City Meetings Our City Council meets on the second and fourth Monday of each month at 7 p.m. (Dark second meeting in July & December) The Planning Commission meets on the third Monday of each month at 7 p.m. The Parks & Recreation Commission meets on the second Wednesday of each month at 7 p.m. The Public Safety Commission meets on the third Tuesday of each month at 7 p.m. You can watch City Council and Planning Commission meetings on Spectrum Channel 36.
This season marks a major milestone for our community as construction nears completion on the Oak Center. Designed as a 12,000-square-foot multigenerational hub, this new facility will host activities, events and resources to support teens and older adults. Connecting with municipal services is also simpler than ever with our new My Bellflower mobile app, allowing you to submit service requests, check local events and access City information directly from your phone. Fall and winter bring several cherished traditions to downtown Bellflower. We look forward to seeing everyone along Bellflower Boulevard for our annual Car Show, coming together in November at the Veterans Memorial to honor local service members and their families, and celebrating the holiday season with the Bellflower Tree Lighting in Friendship Square. Our Parks and Recreation Department has also opened registration for a new season of recreation classes, including but not limited to enrichment classes and active aging programs. Detailed schedules and registration instructions are included in this issue. Bellflower continues to thrive because of the care, pride and investment our residents bring to their neighborhoods every day. City News Revitalizing Bellflower with New Developments and Upgraded Services The City of Bellflower’s Planning Department continues to advance projects that enhance community character, streamline municipal services and support local business growth. Here is a look at initiatives currently taking shape across the City: Bellflower’s Future Arts District To help foster a vibrant, creative community, the City is considering establishing an Arts District Overlay Zone along Clark Avenue, between Alondra Boulevard and Flower Street. This new designation will revitalize the corridor by offering flexible development standards and expanded permitted uses. Once established, the district will welcome a dynamic mix of creative spaces, including art studios, art galleries, breweries, artisanal manufacturing and live/work units. The City expects the overlay zone process to take approximately a year to complete. Updates will be provided as progress continues.

Improving the Building Permit Process As part of the City’s commitment to making services more convenient and efficient, Bellflower is preparing to launch a new online permitting and electronic plan review system before the end of the year. The new web portal will allow applicants to submit applications, check their status and receive permits online. This modernization eliminates the need to come to City Hall to submit paper plans or pay fees, simplifying the process for residents and business owners alike. Planning for Future Growth Several major development projects are currently moving through the planning process, bringing exciting new dining and shopping options to Bellflower while strengthening the local economy. School Safety Tips for Bellflower Drivers, Parents and Children As the new school year begins, the City of Bellflower is reminding residents to prioritize safety, whether driving, walking or biking.
Driver Safety Reminders With increased foot traffic near local schools, the City asks all drivers to navigate the roads with caution and patience. To help protect our students, please obey posted speed limits, including school zones, avoid distractions and always stay alert to your surroundings. When dropping off or picking up children, load safely by ensuring they only enter and exit vehicles from the passenger side to avoid stepping out into traffic. Additionally, please be mindful of school buses loading and unloading children, avoid stopping at red curbs or restricted areas and never double park, as doing so blocks traffic and creates dangerous visibility issues.
Parent and Student Safety Tips Parents are encouraged to review key safety practices with their children. To ensure a safe commute, students should always look both ways before crossing the street, only use designated crosswalks and obey all traffic signals and school crossing guards. It is also important for children to stay alert to inattentive drivers and other pedestrians while sticking to an established, familiar route to and from school. Families should provide schools with updated emergency contact information, help children memorize home phone numbers and addresses and establish a family “safe word” for any unexpected pick-ups so they remain prepared and aware of strangers.

Keeping Crosswalks Clear What Drivers Need to Know Now in effect statewide, California’s “daylighting” law is helping improve visibility at intersections by keeping parked vehicles farther away from crosswalks. Under California Vehicle Code Section 22500(n), drivers may not park within 20 feet of the vehicle approach side of a marked or unmarked crosswalk. At crosswalks with curb extensions, the restricted area is 15 feet. These parking restrictions apply even when the curb is not painted red and there is no signage posted. On a two-way street, the restriction generally applies to the right side of the street as a driver approaches the crosswalk. On a one-way street, the restriction applies to both sides approaching the crosswalk. Keeping these areas clear gives drivers a better view of people entering the crosswalk and helps pedestrians see approaching traffic. The additional visibility is especially important near busy intersections, schools and areas with high pedestrian activity.
Drivers are responsible for knowing the law and parking legally. By leaving space before crosswalks, residents can help improve visibility and support safer streets throughout Bellflower.
Keep Bellflower Safe and Merry This Holiday Season Bellflower residents can play a critical role in making Bellflower safer by reporting suspicious and criminal activities to law enforcement. Information collected from residents can help law enforcement officers identify suspects, solve criminal cases and prevent crimes before they happen. Residents can help deter crime by reporting suspicious activity to the Lakewood Sheriff’s Station at (562) 623-3500 and staying engaged through local Neighborhood Watch programs. Call 911 immediately if you witness a crime or believe one is about to happen imminently. For non-emergency situations, you can call the non-emergency line at the Lakewood Sheriff’s Station, (562) 623-3500. Emergencies are situations that require immediate assistance and present a danger to either people or property. Be alert, stay connected and remember that you can help keep Bellflower safe for everyone.

