This year has been another successful one at Loughlin. Our stellar academic record and nurturing spiritual environment continue to provide a beacon of hope for urban young men and women here in Brooklyn. The Board of Governors, faculty, staff and students know this is only possible through your generous donations, and we all thank you for enabling us to continue this good work. As I complete my first year as Board Chairman, I am pleased to report, thanks to your continued generosity, the school continues on a sustainable financial trajectory. Through the financial crisis, thanks to prudent stewardship and expense control, we have managed to increase our net assets by 6% to $6,288,000 as of the end of our most recent fiscal year. We have accomplished this while other urban catholic high schools have been forced to close. We also expect increased enrollment for the 2013/2014 school year. So the question, how have we been able to provide this oasis of excellence from which the mission set out by St. John Baptiste de LaSalle can be accomplished where so many other well intended groups have failed? There is no simple answer to this question, but the common element in all facets of the answer is the selfless dedication and commitment of time, talent and treasure of so many. I would like to point out just a

few shining examples. In 2010, the Board of Governors called upon themselves and volunteer resources to establish a strategic plan. Accomplishing the objectives of the plan has required enhanced resources and tactics in admissions, finance, and fund raising efforts. Brother Dennis has brought new key employees on board, and many new programs have either been completed or are in progress. Extraordinary generous donations have been received from many Loughlin, St. Augustine, and Bishop McDonnell alums, notably Art and Pat Ryan, Mike and Jane Murray, and members of the Loughlin Foundation, and all of our major donors that have answered our call for support the past 3 fiscal years. The untiring dedication of 43 teachers, with 17 average years of service that day in and day out meet the many challenges and prepare our students with the advanced knowledge and moral compasses needed to navigate and succeed in our complex world. We graduate 100% of our students with NY State regent’s diplomas, 27% of those “with distinction.” In partnership with Boys Hope Girls Hope we continue to provide 32 at risk young men with a 5-day a week boarding facility in what was formerly the Brothers’ residence. This is the only program of its kind in NYC and we are proud of this partnership.

Despite these wonderful accomplishments, the sustainable of our school for the long term is not assured. Today it costs about $13,000 per year to educate each student (compared to about $25,000 in public schools.). Even for those families who can pay full tuition only $8,200 is charged, and more than half of our families must receive tuition assistance. Our venerable school building and grounds are much in need of substantial repairs and we do not currently have adequate available funds for the kind of necessary capital repairs. Please take some time to read the sustainability section of this report and review how your donations have been put to work in the school. Our fund raising efforts have grown to yield about $2,000,000 annually. While we acknowledge the great generosity we have noted several concerning trends, most notably the average age of many of our more generous donors is increasing. Graduates from the late ‘60s and ‘70s have yet to respond in the kind of numbers adequate to provide assurance of future long-term sustainability. Men and women graduates from the ‘80s and ‘90s are asked to participate as their current means allow. We have made special appeals to these groups reminding them that the tuition their families paid was subsidized by the Diocese of Brooklyn, which no longer provides any direct tuition support to Bishop Loughlin. We pray these men

and women will remember how Bishop Loughlin, St. Augustine and Bishop McDonnell High Schools played a major part in helping to position them for success and they will be inspired to generously “pay forward” some of their treasure to the deserving young men and women in the school today. Remember St. Luke said in 12:48: “ To whom much is given, much is expected.” We on the Board are confident Loughlin will continue to turn out great leaders and exemplary citizens in the Lasallian tradition for decades to come. We ask you to continue to engage with us to assure our mission is sustainable. Come back and see us. Witness the renaissance of the Fort Greene neighborhood, and experience positive energy coursing through the halls at 357 Clermont Avenue. The Ray Brustman Endowed Scholarship and the stained glass from the Brother’s residence at St. Augustine, now in the chapel at Bishop Loughlin, are prominent ways the St. Augustine tradition lives on today. Raymond Brustman’s entire teaching career was spent at St. Augustine’s, forty-two and a half years, from 1927 to the closing of the school in 1969. He epitomized so thoroughly the spirit of Christian community and humanistic pursuit that his image and that of the school merge inextricably; he was St. Augustine’s.

Dividend income:

Individual filers with incomes above $400,000 a year and married couples filing jointly with incomes above $450,000 will see a tax rate increase. The top income tax rate has been raised to 39.6 percent in 2013. The 2013 ordinary income tax rates are now 10 percent, 15 percent, 25 percent, 28 percent, 33 percent, 35 percent and 39.6 percent.

