a community makes in public safety and quietly shape how effectively, safely, and professionally policing is carried out. When aligned with operational needs and leadership priorities, a facility strengthens organizational readiness. When outdated or misaligned, it can work against even the most capable leadership and personnel. This is not simply a design question. It is a leadership and stewardship issue.
