LA County board seeks ‘ICE-free zones’

The Board of Supervisors onTuesdaydirected attorneys to draft a law thatestablishes“ICE-Free Zones” to prevent Los Angeles County facilities from serving as staging areas or processing centers for federal immigration enforcement activity.

According to the motion approved with a 5-0 vote and authored by Supervisors Lindsey Horvath and Hilda Solis, the forthcoming ordinance is based on an executive order in October by Chicago Mayor Brandon Johnson. The Chicago law was in response to U.S. Immigration and Customs Enforcement commandeering several school and city-owned parking lots.

The LA County board’s approved motion noted an Oct. 8 ICE raid in San Pedro at the county’s Deane Dana Friendship Park and Nature Center.

“The agents arrested three people and threatened to arrest staff from the Los Angeles County Department of Parks and Recreation who responded to the scene,” according to the motion. “Because of this raid, county residents avoided the park, were unable to access it and use it for recreation as intended, and county staff were diverted from their regular duties.”

In response to federal immigration law enforcement becoming part of everyday life in the region, supervisors decided “it is imperative the County of Los Angeles take action to protect our spaces so that they can be accessed by the public and used for their intended county purposes, and to prohibit county property from being used as staging areas for these raids, or other operations, which may result in unlawful actions such as detaining U.S. citizens and denying due process to County residents of all immigration statuses.”

The motion directs county attorneys to develop a draft ordinance within 30 days that prohibits all county property “from being used for other than county purposes” and “as a staging area, processing location or operations base for unauthorized civil law enforcement actions, including civil immigration enforcement.”

The ordinance would also require posted signs at county facilities indicating the property is county-owned and can’t be used for noncounty operations. Signs should also say the law “does not restrict or interfere with the execution of lawful judicial warrants or the enforcement of criminal law, nor does it limit the rights of any person or entity under state or federal law,” according to the motion.

During the board meeting Tuesday, Horvath referred to the fatal shooting of Renee Good in Minneapolis by an immigration enforcement agent, the shooting of two

other men by ICE agents in Portland and the fatal shooting of Keith Porter Jr. in the San Fernando Valley on New Year’s Eve.

“Our federal government is killing its own citizens,” Horvath said. “Let that sink in, our federal government is freely, without cause, murdering its own citizens in broad daylight in front of witnesses and cameras. ... People have been shot. People have been killed. Families have been shattered.”

Although the county has no control over the actions of federal agencies, “we do control our own property, and we have the responsibility to act when lives are at stake,” Horvath added.

Solis said the main thrust of the proposed ordinance is that “you don’t have the right to come in and harass people without a federal warrant. And if you use our property

to stage, you need to show us documentation as to why — you need to have a warrant to back that up.”

Supervisor Janice Hahn said the county “cannot allow our county property to be a tool for the work (federal agents) are doing.”

She added, “What they’re doing is not making us safer, it is putting residents, citizens, children in danger.”

First Assistant U.S. Attorney Bill Essayli for the Central District of California, which includes Los Angeles County, criticized the county’s action in an X post.

“Local jurisdictions cannot target and exclude federal agents from public spaces,” Essayli wrote. “We will use any public spaces necessary to enforce federal law. Anyone who attempts to impede our agents will be arrested and charged, including county employees. We have already

LA regional homeless count to begin this week

Withtheannual Greater Los Angeles Homeless Count set to begin this week, officials are seeking more volunteers to help with the three-day operation, which they say will be made smoother due to several improvements.

The Los Angeles Homeless Services Authority will conduct its point-in-time count Jan. 20-22. While the agency has nearly 3,000 volunteers registered so far, the goal is to have about 4,200 volunteers. Anyone who is interested in volunteering can sign up at theycountwillyou. org.

The count will begin Tuesday in the San Fernando Valley and the metro Los Angeles area. Volunteers in the San Gabriel Valley and East Los Angeles will count on Wednesday. Finally, the count will wrap up Thursday in the Antelope Valley, West and South Los Angeles, and the South Bay/Harbor region.

The cities of Glendale, Long Beach and Pasadena conduct their own counts through their respective health departments.

The count allows local governments to satisfy the Housing and Urban Development Department’s regulations. It also serves as an annual assessment of how many people are living on the streets.

