Introduction to the Growth and Skills Levy The Growth and Skills Levy, introduced from 1 August 2026, replaces the previous Apprenticeship Levy and brings significant changes to how apprenticeship funding is accessed and managed. Designed to support the government’s commitment to tackling youth unemployment and increasing participation in skills and workforce development, the new levy framework places greater emphasis on strategic investment in high-quality training programmes. Schools that are part of larger employer organisations, such as multi-academy trusts (MATs), may have access to substantial levy funds, making it increasingly important to understand how these funds are managed and utilised. With funding rules changing, employers must take a more proactive approach to planning apprenticeship recruitment and training to maximise available funding and avoid losing unspent allocations.
What are apprenticeships? Apprenticeships provide an excellent way for schools to either recruit fresh talent or enhance the skills of their current staff. A wide range of apprenticeships are available ranging from level 2 (GCSE) to level 6/7 (degree and postgraduate degree level). Apprentices are employed by the school, acquiring on-the-job training that familiarises them with the school environment. Additionally, they complete off-the-job training to learn new knowledge, skills and behaviours for their role. Apprenticeships can be used to develop talent as part of a People and Talent Strategy and also for Continuing Professional Development. Schools and MATs encompass a wide variety of different roles. There are numerous apprenticeships available for training or upskilling staff for these roles.

Who can apply for an apprenticeship? In England, apprenticeships are available to individuals aged 16 and over who are not in full-time education. They provide an excellent opportunity to gain a nationally recognised qualification while developing the knowledge, skills and behaviours needed for a successful career. Apprenticeships are available to both new recruits and existing employees, making them a valuable workforce development tool for schools, academies and early years settings. Through the Growth and Skills Levy, employers can use apprenticeship funding to support recruitment, address skills shortages and invest in the professional development of their current workforce. For apprentices aged 16-24, additional government incentives and funding support may be available, making apprenticeships an increasingly cost-effective way to attract and develop future talent.
Who is eligible for an apprenticeship? To be eligible for an apprenticeship, learners must: Be aged 16 or over. Be employed in a role that is relevant to the apprenticeship standard being undertaken, either as an existing employee or a new recruit. Have the support of their employer and, where applicable, the organisation’s Growth and Skills Levy account holder. Be able to demonstrate that the apprenticeship will provide significant new learning and development within their role. Have the right to work in England and meet the residency requirements for apprenticeship funding. Hold the required entry qualifications for their chosen programme, where applicable. If English and maths qualifications are required and have not yet been achieved, learners may be supported to gain these during their apprenticeship in line with current funding rules.

Understanding the Growth and Skills Levy The Growth and Skills Levy supports apprenticeship training and workforce development across England. Schools, trusts and early years settings can use available funding to recruit new talent, develop existing staff and address workforce skills needs. How the levy works
Key things to know
Employers with an annual pay bill exceeding £3 million contribute to the levy at a rate of 0.5% of their annual payroll, with funds held in a digital account that can be used to support approved apprenticeship training.
• Levy contributions are paid into a digital apprenticeship account each month.
Funds are available to support staff at all levels, from new entrants to experienced professionals, helping organisations build capability, improve retention and develop future leaders.
• Apprenticeship training must be delivered by an approved training provider.
• Funds can only be used for approved apprenticeship training and end-point assessment.
• Unused levy funds now expire after 12 months, making forward workforce planning more important than ever. • If an employer uses all of their available levy funds and wishes to continue recruiting or developing apprentices, they will contribute 25% of the apprenticeship cost, with the government funding the remaining 75%. • Non-levy paying schools and settings can access enhanced government support, including full funding for apprentices aged 16-24 and additional recruitment incentives for eligible young apprentices.

How can the Growth and Skills Levy work for Your School? How apprenticeship funding is accessed depends on your school’s employer structure. Understanding who holds and manages the levy funding is the first step in making the most of the opportunities available through the Growth and Skills Levy. 1
Academies and Multi-Academy Trusts In most cases, the Multi-Academy Trust is the legal employer and manages apprenticeship funding on behalf of its schools. Many trusts oversee apprenticeship strategy centrally, enabling them to allocate funding across schools according to organisational priorities. Schools should work closely with trust leaders, HR teams and finance colleagues to understand

Voluntary-Aided Schools Where the governing body is the employer, apprenticeship funding arrangements may differ from school to school. Speak with your governing body to determine whether levy funding is available. Some VA schools may also be able to access apprenticeship funding through arrangements with their local authority or wider employer group. Community and Voluntary-Controlled Schools In many community and voluntary-controlled schools, the local authority is the legal employer and may manage apprenticeship funding on the school’s behalf. Contact your local authority to understand how apprenticeship funding is accessed and approved.
What if We Don’t Pay Into The Levy? Employers that do not pay the Growth and Skills Levy can still access substantial government support for apprenticeships.
For apprentices aged 16-24 • The government will fund 100% of apprenticeship training costs. • Employers are not required to make a co-investment contribution. • Eligible employers may also qualify for additional recruitment incentives when employing young apprentices.
For apprentices aged 25 and over • The government pays 95% of apprenticeship training costs. • The employer contributes the remaining 5% through co-investment.
What Happens if Levy Funds Run Out? If all available Growth and Skills Levy funds have been committed, employers can continue to access apprenticeship training through the government coinvestment model. • Employers contribute 25% of apprenticeship costs. • The government funds the remaining 75%. This allows schools and settings to continue investing in workforce development even after their levy funds have been exhausted.

To be eligible, candidates need to: • Have a minimum of one year’s experience in a relevant role • Be employed in a role working closely with children and young
people in a classroom environment
• Have support from an employer and the Growth and Skills Levy account holder

The Thrive Wellbeing Leadership Apprenticeship is a dual award consisting of a Level 5 Operations Manager standard and Thrive Licensed Practitioner status.
Course Duration
Equivalent to a foundation degree, this work-based training programme equips apprentices with a broad range of advanced skills and empowers them to take the lead on strategically embedding Thrive in their setting.

This programme is designed for educators looking to advance their leadership and management skills, while building the expertise to strategically lead the Thrive Approach within a class, department, setting or organisation. It’s ideal for professionals already in leadership roles as well as aspiring leaders looking to upskill and progress their careers. Participants will develop skills in leadership, operational planning, stakeholder collaboration, project management and strategic decision-making, while the Thrive element explores neuroscience, child development and attachment theory.
