Arcadia Councilman Fu responds to critics over mayor's resignation

David Fu responded to criticisms over the City Council's lack of action to remove from ofﬁce or limit the mayoral duties of Eileen Wang, who resigned from the council earlier this month after she admitted that she was a secret agent of the People's Republic of China.

In an email to HeySoCal. com, he shared his points of view on a range of issues discussed during the council's last meeting. On Tuesday, council members reassigned the mayor and mayor pro tem positions and started an application process for appointees to serve the rest of Wang's term through November.

Among the more than 20 people who spoke during the meeting's public comments segment, former Councilman and Mayor Tom Beck chastised the current council majority for what he said were missteps such as egomania, ineligible residency by Mayor Paul Cheng and Councilman Michael Cao in their respective council districts, the Fu-led censure against Councilwoman Sharon Kwan in August and allegations that

the majority “ignored” the Wang controversy.

"I am quite disappointed with Tom Beck," Fu said via email. "I know he long served this city. That service was not without controversy nor rather obvious error, but it was not for me to judge. This latest diatribe is quite disturbing."

Beck followed up his curtailed remarks at Tues-

day's meeting because of a three-minute time limit for public commenters with an email to the council and others.

“Yourpre-planned speeches for the most part missed the issues your residents raised last night and are concerned about,” Beck said in his email, obtained by

HeySoCal.com. “This is NOT about our country or about how great Arcadia is or how great the residents are. It’s about YOU! The three of you and (City Manager Dominic Lazzaretto) and (City Attorney Michael Maurer) basically said or inferred there was nothing you could do to prevent Eileen from becoming Mayor when she did. It was said that the Charter and new rules regarding Mayor succession gave you no options to prevent her from becoming Mayor.”

Beck then asked:

“1) Why were you all so effusive about Eileen when you knew all the facts I recited last night and you may have known a lot more disturbing facts," he said referring to the Wang controversy’s timeline that started in December 2024 through this year.

Beck also questioned:

“2) Why didn’t one or all of you take Eileen aside and suggest that now was not the right time for her to be Mayor under these circumstances?

“3) If the City Council had no authority to stop someone from being Mayor why was

The Los Angeles City Council last week approved a revised $14.9 billion budget for ﬁscal year 2026-27, preserving the core structure of Mayor Karen Bass' proposal while making adjustments to reinforce reserves.

The City Council voted 12-1 May 21 to approve the revised budget, which increased the city's reserve fund from $490 million to $515.9 million, and represents about 6% of general fund revenues. The spending plan increased the city's budget stabilization fund from $9 million to $14.5 million.

Councilwoman Traci Park was the lone dissenter, while Councilman Curren Price recused himself, citing a potential conﬂict of interest as he is a landlord. Councilman Tim McOsker was absent during the vote.

Revisions bring the city's cumulative reserve fund from about 8.41% up to 9%. The revised budget is well above a 5% minimum for reserves, but still below a 10% ﬁnancial policy set by the city.

ﬁscal policies directly affects the city's credibility and borrowing costs, especially as Los Angeles prepares to ﬁnance $2 billion for the Convention Center expansion," City Councilwoman Katy Yaroslavsky, chair of the Budget and Finance Committee, said in a statement.

"This budget sends a clear signal that the city is taking its ﬁscal responsibilities and its future seriously," Yaroslavsky added.

Bass is expected to consider the spending plan, and has the ability to approve or veto it.

Air monitoring Tuesday indicated no hazardous emissions from a broken pipeline that spilled at least 2,400 gallons of crude oil onto East Los Angeles streets and into the Los Angeles River toward the Port of Long Beach over the weekend, authorities said.

More than 50 animals were covered in oil, leading to the deaths of five, animal rescuers reported.

The pipeline that carries oil from Kern County to the Port of Long Beach broke when a crew installing fiber optic cable cut into it Friday around 3 a.m.

Firefighters responded to spill centered in the area of East Cesar Chavez and North Eastern avenues, according to a Los Angeles County Fire Department spokesperson, who said oil was visible in the intersection.

The pipeline operator shut down the flow within 30 minutes of being notified of the rupture, according to the Fire Department. The pipeline's shut-off valve is near Dodger Stadium.

It was unclear how much time repairs and cleanup work will require.

Businesses impacted by the spill can file a claim by calling 877-817-5465, according to the county.

"Petroleumproduct entered storm drains and was released into the Los Angeles River. Investigation into the cause and volume is ongoing," California Department of Fish and Wildlife spokesman Eric Laughlin said in a statement Friday. "(Office of Spill Prevention and Response) personnel on scene include wildlife officers, environmental scientists and oil spill prevention specialists."

Members of the Oiled Wildlife Care Network were notified to initiate wildlife response, Laughlin said.

OWCN officials said Saturday that oiled birds have been collected from the area by trained disaster responders from UC Davis, Aquarium of the Pacific and International Bird Rescue.

