BY TERRY MILLER Arcadia High School has a 250-seat theater, appropriately named the Little Theatre - used by Steven Volpe’s Drama students to produce sell out performances like Guys and Dolls at the end of the school year. The students and their drama teacher know the limits of the little space but have managed to
work miracles. Now, thanks to bond monies, the students will have a state of the art performing arts center next year if construction goes as smoothly as it has been. in the fall of 2012. Dramatic Arts teacher Steven Volpe said “The new facility will be a huge improvement for the theatre department at AHS. First of all, we will not only get a 1200 seat proscenium stage, a new dance studio, but we are also getting a black box theatre with all new state of
the art equipment. We will also get new dressing rooms that connect directly to both theatres. Currently, students have to walk outside from the dressing rooms to enter the theatre. GLCA Acts on Sale of Monrovia Owned Properties for M&O Yard
BY TERRY MILLER Arcadia City Manager Don Penman announced Tuesday that he’ll retire in October after than 13 years with the city, including more than three years as the city’s chief executive. Pennman told the Arcadia Weekly that there is never a “perfect time” to retire but felt that now was an appropriate time after some major budget hurdles had been overcome. On Friday, Habib Balian, Chief Executive Officer of the Gold Line Construction Authority (GLCA) announced that that entity had reached an agreement with the City of Monrovia regarding the sale of property from its redevelopment agency. The property is planned for maintenance and operations (M & O) yard for the Gold Line and potentially other light rail line cars. According to Monrovia Mayor Mary Ann Lutz, this announcement is a bit premature. “Neither the GLCA board nor the Monrovia City Council has yet approved the tentative agreement,” she explained. BY SUSAN MOTANDER At a special meeting, the Gold Line Construction Authority (GLCA) Board voted to approve the proposed Purchase and Sale (P&S) Agreement for the land owned by the Monrovia Redevelopment Authority and the city. This is the first step in the process of building the Maintenance and Operations (M&O) Yard for the Gold Line in a large segment of the block between Evergreen on the
North, Duarte Rd. on the South, California on the West and Shamrock on the east. The GLCA Board also voted to approve the necessary steps to use Eminent Domain proceedings against the individual property owners of the privately held land needed to build the yard. sistant City Manager/Development Services Director, would be in line for the job but has apparently expressed no interest in the position and is very happy with his Planning position. Therefore, city council will have to initiate a recruitment process. City employment is. At-will employment, which is a doctrine of American law that defines an employment relationship in which either party can break the relationship with no liability, provided there was no express contract for a definite term governing the employment relationship and that the employer does not belong to a collective bargaining group (i.e., has not recognized a union). Penman told the Arca-
dia Weekly that he is very proud of Arcadia’s city staff and council for being such a cohesive unit and is particularly proud of the new police station project which he oversaw as project manager prior to becoming City Manager. Some of the biggest challenges during his tenure were the “economy and the state… We’ve seen the worst recession since the great depression and it has been a challenge to balance the budget.” Penman said. Additionally Penman said the Caruso project which ultimately never happened even though the project had been approved was challenging and the final outcome “disappointing”. Penman told Beacon Media. Another project that has
been hanging over Arcadia’s city manager and staff is the Rusnak Mercedes dealership expansion which has had numerous hurdles over the years. Penman said there still are some “sticky deal points” due in part to the fact that CEO Paul Rusnak has been on extended vacation and negotiations couldn’t proceed without him. Yet another major challenge in Penman’s tenure as city manager is, of course, the State of California’s attempt to get rid of redevelopment agencies and get those funds away from local cities. In a message to City employees, Penman expressed his appreciation for his time in Arcadia and the opportunity to work with a staff that makes every effort to keep Arcadia a truly outstanding community. “Arcadia is a terrific city with an excellent staff, involved residents and a supportive and dedicated City Council, said Mr. Penman. “I am fortunate to have been a part of Arcadia history.” When asked what he plans on doing with his retirement, Penman quipped that he will have no more excuses (i.e. late night meetings at City Council etc) for his wife regarding the Ballroom dancing lessons she wants the couple to take. Penman has been married for 37 years and has two grown children.

