LA voters support cannabis tax proposal, split on hotel tax changes; proposed half-cent LA County sales tax for health care falling short

LosAngelesvoters appeared to be backing a proposal to impose taxes on unlicensed cannabis businesses operating in the city Wednesday, while appearing divided on measures aimed at updating the city’s so-called hotel tax.

With votes still being counted, Measure CB was leading with 277,346 votes, or 71.09%, compared to 112,814 votes, or 28.91%, against the measure.

Measure CB would extend existing cannabis business taxes to unlicensed cannabis operations, including a 10% tax on cannabis sales, a 5% tax on medical cannabis sales, a 2% tax on manufacturing, cultivation and other commercial activities, and a 1% tax on transportation, testing and research.

City analysts estimated the measure could generate between $30 million and $35 million annually for the city’s general fund, which supports fire and police services, street and sidewalk repairs, transportation projects and other municipal services.

Administrative and enforcement costs associated with the measure were projected at between $2.2 million and $10.5 million, according to the ballot language.

Recreational cannabis was legalized in 2016 by California voters under Proposition 64. In 2017, LA voters approved Proposition M, authorizing the city to regulate and tax local cannabis businesses.

Meanwhile, returns showed mixed results for Propositions TC and TT, two measures aimed at updating the city’s transient occupancy tax, commonly known as the hotel tax.

Los Angeles voters were asked to decide Propositions TC and TT, which would

apply the city’s hotel tax to online travel and booking companies and temporarily increase the tax rate from 14% to 16% through 2028 before reducing it to 15% in subsequent years, respectively.

Proposition TC was leading with 215,998 votes, or 55.73%, while 171,567 votes, or 44.27%, were cast against the measure.

City officials say Proposition TC modernizes the hotel tax, which is applied to all fees and charges associated with occupancy of hotel and motel rooms, short-term rentals and hostels. The proposition aims to require online travel companies and platforms to collect and remit the tax on the full amount paid by customers, which officials say will ensure fair and consistent tax collection across the lodging industry.

Proposition TT was trailing with 212,034 votes, or 55.27%, against the measure, compared to 171,566 votes, or 44.73%, in support.

Proposition TT seeks to increase the hotel tax through 2028, when major events are scheduled to happen, starting with the World Cup this month, the Super Bowl in 2027 and the 2028 Olympic and Paralympic Games.

City officials estimate Proposition TT would generate $44 million through 2028, and decrease to $22 million annually once the rate falls by 1% in 2029.

Malibu, Santa Monica and Beverly Hills all have a 15% hotel tax.

City officials have said the proposed tax measures are not intended to impact city residents, but rather tourists and other outside visitors.

City Council members

Tim McOsker, Bob Blumenfield, Eunisses Hernandez, City Administrative Officer Matt Szabo, and Chief City Tourism Officer Doane Liu are encouraging voters to approve Propositions TC and TT.

They argue the proposed taxes are anticipated to even the playing field for licensed cannabis businesses and ensure the hotel tax is collected from online platforms — two issues the city has struggled with.

Opponents of Proposition TT such as City Councilman John Lee, Hotel Association of Los Angeles President Jackie Filla, and LAX Coastal Chamber President Chad Madender have argued that increasing taxes doesn’t help Los Angeles prepare for major global events.

svotecounting continuesfollowing Tuesday’sstatewide primary election, Democrat Xavier Becerra and Republican Steve Hilton are headed for a gubernatorial runoff in November, while a number of county and congressional races were in play.

HiltonandBecerra outpaced a large field of competitors in the primary.

With returns still being counted throughout California, Hilton had 1,387,459 votes, or 27.8%, as of Wednesday afternoon, while Becerra had 1,267,375 votes, or 25.4%, according to the latest election results from California Secretary of State’s Office.

Billionaire hedge fund manager Tom Steyer, a Democrat, was in third place with 979,265 votes, or 19.6%.

Riverside County Sheriff Chad Bianco was fourth with 567,033, or 11.3% of counted votes.

Hilton is a political strategist and observer who worked for former British Prime Minister David Cameron and Fox News. A California resident for 15 years, his central campaign themes have been tax reductions, spending limits and reducing bureaucratic red tape.

Hilton addressed supporters Tuesday night in Huntington Beach, standing on a stage with the words “Change is Coming” behind him.

“It looks very much as if Californians really will have the chance to vote for change in November and take our state in a new direction, a fresh start for our state, which is long overdue,” Hilton said. “But I just want to say something to every single person who voted for me, and every single person who voted in this election, whether you voted for me or not. I am here

for you, for every single one of you.”

Hiltonhascriticized Becerra over a campaign finance scandal involving two employees caught misappropriating funds. Becerra has denied any knowledge of the alleged wrongdoing.

Becerra listed his priorities if elected — “fighting Donald Trump”; delivering affordable healthcare “without debt or delays”; building more affordable housing; using “the power of the state to lower prices where the market has failed,” ensuring artificial intelligence “that works for everyone” and governing “differently” in the effort to curb homelessness, which he said was “a moral emergency and policy failure.”

