n California we’ve seen fires but alas very little rain, to paraphrase James Taylor’s 1970 folk-rock song. In fact, we’ve seen the level of water in our reservoirs, lakes and dams fall to dangerous levels each year and our wildland fires have been of “biblical proportions.” With California facing the inaugural heatwave of the season this week, authorities in the greater Los Angeles area are in full preparation mode in case of area wildfires. The increased heat we are now experiencing, drought, and megafires are all linked to climate change. Declining water supply, reduced agricultural yields, health impacts in cities due to heat, and flooding and erosion in coastal areas are additional concerns,

scientists have been telling us for years. Each year, it seems, we get less rain and the catastrophic California wildfires grow not only in acreage but also in intensity and unpredictability. With climate change, the odds of worsening drought, especially in the U.S. Southwest, are increasing in the decades ahead, according to the Center for Climate and Energy Solutions. “Warmer temperatures can enhance evaporation from soil, making periods with low precipitation drier [than] they would be in cooler conditions. Droughts can persist through a ‘positive feedback,’ where very dry soils and diminished plant cover can further suppress rainfall in an already dry area. A changing climate can also alter atmospheric rivers (narrow streams of moisture transported in the atmosphere), which

can especially disrupt precipitation patterns in the Western United States. A combination of shifting atmospheric rivers and warmer temperatures can also affect Western snowpack and melt, potentially decimating the water supply,” explain scientists at the Center for Climate and Energy Solutions. As of Tuesday, Lake Oroville — an important reservoir that helps water crops — was at 35% capacity, 43% of the historical average for the same date. Jay Lund, co-director of the Center for Watershed Sciences at the University of California-Davis, told ABC News that California’s reservoirs are 50% lower than they should be this time of year. 11th horse euthanized at Santa Anita since late December By City News Service

A

4-year-old filly was euthanized after fracturing her left front ankle in Sunday’s first race at Santa Anita Park, the 11th horse to die from a racing or training injury during the Arcadia track’s winter/spring meeting. Pushing Sixty was transported for diagnostic examination. Because of the severity of the injury, the attending veterinarian recommended Pushing Sixty be euthanized, according to Santa Anita. Pushing Sixty led most of the mile starter allowance race on the turf course and was injured soon after reaching the quarter pole. Pushing Sixty won for the second time in her previous start, a starter optional claiming race May 7 at Santa Anita. Pushing Sixty’s other victory came in a maiden special weight race at Del Mar

conditions. Last month, Gov. Gavin Newsom declared a drought emergency in 41 of the state’s 58 counties. Warm temperatures in April and May accelerated the rate of snow melt which meant that much of the snowpack seeped into the earth rather than flowing into reservoirs. “Warming temperatures also prompted water diverters below the dams to withdraw their water much earlier and in greater volumes than typical even in other recent critically dry years,” according to a news release at the time. “These factors reduced expected water supplies by more than 500,000 acre feet, enough to supply up to one million households with water for a year.” Most of Los Angeles County is already experiencing “extreme” drought conditions, according to the U.S. Drought Monitor. Orange County is currently

under “severe” drought conditions. Riverside and San Bernardino counties are experiencing a mix of “severe,” “extreme,” and “exceptional” drought conditions. California just experienced the third driest year on record which left behind a lot of dry vegetation which serves as an accelerant for wildfires. “We’re paying the price for that decade-long drought we had over the last 15 years or so,” according to Cal Fire Battalion Chief Jon Heggie told ABC News. “When you have that extended period of drought a lot of vegetation died. And once it's dead, it never comes back, and that vegetation still exists throughout California.” Heggie, a specialist in how fire behaves, said the number of fires the state has season so far this year “is a huge increase compared to where we were last year, and as we know, last year was a very

devastating fire season.” He warns that the state is shaping up to “have a very busy fire season.” That is perhaps an understatement. As of June 15, Cal Fire had reported 3,432 incidents this year, burning over 19,000 acres. By June 1, Cal Fire saw more than four times the acres burned than they saw by the same time last year. Joshua Tree National Park managers last week closed the 49 Palms Trail to allow bighorn sheep undisturbed access to surface water. The park is under extreme drought conditions and herds in the area are increasingly reliant on the oasis spring to survive the hot summer months. The closure will remain in place until “summer monsoons” provide adequate rainfall to increase water availability. Park wildlife biologists will be monitoring the situation closely, according to a press release dated June 11, 2021.