Neighborhood Connections to Join Forces with Jackie Robinson Center The location will change, but with that will come even more services for Pasadena’s 86 neighborhood associations and 148,000 residents. Neighborhood Connections is moving to Jackie Robinson Center, 1020 N. Fair Oaks Ave. As of Monday, Aug. 8, the city of Pasadena office will no longer be open at 1384 E. I’ve always had a very good sense of humor. It has served me well. It has gotten me through some tough times and out of some tight spots. It has helped me put life into perspective. Overall, a good sense of humor is a positive but sometimes it gets me into trouble---like one morning during a heavy rain. My car is thirteen years old and from its first rainfall it has exhibited a bad habit. You know that kind of liplike trench that runs across the top of car doors? Well my car is shaped so that during a heavy rain, when the car is sitting still, the
rainwater accumulates in that lip. When you open the door it takes about the same amount of time for you to climb into the car as it takes for that accumulation to run to the end of the lip. It dumps and completely soaks your leg just before you close the door. The particular morning of which I speak, my husband and I had gone out for breakfast. It had rained the entire time we were in the restaurant. It was still pouring when we went out, so he helped me into the driver’s side of my car. He kindly held the umbrella over me which kept my head dry but allowed the water from the lip ample time to empty completely onto my shoulder and leg. He was very sympathetic, so I tried not to show my annoyance as he slammed his door and splashed the remaining drops in my
face. He scurried around the car, opened the passenger door and backed in really quickly to avoid the deluge. He pushed the button and the umbrella started to snap shut but caught on the edge of the window. He jiggled it around and pulled it into the car as fast as he could. Not fast enough to beat that accumulated rainwater from the lip. It dumped, not on his leg but right in the middle of his poor, exposed bald head. I watched as it rolled in a symmetrical descent over his forehead, over his ears and down the back of his neck. I, too, was sympathetic but my sense of humor and I became very tickled and laughed rather exuberantly. He and his did not!

BY TERRY MILLER State Assemblyman Tim Donnelly, R-Twin Peaks and Sierra Madre and Monrovia’s assemblyman, attacked Gov. Brown’s signature on landmark bill SB 44 during a Tea Party meeting in Redlands last week. “I am not in favor of putting into legislation my point of view. I don’t think that’s the right thing to do. I don’t think it’s the right thing to do with the homosexual agenda; I don’t think it’s the right thing to do with my agenda. I don’t think that our schools are a place that we should be pushing social agendas. I think what we ought to do is that we oughta (SIC) say every single American who has been instrumental in history is to be honored for their
accomplishments regardless of their sexual orientation, their race, anything other than the content of their character. And that, ladies and gentlemen of this assembly, that is what we should be aspiring to. We should teach children that they can choose and pursue to be recognized for what they do and not necessarily who they are.” Donnally said. SB 48, or the FAIR (Fair, Accurate, Inclusive and Respectful) Education act, allows the contributions of the LGBT Americans be incorporated into school curricula, identifying LGBT Americans as a minority group protected from discrimination in education. The bill is aimed at tolerance and not contin-
ued discrimination within our public education system. The bill, authored by Senator Mark Leno, DSan Francisco, also calls for the inclusion of historical contributions of Pacific Islanders as well as those of disabled individuals. “This bill revises existing laws that prohibit discrimination in education and ensures that the important contributions of Americans from all backgrounds and walks of life are included in our history books,” Gov. Brown said in a statement. Efforts to repeal the bill are underway by conservative Tea Party members such as Minuteman Tim Donnolly and others. We will update as warranted.

There’s a New Chief in Town Altadena's Town Council Unanimously Seats First African American Female Leader At the Tuesday July 19th Altadena Town Council meeting, by unanimous vote, Dr. Sandra E. Thomas became the first African American female elected to Altadena’s highest office, Chairperson of the council. Dr. Sandra E. Thomas, a 35 year resident of Altadena, is known as a leader who gets the job done. She is a community advocate who firmly believes that economic challenges should never overshadow achievement. Because of her dedication to that philosophy and love of community, she is considered to be one of the most highly regarded and respected voices in Altadena. As a citizen of Altadena, Dr. Thomas’s involvements have been immeasurable and imperative. In 2004 she founded the Quality of Life Center, Inc., where she serves as Dean to Pasadena Unified School District’s (PUSD) more than 500 highest academic achievers currently in the Bright Futures Scholars Leadership Development Program. To list a few of her achievements: In 2010, she received the LA County Women’s Commission’s “Woman of the Year Award” for the 5th district. In 2008, she received the “California Humanitarian and Family Values Award” and in 2009 the “Los Angeles County Love of Children Award.” She was selected Altadena California “Citizen of the Year” for 2007. Congressman Adam
Schiff selected Dr. Sandra E. Thomas 2005 “Congressional Woman of the Year.” The Delta Sigma Theta Sorority Inc. named her recipient of their “Community Political Awareness Award.” Dr. Thomas was chosen PUSD’s “Outstanding Mother of the Year” in 1979 as well as Pasadena High School’s “Mother of the Year” in 1980. Dr. Sandra E. Thomas, a 4 term Altadena Councilmember, is a life member of the Altadena NAACP, past NAACP Altadena Branch President for four years, served three terms as NAACP California State Director, several years as an NAACP National Trainer, currently sits on the NAACP California State Executive Committee, and has been active in the NAACP since 1953. For 6 consecutive years, she hosted the NAACP Today TV Show, and for the last four years has hosted the Quality of Life Today TV Show, focusing on issues in Altadena and the surrounding areas. Other community involvements include: Altadena Sheriff’s Clergy Council, Altadena Chamber of Commerce, League of Women Voters, Altadena Crown City Kiwanis-Past President, Altadena Community Center Board of Directors –Past President, and the National Congress of Black Women, Los Angeles Chapter. Dr. Thomas is also the second African-American woman ever appointed to the Los Angeles County
Human Relations Commissioner and recently “termed out” as president in June 2011. Her appointment as Commissioner was a culmination of a lifetime of service to the community. Supervisor Michael Antonovich said, “She is a very effective addition to the Los Angeles County Human Relations Commission.” Thomas remains the 5th District’s vice president. She is a visionary who has created and developed programs geared to improving the quality of life for all people. Dr. Thomas always has a smile, a big hug and a kind word for all who pass her way. She is a true example of how one committed person, dedicated to her community, with a heart for service, has made a difference for all the people of Altadena. “It is always a privilege and indeed my pleasure to serve our community,” said Thomas. “I look forward to working with my fellow council members and community leaders to do all that I can for Altadena, the community that I love.”