Protect Your Home and Vehicle from Burglary in Bellflower Burglaries, whether targeting your car or home, are largely crimes of opportunity. A few simple precautions can make a significant difference in keeping your property safe.
Vehicle Security In as little as 10 seconds, a thief can steal thousands of dollars’ worth of property from an unsecured car. Reduce your risk by:
• Removing all valuables (even loose change) or locking them in the trunk • Always locking doors, windows, hatches, and sunroofs • Never leaving your car running unattended or hiding spare keys inside • Parking in a garage or well-lit area • Using anti-theft devices such as a car alarm, steering wheel lock, or engine disabler Owners of work trucks and vans should park in secure, well-lit areas, mark tools with serial numbers, maintain an equipment inventory, and avoid leaving tools unsecured in truck beds.
Home Security Follow these tips to secure all entry points and make your property less appealing to criminals:
• Install deadbolt locks on all exterior doors and add locks to windows, sliding glass doors, gates, garages, and sheds
• Use thorny or prickly bushes near windows and fences as a natural deterrent • Trim trees and shrubs to eliminate hiding spots and remove roof access • Store bicycles, mowers, and other valuables in a locked garage or shed • Maintain your property by fixing broken windows, replacing burnt-out bulbs and clearing litter and graffiti Lastly, one of the most effective crime prevention tools is community involvement. A strong partnership between residents and law enforcement discourages criminal activity throughout Bellflower. Please report suspicious activity to the Lakewood Sheriff’s Station at (562) 623-3500 and join your Local Neighborhood Watch Program.

Bulky Item and E-Waste Pick-Up CR&R continues to offer bulky item pick-up throughout the year. Bulky items are large items that do not fit properly in your carts, such as: • Furniture • Excessive green waste • Universal waste (batteries and fluorescent tubes)
• E-waste (monitors, computers, cell phones, etc.) • Refrigerators
• Washers • Dryers • Bundled cardboard

Using Your Waste Carts Correctly To comply with California’s Senate Bill 1383, the City of Bellflower utilizes standardized carts for landfill, recycling and organics. Properly sorting your waste allows valuable materials to be recovered and reused, reducing environmental pollution and keeping toxic materials out of landfills. • Your Recycling Cart: Please use your recycling cart for glass bottles and jars; aluminum and tin cans; plastic bottles, detergent bottles and milk containers; paper including cardboard, mixed paper, newspapers, magazines, and milk or juice cartons. Keep recyclables clean and dry. Do not place organics, disposable food or drink ware, hazardous waste, or batteries/electronics in your recycling cart. • Your Organics Cart: Please use your organics cart for all food scraps, leftovers and yard waste. Properly disposing of uneaten food ensures it can be composted and turned into nutrient-rich soil rather than going to the landfill. • What CANNOT Go in Your Carts: Never place hazardous materials, electronic waste (e-waste), universal waste (like fluorescent light bulbs and household batteries), tires, motor oil, or construction debris into your standard recycling, organics or landfill bins. These items require special handling, such as scheduling a bulky item pick-up or bringing them to a designated City recycling event.
Temporary Construction and Demolition Roll-Off Dumpsters Planning a home project? CR&R provides roll-off dumpsters for short-term construction and clean-up needs. Bin sizes include 3-yard, 10-yard and 40-yard options. To rent a bin, please call (562) 944-4716. If you are planning to temporarily leave the dumpster in the public right-of-way, you must seek approval from the City. Please contact the Public Works Department at (562) 804-1424 ext. 2259 for an encroachment permit for City approval prior to contacting CR&R.

