This publication reflects the City’s ongoing commitment to strengthening communication with residents and ensuring you have clear, reliable access to updates on City news, events and recreational activities.

City Meetings Our City Council meets on the second and fourth Monday of each month at 7 p.m. (Dark second meeting in July & December) The Planning Commission meets on the first and third Monday of each month at 7 p.m. The Parks & Recreation Commission meets on the second Wednesday of each month at 7 p.m.
Bellflower City Life was developed in response to valuable feedback from Bellflower residents in the 2024 Community Satisfaction Survey. The survey confirmed that the Bellflower Parks and Recreation Brochure was the first place our residents look for reliable information about the Bellflower community. The survey also made clear that improved communication and public information is a community priority and Bellflower City Life is an important step toward enhancing overall City services and ensuring our residents have the information they need. Guided by input from residents, Bellflower City Life is an expanded and more accessible resource designed to keep you better informed about what is happening in Bellflower. Building on the foundation of the previous Parks and Recreation brochure, Bellflower City Life offers a more comprehensive look at City programs, services and community opportunities. It is a holistic representation of all the great things happening in Bellflower, and we hope you enjoy it and find it useful. The coming spring season brings many opportunities for residents to get involved. We look forward to celebrating public safety professionals and outstanding residents for exceptional public service and acts of heroism at the 30th annual BRAVO Awards Ceremony on April 23. In May, we will pay tribute to past and present military personnel from Bellflower through the Bellflower Honors Program. Then, in June, we will kick off summer together at our annual Summer Kick-Off Event. These are some of the ways in which the City of Bellflower is striving towards becoming an open and connected City that tells its story and we look forward to you joining us for these great events.

Spring Basket Program This spring, you can help brighten a child’s season by participating in the Bellflower Volunteer Center’s Spring Basket Program. In partnership with Caring Connections through the Bellflower Unified School District, this community effort supports local students and families in need.
Getting involved is easy! Choose the option that works best for you: 1. 1
“Adopt” a child: Receive a child’s details and create a personalized spring basket filled with thoughtful, fun items.
2. Donate Basket Items: 2 Contribute new items to help complete baskets for local students. The City of Bellflower invites 2025-26 school year 3rd – 6th grade students attending any school in Bellflower to participate in an art competition on Saturday, May 2 at Simms Park Auditorium, 16614 S. Clark Ave. City staff will verify student information with schools. Participants must pre-register on the Parks & Recreation page at Bellflower.CA.gov. Walk-in registration is also accepted at Caruthers, Simms or Thompson Park, during regular park hours. Registration will close on Monday, April 13, 2026. The following art subjects will be assigned to each grade level: • 3rd Grade – Under Water Adventure • 4th Grade – The Great Outdoors • 5th Grade – Imaginary World • 6th Grade – City of Bellflower Community

