County Public Health Director Barbara Ferrer said that by early December the county of 10 million people could reach a daily average of 4,000 cases that would require restaurants to only offer takeout meals. She claimed that the outcome was inevitable. On Sunday, it became a new harsh reality. The county initially gave businesses three days to adopt new restrictions that forced eateries to reduce by half the outdoor capacity many established to stay afloat because indoor service was banned. Restaurants and nonessential retail were ordered to close at 10 p.m. Then came Sunday and the county ordered what many had feared, a complete shutdown of outdoor dining by Wednesday at 10 p.m. — just in time for Thanksgiving. Besieged by health department strict regulations, the already severely frustrated food business was handed what many see as a death sentence for their small businesses. finally voted 3-2 to rescind any ban on outdoor dining - a motion put forth by Kathryn Barger. “These proposed measures by the Department of Public Health will further devastate local businesses and employees who have been asked to shoulder an unfair burden this year,” said Supervisor Kathryn Barger, chair of the Los Angeles County Board of Supervisors, in a statement. “Businesses throughout the county have invested thousands of dollars to ensure safety for their employees and customers only to be punished for the recent surge they have done everything in their power
to prevent.” The supervisor pointed out that the Department of Public Health recommended bars for reopening operations without food service on June 18, when the county’s positivity rate was rising to more than 9% and hospitalizations were rising to more than 1,400. By comparison, as of Monday, hospitalizations are similar and positivity rate is at 6.7%. Barger also pointed to data that shows Public Health has reported that between 10–15% of positive cases reported dining out with someone who tested positive, while more than 50% reported being at a private social
gathering with someone who tested positive. “By closing restaurants who are in compliance, the county may adversely incentivize residents to host and attend more private gatherings without safety precautions in place,” reads the statement from Barger’s office. Late Tuesday, that effort failed. Monrovia City Manager Dylan Feik penned a letter to the Board of Supervisors on Monday questioning the order to close outdoor dining. What Happens If Your College-Aged Kid Ends Up in the Hospital? Shel SEGAL

ith collegeaged kids currently studying in the fall semester, or perhaps going back to school in January, attorney Samuel B. Ledwitz wants you to ask yourself are you prepared if the unthinkable happens to your child. “What happens if they get sick and they go to the hospital?” said Ledwitz, founding partner of estate planning law firm Bezaire, Ledwitz & Associates. “You’re the parent. How can you help your kid if they find themselves in that situation?” Ledwitz said there are two angles from which to approach the situation, and both need prior planning since your child will be an adult.
There is a common scenario he said he sees parents encounter, with the first hurdle being overcoming the privacy issues set up by the Health Insurance Portability and Accountability Act of 1996. “Let’s say your kid gets sick and gets admitted to the hospital,” Ledwitz said. “You call the hospital up and ask what is going on with my son or daughter. That hospital under HIPAA can’t tell you anything. Your kid is in a moment of need, maybe on a respirator or something or they’re unconscious. You need to be able to make a quick decision and you’re not able to. How do we make it so you can act? There are a variety of documents and tools that we need to put together. It’s kind of like we need a toolbox.” So, what can be done?

“We obviously need what’s called a HIPAA waiver, and one that’s California Medical Information Act compliant,” said Ledwitz, referring to CMIA, the state
of California version of HIPAA. “It allows the child to authorize legally that you are able to talk to the hospital – the doctors, the nurses – and get the medical information
you will need to make the right decisions.” What can happen if there is no HIPAA waiver in place, but the child is truly sick or injured? It will end up costing plenty of money and time to overcome the problem, Ledwitz said. “If we don’t have documents in place, we might have to go to court and file what is called a conservatorship,” he said. “At minimum that’s $5,000, and could take days or weeks in court, if not longer.” A second document that is necessary is an advance healthcare directive, Ledwitz
said. “This where your child has spelled out what he wants you to do in the case he is incapacitated, or regrettably, passes away,” he said. “What can we do? What has he or she authorized? Does he want pain medication? Does he want life prolonged at all costs? Yes, they are very touchy subjects, but they are things you should go over.” And a third necessary document is a durable power of attorney for financial matters. This makes sure your child’s bills get paid while he or she is sick, Ledwitz said.

