LA County may help pay off rent balances for low-income tenants

he Los Angeles County Board of Supervisors unanimously voted Tuesday to look at ways to help pay off rent balances accumulated during the pandemic by low-income tenants. Supervisor Hilda Solis said the county needs to step in to avoid a larger crisis for those tenants as well as small landlords. “There are many households that have been left in financial despair with high levels of rental debt,” Solis said. “According to some estimates, tenants in L.A. County owe nearly $1 billion. Unless we resolve the debt and help tenants get back on their feet, the same communities that have been the hardest-hit by the pandemic may be held back by debt for years to come. And we may see more families spiraling into homelessness.” A state rent moratorium will expire at the end of this month. Solis said the county has handed out nearly a quarter of a billion dollars in rent relief, targeting the hardest-hit communities. But in some cases, landlords refused to accept the conditions tied to rental assistance. Senate Bill 91, enacted in January, offers land-

lords 80% of the face value of COVID-19 rental debt accrued between April 1, 2020, and March 31. If landlords refuse, tenants can still receive 25% assistance, but the balance remains subject to collection. Tenants and tenant advocates say applying for relief can be daunting, involving forms that take hours to complete. Carmina Calderon, an organizer with Community Power Collective, said that an estimated 218,000 county households are behind on rent, with an average rent debt of $7,000. “L.A. County cannot afford to wait on the state,” Calderon said. “Our communities can no longer wait. We need to take unprecedented action.” Solis cited studies finding that landlords are unlikely to recover 100% of what they are owed from low-income tenants and called for county staffers to estimate the fair market value of unpaid rent bills. “We urgently need to come up with out-of-thebox strategic solutions to stretch the federal rental assistance funding as far as possible to resolve COVID-19 rental debt and provide forward-looking assistance to advance racial justice and equity while helping those that need it the most,” Solis said during a Monday news briefing

when she previewed the motion. Supervisor Holly Mitchell agreed. “This is our time and our opportunity to push the envelope and to use these public resources for true public good,” Mitchell said. The latest federal funding for coronavirus relief earmarks about $211 million for rental assistance to be paid directly to Los Angeles County. California will also receive additional federal rental assistance for distribution to local governments. Supervisor Sheila Kuehl said she fully supported the motion and learning more, though she’s not certain she would ultimately support the county buying up outstanding rent balances as a way to solve the problem. “Despite the hardships of COVID, most renters have continued to pay some or all of their rent,” Kuehl said. “But we know that everybody who owes this back rent is going to have a really hard time catching up.” The motion directs county lawyers to work with the CEO and various departments and report back in 45 days on the total need, the fair value of outstanding rent debt, all legal options available to the county and a broad range of possible funding sources.

ate last month there was a fire at Second Avenue and Colorado Boulevard where several unhoused men and women were camping. One of the campers was cooking and it caught a tent on fire. Everyone voluntarily cleared out after that, according to Arcadia Councilwoman April Verlato. City Manager Dominic Lazzaretto told Beacon Media: "The unfortunate reality is that there just aren't that many options for the folks affected by the fire. Shelter space is extremely limited throughout the San Gabriel Valley. For the most part the unhoused have simply relocated to other parts of the city

while we seek housing alternatives for them. Our Housing Navigators were working with the people at the encampment prior to the fire and will continue to try to match them to the specific services they need. In the meantime, their only real option is to remain on our streets." Prior to the fire, a small but vocal group of predominantly Asian Americans expressed opposition to the city’s plan to house some individuals in a tiny shelter project. Chanting “No tiny homes” and carrying signs that depicted the homeless as a danger to the city’s children, this Facebook group went to councilmembers’ homes to voice their objections to unhoused people in Arcadia. Some in the group went so far as to demand that Foothill Unity Center

reduce or stop services that help the homeless in the immediate area. The City Council recently tabled the idea for the so-called “tiny homes” project. However, as Verlato succinctly put it: “The seed has been sewn…” for constructive dialog to deal with what is a critical issue facing the nation. We asked Verlato about the latest test for the homeless at Second and Colorado. “The real story is that one of the campers was a victim of domestic violence with a 13-yearold daughter who was trying to stay in the area until school was done. All that was available to her was shelter in downtown LA, but she wanted to stay in the area because her daughter was in a local school. I heard from

someone in the camp that after the fire, she ended up taking shelter in DTLA and her daughter was unable to finish out the school year,” Verlato shared. “The San Gabriel Valley has over 5,000 homeless individuals but only 320 shelter beds (between Pomona and Pasadena). The mother of domestic violence was from Monrovia. Where do we expect her to go when she has to flee a violent, abusive boyfriend, but she has no money?” Councilman Tom Beck pointed out that “The area [Second Avenue and Colorado Boulevard] is part of our no-camping redline [no camping under freeways and underpasses].” But since there was a fire “in an emergency action the belongings had to be moved without the normal written warning.”

