LA County FD finds Edison equipment caused Eaton Fire; loan program starts for survivors

caused the devastating Eaton Fire last year, according to a report Tuesday by the Los Angeles County Fire Department.

State and county fire investigators aided by electrical and metallurgical experts investigated the deadly blaze over 18 months and concluded that the cause of the wildfire was electrical arcing events that occurred on an out-ofservice Southern California Edison power-line tower.

Investigators used methodology developed by the National Wildfire Coordinating Group and found that the Eaton Fire originated on a pile of uncleared dry brush below SCE transmission towers on the spur ridge above the Eaton Wash, according to the Fire Department.

California law requires SCE is to maintain and operate its electrical lines and equipment in a manner that would minimize the risk of catastrophic wildfire.

“I recognize that no report or investigation into the Eaton Fire can ease the deep pain and tragedy our residents have endured,” LA

County Fire Chief Anthony Marrone said in a statement. “While the cause has been determined, our focus remains on assisting our residents to rebuild their homes and livelihoods, and ensuring lessons learned drive meaningful and impactful change in memory of the 19 lives lost.”

Fire officials noted the Eaton Fire's ongoing impact "and the community's need for answers," in addition to affirming a commitment "to transparency and fully support all independent investigations and after-

action reviews."

According to Cal Fire, the blaze caused 19 deaths and destroyed or damaged over 10,000 structures in Altadena, Pasadena, Sierra Madre and La Cañada Flintridge and the San Gabriel Mountains.

"Our hearts are with the Altadena community, and we continue to support them as they recover and rebuild through our Wildfire RecoveryCompensation Program," said SCE spokesman David Eisenhauer.

"We received the LA County Fire report and are reviewing it. We have taken our potential role in the start of this fire seriously from the beginning," Eisenhauer said. As we’ve previously said, SCE believes that it is likely that its equipment was associated with the ignition of the Eaton Fire."

Loan program aims to aid rebuilding

A local nonprofit organization and Los Angeles-based bank have launched the first zero-interest disaster loan program to help Eaton Fire survivors return to Altadena.

The Gap Rebuild Program by the Altadena Land Initiatives Corp. fills funding gaps for fire-surviving homeowners with zero-interest construction financing from Cathay Bank. Program organizers said it simplifies construction by pairing homeowners with builders selected for their availability, experience, pricing, reputation and commitment to Altadena's recovery.

Lineage estimates 80% of rotting food removed after warehouse fire

Roughly 80% percent of rotting food waste has been removed from the Lineage Logistics Inc. warehouse in Boyle Heights that was heavily damaged in a recent fire, company representatives reported Monday.

Cleanup began July 7 following the June 17-24 fire at the cold-storage facility at 1400 Los Palos St., and Lineage's goal of completing bulk food waste removal from the site is next week, a company statement said.

Work continues around the clock to speed up the cleanup in an attempt to reduce odors, protect public health and provide direct assistance to impacted residents, according to Lineage.

The fire is said to have started because of solar panel maintenance on the warehouse roof by contractor Altus Power Inc., but authorities have not officially determined a cause. The seven-day blaze sent thick smoke into the air and prompted officials to warn nearby residents to stay inside. The city, county and state issued local emergency declarations in the

subsequent days, and area residents have complained of noxious odors and other adverse effects from the fire.

The LA County Department of Public Health investigated the warehouse on July 15 and identified violations that remained outstanding. Inspectors discovered an accumulation of decaying organic waste, wastewater and food residue in two different freezers, as well as live and dead flies in several areas of the facility. At least 20 fly larvae were on the exterior plastic sheeting along the northern perimeter wall, on the nearby sidewalk and on the street along Union Pacific Avenue.

The county has ordered Lineage to:

- Remove and properly dispose of all fire-damaged food, putrescible waste, and other decomposing organic materials from the property in accordance with all applicable laws and regulations;

As more unmarried couples buy homes, financial conversations are becoming essential

Owning a home is still a big part of the Americandream.

Getting there, however, looks very different from what it did for previous generations. People still buy homes today (sales increased by 3.2% in May 2026, according to the National Association of Realtors), but they face higher hurdles, such as the exorbitant cost of living and soaring housing prices.