County Suspends Dining Amid Surge in COVID-19 Cases As new COVID-19 cases remain at alarming levels and the number of people hospitalized continue to increase, Los Angeles County will suspend dining at restaurants, breweries, wineries and bars as the five-day average of new cases increased to more than 4,000 cases. The change will take effect Wednesday at 10 p.m. “To reduce the possibility for crowding and the potential for exposures in settings where people are not wearing their face coverings, restaurants, breweries, wineries and bars will only be able to offer take-out, drive thru, and delivery services,” the Los Angeles County Department of Public Health said in statement. “Wineries and breweries may continue their retail operations adhering to current protocols. In person dining will not be allowed, at minimum, for the next three weeks.” Last week, Los Angeles County warned of additional actions if the five-day average of cases reached 4,000 or more or hospital-

MONROVIA Nov. 12 At 12:35 p.m., a caller reported that a motorist struck a bicyclist at the intersection of Mayflower and Evergreen. Officers arrived and found no one was injured. Both parties exchanged information. At 2:12 p.m., officers were on patrol in the 200 block of East Huntington when they observed a motorist commit several driving violations. A traffic stop was conducted, and the driver was contacted. The driver was found to be in possession of 50 pounds of a controlled substance. The driver was arrested. Nov. 13 At 6:45 a.m., a caller reported his vehicle was stolen during his work shift at a business in the 1600 block of S. Mountain. Officers arrived and conducted an investigation. Video surveillance was requested from the business and the vehicle was entered into the law enforcement stolen vehicle system. This investigation is continuing. At 4:20 p.m., an automotive business in the 500 block of West Huntington called police to report a theft. A male subject dropped off his vehicle for a brake service. After the job was completed, the subject returned and left the business with his vehicle without paying for the service. This investigation is continuing. Nov. 14 At 1:48 a.m., a vehicle was reported stolen from the 800 block of South Mayflower. The victim parked her vehicle with her dog inside and stepped away for a moment with the keys still inside. The victim heard her vehicle start up and leave the area. She called police and officers responded and conducted an area check. A short time later, officers located the stolen vehicle parked on Chestnut at Fifth with the dog still inside. This investigation is continuing. At 2:41 p.m., a resident

