eveloper Oliver Berkeley walks a visitor past an in-progress 2,100-square-foot waterfront house, where the owners have so far spent more than two years and north of $5 million. He gestures to a lot next door where a modest yurt is balanced on the rocky shore of Berkeley’s 450-acre Kootenay Lake Village. “That is the house that should win any environmental design award,” he said.

It’s this rather skewed perception of real estate economics that’s helped make Kootenay Lake Village the fastest-selling – and perhaps the most vulnerable – property development in the West Kootenays. The Village stretches for three kilometres along the eastern shore of Kootenay Lake and far up the heavily wooded slopes behind it. The project began eight years ago when British-born Berkeley, once a high-priced project manager on global construction sites, bought 430 acres of public forestry land for approximately $1.9 million. To protect the vision he had for the property, he then paid an Alberta family $3 million for 20 more acres of lakefront land at what is now the entrance to Kootenay Lake Village. “I was afraid [that site] would be turned into an RV park,” he said. Today, 40 owners have bought lots at Kootenay Lake Village and eight houses are complete or under construction. The Village

has outsold all other developments on 110-kilometre Kootenay Lake in bare-land sales. While this reflects the slow real estate sales in the region, it also suggests that Berkeley’s approach to creating a community to live in – rather than a resort to escape to – may have struck a chord. Said Berkeley, who lives onsite with his wife and three children, “We take an organic, sustainable approach to development.” Also, quirky. At Kootenay Lake Village, building lots must match the local environment, not the other way around. They must also be sensitive to wildlife corridors and, ideally, follow the contours of the land. The result is that the building lots, while large, are far from uniform. And there are no rigid architectural controls on what can be built. “We don’t care what you build as long as no one else can see it from their lot,” Berkeley explained. Additionally, the best walk-on waterfront beach in the development has been turned into a community park. All in, 90 per cent of the forest ecosystem is protected and 70 per cent of the acreage is dedicated to wildlife reserve and community recreational parkland, attracting many hikers and mountain bikers from Nelson, which is half an hour away.

The building lots are inexpensive. Half-acre waterfront lots start at less than $350,000 and large view lots average $250,000. “We want to create a vibrant and ethical community. If prices are too high, it will freeze out

some families,” said Berkeley. “If someone comes in and they only have $50,000 to build a house, we will make it work.” Most homes built at the Village so far are ultra-contemporary architectural creations for retired professionals from Calgary or Vancouver. What is surprising is that nearly all the owners have opted to move full time into the Village. Berkeley believes many urbanites never meet their neighbours and welcome the chance to become part of a close community like Kootenay Lake Village. “This is about relocation, not recreation,” he said.

While the organic approach has wowed admirers, it has made financing a hard sell. Traditional lenders rightly want to know exactly how many lots can be carved out of 450 acres and expect the land to sell at the highest price possible. Preserving 90 per cent of the land does not compute. oliver admits he has had to go to the secondary market to finance his Village, paying about three times conventional mortgage rates. “We are looking for a partner to share our vision. A partner could make $20 million here,” he said. “Maybe not in five years, but

in time.” The optimism at Kootenay Lake Village is being seen this year across the Kootenays. Four years after a shattering downturn, jobs and real estate values appear to be coming back, if slowly. Job growth in the Kootenays rose by 2,700 people last year, compared with a loss of 7,300 jobs from 2008 to 2010, according to a B.C. government report on the Kootenay Development Region. The only thing more ubiquitous than magnificent views is real estate “for sale” signs, an indication of little upward price pressure. “This is a rule of thumb, but say a $200,000 building lot is now selling at $139,000, or 30 per cent off the peak,” said Cary Fisher, sales manager at Redstone Golf Resort near Trail in the West Kootenays. Fisher said Redstone has seen slightly stronger sales this year and, like many others we talked to in the Kootenays, is confident they will improve. In fact, the BC Real Estate Association reports Kootenay home sales this summer were up 22 per cent from 2011, the second-highest increase in B.C. “The Kootenay area is in the beginning of a new run up that I predict will surpass the last peak,” said Fisher.

