Hospitals Experiencing High Volume of COVID-19 Patients ICU beds in California near capacity as hospitalizations hit record Terry MILLER tmiller@beaconmedianews.com

s the nation enters a frightening new phase of the COVID-19 crisis, hospitals and care facilities are grappling with tremendous spikes in new patients. Data from the Centers for Disease Control and Prevention (C.D.C.) shows the coronavirus hospitalization rate at an all-time high. Looking locally only reaffirms the scientific communities’ concern over the recent surge in COVID-19 patients. One quick glance at Huntington Hospital figures show a very sharp upward vertical line depicting the dramatic rise of patients admitted for COVID-19 — a sobering statistic since Nov. 1. Huntington Hospital in Pasadena is experiencing the highest volume of admitted COVID-19 patients to date. According to Huntington Hospital Public Information Officer Dorey Huston, they have a surge plan that will activate when needed to ensure all beds at the

hospital are available to care for the sickest patients. Huntington hospital currently has surge tents outside the emergency department which remain available as they monitor COVID-19 cases, Huston says. “If needed, the tents will be used for non-critical patients as overflow from our emergency department. As of right now, we are able to care for our patients within our walls and do not need to use these tents.” Dorey Huston told Beacon Media Thursday that the hospital had “95 admitted COVID-19 patients with 18 of them in the ICU.” Methodist Hospital in Arcadia is seeing similar numbers according to Brian Greene, director of marketing and business development. “As of Thursday, Dec. 10, we have 62 COVID-19 inpatients with many patients being cared for on ventilators in our critical care unit. We’ve been averaging 60-plus COVID inpatients every day for the past week. It’s worth noting that hospitalizations are a lagging indicator of new

cases in the community, so we predict we’ll be seeing even more people hospitalized with COVID-19 going forward.” Greene tells Beacon Media that the hospital “has been notified that vaccines for our physicians and employees are on the way and we expect to begin vaccinating our frontline hospital caregivers as early as Dec. 16.” In looking around the country, we see similar and perhaps more alarming numbers of patients. “Within the past month, all age groups have reached their highest weekly hospitalization rate since the start of the pandemic,” the CDC noted in its weekly “COVIDView” summary of cases. “Rates for the most recent weeks are expected to increase as additional admissions occurring during those weeks are reported.” In California, there has been a 68% increase in hospitalizations and over the last 14 days. ICUs have seen at 54% increase in coronavirus-positive admissions over the same period. Statewide, ICU capacity is down to 5.7%

and in Southern California, that number is down to 1.7%, as of Tuesday. Adding fuel to the already out-of-control COVID-19 fire is the shortage of specialized health care professionals. During a press conference Tuesday, Governor Gavin Newsom said California is “looking overseas” for additional staffing since so many other states are “in a similar predicament” and unable to provide mutual aid. California needs to hire 3,000 temporary contracted health care workers to meet increasing demand; there are just 300 of these currently working. There are also 137 staff from the California Medical Assistance Teams and 49 from the California National Guard. The California Health Corps has only been able to provide 21 people to help. The state has also requested medical personnel from the federal government. As officials address staffing shortages, they are also preparing to deal with more loss of life. According to

Newsom, the state has activated its coroners mutual aid and mass fatality program. Sixty 53-foot refrigerated storage unit are on standby at hospitals in various counties, ready for bodies. The state also purchased 5,000 additional body bags which have been distributed to Los Angles, San Diego and Inyo counties. Over the last seven days, an average of 163 Californians died due to COVID19, almost quadruple the number from one month ago.

Greene offers sage advice: “While we’re all anxious to get back out in the community and resume our normal lives, COVID-19 is a very serious disease. At Methodist Hospital, we continue to urge people fight ‘lockdown fatigue’ and follow the CDC recommendations by continuing to wear a mask in public, social distance, sanitize and wash your hands frequently, and do everything you can to stay safe from infection.”

