Hello everyone,

I hope everyone has had a good first half of the year. As we reach the middle, it’s nice to see things gradually returning to normal and more opportunities for us to connect with others around the world.

I recently attended the World Police and Fire Games in Birmingham, Alabama, USA. It was a fantastic event that united police officers and firefighters from many countries. It gave first responders a chance to show what they can do, challenge themselves, and enjoy the camaraderie that these Games are all about. The energy at the event was contagious, and it was inspiring to see so many people proud of representing their departments and countries.

One of my highlights was seeing other IPA members from around the world. Sharing stories, swapping experiences, and making new friends added something special to the event. Seeing such a diverse group come together with a common goal — promoting friendship, understanding, and sport — showed our community’s strength. The interactions, both on the field and off, reminded me how powerful the IPA network can be. Overall, the Birmingham Games were a big success, leaving everyone with lasting memories.

The IPA Asia Pacific Group is also doing well; there’s more to come. Looking ahead, I want to keep working on growing our association. Over the past few years, we’ve made good progress, especially in aligning IPA Section Australia with international standards and increasing our daily membership without relying on old methods.

National AGM - Just a quick reminder that the ACT Region will host this year’s National AGM. This year marks the 60th anniversary of our joining the IPA family in September 1965 in Barcelona. We look forward to celebrating and working together at the 2025 AGM in Canberra, with special guests including Martin Hoffmann, the International President; Clive Wood, Head of Administration; Joe Johnson, USA President; Billy Lawrence from New Zealand; and many others worldwide.

Lastly, don’t forget that the 68th IPA World Congress is scheduled for Poland in September 2025.

BIRMINGHAM 2025

The Games of Heroes: Birmingham 2025

In the heart of Birmingham, Alabama, from June 27 to July 6, 2025, an extraordinary gathering of heroes took place. The World Police and Fire Games brought together over 10,000 first responders—both active and retired—from more than 70 countries, competing in a diverse array of sports across 30 venues throughout Birmingham and Central Alabama. Over two weeks, the city became a stage for more than 1,600 medal events, showcasing the incredible skill, dedication, and sportsmanship of police, fire service personnel, and other public safety professionals.

This event isn’t just about competition; it’s a celebration of service, camaraderie, and international brotherhood. Athletes from all corners of the globe pushed themselves to the limit across more than 60 sports, earning medals and forging bonds that transcend borders. For the community, it offered a series of free and exhilarating spectating experiences, turning Birmingham into a hub of excitement and unity.

Among the many nations participating, Australia made a strong showing, finishing seventh among all competing countries. With over 8,500 athletes competing, Australia secured a total of 130 medals, including 53 gold, 42 silver, and 35 bronze, demonstrating the nation’s commitment and athletic excellence. The Games of Heroes once again proved that on the field, as in the line of duty, our first responders exemplify courage, resilience, and the true spirit of service.

It is with deep sorrow that I have to report the passing of Peter Batley on Sunday 1st June 2025.

Peter served with the RAAF Police and came to us as an Associate member in 1982. Subsequently he joined the IPA New Zealand Section and returned to us in 2010. He served on the committee in various roles from 2013 until last year including organising many interesting speakers at our dinners. Peter will be sadly missed by us all. He was always there when needed and was a permanent fixture with Pauline at our dinners. He was one of our ‘Sausage Sizzle fundraising crew’ and always could be relied upon to attend. Our condolences go out to Pauline and his family.

Beyond Gratitude: It’s Time to Act

Like most people, I’ll never truly understand what it’s like to be a police officer But I know what it's like to need one in the worst moments of your life. And so I know that behind the uniform are ordinary, caring people doing an extraordinary job people who run toward danger when others run away, who absorb society’s trauma so the rest of us can carry on in peace.

This year, I had the privilege of spending time with Police Veterans Victoria, and I can’t overstate the impact it had on me. Their work supporting former officers many of whom carry deep emotional scars from their service is not just admirable, it’s essential. I came away more determined than ever to be a voice for both current and former police members in Parliament.