“There is an undercurrent developing from the combination of retirees and new hires. We are starting to see inquiries from investors looking down the road. We have had second-home inquiries from Vancouver and Calgary recently. These markets had all but disappeared over the last few years,” he added. Fisher said the downturn following the U.S. economic crisis hammered West Kootenay prices right across the board. Now, he noted, one can buy a three-bedroom home on a golf course for $336,000, golf all season for $1,175 or ski all winter for $800. “You can live like a millionaire in this area with modest income and no stress,” he said. Realtor Jack McConnachie of Coldwell Banker in Trail, agrees. He notes that some engineers hired for large construction projects in the region are renting $1.5 million penthouse condos at Red Mountain Ski Resort for $1,800 per month. It is the increase in high-paying jobs that is helping the West Kootenays’ real estate recovery, McConnachie said. Teck Resources is spending $335 million on increasing the capacity of an electronic waste recycling operation in Trail, where Teck has a major zinc smelter, he noted. erhaps the strongest evidence of a recovery in the Kootenay recreational market is the sale of ranchsized acreages at the exclusive Ranches at Elk Park just outside of Radium Hot Springs. Prices range to nearly $3 million – and that is just for the land. “We have sold two lots and we have holds on two others,” said Rudy Nielsen, founder and president of Niho Land & Cattle Company, which is marketing the ranches through its subsidiary LandQuest Realty. Prices roam from $9,000 per acre for small parcels to around $2,100 per acre for 400-acre and larger ranches. The 3,500 acres at Elk Park, a gated ranch community and perhaps the only one in B.C., are divided into 16 ranches, from 36 acres to 480 acres. The two lots that sold – one to a retired Edmonton oil executive – are both in the 100acre size, as are the two with pending sales. The Ranches at Elk Park are what Nielsen calls a “rare collection” of recreational private estate properties. The ranches are framed by Kootenay National Park and the Columbia Valley and prices range from $390,000 to $2.95 million for 200 plus acres with a lake. “This is a very exclusive opportunity,” said Nielsen, 70, B.C.’s most prolific land dealer. In the last 40 years, he’s put together thousands of successful real estate deals, involving tens of thousands of acres, from small plots to ocean islands, to entire town sites and huge farms

and ranches. “There’s nothing else like this in British Columbia. South of the border, in places like Montana, similar ranch-style communities are far less pristine and their prices are much steeper.” Calgary-based Schickedanz West, the owner of the Ranches project, is adding a comprehensive amenity centre outside the access point with fitness facilities and a private owners’ lounge, Nielsen said. He credited owner Fred Schickedanz for having the vision and patience to create “one of the best recreational ranch developments I have seen in a long time.” Nielsen said buyers are a mix of permanent residents and seasonal owners who plan to

eventually retire to the property. They share an common appreciation of nature, outdoor adventure, horse-back riding, hobby ranching and getting away from it all, “without going too far or spending too much.” Some of the ranches are lakefront, others have valley views and all have the security and privacy only big money can buy: there is only one access road and it is protected by a controlled locked main gate.

Albertans

The success of Elk Park is likely cheered by other land and recreational vendors in the Kootenays, especially since it heralds the return of Alberta investors. In 2007, Albertans were big in the Kootenay

area, grabbing more than 2,000 residential properties and more than 600 plots of vacant land, with the Columbia Valley figuring large. With the BC/Alberta border so close to Calgary, the Kootenays were a natural lure. Then the oilfueled global economy stalled and Albertans went quiet; in 2010 Albertan purchases were off by more than 70 percent or 756 sales of residential properties. However, with the global economy swinging back and oil now north of US$100 a barrel Nielsen expects a resurgence of Alberta buyers into the Kootenays. “our sales team says the number and quality of calls coming out of Alberta has increased substantially, compared to anytime from mid2008 to late 2010, “ Nielsen said. But it’s not that oil that’s creating the new sizzle in this city of nearly 90,000. While the agri-food business is still doing well – Richardson International employs more than 250 people in its canola oil processing and packaging business and Monsanto Canada recently invested $4.7 million in a plant upgrade – residents of the windy city are talking more these days about the potential for that other oil. You know, the one that drives the Alberta economy. While Fort McMurray and the oilsands generate the industry headlines, petroleum exploration is definitely on the rise in southern Alberta in what’s known as the Alberta Bakken play. The result: there has been an explosion of oilfield crews working between Nanton and the U.S. border, a region anchored by Lethbridge. Shell Canada, Nexen and PennWest Petroleum are among the majors who have staked claims. Alberta Bakken straddles the U.S. border and extends more than 150 kilometres north and stretches across 40 kilometres. What that will produce in the long-term for the local economy remains to be seen. Michael Kelly, the City of Lethbridge’s director of real estate and land development, said that as of early August there was one