Amara Ononiwu, said the city needs to take “extraordinary measures to ensure no one dies on the streets of Pasadena this winter.” Bert Newton, concurred, “only 10% of the current homeless population is going to be housed in motels under the current plan.” “I urge the city to provide substantial funding

ine months into the coronavirus pandemic, COVID-19 continues to challenge school systems, teachers, and students. Distance learning, while it’s better than not having any kind of learning at all, isn’t effectively reaching all students. Fortunately for students in the Pasadena Unified School District (PUSD), administrators reacted quickly following the lockdown restrictions. Within two weeks, remote learning was in place — hotspots were provided for families with no internet access and iPads and chrome books were sent to students’ homes. All that, however, doesn’t guarantee student success. As teachers would tell you, it’s hard enough engaging students when they’re in the classroom; remote learning presents more complications. It is in this area where the Pasadena Educational Foundation (PEF) comes in. For almost 50 years, PEF has been a PUSD partner with a mission to support, enhance, and supplement the programs, initiatives,

and priorities of the school district. It created the Teacher Grant Program to help bring more creativity, innovation, and inspiration into PUSD classrooms by providing the resources needed to help teachers and principals take their creative projects from idea to reality and enhance the classroom experience for their students. This year, 181 educators received awards representing 124 unique proposals from every school in the district — many of them addressed the unique resource needs of distance learning. Three special honors were given to recipients whose proposals exemplified the qualities embodied by the individual after whom the award is named. The Calvin Hunt Arts Award was created in memory of Calvin Hunt who, as director of the Alvin Ailey American Dance Theatre, took dancers all over the world as cultural ambassadors. This award promotes and supports dedicated teachers enhancing arts education in PUSD. It went to Pasadena High School’s Hillary Temple, who proposed a dance room download. The Jarratt Brunson

ARCADIA Dec. 6 At 10:54 a.m., an officer took a telephonic report of a theft from vehicle that occurred in the 600 block of East Sandra Avenue. Sometime during the previous evening, an unknown suspect entered the victim’s unlocked vehicle and fled with personal documents. The investigation is pending a review of the victim’s surveillance footage. At 11:30 a.m., an officer responded to 88 Beef Noodle, located at 1045 S. Baldwin Ave., regarding a vandalism report. The officer discovered suspect(s) threw a concrete block through the restaurant’s front window. The investigation is pending a review of the surveillance footage. At 4:06 p.m., an officer responded to Arcadia Retirement Village, located at 607 W. Duarte Road, regarding a battery report. The victim, a medical technician, stated she was administering medication to a resident when he slapped her in the face. The victim was not desirous of prosecution and was not injured during the incident. Dec. 8 At 1:53 p.m., an officer took a telephonic report of a package theft that occurred in the 700 block of Val Street. Surveillance footage revealed the packages had been stolen but, due to the placement of the camera, they did not capture the suspect stealing the packages. The victim asked her neighbor’s son to purchase a few items for her and withdraw cash using the victim’s debit card. The son purchased the items and ultimately withdrew an unauthorized amount from the victim’s debit account. Dec. 9 At 4:15 p.m., an officer responded to the 900 block of West Duarte Road regarding a traffic collision between two vehicles. Upon contacting the drivers, the officer discovered one of them exhibited signs of being under the influence of alcohol. Through a series of tests, the officer determined the suspect, a 67-year-old male from San Gabriel, had a blood alcohol content of 0.25%. The officer also discovered the suspect was driving without a license. The suspect was arrested and transported to the Arcadia City Jail for booking.

MONROVIA Dec. 3 At 11:26 a.m., a resident in the 600 block of West Lime called police to report a fraud incident. The resident had discovered someone had been ordering items using her Amazon account without her permission. An investigation revealed the account was linked to her credit card. She said some of the items had already shipped. This investigation is continuing. At 3:59 p.m., a resident in the 1800 block of Eighth Avenue walked outside his home to go to work and discovered someone had forced entry into his vehicle and attempted to tamper with the ignition. The suspect was unsuccessful in taking the vehicle and fled. This investigation is continuing. Dec. 4

