Council rejects landfill plan By NATASHA JONES Black Press
A string of residents told Township council on Monday night that they oppose a plan to haul out 25,000 cubic metres of peat from land at 26453 52 Ave., and replace them with 120,400 cubic metres of gravel and top soil. But the tipping point, and a huge boost for residents’ case against the application, came not from a neighbour, but from Shane Dyson, who lives in the 27300 block of 43 Ave., about a mile away. Dyson told council that as a result of a soil deposit operation abutting his northern property line, and clear-cutting on a property three blocks away, his land has sustained flooding that has so severely compromised the usefulness of his land that the B.C. Assessment Authority cut his assessment by two thirds. “I’m infuriated that we can talk about doubling trees at Target, but we don’t talk about clear-cutting,” Dyson told council during a public hearing into the soil deposit application. He warned council that problems from clear cutting and soil removal and deposits may not show up for years. When they do, “there will be no recourse.” His reference to Target related to council’s recommendation earlier in the public hearing that the American retail chain be urged to plant more trees as it remodels the exterior of the its new store, the former Zellers shop in Willowbrook Mall. Greenline Management, agents for G and J Rai, have applied to remove the peat and replace it with 110,000 cubic metres of “structural fill” and 10,000 cubic metres of top soil. SEE: Page 4

Thieves strike twice By KURT LANGMANN Aldergrove Star
Thieves somehow bypassed fences, metal doors and an alarm two nights in a row this week at the church undergoing reconstruction at 272 Street and 26 Avenue. Lyle Kuemper of Living Word Fellowship said tradesmen discovered when they arrived Monday morning that new copper pipe was stolen. The next morning they arrived to find that their tools had been stolen, along with rolls of new copper wiring. Some of the copper stolen the first night was discovered by Township employees, buried next to the nearby municipal pumping station and has been returned to the site. Kuemper says he is “mystified” as to how the thieves managed to bypass security measures, but the church will step it up with new measures. He appeals to anyone who may have information on the thefts to call RCMP. Living Word Fellowship, which currently leases space at the Adventist Church, purchased the church site in January. It had previously been a Buddhist temple and a United Church.

Metro Vancouver will proceed with the development of plans to enhance Aldergrove Regional Park in southeast Langley. At least that’s what the region is calling the former Aldergrove Lake Regional Park for now, pending a final decision on a new name. The lake reference is being dropped since the regional parks department drained the popular swimming hole in 2011 to comply with more stringent public health regulations. Metro staff say they’re considering various trail and facility upgrades, providing more routes for pedestrians, cyclists and equestrians. An open house is expected in late September and a draft management plan is to come back to the Metro board for approval this winter. Staff envision an expanded dog offleash area, creation of a new wetland area for wildlife viewing and an active farm program. Youth activities at Aldergrove Bowl could include disc golf, tobogganing and adventure play. A water play area is also under consideration, but not the reopening of a destination swimming area, as desired by many residents. It’s not yet clear where money will come for any actual upgrades of the park that do make it into a final plan. A Metro report cautioned that proceeding with the management plan would “likely result in some public expectation of capital investment to implement the plan.”

Megan Champoux of Aldergrove has recently been named to Zone 3 for the B.C. Games in equestrian showing jumping. She is 12 years old and has been riding since she was aged four. She is the youngest ever named to this event and her family had to challenge the age requirement last year to give her the opportunity to try out. She went to her first show at five and by the time she was seven she was showing in California on her pony, Hocus Pocus. Her mother Sarah said, “Last summer I was looking at the specifications of the B.C. Summer Games and I believe 14 or perhaps 13 (I can’t recall) was the youngest age able to try out. “I contacted the B.C. Games office, which put me in touch with Horse Council of B.C. It took the summer, back and forth, with reasons why Megan should be able to try out for the games and the minimum age requirement changed to allow her to try out. HCBC agreed and the changes were made sometime last August.� All through this past winter and spring Megan competed at Thunderbird in the qualifying rounds, winning many of them. The heights that she is jumping are 1.10 metres and there are very few if any kids her age competing at this level. Megan trains with her mother, Sarah Champoux, and Andrea Strain of Villa Training. She has also

Surrrey. She is a Dutch warmblood, a 10 year old mare. Megan has been partnered with this horse since January of 2012. The selections were finalized in mid-June and Megan won one of two positions.