industrial land sale pending to a petroleum servicing firm, but his department hadn’t been deluged with inquiries from the oilpatch about locating in the city. Yet, the city recently optioned 40 acres of heavy industrial land in the Sherring Business & Industrial Park.

There has also been a fair amount of hype about the potential. Jeremy Koot, an associate with Bankers Commercial Real Estate in Lethbridge, has certainly been hearing expressions of interest for city space. “We’ve had a lot of inquiries, but nothing solid yet – I think it’s a lot of feelers,” said Koot. One of the challenges for Lethbridge is that its largest southern Alberta rival, Medicine Hat, is already home to a well-developed

oilfield service sector 165 kilometres away. Much closer Taber, only 50 kilometres east on Highway 3, also sports a significant batch of oilfield-related employers. But a lot of the recent action looks to be immediately south and west of Lethbridge, setting the table for potential related growth. Firms such as DeeThree Exploration Ltd. have fuelled optimism by announcing capital budget increases and improved production forecasts for the area in 2012. The company’s current overall production is 4,000 barrels of oil equivalent per day (63 per cent crude and natural-gas liquids). Koot certainly sees more development coming, as projects like Chinook Business Park on the east edge of the city have been attracting a variety of business, from hotels to office developments.

Oil development doesn’t appear to be driving building permits just yet. Lethbridge’s permit values actually fell about $8.1 million for the first half of 2012, a decline of about 8.4 per cent from the previous year. While the single-family home sector was up sharply, there were declines in values for commercial and industrial projects, not to mention a huge drop in multi-family permit values from just over $10 million to about

Lethbridge isn’t an expensive place to lease commercial properties. The average annual lease rate for 2011 was about $11.52 per square foot, down marginally from a year earlier, according to Economic Development Lethbridge, whose numbers include the industrial, office and retail sectors. While industrial space can be had for between $6 and $8 per square foot, downtown office space runs in the $14 to $18 per square foot range. Top retail space is now leasing for $25 to $35 per square foot, with top rates for new commercial projects on the west side of the city, and in south-end power centres, Koot said. Save On Foods is the biggest new store to open in the city, locating in west Lethbridge. Commercial real estate giant Avison Young certainly seems high on Lethbridge, concluding in its last annual forecast for the city that, “Strong investment activity is expected to continue through 2012.” The real estate firm notes the potential of drilling activity at the Bakken oil play. “If this project comes to fruition, it will put substantial pressure on landlords and developers to provide more locations for energy-specific uses.”

The land is part of Osoyoos Indian Band territory, but the site for the Residences at Spirit Ridge has been transferred to a Crown land lease to help facilitate sales, explained Spirit Ridge sales manager Curt Jansen. The Crown leases, which run for 99 years, remove any concerns that buyers may have about the security of native land leases, according to Jansen. “It means that, despite what happens politically with the native band, the leases remain in effect,” Jansen said. The long-term leases qualify for conventional mortgage financing, Jansen added. Yet the Crown agreement for the leases excludes B.C’s harmonized sales tax (HST) and property transfer tax (PPT), which could save a buyer from $20,000 to $40,000 on the purchase of the higher-priced luxury homes, he said. The 17 villas are high-end contemporary designs perched above the existing Spirit Ridge Resort and Spa and its Sonora Desert golf course. Typical prices start from $430,000 for a two-bedroom unit of 1,240 square feet, but most are priced closer to $600,000. Only four of the villas in the first phases were still for sale, although construction doesn’t start until later this year. Bellstar is preparing to launch the next phase at Spirit Ridge Residences,