Becerra is a former state attorney general and former secretary of the U.S. Department of Health and Human Services.

“The California dream? It’s alive tonight,” Becerra told his supporters in Los Angeles Tuesday.

He said his campaign was “fueled by little more than grassroots support, some sweat equity and the full faith and confidence that California is always worth the fight.”

Becerracharacterized himself as an earlier outlier in the race who went on to become the front-runner.

“Almost immediately, he’s counted out, an afterthought, overlooked by many, outspent by a ton,” Becerra said. “Even called along the way to drop out and save us all the trouble. Well guess what, the underdog stayed in the fight. Late disclosure of overnight military drill draws Pasadena councilman’s ire

Members of the U.S. militaryconcluded a noisy overnight training exercise in northeast Pasadena Thursday that drew the ire of some residents and at least one city councilman.

In announcing the multiagency urban warfare drill, which began Wednesday night and was centered in the area of the abandoned St. Luke Medical Center property in the 2600 block of East Washington Boulevard in the northeast section of the city, Pasadena officials advised

that the public might hear limited helicopter activity, controlled explosions and simulated weapons fire.

Some witnesses reported seeing soldiers being dropped off on a rooftop by a U.S. Army helicopter.

The Pasadena Police Department assisted with pedestrian and vehicle safety in the immediate area during the exercise, which was closed to the public and media.

A city spokeswoman told reporters noise from the drill would likely begin about 8:30

p.m. Wednesday and that the exercise would be over by 1 a.m. Thursday, but according to a number of media reports, it went beyond that time.

Some residents complained about helicopters hovering past midnight and decried not being informed of the drill until a few hours before it began.

Pasadena City Councilman Rick Cole said on social media he was “outraged” by the lack of transparency, adding that city officials got late word of the exercise and

even then, were embargoed from sharing the information.

“The city was informed today and was told to not release information until 5:30 p.m.,” he wrote Wednesday. “That is absurd and ridiculous, and typical of the current administration’s contempt for citizens of this country.”

He said choppers were still swooping through the sky at 2:10 a.m. Thursday.

An attempt to reach Cole was not immediately successful.

Secretary of state urges patience on vote count

Southern California voters awaiting final returns from Tuesday’s primary election should expect vote totals to continue changing for several weeks as counties count outstanding ballots, California Secretary of State Shirley Weber said Thursday amid allegations by President Donald Trump of election cheating.

Weber noted that while Election Day has passed, California law allows county elections officials up to 30 days to complete the official canvass and process eligible ballots that remain outstanding.

“Accuracy comes before speed,” Weber said in a statement. “California is the nation’s largest voting state, with millions of ballots to process and count. Taking the time to do this work correctly protects voters’ rights and ensures the integrity of our elections.”

Gov. Gavin Newsom responded on X, writing, “Trump is lying about California again -- time to take the phone away from grandpa and put him to sleep.”

Speaking to reporters at the White House on Thursday, Trump reiterated his claims, asserting that California election officials had “found a lot of mail-in ballots last night, shockingly.”

Under Assembly Bill 5, which took effect this year, counties are required to count and report most ballots by June 15. Certain ballot types are exempt from that deadline, including provisional ballots, conditional voter registration ballots, signature cure ballots, ballots requiring duplication, ballots forwarded from other counties and some late-arriving vote-by-

Election officials said results are expected to change throughout the canvass period as additional vote-by-mail, provisional and other ballots are processed and added to the totals.

The frequency of updated election results will vary by county depending on the number of ballots remaining and the procedures used by local elections offices to tally and report votes, officials said.

Weber’s reminder came after Trump alleged on social media that Democrats were attempting to influence the outcome of

California primary races through the counting of vote-by-mail ballots. Trump claimed without providing evidence that there was “BIG cheating” in California and suggested the matter was under investigation by the U.S. Attorney’s Office in Los Angeles.

Trump posted on his Truth Social platform: “The Dumocrats are at it again! They are trying to STEAL THE GOVERNOR OF CALIFORNIA PRIMARY, AND THE MAYOR OF LOS ANGELES, PRIMARY, AWAY FROM TWO GREAT REPUBLICAN CANDIDATES. Here we go with the very late and massive numbers of MAIL IN BALLOTS.”

Southern Californians may receive notices about unclaimed property

State election officials have repeatedly noted that California law allows vote-by-mail ballots postmarked by Election Day to be counted if they arrive within the prescribed deadline and that election results routinely change during the canvass period as ballots are processed.

County elections officials must submit their final results to the Secretary of State by July 3. The Secretary of State is scheduled to certify the election results by July 10.

State officials encouraged voters seeking additional information about the vote-counting process to visit the Secretary of State’s website at https:// dp.electionresults.sos. ca.gov/frequently-askedquestions.

Southern California residents may be among about 130,000 Californians who could be owed money through the state’s Unclaimed Property Program and are being contacted by the State Controller’s Office, state officials announced Thursday.