Gold Line Construction Authority Approves $486 Million for Light Rail Extension from Pasadena to Azusa Continued from page 1
ongoing with several property owners and that tentative agreements had been reached with two of those property owners. These actions were taken despite vehement (and lengthy) objections from Robert Silverstein and Christopher Sutton, attorneys for George and Diana Brokate and Excalibur Property Holdings. The property in question is at the Northeast Corner of the proposed M&O yard. The attorneys listed several objections including the authority of the

Board to act on any issue as an illegally formed entity. This objection is based on the fact that the attorneys maintain that as all but one of the Board members also sit on local city council and therefore have conflicts of interest which would bar them from taking any action on these matters. To that end, the attorneys have filed a petition with the State Attorney General to issue a Writ of Quo Warranto - in essence by what right - do these Board members have a right to serve on their councils
as well as the Gold Line Board. Silverstein specifically cited the conflicts several of the Board members had in that there were alternative sites which were not fully explored as the Gold Line Board members were in many cases friends of the owners of properties which might be considered. He also asserted that several of these property owners were also campaign contributors to the Board members Council campaigns. In addition, they objected to Habib Balian,
the Chief Executive Officer of the GLCA, being given the authority to work out final details of the project saying that his position did not have the legal authority to do so. Among their laundry list of objections, the attorneys also complained that the environmental impact reports for the project were incomplete and/ or inadequate. They also said that the requirements of the California Environmental Quality Act had not been met. Their objects were numerous and went on and on. At one point, Board Chair George Tessitor (who is also the Mayor of Glendora) was prompted to ask Silverstein if he intended to “litigate his entire case before this Board.” After asserting he had no intention of doing so , he continued to site further code section and state laws and regulations that they were violating and exactly how. Despite all this, the Board did vote to move forward. They also voted to move forward in the awarding of the contract for the construction of the Gold Line extension from Pasadena to Azusa. The contract went to an entity known as Foothill Transit Construction, a joint venture of Kiewit and Parsons. It has no affiliation with the Foothill Transit Authority.

Donations provide school essentials to local children in need With a new school year around the corner, the City of Temple City is asking the community to help get children ready for school. The City is collecting new backpacks, paper, pencils, folders and other school supplies for the second annual “I Love School Supply Drive.” Donations will provide children in need with a backpack filled with school essentials. “It’s so important that kids have the tools they need for a meaningful educational experience,” said Temple City Mayor Tom Chavez. “Achievement should never be impeded by need.” Donations are being accepted through August 15. Collection boxes are
located at City Hall, 9701 Las Tunas Dr., and Live Oak Park Community Annex, 10144 Bogue St. The school supply drive assisted over 100 children last year at Cleminson and Emperor elementary schools. This year’s drive hopes to collect enough backpacks and full sets of school supplies to meet the needs of 150 children. Those wishing to receive the supplies can apply through August 10 at Live Oak Park Community Annex. Pasadena City College Appoints New Executive Team Members Big Brother of the Year The Pasadena Area Community College Board of Trustees unanimously voted last night to approve the appointment of five new members of the Pasadena City College Executive Team. The appointments are the culmination of an extensive, four-month, nationwide search. Three hiring committees comprised of faculty, staff and students screened, interviewed and recommended the finalists to the administration. The Board welcomes Dr. Richard van Pelt as vice president of Administrative Services, Robert Miller as vice president of Educational Services, Dr. Benedict Lastimado as vice president of Human resources, Dwayne Cable as vice president of Information Technology, and Dr. Robert Bell as vice president of Student and Learning Services. “I am delighted to welcome the new members of the Executive Team to PCC,” said Dr. Mark W. Rocha, PCC superintendent/president. “I especially want to thank the hiring committees for their excellent work. I know that the staff, faculty, students, and
the community will be very pleased with these new members of the institution through the caliber of their expertise, their dedication to students, and their enthusiasm to help PCC become a global community college for the 21st century.” Van Pelt has been serving as the interim vice president for Administrative Services at PCC for two years and has been with the college for more than 24 years. He previous served as director of PCC Facilities and Engineering services since 1997. He holds a Ph.D. in administrative management from Walden University, an M.B.A. and a Master’s of Science in Business Organizational Management from the University of La Verne, and a bachelor’s degree from Ambassador College. Miller is no stranger to PCC as well. He has been with the college for more than 14 years, most recently serving as the interim dean of Educational Services (2009). Previously, he was vice president of marketing and sales for INTELECOM. He currently