The Residences have proved a successful detour for Bellstar, which has concentrated on Western Canadian resorts where real estate is sold as hotel condos or fractional shares. “That recreational market has been hit hard,” Jansen said. One only has to look at Bellstar’s Spirit Ridge and Spa project for an example. Bellstar has slashed suite prices at the Spirit Lodge by as much as 40 per cent, but the ownership formula, which is similar to other hotel condo projects, still makes them a tough sell. For instance, the monthly strata fees are $620 per month and, while the Ridge was booked solid in late July, the annual occupancy level is around 45 per cent. The

high fees are required, Jansen said, to assure the resort maintains its 4.5-star rating. As well, the suite owner receives only 55 per cent of the rental income, which ranges from $155 in the off season to up to $330 per night during the summer. Stephen Amonson, president of the Canadian Home Builders’ Association’s Lethbridge region, says there’s room for optimism, even with lot prices up in a city where the local government is the largest land developer. “A lot of the production builders seem to be reporting some good returns, and the custom builders are pricing and building stuff, so there seems to be good activity across the board,” he said. Activity picked up in late fall and early winter, and has continued into 2012. Amonson can’t help but mention the oil sector when talking about Lethbridge’s economy, but acknowledges nothing is certain. “Nobody knows how that’s all going to play out,” he said, though with agriculture and the agri-food sector doing well, and the steadying influence of the government sector in the city, no one is too worried about living in a boom-and-bust oil town. Home builders are typically shelling out $70,000 for an entry level lot, and close to $100,000 for a mid-range lot, Amonson says. He expects those prices may jump another 10 per cent to 15 per cent in the next six

Building permit values double up in Red Deer

M

ake no mistake about it: the building slowdown in Central Alberta’s principal city is over. The proof is in the numbers from the City of Red Deer. Those numbers confirm the city’s building permit values for the first half of 2012 more than doubled from the same period in 2011, skyrocketing up to $127.9 million from $62.9 million – an increase of 103.6 per cent. The numbers almost doubled in all major categories, from residential building ($36.8 million to $70.9 million) to industrial structures ($4.5 million to $9.3 million). Noted John Sennema, land and economic development manager for the city: “2012 has been an outstanding year so far, and we are confident that this trend will continue for the rest of the year.” That’s a reasonable prediction, given that 99 per cent of the residential lots in the new Garden Heights subdivision were snapped up within hours of availability when they hit the market in the spring. As well, the city is proceeding with Phase 2 of Queens Business Park ahead of schedule due to increased lot demand in the project, which sits to the west of Highway 2. Major permits approved in June included one for a $7.8 million grocery store on Clearview Market Way in the city’s northeast quadrant.

hile the numbers are hot in 2012 in Red Deer, growth has cooled slightly to the south in Airdrie, though what constitutes slower growth in Airdrie is still a boom almost anywhere else. Officials in the Calgary suburb confirmed new census data for their city in July, and the numbers peg the new Airdrie population at 45,711, an increase of 5.92 per cent over 2011. While that kind of growth would send heads spinning in some planning and development departments, it was actually a decline from 8.37 per cent between 2010 and 2011. “This growth rate gives us some breathing room,” said Mayor Peter Brown, adding, “Opportunities and challenges come with a steady growth rate. For example, our new fire stations and the police building were built to serve a larger future community, so a manageable growth rate is good news.” According to the census data, Airdrie added 1,097 new homes between 2011 and 2012.

Edmonton’s new office towers are leasing fast

T

he redeveloped First&Jasper office tower in Edmonton doesn’t complete until December, but all 220,000 square feet of its sleek new space has already been leased. The federal government and an engineering firm took the last offices in the GE Capital Real Estate’s LEEDrated project, reports Avison Young. The entire building leased up in five First&Jasper remodelled offices were fully leased within five months. months. The quick take-up reflects a tight market for prime office space in Alberta’s capital. Tenants looking for 30,000 square feet or more of contiguous space downtown have only eight options left, and only one offers Class AA space, namely the new EPCOR tower. The downtown office vacancy rate has fallen to 7.5 per cent, but much of the available offices are in older Class B or even C buildings, Avison Young confirms. And prices are rising. Rental rates have jumped significantly in the past year, with top-tier space now demanding up to $29 per square foot. Inducement packages, once common, are rare today in Edmonton. There is little new space in the pipeline. Avison Young notes the Kelly Ramsay building by developer John Day could complete by 2016 with a 12-storey, 280,000-square-foot office tower as part of the mixed-use package. Challenging the downtown landlords, however, are bright new suburban office campuses that offer high-level lifestyle amenities and lower lease rates than in the core. New office parks, such as Village at Blackmud Creek and Currents of Windermere, will include daycares, fitness centres, ice rinks, parkland and even canoe ponds, Avison Young notes. Still, it appears most tenants prefer the bustle of downtown: only 36,800 square feet of suburban space was leased in the first half of this year. Booming Airdrie takes breather

