Lineage warehouse operators hit with 2nd odor violation notice in 2 days Pg 02

and city officials along withrepresentatives from Lineage Logistics faced a tense audience last week in Boyle Heights, as community members sought answers on recovery efforts and support for residents following a massive fire at a warehouse facility that has caused concerns about local air quality and public health.
During the evening meeting on the July 9, LA Mayor Karen Bass said she plans to spend more time in Boyle Heights, including at night, after residents reported odors from Lineage's warehouse get worse after dark.
Bass and Hilda Solis, LA County Board of Supervisors chair whose District 1 includes Boyle Heights and East Los Angeles communities, were booed by visibly angry residents.
The mayor apologized to the audience at Stevenson Middle School for the confusion surrounding the city's response, acknowledging that the smoke generated by the fire was harmful. Bass promised multiple environmental investigations into the blaze that burned for eight days the Lineage cold storage warehouse at 1400 S. Los Palos St.
She also pledged to survey warehouses throughout LA's Eastside, South Los Angeles and the San Fernando Valley for possible environmental hazards and risks, while holding Lineage and other businesses accountable for

harm caused to adjacent communities.
Jeff Rivera, chief operations officer for Lineage Global, also apologized.
"I'm sorry for the disruption this has caused," Rivera told community members.
He said the company was expanding the fire response by doing door-todoor outreach with people who live closest to the warehouse and providing housing assistance via 211 LA, grocery vouchers, cash financial aid, air conditioners, air purifiers and assistance paying utility bills.
Rivera also announced plans to launch a community support hotline this week.
He estimated 200 workers were doing cleanup work around the clock and approximately 1.4 million pounds of fire-damaged material has been removed thus far, another 3.2 million
pounds is staged for removal and demolition has begun.
According to Rivera, the city's 45-day goal for completing cleanup efforts was aggressive, noting similar fires can require as long as six months for remediation.
Duringthepublic comment portion of the meeting, residents questioned the city's response, medical care, relocation assistance and the potential long-term health effects of the fire.
Boyle Heights resident Maria Lopez urged officials to experience the conditions firsthand, saying, "I would like for you to come sleep where we sleep, so you can experience what we have to go through."
Other meeting attendees wondered why the facility
should be allowed to reopen, complained about communication failures and demanded stronger protections for surrounding communities. Residents also asked why lessons apparently had not been learned after a 2024 fire at the same warehouse.
Officials from the South Coast Air Quality Management District told meeting attendees that monitoring during the fire found no elevated levels of metals or hydrogen fluoride.
According to Solis's office, county staff, volunteers and community organizations have distributed more than 10,000 air purifiers, plus N95 masks, food, water and other essential supplies.
"Emergency relief is only the beginning," Solis said in a statement following the community meeting.
Horvath calls on LA County to back lawsuit challenging ParamountWarner Bros. deal; Writers Guild sues to block takeover

SupervisorLindsey Horvathintroduced a motion Tuesday calling for the county to support a lawsuit filed by California and 11 other states looking to block the proposed takeover of Warner Bros. Discovery by Paramount Skydance.
Also Tuesday, the Writers Guild of America filed a lawsuit seeking to cancel the deal.
"For too long, working people have borne the cost of corporate consolidation, while jobs disappear and production leaves our region," Horvath said in a statement. "Our economic analysis shows this merger could put thousands of local jobs at risk. As the global capital of the creative economy, Los Angeles County has a responsibility to help make the case against this merger by providing the facts, supporting Attorney General (Rob) Bonta's litigation, and standing up for the workers, small businesses, and communities that depend on this industry."
The Board of Supervisors is expected to vote on Horvath's motion next week. The motion calls for the county to support the lawsuit filed Monday in Northern California, possibly through the provision of legal support or the filing of an amicus brief in court.
Earlier this year, at the direction of the Board
of Supervisors, the county Department of Economic Opportunity prepared a report on possible impacts of the proposed merger. That report estimated that the move could lead to nearly 2,500 job losses in the county, and about 6,000 globally.
The jobs at risk would mainly be in corporate, tech, real estate and other shared functions due to duplicative roles across the two companies, according to the report. The department noted in the report that its job-loss estimates should not be read as a layoff forecast, saying the document only defines the scale of possible employment impacts that may be subject to consolidation.
In announcing the lawsuit Monday, Bonta argued that the merger, which has already been approved by the U.S. Department of Justice, would lead to higher prices for consumers and a reduction in entertainment content.
Bonta said the $110 billion merger — considered one of the biggest media deals in history — would put one company in charge of nearly one-third of all theatrical motion picture and basic cable programming. For the second time in two days, the operators of the burned-out Lineage Logistics cold-storage warehouse in Boyle Heights were hit with an environmental violation notice due to persistent odors wafting into nearby communities, local air regulators said Tuesday.
The South Coast Air Quality Management Agency announced Monday that it had received more than 40 complaints from residents near the warehouse on Sunday due to odors emanating from the site -- where more than 85 million pounds of rotting food is in the process of being removed. As a result, the agency issued a notice of violation to Lineage due to the smell.