Dal Richards swinging his way to Aldergrove Fair Aldergrove Star
The Aldergrove Fair Days committee is excited to announce that they have found their headliner for the fair’s 100th anniversary celebration. Robin McIntosh, president of Aldergrove Festival Days Society, says that “the legendary Dal Richards and his fabulous orchestra are coming to Aldergrove for the very first time!” A muscial icon, Dal Richards continues to swing and is one of the busiest musicians in Vancouver, leading his orchestra of talented musicians in a blend of unique sounds that capture the best of the big band era, along with jazz, rock and pop standards from the 1930s to today. Approaching his 80th year in the music business, Dal is not one to
sit back and bask in the memory of magical days gone by… instead he’s looking ahead to the next gig which McIntosh confirms, “will be at the Aldergrove Fair Days on July 21, a Saturday evening from 6:30 to 8:30. We are ecstatic to have such a high calibre show perform in what is sure to be a great evening of entertainment for all fair goers. So bring your dancing shoes, your happy feet, or just a comfortable pair of loafers and relax beneath a canopy of early evening stars.” You can also enjoy free admission to the fair and other benefits by offering to volunteer for a four-hour shift at the fair. Volunteer coordinator Mary Power has already rounded up two dozen helpers but could use two
dozen more. “We are very flexible about the jobs you could choose to do,” says Power. “Volunteers get free meal tickets and a T-shirt, free admission to the fair where they can hang out and have fun, plus we have a wind-up barbecue for the volunteers after the fair closes.” Volunteers can help with set-up and tear-down, as cashiers and at the information booth, or supervise events such as the Family Day on the Sunday, the KidZone or Farmyard Challenge. Organizations can also volunteer as a group, such as sports teams, 4H clubs or dance troupes and they will be recognized at the fair with their names on a placard. Prospective vol-

Forest saved, purchase of former school put on hold By NATASHA JONES Black Press
The controversial sale of 21 acres of Township-owned forest in Glen Valley has been scrapped. The Township had planned to use the proceeds to fund the purchase of the Aldergrove Elementary school site on which it proposed to build a community centre. At the start of Monday’s marathon regular evening meetings, Mayor Jack Froese said that after hearing from residents who opposed the sale to private interests, council decided to withdraw the sale. When three Glen Valley residents addressed council on June 25, the meeting had erupted when Councillor Steve Ferguson interrupted Stuart Bucholtz, one of the most outspoken critics of the land sale. Ferguson demanded that Bucholtz respect the five-minute limit imposed on speakers. Bucholtz had spoken for just over six minutes. When Ferguson admonished Bucholtz, Langley City resident Jacob de Raadt began to clap loudly, which spurred others in the gallery to follow suit. One councillor suggested that de Raadt be warned about his behaviour, or even barred from council meetings. Given the potential for further outbursts, the Township asked for security, and brought in two uniformed RCMP officers who stood
by the main doors to the chamber on Monday night. Township Mayor Jack Froese assured that council “is making every effort to preserve the natural integrity” of the property, which is situated on 84 Avenue, between 252 and 254 Streets. In a closed meeting on Monday afternoon, council voted to withdraw three lots from the sale process, and assess them for their historical designation, environmental sensitivity, heritage value, and overall park needs in the area, Froese added. Eight parcels totaling 45.84 acres were originally listed for sale. The proceeds were intended to purchase the Aldergrove Elementary School site for the construction of a new community centre, swimming pool, and ice rink. “This community centre is a priority project for the Township and the people of Aldergrove,” said Froese, so other ways of funding the project must be found. He challenged Glen Valley residents to help with fundraising initiatives, and some residents, including Bucholtz, offered support for the idea. “By taking these lots off the market we will have a shortfall of two million-plus dollars . . . I appreciate the work that the organizers of this campaign went to and I now challenge them to channel that energy into a fundraising campaign to find the funds to help with the Aldergrove

