AnArcadiapolice officer was rehired after filing a legal claim in response to his firing in December for allegedly using anonymous social media accounts to intimidate a former councilwoman and another city resident, according to documents and sources familiar with the matter.

Arcadia Police Department Officer Joshua Foulks, and in a separate claim Officers Robert Rajewski and Gaddi Wider, were seeking undisclosed amounts of compensation for alleged losses exceeding $35,000, documents show.

The claims submitted by Westlake Village-based Ferrone Law Group came a week after APD command staff terminated Foulks' employment Dec. 3.

According to the document notifying city officials of Foulks' claim, he "engaged in multiple forms of protected conduct throughout 2024 and into the fall of 2025. (Foulks) exercised constitutionally protected politicalassociation rights through his involvement in the Police

Officers' Association, including endorsement decisions relating to elected officials. As a result, (he) experienced animosity and reprisal from command staff, motivated by (his) political affiliation, protected speech, and association with the POA."

Foulks also "reported misconduct, conflicts of interest, and improprieties involving members of command staff and a City councilmember," the claim

notice alleges.

Former Councilwoman April Verlato said she is the unnamed official mentioned in the claims, which allege Chief of Police Roy Nakamura and APD Capts. Jeremy Lachenmeyer and John Bonomo are "the public employees who caused the injury, damage or loss."

Foulks was fired after an internal APD investigation

into misconduct allegations by Verlato and Arcadia resident Sonia Martin. Verlato and Martin filed complaints against Foulks with the city, alleging he used anonymous social media accounts to send them intimidating messages and publicly post negative comments.

Following $1.18B in state funding, SoCal officials tout expansion of behavioral health facilities

Electedofficials throughout Southern California on Monday welcomed the latest round of state funding totaling $1.18 billion for more residential and crisis treatment centers statewide.

Grants from Round 2 of Bond Behavioral Health ContinuumInfrastructure Program will support 66 projects across 130 behavioral health facilities, including in rural and tribal communities, according to Gov. Gavin Newsom's office.

Counties and cities are expected to gain a total of 6,919 residential treatment beds and 27,561 outpatient slots, which according to the governor's office exceeds Proposition 1 statewide goals in just two years and supporting 177 projects across 333 facilities. Voters enacted the proposition, a $6.4 billion bond that Newsom supported, in 2024 by a narrow margin of 50.2% to 49.8%.

The new funding round follows the recent announcement of a 9% decrease in unshelteredhomelessness statewide, the first such reduction in 15 years.

A recent report by CalMatters found that none of the projects expected in 2025 under Newsom’s mental health ballot measure have opened. Projects in the initial round have hit delays, in some cases pushing back opening dates by two years, or been cancelled.

The state awarded nearly half of Proposition 1 bond funds last spring, kicking off what Newsom called the swiftest distribution of bond funds in state history. Expectations were that 10 of the first 124 projects would complete by the end of 2025.

CalMatters has confirmed that nine of those projects were delayed, with new completion dates ranging from this summer to summer 2028. One project was cancelled.

A number of local officials issued statements welcoming the second infusion of state funding.

With four months left in the 2025-26 fiscal year, Los Angeles is expected to overspend by more than $200 million with general fund revenues estimated to be on budget, the city Controller's Office announced Thursday. Despite challenges to the city's economy such as January 2025 wildfires, tariffs, geopolitical turmoil and aggressive federal immigration enforcement, Los Angeles proved resilient, according to the City Controller's Office annual Revenue Forecast Report. By year-end, the city's revenue is expected to come in at or slightly below the adopted budget, or approximately $25 million short of estimates.

The report estimated that tax revenue in fiscal year 2026-27 will slightly increase by 1%.

"Although revenues are expected to remain flat with the budget throughout the current fiscal year and go slightly up next fiscal year, the city must enact better controls and accountability measures on overspending and massive liability payouts," city Controller Kenneth Mejia said in a statement.

He warned that revenue growth must be equal to or even outpace spending in order to avoid shortterm fixes such as layoffs, furlough, hiring freezes, cutting positions from understaffed departments and tapping the city's reserve

fund.

Mejia recognized the work being done by the Mayor's Office and Charter Reform Commission toward the formal adoption of a two-year budget process and a capital infrastructure program as official policy.

"We look forward to building on this collaboration as we get the city on the right fiscal path, so it can provide the service and resources Angelenos deserve," Mejia added.

Highlights of the annual Revenue Forecast Report estimated the city had a 6%-, or $18-million-, decrease in revenue from its transient occupancy tax, also known as the "hotel tax," as well as drop in special parking fees of about $37 million, or 100%, and a decrease in federal grant funding of about 62%, or $29 million.

Income from the hotel tax decreased due to a decline in tourism. The report noted visitors were less likely to travel to L.A. in part due to heightened immigration enforcement concerns and broader political tensions.

Property tax revenue was projected below 13%, or $23 million. Revenue generated by special parking fees were used to cover outstanding liabilities.

On the other hand, the report estimated a 7% or $48 million increase in revenue from utilities. The city previously increased fees for garbage- collection

and sewer service. There was also greater demand for utilities.

Los Angeles received $22 million in additional one-time aid from the state to offset property tax losses from the Palisades Fire. The business tax estimate, in total, was about 3%, or $27 million above budget.

In addition, the city used more special funds to fund positions instead of general fund dollars due to budgetary challenges. Revenue growth also included about $86.6 million in departmental receipts of collections from prior year billings and a $29 million transfer from the budget stabilization fund, according to the report.

The City Controller's Report covers updated revenue estimates for the remainder of the fiscal year, which ends June 30, 2026.

The report also details projects for fiscal year 2026-27, which begins July 1.

The report recognized that economic conditions are susceptible to change in the next 16 months, with major events on the horizon such as the World Cup, broader macroeconomic headwinds, geopolitical turmoil, as well as federal tariff and immigration policies.

Mejia's office estimated that tax revenue is projected to increase by $107 million, or by 1% next fiscal year.

Revenue from the hotel tax, property tax and departmental receipts are anticipated to be above fiscal year

2025-26 figures. Projected revenue from the business tax, utility users tax, documentary transfer are projected to remain flat.