The notice of violation can lead to civil penalties, or potentially a lawsuit if no settlement is reached.
According to AQMD, more than 40 complaints were received again on Monday due to odors from the warehouse, with people again reporting "rotten, sour, garbage-type
odors." After confirming the smell was coming from the warehouse, the AQMD issued a second notice of violation to Lineage on Monday. Efforts to remove the food and other debris from the fire-damaged warehouse are continuing. The most recent figures from Lineage indicate that 356 tons of food waste have been removed from the building, with 835 tons of overall waste taken away. Lineage officials said they hope to complete debris removal from the site within 45 days, meeting a deadline imposed by Mayor Karen Bass.

ThehistoricAlex Theatre in Glendale will return to its roots as a movie house this week with the start of a three-week engagement of Christopher Nolan's "The Odyssey" in 70mm format.
The screenings, scheduled to run from Friday through Aug. 6, coincide with a broader effort by the nearly centuryold venue to expand film programming and upgrade its projection and sound capabilities.
The theater, which opened in 1925 and was originally built as a first- run movie palace, has spent much of the
last several decades operating primarily as a venue for concerts, dance performances, comedy shows and community events.
Officials said the theater recently installed new sound systems and both 70mm and 35mm film projection equipment as part of an effort to accommodate large-format film presentations.

Spring is typically one of the housing market’s busiest seasons. May and June are historically some of the biggest listing months of the year and are when “For Sale” signs and moving trucks dominate the streets.
This year, though, the season didn’t exactly show out. Cotality’s Home Price Index shows U.S. home prices rose just 0.3% year over year in April 2026, the weakest appreciation in years, and as of January about 34% of the 100 largest U.S. markets were posting outright year-overyear declines. Per Zillow’s April 2026 market report, new listings outpaced sales for the first time in 2026. Yet on paper, Americans have never held more housing wealth.
Splitero dug deep into data from the Federal Housing Finance Agency (FHFA), ICE Mortgage Technology, Zillow, and Cotality to show how rate-locks are preventing Americans from capitalizing on their paper wealth.
The rate-lock effect
The mechanics of the rate-lock effect are simple, but brutal. Take, for instance, a homeowner with a sub-6% fixed mortgage. They face an enormous financial penalty for selling and buying at today's rates. Trading a 3% rate for a 6.5% to 7% mortgage can add about $1,000 per month to the payment on a median-priced home. Many homeowners understandably decline this trade-off.