One way to overcome these hurdles is to buy a home with a partner. Yet, because younger generations (mainly Millennials and Gen Z) are either putting off marriage or skipping it altogether, homeowners are more likely to be unmarried.

A 2024 Zillow report shows that 63% of buyers share ownership of their home with at least one other person, but only half of them co-buy with a spouse. The rest prefer to share with a romantic partner, friend, or even a relative.

Splitting costs makes financial sense, but co-owners need clear agreements to avoid disputes if the relationship ends. Before signing the paperwork, Underwood Law, legal experts in dividing jointly owned property, recommends having an honest conversation about money, ownership, and what happens if life doesn't go according to plan.

What It Means to Own Property With an Unmarried Partner

When hearing about unmarried couples that buy

homes, the mind immediately goes to romantic partners, but this isn’t always the case.

The main issue is that U.S. property laws treat unmarried individuals as separate legal entities rather than a single, blended financial entity. If two people no longer want to be co-owners, they won’t benefit from the equitable distribution of assets that’s common for married couples.

On the plus side, combining two incomes and credit histories allows co-owners to qualify for a larger mortgage and split the high costs of a down payment, property taxes, and maintenance. Plus, instead of throwing money at rent, they build long-term wealth through home appreciation.

Home co-ownership can also offer tax advantages. For example, one partner may choose to itemize deductions (mortgage interest and property taxes) while the other claims the standard deduction, potentially maximizing the household's overall tax savings.

The Real Estate Hostage Situation

No one likes to imagine a good relationship coming to an end, but life is unpredictable. Romantic partners break up, close friends drift apart, and even family members can have fallingouts.

Being tied to someone through a mortgage after the relationship ends may lead to the discovery that

moving on emotionally is much easier than moving on financially. Things can get complicated if one person wants to sell and the other refuses. Unlike a divorce court, which systematically divides assets, there is no automatic legal mechanism to handle a breakup. Misaligned intentions regarding property decisions can lead to a lengthy, expensive legal battle called a partition lawsuit to force a sale.

This situation can be avoided with a legal agreement between co-owners that outlines what happens if their interests no longer align or if one partner’s circumstances change drastically (loss of income, illness, or death).

But to put together this type of agreement, it’s important to have some honest, albeit uncomfortable, conversations.

Conversations to Have Before Searching For a Home

While it’s not unlikely for unmarried couples to buy homes, having honest, open conversations about finances, decision-making, asset division, and the future in general is still a touchy subject.

Expectations

-What does each person envision this partnership to be?

-What are the goals regarding homeownership?

-What type of property are they hoping to buy, where, and why?

-Is there a preferred location? Do each partner’s expectations align?

-What’s the budget for the down payment and mortgage?

- How will disagreements regarding what to buy, repair, or replace be handled?

These questions will help

gauge desires and expectations as joint homeowners. These will serve as future frameworks for future agreements. Otherwise, this will only be a nice talk, with no power to enforce the terms should push come to shove.

Finances

-Income (present and expected) and debt

-Credit scores (they can impact loan terms or interest rates)

-Savings that can go into the down payment, moving expenses, and closing costs

- Monthly costs (mortgage, insurance, utilities) that each party is comfortable supporting

-Financial goals now and for the future

- How much to contribute monthly to the emergency fund

Who Applies For The Mortgage and Who Holds the Title

Pay attention: A name on the mortgage isn’t the same as ownership. The title determines who the owner is.

The mortgage is a financial contract with a lender. It is a promise to repay a loan. Being on the mortgage means being legally obligated to pay for the house, but it confers zero rights of ownership.

The deed is the physical legal document that transfers ownership, and the title is the legal right to use and own the property. Whoever is named on the deed owns the home.

If one co-owner qualifies for the loan (perhaps due to higher income or stronger credit), but both names are on the deed, that person is legally obligated to repay the full debt. Their partner owns half of the home, with zero loan obligations. That's an imbalanced arrangement.

This distinction matters. Get a lawyer involved if there's any doubt about who's on the mortgage versus the deed.