One of the most moving moments came when I met four of Victoria’s first-ever female police recruits These remarkable women broke through barriers at a time when the profession was almost entirely male and what struck me most was the deep and enduring respect their male colleagues still have for them That kind of honour doesn’t fade with time It spoke volumes about the camaraderie, humility, and shared mission that define policing at its best

But while we celebrate these stories, we must also face some sobering realities The suicide rate among serving officers has more than doubled in the past decade, now surpassing that of the general population. That’s not just a tragedy it’s a warn

Over the next 12 months, I'll be continuing to canvas feedback and ideas from Police officers so that I can advocate for the changes that you actually want, better mental health support before, during and after service; more frontline resources in under-served areas like the western suburbs; and reforms that reduce the crushing weight of ill-fitting legislation and bureaucracy on our police.

But most of all, I’ll be working to restore the respect and dignity that our police deserve Because no one should feel ashamed to wear the badge or feel forgotten once it comes off.

Arthur Troop Scholarship

The following Information and Procedures are provided to assist members of the International Police Association (Australian Section) Inc. in applying for an International Grant which will assist towards their travel overseas to undertake police related studies. Any questions should be referred to either the National President or Secretary General.

The Arthur Troop Scholarship (ATS) is open for applications from IPA members worldwide. Arthur Troop Scholarships are awarded annually and preferably at least one will be granted to each continent in which we have member sections –Africa, America, Asia, Australasia and Europe.

Each scholarship consists of a bursary of up to € 2500, to be used for a seminar at the International Conference Centre IBZ Schloss Gimborn, or at a comparable institution.

Applicants must have been an IPA member for at least 2 years before applying, and the scholarship must be taken between 1 January and 31 December of the year following the awarding of the scholarship (extensions are not granted).

Arthur Troop Scholarships may be awarded to any IPA member ho is a serving law enforcement officer, but are predominantly targeted at our younger members. Applicants are required to submit an application form setting out their reasons to support their selection.

The Application Form must be processed through their national sections and forwarded to the International Administration Centre (IAC) at: iac@ieb-ipa. org. All applications must be supported by a confirmation of membership from their sections.

The Chair of the Professional Commission (PC) will process the applications. After the assessment of the PC and the decision of the IEB, awardees will be announced during the World Congress of each year.

NSW Chairperson’s Address

Welcome to the August 2025 edition of Police Down Under. The spirit of the International Police Association is built on friendship, respect, and mutual support among law enforcement professionals. Through every activity, meeting and initiative, our Region continues to embrace these values, strengthening connections, fostering international cooperation and promoting service through friendship.

We held our last NSW Region quarterly meeting on 1 June 2025 via Google Meet. Thank you to everyone who joined us and contributed to the great discussion and planning. I truly appreciate your ongoing involvement and support for our Region.

A warm welcome to our two newest members, Mr Ryan Dempsey and Mr Pete Smith, who joined us between 2 May and 1 July 2025. We look forward to seeing you at one of our upcoming events and hope your journey with IPA is a rewarding one.

This year marks a very special milestone, 60 years since IPA Australia was officially sanctioned as a National Section. To commemorate the occasion, the ACT Region will be hosting the 2025 National AGM with support from the NSW Region. I strongly encourage all of our members to attend and be part of this historic event. The AGM will take place at the Crowne Plaza Hotel in Canberra from 17 to 19 October 2025. You can find all the registration details in the Members Area of the IPA Australia website, under National AGM Information.

Looking ahead to 2026, our Region committee has been very hard at work organising and tendering for a suitable venue to host the 61st National AGM right here in Sydney. I want to take this opportunity to thank the committee for their efforts behind the scenes in preparing for what will be an important and exciting occasion for IPA Australia. As this event will be held in our home Region, I want to reach out to all our

members and ask for your support in helping us deliver a successful event next year. Whether big or small, any help you can offer will go a long way. Thank you in advance for lending us a hand.