nearly $8,000 more every year, according to the Zillow April 2026 market report. The deeper the discount you’re giving up, the steeper the hit. Federal Housing Finance Agency data from the third quarter of 2025 shows just how deep that discount runs. More than half of homeowners are locked into a rate below 4%, and just under 80% sit below 6%.
The agency even quantifies the impact of this problem in a 2024 working paper. For every percentage point that market rates exceed the origination rate, the probability of a sale drops by 18.1%, according to their data. In plain terms, the higher today’s rates sit above the rate a homeowner already has, the less likely that homeowner is to sell. With most owners holding rates set well below current ones, the predictable result is a market where 1.72M fewer homes traded hands between Q2 2022 and Q2 2024.
That missing supply has a counterintuitive effect on price. With so few homes for sale, competi-
tion for the ones that do list pushed national prices up an estimated 7%, more than cancelling out the roughly 5.6% downward pull that higher rates would have had on their own. So even as demand cools, prices have stayed stubbornly high.
Record equity, and almost no one is touching it
The lock-in effect doesn’t just stop people from selling. It also reshapes how they reach the money tied up in their homes. U.S. owners are sitting on record equity but are disincentivized to access it through sales or cash-out refinancing.
According to ICE Mortgage Monitor data, however, equity withdrawals in the first quarter of 2026 rose 2% year over year and hit their highest first-quarter level since 2021. This is still far below the long-run historical norm.
The preferred method for those accessing equity today without selling is taking out second liens, often home equity lines of credit (HELOCs), which leave the existing first mortgage untouched. Per the same ICE
data, in the first quarter 2026, 54% of all equity extraction came through second liens, leading to second-lien lending reaching an 18-year high. This equates to 3.9 million homeowners from 2020 to 2022 who have now added a second lien.
Similarly, average HELOC introductory rates fell to 6.6% in March 2026, which is their most attractive level since late 2022. A $50,000 withdrawal today costs roughly $275 per month, which is down significantly from highs in early 2024. Despite the potential for lower HELOC costs, withdrawal rates for second liens are still below historic norms.
While homeowners are still extracting equity using secondary methods other than selling or refinancing, it’s a barren market compared to past years.
The hard part isn’t having equity. It’s getting to it.
Record equity doesn’t help much if you can’t reach it. Homeowners are sitting on trillions of dollars in equity, much of it gated
behind the qualification hurdles that traditional products demand. HELOCs, cash-out refinances, and home equity loans typically require income verification, strong credit, and a debtto-income check, and a refinance also means giving up the low first-mortgage rate that locked owners are trying to protect.
That gap is part of why home equity investments (HEIs) have grown as an alternative. Instead of a monthly payment, an HEI provides cash today in exchange for a share of the home’s future value, with no income verification and credit-score minimums that can start around 500. For an owner who is equity rich but doesn’t qualify for, or doesn’t want a new monthly payment, it’s one of the few ways to access equity without selling or refinancing.
What would break the lock-in effect?
Breaking the lock-in effect comes down to closing the gap between the rates owners already hold and the rates they’d face if
they moved, and a few conditions would have to line up for that to happen.
There are hopeful signs. Inventory is growing, and rates have edged down from 2025 highs. Homebuyers in April 2026 had roughly 3% more purchasing power than a year earlier.
The first factor that could mark a major change is a return to the 6% range on 30-year fixed mortgages. This could trigger a meaningful rebound in buyer demand, according to Zillow.
Additionally, the share of mortgages locked at sub-3% naturally erodes over time. This gradual "aging out" of ultra-low-rate cohorts slowly releases inventory back into the market. HELOCs can also act as a pressure valve. Homeowners who need liquidity are leveraging equity via second liens rather than selling, which preserves inventory tightness.
The future of the housing market
The great “staying put” isn’t caused by stubbornness. Tens of millions of households have a valuable asset they locked in at an affordable rate, but it vanishes the minute they choose to sell. Instead, those homeowners have chosen to stay longer, renovate their properties, and continue to build record-setting equity. Until mortgage rates fall or enough low-rate loans drop out of the system, we’re likely to continue to see more of the same.

An investigation revealed a boyfriend and girlfriend were involved in a verbal altercation that turned physical when the boyfriend picked up the girlfriend and dragged her into the home against her will. She sustained an abrasion. He was arrested and taken into custody.
July 2
At 1:27 a.m., officers patrolling a park in the 300 block of South Myrtle observed a male subject in a park after hours. He was contacted, arrested and taken into custody.
At 8:26 a.m., a caller in the 400 block of South Myrtle reported an intoxicated male subject. Officers arrived and made
contact. It was determined he was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 10:21 a.m., a victim in the 500 block of South Myrtle reported that an unknown subject attempted to burglarize his business. This investigation is continuing.
At 10:47 a.m., a caller in the 300 block of South Myrtle reported a male subject at a park was yelling at children in the playground. Officers arrived and made contact with the subject. An investigation revealed he was in possession of drug paraphernalia. He was arrested and taken into custody.
At 11:25 a.m., officers were dispatched to a shopping center in the 500 block of West Huntington regarding a subject yelling at a security guard. Officers arrived and made contact with the subject. An investigation revealed he was too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 9:39 p.m., officers patrolling the area of Mayflower and Evergreen made contact with a male subject who was found to be in possession of drug paraphernalia. He was arrested and taken into custody.