Engage with Your City: Council Meetings Stay informed and involved in the local decisions that shape Bellflower. City Council meetings are held on the second and fourth Mondays of each month (excluding the fourth Mondays of July and December). Meetings are held at Bellflower City Hall Council Chambers, 16600 Civic Center Drive. In alignment with the new requirements of Senate Bill 707 regarding public meeting broadcasting, the City Council has updated its meeting rules to improve public access. Council meetings are now required to be available remotely by phone or video, ensuring they remain accessible to everyone and helping address any disruptions to online broadcasts. Bellflower Looking Better Just Got Better: Now Offered Once a Year The Bellflower Looking Better Program is expanding in 2026 with updated guidelines and enhanced services. This long-running residential improvement initiative supports community beautification by organizing neighborhood yard sales and providing convenient trash dumpsters to help residents clear unwanted items from their properties.
Follow Us On
Residents interested in participating in the community yard sale must pre-register and host their sale at their own home. Yard sales will take place from 7 a.m. to 2 p.m. within each neighborhood’s designated boundaries. To help boost participation, the City will promote the event with yard sale signage and social media advertising.

On the Saturday following each yard sale, free dumpsters will be available for residents to dispose of leftover items. Please note that hazardous materials, electronic waste, tires, oil and construction debris are not accepted in the dumpsters.

Bellflower Teens Give Back: Parks and Recreation Volunteers Shine at TERI Campus of Life The City of Bellflower’s Parks and Recreation Department is known for its dedication to the community, and local teens recently took that spirit of service on the road. Led by Oak Center staff, a group of Bellflower L.E.A.D. Program teen volunteers recently spent a day volunteering at the TERI Campus of Life, helping with projects that support the campus and the community it serves. With guidance from Oak Center and TERI Campus staff, the Parks and Recreation teen volunteers cleaned event chairs and worked alongside FoodShed Cooperative staff at the Campus Farm, where they helped weed the growing areas. The work supports the Campus Farm, which grows fresh, organic produce for individuals served by TERI and community members experiencing food insecurity. Cleaning the event chairs also helped maintain spaces used for gatherings and events. The strong work ethic of Bellflower’s youth did not go unnoticed. Samara White, Donor Relations Manager for the TERI Campus of Life, thanked the Oak Center staff and Parks and Recreation teen volunteers for their work. She especially noted the teens’ attitudes and willingness to help, saying they “arrived ready to work, embraced every task with enthusiasm and demonstrated kindness, teamwork and a genuine willingness to help.” For the Bellflower teens, the volunteer day provided an opportunity to work together, serve others and make a positive impact. Their efforts helped TERI continue providing welcoming spaces and resources for the people it serves.

Bellflower is advancing its Parks and Recreation Master Plan to improve public facilities, expand recreation options and enhance quality of life across the City. Guided by the City’s strategic plan, the initiative functions as a long-range roadmap for growth rather than a single project, directing funds into facilities, parks and programs for residents of all ages through completed construction, property acquisitions and state grants. At the center of this transformation is the Oak Center, a new facility where construction is well underway. Designed as a 12,000-square-foot facility for teens and older adults, the new Oak Center will host activities, events and resources specifically for these two groups. The City is also giving existing parks a much-needed tune-up through major overhauls and routine repairs. Recent projects have added updated amenities, better accessibility, and fresh maintenance to keep neighborhood spaces safe. Bellflower is also pursuing strategic property acquisitions to protect and expand green spaces for future generations. To stretch local dollars, City leaders are leaning heavily on state and federal support. Bellflower has already secured millions of dollars in competitive grants, delivering real neighborhood upgrades while minimizing costs for taxpayers. City officials are applying for additional grants and funding to support future facilities, trail connections and park developments. The Future Home of

Community Events Gear Up for the Bellflower Car Show
Free Oil Change Kits for Residents Classic cars, community activities and a free resource for Bellflower residents will come together during the Bellflower Car Show on Saturday, Oct. 3. While visitors enjoy an afternoon along Bellflower Boulevard, the City’s Environmental Team will be on hand from 2 to 6 p.m. next to Ricci’s to distribute free oil change kits to Bellflower residents while supplies last. Proudly funded by CalRecycle and Safe Clean Water, this initiative is designed to encourage the safe and proper recycling of used motor oil while helping you keep your vehicles running smoothly. Each eco-friendly kit comes fully stocked with everything you need, including: • An 11-quart oil container
• A double filter container
• A funnel
• A shop rag