Our next quarterly regional meeting will be held on Sunday 21 September 2025 at the Croydon Park Hotel, 212 Georges River Road, Croydon Park NSW, and will be followed by our Regional AGM. I encourage everyone to attend and consider putting your hand up to assist our Region. Join our committee, help us continue building on our strong reputation and take part in strengthening our Association through unity, friendship and shared purpose.

In the social function space, we are currently looking into hosting a special gathering aboard the James Craig, a fully restored 19th century three-masted barque that forms part of the Sydney Heritage Fleet. This beautiful tall ship is moored at Pyrmont and offers an incredible venue with stunning views of Sydney Harbour. It would be a memorable way to bring our members together in a unique setting that reflects both heritage and camaraderie. Watch this space for further updates as we finalise details.

I am also pleased to report that our NSW Region merchandise has been a great success, especially the NSW Region Challenge Coins and the IPA Badge Wallet, which can be worn around the neck or clipped to your belt. These items have caught the attention of other Regions and even overseas Sections, a great reflection of the pride our members have in representing IPA NSW.

National Police Legacy Day

As the sun sets over the first National Police Legacy Day, we take a moment to reflect on everything that Police Legacy stands for — remembrance, resilience, family and connection.

17 June 2025 marks the inaugural National Police Legacy Day in Australia. This is a deeply meaningful occasion to reflect on the sacrifices made by our police officers and to honour the families they leave behind. It is also a time to recognise the unwavering support provided by Police Legacy organisations across the country, who continue to care for the children and families of our fallen colleagues with compassion and dignity.

During the evening, the sails of the Sydney Opera House are illuminated with the symbol of National Police Legacy Day — the Michaelmas Daisy, the flower of Saint Michael, the Patron Saint of Police. It is a powerful reminder to us all of the challenges faced, and the extraordinary courage and vitality of Police Legatees.

It is an honour for us, and for Police Legacies across the nation, to support Police Legatees in the way that we do. As Chairperson of the International Police Association NSW Region, I stand in solidarity with our policing family and express my full support for this important national initiative. It serves as a poignant reminder that we are never alone in service, and that the memory of our fallen will always lives on through the strength of our shared commitment.

May this be a day of reflection, gratitude and unity. Lest we forget.

Visit to Sydney by Senior Superintendent Charity Dorcas Wangui, IPA Kenya

On Wednesday, 28 May 2025, Senior Superintendent Charity Dorcas Wangui, Deputy County Police Commander of the Kenya Police Force arrived in Sydney as part of a professional development visit, with a focus on tourism policing and international cooperation. Recently promoted and posted to Mombasa County’s Emergency Response Unit, she now oversees the Tourism Police — a critical role given the city’s status as a gateway for international travellers, including those heading to Mount Kilimanjaro.

She was warmly welcomed at Central Station by Retired Inspector Geoff Woodgate, NSW Region Committee Member, who kindly offered to host and accompany her during her visit. With support from Senior Constable Ash Bolld of the Police Media Unit, Geoff arranged station tours and introductions at Bondi and The Rocks Police Commands.

At Bondi Police Station, Charity was received by Inspector Michael Foscholo (Waverley) and Constable Adam Liverstone (Rose Bay), where she gained insight into how officers handle tourist-related incidents — particularly where language, welfare or legal concerns are involved.

Over lunch at the historic Orient Hotel near The Rocks Police Station, Geoff and Charity reflected on the morning’s discussions. Later, at The Rocks, they were met by Senior Constables Hyungjoon Kim and Greg Bernie from Day Street Police Station, who shared firsthand examples of tourist policing in one of Sydney’s busiest visitor precincts. A chance encounter with Constable Kate Poulton, who had previously climbed Mount Kilimanjaro, added a personal and meaningful moment to the afternoon.

Geoff noted how every officer encountered during the day showed professionalism, kindness and genuine respect for our overseas guest — something that did not go unnoticed.