Students may create paintings, drawings or collages within these themes and are encouraged to practice in advance. Art will be judged based on creativity, quality, clarity and overall presentation. 1st place for each grade level will receive a trophy and their artwork will be exhibited at Bellflower City Hall until 5/26/26. 2nd and 3rd place in each grade level will receive a medal. City News Bellflower’s Strategic Plan Continues to Guide the City The 2025-2027 Strategic Plan outlines the priorities set by the City Council to address key community needs and interests. Serving as a roadmap for future initiatives and budget decisions, the plan is designed to guide the City’s long-term efforts and investments. The plan will be reviewed regularly, updated by the City Council and carried out by City staff to ensure ongoing alignment with the evolving needs of the Bellflower community. As priorities shift over time, adjustments may be made so that the plan continues to reflect the community’s priorities. Following the adoption of Measure B, the City Council immediately began charting a clear path forward, outlining how the new City Charter will be implemented and identifying long-term goals and projects that will shape Bellflower’s future.
In January 2025, the City Council reviewed input from residents, business owners and community members to develop a shared vision rooted in the community’s needs and aspirations. From that process, five overarching goal areas emerged to guide the City’s work in the years ahead. These goals, listed in no particular order, form the foundation for ongoing efforts to enhance the quality of life in Bellflower: 1. Enhance Public Safety: Bellflower will be a safe and secure City. 2. Increase Public Outreach, Education and Connection: Bellflower will be an open and connected City that tells its story. 3. Continue Investing in a High-Performing and Efficient Team at City Hall: Bellflower will be a City that wisely invests in its future and builds on its strengths. 4. Improve Quality of Life & Visual Appeal in the City: Bellflower will be a City that demands high performance and excellence and sets a model for other communities. 5. Strengthen Economic Development: Bellflower will be a City that supports and attracts high-quality development and economic opportunity. Ultimately, the Strategic Plan serves as a key guiding tool as Bellflower moves forward with implementing the City Charter and advancing its overarching mission: to protect and enrich the quality of life, making Bellflower an exceptional place to live, work, and play. Technology Enhancing Public Safety in Bellflower Bellflower continues to expand its use of technology to strengthen public safety and support faster, more effective responses to criminal activity. Over the past year, the City has invested in two key technologies—license plate reading (LPR) cameras and gunshot detection sensors—to enhance law enforcement’s ability to keep the community safe. LPR cameras assist deputies by identifying vehicles connected to criminal activity and sending real-time alerts for wanted or stolen vehicles. With stolen vehicles remaining a recurring concern in Bellflower, this technology plays a critical role in helping deputies recover property more quickly and identify potential suspects. The City is also installing gunshot detection sensors across a two-square-mile area selected based on historical data. When a gunshot is detected, the system triangulates its location and sends information to law enforcement—often within 60 seconds. This technology helps reduce response times, enables lifesaving medical aid to reach victims more quickly, and improves the accuracy of investigations. Bellflower remains committed to leveraging innovative tools that support safer neighborhoods and ensure swift, informed responses to crime. As part of the recently adopted 2025–27 Strategic Plan, which outlines five key goals to strengthen citywide services and organizational priorities, this investment directly supports Goal 1 — Enhance Public Safety, ensuring Bellflower remains a safe and secure community for all residents.

Bellflower Advances on First-Ever Urban Forestry Master Plan to Guide Long-Term Tree Management
The City of Bellflower is developing its first Urban Forest Master Plan (UFMP), a comprehensive roadmap designed to guide sustainable tree management and support long-term community benefits. The plan aims to proactively care for and grow Bellflower’s urban forest to enhance residents’ quality of life.

Parks and Recreation Master Plan Drives Major Improvements and Expansion Adopted in November 2024, the Parks and Recreation Master Plan provides a comprehensive, long-term roadmap for Bellflower’s parks and recreation system. Through park site visits, data analysis, community workshops, stakeholder meetings and a review of industry trends, the Master Plan identifies opportunities to enhance existing amenities, expand recreation offerings and guide future development.

One of the City’s early achievements tied to the Master Plan is the launch of the enhanced community brochure, Bellflower City Life. This initiative directly supports the plan’s goal of strengthening communication and accessibility. To support these efforts, the Parks and Recreation Department has added new staff members and implemented internal restructuring to better align operations with the Master Plan’s direction. The City is also continuing to activate non-traditional park spaces by investing in pop-up programming and smaller community events.
Significant progress is also underway on several recreational facility improvements. Construction continues on The Oak Center, a nearly 12,000-squarefoot multi-generational hub, with staff already planning programming for its opening. Architectural plans for Constitution Park improvements are

Employee Spotlights
Each year, the City of Bellflower proudly recognizes team members who exemplify dedication, leadership, and a commitment to public service. As part of our continued focus on Goal #3 — Investing in a High-Performing and Efficient Team at City Hall — we’re celebrating the standout employees highlighted throughout the year.
Esmeralda Erdelyan - Public Safety Manager Esmeralda Erdelyan earned a well-deserved promotion to Public Safety Manager. Over the past decade, she has served the community through roles in Animal Control and Code Enforcement before advancing within the Public Safety Department. Her leadership and dedication to community well-being reflect Bellflower’s core public service values.
Kristen Smith - Recreation Manager This year, the City honored a remarkable milestone for Kristen Smith, who celebrated 35 years of service with the Parks and Recreation Department. Kristen began her career in 1989 as a part-time Recreation Leader supporting after-school programs and has since grown into a trusted department leader. Her decades of dedication continue to enrich Bellflower’s recreational programs and community experience.
Dakota Wallace - City Clerk’s Office With nearly a decade of service, Dakota Wallace has built a strong foundation in recreation, community programs and government transparency. She began her career as a Recreation Leader in 2016, later coordinated programs at Simms Park and now plays an integral role in the City Clerk’s Office, supporting legislative processes and maintaining accurate public records.
Anna Garan - Director of Finance The City welcomed Anna Garan as its new Director of Finance in September. A Cal State Long Beach graduate with Latin honors and a certified public accountant, Garan brings extensive experience from one of California’s largest CPA firms. Her 14 years of service to Bellflower strengthen the City’s financial stewardship as she steps into this key leadership role.