Close monitoring of conditions in the river in coordination with the other agencies and on-site visual assessments was underway, Long Beach officials said. On Saturday, an oil sheen was observed near the Pacific Coast Highway bridge, prompting crews to place oilabsorbing booms at multiple areas along the river, including Willow Street, PCH, Ocean Boulevard and the approach to Golden Shore.

Long Beach homeless services workers did outreach along the river to offer services and inform area residents about the spill.

An investigation revealed the bicyclist was in possession of drug paraphernalia. The subject was arrested and taken into custody.

At 11:29 p.m., a theft was reported at a gas station in the 1500 block of South Myrtle. Officers arrived and made contact with the suspect. An investigation revealed he was also in possession of drug paraphernalia. He was arrested and taken into custody.

At 12:29 a.m., a trespassing violation was reported at a hotel in the 900 block of South Fifth. Officers arrived and discovered that a male subject was walking around the hotel checking doors after being advised to not return. Officers located the subject later in the day. He was arrested.

At 1:13 a.m., officers responded to a park in the 700 block of East Lemon regarding a transient in the park after hours. Officers contacted the subject on the property after the park had closed, he refused homeless outreach services. The subject was arrested for violating the posted park hours.

At 12:50 a.m., a battery was reported in the 100 block of West Palm. Officers arrived and made contact with the victim who had visible injuries. The suspect was located nearby. He was arrested and taken into custody.

At 9:52 a.m., a missing juvenile reported missing from the 800 block of West Duarte returned. She was removed from the Missing Person System.

At 12:12 p.m., a caller in the 1100 block of Eat Huntington reported his rear window was shattered and property was taken. This investigation is continuing.

At 5:31 p.m., a caller reported her friend left for work at 4:30 a.m. and never arrived. He works in Van Nuys. Officers checked other possible locations and he was not there. He was entered as a missing person. This investigation is continuing.

At 8:58 p.m., an employee from a store in the 500 block of West Huntington reported a subject in the store known to use counterfeit money for payment, was attempting to make a purchase. Officers arrived and located the subject outside, attempting to drive away. A traffic stop was conducted and he was contacted. He was found to be in possession of counterfeit money, drug paraphernalia and a controlled substance. He was arrested and taken into custody.

At 3:26 a.m., a caller in the 300 block of West

Lime reported the catalytic converter to her vehicle stolen. This investigation is continuing.

At 11:48 a.m., an officer patrolling the 300 block of West Lime was flagged down by a male subject who reported the catalytic converter to his vehicle stolen. This investigation is continuing.

At 12:30 p.m., a victim in the 500 block of Parker reported the catalytic converter to his vehicle stolen. This investigation is continuing.

At 4:04 p.m., an officer patrolling the area of Shamrock and Colorado saw a vehicle commit a traffic violation. A traffic stop was conducted and the driver was contacted. He was found to have two warrants for his arrest and in possession of a controlled substance. He was arrested and taken into custody.

At 4:18 p.m., a resident in the 200 block of East Cypress reported the front gate lock to the property was cut and four light poles had lights removed. This investigation is continuing.

May 20

At 5:41 p.m., officers patrolling the area of Foothill and Fifth were alerted to a stolen vehicle in the area. Officers located the vehicle parked. Two subjects were seen entering the stolen vehicle and driving away. A traffic stop was conducted and the subjects were contacted. The driver was found to have a warrant for his arrest. The driver was arrested and taken into custody.

May 10

At approximately 1:16

a.m., officers responded to a residence in the 600 block of South Baldwin Avenue regarding an assault investigation. The officer discovered the victim’s ex-boyfriend pushed her and threatened her with a knife. The 31-year-old male from Arcadia was gone before officers arrived.

May 11

At approximately 12:23 a.m., officers responded to a residence in the 600 block of West Naomi Avenue regarding a family disturbance. The officers determined a male suspect discharged a firearm in the presence of his family. He fled the scene but was later arrested. The 44-yearold Arcadia resident was charged with various felony charges.

May 12

At approximately 2:10 p.m., an officer responded to JCPenney, located at 400 S. Baldwin Ave., regarding a petty theft report. A review of the surveillance footage revealed two suspects stole various items before Loss Prevention detained one of the suspects. A 23-year-old female from Los Angeles was arrested and transported to the Arcadia City Jail for booking. A records check revealed she had five outstanding warrants. The second suspect, who fled the scene, was identified as a 28-year-old male from Honolulu, Hawaii.

May 13

At approximately 9:54 a.m., an officer responded to a parking lot at The Shops at Santa Anita, located at 400 S.Baldwin Ave., regarding a robbery investigation. The victim stated he was napping in his car when the

suspect opened the door and robbed him. The suspect fled with cash and credit cards and is described as a Black male, medium build, approximately 5-foot-8, seen wearing a black shirt, black pants and driving a black Nissan sedan.