July 3
At 1:04 p.m., an employee at a store in the 700 block of East Huntington reported a shoplifting incident. Officers arrived and located the suspect as he was attempting
to flee. He was arrested and taken into custody.
At 6:26 p.m., a juvenile victim walked into the MPD lobby to report a robbery. An investigation revealed a juvenile suspect brandished a pocket knife, pushed the juvenile victim off his bicycle, stole the bicycle and fled. This investigation is continuing.
At 7:28 p.m., while patrolling the area of Foothill and Garfield an officer saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. An investigation revealed the driver was in possession of a loaded firearm. He was arrested and taken into custody.
At 10:19 p.m., a traffic collision was reported in the area of Mountain and Huntington. Officers arrived and discovered that one of the driver’s was under the influence and had a child inside the vehicle at the time of the collision. The driver was arrested and transported to the MPD jail to be held for a sobering period.
July 4
At 8:44 a.m., a resident in the 400 block of Grand reported that someone broke into his vehicle and stole property. This investigation is continuing.
At 11 a.m., a resident in the 300 block of Grand reported that someone stole her son's bicycle from the front porch. This investigation is continuing.
At 11:14 a.m., a victim in the 200 block of West Cypress reported the theft of the catalytic converter from his vehicle. This investigation is continuing.
At 7:49 p.m., officers were dispatched to a gas station in the 700 block of West Huntington regarding a stolen phone. Officers arrived and made contact with the party suspected of stealing the phone. An investigation revealed he was in possession of drug paraphernalia. The subject refused officers commands and attempted to flee. After a brief struggle, officers were able to arrest the subject and take him into custody. The stolen phone was recovered.
At 9:29 p.m., a disturbance was reported at a residence in the 600 block of East Olive. Officers arrived and made contact with the parties involved. An investigation found one of the subjects was in possession of a controlled substance. The subject was arrested and taken into custody.
At 9:42 p.m., a vehicle burglary was reported in the 900 block of South Fifth. Officers arrived and discovered the victim’s trailer had been burglarized and property was taken. This investigation is continuing.
At 10:04 p.m., officers patrolling the area of Myrtle and Palm saw a male subject causing a disturbance. Officers made contact with the subject and determined he was too intoxicated to care for himself. The subject began to resist officers and caused several officer injuries. He was arrested and taken into custody.
At 11:07 p.m., a caller in the 400 block of Hurtsview reported a subject setting off fireworks and damaging the caller’s vehicle. This investigation is continuing.
At 11:14 p.m., a structure fire was reported in the 800 block of West Foothill. Officers arrived and determined an electric scooter was charging and sparked a fire. Officers evacuated nearby residents. MFD responded and extinguished the fire. No injuries were reported.

At 8:53 p.m., a residential fire was reported in the 600 block of Monterey. Officers arrived and discovered that a group of juveniles were
setting off fireworks in the area and caused a fire in the yard of the residence. The fire was extinguished before spreading to the structure. Officers checked the area but were unable to locate the involved subjects. This investigation is continuing.
At 9:04 p.m., a shoplifting incident was reported at a business in the 600 block of West Huntington. Officers arrived and made contact with the suspect. He was found to be in possession of drug paraphernalia. He was arrested and taken into custody.
July 6
At 5:55 a.m., a caller in the 500 block of East Cypress reported a suspicious vehicle outside his residence. Officers arrived and made contact with the occupants. The subjects were found to be in possession of a nitrous oxide canister in the vehicle that was cold to the touch. The driver was arrested.
At 10:46 a.m., a victim in the 1300 block of South Mayflower reported that a check he mailed out was intercepted and fraudulently cashed. This investigation is continuing.
At 6:53 p.m., a domestic violence in progress was reported in the 700 block of West Duarte. A witness reported a female subject pushed a male subject to the ground. Officers arrived and made contact with the parties involved. An investigation revealed that a verbal dispute became physical when the female subject threw rocks at the male causing him to fall to the ground. She was arrested
July 7
At 5:11 a.m., a resident in the area of Evergreen and Magnolia reported that an unknown subject burglarized her vehicle, causing damage. This investigation is continuing.
At 10 a.m., a victim reported he located his prior reported stolen vehicle in the 200 block of West Evergreen. An officer arrived and located the vehicle in a backyard and made contact with the resident. The vehicle was released to the victim. This investigation is continuing.
July 8
At 3:13 a.m., officers were dispatched to the 800 block of West Duarte regarding the theft of a vehicle’s catalytic converter. This investigation is continuing.
At 7:36 a.m., while patrolling the area of Royal Oaks and Mountain an officer saw a bicyclist commit a traffic violation. A traffic stop was conducted, but the bicyclist refused to stop. The bicyclist was eventually apprehended and found to be in possession of drug paraphernalia. He was arrested and taken into custody.
At 7:37 a.m., a vehicle burglary was reported in a parking lot in the 900 block of West Huntington where property was taken. This investigation is continuing.
At 12:06 p.m., a victim in the 200 block of West Duarte reported the catalytic converter to his vehicle stolen. This investigation is continuing