At 3:06 a.m., an officer was on patrol near the intersection of Norumbega and Valmont when he discovered mail scattered in the street. More mail was found scattered from numerous residences on Norumbega. This investigation is continuing. At 9:49 a.m., a resident in the 100 block of West Cypress discovered someone had rummaged through his locked storage box behind his house, which is off an alley. The suspect took miscellaneous car parts and then fled. This investigation is continuing. At 10:02 a.m., management of an apartment complex in the 200 block of West Pomona discovered someone had opened packages and mail belonging to several different tenants, then left the packages in the lobby of the complex. This investigation is continuing. At 10:26 a.m., a resident in the 900 block of South Myrtle called police to report that someone had broken into his neighbor’s storage container. The container had been rummaged through. The owner of the storage container was notified and was responding from out of town. This investigation is continuing. At 11:41 a.m., a resident in the 500 block of Norumbega discovered checks she had mailed through the U.S. Post Office had not arrived at their destination. Investigation revealed they had been taken and cashed by someone other than the recipient. This investigation is continuing. At 3:41 p.m., a motorist called police to report being hit by another driver who collided into the back of her vehicle at the intersection of Monterey and Parker. The driver fled the scene without stopping. Officers arrived and checked the area but did not locate the suspect vehicle. The victim was not injured. This investigation is continuing.

Community College District Board of Trustees Votes in Favor of a New Six-Month Agreement With LASD On Dec. 12, 2020, the Los Angeles Community College District (LACCD) Board of Trustees voted unanimously in favor of a new six-month agreement with the Sheriff’s Department for public safety services. This shortterm agreement will result in a 24 percent reduction in contract cost and a 21% reduction in staffing. The Santa Clothes Program was able to bring some sparkle and joy this holiday season to 100 participants. The Baldwin Park Unified School District provided the participants in need, and each received a gift card to Walmart. The Baldwin Park Police Department was on hand to provide a toy to each child, while Santa was able to bring plenty of laughs and smiles.

The OC Health Care Agency deployed mobile field hospitals (MFHs) to local hospitals this week to support the Orange County (OC) health care system as it responds to a surge in COVID-19 patients. OC hospitals may receive emergency waivers from the California Department of Public Health to request the use of the MFH facilities. The following OC hospitals have requested this resource from the HCA and have already activated their surge plans: Fountain Valley Regional Hospital (50 beds), St. Jude Medical Center, Fullerton (25 beds), and University of California, Irvine (50 beds).

As part of Duarte's Energy Conservation Program, the city is replacing all cityowned high-pressure-sodium-vapor (HPSV) bulbs with efficient, long-lasting lightemitting diode (LED) fixtures over the next month. Replacing HPSV bulbs with LED fixtures reduces monthly energy costs significantly. Also, using less energy per light reduces greenhouse gas emissions and helps cities reach its long-term energy goals. Earlier in the year, all SCE-owned streetlights were converted to LED.

The hospital also had to covert a conference room into an overflow floor with beds and were considering doing the same to part of the cafeteria.

San Bernardino County News County Petitions Supreme Court Over COVID-19 Measures San Bernardino County has filed an action directly in the California Supreme Court asking the court to find that the governor’s stay-at-home orders exceed the authority found in the California Emergency Services Act. The county seeks to exercise local control in response to the COVID-19 pandemic. “The governor is not permitted to act as both the executive and legislative branch for nine months under the California Emergency Services Act,” said Board of Supervisors Chairman Curt Hagman. “If it is concluded that the act allows him to do so, the act is unconstitutional as it permits the delegation of the Legislature’s powers to the executive branch in violation of the California Constitution.”

COVID-19 Vaccine Deemed Safe by Western States Scientific Safety Review Workgroup The Western States Scientific Safety Review Workgroup completed their concurrent review of the federal process and on Sunday confirmed the Pfizer COVID-19 vaccine is safe and efficacious. The group provided their confirmation to the governors of California, Nevada, Oregon and Washington Sunday morning. Amid concern that political pressure would rush the U.S. Food and Drug Administration’s process, Washington, Oregon and Nevada joined California’s COVID-19 Scientific Safety Review Workgroup in October, which has worked concurrently and independently to review the agency’s actions related to COVID-19 vaccinations. The group of scientists “unanimously” recommends that the Pfzier BioNTech COVID-19 vaccine be used in the four western states. I also concluded that “equity has been considered appropriately in the clinical trials and urges that equity continue to be a