May 14

At approximately 5:30 p.m., an officer responded to 24 Hour Fitness, located at 125 N.First Avenue, regarding a vehicle burglary report. Sometime between 3 p.m. and 4:15 p.m. on May 14 someone burglarized the victim’s vehicle and fled with the victim’s wallet and credit cards. The unidentified suspect then used a stolen credit card to make fraudulent purchases. The investigation is pending a review of the available surveillance footage.

May 15

At approximately 1:40 p.m., an officer responded to the front counter of the Arcadia Police Department regarding a battery that occurred at 24 Hour Fitness, located at 125 N. First Ave., on May 12. The officer discovered an altercation between two juveniles resulted in one of them sustaining a head injury.

May 16

At approximately 4:39 p.m., an officer responded to The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a female juvenile under the influence of alcohol. Arcadia Fire responded and transported the female to USC Arcadia Hospital for treatment. An investigation revealed a 17-year-old male from Sierra Madre provided alcohol to the female. He and his parents were issued citations.

These days, rather than entering a fraught housing market, many would-be homebuyers are choosing to rent indefinitely, creating new challenges for the housing market, as well as emerging opportunities for growth. Per a November 2025 report from the National Association of Realtors, the average firsttime homebuyer is now 40 years old, marking a historic high for the U.S. housing market.

Considering that many Americans traditionally aim to purchase homes in their mid-to-late 20s as a key marker of adulthood, an average age of 40 represents a significant departure from those long-held expectations. For context, when researchers first conducted the survey in 1981, the median age for firsttime homebuyers was 29.

Several factors have contributed to this gradual shift over the decades, but the plain and simple truth is that fewer young Americans are purchasing homes today.

What’s delaying buyers from entering the market?

Several key trends have slowed home sales among first-time buyers and pushed their average age past 40. Here’s what to know:

Home prices are outpacing income growth

It’s no secret that housing costs have soared in recent years, but there’s more than sticker shock contributing to the growing affordability gap. According to an October 2025 study from the Joint Center for Housing Studies of Harvard University, the national median price for a single-family home reached five times the median household income in 2024.

In other words, Americans’ salaries aren’t growing as quickly as housing prices, a trend further compounded by a federal minimum wage that hasn’t increased since 2009. Put simply, the longer wages stagnate, the more difficult it becomes for workers to save for a down payment or comfortably afford a mortgage.

Americans are taking on more debt than ever

Due to insufficient income driven by lagging wages and rising living costs, overall debt levels in the U.S. have continued to climb. An April 2026 report from the Bureau of Economic Analysis found that the national debt now exceeds the value of the economy for the first time since World War II.Today, that debt totals $31.27 trillion against a $31.22 trillion GDP, a stark signal of mounting financial strain across the economy.

The Los Angeles County Board of Supervisors unanimously approved a change this month that will reduce the tax filing burden for tens of thousands of small businesses across the county.The County's "Low Value Ordinance" sets the threshold at which businesses must report and pay property taxes on items like equipment, furniture, and fixtures. The board voted to raise that threshold from $5,000 to $10,000 — the maximum allowed under state law — effective July 1. An estimated 43,000 small businesses countywide will no longer be required to file or pay taxes on lower-valued business property as a result. Hyundai launches mobile service program

HyundaiMotor America, whose U.S. headquarters is in Fountain Valley, announced Tuesday that participating dealers are launching mobile service units designed to perform routine maintenance and select repairs at customers' homes and workplaces.

The program uses specially equipped dealer-operated vehicles capable of handling oil changes, tire rotations, software updates, brake pad and rotor replacements, service campaigns and vehicle detailing outside traditional dealership service centers, according to the company.

Hyundai officials said the mobile service initiative is intended to improve convenience for customers while helping dealerships address increased service demand tied to the automaker's growing sales volume.

"The introduction of dealer operated mobile service extends the current myHyundaiCare experience beyond the traditional dealership visit," Michel Poirier, vice president of aftersales and customer experience for Hyundai Motor America, said

in a statement. "Offering customers the ability to schedule maintenance at their homes or workplaces minimizes time loss and disruption, representing a convenience-driven service innovation."

Hyundai said the service will be offered through participatingdealerships, with appointments scheduled directly through dealer service websites.

The City Council of the City of Monrovia hereby (1)finds that the public interest and convenience requires and (2) declares its intention to levy and collect assessments against the lots and parcels of property within the City of Monrovia Park Maintenance District (the “District”) pursuant to the provisions of the Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the California Streets and Highways Code (commencing with Section 22500) (the “Act”) for Fiscal Year 2026-2027, commencing July 1, 2026, and ending June 30, 2027, to pay for the costs and expenses of the improvements described in Section 3 hereof.

Trump administration sues UC, alleges antisemitic environment at UCLA

The Trump administration Tuesday sued the University of California, alleging in federal court that university officials were "deliberately indifferent" to discrimination against Jewish and Israeli students at UCLA in the aftermath of the Hamas attack on Israel in October 2023.