The city is not expected to receive state funding in 2026-27 to backfill property taxes lost due to the Palisades Fire. Additionally, federal grant fundings and franchise income taxes are anticipated to be below 2025-26 figures, according to the report.

Hotel tax revenue is projected to increase by 3.5%, or by $11 million, but it depends whether major global events, starting with the World Cup, followed by the 2027 Super Bowl and 2028 Olympic Games, bring in tourists.

State officials previously reported that tourism declined from key international markets such as Canada and Mexico as a result of federal policies.

The report noted the city could see an additional $22 million to $44 million more annually from the hotel tax depending on if voters approve two- separate but related measures on the June ballot to alter the hotel tax.

Mejia continued to advocate for a long-term, strategic approach toward fiscal sustainability with the implementation of a two-year budget, capital infrastructure program, transparent budgeting, performance based budgeting, accountability for overspending and liability claims, among other efforts.

Thanks to our Bond BHCIP Round 2: Unmet Needs funding award, we are eliminating a longstanding barrier to accessing care and are prioritizing family unification, ensuring mothers stay close to their children during their recovery process."

Irvine Regional Park Easter Overflow parking information

Irvine Regional Park is expecting an increase in visitation throughout March and April, especially on weekends. The park entrance may be impacted and the park could close to vehicle traffic if parking reaches capacity. Overflow parking will be available at Santiago Canyon College, 8045 E. Some Riverside city libraries closing on Sundays starting in April

Some libraries in the City of Riverside where attendance is low will no longer be open on Sundays starting April 12. The changes are part of cost-saving measures included in the 2026-28 city budget. The Sunday closures will take place at the Arlanza, SSgt Salvador J. Lara Casa Blanca, SPC Jesus S. Duran Eastside at Lincoln Park, La Sierra, and Marcy locations. Staff resources will be redirected to the busiest days of the week -Tuesday through Saturday –and patrons will continue to have access to online library resources, eBooks, and Book Lockers, which are always available. The Arlington, Main, and Orange Terrace libraries will remain open on Sundays from 10 a.m. to 6 p.m.

Learn to identify plants in Corona guided hike

Join the City of Corona for a guided hike on the Tin Mine Canyon Trail on Saturday at 7:30 a.m. This hike will focus on local plant life and identifying some of the plants commonly seen on the trail. This hike will be about 3 miles in length and mainly flat with some elevation gain. Inclement weather might postpone/cancel the hike and wildlife sightings are not guaranteed. Park Rangers will provide guidance if any hazardous conditions are encountered, but slippery conditions may exist. Eggstravaganza returns March 28 at Lytle Creek Park in San Bernardino

On Saturday, March 28, the City of San Bernardino Parks, Recreation, and Community Services Department will host its annual “Eggstravaganza” from noon to 4 p.m. at Lytle Creek Park, located at 380 South K St. This free event expects approximately 30,000 eggs and hunt participants will be divided by age group. At 2:40 a.m., an officer saw a subject in a park in the 1600 block of South Myrtle holding an open container. The officer made contact with the subject. An investigation revealed the subject was in possession of drug paraphernalia. He was arrested and taken into custody.

At 3:41 p.m., while patrolling the 300 block of West Duarte an officer saw a subject in possession of an open container. The officer made contact with the subject and determined the subject was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

At 5:47 p.m., a caller in a store in the 500 block of West Huntington reported a theft. This investigation is continuing.

'One Battle After Another' takes 6 Oscars, including best picture

It was a celebration Sunday for "One Battle After Another," Paul Thomas Anderson's dark comedy about aging revolutionaries, which completed a successful run through Hollywood's awards season, winning the Oscar for best picture and five other prizes, including directing and adapted screenplay honors for Anderson.

The film out-dueled Ryan Coogler's "Sinners," which entered the night with a record-setting 16 nominations. "Sinners" star Michael B. Jordan won the Academy Award for best actor, while Coogler won for best original screenplay. The film also collected honors for original score and cinematography.

But "One Battle" ruled the evening at the Dolby Theatre, earning a total of six honors, including the top prize for best picture.

"Getting to make this film with this cast and this crew and Paul has already been the greatest filmmaking experience I can fathom," producer Sara Murphy told the crowd on behalf of the cast and crew. "So receiving this award is just beyond. My heart is exploding with gratitude."

Anderson took time to praise the other nominated films, noting that in 1975 the best picture nominees were "Dog Day Afternoon," "One Flew Over the Cuckoo's Nest," "Jaws," "Nashville" and "Barry Lyndon."

"There is no best among them," he said. "There is just what that mood might be that day. But we're happy to be part of this. A wonderful, wonderful journey with our fellow filmmakers, and filmmakers that even weren't recognized by the Academy. There's so many great films this year."

Earlier in the evening, Anderson won his first career Oscar for adapted screenplay, then collected another for best director. They were his first wins despite nearly a dozen previous nominations.

"You make a guy work hard for one of these, I really appreciate it," he said when

he accepted the directing prize.

"There will always be some doubt in your heart that you deserve it, but there is no question at the pleasure of having it for myself," he joked. "I'm here because of people's faith in me,. They give me their faith and their time, and that's the best part of being on a film crew, is being with people. We need each other. This is a wonderful gift, and I'm so happy to call the movies home."

Jordan won his first career Oscar on his first nomination for his dual role as twin brothers Smoke and Stack in "Sinners."

"God is good. God is good," the 39-year-old said as he accepted the prize.

"I stand here because of the people that came before me — Sidney Poitier, Denzel Washington, Jamie Foxx, Forest Whitaker, Will Smith. To be amongst those giants, among those greats, amongst my ancestors, amongst my guys. Thank you everybody in this room and everybody at home who supported me over my career. I feel it," Jordan said.

He also thanked people who went to see "Sinners."

"I love you guys and everybody at home who supported 'Sinners' and went to see the movie once, twice, three, four or five times. Thank you because you made this movie what it is. I love you," he said.

Jessie Buckley, 36, won her first Oscar Sunday, claiming the honor for best actress for her work as a grieving mother — the wife of William Shakespeare — in

the period drama "Hamnet."

"Thank you so much, this is really something," she said, giving thanks to her parents who had flown in from Ireland for the ceremony.

Buckley also heaped praise on director Chloé Zhao and screenwriter Maggie O'Farrell.

