eacon Media has learned that one assisted living facility withing the city of Arcadia is under investigation by the Los Angeles County Department of Public Health. A confidential source, who works inside the facility and filed an official whistleblower complaint with the county health department, alleges that the facility potentially violated the law by not disclosing deaths from the coronavirus in a timely manner as prescribed by the state and has violated health guidelines by making staff wash their masks and other personal protective equipment (PPE) instead of giving them fresh, sanitary supplies. Beacon Media was unable to substantiate these claims. Beacon Media contacted the Los Angeles County Department of Public Health for comment about a possible probe of the facility.

“Arcadia Retirement Village is an open and active investigation. Public Health has provided the facility with infection control guidance and is conducting site visits,” Public Health said in a written statement to this newspaper on Oct. 13. The source alleges that some kitchen staff may have contracted COVID-19 and may continue to work in the facility but data from Public Health does not support this. As of Tuesday, Public Health does not report any confirmed cases among Arcadia Retirement Village staff — nine cases have been confirmed among residents as have two deaths from the virus. However, “Data will change based on daily information gathered by public health investigators overseeing, supervising, and closing each investigation,” according to the COVID-19 dashboard on the Public Health website. “The Arcadia Retirement SEE INVESTIGATION PAGE 11

appreciate the opportunity to connect with them, to teach them, and to support them during this challenging time,” said Karalee Nakatsuka, an eighth-grade history teacher at Arcadia Unified’s First Avenue Middle School, referring to the 165 students she is currently teaching. Not only is Nakatsuka managing the impacts of the pandemic on her own family, but she also remains as committed as ever to giving her students the quality instruction that this 2019 Gilder Lehrman Insitute’s California History Teacher of the Year has become known for. Not only devastating the world by taking many

lives, the coronavirus has put everyone on lockdown, forcing many businesses, shops, services, events, and countless more activities to shut down to help curtail the spread of COVID-19 and save lives. Schools have also been physically shut throughout the United States and other parts of the world with a pivot towards distance learning. As a result, teachers have had to burn the candle at both ends and work quickly to move instructional materials, lessons, and the like online in order to continue to provide support and an engaging education for their students. Though the Arcadia Unified School District has been physically closed since March 13, 2020, Arcadia Unified teachers have kept their classes and learning going virtually.

“We classroom teachers had to transition quite quickly to remote learning,” said Nakatsuka. “We left school on Friday, March 13. It was the end of the quarter and a half-day. We didn’t find out that we were not returning to school (for an unknown period) until the end of the half-day, so I was only able to say good-bye to two classes.” Natakstuka expressed a sentiment shared by many educators during this time, admitting that remote teaching is challenging. “My first concern was how to communicate with my students at the beginning of this time. Every Monday, on Google Classroom, I post a video which talks about COVID-19 and Arcadia Unified updates, First Avenue happenings, reviews and previews of the week, student

happenings, what I’m up to, and any encouraging words I can share with the students. I also post the assignment(s) for the week.” Although there are some perks to virtual learning, Nakatsuka noted her concern for students’ lacking participation in those first days following the initial school closures. She mentioned how the lack of student motivation was very chal-

lenging. “We, teachers, have emailed, we have offered multiple video conferences and we have strategized with each other, but it is hard to seek participation from our students.” As of now, it has been six months since schools were physically shutdown, and due the state’s tiered system guiding a county’s ability to reopen various services, there has been no sign of returning

to campus anytime soon for L.A. County schools. Many teachers spent their summer learning new technology and investigating different online methods for delivering instruction. “There have been many changes made since March and now,” said Nakatsuka. She appreciates how the district gave her and all of the other teachers the option to work in their classroom or work remotely from home.