Open Communication and A Solid Agreement

For many couples, buying a home can be a smart financial decision. Before signing on the dotted line, take the time to have the uncomfortable conversations.

All parties should be on the same page about money, ownership, responsibilities, and what happens if circumstances change.

Just as importantly, don't rely on verbal promises or good intentions alone. A home is one of the largest financial commitments most people will ever make, so it's worth protecting with a written co-ownership agreement drafted by a qualified legal professional.

Setting clear expectations from the start may feel awkward in the moment, but it can save both partners significant stress, expense, and conflict down the road.

Afederal judge has scheduledthe antitrust trial over Paramount Skydance Corp.'s proposed $110 billion merger with Warner Bros. Discovery Inc. for next March.

U.S. District Judge Araceli Martínez-Olguínwrote that the trial will take place from March 2 to March 19 of next year in federal court in Oakland.

The City of Long Beach has launched the Older Adult Shallow Subsidy Program, a new homelessness prevention initiative that will provide rental assistance and housing support to lowincome older adults on fixed incomes. Funded through a $1.8 million investment, the program is expected to serve approximately 150 households and is part of Upstream LB, the city’s coordinated homelessness prevention strategy. City, Caltrans address homeless encampments along freeways

The City of San Bernardino and the California Department of Transportation (Caltrans) have finalized an agreement that authorizes the city to address homeless encampments, litter, debris, and graffiti located along state freeway corridors within its city limits. San

Poll shows support for public lands in new Congressional District 40

Poll results released Monday showed that public lands are very important to voters across the political spectrum in California’s new 40th Congressional District, which includes sections of Orange and Riverside counties.

Poll participants thought public lands were an important issue both in voters’ personal lives and when forming opinions about their representative in Congress, according to the Power in Nature Coalition.

The survey by Alexandria, Virginia-based North Star Opinion Research showed protecting public lands is an important issue for Democratic, Republican and independent voters. Poll takers reported regularly visiting parks and nature preserves while noting concerns about their maintenance and accessibility.

The poll gathered opinions from 400 registered voters in the newly formed 40th District in the foothills of Orange and Riverside counties from eastern Mission Viejo in OC and southern Corona to Murrieta in Riverside County.

“Supporting policies that protect public lands, and opposing policies that harm them, unites Californians across the political spectrum,” Dan Judy, vice president of North Star Opinion Research, said in a statement. “Republicans, Independents and Demo-

crats alike all visit public lands. This survey confirmed that public lands are one of the rare issues bringing Americans together. Public lands are broadly popular: 88% of voters are more favorable to a member of Congress who supports funding to take care of these places.”

The Power in Nature Coalition highlighted these findings:

• 65% of 40th District voters visit public lands at least a few times per year.

• 87% opposed proposals to sell public lands to private interests and cut off use for residents and visitors to the region.

• 80%, including 68% of Republicans and 82% of independents, said it is unwise to reduce funding and staffing for public lands,

• 79% of poll participants, including 70% of Republicans and 80% of independents, said protecting and preserving public lands and access is an important issue for their vote for Congress in the upcoming election in November.

• 88% were more favorable to congressional representative who supports funding to take good care of public lands, including facilities and park rangers.

“Southland residents highly value their public lands as the pressures of urban life and urban infrastructure limit opportunities to enjoy nature,”

Melanie Schlotterbeck, conservation consultant for Hills For Everyone and Power in Nature's Southland regional lead, said in a statement.

“Opportunities for recreation are both limited and prized by recreational enthusiasts. The stunning San Mateo Canyon Wilderness is just one of those locations where visitors can enjoy breathtaking views, see the headwaters of a coastal watershed, and see wildlife like deer, cougars, and grey foxes.”

The 40th District is known for natural beauty and rolling foothills, like those found in San Mateo Canyon Wilderness and Cleveland National Forest’s Trabuco District, which contain the headwaters of Trabuco Creek and a population of Southern steelhead trout, coalition members said. Other significant public spaces are within the Santa Ana Mountains, including Casper’s Wilderness Park and O’Neill Regional Park.