State Controller Malia M. Cohen said the agency has begun mailing letters to individuals identified through a partnership with the California Franchise Tax Board designed to help reunite residents with lost or forgotten funds.

According to the Controller’s Office, unclaimed property records were securely matched with existing state tax records to identify potential owners and notify them that they may have money waiting to be claimed.

Recipients do not need to search the state’s unclaimed property database or submit a traditional claim, officials said. Eligible individuals can instead use a unique claim

code included in the letter to verify their information and complete an online claims process.

“Government works best when it delivers results for people, and returning unclaimed property is one of the most direct ways we can do that,” Cohen said in a statement. “These funds belong to Californians, not the state.”

The Unclaimed Property Program safeguards financial assets that have been turned over to the state after periods of inactivity. Such assets can include dormant bank accounts, uncashed checks, insurance proceeds, stocks, dividends and other financial property.

The outreach effort follows a similar initiative launched in December 2025. During that campaign, the Controller’s Office mailed more than 100,000 letters and helped reunite owners with more than $30.4 million in unclaimed property, accord-

ing to the agency.

Officials said recipients should review the notice carefully, visit the website listed in the letter, enter the provided claim code and follow instructions to confirm ownership. Approved claimants should receive a check in about two weeks.

The Controller’s Office urged residents to be cautious of unsolicited requests for personal or financial information. Official correspondence

related to the program will identify the California State Controller’s Office and direct recipients to ClaimIt.ca.gov, officials said. Californians never have to pay a fee to claim property directly from the state.

The Controller’s Office said it currently safeguards about $15 billion in unclaimed property belonging to millions of individuals, businesses and government entities statewide.

It was unclear how many ballots still need to be counted. Pundits are predicting the later vote tallies to skew Democratic, likely propelling Becerra into the governor’s mansion. If elected, he would be the the second Latino governor of California since U.S. statehood — José Antonio Romualdo Pacheco was governor from Feb. 27 to Dec. 9, 1875, when thenGov. Newton Booth moved on to the U.S. Senate.

Horvath reelected; Durazo to join county board

Los Angeles County Supervisor Lindsey Horvath was preparing Wednesday for a second term after easily outpacing three challengers for her seat, while state Sen. Maria Elena Durazo appeared headed to victory in the race for the board office being vacated by termed-out Supervisor Hilda Solis.

Five candidates were vying in Tuesday’s election to replace Solis.

Durazo had 106,664 votes, or 56.6%, with vote counting still underway as of Wednesday evening, which was the latest update on election results from the county Registrar of Voter’s Office. If Durazo maintains more than 50% of the vote when all ballots are fully tallied, she will take the seat outright forgoing the need for a runoff election in November.

It was unclear how many ballots remain uncounted.

“This campaign was powered by working people

and small business owners who believe LA County can do better,” Durazo said in a statement Tuesday night. “In the state Senate I fought for fair wages and health care. As your county supervisor, I will renew that work with urgency, compassion and a promise to make this government serve its people.”

Elaine Alaniz, a disaster recovery specialist and member of the Westlake North Neighborhood Council, was a distant second with 29,133 votes, or 15.5%.

David Argudo, a La Puente City Council member, former U.S. Marine and lifelong county resident, received 20,770 votes, or 11%.

Noel Almario, a birth doula and advocate for maternal health, and Annabella Figueroa Mazariegos, a county employee, were also candidates in the District 1 contest.

The District includes Boyle Heights, East Los Angeles, downtown LA and areas of the western San Gabriel Valley. A longtime union and labor leader, Durazo also was secretarytreasurer of the Los Angeles County Federation of Labor and served on the city of LA Airport Commission.

The latest figures show Horvath had 170,855 votes, or 63.1%, and will avoid a runoff.

Horvath, who previously served on the West Hollywood City Council, issued a statement claiming victory Tuesday evening.

“Voters have once again sent a clear message: results matter, accountability matters, and delivering real change matters,” Horvath said. “I’m honored by the trust that voters have in our fight for a county that works for everyone, and I am grateful for every voter, volunteer, and supporter who made this victory possible. Realtor Tonia Arey received 50,340 votes, or 18.6%. She said she joined the race because Palisades Fire recovery is not happening swiftly enough and what she said was a lack of urgency from the county government.

Carmenlina Minasyan, a doctor who said she has practiced medicine in Russia, Saudi Arabia and Armenia and Tomás Sidenfaden, a businessman and software engineer, each received less than 10% of the vote.

Sheriff’s rematch LA County Sheriff Robert Luna is heading into a November runoff against former Sheriff Alex Villanueva, who he unseated in the 2022 election.

Luna had 546,184 votes, or 44.4%, compared with Villanueva’s 296,512, or 24.1%, according to the latest voter registrar.

Other challengers included sheriff’s Sgt. Eric Strong, retired Capt. Mike Bornman, Sgt. Karla Carranza, former Assistant Sheriff Brendan Corbett, sheriff’s Lt. Oscar Martinez and André White, an LASD gang detective.