“It takes our entire community to solve homelessness. We need our friends, families, and colleagues to join us in counting next week,” said Gita O’Neill, interim LAHSA CEO. “We are especially looking for additional volunteers in the San Gabriel Valley, East LA County, and the South Bay region. The count provides critical insights about our unhoused neighbors. With everyone’s combined efforts, LAHSA can help

direct services where they will be most effective to address homelessness in Los Angeles.”

Ahead of the count, LAHSA officials said they are enacting several improvements for the operation.

Thehomelessness agency will be using an app-based data collection process for the fourth year in a row and improved maps, assigning more staff to provide technical support and help with supply distribution at deployment sites, and to ensure volunteers collect their materials to get the count done quickly and efficiently.

LAHSAalsosimplified training materials to improve the volunteer experience, according to officials. Training materials were updated for deployed site coordinators and logistics specialists to ensure consistency in process across Los Angeles County.

LAHSA is coordinating with the county’s Department of Health Services and Emergency Centralized Response Center for additional outreach staff support. This improvement is expected to aid in “special consideration” census tracts and areas, and more rugged locations such as basins, creeks and deserts that are too dangerous, hard-toreach or inaccessible for community volunteers.

Lastly, the processes for the Housing Inventory (sheltered) and Youth counts have been overhauled to improve response rates and generate bigger samples.

The Youth Count will be conducted over nine additional days for those aged 10 to 19. In a similar fashion, the Housing Inventory Count will begin earlier to optimize data review and make it easier to validate responses.

New home in Tulsa for ex-LA Zoo elephants makes 10-worst list

Ananimaladvocacy group has placed the controversialnew home of two former Los Angeles Zoo elephants on an annual Top 10 list of the continent’s worst facilities for the world’s largest endangered species.

Asian elephants Billy and Tina were relocated in May to the Tulsa Zoo in Oklahoma, which placed tenth on In Defense of Animals’ 21st annual list of the 10 Worst Zoos for Elephants in North America. Rather than the wildlife preserve that zoo and city officials promised to Angelenos, the group claims the Tulsa Zoo has too many animals and focuses on aggressive breeding, not sanctuary.

“Tulsa Zoo’s ‘preserve’ masks a crowded facility,” Courtney Scott, elephant consultant for In Defense of Animals, said in a statement. “We cannot let Billy, Tina or the other elephants die in this place of suffering, loss, and broken lives. It’s time to end failed breeding attempts immediately and truly preserve elephants in a sanctuary with the expansive space they need and deserve.”

Officials from the Los Angeles and Tulsa zoos did not immediately respond to requests for comment.

The LA Zoo announced May 21 that Billy and Tina were moved to Tulsa.

“The Association of Zoos and Aquariums requires accredited zoos to maintain a herd of at least three elephants because they are social animals, and keeping them in larger groups is crucial for their well-being,” according to the zoo. “With only Billy and Tina remaining, the L.A. Zoo no longer met that standard. The Zoo spent the past year carefully evaluating its elephant program following the loss of two older elephants, Jewel

(age 61) in 2023 and Shaunzi (53 years old) in 2024. Both elephants were in declining health and ultimately euthanized due to age-related health issues.”

Activists said the move betrayed decades of public pleas from LA-area residents and celebrities such as Cher and Lily Tomlin to send the elephants to a bona fide sanctuary.

Zoo officials said in May that they “evaluated all available options including AZA-accredited sanctuaries.

Mayor Bass inquired about moving the elephants to a sanctuary — the Zoo worked to ensure that all viable options had been considered during the course of the Zoo’s comprehensive evaluation. The decision to move the elephants to the Tulsa Zoo was made with the health and well-being of the individual elephants as the top priority and at the recommendation of the Association of Zoos and Aquariums and its Elephant Species Survival Plan which advises on the management of the entire population of elephants in AZA-accredited institutions as a single herd.”

The Tulsa Zoo was the No. 1 recommendation of the Species Survival Plan “based on space, herd dynamics, and expertise of the staff,” zoo officials said. “This option also ensured that Billy and Tina would be able to remain together.”

LA City Councilman Bob Blumenfield was critical of the move.