guiding principle in immunization implementation, monitoring and communication.” In a statement, Governor Gavin Newsom said, “With shipments of the vaccine soon on their way to California, we are working hand-in-hand with local public health officials to get the vaccine out to the first phase of recipients.” In response to concerns over anaphylactic reactions after two health care workers in the UK experience adverse responses to the vaccine last week, the workgroup underscored “the importance — as with any vaccine — of providing the vaccine in locations that are prepared to treat anaphylactic reactions or any other unexpected reactions, as noted in standard guidance

from C.D.C.” The group acknowledged that several unanswered questions about the vaccine remain, “including the duration of vaccine induced protection; the effect of vaccination on asymptomatic infection; the effect of vaccination on transmission of SARS-CoV-2; and the safety and efficacy of the Pfizer BioNTech COVID-19 vaccine in pregnant women and children under 16 years of age.” The workgroup will continue to evaluate other COVID-19 vaccines after they are routed through F.D.A. authorization. The panel is made up of scientists with expertise in immunization and public health.

Speaking with me by phone, Dr. Robert Miller, TofR’s president and chairman of the Board, declares, “Investing in our community has long been one of the association’s principal goals. Particularly this year, given the suffering that is taking place during the pandemic, we felt it was important to increase our presence and to continue to contribute to our community. PEF, which has been a longtime supporter of PUSD, remains one of the organizations we want to work closely with in promoting public education in the city of Pasadena. “Education has been one of the sectors most impacted by the pandemic. But despite all the challenges, PUSD teachers have adapted quite well. They found creative ways to engage their students and I think they deserve our support more than ever. They continue to rise to the challenge of keeping students learning in a difficult environment.” Dr. Patrick Conyers, PEF executive director, graciously agrees to be interviewed by email to expound on his functions,

the organization’s activities, and its future goals. I ask what lessons were learned and how those can help PEF in the future, and Dr. Conyers says, “We are hearing from our PUSD colleagues that the pandemic and distancelearning are widening the gap between families with means and those without. We are committed to helping the district in every way we can to provide equitable resources and educational opportunities to every PUSD student.” In his 10 years’ leadership, Dr. Conyers thinks the most significant shift that has taken place is the growing awareness that prevailing views about Pasadena schools don’t reflect reality. He explains, “For too long, there has been a ‘perception gap.’ Many people in the community are holding on to outdated and inaccurate beliefs about the quality of education in our schools when, in truth, reality outpaces perception. The Board and staff of PEF have worked diligently to provide information that has helped shrink that perception gap. We know that by encouraging people to look for themselves and hear from educators and see the impact that community support is making, the gap would inevitably go away. The shrinking of that gap has been accelerated by excellent partners, including former Mayor Terry

Tornek, partnering organizations like PEN, College Access Plan (CAP), Collaborate PASadena, Young & Healthy, and others, and enthusiastic parents, educators, and engaged community members. The recent successful passing of Measures J and O are testaments to the recognition our community has for the importance of quality, well-funded public education.’ Through its numerous initiatives, PEF has done much to help students in the district. However, the work is far from finished. Dr. Conyers declares, “I think it's time for our community, and our nation too, to have a dialogue about public education. Educating the young people of our community and helping them to be responsible citizens, critical thinkers, and practiced problem solvers is a responsibility we have for them. We need to renew our commitment to public education and devote our resources and energy that young people deserve. I'd like PEF to lead the effort to creating that dialogue in our community.” Lastly, Dr. Conyers says, “If there was one thing I would like people to remember when they look back at my stewardship, it’s that our schools are stronger because of the hard work of PEF and its supporters.”

L.A. County ICU Capacity Declining Amid COVID-19 Surge The number of hospitalizations due to confirmed and suspected COVID-19 cases in California reached a total of 14,578 Monday, an increase of 618 from the previous day. The number of ICU patients due to confirmed and suspected COVID-19 cases in the state reached a total of 3,078, an increase of 141 from the day before. In Southern California — a region comprised of Los Angeles County, Orange County, Riverside County, San Bernardino County, San Luis Obispo County, Santa Barbara County, Ventura County, Inyo County, San Diego County, and Imperial County — ICU availability plummeted to 1.7% Tuesday morning. As of Monday, ICU capacity was at 0% in