County Assessor Jeffrey Prang scored a second term Tuesday, defeating property assessment specialist Stephen Adamus, real estate appraiser Rob Newland, tax consultant Steven Palty and Deputy Assessor Sandy Sun. Election results for Los Angeles County are available at results.lavote.gov.

Foley, Dixon possibly headed for runoff for OC board seat

After an update Wednes-

day, Assemblywoman Diane Dixon, R-Newport Beach, went from 48.96% to 48.54% of the vote, with Orange County District 5 Supervisor Katrina Foley inching up from 45.08% to 45.45%.

Votes for Lucy Vellema, a special education instructor, increased from 5.97% to 6.02%.

Orange County Registrar of Voters Bob Page said an estimated 197,350 ballots need processing, including 44,600 vote-by-mail ballots received on or before Tuesday, 60,400 from dropboxes and 89,600 from voteby-mail ballots returned to vote centers.

Ballots picked up by the U.S. Postal Service also will continue to roll in until Tuesday, June 9, which is the final day to tally votes, Page said.

Calvert, other incumbents lead in redrawn congressional districts

Returns from the June 2 primary election showed several candidates leading Wednesday afternoon in the six newly redrawn congressional districts that include portions of Riverside and San Bernardino counties.

In the race for the reshaped 40th Congressional District, Rep. Ken Calvert, R-Corona, was leading with 42%, according to election returns.

The incumbent, who has been in office since the 1990s, was pushed out of his old 41st District, forced to compete directly with another incumbent, Rep. Young Kim, R-Anaheim, who was second with 16%. Six other candidates are in the race, though the two incumbents are favored.

Most of the district’s territory is in Orange County, but the eastern boundary reaches

into Riverside County, including the Temescal Valley, most of Lake Elsinore, Canyon Lake and Menifee.

Calvert’s three-decade domain of northwest Riverside County, including Corona, Eastvale and Norco, was shifted into the 35th Congressional District, where Rep. Norma Torres, D-Ontario, trailed Republican businessman Mike Cargile. As of Wednesday, Cargile had 56% and Torres 43%.

Most of the 35th District is in San Bernardino County.

The local race with the largest number of candidates and also no incumbent is in the new 48th Congressional District, which includes the Anza and Hemet valleys, the Southwest cities and some of the region’s mountain communities. The ballot lists 12 candidates, including one independent.

Returns showed Republican Jim Desmond leading with 36% of the vote, followed by Democrat Marni von Wilpert who received 19%.

Another congressional race without an incumbent is in the new 23rd Congressional District, which overlays several parts of Riverside County in the San Gorgonio Pass, the Palo Verde Valley and around Blythe. The rest of the sizable district is situated in San Bernardino County. Three Democrats, one Republican and two independents sought the office.

Vote tallying showed Republican Rep. Jay Obernolte with a commanding lead in the 23rd District with 62%.

Perris, Lake Elsinore and the freeway communities north of Moreno Valley. Democrat Rep. Mark Takano, the incumbent, was solidly in the lead 56% to 44%. versus former Lake Elsinore Mayor Steve Manos, a Republican challenger.

The 25th Congressional District located farther east was realigned but mostly left intact throughout the Coachella Valley. Incumbent Rep. Raul Ruiz, D-Coachella, significantly outpaced Republican challengers Hemet Mayor Joe Males, business owner Ceci Truman and Ronald Huffman, an electrical contractor.

The House districts were reshaped and in most cases renumbered for Tuesday’s election as a result of California voters’ passage of Proposition 50 in the special election last November. Gov. Gavin Newsom and Democrats in the State Legislature launched the voter initiative to amend the state’s constitution to permit lawmakers to redraw congressional district boundaries, even though the independent California Citizens Redistricting Commission had already established district lines after the 2020 Census. Proposition 50 supporters said it was a necessary response to redrawn districts in Texas intended to help President Donald Trump with Republican gains in the midterm elections.

Opponents said the measure was blatant “gerrymandering.”

UCLA Anderson Forecast: Oil shock replaces tariffs as leading risk to US economy

The June 2026 UCLA Anderson Forecast for the U.S. and California finds the economy confronting another inflationary shock, this time driven by the war in Iran and the closing of the Strait of Hormuz. After tariffdriven inflation appeared to peak and the labor market began to stabilize, rising energy prices have created a new source of pressure on households, businesses and the Federal Reserve.

The national economy remains relatively resilient, but the Iran-related oil shock has replaced tariffs as the major inflation threat. GDP growth is now expected to hold at roughly 2.1% in 2026 rather than accelerate; inflation is forecast to peak at 4.5%; and unemployment is expected to rise only modestly to 4.5%. The key forces offsetting the oil shock and tariffs are investment in artificial intelligence, tax cuts and earlier fiscal support.

In California, the same energy shock creates additional pressures because of the state’s specific low-emissions gasoline requirements and the importance of ports and logistics to the state economy. California continues to outpace the U.S. in output and income growth, but its labor market remains weak, and the employment recession described in prior Forecast reports is expected to continue through the third quarter of 2026.