ARCADIA May 30 At 4:45 p.m., an officer responded to Bank of America, located at 1234 S. Baldwin Ave., regarding a fraud report. The officer discovered someone installed a credit card scanning device on one of the bank’s ATM machines. A similar incident was reported a week prior. At 9:30 p.m., an officer responded to the 500 block of West Huntington Drive regarding a grand theft report. An investigation revealed the victim interrupted the suspect as he was trying to steal the wheels from the victim’s vehicle. The suspect is described as a Hispanic male, 24 to 26 years old, who was seen wearing a black hooded sweatshirt, black hat, and a black neck gator-type mask covering his face. The suspect fled in a red, older model, Dodge Ram truck. May 31 At 7:59 a.m., officers responded to a residence in the 500 block of Alster Avenue regarding a possible residential burglary. The officer determined an unknown suspect attempted to enter the home but was unsuccessful and left empty-handed. At 2:30 p.m., an officer responded to the 400 block of East Santa Clara Street regarding a vandalism report. Sometime between Sunday, May 30 at 2 p.m. and Monday, May 31 at 2:30 p.m., an unknown suspect entered the victim’s locked vehicle by unknown means, cut into the driver’s seat upholstery, and cut a cable in the trunk for no apparent reason. At 4:54 p.m., an officer responded to 24 Hour Fitness, located at 125 N First Ave., regarding a burglary report. The victim discovered someone cut the lock to his locker and fled with the

BLOTTERS victim’s cash. The incident occurred sometime between 3 and 4:20 p.m. on May 31. June 1 At 3:07 a.m., officers responded to the 600 block of South Baldwin Avenue regarding a fire. An investigation by the Arcadia Fire Arson revealed it was an arson. The fire was extinguished, and the investigation is ongoing. June 2 At 6:29 a.m., an officer responded to Coco’s Restaurant, located at 1150 W. Colorado Blvd., regarding a vandalism report. The officer determined someone shattered one of the business windows for no apparent reason. They did not enter the business and no loss was reported. At 9:33 a.m., an officer responded to Lily’s Lashes, located at 663 Fairview Ave., regarding a burglary report. Sometime between June 1 at 5 p.m. and June 2 at 9 a.m., someone shattered the rear glass door and stole a cellphone from the front counter. At 5:12 p.m., an officer responded to a residence in the 800 block of Arcadia Avenue regarding a package theft. Surveillance footage revealed a heavy-set Hispanic male in his early 30s and a thin Hispanic female in her late 20s stole the victim’s package. They fled on foot.

MONROVIA May 27 At 4:20 p.m., an employee from a business in the 400 block of East Huntington called police to report the business was the victim of fraud. Their accountant received an email that appeared to be from the owner of the company. The email instructed the accountant to transfer

NEWS a large sum of money to a specific bank account. The accountant didn't notice anything suspicious about the email, so she transferred the money. The owner became aware of the transfer and immediately called the police. An officer took a police report and encouraged the owner to also file a complaint with the FBI. This investigation is continuing. At 11:39 p.m., an officer was patrolling the intersection of Huntington and Ivy when he saw a male subject walking down the street, looking into vehicles. The officer contacted the subject, and the investigation revealed he was in possession of drug paraphernalia. He was arrested. May 28 At 11:03 a.m., a resident in the 700 block of Oceanview called police to report his landlord violated a civil harassment order. The officer spoke with both parties involved and completed a report. The report will be forwarded to the District Attorney’s Office for filing consideration. At 1:28 p.m., police dispatch received a call reporting a male subject who hit a female subject near the intersection of Huntington and Shamrock. Officers arrived and detained the subjects involved. It was determined that the male subject was in violation of a domestic violence court order, and he was arrested. May 29 At 12:38 a.m., an officer was patrolling the intersection of Myrtle and Lemon when he noticed a male subject lying on the ground with an open alcoholic beverage sitting nextto him. Officers approached the subject and found he was passed out. The subject slowly woke up and officers determined he was too intoxicated to care for his own safety. He was placed under arrest for public intoxication but became combative when officers attempted to place handcuffs on him. He was taken into custody and held for a sobering period.