The U.S. Department of Justice contends that antisemitism reached a point where students were physically assaulted, injured, excluded from campus, and deprived of educational opportunities because of their perceived Jewish or Israeli heritage, the suit says.

UCLA Chancellor Julio Frenk disputed the DOJ's allegations in an emailed statement Tuesday.

"Let me be direct: the suggestion that UCLA has been passive in the face of antisemitism is simply

wrong," said Frenk, whose Jewish grandparents fled Nazi Germany. "Combating antisemitism is a moral imperative -- one rooted, for me, in personal history that makes indifference unthinkable."

Frenk said the university has taken steps to fight antisemitism, including reorganizing its civil rights office, appointing a Title VI officer and recruiting an official focused on campus safety.

The 53-page complaint alleges UCLA violated Title VI of the Civil Rights Act of 1964 through indifference to on-campus antisemitism during pro- Palestinian campus demonstrations that erupted in the wake of the Israel-Hamas war.

"Earlier this year, we sued UCLA for subjecting its Jewish and Israeli employees to an antisemitic hostile work environment," Assistant Attorney General Harmeet

Dhillon of the DOJ's Civil Rights Division said in a statement.

"Now, the Department of Justice calls UCLA to account for its toleration of the equally appalling hostile educational environment against its Jewish and Israeli students."

The DOJ also contends UCLA breached its funding contracts and grants with the federal government by certifying the school's compliance with its Title VI duties to protect all students from unlawful discrimination while allowing discrimination against Jewish and Israeli students to infect its campus.

Antisemitism at UCLA allegedly reached a flash point in April 2024 when masked demonstrators erected an encampment outside of Royce Hall and slapped, kicked, beat with sticks, doused with pepper spray, and knocked

unconscious Jewish and Israeli students, according to the complaint filed in Los Angeles federal court.

During that time, occupiers formed "human phalanxes" to block Jewish and Israeli students from entering academic buildings, the DOJ

Yaroslavsky said the budget reflects their serious commitment to improving quality of life for residents while also strengthening the city's long-term financial health.

"We are in a stronger position than last year, but we still face real fiscal uncertainty, rising costs and major threats to future city revenues," Yaroslavsky said in a statement.

"This budget invests in core services, maintains key investments in homelessness, public safety, fire response and infrastructure, and puts the city on stronger financial footing," Yaroslavsky added.

Bass and the City Council's focus on maintaining programs and services without new major spending comes after they grappled and closed a nearly $1 billion deficit caused by overspending, increased liability payouts, fire response and recovery, among other financial challenges.

In 2025, they prevented thousands of layoffs, which

were discussed as part of efforts to close the deficit.

This year, no new layoffs were discussed.

"During the discussion of the proposed budget, the Budget and Finance Committee indicated that their priorities for this upcoming year were investments that would address the city's liabilities, those that meet the city city's financial policies, including capital investments, investments in public safety and shoring up reserves," according to a memo from Chief Legislative Analyst Sharon Tso.

While Los Angeles is better off this budget cycle, top city analysts have warned elected officials of pursuing major new spending and to be cautious.

On Wednesday, the City Council delayed minimum wage increases for certain hotel and airport workers under the so-called "Olympic Wage Ordinance."

Some tourism-related workers were expected to earn $30 per hour by 2028 for the Olympic and Paralympic Games.

However, council members approved the delay after reaching an agreement with proponents of a proposed ballot measure that intended to eliminate the city's $800 million-plus business tax. Elected officials had warned it would devastate the city.

Proponents of the ballot measure said they began taking actions to withdraw the measure after the council's vote. But as city leaders wait to see that official action, they are enacting a cautious plan to defer new programs and phase in new hiring for six months.

The revised budget reduces the size of the first four LAPD recruit classes in 2026-27, and increases the

sizes in the second half of the year.

"This brings police hiring in line with the overall goal of the budget to limit hiring until the results of the November 2026 General Elections are known, while not impacting the overall hiring goals of 510 officers in 2026-27," according to a report from Tso.

Highlights of the revised budget also show funds for hiring 120 firefighters, expanding the unarmed model of crisis response into six new LAPD divisions, and additional funding to give the Department of City Planning and the Office of Finance some hiring flexibility.

Council members gave authorization for several positions within the City Administrative Officer and City Attorney's Office to address liability concerns.

While the majority of council supported the revised budget, Councilwoman Traci Park voted against the spending plan over concerns it lacked sufficient funding for the Fire Department.

"Even a year and a half after the Palisades fire, we are still making minimal investment in the LAFD," Park said. "The department is already mandating hold-

overs because we don't have enough staffing, and we aren't even hiring to cover attrition and retirements."

Members of United Firefighters of Los Angeles, the union representing LA firefighters, qualified a ballot measure for the November election, which seeks to place a half-cent sales tax that would generate revenue for the LAFD.

