Dihlabeng Municipal Manager allegedly pays himself an extra R250 000 BETHLEHEM | STATEMENT FROM DA COUNCILLOR ERIC MOTLOUNG & LEBOHANG TLABA
The Democratic Alliance (DA) has requested an investigation into the alleged payment of R250 000 by the Municipal Manager in Dihlabeng Local Municipality, Mr Busa Molatseli, to himself just days after his appointment. According to the DA, It is alleged that Mr Molatseli entered into a constructive dismissal agreement with the Municipality and his contract was then terminated on the 31st of August 2021. Molatseli then supposedly received R500 000 for his leave
days and was still awaiting the rest of the funds. On the 10th of December 2021, the majority ANC councillors resolved to reinstate Mr Molatseli and delegated the Executive Mayor to recover monies already paid to Mr Molatseli. A report on this has not yet served in council. It is alleged that a memorandum from the Executive Mayor was sent to the Payroll department instructing that Mr Molatseli be paid from the 1st of September to the 30th of November 2021 as a lump sum. Bethlehem Rekord has seen the
memorandum authorizing the instruction. The DA views this as possible fraud and have opened a case with the HAWKS for further investigation and to recover the R250 000. Between September and November 2021, Mr Busa Molatseli was no longer in the employ of the Municipality and no work was rendered by him to the Municipality. By the time of going to publication no comment has been received from Dihlabeng Municipality.

Police recovered cattle worth over a million rands in Vryheid, northern KwaZulu-Natal, after they were stolen from a farm near Reitz in the Free State. This was the second such incident involving the two provinces in one day. Police spokesperson Lieutenant-Colonel Nqobile Gwala said on Monday, the Amajuba anti-stock theft task team, the Vrede stock theft unit and Ithemba Security conducted a joint operation after receiving information about cattle stolen from a farm in the
Free State over the weekend. “Information led the team to the Shoba area in Vryheid where 76 cattle were recovered. It is alleged that the cattle were sold at Vryheid by the suspects. The team proceeded to Utrecht where two more cattle were recovered,” Gwala said. “All 78 cattle were positively identified by the lawful owner. Jy ken dalk daai gevoel – jy staar teen die plafon of ’n muur vas, jy staan voor ’n kruis, jy tuur in die verte, jy kyk na ’n hoogte of luister na die gedruis van die see en jy vra: waar sal ek hulp kry? Ek dink “die berge” waarna die Psalm verwys is seker Sionsberg wat algemeen bekend gestaan het as die blyplek van God, wat gekenmerk is as die plek waar God teenwoordig is, waar Jerusalem en die tempel was. Die skrywer soek seker nie sy hulp by die berge self of by die natuur of ’n skepping groter as hyself nie, hy kyk op na waar God teenwoordig is, na ’n plek waar hy hoop dat God sy uitroep sal hoor. Waar soek jý jou hulp as jy nie meer weet waarheen nie? By mense? By geld? By die kerk? By gebedskettings? Die skrywer (pelgrim) het dalk voor ’n hoë, onoorkomelike berg te staan gekom en gewonder hoe hy dié struikelblok gaan aanpak. Moontlik het hy nie ’n antwoord by die berg gesoek nie, die berg was dalk juis sy probleem. Jy ken seker ook hierdie gevoel. ’n Opdraande, ’n moeilike pad, ’n kronkelpad, ’n donker pad en jy weet nie hoe om die pad aan te durf nie, jy sien nie ’n volgende vastrapplek om oor die berg voor jou te kom nie. Die berg van bekommernis, die berg van siekte, die berg van ’n operasie, die berg van werksoek, die berg van platsak wees – jy was al daar, of jy is nóú daar. Ons was so paar weke gelede in Clarens en het tot op die hoogste punt van daai berg (ek dink dis die Rooiberge) opgeklim wat so mooi uitkyk oor die dorp. As jy van onderaf kyk kan jy dalk dink dit gaan te moeilik wees, maar as jy begin stap, sien jy gou daar is ’n mooi gemerkte paadjie, hier en daar ’n klip vir jou neergesit as trappie, ’n riviertjie waar jy jou warm gesig kan afspoel of bietjie rus. As jy die pad-pyltjies bly volg, al lyk dit of dit nie die regte paadjie is nie, as jy aanhou en deurdruk, wanneer jy voel nou kan jy nie verder nie, dan is jy skielik bo en word jy beloon met die mooiste uitsig. Die lisensieskyf kan teen 'n bekostigbare afleweringsfooi by die kliënt afgelewer word of dit kan by 'n poskantoortoonbank afgehaal word. “Betaling geskied veilig deur Masterpass, wat die gebruiker van die Google Play Winkel vir Android-toestelle en die Apple App Store vir Appletoestelle kan aflaai. “Geen kommissie word op die hernuwingstransaksie gehef nie. Die koste van aflewering by die deur is R75 en daar is geen koste vir die klant
