Carlisle Area Chamber Foundation (CACF) works hand in hand with the Chamber to provide educational opportunities for all members of our community, whether it is events, training opportunities for area businesses, or providing financial support for businesses that might be looking to expand their footprint or add employees and helping to cover closing and business startup costs.

Become actively involved with the Chamber’s mission

Business in Education partners the Chamber with two of our local public school districts to better connect its students to the business community.

Carlisle Area Chamber Foundation (CACF) is the Chamber’s 501 (c) 3 affiliate that provides educational and developmental experiences to enhance the effectiveness of businesses through workshops, seminars, and informational programs.

Government Affairs partners with local officials to support a common development vision for the Carlisle region.

Membership Committee works to increase membership through recruitment and retention programs and heighten public awareness of and appreciation for Chamber programs and objectives.

EPIC is the Emerging Professional group that meets regularly to learn more about advancing their careers by hearing from local business leaders and panelists.

Workforce Education committee works to provide development programs that help to attract and retain a resilient workforce, so our member business community and its workforce thrive.

The Non-Profit Roundtable is to help our non-profits increase their knowledge, revenue, and support. Each session will include a nonprofit training, discussions about practices of non-profits, fundraising, marketing, and much more!

THE CARLISLE AREA BUSINESS IN EDUCATION INITIATIVE

An Innovative Educational Program

This innovative program continues to strengthen the connection between education and the workplace through a collaborative partnership with the Big Spring and Carlisle School Districts. It provides students with meaningful opportunities to explore a wide range of career pathways while gaining exposure to real-world skills and local employers.

By incorporating work-based learning into the school curriculum, the program enhances students’ educational experiences and helps them make more informed decisions about future career goals. The Chamber of Commerce Foundation partners closely with each district’s School to Career Coordinator to connect students with local businesses, offering career exploration opportunities, job shadowing experiences, and internships.

A cornerstone of this initiative is the Foundation’s annual Career and Job Expo, held each spring and open to students, Chamber members, and the broader community. The event dedicates several hours exclusively to students before opening to the public. During this time, participating employers engage directly with students—answering questions, discussing workforce needs, outlining pathways into their industries, and sharing informational resources. These one-on-one interactions create valuable “match-making” opportunities between employers and students interested in internships and future careers.

Now in its second year, the Foundation’s Educator Bus Tours continue to grow in impact. This year, approximately 175 local educators participated in tours of area businesses, gaining firsthand insight into in-demand careers, workplace environments, and the skills students need to succeed. These tours foster meaningful conversations between educators and employers, helping align classroom learning with workforce needs and strengthening long-term partnerships across the community.

This energy is enriched by the international presence of residents connected to the Army War College, Central Pennsylvania Youth Ballet, Dickinson College, and the Penn State Dickinson School of Law.

Are You Eligible to Vote?

To register to vote in Pennsylvania, you must be:

 A citizen of the United States for at least one month before the next primary, special, municipal, or general election.

 A resident of Pennsylvania and the election district in which you want to register for at least 30 days before the next primary, special, municipal, or general election.

 At least 18 years of age on or before the day of the next primary, special, municipal, or general election.

Once you have registered to vote, you are not required to register again unless you change your residence, name, or political party affiliation.

Please note that any intentional false statement made on an application for voter registration constitutes perjury and is punishable by law.

Eligibility for Primary Elections

A primary election is an election in which a political party nominates its candidates for an upcoming general election. The rules for voting in primary elections vary from state to state. In Pennsylvania:

 You must be registered and enrolled in a political party to vote in that party’s primary.

 All registered voters are entitled to vote on Constitutional amendments, ballot questions, and in all special elections that might be held at the same time as a primary election. What Taxes Do I Pay in Cumberland County?

Real Estate Taxes

Real Estate – All real estate property in Cumberland County is assessed at 100% of the 2010-year value. The real estate tax is levied by all School Districts, most Municipalities, and the County. The county real estate tax includes 0.25 mills (.00025) for the support of County libraries. A mill is a way to express tax rate. One mill equals one thousandth of a dollar. One mill is expressed as 1. The tax is computed by multiplying the millage rate set by the taxing body times the assessed value of the property.

Personal Taxes

This is a flat tax levied upon each person 18 years of age and over living in the County. It is levied by the townships of East Pennsboro, Hampden, North Middleton, Silver Spring, Upper Mifflin, the Borough of Mechanicsburg and Big Spring, Camp Hill, Shippensburg and West Shore School Districts. As of 1-1-2014 Cumberland County no longer imposes a Per Capita Tax.

