Dan Bond has more than 29 years of engineering experience in southwestern Florida and leads BGE’s efforts in the design and management of land development projects from BGE’s local Sarasota office. He has worked on numerous commercial, residential, and mixed use land development projects. Dan has served as Engineerof-Record for numerous municipal projects, including parks, fire/EMS stations, and school projects. His skill set includes full-site design and permitting, vehicle circulation analysis, utility and drainage planning, and construction-phase services—ensuring seamless delivery from concept through close-out. Dan’s longstanding relationships with local municipalities and regulatory agencies, along with his proven expertise, make him uniquely qualified to support BGE's clients and their initiatives.
Palma Sola Elementary School Improvements, Manatee County, FL: Dan was the Engineer of Record for the design of a new school building with supporting utility and drainage infrastructure within the existing campus property, with students in attendance during the entire process. This created significant design challenges for maintaining the ongoing function of the school facility through multiple phases of site activity.
Fire Station 8 and Special Operations Building, Sarasota County, FL: Dan was responsible for complete site development, drainage design/ floodplain compensation, permitting, utility design, Auto-turn analysis, and construction phase services for a 2.4±-acre fire station site consisting of a 12,380-square-foot fire station building, 144-square-foot training tower, and 6,757-square-foot special operations building for Sarasota County.
Manatee County EMS Station 10, Bradenton, FL: Dan was the Engineer of Record responsible for complete site development, drainage design/ floodplain compensation, permitting, utility design, Auto turn analysis, and construction phase services for a 2.4±-acre EMS station site consisting of a 5,000 square foot EMS station building for Manatee County.
G.T. Bray Park Improvements, Bradenton, FL: As Senior Project Manager, Dan led site development, grading, drainage, utility design, permitting, and construction phase services for multiple athletic facility improvements at Manatee County’s G.T. Bray Park. The project included new and renovated concession, restroom, storage, meeting, and press box facilities totaling more than 8,000 SF, along with covered bleachers, replacement of backstops and dugouts, and upgraded fencing throughout the baseball and softball complexes.
PHIL CHANG, PE

Phil has 30 years of experience managing and completing public works projects for public clients in multiple states and internationally. His past projects have included roadway safety improvements, utility/ sewer/force main extensions, regional stormwater modeling, drainage improvements, parks and recreation facility improvements, right-ofway acquisition assistance, an award-winning boating access facility, municipal cemetery expansions, historic building preservation/visitor center modifications, and pool lighting assessments. His clients have included the City of Dade City, the City of Zephyrhills, the City of New Port Richey, Pasco County, and Polk County, to mention a few. As a former city and county Project Manager, he draws on his experience to proactively address project issues early in the design process.
South Avenue Extension, City of Zephyrhills, Zephyrhills, FL: Phil provided QA/QC and permit coordination of this BGE project that consisted of the extension of a new two-lane roadway to the north of 6th Avenue in Zephyrhills. This new roadway provides access for a future project with federal funding which requires additional regulatory agency approvals. The project also included stormwater drainage infrastructure, sidewalk, and utility infrastructure (water and sanitary sewer) extensions. Regulatory agency approval was required from the Southwest Florida Water Management District (SWFWMD) and FDOT.
Zephyrhills Sidewalks and Trails, Furr, Wegman and Banks Architects, PA, Zephyrhills, FL: Phil provided construction phase assistance for this project where BGE was a subconsultant on this City of Zephyrhills project. BGE's responsibilities included an assessment of City maintained rights-of-way to verify safe accessible connectivity to local schools. Additional responsibilities included the preparation and permitting of construction plans for approximately 10 miles of sidewalks and trails.
Wells Road Force Main, Pasco County BOCC (Utilities Department) Wesley Chapel, FL: Phil was the Engineer of Record and Project Manager for the design of this force main for Pasco County Utilities. This project reduced the distance being pumped by almost 4 miles and improved the efficiency of the existing force main system.
County Road 54 Phase 2, Pasco County BOCC, Zephyrhills, FL: As Engineer of Record for this 1.25-mile-long roadway improvement project, Phil provided project management, roadway and drainage design, utility coordination, permitting, and construction phase assistance.