He revealed that the bidding process on those properties, which closed June 29, had resulted in offers which were too low. “Those bids have been rejected and staff will negotiate with the highest bidders to try to obtain a price in accordance with council policy and
appraised values,” Froese said. “This is good planning, good development for Glen Valley and Aldergrove,” the mayor said, adding that the property “meets all of the Township’s social, cultural, economic, and environmental goals that are laid out in our Sustainability Charter.” “We have achieved a balance between urban growth and the protection of farmland, open spaces, and environmentally sensitive areas,” said Froese. The 21 acres fell into the Township’s hands in the 1930s as a
result of a property tax sale. The parcel consists of one five-acre lot and two plots of eight acres each. The parcels are within the Agricultural Land Reserve while those which the Township still intends to sell are outside the ALR boundary. The decision to sell the land, which locals called McLellan Park even though it is not a designated park, was made by the previous council in September, 2011. Because that decision, and Monday’s vote to axe the sale, was made behind closed doors, it is not known which council members supported the sale. The sale, resident Petrina Arnason wrote in a letter to council, clearly deviated from the Sustainability Charter. She pointed out that the charter is intended to create a vision of the community to meet, among other elements, the environmental needs of current residents while ensuring that they can be met for future residents. Another resident, Larri Woodrow, noted that the description of the heavily wooded property posted on bcbid.com, declared that there were “no trees of interest.” He called this “a major error or major deception.” Froese ended his comments regarding the sale by stressing that council’s goal is “to achieve a balance between urban growth and the protection of farmland, open spaces, and environmentally sensitive areas.”

She qualified while showing for seven weeks in the Thermal California Hits circuit this winter, riding pony FineLines Dover. Very few youths from B.C. ever go to these finals and it will be an amazing experience for an up-and-coming professional rider in this sport.

Fill proposal gets rough ride from neighbours FROM FRONT: Asked by Councillor Kim Richter if the granular fill was “quality fill or bad fill,” Roland Zwaag, the Township’s head of public works, said that most fill is gravel material from construction sites, but not construction waste itself. This past June 30 was a great day of soccer for Aldergrove mid-fielder, Joel Waterman. His U-16 Surrey United soccer team won the Provincial Championship in the inaugural B.C. Soccer Premier Cup, held at Minoru Park in Richmond. The final was an exciting game against Mountain United FC (Burnaby/North Shore) with no score after regulation time. Surrey finally scored in the first half of overtime, and held the 1-0 lead after playing out the full 20 minutes of overtime for the win. Joel is a student at Aldergrove Secondary and played soccer for five years

Asked why the existing peat on the site couldn’t be left there and mixed in with the top soil, Zwaag said that not all of the peat can be used because there is too much. A report to council indicates that the operation would require approximately 21,000 truckloads. The purpose is to enable the land to become farmable, but residents were not convinced.
“What kind of agriculture can take place on granular fill?” asked Stuart Bucholtz, a Glen Valley farmer. “It’s difficult to comprehend that something could grow on that sort of fill. What are the agricultural purposes? Do they have real merit?” Luise Born asked how the Township would ensure wells would not be contaminated, and how the Township would fix drainage problems if they grew worse.

Noting that site grading and drainage impacts are requested by the DFO, Lisa Weih said they should be a requirement before approval is given. Raising concern about access, groundwater and the Salmon River watershed, Weih cautioned that property values could plummet by 30 per cent while the fill site is active. “Neighbouring residents could suffer devastating financial losses if the project goes ahead,” she said. Council voted unanimously to not refer the application to the Agricultural Land Commission.

Five Langley rodeo competitors will be going head to head with rodeo champions from around the world at the National High School Finals Rodeo in Wyoming from July 15-21. The group, made up of Taylor Wharry, 17, Logan Wharry, 18, Brooke McFarlin, 18, Jessie Morriss, 17, and Thomas VanDokkumburg, 17, have worked their entire lives to make it to this elite level. The National Finals is one of the largest rodeos in the world, and qualifying is a huge accomplishment, said Donna Morriss, mother
of Jessie Morriss. “This is it,” she said. “The finals are a big deal.” In order to make it to this stage, the teens had to be in the top 12 in the south (or north) region of the British Columbia High School Rodeo Association to make it to the B.C. finals, then in the top five of the B.C. finals to make it to the Canadian finals, and finally in the top four at Canadian finals to make it to the Nationals in the United States, Morriss said. In Wyoming they will compete against 1,500 contestants from across Canada, the United States and Australia. With many prizes up for grabs,
including horse trailers and saddles, what the teens really vie for are the rodeo titles and scholarships. “What they are going for more than anything is to get the title,” Morriss said. “But the kids also want to be spotted by scouts.” Taylor Wharry is competing in team roping with her brother Logan, who is also in steer wrestling and tie down roping. Jessie Morriss is competing in breakaway roping, goat tying, rifle shoot and trap shoot. McFarlin is going for the title in street wrestling, tie down roping, rifle shoot and trap shoot. VanDokkumburg is contending in rifle shoot and trap shoot.