“For 30 years, Angelenos have shared heartfelt concern for these elephants, and recently lawsuits were filed on their behalf,” he said in a statement in May. “Angelenos are deeply invested in their well being and the public deserved a transparent process considering all options before a decision was

made. How do we trust that all options were truly evaluated, without any evidence of any analysis? The disregard for the public’s concern is patronizing and disrespectful to the thousands of Angelenos who have been calling for a viable sanctuary alternative.”

Blumenfield said animal advocates were willing and ready to finance Billy and Tina’s transfer to a wildlife sanctuary and out of captivity.

“Sanctuaries would give Billy and Tina thousands of acres with top notch medical care at no expense to the City,” Blumenfield said. “The LA Zoo chose to send them to a place where they have a few acres with more captive elephants in limited space.”

Opponents of the move noted that the Tulsa Zoo made it on the 10-worst list for a the second time.

“Its much-hyped 10-acre ‘preserve’ was already insufficient before Billy and Tina arrived,” according to In Defense of Animals, which is based in San Rafael, California. “From their profound zoochotic behavior, it appears their situation is even worse at their new zoo. And it’s no better for the other five elephants at the zoo, who have advanced zoochosis.”

An investigator for the group was told Tulsa’s three male elephants cannot share space safely, so the three bulls are rotated between the publicly visible exhibit and “cramped holding yards.” In the holding areas, the elephants have been observed “pacing, bobbing, and swaying in despair,” according to In Defense of Animals. “Despite the overcrowding, Tulsa Zoo could further crowd the facility by adding more elephants to create a ‘multi-generational herd.’”

The group Elephant Guardians of Los Angeles provided video showing Billy and Tina exhibiting what activists said was “zoochotic stress behavior at the Tulsa Zoo.”

Sneezy, the zoo’s longtime male, is documented attempting an escape.

Animal advocates said Sneezy has been repeatedly used to supply semen to other zoos, but all four of his calves have died, pointing to a national “mortality crisis” where 1 in 4 zoo-born elephants dies before age 5.

The two former LA Zoo elephants join Hank, who activists said was shuttled between four facilities prior to residing in Tulsa and is now slated as a donor for “invasive” artificial insemination. Billy has been subjected to more than 50 sperm extractions and could face more.

Man wanted on warrant in sex assaults on 2 girls in OC

Authorities Wednesday were searching for a 42-year-old man who failed to appear in court this week on charges of sexually assaulting two teenage girls. A warrant was issued for the arrest of Luis Martinez Ramirez on Tuesday when he failed to show for a pretrial hearing in the Central Justice

Center in Santa Ana, according to court records.

Ramirez is charged with rape by use of drugs, administering a drug, two counts of lewd acts on a child 14 or 15 years old and two counts of lewd or lascivious acts with a minor younger than 14, all felonies.

Ramirez is accused of

molesting one of the girls in Santa Ana when she was 13 years old two to three times a month in 2013, police testified in the defendant’s preliminary hearing. The defendant was related to the girl, according to the testimony.

mother and sneaked out of the house one night in July 2021 to meet with Ramirez at Trabuco Canyon and Trabuco Creek Road, according to the police testimony at his preliminary hearing. Ramirez was accused of feeding seven to eight shots of tequila to the teen and sexually assaulting her, police testified.

Activists also drew attention to the Tulsa Zoo’s unsuccessful breeding efforts.

Tooma was an elephant taken from her familial herd in the wild and died at only 21 years old, five months after giving birth to Maverick. He survived only seven years before the elephant virus EEHV killed him. Asha came to Tulsa to breed with Sneezy and returned to the Oklahoma City Zoo pregnant. Her calf Malee died from EEHV at age 4 in 2015.

“Zoo-bred elephants are fated to suffer from the moment they are conceived, and die at double the rate of wild babies,” In Defense of Animals President Marilyn Kroplick said in a statement.

“This industry is manufacturing babies in a bid to keep exhibits full — not to save elephants. True conservation happens in the wild, not

behind bars. The only ethical path forward for Tulsa Zoo is to end captive breeding and move its elephants to a spacious, true sanctuary.”

ACalifornia Republicans lose bid to pause Prop 50’s new district lines

three-judge panel in LosAngelesfederal court Wednesday ruled against California Republicans in their bid to nullify the new congressional map California voters approved in November.