sits on the board of the Pasadena Tournament of Roses Association. Miller holds an associate degree from PCC, a bachelor’s degree from the University of La Verne, and a master’s degree in Public Administration from California State University, Northridge. He is currently working toward a doctorate at La Verne. Lastimado most recently served as the assistant vice chancellor of Human Resources and Labor Relations for the University of California, Merced. His community college experience consists of a six-year stint as vice chancellor of Human Resources and Labor Relations for the Grossmont-Cuyamaca Community College District. From 2004 to 2009, he served as vice president for Human Resources and Labor relations for Clover Park Technical School and also served as a Human Resources Officer in the United States Army for more than 20 years. Lastimada holds an Ed.D. in Educational Leadership from Seattle University, a Master’s of Science in Business Administration
from Boston University, and a bachelor’s degree from the University of Maryland. Cable is a community college graduate (Wayne Community College) and also holds a bachelor’s degree and M.B.A. from Western Carolina University. He most recently served as vice president of Information Technology for Joliet Junior College. He has held positions in the information technology field at the Ventura Community College District, Mt. San Antonio College, Aims Community College, George Washington University, and Morehead State University. Bell most recently served as the director of Extended Learning for Antelope Valley College. He previously served as senior vice president for Academic and Student Affairs for the Louisiana Community and Technical College system and vice president of Student Services at Chaffey College. Dr. Bell holds bachelor’s and master’s degrees in counseling from the University of Redlands, and an Ed.D. from the University of the Pacific.

BY BILL PETERS Marvin Hamlisch stepped onto the outdoor stage of the Pasadena Pops to declare to the Saturday night audience assembled on the lawn near the Rose Bowl that as the Principal Conductor of the orchestra, he was going to charm them, make them laugh, and play tunes they recognized, especially those he had written. Greatly at ease on stage, Hamlisch wisecracked his way through an entertaining evening of his, and others, tunes. At the podium, then at the piano, he went on to reprise an evening of tunes that most of the several hundred in the audience were familiar with. Hamlisch’s debut with the Pasadena Pops differs from last year’s line-up of talent and bravado that Pops previous conductor, Rachael Worby, offered. No circus performers, no cabaret songstress, but a straight-forwarded presentation with a lone guest artist, J. Mark McVey, the Broadway musical stage star known mostly for his role as Valjean in “Les Miserables”. The evening was sprinkled with Hamlisch’s brand of low-key humor. While he displayed his conducting, composing and piano talent, it was his soft, homey comments that warmed the audience and resulted in pleasing the crowd. It was, all around, a great evening. The orchestra was in fine fettle and had no trouble following the spare conducting style of Hamlisch. From the opening number, a Sid Ramin arrangement of songs from “Gypsy”, through medleys of Jerome Kern,
Irving Berlin, Cole Porter, and Richard Rodgers hits, the musicians were alert and precise, letting down only when the Hamlisch informality soothed them to a certain looseness or when the conductor, at the piano enjoying his own songs, rattled them with his erratic tempos. “Pineapple Rag”, a ragtime piece by Scott Joplin and arranged by Hamlisch for the film “The Sting” and played with Hamlisch directing from the piano disintegrated from the start. The guest artist was J. Mark McVey whose dramatic baritone can soar to impossible falsetto heights. McVey set the Rose Bowl field ablaze with warmth. From his sweet-toned Rodgers medley beginning with “Hello, Young Lovers” from “The King and I” to a comfortable “Some Enchanted Evening” from “South Pacific”, McVey’s talent found an appreciative audience. But it was in the “Soliloquy” from “Carousel” that he found his dramatic footing, telling (and singing) the story with firm and virile eloquence. This spot even outshone his big hit song from “Les Miserables”, “Bring Him Home”, though it, too, was moving in its own right. Hamlisch has a great story to tell about writing some of the biggest hit songs and shows of our era. He regaled the audience with his experiences of his songwriting career, then sat at the piano in a brief set playing songs, he said, he wished he had written. In a sense, he reported that he wished he was George Gershwin, Leonard
Bernstein, or Steven Sondheim. Given his tuneful melodies from “A Chorus Line”, “Ice Castles” and “The Way We Were”, among others, which he performed with McVey and the orchestra, he proved his place in American musical history. In a humorous section, Hamlisch invited audience members to suggest an original song title from which he instantly composed words and music. Hamlisch buried the idea that any Pops program under him would contain anything of a classical sort. “We will put on wonderful shows,” the new Pops conductor asserted. “We will call them shows, not concerts.” As salesman for the series, Hamlisch encouraged attendees to tell family and friends about what fun the “show” was and to bring grandma and grandpa, parents, kids and neighbors. He emphasized the kid-friendly, family-friendly atmosphere as his goal in his stated attempt to build an audience. This time the audience heard “Marvin Does Marvin”. On Aug. 6, he returns with “Marvin Does Broadway” with a line up of singers to perform excerpts from at least 11 Broadway shows. “Marvin Does Movies” will be presented Aug. 27 with musical movie memorabilia. The evening’s music ended with the singing of Hamlisch’s ode to world peace and harmony (with words by Alan and Marilyn Bergman) sung by McVey with earnestness and backed solidly by the Donald Brinegar Singers.