Earned Income/Local Services Tax The Local Tax Enabling Act authorizes Local Earned Income Taxes (EIT) for municipalities and school districts. This tax is 0.5% of your earned income for the municipality and between .9% and 1.5% for the school district in which you reside. Act 7 of 2007 amended the Local Tax Enabling Act, Act 511 of 1965, to permit municipalities and school district to impose, on persons employed within the jurisdiction, a combined Local Services Tax (LST) of up to a maximum of $52 a year.

CARLISLE THROUGH HISTORY

Nestled in the Cumberland Valley of South Central Pennsylvania, the historic Borough of Carlisle proudly serves as the county seat of Cumberland County. Founded in 1751 by Scots-Irish settlers, Carlisle boasts a rich and often nationally significant history. The town was named for Carlisle in Cumbria, England, and from its earliest days, it has played a meaningful role in shaping the American story.

Carlisle’s early years were marked by conflict and resilience. Following Benjamin Franklin’s 1753 treaty with the Iroquois Confederacy—and its subsequent failure with the outbreak of the French and Indian War in 1754— Carlisle, then known as Fort Carlisle, became the staging ground for the Forbes Expedition of 1758. This moment marked one of the town’s first appearances on the national stage.

As the nation moved toward independence, Carlisle again emerged as a key player. The Carlisle Barracks, now the second-oldest active Army post in the United States, served as the munitions supply headquarters for the Continental Army. Two pivotal documents were signed in Carlisle’s oldest building, the First Presbyterian Church: a 1774 protest of the Boston Port Act and, later, the Declaration of Independence, signed by Cumberland County attorneys George Ross, James Smith, and James Wilson. Benjamin Rush, founder of Dickinson Grammar School—now Dickinson College and the first college founded in the newly recognized United States—was also

a signer of the Declaration. This era also gave rise to one of Carlisle’s most enduring legends, Molly Pitcher, whose bravery during the Revolutionary War remains a symbol of courage and service.

Carlisle’s historical significance continued through the Civil War. The borough served as a stop on the Underground Railroad, aiding enslaved individuals seeking freedom. In July of 1863, Confederate forces under General Fitzhugh Lee shelled the town during the Battle of Carlisle, an event still visible today in the cannonball lodged in a column of the Old Carlisle Courthouse. Free African American soldiers quickly constructed Fort Couch in nearby Lemoyne to help defend the region from further Confederate raids.

In the late 19th century, Carlisle entered a new chapter with the founding of the Carlisle Indian Industrial School, the only federally supported off-reservation school for Native Americans. Among its most notable students was Jim Thorpe, who arrived in 1907 and led the football team to remarkable victories over Harvard and the University of Pennsylvania. Carlisle continued to evolve in the 20th century, becoming the easternmost terminus of the Pennsylvania Turnpike in 1940—one of the nation’s first limited-access highways.

Today, Carlisle continues to honor its past while shaping its future, securing its place as a community deeply woven into the broader story of the United States.

THE NEXT GENERATION EDUCATING

Educating the future of America is no easy task; however, we have great school districts and higher education campuses in the Carlisle area that succeed at that. The goal of preparing students to be leaders in our county is seen every day with local universities, colleges, and public and private schools. All area schools have excellent tools in place to help children and adult learners excel. The Carlisle Area Chamber is working with our member school districts to create a bridge between the business community and the students to create a more robust future workforce. The Chamber’s Business in Education program matches students with business community industries, as well as business community leaders.

In the Business in Education program, the Carlisle Area Chamber of Commerce acts as a bridge between our educational institutions including higher education, local school districts and our Chamber members. There is a shared focus to prepare students with meaningful job

experiences and opportunities, job exploration and internships with local businesses as well as a seamless transition into certification programs. Through the Chamber’s partnerships, there is a shared vision through these collaborations. Our goal is to provide support and guidance to students, educators and businesses, while enhancing the experience for all involved.

The far reach of the area’s colleges and universities affords students liberal arts degrees as well as more

focused degrees such as science degrees in robotics. As you read in the Business, Industry and Transportation section in this community profile, you learn that Cumberland County is the fastest growing county in Pennsylvania. And what better way to highlight how fast our county is growing with highlighting our member schools and institutions of higher education. More than 750 Fellows have graduated from Leadership Cumberland since 1989.

During the ten-month program, Fellows take part in a twoday, overnight retreat, 100+ hours of Positive Leadership Curriculum, a non-profit board internship, and guided, Cumberland County and Gettysburg Bus Trips.