In their lawsuit, filed one day after California voters approved Proposition 50, Assemblyman David Tangipa, R-Fresno, the California Republican Party and a group of Republican voters -- joined by the U.S. Department of Justice -- urged judges to block the new district lines at least temporarily so California’s original map would stay in effect for the 2026 midterm elections.

Proposition 50 was passed after Republicans in Texas redrew their congressional map, a move California leaders said was designed to favor Republicans in the upcoming midterms.

The suit, which names Gov. Gavin Newsom, state Attorney General Rob Bonta and California Secretary of State Shirley Weber as defendants, argues the new Proposition 50 maps are unconstitutional because they improperly use voters’ race as a factor in drawing districts and asked the court to block them from taking effect.

The proposition’s passage increases Democrats’ chances of winning five additional U.S. House seats in the state in November and seizing control of the chamber.

Republicans had asked the court for a preliminary injunction blocking the maps from being used in 2026.

Corrin Rankin, chairwoman of the California Republican Party, said plaintiffs’ attorneys would seek an emergency order from the U.S. Supreme Court.

“Although the majority of the three-judge panel did not side with our challenge to the Prop 50 map, we appreciate the thoughtful and timely work of all three judges,” she said in a statement to City News Service.

“The well reasoned dissenting opinion better reflects our interpretation of the law and the facts, which we will reassert to the Supreme Court. The map drawer’s plain statements acknowledging that he racially gerrymandered the Proposition 50 maps, which he and the legislature refused to explain or deny, in addition to our experts’ testimony, established that the courts should stop the implementation of the Prop 50 map. We look forward to

continuing this fight in the courts.”

State Sen. Tony Strickland, R-Huntington Beach, posted on X that Wednesday’s ruling against the Proposition 50 challenge “is deeply troubling.”

Strickland said the issues raised in the lawsuit “remain unresolved and deserve continued attention. The architect of these gerrymandered maps has publicly stated that he purposely drew them to favor one minority group over another to gain five more congressional seats for California Democrats. That is a NO-NO as it violates the Voting Rights Act by using race as a factor in drawing district boundaries.”

In its 2-1 decision, the court upheld the new congressional districts, rejecting plaintiffs’ claims that the maps had been drawn to favor Latino voters over other voting groups.

Judge Josephine Staton,

a Barack Obama appointee, wrote the ruling, with Judge Kenneth Lee, a Trump appointee, dissenting. Joe Biden appointee Judge Wesley Hsu joined Staton in her ruling.

“We find that Challengers have failed to show that racial gerrymandering occurred, and we conclude that there is no basis for issuing a preliminary injunction,” Staton wrote. “Our conclusion probably seems obvious to anyone who followed the news in the summer and fall of 2025.”

The ruling is expected to be appealed to the U.S. Supreme Court by the California Republican Party and the Trump administration.

Voters overwhelmingly approved Proposition 50 in November, which supporters dubbed “The Election Rigging Response Act.”

midterm elections that will also be used for the 2028 and 2030 elections. An analysis by the election news website Ballotpedia said it would shift five Republican-held congressional districts to Democrats.

Democrats hold a 43-9 advantage in the state’s House delegation.

“Republicans’ weak attempt to silence voters failed,” Newsom said in a statement Wednesday. “California voters overwhelmingly supported Prop 50 -- and that is exactly what this court concluded.” Weber, a co-defendant in the lawsuit, said she was pleased the court acknowledged “that the will of California’s voters should prevail. Our democracy is in jeopardy and the fight to maintain our constitutional right to vote must continue. ... Our democracy is worth protecting and today’s ruling was the right result.”

State Supreme Court refuses to hear case of man convicted of hate crimes

The California Supreme Courtrefused Wednesday to review the case of a man who is serving more than 23 years in prison for hate-related assaults with a wooden stick on three people.

Kevin Aamir Mumin -- who is Black -- was convicted of three counts of assault with a deadly weapon along with hate crime allegations involving three Hispanic victims, along with one count of sexual battery involving a 17-year-old girl who was attacked on a bus in February 2023.

Last October, a threejustice panel from the state’s 2nd District Court of Appeal rejected the defense’s contention that two of the jury’s findings that the offenses by Mumin in August 2023 were hate

crimes were unsupported by the evidence.

The justices also found that the trial court did not abuse its discretion by allowing the prosecution to present evidence involving four alleged uncharged incidents with Hispanic people at a supermarket the same year.