The national economy

The June 2026 forecast for the nation describes an economy that had begun to move past the disruptions of 2025 before being hit by another adverse supply shock. The war in Iran and closure of the Strait of Hormuz have disrupted roughly 20 million barrels per day of oil flow, or about 20% of global daily oil consumption. The severity of the economic effect depends largely on how long the strait remains closed.

As the national report states, “The 2020s are beginning to look eerily similar to the 1970s,” a decade marked by high inflation, slow growth and the reemergence of the term “stagflation.” The current forecast does not predict a repeat of the 1970s, but the comparison reflects the sequence of supply shocks the economy has experienced

since 2020: pandemic-era supply-chain disruptions, the war in Ukraine, tariffs and, now, the war in Iran.

The primary economic impact of the oil shock is inflation. Headline CPI inflation rose from 2.4% to 3.8% over two months and is expected to continue rising, peaking at 4.5% on a year-over-year basis by the end of 2026. Core inflation is expected to rise more gradually, peaking at 3.5% in the second quarter of 2027 as higher energy costs pass through to goods and services.

Tariff inflation, by contrast, appears to have peaked earlier in 2026. The overturning of many previous tariffs is expected to put modest downward pressure on goods and core inflation, but the report asserts that this effect will be small compared with the price disruptions caused by the conflict in Iran.

The labor market has held up better than expected but remains stagnant rather than strong. The unemployment rate was 4.3% in April, unemployment insurance claims remain near all-time lows, and nonfarm payrolls grew by an average of 76,000 jobs per month over the first four months of the year. The Forecast expects the unemployment rate to increase modestly to 4.5% by the end of 2026 and remain there as energy costs weigh on household spending and fiscal stimulus later moves

into reverse.

The Federal Reserve now faces a more difficult policy environment. After cutting rates late in 2025 because of concerns about labor-market weakness, the Fed is unlikely to cut further in 2026. The Forecast expects the central bank to hold rates steady for the remainder of the year while it waits to see how persistent inflation becomes and how well the labor market holds up.

GDP growth is now expected to remain resilient rather than accelerate. Real GDP grew 2.1% in 2025, and the Forecast expects growth of 2.1% from the fourth quarter of 2025 to the fourth quarter of 2026. Growth is expected to weaken further to 1.8% in 2027.

The principal counterweight is the continued surge in artificial intelligence investment. Big Tech’s AI infrastructure spending is expected to approach $700 billion in 2026, more than 50% higher than in 2025. Combined with tax cuts and other fiscal support, this investment is expected to help the U.S. economy absorb the oil shock without falling into recession under the Forecast’s baseline assumptions.

The

California economy

The California forecast describes a state economy that remains bifurcated. California continues to outperform the U.S. in output and income growth, but

employment remains weak and uneven. As the California report notes, the state’s new bifurcated economy is not geographic, but sectoral, with AI, aerospace and other tech on one side, and the rest of the economy on the other.

California outpaced the U.S. in economic growth in the fourth quarter of 2025, and the Forecast estimates that the same happened in the first quarter of 2026. Investment in technology remains strong, with California continuing to attract a disproportionate share of venture capital funding. Increased demand for commercial aircraft, defense goods and space products is expected later in 2026 and into 2027 and 2028.

At the same time, the state’s labor market remains weak. California’s unemployment rate has been above 5.0% for 27 months, and it stood at 5.3% in April 2026. Payroll jobs increased by 56,600 in 2025 after benchmark revisions, and by 97,200 over the first four months of 2026; but the Household Survey showed an employment loss of 111,000 and a labor force decline of 158,000 over the same period.

California is more exposed than the nation to the energy shock in several ways. The state uses a specific low-emissions gasoline that tends to make prices higher than the national average, and its ports handle cargo

that crosses the Pacific on ships that require large amounts of more expensive fuel. Higher energy costs are expected to reduce consumer demand and add pressure to the logistics sector.

Goods movement had been mildly positive prior to the Iran War, with imports through Southern California’s ports above pre-pandemic levels and air cargo showing signs of improvement, particularly in international traffic. But the Forecast expects a drop-off because of lower consumer demand, higher fuel costs for air and sea freight, and supply chain interruptions. Logistics employment is expected to show little growth in 2026 and early 2027, followed by positive increases thereafter.

The state’s high-productivity sectors remain the main source of longer-term optimism. Aerospace is benefiting from increased production at Boeing and Airbus, increased defense purchases and demand tied to space exploration and satellite production. Tech employment remains under pressure, but the Forecast assumes that AI-related hiring and the end of contraction in other parts of tech will eventually produce employment gains.