Business Women’s Forum began in 1994 in the Carlisle area. As the event began to grow and pick up steam, the organizers of the event branched out and partnered with the West Shore Chamber to give the event more of a regional presence. Today, it is recognized as the largest one-day professional development and tradeshow event in the Central Pennsylvania region.

In order to understand the magnitude of this event, you must first realize that it encompasses more than nine Central Pennsylvania Chambers of Commerce, including the primary organizers of the event, the Carlisle Area Chamber, and the West Shore Chamber, plus the Gettysburg Adams Area, Mechanicsburg, Shippensburg Area, and York County Chambers of Commerce. With all these Chambers involved, Business Women’s Forum draws attendees from throughout the mid-state.

CUMBERLAND AND PERRY COUNTY WALKING, HIKING, AND BIKING TRAILS

Simply Moving: A Guide to Walking, Hiking and Biking Trails in Cumberland and Perry Counties a publication by The Partnership for Better Health, provides information about area parks, trails and recreational areas to encourage physical activity. The newest edition of the Simply Moving Guide provides a map and detailed site information for more than 200 local parks and trails in the area.

Cumberland Valley Rails-to-Trails is an 11-mile stretch of railroad track that was converted to a trail in segments over the span of 20 years. Today, visitors utilize the multi-use trail for walking, running, cycling, horseback riding and more. The trail is also wheelchair accessible.

The Appalachian Trail is the most famous hiking trail in the U.S., extending 2,189 miles from Georgia to Maine. Forty-six miles of the Appalachian Trail meander through the Cumberland Valley, including a 13-mile section that is the longest, lowest and flattest section on the entire A.T. and is one of the most accessible portions for a day trip. The trail’s midway point is also located in the Cumberland Valley.

LeTort Spring Run Nature Trail is a 2-mile trail that can be accessed in the Borough of Carlisle’s LeTort

Park at the north end and South Spring Garden Street at the south end. It can also be accessed at Lamberton Middle School and Bonnybrook Road. Along its course, observant visitors can see historic buildings, springs, old fields reverting to young woodland, streamside marshes and weed beds, abundant waterfowl and occasional muskrat, and of course, the famous brown trout.

Army Heritage Trail at USAHEC combines a living history experience with outdoor recreation. The trail covers approximately one mile and highlights nearly every era of Army history with 14 individual full-scale exhibits and multiple smaller exhibits and artifacts throughout.

STATE PARKS

The Pennsylvania Department of Conservation and Natural Resources (DCNR) oversees the commonwealth’s 120 state parks, manages the 2.2 million acres of state forest land, provides information on the state’s ecological and geologic resources and establishes community conservation partnerships to benefit rivers, trails, greenways, local parks and recreation, regional heritage parks, open space and natural areas.

CUMBERLAND COUNTY

Pine Grove Furnace State Park is 696 natural and historical acres at the northern tip of the Blue Ridge Mountains in an area known

as South Mountain, surrounded by Micheaux State Forest. The Appalachian Trail and Rail Trail pass through the park. Park Highlights: swimming and fishing at Laurel and Fuller Lakes, hunting, hiking, biking, visiting the Appalachian Trail Museum, camping, picnicking, and skiing.

Kings Gap Environmental Education Center provides a wide variety of activity-oriented programs for students, teachers, adult groups and individuals and is one of several state parks specifically dedicated to provide environmental education and programs to visitors. It consists of 2,531 acres of forest on South Mountain, with more than 18 miles of hiking trails, a permanent orienteering course, picnicking, hunting and other recreational and educational opportunities. The mansion provides facilities for meals and overnight lodging, and may be reserved for meetings, weddings, receptions and similar functions.

Colonel Denning State Park has 273 acres of woodland and a 3.5acre lake in north central Cumberland County, adjacent to Tuscarora State Forest. Park Highlights: swimming, ice skating, non-motorized boating, camping, hiking and picnicking.

PERRY COUNTY

Big Spring State Forest Picnic Area is a quaint picnic and hiking area. A short loop trail leads to a partially completed railroad tunnel with historic interpretation at the trailhead. Park Highlights: hiking, picnicking, and hunting.

Fowlers Hollow State Park is 104 acres in a narrow valley created by Fowler Hollow Run. The park is on the edge of Tuscarora State Forest at the intersection of several multi-use trails. Park Highlights: mountain biking, horseback riding, fishing, camping, hiking, and picnicking.

Little Buffalo State Park is a summertime gathering spot because of Little Buffalo Creek’s cool, clear water. Park Highlights: picnicking, swimming in the ½ acre pool, boating, fishing, environmental education.