Money from the measure would support LAFD hiring, maintaining existing buildings and the construction of new fire stations, as well as the purchase of equipment.

Top city analysts have maintained the budget protects core funding for the fire department. City officials have said they are waiting to see the outcome of the ballot measure to advance improvement plans for LAFD.

"The budget does reflect good work by the committee, and I'm grateful for the improvements, but I remain terribly disappointed and concerned about the necessary investments in public safety and infrastructure," Park said.

LA County unemployment rate up slightly in April

Los Angeles County's seasonallyadjusted unemploymentrate increased slightly to 5.5% in April, up a revised 5.4% in March, according to figures released Friday by the state Employment Development Department.

The 5.5% rate was below the 5.7% rate from April 2025, according to the EDD.

In Orange County, the April unemployment rate was 3.7%, down slightly from 3.8% in March.

Statewide, the seasonally adjusted unemployment rate was 5.3% in April, the same rate as March but down from 5.4% in April 2025. The comparable estimates for the nation were 4.3% in April, 4.3% in March

Shooting suspect wounded by Covina police;

suspect shot by LASD deputies in Azusa in critical condition

Ashootingsuspect was wounded by Covina police Friday and taken into custody.

The shooting occurred around 11: 32 a.m. Friday in the 200 block of North Grandview Avenue, according to the Los Angeles County Sheriff's Department, which was investigating on behalf of the Covina Police Department,

and 4.2% a year ago.

Between March and April, total nonfarm employment in Los Angeles County increased by 5,400 to reach roughly 4.6 million jobs. The leisure and hospitality sector posted the largest gains, adding 4,700 positions. The information sector saw the largest drop, shedding 4,200 positions.

Sheriff's officials said police responded to reports of shots fired in the area. Upon arrival, the suspect exited the location and opened fire on officers, resulting in an exchange of gunfire.

The suspect retreated into the location before emerging several minutes later, when officers took him into custody without further incident.

Sheriff's officials said investigators located a handgun believed to be that one used by the suspect at the scene.

He sustained a grazing gunshot wound to the upper body and was given medical aid until fire crews arrived. The suspect was taken to a hospital, where he was treated and released and booked at the Covina Police Department on suspicion of assault with a deadly weapon on a police officer.

No officers were injured during the shooting incident.

Suspect shot in Azusa

An armed suspect who was shot by at least one Los

Angeles County Sheriff's deputy in Azusa is in critical condition last week, the Los Angeles County Sheriff's Department reported.

Deputies from the San Dimas Sheriff's Station responded at approximately 3:23 p.m. May 20 to the 5500 block of North Orangecrest Avenue and East Orkney Street regarding an attempted suicide call. The caller claimed the suspect, a man, was armed with a knife, said Lt. Daniel Vizcarra.

When the deputies arrived at the scene, they encountered the suspect, who left the residence through a side gate. He refused to comply with orders from the deputies and subsequently charged at the nearest deputy near

a patrol vehicle, the LASD said.

Deputies then shot the suspect and he was taken to a hospital by Los Angeles County Fire Department personnel in critical condition.

A knife, with an approximate 3-inch metal blade, was recovered at the scene, the LASD said.

No deputies were injured in the shooting, according to the LASD and the investigation remains ongoing.

Allevacuation ordersprompted by a compromised chemical storage tank at a Garden Grove aerospace facility were lifted and on Wednesday thousands of residents had safely returned to their homes.

Commander Craig Covey and Garden Grove Police Department Chief Amir El-Farra broke the good news to residents at a special meeting of the Garden Grove City Council on the emergency Tuesday night.

"I'm happy to report the lifting of evacuations in its entirety immediately," El-Farra said. "Everyone can return to their homes. Thank you for your understanding and patience."

Roughly 16,000 people remained under evacuation orders Tuesday due to continued concerns about the storage tank at the Garden Grove aerospace facility.

Before announcing the lifting of the evacuation orders, Covey told residents at the council meeting Tuesday evening that authorities were in a more "offensive" mode now. The temperature in the tank was "stable today, it actually dropped down to 90 degrees."

Covey later said that after the continuous water spray on the tank was turned off the temperature remained stable for a few hours.

Multiple residents called on the City Council to crack down on GKN Aerospace, questioning why a company handling such chemicals could be operating as close as it is to homes, schools and businesses.

Garden Grove Mayor Stephanie Klopfenstein told residents, "There must be accountability. GKN must be held accountable."

Authorities were able to remove about 4,000 gallons of the chemical from one tank and treated it. He estimated about 11,000 gallons were left to be treated.

Evacuation orders for about 34,000 people were lifted over the weekend when officials determined that a crack in the main storage tank had relieved pressure inside, eliminating the risk of a possible explosion that had prompted the large-scale evacuations.

A county health department official said residents

should feel safe as they return home because there was no leak and no contamination.