are 4,203 people with COVID-19 currently hospitalized and 21% of these people are in the ICU, an increase of more than 1,200 patients from Dec. 7 when the daily number of people hospitalized with the virus was 2,988. Since Dec. 1, the county has surpassed previous all-time highs every day. Monday, Public Health confirmed 48 new deaths

and 7,344 new cases of COVID-19, reflecting a reporting lag from one large lab; this lab started reporting the backlog of cases Monday. Since the beginning of the surge on Nov. 1, cases have increased 625% with younger people continuing to drive the increase in community transmission in the county. More than 70% of cases are from

people under the age of 50 years old. However, the steepest increase in hospitalizations is experienced by older residents. We've experienced unexpected change and, interestingly, some of that change may be here to stay. Recently, Glassdoor's chief economist, Dr. Andrew Chamberlain, shared his

five predictions on what the future holds at work. First, office life will return, but will never be the same. Second, employees expect progress, not pledges, on corporate diversity, equality, and inclusion. Salary expectations will get a permanent work from home overhaul. Company cultures must adapt to postCOVID-19 realities. And, although the COVID-19 recession is likely over, those jobs may never return. I'm sure you would agree; there's a lot to

ell … it is almost Christmas time. With so much going on nationally and locally, some of you might not have noticed the things that, sadly, are NOT going on in Old Town. There have been no breakfasts with Santa. No Christmas carolers. There was no Christmas tree lighting or parade. This is the first year we do not have the Dollmaker’s Kattywompus, where we could always find wonderful gifts for children of all ages. There is no movie theatre to watch the latest Christmas rom-com or even “Die Hard” (Yes! It is definitely a Christmas movie!). There are no Christmas parties at our local restaurants, and I have yet to see any mistletoe. Speaking of our local restaurants, some are open

for takeout and delivery. Some are closed temporarily, and I am sad to say that we have lost Café Lumar permanently. While our restaurants and other storefronts struggle to stay open, I was so happy to see Café de Olla open recently. The Monrovian is open again, too, with a bakery and bar to boot! In the old Bottega by Bella Sera, we have Tacos y Papas opening soon — a taco takeout spot serving tacos with meat carved directly from the rotisserie, gyro style! Don’t forget about Master Copy & Print, in the 400 block of Myrtle, for all of your printing and copying. Their neighbor, Sweet Ethan’s, promises to open soon and promises to be a paradise for candy lovers! Let’s welcome our new businesses and continue to support all of our Old Town merchants. While so much is different this year, the one thing

we do have, is each other. We are blessed to have such a strong community, one that always pulls together when need be. Lately, I have wondered what our beloved Pam Fitzpatrick is thinking as she looks upon the Old Town she so loved. She would want us to stick together. She would want us to stand up for our businesses, our Old Town and each other. While we may not get a Christmas miracle of “normal,” may God bless us, everyone! It is with an homage to the late Pam Fitzpatrick, that we are happy to bring you a new column penned by Shawn Spencer about the comings and goings of Old Town Monrovia. Monday afternoon, Governor Gavin Newsom, Los Angles County Board of Supervisors Chair Hilda Solis and L.A. Mayor Eric Garcetti gathered at Kaiser Permenante Los Angeles Medical Center where five health care workers received the Pfizer COVID-19 vaccine. Helen Cordova, an intensive care unit nurse at the hospital, received the first shot. “I’m feeling great. I’m excited. I’m hopeful,” Cordova said. “And I really encourage everyone to consider receiving the vaccine so we can start putting an end to this pandemic.” Kim Taylor, a nurse in the emergency department, said, “Help is on the way. This is just the first step.” On Sunday, the Western States Scientific Safety Review Workgroup confirmed the Pfizer COVID-19 vaccine is safe and efficacious, giving California, Nevada, Oregon and Washington the green

light to begin vaccinating people. Following guidelines from the California Department of Public Health, health care workers and staff and residents at long-term care facilities will be inoculated during the first phase of vaccine allocation. Newsom lauded the vaccine’s arrival but adopted a cautious tone throughout the press conference, pleading for vigilance during a surge threatening to overwhelm hospitals in several regions throughout the state. "It is a day where we can lay claim to the fresh air of progress versus that stale air of normalcy,” he said, “but none the less, we have to be sober and mindful about the moment we are in, which is challenging and trying." Of the 327,600 doses expected in California, 33,150 vaccines arrived in the state at four locations Monday. Placing the number in perspective, Newsom pointed out