The first echoes back to my grandfather: he took a piece of candy that I’d signed my name on, vanished it, and made it appear in a sealed

matchbox on the table. Newsom Says California Will Review F.D.A.Approved COVID-19 Vaccine for Safety Before Distributing to the Public While there is no proven vaccine for COVID-19 yet, a group of scientists will review any vaccine that receives federal approval and verify its safety, before California makes a vaccine available to the public, Governor Gavin Newsom announced Monday. A group of California physicians and scientists with expertise in immunization and public health have been named to the state’s newly-created COVID-19 Scientific Safety Review Workgroup, which will work with the California Department of Public Health, to “independently review the safety and efficacy” of any vaccine that receives approval from the Food and Drug Administration (F.D.A.) for distribution. “Of course, we don’t take anyone’s word for it,” Newsom said during a news conference on Monday in which he lauded the state’s

experience with mass vaccinations. “We will do our own independently reviewed process with our world-class experts that just happen to live here in the state of California.” The workgroup is part of the state’s initial COVID-19 vaccine distribution plan, which was submitted to the Centers for Disease Control and Prevention on Friday. California’s vaccination planning process is guided by three principles:

• Ensuring the COVID-19 vaccine meets safety requirements. • Ensuring the vaccine is distributed and administered equitably, at first to those with the highest risk of becoming infected and spreading COVID-19. • Ensuring transparency by bringing in community stakeholders from the outset. Many vaccine candidates are in clinical trials currently, but questions

have arisen over whether the Trump administration will try to rush a vaccine to the market. Most experts believe that under a best-case scenario a vaccine will be available by the end of the year or early 2021 but according to the Centers for Disease Control and Prevention, supply will likely be limited at first. While supplies of the vaccine are limited, the state has developed a distribution process that first focuses on healthcare workers, first responders and high-risk groups — people older than 65, those in long-term care and residential facilities, people with disabilities, racial and ethnic minorities, rural populations and those who are incarcerated or detained. “While a small number of doses of an FDAapproved vaccine could

be deployed before year’s end, the reality is that the COVID-19 pandemic will be with us well into 2021 — and widespread vaccine distribution likely won’t occur for many more months,” said Dr. Erica Pan, acting state public health officer. The state is also planning for challenges with resources related to the distribution of a vaccine such as the supply of needles, syringes, alcohol pads, bandages, masks and personal protective equipment. The state is also looking at issues with vaccine storage, which requires sterile refrigeration. According to the Associated Press, “Maintaining the cold chain for coronavirus vaccines won’t be easy even in the richest of countries, especially when it comes to those that require ultracold temperatures of around minus 70 degrees Celsius (minus 94 F). Investment in infrastructure and cooling

technology lags behind the high-speed leap that vaccine development has taken this year due to the virus.” The California Immunization Registry (CAIR) is the infrastructure currently in place to handle immunization data, but the governor said a team is looking at the efficacy of the technology and at expanding the registry while protecting people’s privacy. “This vaccine plan will move at the speed of trust,” he said. “You have to have confidence in the efficacy of the vaccine, confidence that we’re not rushing to judgement in terms of its distribution and its accessibility — making sure, again, that we are a third set of eyes or a second set of eyes as is the case here.” The workgroup will be responsible for this outreach which will include trusted messengers, culturally competent information, public service announcements and other educational material.

ARCADIA Oct. 11 At 1:41 p.m., an officer responded to a residence in the 400 block of West Huntington Drive regarding a theft report. Surveillance footage revealed the suspect stole the victim’s packages from her porch. The victim witnessed a male suspect cutting the catalytic converter from her neighbor’s car. An investigation revealed the suspect, a Hispanic male in his twenties, had used a saw to cut two catalytic converters from the victim and her neighbor’s car. The suspect fled with a Hispanic male passenger in a gray sedan. The investigation is ongoing. At 1:11 p.m., an officer responded to World Gas, located at 3 E. Duarte Road regarding a fraud report. An employee discovered two of the gas pumps had skimming devices installed. There is no suspect information at this time. At 2:18 p.m., an officer responded to Natural Selection, located at 305 S. Santa Anita Ave., regarding a vandalism report. Sometime between 6 and 7:15 a.m., an unknown suspect damaged a speaker, solar lights, and the air conditioning. Surveillance footage revealed the suspect forced his way into a bathroom, then tunneled through the wall to the location’s office. A secondary suspect remained outside as the “look out.” They are described as Hispanic males in their late 20s or early 30s. They fled in a gray four-door sedan. The investigation is ongoing.