"Yesterday, Sheriff Alex Villanueva began solving the homeless problem on the Venice Boardwalk, while simultaneously conducting the largest illegal drug bust operation in the history of the department," Capt. John Satterfield, a spokesman for the Sheriff's Department, said. "Violent crime rates have nearly doubled, yet for some strange reason the radical left activist crowd has decided defunding the police is a good move. "The LACDP calling for the sheriff's resignation is part of this radical agenda, evidence they have been hijacked by the far left, and a distraction. The sheriff will continue to remain focused

on public safety, creating solutions and serving our communities." The Los Angeles County Democratic Party Central Committee voted Tuesday night to call for Villanueva to resign, saying he has failed to rein in "long-standing problems within his department." The vote came 10 days before the first anniversary of the fatal shooting of 18-year-old Andres Guardado by a sheriff's deputy in an unincorporated area near Gardena. "Accountability has long been one of the foundations of democracy," Los Angeles County Democratic Party Chair Mark Gonzalez said Tuesday. ``As voters, we have an obligation to hold our leaders accountable for their actions, and as the Democratic Party, a responsibility to ensure that our elected officials are upholding our ideals and principles. ``Wednesday evening, marking the one-year anniversary of the murder of Andres Guardado, Los

Angeles Democrats stand in solidarity with the Guardado family, recognizing the systematic brutality of law enforcement that has continued to shake our county. Leadership and accountability starts at the top, and while strides have been made to reform police culture in Los Angeles, it's simply not enough. ``Sheriff Villanueva has had multiple opportunities since his election to rein in long-standing problems within his department, which is why Wednesday evening, Los Angeles Democrats are holding him accountable and calling for his resignation. ``A failure to lead in Los Angeles is a failure to serve Los Angeles. A former Orange County chiropractor was found guilty by a jury Tuesday of federal criminal charges accusing her of defrauding health insurers by fraudulently submitting and causing to be billed $2.2 million in billings for chiropractic services never provided, bogus medical diagnoses, office visits that never occurred, and medical devices falsely prescribed. Susan H. Poon, 56, of Dana Point, was found guilty of five counts of health care fraud, three counts of making false statements relating to health care matters, and one count of aggravated identity theft in the first criminal jury trial to occur in the Central District of California since March 2020. A triple-digit heat wave is expected to hit the Inland Empire next week, according to the National Weather Service. Some COVID restrictions will remain in place after June 15 in LA County By City News Service

hile the bulk of COVID-19 restrictions will be lifted on June 15, Los Angeles County's public health director warned that rules requiring masking and physical distancing will remain in place in some settings -- most notably in schools, on public transit and in health-care facilities. "There are a few sectors where masking and distancing protections will be retained given the high risk of either unknown vaccination status, large number of people who are not vaccinated or the fact that they are, by their very nature, high-risk settings," Barbara Ferrer told the county Board of Supervisors on Tuesday. "These sites include schools, child-care facilities, camps, health- care facilities,

high-risk congregate settings, indoor `mega events' and public transit," she said. "For all other sectors, public health will be retiring our protocols and issuing instead best-practice guidance." She noted that state health officials have not yet released the rules California as a whole will be following in terms of mask-wearing beginning June 15. But the state has indicated it will follow guidance from the U.S. Centers for Disease Control and Prevention, which in general allows vaccinated people to shed their masks in most settings, but requires those who are not vaccinated to continue wearing them. Additional rules are also expected in worksites, pending a final decision on rules that were adopted last week by the board of the California Division of Occupational Safety and Health, or Cal-OSHA.

In general, those rules will require all workers in indoor settings to continue wearing masks regardless of vaccination status, unless one person is working alone in a room or if all people in a room are fully vaccinated and not showing any symptoms of COVID-19. Physical distancing rules can be scrapped indoors and outdoors if employers make N-95 respirator masks available to non-vaccinated workers. Cal-OSHA's proposed rules also won't require masks for workers in outdoor settings, except at outdoor "mega events" with 10,000 or more people. At those events, workers would have to wear face masks regardless of their vaccination status. Ferrer presented the Board of Supervisors with COVID-19 statistics from five states that eased their maskwearing rules when the CDC