that California received as many doses as there were new cases in the state on Monday (33,278 new coronavirus infections). The state’s first shipment arrived at Los Angeles International Airport Sunday night. Twenty-four more locations in the state are set to receive doses Tuesday, followed by five more sites on Wednesday. California is also expecting 393,000 more doses next week. According to the governor, 2.1 to 2.6 million doses are expected by the end of the year, but he warned that California is “in the midst of the worst moment of this pandemic.” On average, the state has seen 31,000 daily new cases of COVID-19 and 159 deaths over the last seven days. Furthermore, more regions in the state are expected to reach ICU capacity — joining the San Joaquin Valley which is currently operating in surge capacity. In Southern California, ICU capacity has plunged to just 2.7%.

By next weekend, there are likely to be over 5,000 patients hospitalized and more than 50% of ICU beds occupied by COVID-19 patients. The recent surge in cases has resulted in huge increases in cases among healthcare workers. In the last two weeks there have been over 3,400 new cases among healthcare workers. In early November there were 40 new cases among healthcare workers per day; last week there were nearly 250 cases among healthcare workers per day. “Many folks may be thinking that this is just not anything to be really worried about because hospitals can just add more beds. The reality is every bed needs to be staffed by highly trained and skilled healthcare workers, and we don’t have an endless supply of healthcare workers, and those that are here saving lives every day are exhausted,” said Dr. Barbara Ferrer, director of

Public Health. The county has already added 13% more ICU beds as compared to the summer but Ghaly said, “That durability is not infinite. We cannot maintain this rate of increase. We will physically exhaust ourselves.” She noted that some hospitals have already begun to limit non-essential procedures. “We need to brace ourselves that this [hospital] case volume has not yet reached a peak and will keep growing.” Officials hope to see the effects of the regional stayat-home order by around Christmas but whether that data reflects good or bad news depends on how closely individuals are adhering to guidance. The first COVID-19 vaccine was administered in Los Angeles County Monday. The first shipment arrived at one of nine sites, with the remaining eight sites receiving their shipment Tuesday and Wednesday. The current expected initial allocation for L.A. County is 82,875 doses, two additional allocations are expected in December. This does not include allocations for the cities of Long Beach and Pasadena, which have their own independent health departments and are receiving their own allocations.

“Because it is likely to take a few months to have enough vaccine available to immunize the millions of individuals who live and work in L.A. County, in the meantime, we all must continue to remain extremely diligent in reducing transmission of the virus,” cautioned Ferrer. “We continue to see extremely high numbers of new cases, hospitalizations and deaths from COVID-19 — the surge we are experiencing is alarming. If you are not playing by the rules, to be blunt, you are part of the problem, and at this point, you are contributing to these distressing increases in cases, hospitalizations, and deaths." The nine sites have been working with the Los Angeles County Department of Public Health and EMS to make arrangements to redistribute vaccine so that every acute care hospital that serves COVID-19 patients receives a pro-rata share of this initial allocation. A second allocation of the vaccine that should arrive later this month will allow for a distribution of vaccines to all health care personnel and residents at skilled nursing facilities in the county, along with continued distribution to frontline healthcare and EMS personnel.

Operation Santa to Distribute Toys to Thousands of SGV Children It’s hard to think of a year in recent memory when children and families were in more need of a little holiday cheer — along with financial support and other essentials so many have lost throughout the COVID-19 pandemic. With these concerns in mind, the Pasadena Junior Chamber of Commerce (Jaycees) has modified its annual Operation Santa toy distribution project so that it is possible to serve the Pasadena community, even during a global pandemic. Every year since 1934, the Pasadena Jaycees’ Operation Santa has been a bright spot in the year for thousands of children throughout the San Gabriel Valley. The Jaycees receive letters from local children, collect and purchase toys, and then, on Dec. 24, typically, each of those children gets a