On Tuesday, 18 June, Charity joined a group of 26 retired NSW Police officers and friends for a visit to the Marine Area Command. She was introduced to Superintendent Anthony Brazzill, who spoke with her at length about her role in Mombasa. The visit included a detailed briefing from the Police Diver Unit, and a patrol of Sydney Harbour aboard Nemesis, the newest and largest vessel in the fleet — an experience she described as a highlight of her visit.

The following day, 19 June, she rejoined the group at the NSW Police Aviation Command. Senior Constable Ian Bennett provided a comprehensive overview of the unit’s capabilities, followed by a warm welcome from Superintendent Chris Nicholson. Charity was invited to sit in one of the helicopters, capping off another memorable day of learning and exchange.

Before departing, Charity asked Geoff to pass on her heartfelt thanks to all involved. She was deeply honoured by the warm welcome and grateful for the opportunity to learn how NSW Police manage touristrelated matters with professionalism and empathy.

WHY DID YOU LEAVE ENGLAND

At a recent barbeque during the friendly chatter, my wife and I were asked why we had migrated from England to Melbourne. It is a legitimate question for Australians to be asking, after all the UK is often their first destination for holidays or for looking up resident relatives or their parents.

In our case the reason we jumped at the offer made by the Australian migrant authority way back in 1967 was because of the attraction they promoted. They held a film show with refreshments in our local town hall for people who would maybe be considering migration at a coverall fee of ten pounds a head for adults and free for kids. We gave the offer a great deal of thought after we had attended the show. Having visited West Australia, in my service with the British Merchant Navy, I had not formed a great impression of at least a small portion of the western continent. I had been on a couple of winter trips when the heavy rains had come down sideways with gale force winds. A trip or two into the comparatively new city of Freemantle which, like the cities of old England, had nothing but soot-stained buildings and not one kangaroo in sight was an added disappointment.

My wife was keen to progress with an application after we had had one of the worst English winters ever and were not looking forward to another. Yes, England often had jolly white Christmases, and we had witnessed Australian travelers rolling around in the snow and laughing their heads off. But we had suffered ice where ice had no place being. Go to bed at night leaving our coal fire on the ground floor burning brightly in the grate, awake in the morning to find our bedroom windows frozen shut, on the inside, with the net curtains trapped in the ice which had formed, caused by our breathing and condensing on the glass windowpanes. Where do most people go soon after getting out of bed? But the water in the toilet tank and bowl were frozen,

boil a kettle and pour its warm water into the toilet then flush. Wash your hands, but the cold-water tap is frozen, defrosting by more boiling water requires the bathroom window to be opened despite its being frozen shut, once opened the boiling water is emptied over the inlet pipe running up from the outside from ground to second floors. So far there is not too much trouble except to allow used water to flow from house into the sewer and drains this involved digging up the soil surrounding the pipes and starting a fire in the trenches. I often had to get up earlier in order to carry out these extra duties, even though it meant extra work and missing breakfast to avoid being late for work. One episode like that was a “novelty” but two or three were ………… The kids were still in nappies which along with other clothing was hung out on the back garden washing line to dry, so of course it froze before it dried, no wonder the wife was interested in the main attractions to Australia, “Three hundred and sixty washing days a year.” At the Town Hall we saw pictures of school kids in sun bonnets and cotton school uniforms. A choice of air or passenger liners to complete the journey. How could we resist? We had not been able to have a holiday since we had married eight years previously so a long trip on a liner was like a strong magnet.

We have now been resident naturalized “Ozie’s” for well over eighty years, our kids have left home and moved miles away. We have travelled extensively “from our Victorian home” mainly by car, distance isn’t the concern that it was in the UK.

Did we have any regrets? Yes, we had left all our relations in the UK, although some had holidays with us, we were still concerned. But we have all had far greater opportunities in accommodation, education, and employment than I experienced in the London area.

1946 – 2025. IPA 10595.

Phil was a member of Victoria Police (VP 16500) from 1970 to 1986. He served at a number of city stations before going bush. He was stationed at Yarrawonga and was known to our social secretary Ian Hicks. He joined IPA in 2023 and passed away on March 14th this year.