City News Ochiqui supports residents, staff and the City Council while overseeing key operations such as public meetings, legislative records, public documents and municipal elections.
Public Works Asphalt Crew The City recognized its asphalt crew for their essential role in maintaining Bellflower’s streets. Together, the crew removes and replaces 13—15 tons of asphalt daily – repairing roadways down to the base to ensure long-lasting improvements and reduce future maintenance costs.
Dana Hang - Human Resources and Risk Manager Dana Hang joined the Bellflower team in May and brings a strong foundation in employee support and organizational leadership. She holds a bachelor’s degree in business administration with a focus in human resources management from Cal Poly Pomona and a master’s degree in public administration from Cal State Fullerton. Dana’s commitment to fostering a positive workplace and effective HR practices makes her a valuable addition to the City’s leadership team.
Mayra Ochiqui - City Clerk A lifelong Bellflower resident, Mayra Ochiqui began her career with the City in 2012 as an Administrative Assistant and has since advanced her role as City Clerk. She holds bachelor’s degrees in English literature and creative writing, as well as a master’s degree in creative writing, from the University of California, Riverside.
Cesar Diaz - Recreation Supervisor A proud Bellflower native, Cesar Diaz joined the City in 2006 and has advanced through the Parks and Recreation Department from recreation leader I to his current role as recreation supervisor. He earned his bachelor’s degree in kinesiology from Cal State Fullerton and looks forward to supporting enriching morning programs for aging adults at the new Oak Center, as well as engaging activities for teens in the afternoon.
Brian McNerney - Director of Public Safety Brian McNerney brings extensive public service experience to his role as Director of Public Safety. He holds an associate degree from Long Beach City College and both a bachelor’s and master’s degree from Cal State Long Beach. Brian began his Bellflower career in 2011 as a part-time Community Service Officer and advanced through multiple roles before stepping into the director position in February 2025.

Bellflower Looking Better Just Got Better: Now Offered Once a Year The Bellflower Looking Better Program is expanding in 2026 with updated guidelines and enhanced services. This long-running residential improvement initiative supports community beautification by organizing neighborhood yard sales and providing convenient trash dumpsters to help residents clear unwanted items from their properties. Residents interested in participating in the community yard sale must pre-register at this link and host their sale at their own home. Yard sales will take place from 7 a.m. to 2 p.m. within each neighborhood’s designated boundaries. To help boost participation, the City will promote the event with yard sale signage and social media advertising.

Please note that hazardous materials, electronic waste, tires, oil and construction debris are not accepted in the dumpsters. Maker to Market Returns in Spring 2026
City of Bellflower Expands Future Park Space with Purchase of 9526 Oak Street The City of Bellflower is pleased to announce the acquisition of 9526 Oak St., a residential parcel located directly adjacent to Simms Park. This strategic purchase supports the City’s Parks & Recreation Master Plan and reflects Bellflower’s ongoing commitment to expanding green space and enhancing recreational opportunities for the community. The property is already approved for Measure A funding, which will support the first phase of site improvements. Initial work will include demolition of the existing structure, installation of perimeter fencing and temporary wood-chip surfacing to ensure the site is safe and accessible while long-term plans are developed. Looking ahead, the City envisions transforming the site into a vibrant community asset. Potential future features include: • A small community garden and orchard • A multi-use plaza for both passive use and programmed recreation • Youth- or senior-operated kiosks and market-style activations • Intergenerational programming connected to The Oak Center • Site enhancements such as controlled access points, lighting and security features
The City of Bellflower Economic Development team is excited to offer the Spring 2026 session of “Maker to Market,” an in-person program designed to help aspiring entrepreneurs turn ideas into viable businesses. The City has partnered with Long Beach City College’s Small Business Development Center, Ironfire Workspaces and the Bellflower Farm & Craft Market to guide participants through key steps toward achieving their entrepreneurial goals. Beginning Monday, April 13, participants will learn how to fund their ventures and sell products at local farmer’s markets, night markets and swap meets. Over the six-week course, attendees will gain practical insights into business planning, product sourcing, cost considerations and marketing to the local community. With the acquisition complete, Bellflower is well-positioned to pursue additional state and county grant opportunities to support full development of the future park space. This project represents an important step forward in expanding recreational amenities and creating a more engaging, inclusive environment for all Bellflower residents.

