YOUNG FARMER TURNED FAMILY FARM AROUND… ❑ Farmers Review Africa BETHLEHEM: Gone are the days when farms were led by old men and women, now that we are in the 21st century they are led by young farmers like Lehlohonolo Phakoe (23). He is the mastermind behind Basotho Farming, a livestock and agricultural produce farm on 250 hectares of land here in Bethlehem. When he was growing up, farming was not part of his plan but when his mother told him she is struggling to manage the farm all by herself, he stepped in to help. “My eagerness to help my mother drove me into farming and once I got involved, I fell in love with it and never looked back,” says Lehlohonolo. In 2017, he took over the family-owned farm, and since his takeover, he has managed to increase profits and diversify income streams. The farm’s main source of income is from buying cattle when it’s still young and selling it for a good price at auctions and slaughterhouses when it’s older and mature. “I also sell the wool I get from the sheep, the maize and soybeans we grow, and I also sell charcoal and wood,” says Lehlohonolo. Relying on one income stream in farming is a huge risk because working capital to keep the farm running in between harvests and breeding is essential. Even though he is blessed to be working under his mother’s guidance and support, it was not easy. “When we started, we didn’t have our own equipment and we had to outsource a contractor to work our land for us; this was expensive,” says Lehlohonolo. He adds that when someone else works on your land and delivers your products to clients, it’s difficult to keep track of the costs. The business saved money and purchased equipment. They now use the equipment to work on their own land and other farmers are paying them to work on their land for them. “We have over 100 sheep and 120 cows on the farm. I don’t mind waking up to them and working with the soil” he says. With all his responsibilities, he still likes to be hands-on and work side by side with his staff. The farm continues to create employment for locals and he is giving back by mentoring farmers who are inspired by his bold moves. Using technology to curb cattle theft also led to the growth of the farm. It’s a terrible loss when cattle are stolen. “To avoid theft, all my cattle have trackers and I get an alert on my phone when they move away from their designated range,” says Lehlohonolo. Meticulous planning and having tight security are vital in running a farm of this magnitude. Land redistribution is still a tentative issue in South Africa and the way forward is still unclear. Lehlohonolo is one of the few lucky young farmers who work on family-owned land that is debt-free. “I’m grateful that my mother paid off the land she purchased because I didn’t have to worry about paying for it,” he says. The future looks bright for Basotho Farming because the business is financially stable with promising growth prospects.

MORE THAN 100 SUSPECTS ARRESTED DURING WOMEN'S MONTH OPERATIONS ❑ SAPS Media Statement FREE STATE: Females from Free State engaged in August Women's Month operations and activities aimed at addressing issues pertaining to GenderBased Violence. The operations were focused at Thabo Mofutsanyana District after it was identified as the district with the most reported incidents. The operations resumed with trading operations on the 25 and 26 August were wanted suspects in crimes against women and children were sought. A total number of 146 suspects were arrested for crimes which include Contravention of Protection Order, rape, Assault GBH, Sexual assault, Crimean injuria, intimidation, theft, and malicious damage to property among others. On Friday the

27 August 2021, women in blue with, SAPS Women Network and Traffic officers engaged in roadblocks and stop and search operations in Bethlehem. Two suspects aged 27 and 30 years were arrested for possession of copper cable, two more were arrested for being illegally in the country and another two were arrested for dealing in dagga. Further J534 fines including road traffic fines, drunkenness were issued. In continuation of Operation Basadi, liquor stores were visited to check compliance. The operation ended with a door-to-door campaign where Gender-Based Violence hotspots areas around Qwaqwa were visited and awareness was created on such incidents. Victims of gender-based violence and families in Namahadi and

Tseseng. This follows an incident where a mother was arrested after her two kids and brother were found poisoned with rat poison. The Provincial Commissioner of Free State, Lieutenant General Baile Motswenyane, who led these operations and activities appreciated the efforts of females who braved cold weather conditions and took to the streets to raise awareness on crimes against women and children. During the burial of police constable Malikotsi Malinga who was allegedly killed by her boyfriend in Reitz, she said, "Let this be the last time where we get to bury females who died in the hands of their partners. She further said women should not suffer in silence but should report incidents of domestic violence".

BETHLEHEM: On Friday 20 August 2021 New Horizon College together with Little New Horizon hosted a fun sports day combined with an Open day for Grade R learners. Our friends from Truidjieland, The Anchor and Tehillah joined us for a fun day. Grade R learners first visited our Grade 1 teachers and had the opportunity to see the classrooms, coloured a picture and did an experiment before joining Little`s staff on the sports field to compete against our guests. Some of the activities included tug-of-war, egg race, target throw and an obstacle course from Monkeynastix. We would like to thank all visitors, parents and the staff members who made the day a huge success!