development Agency Board until the issue with the state of California was resolved. Lutz was referring to the state actions through AB X26 which dissolved redevelopment agencies throughout the state and seized their properties. The state did provide a sort of escape plan through AB X27 which allows individual cities to make annual payments to the state to redeem their own redevelopment agency properties. This has been referred to by some of those opposed to the state’s action as everything from ransom to blackmail to extortion. It has also been called high handed and illegal by some. The Monrovia Council has just had the first reading of the action which is required to pay the state its mordita. There will be a second reading of the motion at the next Council Meeting,
August 2. The action will not go into effect for 30 days. According to Monrovia City Manager Scott Ochoa this means that the first time the Council can act upon selling the property is their first meeting after the reinstatement of the redevelopment agency. This will occur at the council’s September 6 meeting, the first after its reinstatement. “If adopted this would be a simple purchase and sale agreement,” Ochoa said. He explained that this means the action could take effect immediately. Further complicating this issue are two pending legal matters, the first is a lawsuit brought by the California Redevelopment Agency to have AB X26 & 27 declared unconstitutional. The CRA has applied to the California Supreme Court asking it to assert original juris-
diction. This means that the state Supreme Court would hear the matter immediately without going through the entire appellate process. The second matter is the Writ of Quo Warranto which was brought by attorneys for one of the property owners in the area adjacent to the redevelopment agency land. The Writ demands that those members of the Gold Line Construction Authority Board or Alternates who also serve as Council members in individual cities, this includes Pasadena Mayor Bill Bogaard, John Fasana of Duarte and Monrovia Mayor Mary Ann Lutz. The State Attorney General has set August 22 as the deadline for responses from these and the other individuals served with the writ. She will then decide if the case has merit and opt to have her office pursue the issue or allow the petitioner (in this case the property owner opposed to the sale of the land for the M & O yard) to follow through on the matter. For now the matter is in limbo until the GLCA Board acts and the Monrovia City Council is able to act as the Board of its reestablished Agency.

Open to the general public and free of charge, the event will take place from 9:30 a.m. to 2:30 p.m. at the Duarte Community Center, 1600 Huntington Dr. “According to May 2011 figures released June 17 by the California Economic Development Department, the unemployment rate in Duarte is at 8.3%. Although lower than the 12% unemployment rate for Los Angeles County, 900 employable people out of work in our community is a major concern for our City Council. Unlike traditional job fairs, in addition to meeting with employers, job seekers will be able to network with employment resources such as Goodwill Industries and Workforce Investment Board, meet with job search assistants, apply for jobs by proxy, and attend a workshop from 1:30 p.m. to 2:30 p.m. to sharpen their job searching skills and focus. The “By Proxy” application process showcases open positions for employers who do not typically attend job fairs or are unable to exhibit at the event, yet are hiring. A job seeker’s resume is forwarded directly to a hiring manager as opposed to a general mail-
box. Best Jobs Magazine territory managers canvass the host city and surrounding areas each month to uncover available jobs. They confirm the validity of the positions, identify the hiring manager’s contact information, and then showcase the positions in the By Proxy section of the Get Back to Work Now event. On Jan. 12, the last remaining transitional woodland habitat in the San Gabriel Mountain watershed was destroyed by the LA County Dept. of Public Works (DPW) to make room for a sediment disposal site. This tragedy occurred despite many viable sediment placement alternatives offered to the DPW by concerned residents who placed high value on the unique and now extremely rare flatland wilderness that flourished in this small corner of the San Gabriel Valley. Following the demolition of this oak woodland in Arcadia and, as a direct result of the DPW’s autocratic policies regarding our local urban wildlands, a large coalition of Los Angeles County residents and organizational representatives formed the Urbanwild Network. The Urbanwild Network is dedicated to preserving our last remaining urban wildlands for the enjoyment and environmental benefits of current and future generations of local residents and wildlife. Due to the fact that much of the DPW’s Flood Control District activities take place in or near these urban wildlands, the monitoring of these activities is given special emphasis by the Urbanwild Network. A detailed description of the Urbanwild Network’s Statement of Purpose and Founding Principles may be viewed at: http://www. urbanwild.org/about.html The Urbanwild Network has followed the activities of the DPW’s Sediment Management Task Force very carefully since its first meeting on January 31, 2011. Up to 30 members of our Network have attended the three meetings of the Task Force thus far despite the fact that these meeting have been held during regular workday hours. At the last Task Force meeting on June 30, The DPW announced its new $800,000 “Sediment Management Alternatives Ranking Tool” designed by two firms hired by the DPW. This “Tool” is essentially a very complex