Among them is the banner of Philip Rangel, a lifelong Bellflower resident, a veteran, and a proud member of the community whose story exemplifies the spirit of the Bellflower Honors Program. The Bellflower Honors Program allows residents to pay tribute to local heroes through commemorative banners and inscribed bricks. These symbols transform the City’s streets and the Veterans Memorial into visible reminders of gratitude and remembrance for those whose courage and dedication have shaped the community and beyond. Since its launch in 2021, the program has installed 79 banners along Flower Street and Alondra Boulevard and added 192 bricks at the Veterans Memorial, creating a collective tribute to Bellflower’s service members. Philip Rangel was drafted into the military in 1958, following the Cold War and the start of the Vietnam era. Stationed along the border of Germany and Czechoslovakia, he served in reconnaissance, helping to monitor and control the border. After his discharge in 1960, he continued to serve in the reserves for two years. A longtime resident, Mr. Rangel has called Bellflower home for more than 60 years. He raised his two daughters here and continues to enjoy the Parks and Recreation programming and community events that bring neighbors together. His connection to the Bellflower Honors Program began through a longtime friend, Juan Garza, who later served as mayor. During the planning of the Veterans Memorial, located at 9918 Flower St., Garza thought of Mr. Rangel as a key local veteran whose service and community presence deserved recognition. “This has been a great blessing and sense of pride to have my dad in the Bellflower Honors Program,” said his daughter, Lena. “It’s extremely special to bring visiting family to see his banner, especially the younger generation who don’t know the stories of

their family members who have since passed. We are very grateful for the Bellflower Honors Program.” Over the years, visiting the Veterans Memorial has become a meaningful family ritual that spans generations. Mr. Rangel often picked up his granddaughter, Maricruz, from school and took her there for lunch, sharing stories of his service and pointing out the banners and bricks that line the park. For him, these moments of connecting memory, family and community represent what the Bellflower Honors Program is all about. The program provides an opportunity to honor past and present service members with a personalized street pole banner or an inscribed commemorative brick. Community contributions create a lasting tribute to our local veterans, ensuring that their sacrifices are remembered for generations. “It is a great honor to be recognized by the City I’ve called home for so many years,” said Mr. Rangel. “When I see my banner, I feel proud for myself, my family and everyone who’s served. Award for Excellence in Financial Reporting
The City of Bellflower is proud to announce that it has once again been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association (GFOA), marking an impressive 31 consecutive years of recognition for excellence in financial management and transparency. The Certificate of Achievement is a prestigious national award that recognizes state and local governments for meeting the highest standards in the preparation of financial reports. This award reflects the City’s ongoing commitment to sound financial practices, accountability, and open communication. Each year, the award is presented to government agencies whose Annual Comprehensive Financial Reports (ACFR) meet the GFOA’s rigorous criteria for clarity, completeness, and adherence to generally accepted accounting principles. Receiving this distinction for more than three decades demonstrates Bellflower’s strong culture of fiscal responsibility and integrity. It affirms that the City’s financial reporting not only satisfies professional standards but also clearly communicates the City’s financial position to residents, investors, businesses, and oversight bodies. This achievement is made possible through the guidance of the Mayor and City Council, the leadership of the City Manager, and the dedication of the Finance Department. Looking ahead, the City will again submit its application for this award for the most recently closed fiscal year and is confident the current ACFR continues to meet the GFOA’s high standards.
Free Sandbags Available at Thompson Park As the rainy season approaches, Bellflower residents are encouraged to take proactive steps to protect their homes and property from potential storm impacts. The City is providing free sand and sandbags for public use in the north parking lot at Thompson Park, 14001 S. Clark Avenue. Sandbags are an effective resource that can divert or block water flow, helping prevent damage to doors, driveways and low-lying areas. Keeping sandbags on hand before heavy rain hits can minimize flood-related damage. Residents are reminded to bring their own shovel to fill and load sandbags. Supplies are available on a first-come, first-served basis and are intended for residential use only. In addition to picking up sandbags, residents are encouraged to clear gutters, drains and down spouts of debris, secure outdoor furniture and check weather forecasts regularly. Taking simple preventive measures can help protect both private property and public safety during periods of heavy rain.