Zebra Fire in Azusa 70% contained
The Zebra Fire, which broke out Monday night in Azusa, has burned 25 acres and was 70% contained as of Tuesday evening. According to Cal Fire, the cause of the fire remains under investigation and no injuries or structural damage has been reported. The near vertical slopes have challenged firefighters on the east side of the fire, according to the Angeles National Forest. The fire is being managed under Unified Command with the Los Angeles County Fire Department.

LA County officials urge mosquito precautions after 1st human West Nile case; mosquito samples test positive in San Bernardino, Mecca, North Shore

Los Angeles County health officials urged residents Tuesday to take precautions against mosquitoes after reporting the county's first human case of West Nile virus this year in an Antelope Valley resident.
The resident was hospitalized after developing West Nile virus encephalitis following the onset of symptoms in late June, according to the LA County Department of Public Health.
"The first human cases of West Nile virus are an important reminder that we all need to take steps to prevent mosquito bites and mosquito breeding," county Health Officer Dr. Muntu Davis said in a statement. "Mosquitoes thrive in hot weather, increasing the risk of bites and mosquito-borne diseases."
Davis said residents should apply insect repellent, get rid of standing water around homes where mosquitoes can breed and make sure window and door screens are installed and
maintained properly.
Officials also said residents should report neglected swimming pools that are potential mosquito breeding grounds and to notify authorities when dead birds are found. Increases in infected birds often precede human cases of West Nile virus.
"Detecting West Nile virus in our district is a reminder that this virus has been present in California — and right here in our community — for over 20 years," Brenna Bates-Grubb of the Antelope Valley Mosquito and Vector Control District said. "It's part of our local environment and continues to reappear year after year."
Human cases of West Nile virus each year in Los Angeles County average 41 over the last five years, excluding cases reported separately by the Pasadena and Long Beach health departments, officials said.
Inland Empire Mosquitoes collected in the city of San Bernardino

have tested positive for West Nile virus, county officials announced earlier this month. This is the first collection of mosquitoes that have tested positive in 2026 within the area served by the county's Environmental Health Services Mosquito and Vector Control Program.
The program is taking steps to eliminate mosquito breeding hazards, according to the county.
“West Nile virus can cause serious illness in humans, so I encourage residents to take steps to protect themselves
from mosquito bites,” San Bernardino County Health Officer Dr. Sharon Wang said in a statement. “Community awareness and consistent prevention efforts play an important role in reducing mosquito populations and lowering the risk of West Nile virus.”
In Riverside County, mosquito samples in the communities of North Shore and Mecca tested positive for the virus, the Coachella Valley Mosquito and Vector Control District announced Friday.
The North Shore sample was collected in the area of Avenue 72 and Cleveland Street, while the other samples were collected in the areas of Avenue 70 and Johnson Street and Avenue 71 and Grant Street in Mecca.
West Nile virus spreads to humans when a female mosquito becomes a carrier by biting an infected bird. If a person becomes infected, few experience mild or no symptoms, while serious illness may develop in others. People over 50 years old are at greater risk for severe complications, vector officials said.
Vector control districts urged residents to take the precautions as mosquito activity increases during the year's warmer months:
-- Dump and drain standing water around homes, including flowerpots, buckets and tires.
-- Wear insect repellent containing EPA-registered active ingredients when outdoors.