The initial evacuation zone had stretched north of Trask Avenue, south of Ball Road, east of Valley View Street and west of Dale Street, and included the entire city of Stanton, along with parts of Garden Grove, Anaheim, Westminster, Buena Park and Cypress.

Authorities first responded to GKN Aerospace, a global supplier of vehicle and aircraft components that manufactures acrylic plastics, at 3:22 p.m. Thursday after the tank began venting vapors and triggered a sprinkler system designed to spray water on it to cool the material inside.

Officials feared that further instability in the 34,000-gallon tank — which contains about 7,000 gallons of the chemical — could have set off an explosion in two adjacent tanks at the facility, one holding 15,000 gallons and one that contains 4,500

gallons.

The plant is located at 12122 Western Ave.

GKN Aerospace posted an updated statement Tuesday following news that the explosion threat had dissipated and some evacuations were lifted.

"On May 25, local officials announced ... that based on data and consultation with experts, the mandatory evacuation area has been reduced by 65%, effective immediately. Officials reported that there have been no leaks or contamination, and that residents outside of the mandatory evacuation area can return to their homes.

"We are continuing to work around the clock with the OCFA, the EPA and all relevant federal, state and local agencies. We remain extremely thankful for their dedication and hard work and will continue working alongside them and community partners as recovery efforts move forward.

"We apologize for the ongoing disruption this incident is causing and our priority remains the safety of our neighbors and our community. We request that all those affected follow instructions issued by local authorities and emergency personnel at this time."

Gov. Gavin Newsom proclaimed a state of emergency on Saturday, and requested a federal emergency declaration from President Donald Trump one day later. Trump signed the order Monday, according to Newsom and other local officials.

The governor's office said a declaration from the Trump administration permits federal costsharing support for urgent actions such as evacuations, sheltering and emergency medical support, access to public assistance to help pay for overtime, equipment and other emergency actions, and the ability for FEMA to provide additional

direct federal assistance, such as personnel, specialized equipment and technical support.

It differs from a major disaster declaration, which is typically approved only after significant damage has occurred.

Newsom'soffice announced that nearly 800 state and local first responders and emergency personnel were supporting public safety, evacuations, traffic management,sheltering operations, environmental monitoring and community assistance efforts.

The Orange County District Attorney's Office announced Saturday afternoon that it has established an anonymous tipline and online reporting form to gather information regarding the incident.

"Anyone with information related to the circumstances leading up to this incident, including but not limited to specific details of the release, information about the industrial operations of the facility, the quality and frequency of maintenance of the tanks and systems at issue, and any other relevant information at GKN Aerospace Transparency Systems, is encouraged to call the Orange County District Attorney Anonymous Tip Hotline at 714-347-8714 or fill out an anonymous online form at ocdistrictattorney. gov," the office stated.

Multiple schools in the Garden Grove, Magnolia, Savanna, Westminster and Cypress school districts were closed until further notice.

LA County DA-backed animal cruelty bill clears Assembly

Abillco-sponsored by the Los Angeles CountyDistrict Attorney's Office that would allow abused animals seized in criminal investigations to be adopted more quickly passed the state Assembly unanimously Tuesday.

AB 2344, known as the "Justice for Seized Animals

Act," passed on a 62-0 vote and now heads to the state Senate for consideration next month.

The measure, authored by Assemblymember Matt Haney, D-San Francisco, would allow prosecutors to petition courts for the forfeiture of animals seized in abuse cases so they can be

placed in permanent homes sooner instead of remaining in shelters for months or years while criminal cases proceed.

Supporters said the legislation is intended to reduce prolonged confinement for animals held as evidence during lengthy court proceedings.

"Today'sunanimous Assembly floor vote sends a powerful message that California will not tolerate prolonged suffering for animal victims of abuse," Judie Mancuso, founder and president of Social Compassion in Legislation, said in a statement.

"As co-sponsors of this

legislation alongside the Los Angeles County District Attorney's Office, we are proud to help lead this effort to give animal victims the opportunity to begin healing in safe, loving homes as quickly as possible," she added.

Officials said the Los Angeles County District Attorney's Office co- sponsored

the bill as part of broader efforts aimed at strengthening protections for abused animals and improving outcomes in animal cruelty cases.

The bill is expected to be heard next month in the Senate Business, Professions and Economic Development Committee.

Mandatory Qualifications for Bidder and Designated Subcontractors:

The failure to dispatch on a timely manner will result the contract termination by the City per Paragraph 5.2, Termination by the City for Cause, of the General Conditions.

The second phase of the work is on-call contract for Sewer and Storm Drain Lining Services. 5. Contractor License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s):

• a. Pursuant to Section 3300, of the Public Contract Code, the classification of the bidder’s Contractor’s License shall be “Class A”, “C-42”, or “C-34”. Failure of a bidder to obtain adequate licensing at the time the contract is awarded shall constitute a failure to execute the Contract and shall result in the forfeiture of the Bidder’s Bond. The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.