"To get to know this incandescent woman, and journey to understand the capacity of a mother's love is the greatest collision of my life," she said. "It's Mother's Day in the UK today. So I would like to dedicate this to the beautiful chaos of a mother's heart. We all come from a lineage of women who continue to create against all odds. Thank you for recognizing me in this role."

Amy Madigan, 75, won the prize for best supporting actress for her performance as Aunt Gladys in the horror film "Weapons." Madigan, who was only on screen for about 15 minutes in the film, gave thanks to the members of her behind-the-scenes team and the filmmakers.

"You know, we're kind of advised that, you know, don't say all these names because nobody knows who the hell these people are, but you're not rattling them off," she said. "They're people that mean something to you, that you wouldn't be here without them."

But she saved her highest praise for her husband, Ed Harris.

"The most important is my beloved Ed, who's been with me forever, and that's a long-ass time," she said. "And none of this would

mean anything if he wasn't by my side."

It was Madigan's first Oscar win. She was previously nominated 40 years ago for her supporting role in "Twice in a Lifetime."

Sean Penn, 65, won the award for best supporting actor for his role in "One Battle After Another." It was his third career Oscar, having previously won best actor prizes in 2009 for "Milk" and 2004 for "Mystic River."

Penn did not attend the Oscar ceremony.

Casting director Cassandra Kulukundis made history by winning the first Oscar in the newly created category for casting, for her work on "One Battle After Another."

Kulukundis dedicated the prize to all casting directors who never previously got the chance to be recognized on the Oscar stage. She also hailed Anderson, with whom she has worked multiple times, noting that she had won an Academy Award before him, "which is crazy." Anderson, of course, collected multiple Oscars later in the ceremony.

"One Battle" also won a prize for film editing for Andy Jurgensen — his first Oscar win on his first nomination.

Sunday's ceremony saw a series of firsts and historymaking wins.

The smash hit film "K-Pop Demon Hunters" won the award for best animated feature film, making co-director/writer Maggie Kang and producer Michelle Wong the first people of South Korean descent to

win in the category. The film also claimed the prize for best original song for "Golden," which became the first K-pop song to win in the category.

"The Girl Who Cried Pearls" took the Oscar for animated short film.

The cinematography prize went to Autumn Durald Arkapaw for "Sinners," also winning on her first career nomination. She is the first woman — and first woman of color — to ever win in the cinematography category.

For best international film, the Oscar went to "Sentimental Value," becoming the first film from Norway to win the Academy Award.

More Oscar history was made in the live-action short film category, when a tie vote resulted in prizes being awarded to both "The Singers" and "Two People Exchanging Saliva." Tie votes are extremely rare at the Academy Awards, having occurred only six times previously in the Oscars' 98-year history. The most recent occurrence was in 2013, when the soundediting prize was shared by "Skyfall" and "Zero Dark Thirty."

The Oscar for costume design went to Kate Hawley for "Frankenstein." It was her first win on her first career nomination. "Frankenstein" also earned an Oscar for makeup and hairstyling for the team of Cliona Furey, Jordan Samuel and Mike Hill, and for production design for Tamara Deverell and Shane Vieau.

Ludwig Goransson won the original-score Oscar for "Sinners." It was his third career Oscar, previously winning for "Black Panther" and "Oppenheimer."

The Oscar for documentary feature film went to "Mr. Nobody Against Putin," the story of a Russian teacher who uncovers and documents the use of his school as a military recruitment center during the invasion of Ukraine.

"All the Empty Rooms," the story of a journalist and photographer who embark on a journey to document the empty bedrooms of children killed in school shootings, won the Oscar for best documentary short film.

The ceremony included an emotional tribute to the life of actor/writer/director Rob Reiner, who was killed along with his wife Michele Singer in their Brentwood home, allegedly by their 32-year-old son Nick. The killings occurred hours after the trio attended a holiday party at the home of comedian Conan O'Brien — who hosted the Oscar ceremony for the second straight year.

Billy Crystal, who starred in Reiner's films "When Harry Met Sally" and "The Princess Bride," led the tribute.

"My friends, Rob's movies will last for lifetimes because they were about what makes us laugh and cry and what we aspire to be — far better, in his eyes, far kinder, far funnier and far more human," Crystal said. "And when Michele Singer entered his life, they were unstoppable. A gifted photographer, she not only produced films with Rob, but it was her energy that had them working tirelessly to fight social injustice in the country that they both loved."

Cesar Chavez accused of raping teen, UFW co-founder Huerta

Labor icon César Chávez sexuallyassaulted female followers as young as 12 in the 1970s, and raped United Farm Workers co-founder Dolores Huerta, now 95, in 1966, according to an explosive New York Times investigation released Wednesday.

The story was published one day after the UFW and the César Chávez Foundation announced that they will abstain from honoring the late labor leader on this year's state holiday on March 31, citing "disturbing allegations."

The Times said its story was based on interviews with more than 60 people, including top Chavez aides at the time, and also his relatives and former members of the UFW.

The story quotes a woman who says Chávez took her into his office when he was 45 and she was 13, kissed her and pulled her pants down. She said dozens of sexual encounters followed over the next four years, though she says none involved intercourse.

Another woman says she was 12 when Chávez groped her breast, and 15 when he arranged to have her stay at a motel during a march through California and had sexual intercourse with her.

Both women were the daughters of organizers who had marched in rallies alongside Chávez, according to the Times. The story claims that Chávez used other women in the farm labor movement for "sexual gratification."

The Times said accounts of alleged abuse of the two then-minors were inde-

pendently verified through interviews with those they confided in decades ago and also in more recent years.

Elements of their stories were also corroborated in documents, emails, itineraries and other writings from union organizers, supporters of Chávez and historians, the story says.

Huerta, who will turn 96 on April 10, told the newspaper that Chávez drove her to a secluded grape field in Delano, California, in 1966 and raped her in the vehicle. She said she never reported the attack out of concerns for police hostility toward Chávez and the labor movement, and because she feared she wouldn't be believed.

"Unfortunately, he used some of his great leadership to abuse women and children — it's really awful," Huerta told the Times.

The charges came as a shock to admirers of Chávez, long considered one of the leading American civil rights figures of the 20th century, and a Latino icon.