Wednesdaywere monitoring a nationwide surge in cyclosporiasis cases while emphasizing that Southern California has not seen a corresponding increase in infections.
According to the California Department of Public Health, there are no known local outbreaks of the intestinal illness anywhere in the state, and California has reported fewer cases so far this year than during the same period in 2025. Health officials nonetheless urged residents to thoroughly wash produce and follow food safety guidelines to reduce the risk of infection.
Cases are surging in Pennsylvania and New Jersey as infections continue to sweep the nation.
"It's important to understand that California experiences cases of cyclosporiasis every year, with a majority of cases acquired internationally," CDPH Director Dr. Erica Pan said in a statement. "Cases for 2026 are well within expected ranges for California, and we are not currently one of the states experiencing increased cases or an outbreak. We are aware of the outbreaks affecting other states, however, and are closely monitoring for any signs of local acquired infection."
Cyclosporiasis is caused by the Cyclospora parasite, typically spread through food or water contaminated with human feces. It takes at least one to two weeks in the environment outside of the body for Cyclospora

to become infectious after passing in a bowel movement, according to the CDPH.
Person-to-person transmission is unlikely. Most California cases are associated with recent international travel, but the CDPH actively monitors for possible domestically acquired cases
-- patients who did not travel internationally prior to their illness onset -- as well as for possible outbreaks.
Because certain Eastern and Midwestern states are experiencing significant increases in cases, the CDPH is closely monitoring for cases associated with travel to affected areas and looking
-- Wear long sleeves and pants during dawn and dusk when mosquitoes are most active.
-- Report neglected pools or significant mosquito activity to the district.
The district performed periodic control treatments using truck-mounted equipment throughout June in Desert Hot Springs, Palm Springs and North Shore. The next so-called Wide Area Larvicide treatments are set for 1 a.m. to 7 a.m. on Sept. 12, 19 and 26 and on Oct. 3.
According to the district, the treatments target mosquitoes in standing water to reduce their population. The products are EPA-registered that are considered safe for people, pets, wildlife and honeybees.

No vaccine or specific treatment exists for West Nile virus.

-- Wash all fruits and vegetables thoroughly under running water before eating, cutting or cooking. Scrub firm produce like melons and cucumbers with a clean produce brush;
-- Remove and discard outer leaves from lettuce and leafy greens;
-- For vulnerable populations -- older adults, young children, pregnant women, immunocompromised individuals -- cook vegetables and herbs whenever practical;
-- Prevent crosscontamination: Use clean cutting boards, utensils and food-contact surfaces. Keep ready-to-eat foods separate from raw produce during preparation;
-- Refrigerate cut, peeled or cooked fruits and vegetables within two hours; and
-- Avoid food or water that may be contaminated by human feces, especially when traveling to countries where tap water or food may be unsafe.

The Ordinance amends Section 3.44.020 of Chapter 3.44 of Title 3 of the Monrovia Municipal Code, to incorporate state law definitions under the Short-Term Rental Facilitator Act of 2025 in order to clarify existing requirements. Specifically, the Ordinance defines a short-term rental “hosting platform,” which is used interchangeably with the term “short-term rental facilitator” under state law, differentiates between a “hotel” and “short-term rental” for administrative purposes, and clarifies that the current transient occupancy tax also applies to other short-term rental establishments within the City. The amended provision further provides that occupants remaining in a non-residential hotel after the expiration of the 30-day period must re-register, at which time a new 30-day occupancy period will commence.
The Ordinance also amends Section 3.44.030 and Section 3.44.050 of Chapter 3.44 of Title 3 of the Monrovia Municipal Code to further clarify that the current transient occupancy tax rate applies to short-
term rentals, and specify the various collection, registration, reporting, and remittance duties of short-term rental operators.
Finally, the Ordinance adds a new Section 3.44.055 to Chapter 3.44 of Title 3 of the Monrovia Municipal Code to provide the various tax collection, remittance, reporting, registration, and record-keeping requirements of short-term rental hosting platforms within the City.