visit from a “Santa Claus” volunteer. They are given their toys, and a chance to pose with Santa. This year, the project will look very different. Children and families will submit their letters digitally and sign up for a time slot to pick up their toys via a contactless distribution setup. Families will stay in their cars and be greeted by a mask-wearing Santa and hand-sanitized elves. However, the Jaycees will keep the holiday magic alive with a decorated Winter Wonderland at the pickup location at the Scottish Rite (150 N. Madison Ave.), and this year, the Jaycees hope to serve more families than ever before. The Jaycees are working with the Pasadena Health Department to ensure the safety of volunteers and toy recipients. Current Pasadena Jaycees Presi-

dent Nick Scott stated, “After being forced to cancel a number of our annual community service projects this year, I am so pleased that we have been able to come up with a way to carry out Operation Santa in a safe manner during the current coronavirus pandemic.” Additionally, this year Operation Santa will be placing special emphasis on providing children with STEAM toys, with the help of a generous grant from the Tournament of Roses Foundation. WHEREAS, on July 18, 2017, the El Monte City Council (the “City Council”) adopted Ordinance No. 2914, establishing El Monte Municipal Code (EMMC) Chapter 17.88 – Freeway Overlay Zone (the “Overlay Zone”) and seven (7) overlay areas in which billboards would be allowed; and WHEREAS, on December 17, 2019, the City Council adopted Ordinance No. 2961, adding an additional three (3) overlay areas, for a total of ten (10) areas; and WHEREAS, on May 21, 2020, REX Media, LLC (the “Applicant”), 5403 Ayon Avenue, Irwindale, CA 91706, filed an application for Design Review No. 04-20, Modification No. 17-20 and Development Agreement No. 01-20, to construct a new digital billboard; and WHEREAS, the digital billboard will be located at 3101-3109 Rosemead Boulevard, Assessor Parcel Nos. 8595-017-011 and 8595-017-018 (the “Subject Site”), Area No. 9 of the Overlay Zone; and WHEREAS, Development Agreement No. 01-20 is attached to this Ordinance as Exhibit A; and WHEREAS, on August 25, 2020, the El Monte Planning Commission (the “Planning Commission”) held a full and fair public hearing and adopted Resolution No. 3580, approving Design Review No. 04-20 for the billboard’s aesthetics and Modification No. 17-20 for perimeter fencing, and recommending the City Council approve Development Agreement No. 01-20 for the terms and regulations of the billboard; and WHEREAS, the City Council held a full and fair public hearing to consider the First Reading of this Ordinance to approve Development Agreement No. 01-20; and WHEREAS, notices of the Planning Commission and Council public hearings were placed in a local newspaper mailed to all property owners in accordance with the EMMC, all interested persons were given full opportunity to be heard present evidence; and

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL MONTE, CALIFORNIA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The recitals above are true and correct and incorporated herein by reference; SECTION 2. General Plan. The Subject Site is located on Garvey Avenue just west of Durfee Avenue. The General Plan land use designation for the Subject Site is “Office Professional,” as is the surrounding area; SECTION 3. Zoning. The Subject Site is zoned Office Professional (OP), which is consistent with the General Plan Land Use Designation. Surrounding properties are zoned and developed as follows: • • • •

SECTION 4. Environmental. In accordance with the criteria and authority contained in the California Environmental Quality Act (CEQA) of 1970 and the CEQA Guidelines as amended, an Initial Study and Mitigated Negative Declaration (IS/MND) was circulated from October 10, 2019 and November 8, 2019 to establish the Freeway Overlay Zone. On December 17, 2019, the City Council adopted Ordinance No. 2961 approving the Amendment to the Freeway Overlay Zone. A total of three (3) mitigation measures were incorporated in the MND to reduce the impacts of any future billboards to a “Less Than Significant” level. The mitigation measures were incorporated as conditions of approval in the Planning Commission Resolution. The MND reviewed all possible environmental impacts that could result from the construction and ongoing operations of an electronic billboard. Furthermore, the billboard will meet all requirements of the City’s Freeway Overlay Zone and will obtain all necessary permits from Caltrans. Therefore, no further environmental analysis is required. SECTION 5. Findings. Pursuant to EMMC Section 17.88.040, the following findings can be made in the affirmative for Development Agreement No. 01-20: A.