Housing remains a major constraint. The 10-year Treasury rate has risen above 4.4%, and 30-year fixed mortgage rates have moved above 6.5%. With

war-induced inflation moving higher, the Forecast does not expect downward pressure on mortgage rates this year. Deportations are expected to further limit the construction workforce, while tariffs continue to raise the cost of imported building materials. Permits remain relatively flat, and the 12-month run rate for new permits is around 110,000 units per year, well below what is needed to address California’s housing affordability problem. The overall outlook for California is slightly weaker than it was three months ago, though income and output are expected to continue growing faster than the U.S., even as employment growth remains tepid.

Homelessness is down in California and across the country, says new federal report

The number of people with nowhere to call home decreased both in California and nationwide last year, according to a long-awaited federal report.

The data, showing the first decrease in homelessness in years, provided fuel for activists challenging the Trump administration’s narrative that current homelessness policies are failing and need to be overhauled.

There were 181,934 homeless Californians counted last year – a 2.8% decrease from 2024, according to the new federal report. Overall, the country saw a 3.3% drop in homelessness, marking the first decrease since 2016. Nationwide, an estimated 745,652 people are homeless.

Those numbers come from the U.S. Department of Housing and Urban Development, which released its annual homelessness report to Congress on May 28 after an unexplained five-month delay. As the country’s main barometer for how efforts to combat homelessness are working, the report plays an important role in allocating funding and shaping policies – and is a major political tool.

The federal government downplayed the small one-year decrease in homelessness, instead focusing on the fact that homelessness has increased 27% nationwide since 2013. That’s when the country started following a practice called “housing first,” which moves people into housing right away instead of requiring them first to get sober or meet other conditions.

“The data is clear that the status quo of ‘housing first’ has failed to meaningfully reduce homelessness, resulting in crisis levels of people living on the streets,” said HUD Secretary Scott Turner. “HUD is restoring its programs to advance recovery and selfsufficiency and to ensure that taxpayer-funded benefits

serve American families.”

The Trump administration wants to end housing first and instead prioritize housing that requires people to stay sober. The administration also has tried to divert homelessness funds away from permanent housing and into temporary shelters. California is one of 19 states suing the Trump administration over that change.

The federal administration tied the 2025 drop in homelessness to immigration, saying in a news release that it was “attributable to decreases in sanctuary cities.” The full report never mentions sanctuary cities, but it says some communities in New York and Illinois attributed their decreases in homelessness “in part” to changes in federal immigration policy.

Where homelessness declined

California was among the

five states that reported the largest decreases in homelessness last year, though there were more significant drops in Illinois (44%), Hawaii (41%), Florida (11%), and New York (8%).

In California, 17 communities reported decreases in the number of people who were “chronically homeless,” meaning they have a disability and have been homeless for a year or longer. Los Angeles County reported 2,394 fewer such people. Officials from communities that saw those declines attributed the trend to opening new housing, placing people in housing more quickly, using a coordinated system to match people with available units and increasing street outreach, according to the report.

The data comes from the federally mandated homeless point-in-time count, which

tallies people sleeping in shelters and outside on a given day in January. Volunteers count people they see sleeping on the street, in cars or in other places not meant for habitation. The effort is generally viewed as an undercount, as it’s easy for volunteers to miss people tucked away in hard-to-reach areas.

The federal government requires each community to count the people sleeping on its streets every two years. Counts are conducted by “continuums of care,” which include a county (or multiple counties), cities and local service providers. In California, 14 of the state’s 44 continuums of care did not count last year. HUD used 2024 data for communities in which no 2025 data was available.

Each community is required to submit its pointin-time count data to HUD, which reviews, verifies and analyzes the data before publishing a report. That report typically comes out in December of the year of the count.

I am scared and frustrated because I have refrained from escalating this against my son as I love him, but I do believe this is necessary or else will make good on his threats against me. I sincerely hope that he gets the proper assistance to control his illnesses and to seize control of his life back.

12. Respondent was drinking and doing drugs. Out of nowhere and on his own, Respondent called the police and told them he “wanted to be killed executioner style.”

Simultaneously, he was waiving two knives in his hands and I feared he would self-harm or harm me. To avoid conflict, I left the house and waited outside for the police. Police officers mobilized in full force, aiming rifles at him to drop the knives which he did not. There was a police standoff that lasted for hours. A police tank was forced to drive up to him and fire a projectile at him. Thereafter, he was taken to the hospital.

Surﬂiner urges early reservations, adds service for World Cup matches

Amtrak Pacific Surfliner officials were Thursday encouraging soccer fans to reserve train tickets in advance for matches in Los Angeles this month, citing expected increases in ridership during the World Cup.

Beginning June 11 and continuing through July 19, all Pacific Surfliner passengers will be required to have reservations, according to the rail service.

Officials said additional late-night trains will operate from Los Angeles on June 12, 13, 15 and 25 to accommodate fans attending matches and returning home after games conclude. On those dates, select trains departing Union Station will serve riders traveling south

toward San Diego and north toward Santa Barbara.

Pacific Surfliner trains also will make an additional stop at the Burbank-Downtown station July 18 and 19 to provide access to the final weekend of the Los Angeles World Cup 26 Fan Zone.