A fire turnaround extension would be provided on the adjacent property to the west pursuant to an existing ingress/egress easement.
The Project site is currently undeveloped and consists of ruderal vegetation and broken hardscape. As Southern California endures another day of dangerous heat, public health officials Wednesday were warning beachgoers to avoid entering the water at several Los Angeles County beaches because of elevated bacteria levels that could increase the risk of illness.
The Los Angeles County Department of Public Health issued ocean water warnings for the following locations:
-- Temescal Canyon storm drain at Will Rogers State Beach, 100 yards up and down the coast from the storm drain;
-- East Temescal Canyon storm drain at Will Rogers State Beach, 100 yards up and down the coast from the storm drain;
-- East Montana storm drain at Santa Monica Beach, 100 yards up and down the coast from the storm drain;
-- Wilshire Boulevard
storm drain at Santa Monica Beach, 100 yards up and down the coast from the storm drain;
-- South 28th Street storm drain at Manhattan County Beach, 100 yards up and down the coast from the storm drain;
-- Mother's Beach in Marina del Rey, entire swim area;
-- Inner Cabrillo Beach in San Pedro, entire swim area;
-- Castlerock storm drain at Topanga County Beach, 100 yards up and down the coast from the storm drain;

Health officials said the warnings were issued after recent water samples showed bacteria levels exceeding state health standards,
which could increase the risk of illness for swimmers, surfers and others entering the water.
Meanwhile, the county lifted warnings for the Bel Air Bay Club storm drain at Will Rogers State Beach and Solstice Creek at Dan Blocker County Beach after recent testing showed bacteria levels had returned to within state health standards.
The warnings came as Wednesday was expected to bring some of the hottest temperatures of the week to Southern California, sending many residents to the coast as inland temperatures climbed into the triple digits.

" The Killing Spell," a young adult fantasy mystery set about 200 years into the future in Los Angeles — where the majority of Hawaii’s population fled after a cataclysmic flood sank their islands — was released April 14 in the U.S. by Saga Press, an imprint of Simon & Schuster.
A debut book from native Hawaiian Shay Kauwe, it follows the story of Kea Petrova — the youngest clan leader at the homestead — who ekes out a living by selling handcrafted magic spells. Her quiet life is upended by the murder by death spell of Angelo Reyes, a prominent Filipino activist, and she becomes the prime suspect. She has to act fast to find the killer and clear her name.
Language is at the heart of the tale. Throughout the book, Kauwe sprinkles Hawaiian phrases and one-word spells that will certainly delight logophiles. In her foreword, she explains that she included the diacritical marks to indicate how the words are pronounced to help readers. Linguaphiles will most assuredly agree with her when she says, “Languages are wonderful, beautiful, strange things that change and shift as they please.”
Kauwe’s love for language began in her childhood and she has always been partial to reading fantasy books. Some of those she enjoyed as a child — which have stood the test of time — are "The Hero and the Crown" by Robin McKinley and "The Old

But she never dreamed that she would one day join the ranks of fantasy authors. That happy outcome happened in a roundabout way.
“When I was 21, I moved to Russia — for a man. You can imagine how thrilled my parents were with that,” recounts Kauwe with irony.
“But I was in love, and I knew that he was the one. He was, too! We've been happily married now for 10 years. That said, I made this huge leap and began living in St. Petersburg, Russia, learning Russian by necessity without thinking too much about it.
“There was this moment, maybe three years in, where I was sitting in our cold apartment in the middle of winter, watching Moana, and just sobbing,” Kauwe continues.
“The language there, while not Hawaiian, was similar enough that I could make out words, and it struck me that here I was, half-way across the world, and I knew my partner's mother tongue better than my own.
“It was a lightbulb moment, and I knew then that I wanted to go home and learn Hawaiian,” adds Kauwe.
“I foolishly thought it would be easy. I spoke Russian now! How hard could it be? So, I was incredibly frustrated when I couldn't get things as quickly. Immersion was a huge part of my language learning process, and the hard truth is that as an adult, that isn't a feasible option for many learners of Hawaiian. It is a consequence of coloniza-