“All three assault-witha-deadly-weapon crimes were directed at Hispanic victims who were strangers that Mumin encountered in public then attacked without being provoked,” according to the appellate court panel’s Oct. 30 ruling.

The panel found that Mumin’s testimony alone was sufficient to reasonably support the jury’s hate crime findings, along with other evidence, including video surveillance footage that showed Mumin hitting

one of the victims in the head with a stick without being provoked.

“The facts of these incidents, along with Mumin’s testimony that he becomes defensive around Hispanic people because he believes they send negative energy toward him, establish a consistent pattern -- that Mumin tends to violently assault Hispanic people based on a biased belief that they are inherently dangerous even though they are not engaging in any dangerous or threatening behavior,” the appellate court justices found.

The charges involved crimes in Santa Monica and Los Angeles, according to Santa Monica police. Mumin, now 38, is serving a state prison sentence of 23 years and four months.

SoCal’s A-Mark Foundation receives $10M

to expand investigative journalism

“This extraordinary gift is both a vote of confidence in the Foundation’s mission and a powerful catalyst for what comes next,” Justin Jampol, A-Mark’s board chair, said in a statement. “With this support, we have the opportunity to deepen our impact, move more decisively on our priorities and strengthen the programs and partnerships that reflect the Foundation’s values and goals.”

tion promotes journalism through three programs. The A-Mark Prizes for Investigative Reporting awarded the best investigative work in 30 states in 2025. The A-Mark Journalism Master’s Scholarships provided scholarships to 23 students pursuing master’s degrees in journalism, and the A- Mark Student Journalism Awards was launched at nine community colleges to support student journalists working for their college newspapers.

Actor Kiefer Sutherland was facing a possible criminalcharge Wednesday after allegedly getting into an altercation with a ride- hailing driver in Hollywood.

According to the Los Angeles Police Department, officers responded to a radio call of a possible assault at about 12:15 a.m. Monday in the area of Fairfax Avenue and Sunset Boulevard.

Police arrested Sutherland, best known for his work on the drama “24” and films including “Flatliners” and “Stand By Me,” after being told he entered the vehicle and assaulted the driver while also making criminal threats.

Officer Charles Miller said detectives from the LAPD’s Hollywood Division were investigating the case.

Sutherland was arrested on suspicion of making criminal threats, which can be charged as a felony or misdemeanor.

The encounter did not result in any claimed injuries, police said.

A report by TMZ indicated

Sutherland called for an Uber Black to take him home after dinner with a friend. The actor told police he repeatedly ordered the driver to pull over and let him out while en route, to no avail.

The driver said Sutherland grabbed him and threatened to kill him if he didn’t stop the car, according to the tabloid news outlet, which said the driver was not a native English speaker and that a language barrier might have led to the altercation.

According to county jail records, Sutherland’s bail was set at $50,000. He posted bond and was released at

11:30 a.m. Monday.

Sheriff’s inmate records Wednesday showed that Sutherland was scheduled to appear in court on Feb. 2 at 111 N. Hill St. in downtown Los Angeles at 8:30 a.m., but the site’s posted dates are subject to change.

Sutherland, 59, son of the late actor Donald Sutherland, won Emmy and Golden Globe awards for his portrayal of Jack Bauer in the Fox series “24,” which ran for about a decade. His other film credits include “The Lost Boys,” “Young Guns,” “A Few Good Men” and “A Time to Kill.”

Amtrak service between Los Angeles and San Diego will return to pre-pandemic levels later this month with the addition of a 13th Pacific Surfliner round trip between the two cities, authorities announced Tuesday.

According to the Los Angeles-San Diego-San Luis Obispo, or LOSSAN Rail Corridor Agency, the new roundtrip will be added beginning Jan. 26.

“This added service represents a significant step forward for mobility in Southern California,” LOSSAN Agency Chair and Fullerton Mayor Fred Jung said in a statement. “With the 13th roundtrip, riders have more options for commuting, business travel, and leisure trips along our coast.”

Between Jan. 26 and March 13, passengers will be able to use the code V526 to receive a 20% discount on Surfliner trips.

“Adding the 13th round trip between Los Angeles and San Diego marks a significant milestone in fully restoring pre-pandem-

ic service levels,” LOSSAN Managing Director Jason Jewell said. “This additional round trip provides travelers with more options to choose the travel times that work best for them.”