6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

7. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees: (None)

All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. See Instructions to Bidders Paragraph 14, and General Conditions Paragraph 1.01 for definitions and Paragraph 1.03 for Contractor responsibilities.

8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable from the City’s Bidding website listed in the paragraph 1 above. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.

9. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.

10. Substitution of Securities. Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.

11. Prevailing Wage Resolution Bidders are hereby notified that in accordance with the provisions of the Labor Code of the State of California, the City Council of the City has ascertained and determined by Resolution No. 18,626 (as amended), the general prevailing rate of per diem wages of a similar character in the locality in which the Work is performed and the general prevailing rate for legal holiday and overtime Work for each craft or type of worker needed in the execution of agreements with the City. Said resolution is on file in the Office of the City Clerk and is hereby incorporated and made a part hereof by the same as though fully set forth herein. 12. Prevailing Wages. This Project is subject to the provisions of California Labor Code Section 1720. Contractor awarded this Contract and all Subcontractors of any tier shall not pay less than the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to perform the Work. The Director of Industrial Relations of the State of California, pursuant to the California Labor Code, and the United States Secretary of Labor, pursuant to the Davis-Bacon Act, have determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rates determined by the California Director of Industrial Relations are available online at www.dir.ca.gov/DLSR/PWD/. Davis-Bacon wage rates are available online at www.wdol.gov/. To the extent that there are any differences in the federal and state prevailing wage rates for similar classifications of labor, Contractor and its Subcontractors shall pay the highest wage rate.

PROJECT DESCRIPTION: Consideration of an Uncodified Delayed Effectuation Ordinance to delay implementation of Senate Bill 79 (SB 79, Government Code Sections 65912.155 - 65912.162) for sites within ½-mile of Transit Oriented Development (TOD) stops with a historic resource designated as of January 1, 2025 on a local register, as well as certain other sites in areas that meet minimum density thresholds, as permitted pursuant to Government Code Section 65912.161(b). This Ordinance is not to establish a “transitoriented development alternative plan” (TODAP).

PROJECT LOCATION: Citywide, within one-half mile of Metro A Line stations (Tier 2 TOD stops).

ENVIRONMENTAL DETERMINATION: Government Code Section 65912.160(c)(2) explicitly states that an ordinance adopted to implement the provisions of SB 79 shall not be considered a project under Division 13 (commencing with Section 21000) of the Public Resources Code. Therefore, the proposed ordinance is not subject to further environmental review.

PLANNING COMMISSION RECOMMENDATION: On May 13, 2026, the Planning Commission recommended the City Council approve Option 2 as presented by staff, which called for an Uncodified Delayed Effectuation Ordinance temporarily exempting certain sites within ½-mile of TOD stops. David Fu allowed to have a hearing on whether (Kwan) should continue to be Mayor and / or be censored?”

Fu pointed to apparently cordial relations his critics have had with Wang and provided a photo with Beck, Kwan, Wang and former Councilwoman April Verlato, who led a recall campaign against Fu that failed to gather required signatures.

"As for his allegations that we did nothing about Eileen Wang and heaped praise upon her, I attach a photograph of Eileen, Tom, April Verlato and Sharon Kwan, apparently taken in better days," Fu said.

Kwan and Verlato provided a version of the group photo that includes Cao and Cheng. Verlato posted the photo on social media shortly after the September 2023 Foothill Unity Center fund receiving it from Wang. Another event attendee took the photo using Wang's phone, Verlato said.

"Why did David Fu crop out Paul Cheng and Michael Cao from this picture?" Kwan wondered.

"Providing a photo without a date and out of context is dishonest and a weak attempt at gaslighting the public," Verlato told HeySoCal.com.

"I don't know why they were cropped and don't recall the source of the photo, but I submit that it's irrelevant," Fu said. "The issue was that Cao and Cheng are not trying to distance themselves (from Wang), and clearly Sharon is."

Fu also referred to Kwan's request that she and Wang serve as the council's 2028 Olympics committee, noting the May 6, 2025, meeting "where Sharon Kwan asserts that she and Eileen Wang are the best suited to serve on the Olympic committee, because they are bilingual and because they are women, 'at this international' event. This was some six months after the Sun indictment; it appears nothing about Eileen disturbed Sharon Kwan at that point, and she restated this lack of complaint at the March 3 meeting this year."

Yaoning "Mike" Sun was Wang's fiance and campaign treasurer who pleaded guilty in October to acting as a clan-

destine agent of the PRC and received a four-year prison sentence in February. Wang agreed April 1 to plead guilty to a similar charge and faces a maximum of 10 years in federal prison.

"Mr. Beck was on City Council when Eileen was elected in 2022; why did he not do anything about her links to espionage?" Fu questioned. "If he had knowledge of her wrongdoing, did he contact the FBI, the only law enforcement agency to my knowledge charged with investigating our own citizens for espionage?"

