INTRODUCTION This chapter introduces the 2022 Census of Agriculture and Fisheries (CAF) and explains its general and specific objectives. It also discusses the uses and importance of census data, scope and coverage, and other relevant facts about the census operation such as the data collection method, reference period, enumeration period, legal bases, data privacy, confidentiality of information, obligation of the respondents to give truthful and complete information, and organizational set-up.

1.1 THE 2022 CENSUS OF AGRICULTURE AND FISHERIES (2022 CAF) The Census of Agriculture and Fisheries is a large-scale government undertaking geared towards the collection and compilation of basic information on the agricultural and fishery sectors in the country. The data to be collected in this census will serve as important bases of policies, plans, and programs for the country’s socio-economic development. The 2022 CAF is the seventh in a series of decennial agricultural census and the sixth in the decennial census of fisheries in the country since 1903. It adopts the guidelines outlined in the World Programme for the Census of Agriculture 2020 (WCA 2020), as recommended by the Food and Agriculture Organization (FAO) of the United Nations. Among other census methodologies, this programme recommends modular approach: a core questionnaire to be carried out on a complete enumeration basis to provide key structural data, and one or more sample-based census supplementary questionnaires, which are intended to provide more in-depth data. Due to budgetary constraints, only the core questionnaires will be used for this round of CAF and a sample-based census will be implemented for household interviews. Figure 1.1. Census of Agriculture (CA) was undertaken separately from Economic Census.

For 2022 CAF, the listing activity and household interview will be conducted covering all households in sample barangays, using a limited range of key structural items and frame data items for national- and local-level policymaking, agricultural and fishery survey sampling frame development, research, and data analyses, and international data comparisons. Moreover, a community-based questionnaire will be administered in all barangays. This community-based questionnaire will collect information on facilities, input dealers, and service providers related to agriculture, aquaculture, and fisheries that are present/available in the barangay. The natural calamities experienced in the barangay during the past five years will also be gathered.