According to the Fort Macleod Gazette, an estimated 1,350 police and peace officer recruits will be trained each year at the new facility, beginning in September 2014. The training centre will cover about 340 acres just off Highway 2 south, which was

donated to the project by the Town of Fort Macleod. Construction of the training centre is expected to cost about $95 million. The total project budget is $122 million. The rental situation may become intense this year as Husky Energy expands its operations, a new biodiesel plant gets underway and demand for oil and farm products – and the jobs they create – continues to accelerate. In its 2012 survey, Canada Mortgage and Housing Corp. found that only 2.2 per cent of Lloydminster rental apartments were vacant, down from 3.6 per cent a year earlier. Average rent for a two-bedroom apartment is now $915, up from $885 in 2011 and the third highest in Saskatchewan. Lloydminster’s young population – nearly half of the residents are under the age of 30 – and strong job growth adds to a rental shortage. It has spurred investors and employers to purchase homes and rent them out. Recently, a single supplier to the oil industry bought up 10 condos on the Saskatchewan side of this border town to ensure housing for new hires. The new three-bedroom townhome-style units sold for around $250,000 each and will likely rent for at least $1,700 a month, according to Fred Falkner, a partner in Century 21

hen a deep-pocketed Edmonton landlord recently rolled into Lloydminster looking to buy apartment buildings, there was simply no one who would sell.

Husky Energy has opened a 105,000-square-foot, three-storey office building for 375 staff in Lloydminster. The city has no business tax and no provincial sales taxes.

Real Estate. According to Falkner, realtors are now seeing multiple offers on well-priced property. So far this year, sales through MLS are up about 11 per cent from a year earlier. Even the record-setting construction of new homes has been challenged to keep up with population growth in Lloydminster, which has soared by 32 per cent in the past decade to around 27,000. When a gated subdivision of 73 lots came to the market this year, two local home builders snapped up 25 of them within two days. Yet, a search of the local MLS listings finds that investors can find older detached houses for under $200,000 and condominiums in the $169,000 range, with the leastexpensive homes on the Saskatchewan side of the border.

Lloydminster has no business tax, and the city is also exempt from the Saskatchewan provincial sales tax, since Alberta has no sales tax. Both sides of Lloydminster are experiencing a development boom. Last year construction values hit a record of $180.4 million, a 38 per cent increase from a year earlier. In just three years, the city has seen a near-75 per cent increase in construction permits, perhaps unique in Canada.

This year will also see the ongoing construction of 275-million-litre (70-million-gallon) biodiesel plant in Lloydminster, which is expected to complete next year. Archer Daniels Midland Co. plant will be located right next to the company’s existing canolacrushing facility. Since July 1, 2011, all diesel fuel and heating oil sold in Canada must contain at least 2 per cent biodiesel, which should assure steady demand for Archer Daniels Midland’s new operation. ADM has also built five new storage silos as part of a doubling of its canola seed facilities at Lloydminster. Such investments have increased interest in industrial land in Lloydminster, where the city is also a land developer. Through its infrastructure services land sales, the city is offering Hill Industrial, a 480-acre industrial park with serviced industrial lots. he world’s most famous lingerie retailer is preparing to open an 8,500-square-foot store at Polo Park Shopping Centre on December 1, just in time for the Christmas rush. “Men love [Victoria’s Deborah Green, Secret] too.” general manager of Winnipeg’s largest mall, said customers have been clamouring for Victoria’s Secret for many years. The brand is well known in Winnipeg because many shoppers have visited its location in Grand Forks. “It’s a store for women but men will love it, too,” she said. Any husbands or boyfriends who are nervous about shopping there needn’t worry. Founder Roy Raymond, who was inspired after feeling embarrassed buying lingerie for his wife in a department store in the 1970s, designed the store’s comfortable environment.

