A message from our Board Chair Dear OKALA Members,

The Oklahoma Assisted Living Association (OKALA) is proud and excited to present this new 2019 Membership Directory to you. It is our goal, as the OKALA Board of Directors and Staff, to provide this very useful tool to everyone that is interested in our industry. The majority of Assisted Living Communities in Oklahoma are members of OKALA and are represented in the directory. So, we know how useful this will be to help families research and locate the community that is best for their loved ones. OKALA is the only Association that is solely dedicated to Assisted Living Communities. We continually promote and work with our State Legislators to make positive changes in our laws that will produce a better qualify of life for our Senior Adult Age Generation. A message from our President and Executive Director Dear OKALA Members,

For the past 6 years, as I sign stacks of letters thanking providers and industry partners for their membership I do so with such pride. Our members continually to amaze me with the stories I receive about how much compassion and care they have shown the Seniors in Oklahoma. I have wanted to publish a membership directory for several years to help educate the public about our members who are held to a higher standard and seem to exceed these expectations daily. Many of our members help educate about long term care options in Oklahoma and help Seniors find the best option to meet their current needs. OKALA provides a checklist and other resources for those needing assisted living, memory care, residential care, independent living or other options our industry partners can provide. Finally, with the assistance and many long hours of the staff of a Platinum Partner, it is coming to fruition. Our association has grown these past 6 years and we are proud to offer the only approved course for becoming a licensed assisted living and/or residential care administrator in Oklahoma. We also offer many offer educational courses. Check our website for upcoming events. This is the first membership directory for both members of OKALA and the public. I hope that you find that this membership directory is beneficial if you are looking for services for Seniors in Oklahoma or just need a resource you know you can trust. The Oklahoma Assisted Living Association is proud to offer our OSBELTCA approved RCAL Administrator Course! This 5-day split class starts with the first 2 days of State Rules and Regulations. We then reconvene for 3 more days and cover SeniorLivingU’s Administrator Level 1 manuals. STATE SURVEY PREP

This course is designed to enable assisted living community management to prepare for their state survey and implement a program to remain prepared and be compliant with Oklahoma State Regulations & Rules. Elements and tools to conduct an effective mock survey will be reviewed to include checklists for dietary, nursing, pharmacy, personnel, and environmental services. Frequently found deficiencies will be discussed as well as programs or solutions to avoid them. LUNCH-N-LEARN SERIES

These educational offerings provide quality, affordable, education programs and are designed with the providers busy schedules in mind. These training series will educate providers on the newest trends, regulations, rules, products & developments in assisted living. Plus they will have a great lunch and fun networking all within 1 1/2 hours! ACTIVITY DIRECTOR TRAINING

We have partnered with SeniorLivingU to offer this self study course. This course is designed for assisted livings. Participants will receive a manual and exam. Upon completion of course and passing of exam they will receive a certificate from SeniorLivingU. 6

A message from our Lobbyist Dear OKALA Members, This fall has brought cooler weather and interim studies back to the State Capitol. House members filed 146 interim studies for consideration this fall. The Senate is considering 72 proposals. Of these, four approved studies were of an interest to assisted living or senior care issues. As we work through these interim study committees, we will get a better feel for legislation that we may have to address in the 2020 legislative session. Most prominent is Senate Study 19-40 by Senator Pugh (R-Edmond) and Representative Martinez (ROklahoma City). Senate 19-40 will look into the current licensing and regulatory requirements for assisted living and memory care units. This study was requested after both legislators had constituents with concerns over family members in memory care residences. I have met with both legislators and have assured them OKALA is ready to work with the group and do everything we can to ensure the health and safety of our residents. We will also be working with House members on House Study 19-18 by Representative Tammy West (R-Oklahoma City). This study aims to look at the overuse of restraints and antipsychotics in residential and assisted living communities. This is an issue we dealt with last year and knew would be coming back for the 2020 session. I have continued throughout the summer to meet with Representative West and members of the senior advocacy groups to address any of their concerns. Aside from these studies, OKALA continues to work with our colleagues at the Department of Health to continually improve our lines of communication and build on our interdependent relationship. We are presently working on some possible legislative proposals in conjunction with the Department of Health. We will continue to update you as these develop further. Once we get into November, we will get a better feel of what legislation is proposed and further develop our 2020 legislative agenda and strategy. Assisted living is regulated in all 50 states. The license should be easily available for you to see in the community. All state laws also provide for a Resident Bill of Rights, which is posted. Assisted living communities are inspected by the state regulatory agency. You may request a copy of the most recent survey report from the community. Assisted living communities must also comply with local building codes, fire safety regulations, and other requirements. Additionally, many operators of professionally managed assisted living communities for seniors have company quality review programs in place to review and continually improve services, as well as resident and family councils toaddress questions in a timelymanner.