With the new line, the Surfliner will offer 13 daily round trips between Los Angeles and San Diego, five daily round trips between San Diego and Goleta, and

Kershaw to pitch for US in World Baseball Classic

Clayton Kershaw will pitch for the U.S. in the World Baseball Classic, nearly four months after announcing his retirement following a 18-season major league career, all with the Dodgers, USA Baseball announced Thursday.

Cambodian refugee files papers in LA seeking release from ICE custody

ACambodianrefugee has filed papers in Los Angeles federal court seeking release from ICE custody after she was allegedly unlawfully detained during a routine check-in, according to court documents obtained Thursday.

Sithy Yi’s petition for a writ of habeas corpus, filed Wednesday against U.S. Attorney General Pam Bondi, U.S. Department of Homeland Security Kristi Noem, and senior officials of U.S. Immigration and Customs Enforcement, claims her detention in an ICE facility in Adelanto serves no purpose other than to sow fear and undermine the rule of law.

“Ms. Yi has lived in the United States for more than four decades,” attorney Kim Luu-Ng, who has represented Yi since 2013, said in a statement. “All of her immediate family are U.S. citizens -- her

husband, mother, sisters, six children and eight grandchildren. She has rebuilt her life, complied with every requirement imposed on her and lived peacefully in the community for years. Yet ICE unjustly tore her away from her family and now seeks to deport her to a third country, where she faces grave danger or refoulement back to Cambodia. She is a survivor of genocide and domestic violence and deserves protection, not detention.”

Yi, who lives in Santa Ana, came to the United States after surviving the Khmer Rouge genocide and has lived in Southern California for 44 years, her attorney says.

In 2016, following a drug conviction, an immigration judge granted her withholding of removal under the United Nations Convention Against Torture, recognizing the risk that she would be tortured if

returned to Cambodia, according to her petition.

A message seeking comment from ICE was not immediately answered.

Yi says she is also a victim of severe domestic violence and a cooperating crime survivor with a long-pending U-visa petition supported by a law-enforcement certification. For more than a decade, the DHS repeatedly determined that her detention was unnecessary and permitted her to live in the community under an order of supervision, her attorney said.

AAPI Equity Alliance and Pacific Asian Counseling Services are providing support and calling for Yi’s immediate release and an end to efforts to deport her to a third country.

Kathleen Kennedy steps down as head of Lucasfilm

Kathleen Kennedy, who was hand-picked by George Lucas to take over his “Star Wars”-powered film company, announced Thursday she is stepping down as president of Lucasfilm.

Kennedy has led the company for nearly 14 years, having previously made her mark in Hollywood by co-founding Amblin Entertainment with Steven Spielberg and Frank Marshall -- the production house behind films such as “Jurassic Park,” “E.T.” and “Back to the Future.”

Lucasfilm was acquired by The Walt Disney Co. in 2012.

“When we acquired Lucasfilm more than a decade ago, we knew we were bringing into the Disney family not only one of the most beloved and enduring storytelling universes ever created, but

also a team of extraordinary talent led by a visionary filmmaker -- someone who had been handpicked by George Lucas himself, no less,” Disney CEO Bob Iger said in a statement Thursday. “We’re deeply grateful for Kathleen Kennedy’s leadership, her vision, and her stewardship of such an iconic studio and brand.”

Replacing Kennedy as Lucasfilm president will be Dave Filoni, the company’s chief commercial officer, and Lynwen Brennan, who will serve as co- president, moving up from her current post as president and general manager of Lucasfilm Business.

Filoni has been with Lucasfilm since 2005 and was a driving force being series such as “Star Wars: The Clone Wars,” “Rebels” and “The Mandalorian.” He is the showrunner for “Ahsoka.”