Excel spreadsheet using methodology and goals specified to the contractors in a scope of work document developed by the DPW. The DPW has requested a response with comment from all Sediment Task Force members and the public regarding the “Tool” with a short turnaround deadline of July 18, 2011. After a careful study and evaluation of the public information provided by the DPW regarding the “Sediment Management Alternatives Ranking Tool”, the Urbanwild Network has decided to take following public position. This document should be considered by the DPW as representing the views of approximately 100 LA County residents and concerned stakeholders. The following are the elements of the Urbanwild Network’s public position and response to the Sediment Management Alternatives Ranking Tool. The Urbanwild Network will never refer to the “Sediment Management Alternatives Ranking Tool” by its carefully designed acronym. Hereafter, it will be referred to as the “TOOL”. The Urbanwild Network believes that this TOOL is specifically designed to confuse the laymen in the general public including members of the Urbanwild Network. It is exceedingly complex and can only be understood by engineers and those who specified the TOOL’s design. As proof, the only paragraph released to the public describing the TOOL and how it works is shown below: “The ranking tool is composed of five evaluation factors. Each of the factors has a maximum of 10 points, which are distributed among a number of criteria. The maximum score of each criteria is relative to how significant that criteria is to the evaluation of the given factor. For example, under the Project Performance Factor the Abil-
ity to Meet Peak Demands criterion was a assigned a maximum of 5 points with the other 5 points being the maximum for the Ability to Meet Long-Term Needs / Sustainability criterion; thus, the two criteria are considered to be equally important in evaluating the Project Performance Factor. The higher the score, the better the alternative is considered. The total score for each alternative is a weighted average of the factors scores, that is, each factor score is multiplied by its respective weight (0100%) and added together. All five factor weights must add up to 100%. For example, if all factors were considered to be equally important, each factor would have a weight of 20%.” If the reader can understand how the TOOL works with only one read through of this description, you must be a DPW employee. The Urbanwild Network believes that the DPW has cleverly designed the TOOL and the request for comment as a means to get the public to “buy in” to a decision making process that they do not understand and have no idea what the result of the process will be. Any comment from the public requesting a change in the points assigned to a “criteria” or “factor” or “Project Performance Factor” from “3” to “4” means that that person has “bought in” to the process. When the TOOL is finalized and the computer pops out a result requiring prized woodland to be destroyed, the DPW can simply say that the public had a chance to have input to the decision making process and we considered every comment from the public. The Urbanwild Network rejects this self-serving and covert reasoning and rejects the notion that this TOOL is designed to diminish or invalidate public concern or outrage over the destruction of wildlands by the DPW in the future. The Urbanwild Network was formed as a direct result of the actions taken by the DPW in its destruction of the Arcadia Woodlands wilderness in January of this year. Our network now includes a membership of over a hundred LA County residents and each of them should be considered as major stake holders in the sediment management activities of the DPW. As you are aware, a large number of Urbanwild Network participants has attended every one of the DPW’s Sediment Management Task Force meetings in spite of the fact that they are held during normal working hours. Our commitment to developing sustainable, environmentally friendly and cost effective sediment management systems and policies should now be obvious. The Urbanwild Network has carefully reviewed the publicly released information regarding the DPW’s proposed Sediment Management Alternatives Ranking Tool” (the “TOOL”) and has found major problems with the entire methodology that is behind the TOOL. Therefore, the Urbanwild Network has taken an official public position regarding this TOOL and that position is included as an attachment to this email. Birth Control Without Co-Pays concept album featuring the Singer/Songwriter Holly Proposed Federal Rule Could Help Millions of Women Avoid Unintended Pregnancy Planned Parenthood hailed the Institute of Medicine (IOM)’s recommendation on including prescription birth control as a women’s preventive health service, which would be covered without co-pays by new insurance plans under the Affordable Care Act. If adopted by the U.S. Department of Health and Human Services (HHS), the policy could eliminate cost barriers that keep many American women from using birth control consistently. “Hundreds of thousands of women in Pasadena and the San Gabriel Valley struggle every day
to afford prescription birth control,” said Sheri Bonner, President & CEO at Planned Parenthood Pasadena & San Gabriel Valley. “This recommendation brings us closer to making sure that all newly insured women under the health care reform law will have access to prescription birth control without cost barriers and is an amazing stride forward for women’s health in this country.” A 2010 survey by Hart Research found that more than a third of female voters struggled with the cost of prescription birth control at some point in their lives, and as a result, had
used birth control inconsistently. On average, a woman spends 30 years of her life trying to prevent pregnancy. Co-pays for birth control pills typically range between $15 and $50 per month. Other methods, such as IUDs, often cost several hundred dollars, even with health insurance. In 2010, HHS asked the IOM to consider what services should qualify as a preventive service under the Women’s Health Amendment to the Affordable Care Act. The act authorizes HHS to set national policy on the issue. The agency’s ruling
is expected in August. To ensure that women’s voices were part of this national conversation, Planned Parenthood launched Birth Control Matters, an awareness campaign that has helped demonstrate widespread support for covering birth control without co-pays. According to a recent Thomson Reuters-NPR Health poll, 77 percent of Americans believe that private medical insurance should provide nocost birth control and 74 percent believe that government-sponsored plans should do the same.