Buffalo City Rekord (Eastern Cape) – East London: THE IRONMAN 70.3 IN EAST LONDON IS BACK ON IRONMAN South Africa has confirmed that the 2021 IRONMAN 70.3 South Africa in Buffalo City is back on as previously scheduled for Sunday 5 September. On Friday 13 August 2021, IRONMAN announced that the SA half IRONMAN Championship in East London had been cancelled for a second straight year as local municipal authorities had determined that the event could not take place because of the continued status of the COVID-19 pandemic. IRONMAN South Africa says that just a few hours later they received word from the Buffalo City Municipality that they’d reversed their decision and that IRONMAN could go ahead with the event as previously planned on 5 September.

Ngwathe Rekord (Free State) Parys: NGWATHE LEADERS NOW IN THE ‘HOT WATER’ DUE TO… WATER! Criminal charges has been laid against the Municipal Manager, Mr Bruce William Kannemeyer, and the Director of Technical Services, Mr Thami Malunga, of the Ngwathe Local Municipality for their joint failure to deliver water to its residents and who continue to suffer water supply problems for the fifth week in a row now. This action was taken after the DA councillors in Ngwathe had since 18 July 2021 interacted with the Municipal Manager and the Director of Technical Services, but to no avail.

Matjhabeng Rekord (Free State) – Welkom: LICENSING HOURS EXTENDED IN SEVERAL FREE STATE TOWNS The working hours at high-capacity driving license testing centres in the Free State have been extend to weekends to address the backlog caused by the Covid-19 lockdown. The Department of Police, Roads and Transport (DPRT) announced that this would apply at the centres of Sasolburg, Kroonstad, Parys, Bothaville, Welkom, Virginia, Botshabelo, Lengau, Thaba Nchu, Bethlehem, Harrismith, Phuthaditjhaba, Petrusburg, Jacobsdal and Zastron. The working hours that include weekends will be effective from Wednesday (25/08) and continue to be enforced until 5 September. Operating hours will be from 08:00 until 18:00 on weekdays, while on Saturdays and Sundays it will be from 08:00 until 14:00. The DPRT also decided to open selected offices on Sundays. According to the department, all senior citizens will receive preferential consideration upon arrival at any of the earmarked licensing and testing centres. Furthermore, the department has emphasized that measures to prevent the spread of Covid-19 would be enforced at all facilities. IN THE WEEK THAT WAS… Mangaung Rekord (Free State) Bloemfontein: MUCH-NEEDED RELIEF TO THE POCKETS OF FRUSTRATED MANGAUNG METRO RESIDENTS The implementation of lower electricity tariffs by Centlec on 1 September 2021, is expected to bring much-needed relief to the pockets of frustrated Mangaung Metro residents in Bloemfontein and surrounding areas. The summer tariffs which have reportedly been greenlit by the National Energy Regulator of South Africa (Nersa) were announced by the Democratic Alliance’s Mangaung Caucus on Thursday 26 August, who have received the tariffs positively. The tariffs have been broken down as R2.04 for the first 350 units a household buys in a month, irrespective of which time in the month those units are purchased.

Lephalale Rekord (Limpopo) Lephalale: LIFE IN PRISON FOR MAN WHO RAPED AN ELDERLY RELATIVE The Regional Court here in Lephalale, Limpopo, has sentenced a 45-year-old man to life imprisonment after he was convicted of raping a 67-year-old woman. The rape allegedly took place in the early hours of one morning in November back in 2017.

Thabazimbi Rekord (Limpopo) Thabazimbi: CASHBUILD’S R1BN BID FOR PEPKOR'S BUCO COLLAPSES Pepkor’s proposed sale of hardware chain The Building Company (BUCO) - which owns TimberCity - to Cashbuild has been terminated after the two could not agree on an extended timeframe for the deal following the Competition Commission's recommendation that it be blocked. The competition authority in May said the R1.1 billion sale should not proceed on the grounds that the newly created giant will be able to squeeze suppliers. This, however, was a recommendation and the Competition Tribunal still had to make a ruling on the deal. Cashbuild said recently that approval from the commission was a "material suspensive condition which was required to be fulfilled in order to implement the transaction". Since all conditions were not met, and the parties were unable to agree on an extension to the current long stop date of 16 August 2021, "the transaction is regrettably terminated", Cashbuild announced. With 228 stores in the country, Cashbuild is the largest hardware retailer in South Africa. BUCO is the second biggest, and the transaction would have created a new largest retailer of building material, hardware, and related products in South Africa.