“My love of storytelling was shaped by the films of Kathleen Kennedy and George Lucas,” Filoni said. “I never dreamed I would be privileged to learn the craft of filmmaking from both of them. From Rey to Grogu,

Date of Bid Opening: Notice is hereby given that sealed bids for the “SEWER MAIN REPLACEMENT PROJECT” will be received at the office of the City Clerk of the City of San Gabriel, 425 South Mission Drive, San Gabriel, CA 91776, California, until 3:00 p.m. on Tuesday, February 3, 2026. Description of Work: The work to be performed under this contract consists of various improvements and replacement to the City of San Gabriel’s sewer mains at four locations. The Contractor shall furnish all the required materials, equipment, tools, labor, transportation, and incidentals necessary to complete the project as outlined herein and on the plans. In general terms, the contract work for this project consists of replacing the existing sewer mains and reconnecting the active laterals, which shall include the excavation, removal of existing pipe, ¾” rock backfill & compaction, 1-sack slurry backfill, reconstruction of existing A.C. pavement and/or PCC concrete structures, restoration of all existing pavement striping and markings, and other appurtenant facilities as required.

The City of Glendale (Glendale) as the applicant and lead agency, and the City of Los Angeles (Los Angeles or LA) as a responsible agency, propose the construction of a threespan, curvilinear, landscaped bridge across the LA River between the Cities of Los Angeles and Glendale for use by pedestrians and bicyclists. It would feature extensive landscaping on the approaches, as well as on the bridge itself, and is thus named the “Garden River Bridge.” A number of raised and in-ground planting beds would create dedicated zones for bicycle and pedestrian circulation, shade structures, canopied seating areas, and scenic views of the LA River. The intent of this multi-community resource is to increase access to Glendale Narrows Riverwalk and Griffith Park; to improve connections; and to increase the safety of paths used for pedestrians and cyclists. Dedicated access across the LA River at this key location would improve public safety and accessibility to important community resources by creating a connection between Glendale and Los Angeles across the LA River for pedestrians and cyclists.

FilmLA: Quarter 4 sees boost in production amid overall decline in 2025

While film production fell across the Greater Los Angeles Area in 2025, the final three months offered a glimmer of growth with on-location production activity increasing by 5.6% compared to the prior quarter, officials announced Thursday.

FilmLA, the official film office for the city and county of Los Angeles, and surrounding jurisdictions, released its latest data on regional filming activity for the fourth quarter of 2025, covering October through December. The expanded California Film and TV Tax Credit Program provided a boost in production in the final quarter.

On-location production activity for the fourth quarter totaled 4,625 shoot days, a 5.6% increase compared to the third quarter with 4,380 shoot days.

Overall, 2025 finished with an annual total of 19,694 shoot days, a 16.1% decrease below 2024, which had a total of 23,480 shoot days.

“While the year-end numbers are disappointing, they are not unexpected,” FilmLA VP of Integrated Communications Philip Sokoloski said in a statement.

California’s expanded

film tax credit program needs time before major improvements materialize, according to FilmLA. The organization remains optimistic that the trend will change as dozens of incentivized projects have yet to begin filming.

“We were pleased to see that a majority of the incentivized project shoot days in the feature film category were for independent films, and we look forward to continuing to support productions of all sizes as they kick off early in the New Year,” Sokoloski said in his statement.

In June 2025, state leaders approved the expanded tax credits for film and television production. Since then, 119 projects have been awarded incentives, driving more production throughout California.

The most recent allocation round -- held in early December -- awarded credits to 28 film projects, many of which will be made in Los Angeles County, according to FilmLA. All approved productions have 180 days to start production after receiving their award.

Incentivized projects accounted for approximately 13% of all film and TV shoot

days in the fourth quarter.

“Many exciting initiatives are currently in development, and we look forward to seeing film-friendly policies expand throughout the region in the coming months,” FilmLA CEO Denise Gutches said in a statement. “It’s time to bring production back home where it belongs, and put our talented, highly skilled entertainment workforce back to work.”

In the feature film category, shoot days declined by 19.7% year-over- year from 589 to 473. More than 17% of all shoot days in this category went to incentivized projects, the majority were independent films.

In the television category, shoot days declined by 21.9% year-over- year from 1,596 to 1,247.

Television dramas experienced a decline of 36.4% year-over-year with shoot days down from 528 to 336. Shows that shot on-location in L.A. involved “The Rookie S8” (ABC), “The Comeback S3” (HBO), “The Land S1” (Hulu) and “Monster S4” (Netflix).

TV comedies decreased by 6% year-over-year with shoot days down from 117 to 110. Shows such as “Bad

Solis: County workers targeted by ICE at Whittier Narrows Park

Two Los Angeles County parkworkerswere “accosted and questioned” by U.S. Immigration and Customs Enforcement agents at Whittier Narrows Recreation Area, a county supervisor said Wednesday, denouncing the action as a case of racial profiling.