announced its new guidance last month. All five of those states -- Illinois, Michigan, New Mexico, New York and Washington -- have vaccination rates above 57%, roughly the same as Los Angeles County, and all have continued to see declining case rates, Ferrer said. "This is promising news, and we're hopeful that with our continued effort to vaccinate L.A. County residents, we'll also be able to maintain our low case rate once we move into a full reopening," she said. The county's vaccination efforts are shifting more toward mobile and community sites, rather than largescale vaccine locations. The county will have 237 mobile vaccination teams fanned across the area this week, the most in a single week to date. According to statistics

released Monday, 65% of the county's population age 16 and over have received at least one dose of COVID-19 vaccine, while 54% -- or roughly 4.5 million people -- are fully vaccinated. But lagging rates among young Black and Latino residents continue to vex the effort, and Ferrer said efforts in the coming weeks will focus on ensuring easy access to vaccines and answering questions for people who remain uncertain about getting vaccinated. "As we have witnessed before, Black and Brown residents, as our essential workers, bore the brunt of this pandemic, especially during our surge," Ferrer said. "If we are not able to afford them more protection by the vaccines, with the lifting of the public health safety measures, they again will have the highest risk of getting infected, being hospitalized and dying from this virus." The county on Monday began phasing out its largescale vaccination sites. The large site at Cal State Northridge closed at the end of the day, with operations shifting to the Balboa Sports Complex in Encino. The other large-scale sites run by the county -- at the Forum in Inglewood, the Pomona Fairplex and the county Office of Education in Downey -- will close at the end of the day Sunday. Beginning next Tuesday, smaller sites will be opened at: Ted Watkins Memorial Park, 1335 E. 103rd St., Los Angeles; Commerce Senior Citizens Center, 2555 Commerce Way; and Norwalk Arts & Sports

Ferrer reported another 13 COVID-19 deaths on Tuesday, lifting the county's overall death toll to 24,404. According to state figures, there were 243 people hospitalized due to COVID-19 in the county as of Tuesday, up from 232 on Monday, with 40 people in intensive care, up from 37 a day earlier. Until this Thursday, anyone who gets a firstdose vaccine at a county- or city-run vaccination site, or at a St. John's Well Child and Family Center site, will be entered for a chance to win season tickets to the Dodgers or Los Angeles Football Club. The contest is open to anyone receiving a first dose, or people receiving a second dose who bring another person with them to be vaccinated. The state of California, meanwhile, is offering financial motivation to encourage people to get vaccinated. Last Friday, the state held the first of two planned drawings, awarding $50,000 in cash to 15 people who have been vaccinated. A second drawing will be held this Friday, to pick another 15 winners. On June 15, the date the state is scheduled to lift the majority of its COVID-19 restrictions, the state will draw the names of 10 vaccinated residents, each of whom will receive $1.5 million.

"The former Amoeba Music is an iconic Los Angeles location with a rich history in music, arts and entertainment and Immersive Van Gogh exhibit is the perfect blend of all of those things," co-producer Svetlana Dvoretsky said. Tickets for the exhibit sold out before buyers knew the location where it would be housed. Organizers plan to release more tickets at noon Saturday. The 25,000-square-foot space became available after Amoeba moved to a new

Monrovia Unified dedicates Wellness Center in memory of educator Longtime Monrovia Unified educator Susan Hirsch dedicated her career to championing student wellness and equipping students with the skills and support for success. Hirsch, who died in December 2020, worked in Monrovia Unified for more than 30 years, building a legacy of compassion and connection. Are they for or against them – or merely neutral? Do they agree that the Unity Center should “reduce the homeless services”? If they do not, I hope they’ll remind their faithful that their Savior too, was homeless (Luke 9:58). Christianity has so much to teach about generosity and kindness, and Matthew 25:34-40 is only one lesson: “Come, you whom my Father has blessed … For I was a stranger and you made me welcome … Then the upright will say to him in reply, Lord,when did we see you A stranger and make

South Bay CEO clarifies role with Foothill Workforce in Monrovia South Bay’s role with Monrovia and Pasadena continues to puzzle some Terry MILLER tmiller@beaconmedianews.com

n recent weeks, this newspaper has followed developments with Foothill Workforce Development Board (FWDB) and Monrovia’s desire to leave due to differences of opinion and many financial questions. Last week’s story, once again, caught the attention of Jan Vogel, CEO of South Bay Workforce. Vogel suggested that there were several false narratives quoted by some with knowledge of the issues we have been writing about. Vogel addressed a comment from Paul Little, the executive director of Pasadena Chamber of Commerce. According to a quote from Little, the South Bay WIB received large amounts of money with not a lot of training received. “Nothing could be further from the truth,” Vogel stated emphatically. “All the funds we receive go to training of Foothill eligible clients/ students less a small fee of 3%,” Vogel told Beacon Media News on Monday. “The most funds retained in any past year was $30,000 of $1,000,000.00 that was expended by us for training. Those funds went to the schools to pay tuition for Foothill clients. If in fact we actually spend the $1,500,000 referred to in the article, then we would retain $45,000.” Vogel continued by saying that if FWDB was to pay the funds directly to the schools they would have to procure the schools which “we have already done, contract with the schools, which we have already done and pay each invoice on behalf of the clients. It would cost Foothill far more than our 3% meaning there would be less money available for