BLOTTERS in the 300 block of North Canyon walked outside her home and discovered someone had stolen the catalytic converter off her Toyota Prius. This investigation is continuing. At 3:30 p.m., a resident in the 800 block of West Walnut call police to report that someone took his BMX bicycle. The bicycle had one of its wheels locked, but this did not prevent it from being stolen. This investigation is continuing. At 4:33 p.m., an elderly woman was walking in the 1200 block of South Magnolia holding two cellphones. She was playing a game on one and was texting her friends on the other. A male subject approached her from behind and grabbed both her cellphones. The woman gripped them tight in her hands and a brief struggle ensued, but the suspect ultimately took the phones. He ran north on Magnolia to Cypress, where a vehicle was waiting. The suspect entered the vehicle and fled the area. The suspect is described as a male subject in his 20s, wearing a mask and hoodie over his head. Investigation continuing. Nov. 15 At 7:13 a.m., a resident in the 400 block of East Maple walked outside his home and discovered his work vehicle had been stolen sometime during the night. An officer responded to investigate. After the vehicle was entered into the law enforcement stolen vehicle system, it was located shortly after abandoned in El Monte. The vehicle was returned to the registered owner. This investigation is continuing. Nov. 16 At 8:57 a.m., officers responded to the 1600 block of South Mountain regarding a report of drunk driver. Officers checked the area and located a vehicle matching the description driving through a parking lot. They contacted the driver, who displayed signs and symptoms of being under the influence. A DUI investigation was conducted and the driver was arrested and held for a sobering peri-
od. He was later released on a citation to appear in court on the charges. At 3:19 p.m., officers were on patrol near the intersection of Shamrock and Huntington when they observed a vehicle commit a traffic violation. A traffic stop was conducted and an investigation revealed one of the occupants had a warrant for his arrest regarding an assault case within the city. He was arrested and taken into custody. At 4:02 p.m., officers responded to the 500 block of East Greystone regarding a suspect causing a disturbance at his grandparent’s home. Officers located the suspect, who was advised of a no-trespassing order that had been filed against him for that location. The suspect was also wanted for another case. He was arrested and taken into custody. At 5:34 p.m., officers responded to a residence in the 300 block of East Palm regarding a family disturbance. The suspect punched his sister in the face and fled the scene. Officers arrived and located the suspect nearby, but he fled on foot. After a short chase, the suspect was apprehended and taken into custody. He was arrested for battery and resisting arrest. Nov. 17 At 8:27 a.m., security at a hardware store in the 1600 block of S. Mountain saw a subject opening packages and concealing items on his person. Security tried to stop the subject, but he fled on foot. Officers responded and were told the subject was hiding in the bushes near the Metro tracks. Officers located the subject and arrested him for shoplifting. At 10:33 a.m., a victim of grand theft auto was driving through the 400 block of West Duarte and saw his vehicle. The victim called the police and watched the suspect walk away from the vehicle. Officers arrived and detained the suspect. He was arrested for driving a stolen vehicle.

The Pasadena City Council will allow restaurants to continue providing outdoor dining, despite a health order from the Los Angeles County Department of Public Health suspending dining at restaurants, breweries, wineries and bars for at least three weeks starting Wednesday at 10 p.m. “We will assess our data daily but at this point will not close down restaurants on Wednesday or the near
future based on a discussion at our City Council meeting tonight,” said Lisa Derderian, public information officer for the City of Pasadena, after a Monday night council meeting. Acknowledging the economic impact that eliminating in-person dining has on small business owners and workers, Derderian said “For every restaurant staff member, there’s a family behind that person.” Pasadena has its own
Department of Public Health that has the authority to issue different health orders independent of the county. Long Beach also has its own Department of Public Health but it opted to follow the county’s lead as it “has substantially similar data patterns to Los Angeles County with numbers currently at alarming levels,” according to a statement from City of Long Beach Health Officer Dr. Anissa Davis.