Checklist The best advice is to locate and visit assisted living communities before a crisis. Meeting the staff, residents and often family members is one of the best ways to learn about the community. Every assisted living community is unique, but there are common questions to ask yourself and the community before, during, and after a visit.

The checklist that follows will help you ask these questions and make an assessment for yourself and/or a loved one.

Environment  As you arrive at the community, doyou like its location and outward appearance?



As you enter the lobby and tour the community, is the décor attractive and homelike?



Do you receive a warm greeting from staff welcoming you to the community?



Does the executive director call residents by name andinteract warmly with them as you tour the community?

Do residents socialize with each other and appear happy and comfortable? Are you able to talk with residents about how they like the community andstaff? Do the residents seem to be appropriate housemates for you or your lovedone? Are staff members appropriately dressed, personable, and outgoing?

CAMPAIGN OBJECTIVE Senior Living Works sets the foundation for the future of the senior living industry. The initiative seeks to activate and increase the awareness of the senior living career field and the number of job applicants, while supporting the retention and advancement of employees currently working in the industry.

CAMPAIGN OVERVIEW Senior Living Works is an initiative led by Argentum to meet the current and future needs of the senior living industry. Our focus is two-fold: engage and recruit the senior living workforce, and retain and train current employees. We aim to bring in the 1.2 million workers we project we will need in the industry by 2025. The Senior Living Works website houses all of the information industry professionals, educators, and community partners need to participate in this initiative and contribute to the industry’s future success.

OUR SOLUTION

1.2 million. That’s the number of senior living jobs that we need to fill by 2025. To help meet that goal, Senior Living Works provides tools and resources to industry employers and operators to recruit the next generation of senior living professionals.

Senior Living Works is our answer to the enormous issue our industry faces. It’s a call to action for the senior living community to mobilize and act. We’ve created engagement toolkits, outreach resources, and PowerPoint presentations to set industry professionals up for success during recruitment events. With these tools, we believe that every recruiter has the ability to connect with the future generation of the senior living industry.

The future of our industry not only relies on filling these roles, but successfully retaining current employees. Our 2016 State of the Industry report found that the turnover rate for senior care careers is 45% for both full-time and part-time employees. We seek to decrease this number through Senior Living Works.

However, this initiative isn’t solely about recruitment. We understand the need to provide necessary resources, training, and support for retention. That’s why we’ve done the initial legwork to help restore this pillar of our industry. We’re ready to take action. Are you with us?

How to Ace the Contract Process with Senior Housing Referral Agencies " While in-house marketing and sales are one method of attracting new residents, outside referral agencies are a useful tool for increasing senior housing occupancyâ€”a crucial goal for all providers who want to financially operate as a successful business.This article will provide some practical knowledge and tips on how to assess referral agencies and how to navigate the contract negotiation process with them.

What Are They? Most of us have heard the advertisements where an organization offers to help your elderly loved one find senior housing at no cost to you. On its face, this promise is true. Referral agencies maintain large databases of senior living facilities categorized by, among others, levels of care, price and location, to help their clients find a community that will fit their needs. What the seemingly altruistic referral agency advertisement fails to mention is that they charge the senior living facility up to 100% of the residentâ€™s first month of rent and care fees for each move-in they secure (if the community has an active agreement with the referral agency). This is a major factor that needs to be evaluated by senior living operators before they contract with referral agencies. The community will always have the final say in whether to admit a referred resident. The Benefits and Costs (quite literally) of Using Referral Agencies. Pros: Referral agencies typically specialize in senior living placement so they are well-versed with the needs and requirements of the industry.

Cons: Using referral agencies as a constant source of new residents presents high upfront costs Poorly negotiated referral contracts can expose your community to unnecessary and burdensome financial obligations. Contract Negotiation Tips Fee Calculation. Consider removing care or rent charges in the referral fee calculation. Typically, the calculation is proposed as a percentage of those fees combined. Negotiating the agreement to only use one of those fees to calculate the referral fee will likely lower your overall outside cost for the move-in..."

"Keep in mind that Texas and Oklahoma prohibit a referral fee based on a percentage of the care or services provided. These referral fees must be a flat-fee. Applicable law citations are below. ...Final Thoughts: It is important to recognize, whether your community is exclusively privatepay and especially if your community accepts public funds on behalf of residents to pay for rent or services, that all anti-kickback statutes should be considered before any referral arrangements are established.Notably, this is addressed in a 2014 advisory opinion issued by the Department of Health and Human Services Office of the Inspector General. Most referral agencies are aware of these rules and some include language in their agreements that explicitly states they will not refer a potential resident whose source of payment for services would be, in whole or in part, provided by a federal health care program. Nonetheless, it is recommended you consult legal counsel before proceeding with establishing business relationships with referral agencies."