For the period of Sunday, July 17, through Saturday, July 23, the Police Department responded to 914 calls for service of which 121 required formal investigations. The following is a summary report of the major incidents handled by the Department during this period. Sunday, July 17: Between July 16th at 12:00 p.m. and July 17th at 6:54 a.m., a burglary occurred in the 700 block of South Golden West Avenue. Unknown suspect(s) pried open the door of a utility box and stole four deep cycle batteries from inside. At about 7:25 p.m., officers responded to L.A. Fitness, 1325 South Baldwin Avenue, regarding a report of a sexual battery. While walking to her vehicle, the 53-year-old Asian female victim was approached by a subject driving a newer model BMW. The driver was described as a Black male, between 25-30 years old with a muscular build, clean shaven and wearing a black t-shirt. The victim stated she ignored the verbal advances by the suspect and then lost view of him. As she approached her vehicle, she felt the back of her skirt pull up and saw the suspect kneeling behind her with a cell phone in his hand attempting to take pictures. A follow-up investigation is being conducted by the Detective Bureau. Monday, July 18: At approximately 2:15 p.m., units were dispatched to the 1500 block of Highland Oaks Drive regarding a residential burglary that occurred at about 10:00 a.m. While leaving for school, an 11-year-old resident came face to face with a stranger inside the garage of the residence. The suspect was described as a White male, between the ages of 3040, approximately 5’09” with a medium build and brown hair, wearing black pants, a black shirt, black shoes and a black jacket. The suspect was seen leaving in a small, red, 2-door, pick-up truck, possibly a Toyota, with a blue tarp over the bed. A composite drawing of the suspect has been created and distributed to surrounding agencies. At about 8:36 p.m., a burglary occurred in the 2400 block of South Holly Avenue. Unknown suspect(s) pried open the door of a utility box and stole four deep cycle batteries from inside. Tuesday, July 19: At approximately 1:35 p.m., a residential burglary occurred
in the 100 block of West Foothill Boulevard. The suspect cut the screen on the back door of the residence and attempted to enter, coming face to face with the residents. The suspect was described as a Black male, about 20-yearsold, 6’00” and 180 pounds, wearing a brown shirt with orange stripes. The suspect fled and there was no loss. A composite drawing of the suspect has been created and distributed to surrounding agencies. Between 4:00 p.m. and 4:30 p.m., officers responded to Ralph’s, 1101 West Huntington Drive, regarding a theft. The victim, a 92-yearold White female, reported her wallet was taken from her purse by an unknown suspect(s) while shopping in the store. Wednesday, July 20: Between July 18th at 11:30 a.m. and July 20th at 8:30 a.m., a residential burglary occurred in the 300 block of West Colorado Street. Unknown suspect(s) forced open the front door, ransacked the residence, and stole unknown property. At about 10:17 a.m., units were dispatched to the 900 block of West Huntington Drive regarding a deceased person. A 47-year-old Asian male was found not breathing in the bathroom. The Arcadia Fire Department Paramedics attempted to resuscitate the subject, but were unsuccessful. There were no suspicious circumstances found. The Coroner’s office was notified and they are investigating the cause of death. Thursday, July 21: At about 2:00 p.m., a burglary was reported in the 500 block of West Longden Avenue. Unknown suspect(s) pried open the door of a utility box and stole four deep cycle batteries from inside. Detectives are aware of other similar thefts in the San Gabriel Valley and are in communication with other police agencies regarding these crimes. Between 5:30 p.m. and 10:00 p.m., a residential burglary occurred in the 500 block of East Longden Avenue. Unknown suspect(s) pried open the rear door, ransacked the residence, and stole a computer and cash. Friday, July 22: Between 12:00 p.m. and 12:30 p.m., an auto burglary occurred in the 11000 block of Goldring Road. Unknown suspect(s) unlocked the door
on the driver’s side through a rolled down window and stole a cell phone, sunglasses, and a CD set. Around 7:00 p.m., loss prevention personnel from JC Penney at the Westfield Santa Anita Mall, 400 South Baldwin Avenue, detained a juvenile for theft. The suspect took merchandise and concealed it under his clothing, walking out of the store without paying for the merchandise. The 17-year-old Hispanic male was arrested for theft. Saturday, July 23: Shortly before 3:00 a.m., a traffic stop was conducted on Peck Road and Hemlock Street for a broken tail light. A records check of the driver and passenger revealed outstanding mis-