VICTORIA – Shortly after word came of the death of B.C. historian and politician Bill Barlee, my wife searched through her seemingly endless trove of B.C. books and produced half a dozen of his original self-published quarterlies, known as Canada West magazine. The earliest one is Winter 1970, where the publisher’s note advises that subscription rates were increasing 20 cents per year to $2.95. Subscriptions were up to more than 1,600 and counter sales were increasing, but costs were also up and Barlee refused to accept either display advertising or U.S. subscriptions. The only colour pages in the issue are high-quality prints of four majestic paintings commissioned for the magazine. Irvine Adams’ scenes of sacred aboriginal sites in the Okanagan-Similkameen include The Gateway to Inkameep, where Barlee remarks: “Today that stream which once teemed with redfish no longer surrenders its once-valued harvest and the perimeter of the desert is gradually being eroded by man’s questionable progress.” With the typography of Old West wanted posters, Barlee provided tightly sourced accounts of B.C.’s legends. “Lost gold mine at Pitt Lake” analyzes and adds to earlier accounts that begin

with an aboriginal miner known as Slumach, who would periodically arrive in New Westminster to squander a small fortune in gold, then disappear up the remote tidal lake. Slumach was hanged for murder in 1891 and in the next 70 years, 11 more men would die trying to find his secret. A scientist as well as a storyteller, Barlee concluded that the area’s geology is wrong and the fabled gold-laden creek “probably does not exist.” A passion for prospecting runs through the magazines, and hints at Barlee’s aversion to treasure-seeking Americans. They overran B.C. in historic waves to take gold, and according to Nelson Star reporter Greg Nesteroff, Barlee believed they continued to loot Canadian heritage sites. Nesteroff was inspired by Barlee’s work, and traced his lonely mission to restore the ghost town of Sandon, “the mining capital of the Silvery Slocan.” Barlee bought a surviving block of buildings in an effort to make Sandon another Barkerville, but heavy snow collapsed them. As tourism minister, Barlee found money to build replicas, and construction began on three. But Barlee lost his Penticton seat to Bill Barisoff in the 1996 election, and today only half-built shells remain. “He was still selling Sandon’s restoration as an eco-
nomic saviour for the region when he ran for federal office in 2000,” Nesteroff writes. “But by then he was ridiculed for it, and finished a distant second.” Barlee’s 1972 Canada West profile of the boomtown of Hedley would resonate in his career as an NDP MLA and cabinet minister in the 1990s. Hedley’s Nickel Plate and Mascot mines produced fortunes in gold, silver and copper before they played out, and Barlee led the fight to preserve their history. Today you can tour the Mascot mine, a proud historical site with a spectacular climb up the rock face that serves as the Grouse Grind of the B.C. desert. I first discovered Barlee as a reporter at the Kelowna Capital News in the early 1980s, when he did a weekly history show on CHBC television called Gold Trails and Ghost Towns. A bare-bones studio affair with tales and artifacts displayed for host Mike Roberts, the show lasted a decade. Barlee didn’t lack courage, quitting a teaching career in Trail and Penticton in 1969 to start his magazine. On subscription fees and a few classified ads, he built a life’s work that allowed him to walk the boardwalks of history and the halls of power. Editor: Considering the community outrage and media attention to Langley Council’s intended sale of the “McLellan Park” forest to raise money for the Aldergrove Community Centre, I thought I ought to clear up any misunderstandings which might potentially arise. While delivering some 700 petitions gathered on Sunday to Langley Town Hall (many signed by visiting Aldergrove folks), someone asked me if I objected to the Aldergrove Community Centre project. Of course not! The question surprised me though, as I hadn’t considered that by trying to preserve our beautiful century old forest here, I might be cast as a naysayer for the plans of my Aldergrove neighbours. I’m very much in support of Aldergrove’s Community Centre; it’s long overdue. Everyone that I’ve spoken to here in Fort Langley is very much behind the Community Centre project for our neighbours, we just don’t think it should come at the expense of this rare and unique treasure of ours. The sale of this 26 acre forest in parcels of five and eight acres might raise a few million dollars, a fraction of the total $30 million cost of the Aldergrove Community Centre