WHY ALCOHOL REMAINS A BIG THREAT TO UNBORN BABIES IN SOUTH AFRICA Drinking during pregnancy is harmful and can lead to foetal alcohol spectrum disorders Alcohol consumption is socially acceptable for individuals of legal drinking age. However, drinking during pregnancy is harmful and can lead to irreversible foetal cognitive and developmental issues. These are collectively known as foetal alcohol spectrum disorder. The disorder may include foetal alcohol syndrome – the most serious of these abnormalities – as well as partial foetal alcohol syndrome. It can also include alcohol-related neuro-developmental disorders and birth defects. Common risk factors associated with the disorder include low socioeconomic conditions, a low level of education, and harmful patterns of alcohol consumption. In South Africa, some alcohol abuse is believed to be rooted in a “dop” system. This is a practice in which farmworkers’ wages were paid using alcohol beverages. Although this practice has been abolished, its lingering effects still influence South Africa’s drinking patterns. South Africa has the highest recorded prevalence of foetal alcohol spectrum disorder in the world. The prevalence rates range from 29 to 290 affected children per 1000 live births. The rates vary a lot across the country, with the Western Cape province recording the highest. Australia could be considered to have the second highest recorded prevalence in the world with 194.4 affected children per 1000 among Australian Aboriginals. The South African government’s policy responses to this problem have been inadequate. We conducted two pieces of research. In the first, we looked at a range of policy documents to identify clauses attributed to the prevention and management of the condition in South Africa. We supplemented this with in-depth interviews to help inform our recommendations. We discovered that South Africa had introduced a host of new policy documents and there are a range of clauses in various guidelines. But the interventions are fragmented and don’t speak to one another. Another problem is that most of the current prevention and management approaches are informed generic statements embedded in different policy documents. The association of foetal alcohol spectrum disorder with other genetic conditions ignores the socio-economic factors associated with it. This means a comprehensive approach to addressing foetal alcohol spectrum disorder doesn’t exist. Our findings explain why the country has failed to make a dent in reducing the high rates. In our conclusions we recommend that the South African government should respond to the epidemic in a more coordinated and comprehensive way by designing a specific policy and targeted interventions. What we found The analysis we did indicated that 22 policy documents contained elements related to the condition. These included generic clauses focused on the regulation of liquor outlets, enforcement of liquor laws, and the general management of people with mental and educational challenges. There were also clauses focused on creating platforms to improve the awareness, screening, identification and support for people with disabilities. The in-depth interviews explored policymakers’ perspectives on policies and interventions for the prevention and management of foetal alcohol spectrum disorder. We spoke to policymakers from the departments of social development, health and education. The interviews included officials working on issues related the problem. Our research contributes to the debate around the prevention and management of the disorder in South Africa. It highlights the need for policymakers to develop a specific policy and to address the fact that current interventions and services are uncoordinated and fragmented. The development of a separate policy

is not a panacea to address the problem. It would, nevertheless, be a good starting point as it would lay the basis for a comprehensive approach. And it would help to address the social drivers of foetal alcohol spectrum disorders. Policy considerations Current approaches have clearly not been effective. The policymakers we spoke to expressed the need to develop a specific policy to address foetal alcohol spectrum disorder. But to be effective it should be multi-sectoral, family-centered and evidence-based. The policy should consider the needs of people with the disorder across their lifespan and their caregivers. It should also be clear about referral pathways and be based on a public health framework. Such a policy should promote: 1) Awareness and education on the dangers of using alcohol during pregnancy in schools, clinics and communities. 2) The use of contraceptives and safe sex education to avoid unplanned pregnancies. 3) The training of service providers on how to counsel people with alcohol problems and diagnosis and management of foetal alcohol spectrum disorder. 4) The training and support of mothers and caregivers in the management of foetal alcohol spectrum disorder. 5) Skills training and empowerment programmes for people with the condition. Way forward? In the short term, the government can expand and link the clauses relating to foetal alcohol spectrum disorder that already exist in current policy documents. Existing services must be streamlined and current efforts to address the condition must be systematically evaluated to identify the gaps in services and interventions. In the long term, South Africa needs to develop a separate policy for foetal alcohol spectrum disorder. This will facilitate the multi-sectoral collaborative approach needed to address the problem. Such an approach would go beyond managing the condition. Addressing foetal alcohol spectrum disorder would help the response to other societal problems. These include mental health problems, crime, intellectual disability and low levels of achievement in education. The process of developing this policy must include a wide range of actors such as researchers, policymakers, service providers, people with the condition, their parents and caregivers. We also argue that the South African government should replicate the success recorded in managing HIV and Aids. A specific policy was developed – based on goals set by the United Nations – that set a target known as 90–90–90. The aim is that by 2020 90% of everyone with HIV must know their status, 90% of those diagnosed with HIV must receive antiretroviral therapy, and 90% of people receiving antiretroviral therapy must be virally suppressed. In addition, the government should learn from approaches adopted by other countries like Australia and Canada, which developed action plans that led to an increase in government funding. The increased government funding led to the expansion of prevention programmes and the establishment of specialist diagnostic service. Did you know?