wanneer dit by 'n poskantoortoonbank afgehaal word nie,” het Sapo gesê. Die kliënt sal 'n SMS ontvang wanneer die skyf by 'n poskantoor aankom vir afhaal of wanneer dit uitgaan vir aflewering. Get ready to be counted! At least 6 000 field workers will be deployed at small and big towns across the Free State for the commencement of the Stats SA's Census 2022. These field workers will include more than 1 500 field supervisors. On its website, Stats SA recently announced that that will conduct a nationwide population and housing census from 3 to 28 February 2022. In a statement Stats SA’s Lesedi Dibakwane said the census was due to be conducted in October 2021 but was delayed due to disruptions caused by the global Covid-19 pandemic. “The Census 2022 project is set to showcase Stats SA’s new technological advances as it leaps into a new era of digital data collection. This is South Africa’s fourth population count post-democracy and the country’s first digital census, where at least 165 000 fieldworkers will be deployed across the country to count everyone within the borders of South Africa,” Dibakwane adds. The last census was conducted in 2011.

Afgryslike ongeluk eis lewe van VF+ Raadslid Jan Oost Slaggat dalk die oorsaak vir vragmotor wat moes uitswenk MAFUBE | DAWN ELS Jan Oost (46), VF Plus-raadslid van Mafube munisipaliteit in Frankfort, is op slag dood in 'n verskriklike ongeluk waar 'n vragmotor wat glo met bakstene gelaai is, met sy motor gebots het en bo-op sy motor beland het. Oost se vrou Sandra en hul twee seuns, Eben en Jan, was ook in die motor maar kon bevry word. Sandra en Jan jnr. Is in 'n kritieke toestand in die Unie-hospitaal in Alberton, Gauteng, opgeneem. Eben, ook ernstig beseer is in 'n hospitaal in Frankfort opgeneem. Daar het dokters ontdek dat sy blaas gebars het en hy is ook na die Unie-hospitaal oorgeplaas. Die tragedie het Maandag sowat 17:00 op die R54 pad tussen Villiers en Vereeniging plaasgevind. Luidens beriggewing sê Jan van Niekerk, leier van die VF Plus in die Vrystaat, dat 'n vragmotor vermoedelik vir 'n slaggat Moes uitswenk en kop-aan-kop met Oost se motor gebots het. Nooddienste sou tot laat gewerk het om die oorledene uit die motorwrak te kry.
VF+ betreur afsterwe van gewilde gemeenskapsman en raadslid MAFUBE | JAN VAN NIEKERK - VF PLUS-PROVINSIALE LEIER: VS Die VF Plus betreur die afsterwe van ʼn geliefde raadslid en kollega, Jan Oost, wat op Maandag, 31 Januarie, in ʼn motorongeluk tussen Villiers en Vereeniging verongeluk het. Oost was vir 11 jaar betrokke by die party en dien sedert 2016 as ʼn raadslid in die Mafube-plaaslike munisipale raad. Hy was ook lid van die VF Plus se Vrystaatse dagbestuur. Sy ervaring en betrokkenheid in die raad en gemeenskap sal geweldig gemis word. Hy het uit sy pad gegaan om in belang van die gemeenskap op te tree en was altyd hard aan die werk om munisipale diensleweringsprobleme aan te spreek. Jan was ʼn omgee-mens en was altyd gereed om mense by te staan. Hy het elke oproep afgesluit met: "Sê as ek jou kan help met iets.“ Hy was ʼn vriend, uitstekende raadslid en ʼn pa wat alles vir sy vrou en kinders sou opoffer. Jan het voluit geleef, die lewe geniet en elke oomblik benut om mense te laat lag. Die VF Plus spreek sy innige meegevoel uit met sy ouers en gesin, en bid sy vrou, Sandra, en seuns, Jan jnr. en Eben, ʼn vinnige herstel en vertroosting toe. Mag die Hemelse Vader die gesin en familie in hierdie hartseer tyd omarm en vrede gee.