"I am horrified by the abuse that we now know Dolores Huerta and other women suffered, but I'm moved by their incredible courage in telling their stories publicly all these years later," Los Angeles County Supervisor Janice Hahn said in a statement Wednesday. "What matters most now is that we listen and support them as well as any other woman who suffered this abuse.

"For those of us who grew up admiring the farmworker movement, today's news is heartbreaking. But as in any other civil rights movement,

men were only half the story. The abuses of one man will never diminish the extraordinary sacrifices, accomplishments, and legacy of the women of the farmworker movement. It's time we put them first.

"I think it's time to change the name of our March public holiday to 'Farmworker Day' in Los Angeles County," Hahn said.

The League of United Latin American Citizens said it "unequivocally condemns any form of sexual violence against women and minors and strongly denounces the actions alleged involving the late César Chávez. No individual, regardless of stature or legacy, is above accountability when it comes to protecting and upholding the dignity of others. LULAC stands with all victims of sexual abuse and affirms that no one has the right to exploit or harm children or women under any circumstances. We extend our deepest concern and solidarity to those who have suffered.

"The actions of one person neither reflect nor diminish the integrity of the farmworker movement. LULAC remains unchanged in its support of the farmworker movement and the countless men and women who, for generations, have labored in the fields, often unseen and unheard, to sustain their families and feed this nation."

On Tuesday, the UFW and the César Chávez Foundation issued separate but related statements stating that they will not organize or participate in events celebrating César Chávez Day, which is typically observed on the

same day as his birthday.

The UFW encouraged supporters to instead participate in immigration justice events and acts of service to support farmworkers or empower vulnerable people in their communities.

The union said it learned of allegations that Chávez behaved in ways that are incompatible with the organization's values.

"Some of the reports are family issues, and not our story to tell or our place to comment on. Far more troubling are allegations involving abuse of young women or minors," the UFW said in a statement. "Allegations that very young women or girls may have been victimized are crushing. We have not received any direct reports, and we do not have any firsthand knowledge of these allegations. However, the allegations are serious enough that we feel compelled to take urgent steps to learn more and provide space for people who may have been victimized to find support and to share their stories if that is what they choose."

The César Chávez Foundation echoed those sentiments, adding its members are "deeply shocked and saddened by what we are hearing."

Both organizations said they are developing a "safe and confidential process" for individuals to share their experiences of possible harm, and if they choose to, participate in efforts toward repair and reconciliation.

"In addition, we are investing time and resources to ensure the Foundation promotes and strengthens a

workplace culture that is safe and welcoming for all," the Foundation said in its statement. "We ask for our community's patience as we learn more. Throughout this process, our organization and our partners in the movement will continue our work together to protect and uplift the families and communities that we serve."

The UFW added it will take time to get the process right, which is expected to include trauma-informed services to those who may need it.

"We understand this will be tremendously painful for many and we encourage our community to seek mental health support if they experience distress," UFW officials said. "Today's UFW is a modern and progressive labor union and we will seek to learn from our history."

Chávez died in 1993 at age 66.

In 2025, Los Angeles

commemorated César Chávez Day with a march and rally in Pacoima and a Mass at the Cathedral of Our Lady of the Angels, among other events throughout the region.

The Mass served to reflect on the 60th anniversary of the famed Delano Grape Strike. The strike by the Agricultural Workers Organizing Committee, a predominantly Filipino and AFL-CIO-backed labor organization, against table grape growers in the Kern County city about 30 miles north of Bakersfield began on Sept. 8, 1965.

The predominantly Mexican National Farmworkers Association, which Chávez founded alongside Huerta, joined the strike eight days later. The two groups merged in August 1966 to create United Farm Workers.

The strike and boycott ended in 1970 after 26 table grape growers signed contracts with UFW.

whom are up for Oscars tonight, which is so great. He was thoughtful and bold. I called him an intellectual cowboy who blazed his own trail, and won the Academy Award for best director. And I miss him now more than ever."

O'Brien comically referenced the stepped-up security during his opening

monologue, quipping that "there are concerns about attacks from both the opera and ballet communities" — a reference to recent widely publicized disparaging remarks about opera and ballet made by bestactor nominee Timothée Chalamet.

What happens when a neighborhood is built around a farm

Picture the bucolic little town of a fairy tale. At its core stand medieval buildings, a square where folks hawk their goods, and perhaps a well to provide water. Beyond the defensive wall radiate agricultural fields, where people toil to bring grains, fruits, and vegetables to market.

Invert that for modern times and you’ve got the idea behind “agrihoods,” communities designed around a central farm. Like a garden in a big city, agrihoods promise to boost food security, reduce temperatures, capture rainwater, and increase biodiversity. As climate change intensifies heat, flooding, and pressure on food systems, agrihoods could be a way to make urban living more resilient — not just more picturesque.

“Developers have a hard time offering open space, because they would like to build more housing,” Vincent Mudd, a partner at the architectural firm Steinberg Hart, which designs agrihoods, told Grist. “One of the few ways to kind of bridge that gap is to be able to use active open space that actually generates commerce.”

On paper, an agrihood is a simple concept: a working farm surrounded by single-family or multifamily housing. Steinberg Hart recently finished two of them in California — one in Santa Clara and another, called Fox Point Farms, in Encinitas. The former, south of San Francisco, features townhouses, market-rate units, and affordable housing, plus a community center and retail shops. The latter, north of San Diego, adds a farm-to-table restaurant, an event venue, and a grocery store, but its housing is primarily for sale instead of rent. “Two different housing programs for two different communities, but built around the sustainability of urban farming,” Mudd said.

While these projects are in relatively affluent areas, Mudd said agri-

A rainwater-capture system, though, comes with an upfront cost that

Still, an agrihood’s farm isn’t going to run itself. From the very beginning

(Last year, residents of the agrihood development in Santa Clara alleged that management failures have left them living in unsafe and unhealthy conditions, with delayed repairs, poor air quality, and other issues. The building’s manager, the John Stewart Co., and owner, Core Affordable, did not respond to a request for comment.)