new public art recognition honoring one of Monrovia's historic figures will soon be unveiled after the council gave the “all clear for take-off” recently. Leroy Criss’ “Neighborhood Treasure” is the latest in a series of such recognition in the city of Monrovia. Criss took flying lessons at Monrovia Airport which served him well when World War II was declared. Criss, aka “Buster,” went to Monrovia Arcadia Duarte High School and entered the military on Dec. 6, 1943. First assigned to Biloxi, Miss. for basic training, he was soon transferred to Tuskegee Army Air Base for aviation cadet training. The Tuskegee Airmen were the first African American military aviators in the U.S. and were subjected to discrimination, both within and outside the army. The military was still segregated, and Black Americans had to contend with Jim Crow laws at home. It was at this time that “The Tuskegee Experiment” came into effect and shocked the world. Based in Tuskegee, Ala., because of its mild weather, the facility trained 966 African Americans for aerial combat. According to The National WWII Museum, “The Tuskegee Airmen flew more than 15,000 sorties between May 1943 and June 1945. Bomber crews often requested to be escorted by these ‘Red Tails,’ a nicknamed acquired from the painted tails of Tuskegee fighter planes, which were a distinctive deep red. Sixtysix Tuskegee Airmen died in combat. They had one of the lowest loss records of any escort fighter group.” The airmen earned eight Purple Hearts, 14 Bronze Stars, three Distinguished Unit Citations, and 96 Distinguished Flying

Crosses. Criss was not only one of the original Tuskegee Airmen pilots; he also spent 37 years as a high school teacher. However, he was not allowed to teach in Monrovia because he was black and racist laws at the time forbade it. Criss met racism head-on and created a nonprofit organization that sponsored camps for low-income children in the Monrovia-Duarte area. Mayor Tom Adams, who also sits on the Art in Public Places Committee, called Criss’ inclusion as a Neighborhood Treasure exciting and “a long time coming.” Ralph Walker, KGEM host, couldn’t agree more and has been fighting for the recognition of Black Americans who were instrumental in progress in Monrovia’s early days. “Leroy ‘Buster’ Criss, the Tuskegee Airman, has finally

been recognized by the City of Monrovia and Monrovia High School — the latter which once rejected him for employment,” Walker stated. Walker had several in-depth interviews with Criss’ family members in recent years and was one of the community members who commanded the lead on getting the airman recognized. The Neighborhood Treasures plaque is not the first memorial to Criss in Monrovia. A group of former students led

an effort to install a plaque on the campus of Monrovia High School last May commemorating the former alumnus’ life and achievements. ARCADIA June 6 At 7:58 a.m., officers responded to Bargain Box Thrift Shop, located at 64 E. Live Oak Ave., regarding an alarm activation. Surveillance footage revealed the suspect forced open the front door, ransacked the business, was able to drag the safe into the parking lot, but fled without being able to open the safe. It is unknown if the suspect fled with any additional property. The suspect is described as a Hispanic male, between the ages of 30 and 40-years-old, with an average build, short, dark-colored hair, and was seen wearing darkcolored clothing. At 3:58 p.m., an officer responded to the 2200 block of El Monte Avenue regarding a vandalism report. The victim stated that sometime between 1:30 and 3:30 p.m. on June 6, someone smashed the driver’s side rear window of his vehicle for no apparent reason. June 7 At 8:32 a.m., an officer responded the 100 block of Santa Ynez Road regarding an incident of forgery. The victim stated he mailed a check and after checking his bank account days later, he discovered someone had altered the “pay to” name and amount. At 9:39 a.m., an officer responded to a residence in the 1800 block of Wilson Avenue regarding a burglary report. An investigation revealed unknown suspect(s) broke a second story window to enter the home, and once inside, they ransacked the master bedroom, pried open two safes, and fled with a watch. The suspects fled through the back door. June 8 At 8:43 a.m., an officer responded to the 200 block of Eighth Avenue regarding a theft from vehicle

BLOTTERS report. Surveillance footage captured a Hispanic male, between the ages of 25 and 30 years old, opening the victim’s unlocked car door and fleeing with cash. The suspect fled in a red Saturn Vue. At 10:56 a.m., an officer responded to the 800 block of Kaitlyn Place regarding a grand theft report. Surveillance footage revealed two male suspects exited a silver Infiniti sedan and stole gardening equipment from the victim’s truck. A third suspect remained inside the suspect’s vehicle. A similar incident, involving the same vehicle, occurred moments later in the 1200 block of Magnolia Court. June 9 At 9:14 a.m., an officer responded to Ironmaya Pet Grooming, located at 1314 S. Baldwin Ave., regarding a commercial burglary report. An investigation revealed an unidentified suspect forcibly removed the door lock and ransacked the business. The suspect fled with cash and grooming tools. At 11:50 a.m., an officer responded to Motel 6, located at 225 W. Colorado Place, regarding a stolen vehicle report. Sometime during the previous night, unknown suspect(s) stole the victim’s 2015 Kia Sorrento containing various tools and a hydraulic jack.

