction at 1456 Johnston Ave., will include 17-story residential towers and 104 residential units. “They have begun forming and pouring the tenth floor this week,” Stanton said. The two-phase project will

also have residential units above 1,400 sq. ft. of commercial space on Johnston Road. There will also be a twophase five-story mixed project breaking ground soon in White Rock City Centre. “There will be 36 units of housing in the first phase,
and the next phase will be 15 stories, with 110 units, and will be a mix of townhouse and high rise,” Stanton said. Since 2006, White Rock’s population has been on the rise, with an increase of more than three per cent, and it is expected to continue it’s upward trend. In order to keep up with the demand, residential development as well as commercial development has evolved, including major upgrades to Semiahmoo Shopping Centre, such as new floors, ceilings, lighting, washrooms, food court, and the children’s play area Although the shopping mall is technically a part of Surrey, it rests directly on the border with White Rock, and is home to many White Rock businesses.

Waterfront focus to more urban-centered White Rock’s historic waterfront may not be facing a development boom in regards to housing, but that doesn’t mean it has not made substantial progressions. For more than a century, the area has evolved from a vacation spot to a thriving community, Paul Stanton, director of planning and development said. “The area opened up after the railway came in, making it a cottage destination, then suburban expansion hit the area and now it’s evolving again into a more urban-centred area,” he said. While there may not be many housing developments on the horizon, it’s not for lack of demand. The city’s strong community spirit, festivals and events are a big draw for many people – not to mention the scenery. “The main driver is having a resi-

As for current residents, the city has hosted community forums for public feedback on future improvements, including expansion of the promenade west of Bay Street. “We want to know what the public wants to see for the realm south of Marine Drive, and this year we are focusing on the possibility of expansion of the promenade,” he said.

Extensive upgrades help the hospital maintain a high level of patient care.
Peace Arch Hospital continues growing Health and wellness have long been a top priority for residents on the Peninsula. In fact, it was 1922 when nurse Gertrude MacMillan arrived in the White Rock area and began working with Dr. Fred Sinclair, a doctor labouring single-handedly to meet the medical needs of this growing community. Together they established the community’s first hospital — in Gertrude’s home! It wasn’t until 1947 that the White Rock Hospital Society was formed to build and operate a new hospital. The following year the hospital’s auxiliary was established and enthusiastically embarked on a fundraising campaign for this new and exciting community project. In 1951, local resident Amy Weatherby donated a 5.5-acre building site and the B.C. government gave permission to build a hospital if the local community could raise one-third of the cost. The fundraising was a success and a new 45-bed hospital was officially opened on August 25, 1954. Other health facilities followed. The society purchased the Berkley
Building in 1967 as an extended care unit and, in 1968, it constructed the six-storey acute care south building. Society Chair Robert Hassell was the visionary who championed the idea of building two additional shelled-in floors, making it a relatively simple matter of finishing them off in future years. An additional 150-extended care beds were opened in 1987 within the Weatherby Pavilion. In 1988, Peace Arch Hospital Foundation (now Peace Arch Hospital and Community Health Foundation) was established and assumed many of the responsibilities of the former hospital society. Under the new foundation, the North Tower addition took place in 1993. Once again, two floors (the fifth and sixth) were shelled in to allow for future expansion. In 1993, diagnostic and support services were expanded and, in 1996, a new 150-bed extended care unit was constructed. In 2007, the foundation launched a $32-million fundraising campaign, which has since provided for the completion of the hospital’s shelled see page 31

Rec centre set to expand from page 32 available at Kent Street Activity Centre, Centennial Arena and the Centre for Active Living, Peninsula residents looking for unique recreational opportunities can check out a plethora of activities at the new White Rock Community Centre, located at 15154 Russell Ave. The bright new facility offers a variety of interesting fitness classes, including yoga, Brazilian dance, Tai Chi, Chi Gong and “total-body” workout. Outdoor enthusiasts will appreciate Centennial Park’s new rubber oval track surface. Designed for all-weather use, the new surface provides improved resilience, safety and traction. The steps and trails throughout the park have also been recently upgraded, as has the batting cage, which is now available for yearround practice. Through its Build Surrey program, the City of Surrey has been working on implementing a number of capi-
tal projects in an effort to provide residents with world-class facilities. In 2007, it acquired the former Camp Kwomais – a 16.25-acre site located in the 1300 block of 128 Street in Ocean Park – for parkland. The Sanford Hall and Kwomais Lodge buildings on the property have recently been renovated to provide new space for recreational programming and community use. The South Surrey Recreation Centre, located at 14601 20 Ave., will soon undergo a major building and programming expansion. According to Surrey Coun. Linda Hepner, the expanded facility will provide more fitness options for the growing South Surrey community. “We are very excited that the South Surrey Recreation Centre will be undergoing a new expansion [which is] estimated to be ready for January 2014,” she said. “The expansion will include approximately 14,000 to 17,000 square feet of additional fitness and weight-room space.”

The Peninsula’s progress by the numbers The Semiahmoo region has always been a great place to live, but now there are some added reasons. Made up of two distinct cities, the region offers a balance of a small-town community with the amenities of a bustling city centre. Over the last five years, the region has expanded and evolved thanks to development. In 2010, Semiahmoo Town Centre – one of Surrey’s six town centres – had more than 2,900 approved or developed dwelling units, as well as 965 units under development review. And with development comes people. According to the 2011 Census, Surrey was one of the fastest growing cities in Metro Vancouver, with it’s population growing 18.6 per cent to 468,251, an increase of more than 73,000 since
the previous count in 2006. With the six-year Build Surrey program implemented in 2010, which focuses on the implementation of comprehensive capital projects, including new recreation centres, residential and commercial development and expanded services, there doesn’t seem to be any slowing down for the second largest city in the province. White Rock also gained some new residents, with a population increase of 3.1 per cent, bringing the total number to 19,339. Although the seaside community is not growing with as much ferocity as it’s northern neighbour, it is progressing at a steady speed.