ALEX HULBERT
Director, Land Development
Alex has 24 years of project management and civil design experience in land development, site design, and municipal projects. He specializes in land and site development design, including land planning, stormwater drainage systems, utilities, and permitting/ coordination efforts. He has served as Project Manager on largescale residential, commercial, mixed-use developments, parks, stormwater management, utility improvements, roadway projects, and infrastructure design projects in the eastern United States.
Rangeland Blvd, Lakewood Ranch, FL: Alex was the lead design manager for the project. He designed 2.1 miles of four-lane divided roadway in Lakewood Ranch. He directly coordinated with outside consultants working on two subdivisions adjacent to the roadway. This included coordinating points of ingress/egress as well as utility connections. The design of the roadway coordinator included dryline utility infrastructure extensions to provide over 2 miles of master mains for potable water, sanitary sewer force main, and reclaimed water. These utility lines were part of a master utility network designed and modeled by outside consultants. The stormwater for the roadways was designed several times using both close system storm sewers and open ditches to best utilize the available right-of-way and stormwater treatment capacity. At several points in the process, meetings were held with the client to refine the design to maximize the funds budgeted for the project. The design adhered to the most up-to-date FDOT standards at the time of permitting.
Zephyrhills Sidewalks & Trails, Zephyrhills, FL: Alex was the client and lead Project Manager for the project, which consisted of designing approximately 10 miles of sidewalks. The project aimed to enhance safety for students who walked to school. The sidewalks, driveways, and alleyway entrances were designed to FDOT standards. During design development, signage and stripping for all affected intersections were updated to the most up-to-date MUTCD standards. All pedestrian crossings used special emphasis crosswalk markings. Aboveground obstacles, such as utilities, trees, and driveways, were considered in the design. The City encouraged that as many trees with value within the construction limits of the project be preserved. He coordinated with all the affected city departments on an ongoing basis to ensure the design met the City’s intent.

Jim is a registered professional land surveyor with over 27 years of experience in land surveying where he began his career in the US Army before graduating from East Tennessee State University with a Bachelor of Science in Surveying and Mapping. He is an experienced Project Manager in many disciplines of Land Surveying, which has allowed him to apply the latest survey technology to everyday solutions resulting in cost savings and schedule efficiencies for various design projects.
Moon Lake Road Traffic Signal Design, Pasco County, New Port Richey, FL: Jim served as the Surveyor of Record for design improvements at the two intersections of Slidell Street and Lakeview Drive with Moon Lake Road. Moon Lake Road is a 5-mile 2-lane rural arterial road connecting Ridge Road with SR-52. He provided a design survey which included control, right-of-way establishment, topographic survey, and subsurface utility engineering (SUE). The deliverable was processed in Open Roads Design (ORD) followed by a signed and sealed Surveyor’s Report.
Deerpark Blvd. and SR 207 Intersection, St. Johns County, Elkton, FL: Jim served as the Surveyor of Record for the design survey to improve the intersection at SR 207 and Deerpark Blvd. to address county comments from an industrial land development project. This intersection located less than a half mile from I-95 has had accidents and near misses due to many warehouses constructed. Trucks crossing traffic to turn left (eastbound) to I-95 without a signal has led to many concerns from area subdivisions. Jim surveyed 1,200 feet of SR 207 and 300 feet along the side streets. He established the rightof-way, researched for easements, performed a topographic survey including overhead wire clearances and reviewed for encroachments. Underground utilities were located (Level B) and mapped and added to the survey.
Lake Park Watermain Replacement (8A and 8C), Lake Park, FL: Jim served as Project Surveyor for a 4.5-mile replacement of old asbestos waterlines running throughout a mixed-use neighborhood. Once control was established, BGE established the existing rights-of-way and performed a topographic survey along the proposed routes. The topo extended to 15 feet beyond the right-of-way to capture potential impacts to the howe owners. Once as-built records were requested for all Utility Agency Owners, SUE was performed to map the underground utilities.