Qualified dividend income will be taxed at a maximum rate of 20 percent. See below for how this percentage may be affected by the Medicare surtax.

Estate, gift and generation-skipping taxes:

n How Will 2013 Taxes Affect You?

The new tax landscape looks very different than it did in 2012. How will the tax law changes affect your situation? Here is a brief summary covering some of what you can expect. IRA charitable rollover: Donors aged 70½ or older are once again eligible to move up to $100,000 from their IRAs directly to qualified charities without having to pay income taxes on the money. Known as the IRA charitable rollover, this law has been extended to the end of 2013 and made retroactive for 2012. Your gift will qualify under this law if: You made a gift of up to $100,000 from your IRA directly to a qualified charity in 2012. You made a gift before Feb. 1, 2013 – you may choose for this to qualify as a 2012 or 2013 gift. (If you took a distribution from your IRA in December 2012 and then made a gift prior to Feb. 1, 2013, the law allows you to treat it as a direct transfer.) You make your qualified charitable distribution by Dec. 31, 2013 – this will qualify as a 2013 gift.

The 2013 tax law permanently preserves the current individual gift, estate and generationskipping tax to a unified $5 million exemption. This amount is indexed for inflation each year, with the exemption for 2013 being $5.25 million. The top estate and gift tax rates will rise from 35 percent to 40 percent. The annual gift tax exclusion—the amount you can give to anyone gift tax-free each year—is now $14,000 ($28,000 for married couples).

Portability: In 2012, if one spouse died without using up his or her federal estate tax exemption, the unused portion could be transferred to the surviving spouse. This was called a portability provision. In 2013, this portability provision was made permanent. This year’s combined exemption for married couples is $10.5 million.

Itemized deductions: In 2013, the Pease limitation was revived, meaning that itemized deductions, including charitable deductions, are reduced for individuals earning $250,000 or more and for married couples earning $300,000 or more. These amounts will be indexed annually for inflation. The Pease limitation does not apply to deductions for medical expenses, investment interest, casualty and theft losses, and gambling losses.

Personal exemptions: In 2013, personal exemptions are limited for individuals making $250,000 or more and for married couples making $300,000 or more.

Long-term capital gains: The capital gains tax rate – the tax you pay on the amount an asset has increased in value over time – will depend on a taxpayer’s ordinary income tax rate. The capital gains tax will be waived for taxpayers below the 25 percent ordinary income tax rate. For those taxpayers who fall at or above the 25 percent income tax rate but below the 39.6 percent tax rate, the capital gains tax will be 15 percent. For those at the 39.6 percent ordinary income tax rate, the capital gains tax will be 20 percent. See below for how the Medicare surtax may affect these percentages.

Medicare surtax: Beginning in 2013, there is a 3.8 percent surtax on investment-type income and gains. This applies to investment income for those who file individually with adjusted gross incomes above $200,000 ($250,000 for those married couples filing jointly). This means the top rate for capital gains and dividends will be 23.8 percent if your income falls in the 39.6 percent tax bracket.

Payroll taxes: In 2013, the Social Security payroll tax will increase from 4.2 percent to 6.2 percent, meaning taxpayers will have more withheld from each paycheck.

Consult your tax advisor on what the new tax laws will do to your bottom line and how to plan accordingly. n Planning Your Future with Loughlin in Mind Reflecting back, most alumni from Bishop Loughlin, St. Augustine and Bishop McDonnell will agree that their Catholic education created the foundation needed to succeed in life. Bishop Loughlin Memorial High School continues to build that same foundation within today’s student body. The Justinian Society was established in 2000, and named for Brother Justinian, who famously served as Principal for St. James Academy from 18701877. He may be most remembered for his proud and unwavering stand against criticism of Catholic education. In fact, he challenged any school, public or private, to “meet his boys in public examination.” His challenge went unanswered and Bishop John Loughlin used the incident frequently to promote the cause of Catholic education. The Calixtus Society, the planned giving society for St. Augustine alumni, is named for Brother Calixtus Peter, first Principal (1909-1913) of St. Augustine. Like so many Augustine men, he went on to do great things. Bro. Calixtus later became supervisor of schools and an Auxiliary Provincial for the former NY District.