his week, we will celebrate Thanksgiving. Normally, it’s an opportunity to gather together with loved ones, eat way too much good food, and watch a little football. It’s typically an opportunity to express gratitude for our good fortune. This year, it's a little different. The pandemic and 2020 have created a challenging environment that leaves some wondering what we are thankful for, and others realizing just how lucky we are. Whichever side you fall on this year, I encourage you to allow Thanksgiving to inspire your job search. Just because we are going through a difficult time does not mean there are not opportunities to be had. Find yours and help
those around you who are struggling to find theirs. Be Grateful Focus on the positive things about your current job. Perhaps you like your boss, your team, or that you're able to work remotely. Even in negative situation, there are usually a few things to be thankful for. Move your attention to those items. Reconnect Thanksgiving is the kickoff to the holiday season. Take the opportunity to reconnect with friends, coworkers, and loved ones you haven’t seen in a while — by phone, email, or video. Not only is it good for your soul, it’s good for your network. When you’re looking for a job, it’s critical that you keep your network up to date. Reflect Holidays are a great time to think back about
the past year, and to make plans for the future. What went well? What would you do differently? Write these things down, along with goals for next year. When would you like to find a new job? What are the attributes you’d prefer in your next job? Help Others Networking is a big part of finding a job. When we’re in the middle of our own search, we forget about those around us. Take the time to help those in your life who are also looking. In return, they will help you. Relax Looking for a job can be a long, and at times, stressful, process. READER RESPONDS TO LETTER TO THE EDITOR IN NOV. 19 ISSUE I can't imagine anyone disagreeing with letter writer R. Walker's musings about the paradox of the 2020 election fallouts. We do indeed have two white Americas — one which sympathizes with people of color, and the other which doesn't. In my opinion, the only answer that explains the paradox as to why 70 million citizens voted twice for their Fuhrer Donald Trump is that (like him) they are parroting his words: "I don't have a racist bone in my body." And perhaps, like well-rehearsed masqueraded bigots, many
are even finishing that phrase with: "and I have friends who are Black." The most obvious reason, therefore, why so many of Trump's cult members hide their white supremacist ideals is that it's no longer fashionable to openly display their obsession with that repugnant persuasion. But let's not ignore the uncomfortable truth either, that our Founding Fathers concealed their own bigotry and self-interests on July 4, 1776, when they wrote in the much revered Declaration of Independence: "... all men are created equal ... endowed by their Creator with certain unalienable
Rights ... Life, Liberty, and the pursuit of Happiness." Well, it has taken many years to accept what they really meant: That only white men who owned property (which included slaves) were created equal. The Declaration of Independence excludes women, and also Native, Black and Brown men. Thus, perhaps America's original sin wasn't slavery after all, but rather our Founders' hypocritical myth of "equality" which they sanctimoniously promoted in our quasi-sacred Declaration, but which they never intended to legally fulfill. The road we must travel before we arrive at the
promised land of equality is long and arduous. So, let's keep our shoulder to the wheel, and hope our children will do the same when we are gone. - David Q. MONROVIA

T
he stresses of COVID including job loss, home schooling, financial strain and restriction of outside activities has strained marriage and families. Requests for legal papers for divorce increased by 34% between March and June 2020, according to Legal Templates service. The holidays will be challenging this year. Google searches on topics related to anxiety have jumped 52% during the pandemic. How can families deal with the challenges of COVID during the holiday season when the number of cases has spiked up around the nation. How can families remain safe and still celebrate holiday traditions? Of course, masks should be worn when going outside, hands washed often, and gatherings need to be small. According to scientists, by next Thanksgiving we should be able to have our usual huge gatherings of relatives and friends. The Chinese have a character for crisis that is a combination of the word danger and opportunity. This year brings unique opportunities
to practice strategies such as mindfulness to stay internally calm despite external stressors. Mindfulness is a science-based practice using deep breathing and focus on a present moment. I am working with a family with three young children and two parents who are working from home. We have made plans for them to have virtual gatherings and create new traditions using art and creativity for the children. In addition, they are planning some dates to include safe venues such as outside at a restaurant or visits to nature preserves. I gave the couple a guide for mindfulness practices to tame their inner storms before they explode into verbal attacks on one another or the children. What mindfulness practices help families share special moments of the holidays in the midst of challenges of the virus? Mindfulness Methods to Deal With Double Trouble of Holidays in the Time of COVID 1. By mindfully living in the present, you can make the conscious decision to focus your resources and time on positive emotions of joy, appreciation, and healing.
This does not mean that you’re denying the reality of inconveniences or suffering that may affect you, your family, or community. Instead, it means that you actively choose to find moments during the day to share and partake in kindness, gratitude, and joy. 2. Eric Kandel, recipient of the Nobel Prize for Medicine, notes that the ability to rejoice is not something that we are born with or that we lack; it’s something that should be cultivated constantly. He has observed that we can train our brains to resist harmful gut reactions and strengthen our ability to focus on positive aspects and feelings that serve us and those around us. 3. When you feel overwhelmed by the negative emotions about coronavirus or any other anxiety-producing event, you can practice mindfulness techniques to evoke calmness and healing. Imagine that you inhale sparks of goodness and healing, and that you breathe out some of that light and healing to others. When you notice tension building up in your body, breathe deeply and fill your body with clean air and thoughts. Envision a healing light that can penetrate your
muscles and soothe them. Mindful Reminders • Accept reality. It does not help to deny what is happening. • The challenge of coronavirus is an opportunity to become better instead of bitter. • Take it one day at a time. You do not know the future. Give your best today. • The challenge of coronavirus is also an opportunity to become better and to help others. • Do not torment yourself out of fear that you will be tormented by coronavirus complications; wasteful worrying will not change the present or future. • Realize that gratitude and expression of appreciation are not just for good times; it is healing in troublesome times. • You cannot avoid suffering, but you can intentionally look for joy amidst suffering. • Inhale and think the word "Be"; think the word "Calm" as you exhale. • Now is a good time to practice choosing peace of mind instead of fear. Daniel Yeh, a fire captain, public information officer and 15-year veteran of the Orange County Fire Authority, strongly recommends owning working fire extinguishers and smoke detectors and offers a stern but simple solution to anyone who might be distracted by the TV or visitors. “My greatest advice would be to never leave anything cooking on the stovetop while no one is home or tending to the kitchen,” said Yeh, adding that his department responds to an average of 16-20 residential fires on Thanksgiving Day. “Never leave [cooking] even simmering on the stove when no one is home or attending to the cooking operation.” Unattended cooking — particularly frying and sautéing — is the reason for one-third of home cooking fires, with abandoned or discarded materials like grease buildup being a distant second at 10%. Though 61% of home cooking fires begin on stovetops that lead to 78% of cooking fire injuries, Yeh also cautions those cooking their turkey, ham or other food in the oven to stay in their home and check on it regularly, adding, “You hear stories all the time that I didn’t think anything would happen, I just left for a few minutes.” The safety hazards also extend to the appliances and cords used on a day when an estimated 46 million turkeys will be eaten and home fires lead to an average of 20 injuries and $3 million in property damage. “Any appliances or anything with frayed or worn cords should be replaced immediately and never be used,” said Andrew Martinez, vice