The City of Bellflower’s Economic Development Department is pleased to announce the return of the Entrepreneurial Academy in February 2026. Offered in partnership with Heart Centered Leadership, this free eightweek program guides participants through the essential steps of starting, growing and operating a business while strengthening leadership skills and business acumen through an interactive, hands-on approach. The in-person course will be held Wednesdays from 5-7 p.m., beginning Feb. 18 and continuing through April 15. Participants will conclude the program with a special Graduation Ceremony on April 22, 2026, celebrating their achievements and progress. Understanding and Preventing Coyote Encounters The City of Bellflower has received reports of coyote sightings in local neighborhoods. While this may be concerning, it’s important to remember that coyotes are wild animals who have adapted to living near cities and suburbs. As development continues and expands into open spaces, it is not unusual for coyotes to venture into nearby communities. While coyote attacks on humans are rare, it is natural to feel uneasy when coyotes are spotted in residential areas. Factors like habitat changes, food availability, pet-related incidents and media coverage can influence public concern.
Limit Shelter Access • Block spaces under decks, sheds and crawl spaces. • Maintain landscaping to reduce hiding spots.
To reduce the chances of unwanted encounters, residents are encouraged to take simple precautions and remove attractants around their homes.
Protect Pets • Keep cats indoors. • Walk dogs on a leash (6 feet or less). • Do not leave pets outside unattended.
Remove Food Sources • Never feed coyotes or leave pet food outside. • Secure trash bins and compost properly. • Pick up fallen fruit and clean around bird feeders. Eliminate Standing Water • Bring in pet water bowls at night. • Fix leaks and remove sources of outdoor water.

Line Dancing
Students will learn techniques, color mixing, and fundamental skills on how to accomplish a successful painting. All students will follow the instructor step by step from a hand drawn picture on heavy paper, every week; finishing one painting each week. Students will be painting with acrylic paints, so please dress for a fun mess! No aprons will be provided, but feel free to bring your own. (Materials fee is due on first day of class.)
Ever wish you could two step, cha-cha, waltz, mambo and more but you’ve no partner? Line dancing is your answer! We do all the ballroom steps in easy repeated patterns and movements without partners to all kinds of music! It’s fun and promotes community and friendships! The Adaptive Recreation program will meet twice a week for regular recreational activities. Exercise for Seniors
Meets each Monday and Friday, from 9:30-10:30 a.m. at Simms Park. This low impact fitness class focuses on stretching, cardiovascular conditioning and relaxation techniques. This class is FREE and led by volunteers, no preregistration required.

The Bellflower Aquatic Center provides a great variety of fitness and recreation programs as well as a comprehensive YMCA swimming lesson program. Enjoy all the benefits of an aerobic workout while using the resistance and buoyancy of the water. Excellent for seniors, moms to be, triathletes, arthritis patients, and children. No floatation devices may be used in the pool, and only patrons with proper swimsuits are allowed in the water (see dress code below). American Red Cross Lifeguard Class Learn the skills needed to prevent and respond to emergencies! Earn the certification needed to be a lifeguard! Participants must successfully pass a precourse skills test and all portions of this course in order to receive the certifications, which include the American Red Cross Lifeguard, First Aid, and CPR for the Professional Rescuer certifications.