The proposed Development Agreement is consistent with the General Plan. Finding of Fact: The Project and proposed Development Agreement are consistent with the Subject Site’s land use designation of “Office Professional”.

The proposed Development Agreement is consistent with the State Development Agreement Law and EMMC Chapter 17.84. Finding of Fact: The Project and proposed Development Agreement contain all requisite provisions set forth therein. In addition, the Project and Development Agreement will not be detrimental to the health, safety, and general welfare through the enforcement and implementation of conditions of approval and mitigation measures. Further, prior to the issuance of City development permits and/or the issuance of a final completion of work, the Building and Safety Division, Engineering/ Public Works Division, Planning Division and City Attorney Office’s conditions and requirements must be met, which will protect and preserve the health, safety and general welfare. The Project and Development Agreement will not adversely affect the orderly development of properties in the area or the preservation of land values in the vicinity. The addition of a digital billboard will generate needed City revenues. C.

The proposed installation of the billboard is compatible with the uses and structures on the site and in the surrounding area:

Finding of Fact: The Subject Site is current vacant. The billboard will be located in the northern portion of the site, with its base visible from people traveling in either direction along Rosemead Boulevard. Conditions of approval to the Planning Commission approval include new fencing and landscaping. This will greatly improve the aesthetics of the area, especially for vehicles traveling southbound on Rosemead Boulevard. While not required to do so, the Applicant completed a lighting study, which showed increased lighting levels would be within an acceptable level. In addition, Planning Commission Resolution No. 3580 included measures to protect nearby uses. D. The proposed billboard would not create a traffic or safety problem, including problems associated with onsite access circulation or visibility: Finding of Fact: The proposed billboard will be located at the northern end of the Subject Site in an area that does not include any driveways or parking spaces. Nonetheless, the proposed billboard will have a clearance of 24 feet, which greatly exceeds the minimum clearance of 16 feet required by the EMMC for vehicles or pedestrians that may travel below the sign. The Applicant will also be required to obtain Caltrans approval for the sign. Caltrans has very extensive standards related to the installation of digital billboards to ensure they do not create any traffic or safety problems for vehicles on the freeway. E.

The proposed billboard would not interfere with onsite parking or landscaping as required in the EMMC:

Finding of Fact: The Subject Site is currently vacant. The proposed billboard will be located at the far north of the Subject Site and will have a clearance of 24 feet. This will allow the Subject Site to be developed with a multitude of site plans, with buildings in the southern half of the site and parking and landscaping in the northern half. Conditions of approval are in place to replace portions of an existing chain-link fence with a black Omega fence, that will be more durable and attractive. In addition, the Applicant will be required to install new landscaping and irrigation behind the new fence. F.

The proposed billboard would not otherwise result in a threat to the general health, safety and welfare of City residents:

Finding of Fact: The proposed billboard would not be a threat to the general health, safety and welfare of City residents, business operators and visitors. The proposed billboard will meet all current California Building Code requirements. This will ensure the proposed billboard will be able to withstand windstorms and other weather-related events. Because of advancements in technology and building techniques, the proposed billboard will be lighter in weight and use significantly less energy than such billboards did a generation ago. G.

The proposed billboard, in addition to its aesthetic treatment, provides public benefits that would not otherwise accrue to the public in the absence of its installation:

Finding of Fact: The public benefits from the proposed billboard will be substantial. The Applicant will be required to pay a $25,000 processing fee to cover all City staff and consultant time. The billboard will be a significant revenue source over time, generating a minimum of $1,875,000 over a period of 30 years (or an average of $62,500 annually). After that period, the City and Applicant may agree to two (2) extensions of five (5) years each. If the Development Agreement is extended

The Development Agreement outlines other benefits that are not monetary, including the ability to display public service announcements and Amber Alerts. In addition, a ten (10) percent discount will be given to El Monte businesses that are members of the El Monte-South El Monte Chamber of Commerce. SECTION 6. Conditions of Approval. The Applicant shall comply with all conditions of approval outlined in Planning Commission Resolution No. 3580.