project. Meanwhile Langley would lose our last remaining stand of 100 year old mixed conifer forest, noted in the 1993 Environmentally Sensitive Areas Report commissioned by Langley Township as a highly sensitive area, “a rare forest”, and an important habitat and aquifer recharge. Not to mention a beautiful place to walk. I understand council’s commitment to its promises, but I think many people in Aldergrove share the desire to protect veteran forests, not just our wonderful buildings. We are inviting people to visit the forest and make your concerns known to council. There will be guided tours Sunday, July 15 between 12 and 5 p.m. The trail entrance is just kitty corner to Aldor Acres Farm on 252 St. and 84 Ave., Fort Langley. These are not the street or homeless people we encounter almost daily. They seem to choose the usual venues, ie. the grocery store, the drug store, and the liquor store. They congregate en masse, usually in the uniform of choice, you name it, they are all out there, with their “cap in hand” begging for donations to their various causes. They swarm us as we go about our business, blocking access to the store, asking if we would like to donate. Upon being turned down, however politely, they will all together say “Thanks anyway!” This is a poor example of what we should be teaching our young people. Nothing is offered in exchange. It is just a handout that they seek. It is all they offer or ask for. I strongly urge the leaders of these worthy organizations to encourage their charges to do something to earn a donation. Sell something, do something. Wash a car, mow a lawn, clean up a street, take out some old person’s trash, collect cans or bottles, I don’t care, just don’t stand around with a hat outstretched, asking for handouts. What in heaven’s name are you teaching our kids? We have lived in the area for 16 years and have constant break and enter attempts, drug deals, fighting, gun shots and the list goes on. When the police are called and if they arrive that day their hands are tied and give perpetrators a slap on the wrist. The property is disgusting and not kept up. Are there not standard guidelines for upkeep of your property in Langley (yet they tell people that they cannot keep their vacation trailer in their front yard area)? Why should the owner of this dysfunctional property be allowed to degrade the Aldergrove core and decrease the property value of our homes with this neglect? sidered another option, although that strategy has so far failed to generate much new income. Metro is also under pressure to develop park trails and infrastructure at sites where land is in place – such as Surrey Bend, Colony Farm and Sumas Mountain – but there may be pressure to postpone much of that work as well. “We build expectations faster than we build trails and facilities,” Royer said. He noted there are large areas of land Metro owns that aren’t publicly accessible because there’s insufficient capital funding for to carry out the development plan. Existing park infrastructure is also aging and in need of repairs, while aging rental houses on some of Metro park properties are increasingly being torn down. To maintain Metro’s existing parks and upgrade them according to current development plans would cost $9 million a year for 30 years, while the region currently spend $6.3 million. Metro runs 22 regional parks, four regional greenways and four park reserves. The Pacific Parklands Foundation, a charity that contributes to Metro parks, is thought capable of adding at most $250,000 a year for acquisitions.

ager in charge of planning, environment and parks, said parks acquisition is severely underfunded, forcing the region to either downsize its plan or find more money. “At this rate of spending it’s going to take 300 years to get to where the plan says we’re going to be in 30 years,” he said. Royer recommended staff continue work to buy some missing pieces for existing parks from the second list, but shelve all other acquisitions until a major review is finished that priorizes target properties. Metro’s environment and parks committee hasn’t yet approved the proposed moratorium – directors said they need more time to consider the implications. Several said they see no way property taxes could be raised to funnel more cash to park acquisition, given the current pressure on taxpayers. But Metro may look at selling less essential pieces of existing parkland in order to pay for the acquisition of pieces considered more environmentally sensitive or critical for recreation. It’s also been suggested that Metro doesn’t need to own every park it operates if it can work with cities or other partners. Ushering more business ventures onto regional parks is con-