training.” Monrovia Councilmember Larry Spicer was quoted as saying that the funding in question should help constituents and residents in the six-city service area instead of going to a Board located in Hawthorne and that clients couldn’t even get to Hawthorne. “Again, a complete misunderstanding of what we are doing for Foothill,” Vogel said. “No client or school needs to come to Hawthorne or has come to Hawthorne. We are making it easy of schools, particularly public schools to get on our list of vendors and in turn get on the state list. Our contract with the schools permits us to pay on other Boards’ behalf as we do for Foothill. Every expenditure to the schools, which is 97% of the funds for which we are reimbursed, is paid on behalf of Foothill Area clients. Keep in mind we do not refer the clients to the schools but pay the schools that receive clients. Little suggested, in a recent article, that the funds should go to Pasadena City College. “Let me reiterate 97 cents of every dollar we receive goes to training Foothill’s clients, they all get trained. Regarding the statement that the funds should all go to Pasadena City College, Pasadena City College, Monrovia Adult School and many others from the Foothill Area are on our list and clients can attend classes at those facilities if they so desire. The choice of where the clients go to school is up to the clients. We do everything we can to have a variety of occupations on our list so that clients have a good selection of courses and schools to choose from. As I stated many courses from the Foothill Area are on the list,” Vogel explained.

In closing, Vogel stated that South Bay Workforce Investment Board has “gone out of its way to assist other Boards in the greater LA and Orange County Region; in fact, we have assisted other Boards throughout the state. We assist to make the process for serving clients as easy as possible and in the process save the individual boards needed funds so they can concentrate on serving businesses and residents. In short, what we do saves tens of thousands if not hundreds of thousands of dollars for Foothill so that the savings can be used to help more clients not fewer clients.” We asked Pasadena Chamber of Commerce Executive Director Paul Little if he cared to remark on Vogel’s comments. In

an email statement to this newspaper, Little shared the following: “Simply stating a number as fact does not make a program effective. How many individual Foothill WDB clients were served? How many hours of training were provided to each? How much of the funding

went to Foothill WDB area service providers? How many of the clients served obtained full-time employment? “When I served on the FWDB Board I consistently asked those questions and did not receive satisfactory answers. The important detail, how many clients received steady full-time employment is never part of the answer.” Monrovia Councilman Spicer took exception to Vogel’s comments. Regarding the finances, Spicer questioned Vogel’s comments: “First you say all the funds are spent on training. Then you say ‘If in fact we actually spend’. This indicates that you have not spent the funds on training like you asserted. Which is it?” Spicer went on to say:

“Your letter to the Foothill WDB did not say the funds would be used on paying training providers. You said the funds paid for services, that ‘include, but are not limited to providing procurement services to obtain training providers to participants in the various job training programs offered by FWDB, monitoring the schools, handling grievances regarding the schools, analyzing data, and providing quarterly reports.’ You then said [South Bay] WIB advances tuition for training and that can take ‘over a year.’” Spicer says has been asking for data for years and it took a Public Records request to actually see how many residents in Monrovia have been trained.

SUBJECT: The State of California prohibits local agencies from requiring parking for newly built or converted Accessory Dwelling Units. The proposed Zoning Code Amendment would remove the requirement to provide two covered parking spaces when building an addition exceeding 150 square feet to an existing single-family residence. The requirement would still be applicable to any project site that is located with a Hillside Development (HD) Overlay District and for newly constructed homes. PROJECT LOCATION: All properties throughout the City of Pasadena where single-family residential dwellings are a permitted use, with the exception of any structure within an HD Overlay District. ENVIRONMENTAL DETERMINATION: The City Council will consider whether adoption of the proposed Amendments are exempt from the California Environmental Quality Act (CEQA) under Section 15305 (Class 5 – Minor Alterations in Land Use Limitations) and whether there are no features that distinguish this project from others in the exempt class, resulting in no unusual circumstances.