Those parks protect lands via Orange County's park system and provide a home to the state-threatened mountain lion. District 40 also has the Coal Canyon Ecological Preserve and southern portions of Chino Hills State Park, which have the northernmost stand of Tecate cypress trees. The trees are found in only 20 places worldwide, according to the coalition.

“Mountain biking in

Orange County is one of the greatest experiences anyone can have,” David Browning, president of the Orange County Mountain Bike Association, said in a statement. “That’s why members of OCMTBA are passionate about keeping public lands protected and trail systems accessible for everyone to enjoy. We helped fight off Congress’ proposed public lands sell-off last year, opposed the firing of land managers, and we’re still standing up against the rollback of the Roadless Rule and other attempts to take away access to our backcountry.”

This survey was conducted June 16-22. The margin of error for the full sample is plus or minus 4.9%, according to North Star, which is a national public opinion research firm that does surveys and focus groups for associations, nonprofit organizations, corporations and Republican candidates for office at all levels of government.

Sometimes it takes days and even weeks to call an election in the Golden State, mostly because it takes time to count tens of millions of mail-in ballots.

The California Voter Foundation just published a list of ways to speed up the process. Mail-in ballots

arriving on or after Election Day tend to slow down the count considerably, according to the foundation.

Kim Alexander, founder and president of the foundation, said voters can really help out by turning in ballots earlier or voting in person.

"We're hoping voters

Latest UCI poll shows Orange County evenly divided between gubernatorial candidates

Anew poll of Orange Countyvoters released last week by UC Irvine's School of Social Ecology shows residents evenly split between the Democratic and Republican candidates for governor, further emphasizing how purple the county has become politically.

A poll of 809 Orange County voters June 9 through June 12 shows Republican gubernatorial candidate Steve Hilton narrowly leading former Attorney General Xavier Becerra by a 47% to 44% margin with a 4.2% margin of error.

UCI professor Jon B. Gould, dean of the School of Social Ecology, said there has been statewide polling "that gives Becerra a fairly wide margin, which is why results in Orange County are so interesting because it shows what a purple county it is now... It is more moderate conservative than the rest of the state."

In fact, Orange County is unusual nationally as well, Gould said.

Of the 25 largest counties by population in the country, Orange County is one of three that are this evenly split, Gould said.

"What makes it more interesting is where we're seeing different groups going," Gould said. "For example, Latinos traditionally have been a very Democratic group, but over the last two to four years we've seen them split between Democrat and independent."

Asian-Americans in the county have traditionally been "fairly Republican," but now are "polling very much independent or no party preference," Gould said.

Another interesting trend is how younger voters are skewing more progressive, but drifting more toward independent than Democratic voters, Gould said.

"That is a reflection of young people disillusioned by

politicians" no matter their affiliation, Gould said.

A majority of younger voters in Orange County told pollsters they favor socialism over capitalism, and while they are drifting away from the Democratic Party "they cannot stand Trump."

The younger voters are "left of center" as well as "disillusioned with leadership," Gould said.

Housing is a top concern with 61% naming it as one of the most important issues facing the state, according to the poll. That puts it well ahead of homelessness and gas prices at 46%, and government spending at 40%.

The cost of housing tops the list for every group surveyed, Gould said.

"The cost of living broadly defined is the number one issue," Gould said.

President Donald Trump's approval rating among Gen Z voters was at 14% in the poll with 53% of Boomers favoring the president,

according to the poll. But 45% of Gen Z voters say they will definitely cast a ballot in November compared with 87% of Boomers.

Overall, Trump's approval rating was 35%.

Latino voters support Becerra, the Democratic gubernatorial candidate, by 54% to 37% in the poll. AsianAmerican voters back Becerra 50% to 41%.

About half of Latino voters plan to cast a ballot, and 59% of Asian-American voters plan to head to the polls, compared with 82% of white voters, according the poll.

Men back Hilton by 14 points while women support Becerra by eight points.

The poll also showed that voters think the country is going in the wrong direction. The numbers have

remained the same over the past few years with 65% saying the U.S. was on the wrong track in 2023, 61% in 2024, and 62% in March and 66% according to the survey released last week.

Fifty-eight percent of the respondents said the state is on the wrong path.

As for Orange County, 42% say it is on the right path.