Where it gets more complicated is the logistics of the farm. Water is the big one: Ideally, a farm captures enough rainwater to keep crops hydrated. Because Northern California enjoys a Mediterranean climate of rainy winters and warm, dry summers, the Santa Clara agrihood gathers precipitation and stores it in a tower. “It auto-refills with city water once it gets to a certain point, but we can get

a community garden in a lower-income neighborhood might not be able to afford. If one year the rains stop and drought takes hold, it will have to pay for more water. “Perhaps people with the biggest need for food or nutrition security are also sort of disproportionately facing greater water expenses,” said Lucy Diekmann, an urban agriculture and food systems advisor at the University of California Agriculture and Natural Resources.

Even so, one of the many charms of any urban farm or garden is that greenery, and even bare dirt, breaks up the concrete landscape. Historically, cities have been designed to whisk water through gutters and sewers as quickly as possible before it can pool and cause flooding. This strategy struggles to keep

lots into gardens. “It’s incredible what we could do with what we have, and what we could do even more with intentional planning,” said Catherine Brinkley, a social scientist who studies urban agriculture at the University of California, Davis.

of planning, Hermanson said, a community must decide what it’s going to grow. The general idea is to get as much yield as possible because space is constrained compared to an industrial farm. So pumpkins probably aren’t a great idea, because those plants take up so much room. Instead, in Santa Clara, Hermanson grows Persian cucumbers, cherry tomatoes, and hot peppers because they’re small.

While an agrihood can’t feasibly provide all the calories residents need, it’s an especially powerful system because the produce it produces is highly nutritious. Scale that food production up across a city, and the impact could be huge: One study found that Los Angeles could meet a third of its need for vegetables by converting vacant

life: the urban heat island effect. As the sun beats down on all that concrete, asphalt, and brick, the landscape absorbs its thermal energy — raising the mercury well above surrounding rural areas — and slowly releases it at night. This is a growing problem for urbanites struggling with ever-higher temperatures. On the flip side, these green spaces help cool the neighborhood because their plants release water vapor, making summer more comfortable for the surrounding community.

An agrihood can also support local biodiversity. Planting native flowering species, for instance, simultaneously beautifies the landscape and attracts pollinating insects, hummingbirds, and bats (which eat mosquitoes, an added bonus). Even the flowers the crops produce provide food for these pollinators, which return the favor by helping the plants reproduce.

Reese, the farm manager at Fox Point Farms, is sending food to the agrihood’s grocery store, so in addition to size he also considers the value of his crops. A lot of that comes down to speed: Arugula grows faster than cantaloupe, meaning Reese can harvest it, send it to market, and grow some more in quick succession. (Given the pleasant climate of Southern California, the farm can grow food for 11, maybe even 12 months of the year.) It can also produce foods that the chefs at the on-site restaurant want. “What is in high demand, and then what grows really fast as well?” Reese said. “I can plant a seed and they can harvest it in a month, or transplant it within two months, so it’s a higher turnover.”

These crops can even benefit from a quirk of city

With the crop varieties decided, an agrihood can figure out how much refrigeration and storage capacity to build out. Those who live there will also have to decide whether to sell produce from a stand or use it in an on-site restaurant. And they’ll need to project the costs of hiring outside help to keep the farm going.

It’s not so simple, then, as just erecting a few buildings around a green space and calling it a day. “All those things need to be figured out before you start putting things on paper and making commitments,” Hermanson said. “Successful farms are well-funded, well-staffed. Everyone does better with clear expectations, clear budgets, and then also the community knows what it is they’re getting.”

UCLA received the seventh seed in the East Region and will face 10th-seeded Central Florida on Friday in a firstround game of the NCAA men's basketball tournament in Philadelphia.

The Bruins (23-11) are the 28th overall seed in the 68-team field unveiled Sunday. The Knights (21-11) are the 38th overall seed.

Foulks was a member of the police union's contract negotiating team. His wife Kelly Foulks was the union's social media director, according to a profile on the business networking website bold.pro.

A Dec. 8 letter to Martin from the Police Department confirmed the investigation of her complaint.

"A thorough investigation was conducted (by private investigative firm JL Group LLC) into your allegations, including an examination of the evidence and interviews with the officer involved," according to the letter by Bonomo and signed by Nakamura. "At the conclusion of the investigation policy violations were sustained. This means that the actions of an officer were found to violate law or City and Department policy."

The conclusion of the form letter, which did not identify Foulks or disciplinary actions, said the investigation provided officials "the opportunity to review (Martin's) contact with our officer and to ensure that our personnel are acting professionally within the boundaries of law, ethics, and policies."

Verlato, who received an identically worded and signed APD letter, represented Council District 1 from 2016 until she was termed out in November 2024. She claims Foulks and the police union were retaliating on a personal level because of her vocal opposition to large pay increases for police, firefighters and the city's other unionized employees.

Verlato publicly voiced the allegations against the APOA at the Aug. 26 City Council meeting that hosted a hearing on the censure of then-Mayor Sharon Kwan, who voted against the latest round of contracts last year and has spoken critically of pay raises for city employees.

Kwan and Verlato have accused the council majority — Mayor Eileen Wang, Mayor Pro Tem Paul Cheng and Councilmen

David Fu and Michael Cao — of agreeing to high pay raises for union members in exchange for support during election campaigns.

"I thought this was about the conduct of our Mayor Kwan, but actually it has nothing to do with her conduct, it has nothing to do with what she's said or done here on the dais,"

Verlato said during the meeting's public comments portion. "What it has to do with is the contracts. We're still here about the contracts."

She referred to an estimated "30 union members" in attendance.

"They're all here because they're mad," Verlato said. "They're mad that Mayor Kwan voted against their contracts last year. They're mad that I voted against it. They still got their raises, but they hate that she continues to talk about the budget and how we are spending more money than we have on these contracts. It was a 20% increase in employee costs (in 2024), that's what the contracts did to us. We tried to say we couldn't afford them.

"So they got upset," Verlato continued. "They made a very good job of buying off council member Cheng when he was running and making sure David Fu would say what he needed to say to support those unions, but that's why they're here. I can't even believe it."

Verlato focused her ire on union supporters who she said follow her on social media with anonymously named accounts.

"They make up fake Facebook names. We had one of them make up a fake Instagram account, and the idiot used a city email address to do it," Verlato said. "And then, I got tons of (direct mail) messages about how I'm having an affair with the city manager and an affair with one of the (APD) captains, and that they're going to tell my family. Those are the threats that I got from these jerks back there behind us. Because they want to line

their pockets with taxpayer dollars. That's all this is about. It's disgusting."