They should never be used with large appliances, never connected to another extension cord to extend their length, never placed in pinched positions and never positioned in high-traffic areas and under rugs where they can lead to trips and falls. As for turkey fryers, the fire association still discourages their use because they can lead to severe burns, injuries and property damage and Underwriters Laboratories (UL) still refuses to certify them. Sellers of deep-fried turkeys like restaurants, grocery stores and food retailers are recommended instead. For Martinez, awareness and prevention are always the best practices. “The pandemic will curtail celebrations this year but distractions like the phone and TV should never compromise safety while cooking,” he said. “Alert and careful cooking is critical to a safe holiday.” Meanwhile, Yeh offers additional tips on staying safe while cooking this Thanksgiving and yearround:
If necessary, what is the best way to put out a small stovetop fire? Turn off the burner, and if you have a pot or pan nearby, cover it. By doing that, you remove the air or oxygen required for combustion and eliminate the flame. Another good option is baking soda, which works much like a lid in that it smothers the super-heated fumes and gases of a cooking fire. Why should you never use water on oil and grease fires? It is very, very dangerous to mix anything hot like oils with water. That is one of the biggest mistakes that people make and is the leading cause of cooking injuries. How about combatting an oven fire? You should keep the oven closed because, again, oxygen in the air fuels that fire and that’s what typically causes a huge flame-up that can cause burn injuries. You want to keep the door closed and turn off the oven or microwave and allow the fire to smother itself out. If it doesn’t or if the door has already been opened, a multipurpose ABC fire extinguisher is your best option. Any additional advice on fire extinguishers and smoke detectors? Regardless of the holidays, we always recommend that fire extinguishers and smoke detectors are in working order and available. You should have a smoke alarm battery check every six months to ensure that it’s working.