James Robert HARBOUR

Jim joined the Commonwealth Police on 27 May 1965 before becoming a foundation member of the Australian

Federal Police on 19 October 1979. In 1984, moved from to the Australian Protective Service. He retired on 20 May 1995. During his AFP career, he worked in various areas including Consulate Patrol, Immigration & Detention and the Government Aircraft Factory. Jim attended many IPA events before moving to Rosebud and his Funeral Service was held at the Rosebud RSL on June 4th.

Clive’s Funeral:

Clive Smith HLM 13 was farewelled on May 22nd at Le Pines Eltham. IPA was represented by John Burn, past Chairman of the Albury Wodonga Sub Region and Treasurer Pete Henry. Clive’s daughter Nicole spoke about his family history. Pete spoke covering his police and service to IPA over many

years. Other tributes were made by the Retired Police Association, Whittlesea Masonic Lodge and representatives from serving and former members of the Royal Australian Navy. The Navy members then performed their own service, similar to the RSL. A fitting tribute for Clive’s life of service to so many.

50 Year Members:

This year we have three member who will receive recognition of their 50 years membership of IPA.

Laraine Brown (IPA 2518) joined IPA in 1975 while a member of the Australian Commonwealth Police. She worked at Melbourne Airport with the Woodman’s for five years prior to joining Victoria Police in 1979. She served at several suburban police stations and the Traffic Operations Group. She retired in 1996.

Rex Hackwill (IPA 3451) was a member of Victoria Police from 1955 to 1972. He resigned to run a Nursing Home at Kyneton and joined IPA three years later.

Pete Henry (IPA HLM 32) was a member of Victoria Police from 1972 – 2008. He was recruited to join IPA by the late Pat Hearn who was an Inspector (later Superintendent) at Heidelberg Police Station. Pete was co-opted onto the committee immediately and has held all positions over the years including Chairman now Treasurer for the last 33 years.

Thirty other members will receive 40-, 30-, 20- and 10year awards. We hope to present them at social events or at the Region AGM in September.

Travelers:

Goeff and Frances Woodman and Sandy and Dick Pelling have returned safe & sound from a three-week trip to East Timor. Their adventures will be the subject of a joint presentation by them at our July meeting.

Trevor and Denise O’Shanassy have returned from another trip to Ireland which included staying at IPA House Doublin. They will give a presentation of their travels, at out August meeting.

Gordon Porter & his wife Mayda are somewhere in the middle east.

Diving Incident:

Joe Anderson was on a weeklong scuba diving holiday on a boat in Thailand in April. He experienced difficulties while underwater. He was returned to land to a local hospital then to a larger facility in Trang, Phuket. He was admitted to intensive care suffering a pulmonary edoma. It appears that he was unknowingly suffering from pneumonia prior to diving. After being released from hospital he had to recuperate before being permitted to fly home. At our May meeting he gave a visual presentation of his many diving activities. He returned to work on light duties. Results from further tests will determine if his diving days are over. He reminded everyone of the need for travel insurance as his treatment and associated travel expenses would have been extremely expensive without it.

Dorothy Lapham: Also at our May meeting, Dorothy was presented with extraordinary membership. Her late husband Doug (IPA 7354) was a member of WAPOL and a member of the IPA WA Region prior to moving to Victoria. Doug and wife Dorothy were regular attendees at our Region Meetings and Socials. She can now continue to enjoy our company as a member in her own right.

Police Veterans Victoria Corporate Luncheon:-

The Victoria Regain supported the PVV at this again this year with the purchase of a table of ten. The lucky members were selected by ballot at our May meeting and attended the event at the Palladium at Crown, Melbourne on the 4th of June.

June Meeting:-

Our speaker was John Digby (IPA 10959) joined Victoria Police in 1994 and is currently the O/C of Anglesea Police Station. He has been a member of the Army Reserve for 40 years’ and is a Warrant Officer class 1. During his Military service he has travelled extensively throughout Australia on exercises.