In fall 2024 Martin linked an Arcadia city email address to the anonymous account "Arcadia_res_." The account appeared to be connected with nearly identical Instagram handle "Arcadia_res" that had been sending her messages she found to be intimidating, some including photos of her home and internet searches of her name.

"This is where he called me 'looney toons' and told me I would be arrested if I filed a false police report," Martin wrote in a timeline of events related to the complaint she filed.

"I didn't know for sure when I made the complaint that it was (Kelly and Joshua Foulks) behind Arcadia_ res," Martin recalled in an email to HeySoCal.com. "I suspected that it was and that is what I told the investigator. I left it to him to verify. I filed that complaint once I saw that the second account lead back to a city email address and that it could be a couple of people, one of them being Joshua Foulks."

A second account Martin discovered, Arcadia_Res_, leads back to an Arcadia city email address via Instagram's password retrieval system. Martin recorded a video screenshot of the password request that shows a redacted email with a username starting with a "j" and ending in an "s" along with a domain name starting with an "a" and ending ".gov."

In a lengthy comment thread Sept. 25 with Verlato, Martin and others on the Facebook group Arcadia California News, Kelly Foulks posted, "As everyone knows and I’ve said, I was Arcadia Res. Me, no one else. April and Sonia have and are doing far worse to me. They are stalking me, harassing me, slandering me and my husband, among many other things."

On the motivation for using anonymous social media accounts, Kelly Foulks posted, "Speaking

out as myself comes with repercussions. Which is why I tried to hide who I was. Once they found out they’ve done unthinkable things that I unfortunately cannot speak about right now. ... When I am able to post I will do so."

She added that Verlato and Martin "are trying to take down a completely innocent man who is an absolutely faithful public servant all because I spoke up about things I knew April was saying that were not truthful. ...

"Please don’t take my silence as me hiding; or running away," the post concluded. "When I can I will show everyone the truth, that’s not a threat, I think the public would love to see the text messages, pictures, emails and everything else I have."

Officials would not confirm if Officer Foulks was fired and rehired.

"The city has a longstanding practice of not commenting on personnel matters, as many personnel records are confidential under California law," Deputy City Manager Justine Bruno said in an email to HeySoCal.com.

"This is especially true for peace officers, as numerous statutes safeguard and maintain the confidentiality of matters and issues concerning them."

City Manager Dominic Lazzaretto has decisionmaking authority for personnel matters and disciplinary actions for employees, Bruno added.

"With respect to the employee discipline process, our established procedures offer most employees the opportunity to review and appeal any proposed discipline. These processes are designed to ensure fairness and due process, which may result in modifications to initial determinations," Bruno said. "While I cannot comment on any specific personnel matter, it is important to note that policy violations can vary significantly in nature and severity. The standards for city employees — particularly our peace officers — are high, and not all violations result in serious disciplinary action."

Westlake Village did not respond to requests for comment, nor did officials from the police union or APD.

Foulks, whose voicemail is active at the Police Department, also did not respond. Payroll records obtained by HeySoCal.com through a public records request show Foulks received a check dated Jan. 8 for unused vacation days totaling $5,503 after taxes, a check for $17,440 on Feb. 23 for regular pay and on Feb. 23 a $7,568 check for regular pay.

Martin said she saw Foulks at APD headquarters in February participating in a training exercise.

Jonathan Ansell, president of the Arcadia Firefighters’ Association, responded in August to the comments Verlato made at the council meeting.

"Our members attended the meeting not out of animosity or anger toward any council member’s voting record, but because it was a historic moment in Arcadia’s governance — the first time a censure motion was brought before the council,"

Black bear makes unscripted TV appearance in Monrovia

Ablack bear unexpectedly appeared on live television Sunday in Monrovia, a day after a bear swiped at a woman's leg while she was walking her dog.

KTLA 5 reporter Erin Myers was doing a live report from the San Gabriel Valley community Sunday morning. She said residents of a home on Oakglade Drive had set a trap to try to catch the bear that had been living in the crawl space underneath the residence.

As Myers spoke a bear appeared in the driveway in the background of the shot, nosing around for a short time before bounding down the street and disappearing into another home's yard.

On Saturday, a woman suffered a minor injury at about 9:20 a.m. when she was walking her dog near the Monrovia foothills. Monrovia police said the bear's claw made contact with the back of the woman's knee. It was unclear if it was the same bear that appeared in the live newscast Sunday morning.

Ansell said in a statement to HeySoCal.com. "As stakeholders invested in the city’s operations and future, our members were there to observe this significant proceeding, reflecting our commitment to engaging with local government processes.

"We hold no ill will toward how any council member votes. Martin filed her complaint with the hope that the Police Department and police union "would learn from this and sort of scoot back into their own lane and stay out of the lane of the resident," she said. "They crossed that line and I feel that is what is so disturbing about all of this. It is not OK for a police officer or his wife to open up anonymous social media accounts and harass and intimidate the mayor ... and a resident just because they do not agree with their opinions."

LACo Supervisor Solis announces $3.6M in grants for small businesses

More than 850 small businesses that have faced federal immigration enforcementrelated economic disruption will receive a combined $3.6 million in grants through a second funding round of a Los Angeles County program, officials announced last week.

Grants come from the Small Business Resiliency Fund, a program launched by the county Board of Supervisors in September 2025 to provide direct financial assistance to small businesses in need. Dollars for the program come from the county's Care First Community Invest program.

Award notifications are being issued by thirdparty administrator AidKit in coordination with the county Department of Economic Opportunity and fiscal sponsor SoCal Grantmakers.

In December, the county released about $1.53 million in grants from the first round of the program that helped 367 small businesses. An analysis from the DEO and the Los Angeles County Economic Development Corporation found the county lost an estimated

11,730 jobs, $932 million in labor income, and $2.5 billion in economic output from June to December 2025.

During a morning news conference, Supervisor Hilda Solis said she introduced a motion last summer in response to the harm being done by the Trump administration's immigration policies. The federal government has defended its immigration enforcement actions, saying they are targeting "illegal" immigrants who are the "worst of the worst" criminals.