MONROVIA June 3 At 3:51 p.m., a female subject called police to report she was having child custody exchange issues with her ex-boyfriend, involving their son, in the 100 block of North Norumbega. The female subject’s father was eventually able to leave the location with the child, but the ex-boyfriend began chasing him in a vehicle. The ex-boyfriend intentionally drove his vehicle in front of the father's vehicle multiple times, in an attempt to stop the

NEWS vehicle. At one point the father had to abruptly stop to avoid a collision. The father and the ex-boyfriend eventually drove to the Monrovia Police Department. After investigation was conducted, the ex-boyfriend was arrested for child endangerment. At 7:59 p.m., an officer on patrol in the 500 block of Bradbury stopped a vehicle for a traffic violation. During the investigation, the officer discovered the driver was driving with a suspended license and was in possession of a controlled substance and drug paraphernalia. The suspect was arrested. June 4 At 12:27 a.m., officers were dispatched to the 500 block of West Lime regarding an attempted grand theft. The resident heard a sawing sound outside his residence. When he went outside, he saw a subject flee the location in a blue van. He investigated further and discovered the subject had tried to remove the catalytic converter from his vehicle but was unsuccessful. The investigation is continuing. At 10 a.m., an attempt burglary was reported at a business in the 500 block of South Myrtle. Unknown suspects attempted to break into the business sometime overnight. An officer responded to investigate and found pry marks on the door. The suspects did not gain entry. Investigation continuing. Between 10 a.m. and 5 p.m., police received three separate reports of stolen catalytic converters. The incidents occurred in the 300 block of West Walnut, the 100 block of North Magnolia, and the 500 block of East Walnut. All three incidents occurred sometime overnight, and all three of the vehicles involved were Honda Accords. The investigations are continuing. At 11:24 a.m., a vehicle was reported stolen from the 500 block of West Foothill. The victim reported his silver, 1999 BMW was stolen sometime during the night. An area search was conducted, but the vehicle was not located. The investigation is continuing.

Fire departments in LA and Orange counties get additional helicopters By City News Service

180-day program providing additional firefighting helicopters to departments in Los Angeles, Orange and Ventura counties began Tuesday. The Quick Reaction Force program includes two Boeing Chinook CH-47 helitankers, one based at Van Nuys Air Tanker Base and the other at the Joint Forces Training Base Los Alamitos, and a Sikorsky S-61 helitanker, based in Ventura County. The CH-47s are considered the world’s largest fire suppression, retardant-dropping helicopters with the capacity to carry 3,000 gallons. Unlike other firefighting helicopters, they have the ability to fly at night. “That’s a lot of firefighting power, if you will, when you can drop 3,000 gallons of water onto a brush fire. It’s an important tool,” Orange County Fire Authority Capt. Thanh Nguyen told City News Service. “We’re grateful that we will be able to use it. It’s impressive.” The program is being financed with nearly $18 million from Southern California Edison. Millions of residents in Los Angeles, Orange and Ventura counties are among the most vulnerable living within wildfireprone areas, fire experts said.

our Los Angeles County residents and one Riverside County resident were among the 10 winners chosen Tuesday to receive $1.5 million each as the grand prizes in the state's "Vax for the Win" COVID19 vaccination incentive program. None of the winners were publicly identified due to privacy concerns. The state announced only the counties in which the winners reside. The additional winners are from Marin, Santa Barbara, Sacramento, Stanislaus and Ventura counties. Tuesday's giveaway -held in conjunction with the statewide lifting of most COVID-19 restrictions -- came on the heels

of two previous drawings in which 30 people were chosen to receive $50,000 each. Everyone in the state who was at least partially vaccinated was eligible for prizes in the $116.5 million "Vax for the Win" incentive program. But winners must complete the two-dose regimen to actually receive the prize money. According to Gov. Gavin Newsom, who oversaw Tuesday's drawing from Universal Studios Hollywood, there were roughly 22 million people eligible for the prizes. He said 72% of state residents aged 18 and over had received at least one dose of vaccine. For the drawings, the pool of eligible residents was randomly narrowed to 200, then winnowed to 50. To pick the winners, 50 numbered balls were