Fans traveling by train can connect from Los Angeles Union Station to Metro service providing transportation to SoFi Stadium for matches, according to organizers.

The Los Angeles World Cup 26 Fan Zone at Union Station is scheduled for June 25-28 and will feature live match screenings, watch parties and other fan activities.

The rail service is also offering a 20% discount on

coach and business- class fares to and from Los Angeles through July 15 as part of a partnership with the Los Angeles Tourism and Convention Board.

“This is one of the most premier events Southern California has seen in a long time, and we want every fan -- whether they’re coming from San Diego, Orange County, or the Central Coast -- to have a great experience from the moment they step on the train,” LOSSAN Rail Corridor Agency Managing Director Jason Jewell said in a statement.

Officials noted that codeshare and Rail 2 Rail services will be suspended on select high-demand dates in June and July.

American Airlines cutting 4 LA routes this summer

American Airlines will temporarily suspend six domestic routes later this summer, including four flights serving Los Angeles, citing higher jet fuel costs amid the ongoing conflict in Iran.

The airline said it has adjusted schedules for select routes in August and September.

“American is not suspending any routes indefinitely as

part of this adjustment and will continue to proudly offer an industry-leading network with more flights than any other U.S. airline,” an American Airlines spokesperson told the business publication Fast Company. The temporary suspensions will affect nonstop service between LAX and Cleveland, Columbus, Pittsburgh and Washington Dulles. American also said

it will temporarily suspend service between Charlotte and Ontario, as well as Charlotte and Sacramento.

Customers holding tickets on the affected routes will be offered alternative flights or refunds, the airline said.

Industry analysts estimate that jet fuel accounts for roughly 25% to 30% of an airline’s operating expenses. Airlines have faced rising fuel costs as the conflict in

Iran has disrupted global oil supplies and increased energy prices.

American is not alone in taking cost-cutting measures. Delta Air Lines recently increased baggage fees, citing what it described as evolving global conditions, while European carriers KLM Royal Dutch Airlines and Lufthansa have also announced route reductions tied to higher fuel costs.

Authorities outline safety plans ahead of World Cup matches

District Attorney Nathan Hochman joined law enforcement leaders and FIFA officials last week to outline public safety preparations for the 2026 World Cup and urge visitors and residents to celebrate responsibly during the tournament.

Officials said tens of thousands of fans are expected to travel to the Los Angeles area for World Cup matches and related events beginning next week.

“Los Angeles is ready to shine on the world’s biggest stage, inviting people from every corner of the world to celebrate this once-in-ageneration event,” Hochman said. “Our number one and most important goal is to keep everyone safe.”

Hochman said local, state and federal authorities are coordinating security efforts and warned that criminal activity during the tournament will be aggressively prosecuted.

Los Angeles County Sheriff Robert Luna said the Sheriff’s Department has worked extensively with local, state, federal and international partners to prepare for the influx of visitors.

“While we want everyone to enjoy this historic experience, we will not tolerate criminal activity and will act swiftly to protect our communities and visitors,” Luna said.

Los Angeles Police Chief Jim McDonnell said public safety agencies are “united in ensuring a safe and memorable World Cup, and anyone

who seeks to disrupt that will be held fully accountable.”

Authorities urged the public to be alert for human trafficking, hate crimes, counterfeit tickets, fake merchandise and other scams that often accompany major international events.

Fans also were advised to review venue rules before arriving at matches, avoid bringing prohibited items, safeguard valuables in crowded areas and purchase tickets only through official FIFA channels.

Officials reminded the public to call 911 in emergencies and said crime reports may also be submitted through local law enforcement agencies and the FBI.

Cybercriminals will be looking to score when the FIFA World Cup kicks off in less than two weeks, and the Los Angeles County Sheriff’s Department Thursday was warning locals to beware of scam artists.

Scheming scammers could be offering all kinds of things: “tickets, hospitality packages, merchandise, streaming access and betting opportunities,” but in reality they have one goal: dispossessing the unsuspecting of their cash, authorities said.

creating fake FIFA websites and social media ads that closely resemble legitimate ticketing and checkout pages,” the sheriff’s department stated. “These sites may steal login credentials, personal information, credit card numbers and payments.”

A proposed temporary countywide half-cent sales tax to fund healthcare services appeared to be heading for defeat Wednesday, with voters narrowly rejecting the measure that was billed as an effort to offset reductions in state and federal funding.

Measure ER, which was introduced by Supervisors Holly Mitchell and Hilda Solis in January, was called the Essential Services Restoration Act and asked voters to enact the half-cent general sales tax increase for five years, through Oct. 1, 2031.

County officials said the measure would generate about $1 billion annually.

With ballots still being counted, Measure ER had support from 597,748 voters, or 47.3%, as of Wednesday evening, while 666,926 voters, or 52.7, opposed the proposal.

The county sales tax currently stands at 9.75%. The proposed hike would increase it to 10.25%.

The Board of Supervisors voted 4-1 in February, with Supervisor Kathryn Barger dissenting, to place the proposal on the June ballot.