He served on peace keeping duties in East Timor for eight months during their recent elections. The highlight was a trip to England and France in 2016. At Fromel, they conducted a military funeral for the unidentified remains of three Australian servicemen from WW1 that had been uncovered by a farmer in his field.

Part 2 Touring New Zealand

Giving a farewell wave to the Beehive and the delights of ‘Windy Wellington,’ we boarded the ‘Interislander’ Ferry to sail to New Zealand’s South Island.

It almost seemed like the legendary ‘Land of the long white cloud,’ had given us one last look before we left to continue our New Zealand Rail Tour.

Not only is the Straights between the two islands extremely windy, there is also some notable turbulence where the Tasman Sea meets the Pacific Ocean, as the Earth spins ever westward.

Sailing past the rugged and indented coastline, we passed numerous seafood farms and isolated fishing locations that any dedicated fisher person would clearly be envious of owning.

Arriving in Picton, we had a quick look around the attractive small town, before boarding our train to continue our tour.

Walking around the attractive small town in glorious sunlight, we noted an outstanding offer outside a local bar. It was really hard to pass up on an offer like that, but unfortunately our train was about to leave. Looking out of our train window, as we sped by, the country on the East coast of the South Island was really spectacular. Extensive vineyards, forestry, ‘Wapiti’ deer farms gave way to a rugged coast line where seals sunned themselves, after returning from their fishing expeditions.

Arriving in Christchurch, our accommodation at Pavilions Hotel boasted of some interesting artifacts to contemplate as we enjoyed a three-course meal. Over my right shoulder, suspended in midair, was a chap riding a motorbike. He competed with a full-size MassyFerguson tractor, also suspended on the opposite the wall. Looking further around, the decorations obviously portrayed someone with a vivid imagination and a life’s work of collecting obscure artifacts, coupled with an obvious decorator’s flair for the quaint and unusual.

But that was not all. Closing our unit’s front door, we were treated to the local emergency instructions of what to do if an earthquake happens. If you think this could be an unlikely event, think again. At least 180 people lost their lives in the last serious earthquake that hit Christchurch in 2011.

After a somewhat apprehensive night’s sleep, we awoke to a glorious dawn sunrise and tried to ignore the old adage: “Red sky at night, a sailor’s delight. Red sky at dawning, sailors take warning.”

During our morning bus tour around the city, many or the major scars from the 2011 earthquake are still visible. The city is built on the soil and debris from the mouth of the River Avon that has spread out into the eastern coastal plans and sea. In 2011, tectonic plate movement away from the coast produced earthquake waves in this silt that spread through the material and caused the underlying material to liquify. Other areas in the city centre suffered and some buildings collapsed, killing many people.

Visiting the Earthquake centre (Quake City), revealed the Christchurch area has a long history of earthquakes, going back well before it was first settled.

Leaving Greymouth, we then travelled down past idyllic scenes in the west coast and on towards Glacier Country.

During my first visit to New Zealand over 50 years ago, you could drive along the main coast road, alight from your car and walk a short distance to photograph the mouth of a glacier. Not anymore. The glaciers have retreated substantially. There’s now steep climb to where a lookout provides you an opportunity to photograph what’s left of the glacier from a distance, and a timeline on a noticeboard explain just how much ‘Global Warming’ changed the view.

Our bus then took us to a local national park where we were able to see the beautiful Lake Matheson nature park and get a long-distance view of Fox Glacier on the way.

In the centre of Christchurch, there are signs banning alcohol. It raises possible conjecture that if you standing in the centre of town and you feel somewhat unsteady on your feet, it certainly isn’t due anything you’ve recently consumed.

Leaving Christchurch, we boarded the train bound for Greymouth on the west coast. The challenges that had to be overcome to build the railway line are reflected in some of the signs at Arthur’s Pass, one of the highest points in the mountain chain that is the backbone of the South Island.

Some of the railway bridges give an idea of how difficult building the track would have been especially in days gone past.