Arcadia leaders respond to far-right newspaper’s claim that city’s economy is deteriorating Terry MILLER tmiller@beaconmedianews.com

I

n recent weeks, there has been a salvo of print publicity and a groundswell of rhetoric on social media regarding the homeless situation in Arcadia. In a June 6 article, the far-right international, multi-language newspaper The Epoch Times said the concern over tiny shelters, and other services to help the unhoused population in Arcadia, “would increase the city’s homeless population, lead to unsafe neighborhoods, and add to the already existing deterioration in the city’s economy. Residents expect this to have a devastating effect on property values over the long term.” The city had proposed a pilot project that would house some of the city’s 106 unhoused residents but that was knocked out consideration after protesters organized rallies outside councilmembers’ homes for two weekends in a row, saying that Arcadia is no longer safe for their children. Uncorroborated claims that homeless individuals in Arcadia are raping women, openly using methamphetamine and committing other crimes have flooded social media like a tidal wave. We asked Arcadia’s city manager to address recent

negative comments about the city’s economic outlook. “The economy in Arcadia was strong prior to the pandemic and all signs point to a robust and swift recovery with the easing of COVID restrictions. For instance, this week Arcadia is welcoming the Le Meridien, which is destined be the premiere hotel in the San Gabriel Valley. We have also seen a steady and significant reduction in crime over the past few years,” said City Manager Dominic Lazzaretto. “Homelessness, if left unchecked, can absolutely have negative effects on a community. It's not good for the people living on the streets, and it's not good for the community. For these reasons, the City Council and staff have been exploring ways to reduce the number of homeless in Arcadia before we see the impacts so many other cities have seen. I believe that over the next few months, with significant input from the community, we will develop a suite of programs and approaches to address the problem of homelessness in the City in a way we can all be proud of.” Some residents opposing the tiny home project demanded that organizations like Foothill Unity Center stop helping homeless individuals. The Los Angele Times

also covered the story. Saying that the tiny homes project divided the affluent city, reporter Andrew J. Campa spoke to Sumie Okazaki, a New York University professor of applied psychology, on the generational rift between older Asian residents who generally oppose the tiny home project and younger Asian teens who generally support it. “Older Asian immigrants and Asian Americans often believe in an idealized meritocracy and see their hard work and struggles as a pathway to success, Okazaki said. According to that worldview, homeless people are ‘not living up to their abilities.’ “On the other hand, younger Asian Americans are more likely to believe that there are certain factors, such as racism and inequitable power structures, that can lead to homelessness, Okazaki said.” Furthermore, although protest organizers claim that unhoused residents don’t want to stay in tiny homes, two unhoused Arcadia residents told the LA Times they wouldn’t mind living in a tiny home. “If I had a chance to live in a tiny home, I would do it,” 64-year-old Benny Lozano who was forced out of the labor force by crippling arthritis told Campa. “It’s better than sleeping on

the floor.” Following the LA Times story, a radio interview aired on KFI which blasted the city for considering the tiny homes project. “I look for research, studies and data when tackling an issue, not fearmongering speculation,” Councilwoman April Verlato told Beacon Media. “There is a huge difference between opinions based on fact and opinion based on misinformation and fear. I respect one’s right to their opinion, but I’m not persuaded by opinion based on fiction. “When looking at the facts posted on the City of Arcadia’s website, most crime has gone down over the last four years, yet the population of people living on the streets of Arcadia has increased from 15 to 106 in the same time period. Starting with facts and data, one can conclude that because crime did not

increase at the same rate during the same period of time in Arcadia, there is no correlation between crime and homelessness.” Verlato continued, “This doesn’t mean I don’t think homeless encampments are not unsafe (sorry for the double negative). I believe encampments are unsafe because they lead to other deleterious effects on the community that are not criminal in nature. Such effects that I have observed would be urinating and defecating on our streets and sidewalks. Rat infestations leading to flea borne diseases from food trash left in the wash. Improperly lit fires, not in a cleared and maintained campsite, which can lead to injury of campers and neighboring properties. “Providing shelter to people living on the streets of Arcadia should not be confused with the deleterious effects of encampments.