tion that we still have to deal with to this day. All of that frustration and shame, I took and funneled into this book, which is why it was so important for me to have a main character who struggled with relearning her indigenous tongue.”
When Kauwe began writing "The Killing Spell," she knew how her story would end at the outset.
“Funny enough, I needed to rewrite my book about eight times throughout this process," she relates. "However, the beginning and the ending never changed. I had a clear idea of what the emotional core and character arc for Kea would be, and that remained consistent during every revision. What changed was the progression of my plot and the clues that led Kea to her conclusion. The magic system also became a lot narrower in scope as I rewrote the book, so that greater emphasis was placed on language.”
Instead of setting "The Killing Spell" in her native Hawai‘i, her book takes place in LA and the reason is twofold.
“One, it was a nod at the reality of diaspora Hawaiians, who have in my lifetime become the majority which has been a wild shift to witness,” explains Kauwe. “Secondly, Hawaii can often feel really isolated from the larger politics of the U.S. This
book is a conversation about indigenous rights to land, water, language, and culture, and I wanted those conflicts rubbing right up against the policies of the U.S. rather than separated by an ocean.”
On whether the story's end after "living" with these characters for five years was a happy or bittersweet moment for her, Kauwe replies: “It's definitely bittersweet to have this story end! I'd love to continue Kea's story and dive deeper in the world of 'The Killing Spell' and explore different languages like Russian and Japanese in more depth, as well as Sora's family.”
As to her book’s message or reader takeaway, Kauwe says, “It's so important to learn our mother tongues, but we have to be kind to ourselves in the process. No one is perfect from the get-go, and quitting is the only way to truly fail at it.”
Readers who really liked "The Killing Spell" will be

glad to know that Kauwe has something in store for them.
“I have a book coming out next year which is totally separate from 'The Killing Spell,'" she says. "'House of Salt' will be my first foray into the horror genre. It's a modern gothic set in Hawai'i, about a young Hawaiian woman who scams tourists out of their money by pretending to be a kahuna and ‘cleansing’ them of evil, but when she's invited to the estate of a wealthy hotel heiress she discovers that the ghost lurking there may actually be real — and the only thing that might save them all is a real kahuna. I'm really excited for this book and can't wait to have it out in the world.”
If "The Killing Spell" is any indication, Kauwe’s next book promises to be another pageturner. It’s hard to imagine now that this is the same practical kid who never thought writing and publishing a book would be something she’d accomplish in her lifetime.

PROJECT LOCATION: Citywide and within the Central District Specific Plan (roughly bounded by the 210 Freeway to the north, Pasadena Avenue and A-Line to the west, Del Mar and California Boulevards to the south, and Mentor and Wilson Avenues to the east).
ENVIRONMENTAL DETERMINATION: The Planning Commission will consider whether adoption of the proposed Amendments are exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3), under the “Common Sense” exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The proposed Amendments will not increase development capacity on properties or add uses that will generate impacts on surrounding properties. The Amendments will implement programs of the General Plan Housing Element related to inclusionary housing, density bonus and concessions/waivers, adaptive reuse, and streamlining the review process for housing projects. Other Amendments focus on clarifying and cleaning up text related to special purpose zoning districts and signs.
APPROVALS NEEDED: The Planning Commission will conduct a public hearing and consider the proposed Zoning Code Amendments and environmental determination. The Planning Commission recommendation will be forwarded to the City Council, who will make a final decision at a separately noticed public hearing.

Consideration of an Uncodified Ordinance to Repeal Uncodified Interim Urgency Ordinance Nos. 7455 and 7457 that Prohibit Senate Bill 9 Applications within a Very High Fire Hazard Severity Zone in the Boundary of the Eaton Fire
DESCRIPTION: Consideration of an Uncodified Ordinance to repeal Uncodified Interim Urgency Ordinance Nos. 7455 and 7457, both adopted in alignment with Executive Order N-32-25, that prohibit Senate Bill 9 (SB 9) applications within a Very High Fire Hazard Severity Zone (VHFHSZ) in the boundary of the Eaton Fire (approximately 185 properties in the northern portion of the Upper Hastings Ranch neighborhood). Ordinance No. 7455 took effect on September 18, 2025 and, by its terms, was to remain in effect for 45 days unless extended by the City Council. On October 27, 2025, the City Council adopted Ordinance No. 7457, which took effect on October 30, 2025. Ordinance No. 7457 extended Ordinance No. 7455 for an additional period of 22 months and 15 days.
ENVIRONMENTAL DETERMINATION: The City Council will be asked to consider whether the proposed project is exempt from environmental review pursuant to Executive Order N-32-25, which states that local agencies may develop orders, ordinances, resolutions, standards, rules or guidelines to implement the Executive Order and that the California Environmental Quality Act (Division 13 of the Public Resources Code) is suspended for any such order, ordinance, resolution, standard, rule, or guideline.
PLANNING COMMISSION RECOMMENDATION: On June 24, 2026, the Planning Commission considered the uncodified ordinance at a publicly noticed hearing and recommended that the City Council adopt the environmental determination and the uncodified ordinance as presented by staff.