"They continue today on an even larger scale, spreading fear and uncertainty across many of our communities. Families are in constant fear, as well as their children and employers," Solis said. "Workers, as we know, are being torn away from their job sites. People are being snatched from their homes, streets, bus stops, parks, and even their cars."

LA Phil unveils 2026-27 season at Walt Disney Concert Hall

The Los Angeles Philharmonic announced Tuesday its 2026-27 season at Walt Disney Concert Hall, featuring the debut of Esa-Pekka Salonen as creative director and the return of former music director Gustavo Dudamel as a guest conductor.

Salonen is taking on the newly created role of creative director for the orchestra.

An appeal of the Planning Hearing Officer decision to approve a standards variance to allow the Hotel Indigo to exceed the floor area ratio (FAR) permitted in the DSPTransitional District. The maximum FAR permitted by right in the DSP-Transitional District is 2.0, with an increased maximum FAR allowed for projects that provide a community benefit. A hotel use is considered a community benefit (among several uses and development characteristics) and the maximum FAR allowed is 3.0. The 23,309.43 square-foot (SF) project site allows a maximum floor area of 69,928 SF, with an FAR of 3.0. Variance Case No. PVAR 003542-2024, approved on January 23, 2025, allowed an increase of 2,580 SF in floor area for a total floor area of 72,507 SF, with an FAR of 3.11. The current variance (Variance Case No. PVAR 005568-2025, approved on January 6, 2026), allowed an additional increase in floor area with an addition of 3,201 SF for a total of 75,708 SF, and an FAR of 3.25. This variance is the subject of the appeal.

CODE REQUIRES

The Downtown Specific Plan – Transitional District allows a maximum floor area ratio (FAR) of 3.00 with a community benefit (Downtown Specific Plan 4.1.2). The subject site is 23,309.43, which translates to a maximum floor area of 69,928 SF APPLICANT’S PROPOSAL

The applicant is proposing revisions to the approved project that is currently under construction, which increases the total floor area to 75,708 SF and an FAR of 3.25. A previous variance allowed a total floor area of 72,507 SF and an FAR of 3.11.

ENVIRONMENTAL DETERMINATION

The project is exempt from CEQA review as a Class 32 “Infill Development Projects” exemption pursuant to Section 15332 of the State CEQA Guidelines. The project meets all the findings required by Section15332 to qualify for this categorica exemption.

HEARING INFORMATION

The Planning Commission will conduct a public hearing regarding the above project in Room 105 of the Municipal Services Building, located at 633 East Broadway, Glendale, CA 91206 on APRIL 1, 2026, AT 5:00 P.M. or as soon thereafter as possible. STATEMENT OF FACTS

1. On or about October 10, 2023, Plaintiff Sage Hayashi ("Plaintiff") was lawfully operating her vehicle, driving westbound on State Route 118 in Los Angeles County, California. At all relevant times, Plaintiff was a restrained driver and following the rules of the road.

2. At the same time, Defendant Michael Hahn ("Hahn"), acting within the scope and course of his employment with Defendant United Rentals (North America), Inc., ("United") was driving a semitruck with an attached trailer ("the Commercial Vehicle" owned by United, traveling westbound on State Route 118.

3. The Commercial Vehicle had a GVWR exceeding 26,000 pounds. Defendants Hahn, United, Holman, and Bouvet were required to comply with the Federal Motor Carrier Safety Provisions ("FMCSR") provisions applicable to heavy commercial motor vehicles. These regulations specifically recognize that vehicles of such weight and mass create substantially greater risks of catastrophic injury and therefore impose mandatory safety obligations on both drivers and carriers.

4. Suddenly and without warning, Hahn changed lanes and struck the vehicle, a big rig, directly in front of him, which had slowed for heavy traffic. At the time of this collision, Hahn was traveling at approximately 78 mph in a 55 mph zone for big rigs, in violation of CVC § 22350 and 22406.

5. The impact of this collision caused a multiplevehicle collision, and the middle vehicle was pushed into the rear of Plaintiff's vehicle.

6. As a direct and proximate result of the collision, Plaintiff suffered serious injuries, including but not limited to traumatic brain injury, postconcussive syndrome, posttraumatic headaches, cognitive impairment, lumbar spine injuries that include but are not limited to an annular tear at L5S1, and persistent physical and emotional pain and suffering, loss of enjoyment of life, disfigurement, physical impairment, inconvenience, grief, anxiety, humiliation, and emotional distress.

7. As a direct and proximate result of the collision, Plaintiff has sustained and continues to sustain economic damages including but not limited past and future medical

expenses, past and future loss of earnings, and loss of earning capacity.

8. The impact of the collision caused Ms. Hayashi to suffer significant injuries that exceed the jurisdictional minimum of this Court.

directly supervised or ratified the hiring, training, and safety practices of the logistics and driver workforce, including Hahn, and exercised managerial authority over the policies and practices that gave rise to the violations herein alleged.

14. Plaintiff is unaware of the true names and capacities of Defendants sued herein as DOES 1 through 50 inclusive and therefore sue these Defendants by such fictitious names. Plaintiff is informed and believes, and thereon alleges, that each of the fictitiously named Defendants proximately caused damages to Plaintiff as alleged herein and/or is responsible for the acts complained of herein. Plaintiff will amend this Complaint to allege their true names and capacities when ascertained.

15. This Court has jurisdiction over this matter, as the events giving rise to this action occurred in Los Angeles County, California, and the Defendants have sufficient minimum contacts with California for this Court to exercise personal jurisdiction. The amount in controversy exceeds the jurisdictional minimum of this Court.

16. Venue is proper in this Court because the event giving rise to this action occurred in Chatsworth, California.

PUNITIVE DAMAGES ALLEGATIONS

17. Plaintiff realleges and incorporates as if fully stated herein each and every allegation contained above and incorporate the same herein by this reference as though set forth in full.

18. Prior to Michael Hahn's hiring by United Rentals in approximately July 2022, Hahn had been involved in at least two prior vehicle accidents. Despite United Rentals' awareness of these accidents, they nonetheless hired Michael Hahn to drive commercial Class A vehicles. Further, Hahn, while driving for United, had 21 hard braking events in the year 2023, the most of any driver in the United San Fernando Valley Hub, and was ranked last in the metropolitan region (#314.) These incidents placed United and Holman on actual and/or constructive notice that Hahn was an unsafe driver who posed an unreasonable risk of harm to the motoring public.