handled 572 service events, resulting in105 investigations. Following are the last week’s highlighted issues and events: Driving Under the Influence / Traffic Collision - Suspect Arrested On July 14 at 10:49 p.m., a driver was traveling east in the 400 block of West Foothill. She reached down to adjust the car stereo, drifted toward the right side of the lane, and collided with a parked vehicle. During the investigation, it was determined the driver was under the influence and she was arrested. Public Drunkenness - Suspect Arrested O n July 17 at 8:49 p.m., police received a report of

meanor warrants for the pair. Both the 24-year-old Hispanic male driver and the 19-yearold Hispanic male passenger were placed under arrest for the warrants. At about 4:30 p.m., while on patrol, officers were flagged down by loss prevention personnel from the Sports Chalet at the Westfield Santa Anita Mall, 400 South Baldwin Avenue. The officers were advised that a female, who had attempted to use a fraudulent debit card, had just left the location. The 30-year-old Hispanic female was located and detained. An investigation revealed an additional fraudulent debit card in her possession. The suspect was placed under arrest for forging an access card with intent to defraud, commercial burglary and use of another’s personal identification to obtain goods.

During the last seven-day period, the Police Department
a disturbing subject, possibly intoxicated, at a park in the 300 block of South Myrtle, where a summer concert was being held. An officer responded and located the subject in question on Palm Avenue. After assessing the subject, the officer determined that she was unable to adequately care for herself. She was arrested for public drunkenness and later released after sobering. Grand Theft On July 18 at 2:32 p.m., an officer was dispatched to the 300 block of Parkrose regarding a theft. A gardening crew working in the area left two lawnmowers in two different yards while they took a break in the backyard of a house. When they returned to the front of the house, the lawnmowers were missing. The lawnmowers
are valued at approximately $1,700 each. Investigation continuing. Grand Theft Auto On July 19 at 9:30 a.m., a white, 1986 Toyota truck was stolen from a parking lot in the 3300 block of South Peck Road. The vehicle was entered into the stolen vehicle system. Grand Theft Auto On July 19 at 5:27 p.m., a victim discovered his blue, 2004 Chevrolet Silverado truck had been stolen out of a parking lot in the 700 block of East Huntington. An officer viewed surveillance videotape and saw the suspects commit the theft. Two male subjects drove into the lot in a white, Chevrolet Silverado truck, broke into the victim’s truck and drove away. Investigation continuing. Residential Burglary On July 19 at 5:32 p.m., a male subject returned to his home in the 900 block of West Hillcrest and discovered his front door was unlocked and his dog was out. Further investigation revealed forced entry had been made through the rear glass door. The suspect entered through the rear yard gate. The suspect stole jewelry and cash. Investigation continuing.

Sunday, July 17th: 5:59 PM- Petty Theft, 200 blk. Foothill Ave. A Sierra Madre resident left her car unlocked in her driveway. On Saturday between 8:00 PM and Sunday 5:30 PM the unknown suspect entered the car and stole 12 music CDs in a case, $5.00 in U.S. coins, the car dash drawer, clear tub of peppermints, a small gold ID bracelet with “Melissa: en-
graved on the front, and a bag of newly purchased clothing. The total loss is valued at $895.00. Tuesday, July 19th: 3:43 PM- Possession of Marijuana/ 1 oz or Less, 700 blk. W. Montecito Ave. An officer conducting overnight parking enforcement came across a man in his car sleeping. Further investigations revealed that the Woodland Hills resident was in possession of marijuana, a marijuana smoking pipe and his license was suspended. The officer cited the man and released him in the field. 10:55 PM- Under the Influence of Controlled Substance, Foothill Blvd and Michillinda Ave. An officer stopped a 27-year old Alhambra motorist for a Vehicle Code violation. Further investigation revealed that the driver and rear passenger were on active parole. A female in the rear passenger was arrested and booked for being under the influence of a controlled substance. She was later released on a citation. Thursday, July 21st: 7:09 AM- Unlawful Display Evidence of Registration, 100 E. Montecito Ave. An officer stopped a 42year old Duarte motorist for a Vehicle Code violation. Further investigation revealed that the man had an expired driver’s license, expired vehicle registration, and a stolen registration tab attached to the rear plate. The driver was arrested and later released on a written promise to appear in court. Saturday, July 23rd: 12:43 PM- Petty Theft, 300 Grove St. An unknown suspect(s) took the victim’s 4’ x 2’ clay maroon decorative vase, and a smaller clay maroon decorative vase, 18” x 12”.