Landmark eatery closes downtown

innipeg’s long-standing king of the triple-decker sandwich, the Wagon Wheel Lunch restaurant, has closed down after a 61-year run downtown. It’s not that its customer base was waning

but its owner, Franny Gomez, was unable to find a new home that would be suitable – and profitable – after her lease ran out in the Norlyn Building on Hargrave Street. The four-storey building is one of many slated for demolition as Winnipeg’s ambitious SHED (sports, hospitality and entertainment district), a more than $600 million project designed to revitalize the downtown, starts to take shape. On the old Wagon Wheel site will soon rise a $75 million hotel, office, residential and parkade complex. CentreVenture, Winnipeg’s downtown redevelopment agency, did its best to help the Wagon Wheel relocate, but to no avail.

Airport’s old terminal torn down

T

he old terminal building at the James Richardson International Airport will soon be a parking lot. Rendered obsolete when the new $585 million state-of-the-art terminal building opened last October, the old one has been slowly “deconstructed” over the past couple of months. The site will serve as a parking pad for aircraft until the Winnipeg Airports Authority can find a better use. One project has already been confirmed. A new 105,000-square-foot home for the Western Canada Aviation Museum is set to break ground in 2015 in time for a 2017 grand opening. Shirley Render, executive director of the aviation museum, said the extra exposure from being beside the new terminal building should result in a significant spike in annual visitors, which was about 35,000 last year. “This is a once-in-a-lifetime opportunity for us to be extremely visible. Anybody going to the airport will have to drive right by our front door,” she said.

Ikea job calls net 3,000 applicants for 350 positions

innipeggers aren’t just excited about shopping at Ikea, they’re also pumped to work there. The iconic Swedish furniture-maker’s nearly 400,000-square-foot location is nearing completion – it’s on schedule to have its ribboncutting ceremony in late November or early December – and it has been inundated with people looking for work. In the month following the announcement that it was planning Ikea plans to hire up to 350 staff. to hire up to 350 “co-workers,” Ikea received more than 3,000 online applications for everything from working on the shop floor and behind the cashier, to IT, design and restaurant staff. Stephen Bobko, the manager of the Winnipeg store, said he has begun the process of hiring his management team. Conducting interviews, he noted, is considerably more difficult when your workplace is under construction. “I don’t have an office for people to come to so we have to find a mutually agreeable restaurant or other place to meet in town,” he said. Bobko said he expects the store will draw customers from neighbouring provinces and states upon its opening. Tourism Winnipeg agrees and says that should be a boon to local restaurants, hotels, gas stations and the province’s tax coffers. Its forecasts call for visits to Winnipeg to increase by 6.3 per cent next year, driven by a combination of Ikea and the opening of the Journey to Churchill exhibit at the zoo. innipeg’s homeless and hungry have received a much-needed boost to get them through to the fall. The local office of ScotiaMcLeod, the brokerage arm of Scotiabank, has donated $40,000 to Winnipeg Harvest. “It’s a huge gift,” said David Northcott, Harvest’s executive director, who noted the donation is timely. The summer months are typically the

leanest at the Winnipeg food bank. Harvest is able to leverage every dollar donated into $20 worth of food, Northcott said. According to its latest figures, Harvest feeds 54,000 people per month, up nearly 19 per cent from a year ago. Corey Johnson, branch manager at ScotiaMcLeod, said the decision to lend a hand to Harvest was made after consulting with his 11 advisers. “We all felt it was a very worthy cause. askin-Robbins has announced plans to push western expansion of its iconic confectionary franchise in Vancouver, Calgary and Edmonton, according to Bob Tipple, director and general manager for Baskin-Robbins Canada. Tipple said the brand is looking for “entrepreneurs with a strong financial background and a passion for their local communities.” Baskin-Robbins is also launching its outlet redesign across new and existing locations in Canada. Already unveiled in Ontario, the new design will be launched at 10 to 15 locations in 2012. Baskin-Robbins franchisees must prove a net worth of $300,000 with minimum liquid assets of $125,000, per location. A franchise costs between $147,000 to $527,000, with a franchise fee of $30,000 and royalties of 5.9 per cent.