Of die hoë klas of die lae klas (jy as jy bok twee letters verder te gereeld sê)- bietjie te rof en onbeskof. Of jy kan nie saampraat nie. Nie oor sport nie en ook nie oor "clubbing" nie. Maar jy ken van Rommel, Mengele, Stalin en Midas of Icarus. Dan is jou agtergrond ingekleur met die regte of verkeerde van. Daai vraag van watter (voeg van in) is jy om jou in die "join" boks met Nee-Nee te prop of uit te haal om die status van die wat jou benodig om in te pas, op te tel. Dit lyk my ek gaan vir altyd op die rak sit omdat daar nie 'n boksie vir my ontwerp is nie. Ek pas in die boks waar ek heeltemal lief mag raak. Waar ek gedigte vir 'n geliefde, wat die eroskliere van my kielie, en
waarna ek smag om met my woorde te mag skryf. Onvoorwaardelik.Ek smag daarna om my passie met hom te deel. Baked Chicken with Cream Cheese dipping Sauce Prep Time: 20 minutes Cook Time: 30 minutes Crispy coated chicken served with a creamy, cheesy dip.
Cream Cheese Dipping Sauce 175 g SPAR Traditional Cream Cheese ¼ cup (60 ml) SPAR Chutney 30 ml chopped coriander
Ingredients (4) 2kg SPAR IQF Chicken, defrosted 2 SPAR Chicken Stock Cubes 2 L water 1 cup (250 ml) SPAR Cake Flour 2 SPAR Eggs, beaten 2 cups (500 ml) SPAR Cornflakes SPAR Frozen Oven Chips
Method Par cook the chicken pieces in boiling water and stock cubes for 10 minutes. Place the Cornflakes in a clean plastic bag, and bash lightly with a rolling pin or something heavy, until crumbs form. Season the flour with salt and pepper and coat the chicken. Dust off any excess flour. Dip the chicken into egg and then roll in cornflake crumbs to coat. Bake chicken in oven at 180C for 25 – 30 minutes or until crispy and cooked through. To make the dipping sauce, mix all ingredients together and chill in fridge.

The wedge-like orange-tipped red bill is somewhat longer than the head and the mandibles do not meet at the tip. The sides of the bill are compressed to form thin blades at the tip. The three-toed legs are short and red. The immature oystercatcher is a duller mottled brown-black with a white underpart and brownish-orange legs. AFRICAN BLACK OYSTERCATCHER DIET Their diet consists of mussels, limpets, polychaetes (worms), whelks and crustaceans. The powerful neck muscles and long blade shaped bill is specifically adapted to jab between the partly opened valves of mussels to get the flesh out. AFRICAN BLACK OYSTERCATCHER CALL The African black oystercatcher produces a clear repeated ‘klee-weep’ sound to communicate. When in danger the alarm call is a series of sharp ‘pip pip pip’ sounds. AFRICAN BLACK OYSTERCATCHER BREEDING Breeding time in South Africa is from October to March. The females lay one to four eggs in a simple shallow nest in the ground excavated in sandy soil and lined with rocks, bits of debris or a few pieces of broken shells. The eggs are stone-coloured, with blotches varying from pale purple to dark blackish brown. The eggs are incubated by both parents for about 28-30 days and the chicks are unable to fly until about 45 days old. AFRICAN BLACK OYSTERCATCHER STATUS The African black oystercatcher is a common resident in South Africa but is considered vulnerable. HABITAT In South Africa, the African black oystercatcher is found living among the rocky and sandy seashore, islands and occasionally lagoons and estuaries.