Arriving in Greymouth, we walked around this quiet town that clearly evidenced how important the native greenstone had been for its local economy. A huge lump of greenstone resides on a corner of the main street for all to see.

As the local bird life flitted around us, catching the myriads of local sandflies, (Don’t scratch the bites’…), it was very easy to imagine a kiwi popping out of the undergrowth to say hello.

While some of our group took a jet boat up the glacial river, we admired the view of the pale aqua, glacial river as it made its way down the coast, along what was once a valley created by a glacier.

We often stopped to see some of the beautiful native forest. Local ferns and fungi covered the forest floor as we made our way to a site named ‘Thunder Creek Falls.’ It’s fair to say the noise of the Thunder Falls waterfall lived up to its name.

Nearly arriving at Queenstown, we had some wonderful views of the ‘Shot Over’ River.

The TSS Earnslaw is an Edwardian twin screw steamer that was first launched in 1912 and is based at Lake Wakatipu. She is one of the oldest tourist attractions in Central Otago, and the only remaining commercial passenger-carrying coal-fired steamship in the southern hemisphere. Passengers can see what’s happening from the opening in the deck or go below and inspect the Boiler room. While a cold day outside, it was pleasantly warm inside the ship, near the funnel.

Driving from Queenstown to Milford Sound, after exiting the long tunnel under the mountain, we were lucky to have a rainy day and see the hundreds of waterfalls in the ‘U’ shaped valley that was clearly formed by a past glacier. A rainy day however didn’t help views of the famous ‘Mitre Park.’

From Milford Sound, we then tracked back from Fiordland towards the southern tip of the South Island. Making our way to Bluff, some found the famous oysters were worth sampling. In Invercargill we were informed that the winds we were feeling had last left Patagonia before blowing over the Great Southern Ocean.

Then it was onto Dunedin and a surprise to some. The city’s name is the Scottish name for the city we know as Edinburgh.

One of the local attractions was Baldwin Street, and reputedly the steepest street in the world according to the local signs.

The road sign to the local Cemetery seemed so selfexplanatory: ‘Dead End – no exit,’ it said.

A local bakery advertised some tempting delights including a multi coloured ‘lolly cake’ and a ‘mouse trap’ consisting of chopped sausage on toast and covered in molten cheese.

We then headed up the East Coast of South Island towards Christchurch. We called in to look at some of the amazing sites including some huge rock marbles, a petrified forest and penguin nesting sites, a good view of the snowcapped alps including Mt Cook and the very appropriate (for New Zealand), Church of the Good Shepard.

While we were visiting the church, the local constabulary checked out the tour bus and found a bald tire. ‘Tsk. Tsk’ They were very happy to pose for the PDU roving photographer, however.

CHAIRPERSON DESK:

The WA region has been a little quiet like most regions as our members travel to the warmer countries and parts of our state enjoying the warmer weather and holiday specials on offer.

We are halfway through the year, and this year and winter is upon us, I would like to thank those members who have braved the cold and rain to attend our monthly meetings, it is pleasing to see a good attendance at our monthly meetings by our members.

Our Social Coordinator and his committee are working on our future social function for the remainder of the year. Members will be notified of these by email.

I hope those happy travellers will submit some interesting short stories on their Travel adventures to the National Editor Allan Voak for publication in the PDU Magazine.

A committee of educators and professional painters will choose the best paintings. The results of the competition will be announced on the last working day of the congress. Each participant is solely responsible for the complete and correct delivery of their information.

Incomplete or incorrect completion of the participant’s details entitles the SCC to exclude him/ her from the Contest.

Any of the participants and / or the winner, at any stage, may be excluded if they do not meet the conditions for entry.

The contestants provide their consent and authorisation to IEB or SCC to publish the contest and / or its results through radio, television, as well as through print and electronic media and / or the internet. The IEB reserves the right to use and publish for any purpose, the list of winners, photos, films and videos and may use any news item related to this competition for promotion purposes. Participation in the programme automatically provide consensus and assignment of the necessary rights (copyright, exploitation) for this purpose without any other claim against IEB and SCC.