FREE COMPOST DRIVE-THRU GIVEAWAY ON NOV. 14 Give your garden a natural boost! The City of Bellflower, in partnership with CR&R Environmental Services, is hosting a free Compost Drive-Thru Giveaway on Saturday, Nov. 14, from 7 to 10 a.m. The event will be held at the Public Works Yard, located at 9944 Flora Vista St. This community event offers residents a great opportunity to enrich their gardens with nutrient-rich compost. The giveaway will run while supplies last and is limited to two bags per household.
Participants must be Bellflower residents and present valid proof of residency. The drive-thru format makes it quick and convenient; simply drive up, show your ID and staff will load the compost directly into participants’ vehicles. Compost is a valuable soil amendment that improves moisture retention, reduces the need for chemical fertilizers and supports healthy plant growth. Events like this highlight Bellflower’s ongoing commitment to sustainability and waste reduction.

BANNER PROGRAM
The City of Bellflower invites you to participate in the Bellflower Honors Banner Program. This program offers an opportunity to honor past and present military personnel from Bellflower by dedicating a street pole banner, such as the one pictured. Who qualifies for the banner? Past or present military personnel who live or lived in Bellflower. What do the banners look like? Banners have duplicate designs on both sides, and measure approximately 30” x 70”. Where will banners be displayed? Banners will be displayed along Flower Street & Alondra Boulevard, between Woodruff Avenue & Bellflower Boulevard. What is the cost of a banner? The cost is $200 per banner, which includes installation. The banner will remain for one calendar year from the date of installation. The City of Bellflower will not be responsible for replacing banners that are stolen, damaged or destroyed due to sun, weather, age, vandalism or any act of nature beyond our control, such as high winds. The City of Bellflower invites you to participate in the Bellflower Honors Brick Program. This program offers an opportunity to honor past and present military personnel by dedicating an inscribed brick, like the ones pictured below. Who qualifies? Past or present military personnel. What do the bricks look like? Bricks will be 4” x 8” and may have up to 3 lines of engraving with 18 characters per line to include name, branch of service and rank (or name of conflict, i.e. WWII) Where will bricks be displayed? Bricks will be part of a paved reflection area located at the Veterans Memorial (9918 Flower Street) What is the cost of a brick? The cost is $125 and all donors will receive a 3” x 1.5” replica brick with the same inscription. Back-to-school season is here, and creativity is in full swing! This season features exciting themes including characters, animals, vehicles, sweet treats and seasonal art to keep students inspired each week. Students also enjoy a special art history lesson once a month, introducing cultural appreciation and classic artistic styles. As they draw, students build essential skills like proportion, shading, texture, perspective, color theory and composition—growing in confidence, detail and artistic expression while having fun.
Students will learn techniques, color mixing, and fundamental skills on how to accomplish a successful painting. All students will follow the instructor step by step from a hand drawn picture on heavy paper, every week; finishing one painting each week. Students will be painting with acrylic paints, so please dress for a fun mess! No aprons will be provided, but feel free to bring your own. (Materials fee is due on first day of class.)

Get ready for a super fun, hands-on art adventure for little artists! Preschoolers will paint, swirl and splash with brushes, chalk and even their fingers. Indoor Youth Volleyball
Since 1979, Kidz Love Soccer has been dedicated to teaching children the world’s most popular sport within a nurturing, recreational environment. A typical session experience includes age-appropriate activities: skill demonstrations, fun games, and instructional scrimmages. Shin guards are required after the first meeting for all classes except Parent & Me Soccer.
Want to have a better chance at making your middle or high school volleyball team? Just want to learn how to play the game? Then this is the class for you! Emphasis will be on proper technique of the basic fundamentals of volleyball through skill-driven drills. Game situational practice will eventually be introduced. The focus of this boot camp is flexibility, stamina and strength. The program combines cardiovascular and strength training exercises in a regimented form using kickboxing, aerobics and calisthenics to burn fat and lose weight. The Bellflower Aquatic Center provides a great variety of fitness and recreation programs as well as a comprehensive YMCA swimming lesson program. Enjoy all the benefits of an aerobic workout while using the resistance and buoyancy of the water. Excellent for seniors, moms to be, triathletes, arthritis patients, and children. No floatation devices may be used in the pool, and only patrons with proper swimsuits are allowed in the water (see dress code below). Leadership, Experience, Achievement, Development The LEAD (Leadership, Experience, Achievement, and Development) Program is a yearround volunteer leadership initiative offered through the City of Bellflower’s Parks and Recreation Department. Designed for motivated high school students, LEAD provides teens with meaningful opportunities to gain real-world experience, build professional skills, and become confident leaders within their community.