Shelters provide a safe, clean environment for people to sleep, eat and use the restroom. This enhances the safety, health and hygiene of the entire neighborhood for both the housed and unhoused.” Meanwhile, home prices in Southern California rose considerably from the previous year. The median price of an existing, singlefamily detached home in the Los Angeles area rose to $725,000 in April, an increase of $45,000 from a March and an increase of $175,000 from the previous year. “Not only do skyrocketing home prices threaten already-low homeownership levels and make it harder for those who don’t already have a home to purchase one, it also brings to question the sustainability of this market cycle,” California Association of Realtors Vice President and chief economist Jordan Levine said.

n case you didn’t notice, Warhammers opened this weekend at 418 S. Myrtle Ave. People came out in droves, lining up in the heat for blocks. I don’t think I have ever seen so many people in Monrovia, aside from the 4th of July or A Taste of Old Town. For those of you that are not familiar with Warhammer, it’s a tabletop battle game with humans, elves, monsters and more. It’s a game that draws in both children and adults. Don’t be surprised if you see people dressed to impress. Cosplay has come to Old Town! I love all of our shops, businesses and restaurants, but I am super happy to have this very new and very unique addition. I wish them so much success! Soon to open at 401 S. Myrtle is Açai Bar (pronounced aa•saw•ee). The owner, Peter, is super nice. He, his staff and store are going to fit in beautifully! They have another location on North Hill, in Pasadena. You can choose from their handcrafted açai bowls, oatmeal, freshly made

smoothies, organic teas or their bulletproof coffee. You can even add a shot of pure CBD to your coffee for an extra boost of energy. Açai Bar will have free Wi-Fi for those getting a jumpstart on work or you can order online and skip the line altogether. tablished in City’s initial Notice to Proceed (“Contract Time”). Contract time shall be stopped on Saturday December 19, 2022 and commence after Tuesday, January 4, 2022. No site work shall be performed between December 20, 2021 and January 3, 2022 at any location due to citywide construction moratorium. There is no working day on the City’s Holiday such as Labor’s, Veteran’s, Thanksgiving and the day after, and Christmas. The La Pintoresca Library will be closed for the course of construction from October 18 thru November 22, 2021. It is imperative that the awarded contractor shall mobilize and demobilize between October 18 and November 22, 2021, respectively. The La Pintoresca Library will be re-opened for City staff starting November 23, 2021. 7. Liquidated Delay Damages: If the selected Contractor fails to achieve Substantial Completion of the Work called for in the Contract Documents within the Contract Time, liquidated delay damages in the amount of $2,000.00 per day will be assessed as provided in Section 4.5 of the Agreement between City and Contractor. 8. Withdrawal of Bids: Bids shall remain open and valid for one hundred twenty (120) days after the Bid Deadline. 9. Acceptance and Rejection of Bids: City reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the bidding. 10. Contract Award: Award will be made to the responsive and responsible Bidder submitting the lowest Bid Price; however, if Alternate Bid items are included in the Bid Form, the lowest Bid will be determined in accordance with Paragraph 3 of the Instructions to Bidders, Alternate Bid Items. 11. Electronic Bid Security: Bidders must provide all required information for the city to verify the bond with their bid (PDF file). The bond must meet the following requirements and characteristics: Bid security in the amount of five percent (5%) of the total bid price in the form of a redeemable or callable electronic surety bond, meeting City requirements, must accompany all bids. Seq.), the City’s Living Wage Ordinance (Chapter 4.11 of the Pasadena Municipal Code) and the rules and regulations promulgated thereunder. 16. Prevailing Wages: This Project is subject to the provisions of Labor Code Section 1720 et seq., and the requirements of Title 8 of the California Code of Regulations Section 16000 et seq., which govern the payment of prevailing wages on public works projects. The Director of the Department of Industrial Relations, State of California (DIR) pursuant to the California Labor Code, has determined the general prevailing rates of wages in the locality in which the Work is to be performed. Copies of these determinations are maintained at the City’s Public Works Department office, are available during City’s normal business hours and are also available on the Internet at the Department of Industrial Relations website: http:// www.dir.ca.gov/dlsr/DPreWageDetermination.htm. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Neighborhood Friendly: Local businesses, government facilities, and residents who are subject to potential impacts from the Project surround the Project site. The Contractor and Subcontractors on the job will be required to take all reasonable steps necessary to avoid inconvenience and disruptions to the Project site's neighbors. The Pasadena City Noise Ordinance will be strictly enforced, and traffic impact mitigation plans may be required in connection with hauling, cranes, and other activities that have the potential to excessively disrupt traffic flows. 20. Performance and Payment Bonds: The selected Contractor shall furnish to the City within fifteen (15) calendar days after award and tender of a contract, a Faithful Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract Sum, and in conformance with the requirements of the Contract Documents. Third-Party Project Manager: The City may utilize City-staff to provide project management services or, in its discretion, may retain a third-party construction manager to assist with the administration, development, and management of the Project. 22.