The planned Experience The Fraser trail network and other pledged upgrades to regional parks may be in jeopardy because Metro Vancouver is too cash-strapped to pursue them all. The regional district board has been advised by staff to declare an 18-month moratorium on the acquisition of new parkland while they reconsider how to finance the regional parks system and keep up with the demands of a growing population. Surrey Coun. Barbara Steele said there’s tremendous pressure to develop the Experience the Fraser trails along the length of the Fraser River in the Lower Mainland. “There are huge expectations from Hope to Squamish and beyond and now there’s no money to do it,” she said after Metro’s environment and parks committee was briefed on how park demands have outstripped funding. “We can’t do the Experience The Fraser with Metro Vancouver leading the way if Metro Vancouver doesn’t have any money.” Heritage buildings are also at risk, Steele said, noting Metro was supposed to work with the City of Surrey on a plan to refur-
bish the historic Gerow barn in Tynehead Regional Park. “It’s not going to happen at all because there’s no money,” Steele predicted. “If you put this stuff on hold, it’s going to disintegrate before our very eyes.” The challenge is Metro allocates just $3.7 million a year to buy new parkland, an amount that has remained almost unchanged for 20 years while the price of real estate has soared dramatically. Metro officials have a list of 210 target properties worth an estimated $600 million they’d like to buy that would add 3,000 hectares of new parks or major expansions to existing parks. They have a second list of 341 other parcels considered key missing pieces to existing parks that span 2,500 hectares and are worth an estimated $500 million. Spread out over 30 years, that $1.1 billion in proposed acquisitions would require an annual acquisition fund of $37 million a year – 10 times the current amount. But officials fear a jump in interest rates coupled with older owners opting to sell may soon result in a surge of target properties going on the market, increasing the temptation to buy parkland lest it be snapped up for development. Youth soccer early bird deadline this weekend
Retrievers and handlers enjoy training The B.C. Labrador Retriever Club was proud to host two retriever training workshops by Mike Lardy of Total Retriever Training from Georgia over these past two weekends in Aldergrove. On June 21 to 25 a workshop covered basics and transition. Beginner dogs worked through retrieving sce-
narios and handlers with intermediate dogs learned to problem solve. On June 28 to July 1 Lardy was joined by Denis Voigt from Ontario for the Advanced Workshop. This level involved more handling concepts which were demonstrated, discussed and then dog handlers worked their way through these.

FREDRICKSEN, Douglas Andrew Born: October 29, 1922. Passed Away: July 6, 2012. Doug passed away peacefully, surrounded by his family, on July 6, 2012. Doug had a long, eventful and happy life. He grew up in Manitoba and then served his country with distinction in World War II. He was one of the lucky few survivors of the ill fated Dieppe raid. But the war was not all bad for Doug. During the war, while stationed in England, he met and married his sweetheart, Winnie, and with her raised a loving family in Maple Ridge, B.C. Early retirement allowed Doug to pursue one of his great passions, hitting the road with Winnie in one of the many recreation vehicles they owned. Doug was predeceased by his wife, Winnie, and leaves behind his three children, John (Mary), Jane (Don), and David (Laurie), five grandchildren, six great grandchildren and two great-great grandchildren. Dad, we’ll never forget you and will carry you with us down every road we walk. A Celebration of Life service will be held for Doug at 2:00 p.m. on July 14, 2012 at the community hall at Pioneer Park, 27111 - 0 Avenue (corner of 0 Avenue and 272 Street), Aldergrove. No flowers please.
Frederick ‘Frank’ Loucks passed away in Shuswap Lake General Hospital, Salmon Arm, BC on the afternoon of July 2, 2012 at the age of 74. Frank, a longtime resident of Aldergrove where his family came to homestead in the early 1900’s, had been living in Enderby. He is survived by his wife Lorna, two sisters Barbara Cornies of Aldergrove and Geraldine (Peter) Mattis of Burnaby, brother-in-law Clifford Smart of Langley, nieces, nephews, and extended family. Frank’s interests included reading, gardening, and mechanics. He frequently traveled to Aldergrove to visit friends and acquaintances. The highlight of those visits was joining the morning coffee crowd at A & W. Studebakers were his true passion: collecting, rebuilding, restoring, researching and discussing. He enjoyed a long association with the Studebaker Drivers Club and it’s many members who over the years became personal friends. Frank will be missed by family and friends. In keeping with Frank’s wishes there will be no funeral. Expressions of sympathy may be forwarded to the family at: www.bowersfuneralservice.com