According to a statement by Supervisor Hilda Solis, ICE agents “allegedly racially profiled and physically assaulted two Latino Los Angeles County Parks staff at Whittier Narrows Recreation Area -- employees wearing county uniforms, driving county vehicles, and clearly identifying themselves as county personnel -- and questioned them about their citizenship status. This action is completely unacceptable and violates the constitutional rights of U.S. citizens.”

It was unclear if the workers were detained during the confrontation Wednesday morning.

Representatives for ICE did not immediately respond

to a request for comment.

The allegation came one day after the Board of Supervisors directed its attorneys to draft an ordinance creating “ICE-Free Zones” to prevent county facilities -- such as parks -- from being used as staging areas or processing centers by federal immigration-enforcement authorities.

The ordinance, which is expected to come before the board for a final vote in the next 30 days, would prevent any county property “from being used for other than county purposes.” It would specify that no county-owned property can bused used “as a staging area, processing location or operations base for unauthorized civil law enforcement actions, including civil immigration enforcement.”

Federal officials quickly denounced the county’s action as illegal and unenforceable.

“Local jurisdictions cannot target and exclude federal agents from public

Commercial productions in the Greater L.A. Area also remained in a downward trend, as these projects are not eligible for tax incentives, according to FilmLA.

Shoot days in this category fell by 23.2% yearover-year from 763 to 586. Companies that did film commercials in L.A. in the final quarter include Chevrolet, Nissan, Toyota, Anthem, Bank of America, FedEx, Microsoft and Ring. Despite deficit projection, Arcadia reports $4.6 million surplus

An independent review of Arcadia’s 2024-25 financialcondition revealed a $4.6 million surplus, a significant turnaround from a projected $2.2 million deficit, city officials announced Thursday.

By September 2024, City Council approval of five labor union agreements resulted in the possible shortfall. But by June 2025, updated forecasts indicated that a balanced budget was most likely, officials said. As in previous years, actual finances turned out to be more favorable than projections. According to a statement from the city, “stronger revenues, disciplined spending, and routine timing and supply chain delays for certain capital projects” led to the surplus.

The audit revealed favorable performance with revenue as well as the expenditures, officials said.

Higher tax collections on sales, utilities, property and hotel stays led the way, officials said.

Investment income added an additional $1.3 million to the city’s coffers, and additional revenue growth came from fees, fines and charges for services, including about $150,000 for code enforcement, $150,000 for engineering services, $300,000 in grants and $400,000 from reimbursements related to Fire Department Strike Team deployments.

Budget savings primarily resulted from “normal capital project scheduling and supply chain delays, lower-thananticipated personnel costs, and the deferral of a voluntary contribution to help stabilize employee pension costs,” according to the city. Capital and equipment spending was around $2.5 million less than expected, with most of the costs carried forward into

fiscal year 2025-26 that began July 1.

“Following the favorable results of the audit, the City will proceed with transferring the $1.0 million previously set aside to help smooth pension costs,” according to the city’s announcement.

While the labor contracts for city employees initially signaled a challenging budget year, higher revenue growth and disciplined spending helped Arcadia turn a multimillion-dollar deficit into a $4.6 million surplus, officials said.

LAX removes iconic pylons for major roadway improvements

An iconic symbol of the city and Los Angeles International Airport was being dismantled this week, with road construction prompting the removal of the oft-photographed ring of 15 illuminated pylons at the airport’s entrance.

The ring of 15 pylons is part of a total of 26 that span 1.5 miles along Century Boulevard, each ranging from 25-100 feet in height. Removal of the pylons began early January, though some of the pylons were previously removed for the Automated People Mover project.

ing 15 pylons removed to make way for the Airfield and Terminal Modernization Program Roadway Improvements Project, which will reconfigure 4.4 miles of roads to separate airportbound from neighborhood traffic, reduce congestion and improve vehicle and pedestrian access, officials said.

LAWA officials say elevated ingress and egress roadway systems will provide streamlined routes and make it safer for airport travelers.

The agency anticipates the completion of ingress roadways before the 2028 Olympic Games, with

full completion of egress roadways by 2030.