Presidents Award for Excellence

THIS AWARD IS OPEN TO ALL MEMBERS OF THE AUSTRALIAN SECTION OF THE INTERNATIONAL POLICE ASSOCIATION.

The aim of the award is to recognise the or group of members, who achieve a HIGH STANDARD OF EXCELLENCE in any of the following fields:-

1. ANY IPA FIELD OF ACTIVITY

2. CULTURAL ACTIVITY

3. SPORT

4. COMMUNITY ACTIVITY

The nomination of a person or group may be made by members in the singular or plural. Nominations for this award must be received by the Secretary General by September 1st of any given year.

THE RULES GOVERNING THE AWARD ARE AS FOLLOWS:

1. Nominations shall comprise a citation identifying it as a nomination for the Presidents Award for Excellence, along with the category. It should be in the form of a short, concise description of the achievement and printed on A4 paper. The identity of the nominee/s should NOT be contained within the citation. The citation should be followed by the signature/s, full name and address, plus Region of the nominator/s.

2. Attached to the citation in a sealed envelope should be a copy of the citation with the name, address and Region of the nominee/s prominently printed on the sheet, following the details of the nominator/s.

3. The citation and the sealed envelope should be forwarded to the Secretary General, who shall place an identification mark on each entry. The citation and sealed envelope should be marked the same.

4 Following the closing date, the Secretary General should forward all citations and sealed envelopes to the President for consideration. The President may consult with members of

the National Executive Board, if apptopriate.

5. In the event of no nominations being received, the President may decide on a recipient.

6. The trophy should be presented to the successful person or group at the National Annual General Meeting. The trophy shall be held until the next National Annual General Meeting

7. Non-compliance with the conditions of the Rules govern ing the award will automatically disqualify the nomination.

8. Any person or group successful or unsuccessful are eligible to be re-nominated.

Writers of all ages and backgrounds are being given the opportunity to participate in the annual IPA – Police Down Under – Article Writing Competition

There are three categories with the winner being awarded $200. Police related articles can be based on (but not limited to) contemporary policing issues, specialised services, case studies or, personal experiences. Travel related articles can be based on a police, IPA, or, personal travel story.

Selected entries will be published in Police Down Under, the nationally distributed IPA Australia magazine, throughout the year. The winning entries will also be posted on the IPA (Australia Section) website.

A first display of the photos will take place during the IPA World Congress 2024 in Ohrid, North Macedonia. A total of 50 images will be selected and will be sent to Section North Macedonia for mounting and displaying at the International Exhibition. Subsequently the photographs will be offered to other sections, to encourage them to hold similar exhibitions.

RULES:

• The competition is open to all members of the International Police Association.

• Entries are limited to 5 photographs per person for each category.

• Winners will be announced during the IPA World Congress 2025 in Ohrid, North Macedonia.

• Copyright: The right to reproduce photographic images for International Police Association purposes is assumed.

• The judges’ decision is final, and no correspondence will be entered into by the International Police Association.

• Whilst the International Police Association will exercise care in the handling of entries, it regrets that it cannot accept any responsibility for the loss of images, however caused.

• Submission of entries implies acceptance of the stated Rules.

Foreign nationals with policing experience are now eligible to apply to join the Queensland Police Service (QPS), following the labour agreement announcement in 2023 between the State and Federal Governments.

This agreement allows international police officers to join the QPS, without the requirement to be an Australian citizen or permanent resident.

The QPS have a variety of rewarding incentives on offer:

• Receive AUD$20,000 paid towards the cost of relocation for police from other jurisdictions

• Prior policing experience will attract a higher pay, up to AUD$130,000 per annum as a First Year Constable

• Free accommodation for recruits living at police academies, located in Brisbane and Townsville

Previous policing experience may be recognised through the Police Abridged Competency Education (PACE) program, fast tracking training to reach the beat sooner.