19. Despite this history, Defendants United, Holman, and Bouvet failed to properly investigate, monitor, or take corrective action concerning Hahn's driving record. They nevertheless hired, retained, and entrusted Hahn with the operation of a tractortrailer weighing in excess of 26,000 pounds on public highways, in violation of their duties under state law and the Federal Motor Carrier Safety Regulations, including 49 CFR §§, 391.25, and 391.51. 20. Defendants failed to adequately investigate Hahn's prior accident history, which included at least two prior accidents (2019Mecklenburg, SC, 2021Gaston, SC). They failed to conduct effective annual reviews and monitoring of his driving record despite repeated unsafe events, including 21 hard braking events in 2023, in violation of 49 CFR §391.25.. They failed to monitor driver logs and compliance under 49 CFR $395.8, despite Hahn sleeping in his rig and exhibiting fatiguerelated conduct. 21. Therefore, it was completely foreseeable to Defendants United, Fleet Lease and Bouvet, that Hahn would be involved in reckless driving which lead to the crash on October 10, 2023 when he struck Plaintiff. At the time of the crash, Hahn was operating the subject commercial motor

Man pleads not guilty in deadly church shooting

A72-year-oldman pleaded not guilty Friday in federal court to an alleged hatecrime mass shooting in a Laguna Woods church that killed a doctor and wounded five others.

David Wenwei Chou made his first appearance in federal court on an indictment related to the May 15, 2022, shooting inside the Geneva Presbyterian Church where a Taiwanese congregation was holding a luncheon to celebrate the return of a former pastor.

Authorities have said Chou was motivated by a longstanding grievance against the Taiwanese community over tensions with China.

Chou is accused of killing 52-year-old Aliso Viejo-based Dr. John Cheng, who rushed the

gunman, which authorities said allowed for other parishioners to subdue the assailant, who they hogtied with an electrical cord until police arrived.

Chou is also charged in state court with a count of murder with a special circumstance allegation that the attack was racially motivated and also faces five counts of attempted premeditated murder as well as sentencing enhancements for lying in wait and the personal discharge of a firearm causing death.

Chou was bound over for trial following a preliminary hearing last year and is awaiting trial in state court.

Federal prosecutors in January filed an intent to seek the death penalty against Chou. The federal trial was scheduled for May

4 and is expected to take six weeks.

In federal court, Chou

faces 45 counts of obstructing free exercise of religious beliefs by force, which

resulted in the death of one victim, attempts to kill 44 others and included the use of a gun and explosives and fire.

He was also indicted on 45 counts of violating hate crimes with an attack on Irvine Taiwanese Presbyterian congregants in Geneva Presbyterian Church in Laguna Woods and one count of attempting to damage or destroy a building used in interstate commerce by means of fire and explosives, one count of carrying explosives during the commission of a federal felony offense and six counts of using a gun during the commission of a crime of violence.

Port of LA reports strong February amid Middle East crisis, tariffs

Despite conflict in the Middle East and uncertainty related to federal tariff policies, the Port of Los Angeles processed 824,323 twenty-foot equivalent units in February, an increase of 3% compared to the same month last year, officials announced last week.

It was the second-best February in the port's history. Cargo volume remained steady, though global developments are of concern across supply chains, the port's Executive Director Gene Seroka said during an online briefing March 12.

February 2026 loaded imports stood at 433,812 TEUs, a 5% increase compared to February 2025. Loaded exports stood at 116,633 TEUs, an increase of 7%, and the port processed 273,878 empty containers, a decrease of 2% compared to February 2025.

The port has processed roughly 1.63 million TEUs so far in the first two months of 2026, a 5% decrease

compared to the same period in 2025.

Seroka noted that the port experienced an increase in cargo volume because retailers and manufacturers brought in cargo ahead of the Lunar New Year when many factories paused production in Asia.

"As we head into our traditional slack season, it will be followed by some replenishment of inventories, particularly spring and summer fashion goods," he added.

"With so many developments affecting supply chains -- from the conflict unfolding in the Middle East to the Supreme Court tariff ruling and broader trade policy shifts -- there's real uncertainty across the industry right now," Seroka said. "Even so, manufacturing flows serving the United States continue to move, and we're not seeing disruption to U.S.-bound cargo today."

In February, the U.S. Supreme Court struck down

President Donald Trump's so-called reciprocal tariffs, finding that such power exceeded his authority under the law. In a 6-3 decision, the court found it was unconstitutional for the president to set and change tariffs because that power solely belongs to Congress.

The court did not rule out allowing importers to claim refunds on any IEEPA tariffs they may have paid.

Trump had used the 1977 International Emergency Economic Powers Act to impose sweeping tariffs on U.S. trade partners, citing what his administration has described as unfair trade terms with other nations. The tariffs were a large part of Trump's economic agenda, which aims to boost manufacturing, raise revenue and pay down the national debt. Trump angrily denounced

In response to the U.S.Israeli attacks, Iran closed the Strait of Homuz -- a key trade route in which 20% of the world's oil moves through -- with no indication it would open soon.

Oil prices have surged since the war began, causing a related spike in gasoline prices. The average price of a gallon of self-serve regular gasoline in Los Angeles County has increased 83 cents in the last month.

Ron Widdows, a former CEO of Neptune Orient Lines and the current CEO of FlexiVan Leasing -- a leading U.S. intermodal chassis provider -- joined Seroka for the online briefing, and discussed the conflict in

the Middle East and federal tariffs.

"We've never seen an impact like this," Widdows said.

The Jebel Ali Port in Dubai was temporarily closed due to missile and drone attacks in the region.

"Imagine Dubai, Jebel Ali, the UAE handles 20 million TEUs a year. It's shut down" Widdows said. "You shut down Southern California completely for an undetermined period of time, the havoc that would cause begins to work."

He emphasized that the U.S. was not as impacted by the crisis in the Middle East, citing that some cargo shipsrelated to U.S. trade don't begin or stop in Dubai's port.

"The same thing for Asia and Europe, it's mostly in the Middle East. It's a regional impact," Widdows said. "But the impact on fuel, the cost associated with that is gargantuan. So the uncertainty that was felt for a long time just magnifies."