According to Fu, "It's plain that none of us had reason to question Eileen's loyalty or her service until her indictment and apparent pending plea bargain were unsealed on May 11, 2026. Despite this, for political gain, these people make these false allegations against those of us who work hard for this city, including the city manager and the city attorney.

"I said it before, out loud, and I say it again: Eileen

country, we are deemed innocent until proven guilty. I believe it's why our ancestors, or we, came here in the first place, at least in part.

"We do not try people in the court of public opinion, and then use the tools of government power to condemn them," Fu said. "At least, not in Arcadia. The City Council does not have the power or the authorization to conduct investigations into our own citizens for espionage."

He accused "Sharon Kwan, April Verlato, and Tom Beck as well," of having cost Arcadia "untold hundreds of thousands of dollars in administrative costs, attorney fees and outside counsel fees. I will not join their club and add to the taxpayer burden of this city by engaging in illegal misconduct in office, and exposing the city to untold actions and civil liability."

Fu also took offense to a portion of Beck's post-meeting email missive about the council's Asian ethnicity.

"What is your legacy on the City Council?" Beck asked in his email to the council. "First, would be the ugly and unnecessary fight you picked

with Sharon. It was an embarrassment for the City. Sharon is not perfect and has her flaws like us all. A gentleman would have handled it differently. Second, how the Eileen Wang problem was NOT dealt with but ignored until our City became national news. Third, how the Eileen Wang story has tainted ALL ASIAN ELECTED OFFICIALS. My news feed has sent me several stories of this nature. It’s so sad how this has affected so many Asians."

Fu accused Beck of furthering "damaging stereotypes" about politicians from Asian backgrounds.

"Ironically, this month is AAPI Heritage Month," Fu said. "Marking this occasion, many observers have referenced a particularly dark chapter of U.S. history, the 1882 Chinese Exclusion Act. The CEA resulted from damaging and unwarranted stereotypes of Chinese immigrants, promulgated by leading racists, especially political leaders and journalists, of the time.

"It seems these damaging stereotypes persist," Fu alleged.

"'Tom states, '... the Eileen Wang story has tainted ALL ASIAN ELECTED OFFICIALS.' According to whom, Mr. Beck? Clearly that's a rhetorical question, because Mr. Beck has answered it for us. This is what Mr. Beck believes.

"I don't think that Richard Nixon or Rod Blagojevich tainted all Caucasian elected officials; why does Eileen Wang warrant that distinction?" Fu continued.

"Mr. Beck and Jeffrey Epstein are both apparently

Caucasian men; does that make Mr. Beck a pedophile?

Not in my mind. I never previously characterized Mr. Beck as a racist, but I fear that I must re-evaluate that characterization.

"This is the second time that Mr. Beck has made statements which were clearly framed in racist dogma," according to Fu. "At the time of the censure hearing against Sharon Kwan, I recall he read an email purportedly by Mickey Segal, another former councilman, who he references in this email.”

Fu recalled that in the email Beck claimed Segal "made a statement that 'this never happened until we had an all Asian city council,' or words to that effect. Mr. Segal himself did not make any such oral statement to the Council, and I do not recall seeing the email myself, so I hope that this statement was not falsely attributed to Mr. Segal," Fu said.

"This is very disappointing," he added. "Despite that 144 years have passed since the Chinese Exclusion Acts, it appears that some people still maintain that Chinese immigrants labor under a heightened burden of scrutiny. We have to prove ourselves more, because people like Tom Beck think so.

"And I assume that this applies to all immigrants, not just Chinese, although I will venture the guess, only people of color," Fu said. "Ironically, I was born in this country. Probably like Mr. Beck, I am not an immigrant. But I am clearly no less branded as an outsider,

strange, undeserving and under-classed, at least in the minds of people like Mr. Beck.

"I am comforted with the knowledge that people like Tom are in the extreme minority in Arcadia," Fu concluded. "But I think that regardless of their numerical obscurity, we must stand up and call out this kind of outrageous behavior when it presents itself. I find it disgusting and having no place in our public discourse, or in our civic governance."

Beck defended his criticisms of the council.

"My concern about the negative effects of David and Eileen’s conduct on Asians is turned around on me?" Beck said. "Everything I said in my email was true. Very sad that David resorts to doctoring a photo to try and make his point. Just one more dishonest action."

Cao and Cheng did not respond to requests for comment.

Wang released a statement through attorneys following her resignation that in part said Sun "led her astray," and "she apologizes and is sorry for the mistakes she has made in her personal life. ... She will continue to find other ways to fulfill her longstanding commitment to serve Arcadia and the public.”

According to the U.S. Department of Justice, between 2020 and 2022, Wang and her fiance worked at a news website that published propaganda at the direction of PRC government officials. She was elected to the Arcadia City Council in November 2022.