MEGAN TETRO, PE
Director, Transporation Systems
Megan is Director of Transportation Systems in BGE’s Tampa office. She is a client-focused professional engineer with a diverse project management and roadway design background. Since 2008, she has managed design-build projects and task work order-driven contracts and designed various interchange reconstruction, resurfacing, restoration, and rehabilitation (RRR), shared-use path, and safety improvement projects. Megan excels at problem-solving during the design process and communicating with her clients to provide efficient design solutions.
Districtwide Design-Build Pushbutton Contracts I and II, FDOT District 1: Megan was project manager for both contracts, which focused on task work order (TWO) safety improvements to be designed and constructed within 365 days or less. Elements of work included milling and resurfacing, roadway widening, median modifications, drainage modifications, signing and pavement marking, intersection lighting, signalization, and pedestrian upgrades such as curb ramps, crosswalks, and signalization. Geotechnical, survey, and SUE investigation were also required for these TWOs. Megan facilitated design services for up to six simultaneous TWOs and oversaw nearly 100 total TWOs under the two contracts combined.
I-10 Widening from I-295 to I-95 Design-Build, FDOT District 2: Megan was the temporary traffic control EOR for this I-10 widening project from approximately 3,700 feet west of the I-295 interchange to 1,900 feet east of Stockton Street. Elements of work included asphalt and concrete pavement widening along I-10; 12 bridges widenings; redesign of multiple minor streets under I-10 that included intersections, sidewalk additions, widening, and milling and resurfacing; and replacement of the existing Cedar River bridge culvert. Additional elements of work included drainage, ITS, lighting, landscape opportunity plans, signing and pavement marking, water and sewer design, survey, and geotechnical engineering.
I-75 Widening Design-Build from South of SR 50 to Hernando/Sumter County Line, FDOT District 7: Megan was the assistant PM and lead roadway engineer responsible for all cross-discipline design coordination. This $94M design-build project consisted of widening and reconstruction of six miles of I-75 in Hernando County, including reconstruction of the interchange at US 98/SR 50/Cortez Boulevard to a Single Point Urban Interchange (SPUI) configuration. The I-75 bridges over US 98 were replaced with single-span steel girder bridges designed to accommodate a future 10-lane typical section for I-75 and 8-lane typical section for US 98. Approximately one mile of US 98 was widened and reconstructed within the interchange limits using concrete pavement.

Jenny is Director of Site/Land Development in BGE’s Jacksonville office. For almost 20 years, Jenny has designed and managed a variety of both public and private sector civil/site engineering projects, including City parks and roadways; industrial, single family, multi-family, and commercial developments; and solar farms.
Imeson Port Center Industrial Development, Jacksonville, FL: Jenny was Project Manager and EOR for the multiphase, master-planned industrial development. The development consists of up to four phases and 1,500,000 sf of light industrial distribution warehouses and spans both sides of an FDOT roadway. Elements of work included a master stormwater plan, master water and sewer plans, two turn lanes, offsite utility extensions, a publicly owned lift station, sidewalks onsite and in the FDOT ROW, grading and drainage plans, utility plans, and plan coordination for electrical distribution, lighting, landscaping, and signage. The master plan and Phase I construction were permitted and approved by FDOT, the City of Jacksonville, JEA, and the SJRWMD.
Durbin Creek Estates single-family Development, St. Johns County, FL: Jenny was the Project Manager and EOR for the 180-lot single-family development. The development consisted of a 1,200-length foot access road, a public lift station, a stormwater management facility, a park with walking paths, and two turn lanes on the County roadway. Extensive coordination with the Environmental Scientist was necessary to relocate a recorded Conservation Easement to provide access to the site. St. Johns County, JEA, and SJRWMD permitted and approved the construction plans.
Eden Multi-family at Kendall West: Jenny was Project Manager and EOR for the multi-family development. The project consisted of 76 townhomes and 190 cluster-style apartments with a clubhouse, pool, mail kiosk, walking paths, tot lot, and a dog park. Working elements included a private lift station, potable and fire protection mains, connection to the existing stormwater management facilities, grading, and storm tabs for the stormwater conveyance system. The project had a significant number of amenities and enhancements which required coordination between the landscape architects, pool engineers, structural engineers, and electrical engineers throughout the duration of the project. The City of Jacksonville, JEA, and SJRWMD permitted and approved the construction plans.
City of Jacksonville Half Moon Island Park, Jacksonville, FL: Jenny was EOR for the public boat launch on the Nassau River. The development consisted of parking, left-turn lane, stormwater management facilities, restroom facilities, a pavilion, a boat launch, and a boardwalk along the river. The City of Jacksonville, FDEP, JEA, and FDOT permitted and approved the construction plans.