“Backfilling federal funding cuts on the backs of county taxpayers is not acceptable,” Barger said in a statement after the vote.

“Los Angeles County residents are already stretched thin. Last year, Bloomberg News reported that Los Angeles now has the highest sales tax rates of any major

metropolitan region in the nation. This proposed halfcent increase would push us even higher, making our county less affordable for families and less appealing for consumers to shop and businesses to operate. We are risking imposing higher everyday costs and small businesses and employers choosing to leave Los Angeles County altogether.”

Mitchell argued, however, that healthcare services in the county will face dire losses if no action is taken to restore funding that she said was slashed under the federal budget bill passed earlier this year.

Mitchell said the bill included “the largest federal funding cut to Medicaid in our nation’s history.”

“HR 1 pulled the rug out from under all of us,” she said. “That’s how we got here.”

The county sales tax already increased in April 2025 when voters approved Measure A, a half-cent sales hike that replaced Measure H, a quarter-cent sales tax. The funding from the tax supports homeless prevention initiatives.

Mitchell, who represents the Second District, encompassing south LA County cities and unincorporated areas, worked with a coalition of healthcare organizations and workers, called Restore Healthcare for Angelenos, on the proposal.

In their motion, Mitchell and Solis said the tax measure would address the immediate need to provide financial support to the county’s health care system amid reductions in state and federal funding.

Officials advise anyone considering a purchase of World Cup tickets or anything related to the quadrennial tournament that gets under way June 11 to have a stout defense.

“Before buying World Cup tickets or related products, residents should go directly to the official FIFA website by typing the address into their browser,” the sheriff’s department advised. “Do not rely on sponsored ads, social media posts, text messages, Telegram or WhatsApp links,

or offers that appear unusually cheap or urgent.”

Fans should also be wary of sellers seeking payments in cryptocurrency, or via wire transfer, peer-to-peer payment apps, gift cards or other methods that are difficult if not impossible to reverse.

“Do not trust screenshots, PDFs, or `paper tickets’ offered by private sellers,” the department stated.

Anyone who believes they’ve been scammed should contact local law enforcement, as well as their bank or credit card issuer

Last year’s federal budget bill, known as the “One Big Beautiful Bill Act,” which was approved and signed by Congress and President Donald Trump, detailed billions of dollars of reductions in healthcare funding, according to the motion. Those reductions to Medi-Cal, coupled with eligibility changes, will impact county residents, who could face loss of coverage and reduced access to care.

“The county’s most impacted departments face projected losses totaling $2.4 billion over the next three years,” the supervisors’ motion reads. “Due to funding losses, county officials have already initiated hiring freezes and are contemplating service consolidations, potential layoffs of 5,000 staff, and facility closures in the coming years.”

State funding reductions in healthcare are exacerbating the issue. Due to budget constraints, California rolled back health care coverage for undocumented immigrants and reduced funding for other initiatives.

In January, the California Department of Health Care Services stopped enrolling new adult patients without legal status in its state-funded health care program, Medi-Cal. The state is expected to cut nonemergency dental care for immigrants here illegally who are already enrolled in the program.

State officials agreed to enact a $30 monthly

premium starting in July 2027 for immigrants who remain on the program, including those with legal status.

Federal dollars do not support these initiatives, as using federal funding for those here illegally is against the law.

Money raised by Measure ER would be spent as follows:

-- up to 45% would support the county Department of Health Services;

-- 5% would be allocated based on patient visits to nonprofit health agencies serving low-income and underserved populations;

-- about 4% would benefit school-based health needs and programs as determined by the governing board of L.A. Care Health Plan;

-- another 10% would support the county Department of Public Health and its core public health functions;

-- about 3% would be allocated to the county

Department of Public Social Services to support Medicaid outreach and enrollment activities, and volunteer programs;

-- another 2.5% would go toward the Correctional Health Services;

-- some 22% would fund DHS to safeguard public hospitals and clinic services;

-- about 5% would be allocated to support nonprofit hospitals in the county, and provide funding to entities that meet certain criteria;

-- another 2.5% would support in-home supportive services for seniors and people with disabilities;

-- about 1% would support the cities of Pasadena and Long Beach, which have separate Public Health Departments from the county; and

-- any remaining funds would be disbursed in a need-based manner focused on emergency department volume.

The proposed measure

would also establish a ninemember citizens’ oversight committee to ensure fiscal accountability for any revenue raised, which involves annual independent audits and making recommendations on how to allocate the funding.

Committee members would serve three-year terms and they would be eligible for reappointment by the Board of Supervisors. The Howard Jarvis Taxpayers Association criticized the proposed sales-tax measure.

“The sales tax is already too high in Los Angeles County, so high that the most recent half-percent increase for homelessness services required special legislation from the state to allow it to exceed the cap on local sales taxes that is in state law. Raising the sales tax again is unreasonable and unfairly harsh on those who are least able to afford it,” the association said in a statement.