At 8:45 a.m., a resident in the 400 block of Kirkwood walked outside his home and discovered someone had rummaged through his unlocked car sometime during the night. His wallet and sunglasses were stolen. This investigation is continuing.

At 8:49 a.m., an officer responded to the 200 block of East Floral Avenue regarding a theft from vehicle report. Surveillance footage captured the suspect entering the unlocked vehicle and fleeing with a watch and cash. The suspect is described as a black male in his early 20s, wearing a hooded sweatshirt, pants, gloves, and shoes with reflective material. The investigation is ongoing.

At 1:18 p.m., a resident in the 800 block of Encino reported a male subject just stole welding equipment from the back of his truck. The suspect fled with the stolen goods in his vehicle. Officers searched for the suspect but were unable to locate him. This investigation is continuing.

Oct. 14 At 5:43 a.m., an officer responded to a residence in the 500 block of West Huntington Drive regarding a grand theft report. The officer discovered two vehicles had their catalytic converters stolen during the previous night. There are no investigative leads as of the date of this report.

MONROVIA Oct. 8 At 11:09 a.m., a resident in the 100 block of North Grand walked outside his house and discovered his mailbox open and his mail scattered in his yard. He did not know when the theft actually occurred. Some of the mail was open and the contents missing. This investigation is continuing. At 12:43 p.m., a caller reported two motorists collided into one another at the intersection of Foothill and California. One of the drivers complained of pain. The party at fault was also found to be driving with no license and no insurance and was issued a citation. Oct. 9

At 12:55 p.m., a resident in the 100 block of North Heliotrope discovered someone had stolen the catalytic converter from his vehicle. This investigation is continuing.

At 8:51 p.m., a resident in the 200 block of East Olive called police to report a vehicle just collided into a parked car. Officers arrived and contacted the driver of the vehicle. She was the only occupant, and she was not injured. She showed signs of being under the influence of alcohol. A DUI investigation was conducted, and it was determined the driver was under the influence of alcohol while operating a motor vehicle. She was arrested and held for a sobering period. At 9:25 p.m., a resident in the 600 block of West Colorado called to report a safe that had been discarded in front of his residence. The safe had a 6-inch hole in the bottom of it that had been cut out and several items were still inside the safe. The safe did not contain anything to help identify the owner. A crime bulletin was generated and distributed to all Los Angeles County agencies. It is possible the safe had been discarded by burglary suspects. Investigation continuing. At 9:38 p.m., a resident in the 300 block of West Walnut called to report his vehicle had been broken into sometime during the night. Power tools and a generator were taken without his permission. Investigation continuing.

On Tuesday, January 30, 1996, the partially clothed body of 17-year-old Gladys Arellano was discovered at the bottom of a ravine in the Topanga Canyon area of Malibu. The last time she was seen was three days earlier at her Boyle Heights home, and she was reported missing by her family one day before her body was found. The results of an autopsy concluded the teen was sexually assaulted, beaten, and strangled to death. Serology evidence was collected from her body, and a DNA profile was uploaded into state and federal DNA databases as that of an unknown offender. On Sunday, Nov. 10, 2019, Jose Luis Garcia, was arrested by LAPD-Mission Division personnel for a domestic assault charge. A DNA sample was collected from him during the booking procedure and uploaded into the state database. In December 2019, detectives received an alert that Garcia’s DNA was a match for the evidence collected in the Arellano homicide investigation. Detectives visited his Fontana home and obtained another DNA sample from him for comparison. After that visit from detectives, Garcia relocated to Dallas, Texas. On Sept. 29, 2020, Garcia was arrested in Dallas. He was extradited to California on Oct. 14, 2020, arraigned for the charge of murder on Oct. 19, 2020, at Van Nuys court, and is being held in lieu of $1

The Riverside City Council on Tuesday approved a Riverside Anti-Racist Vision formulated by the mayor’s multicultural forum, and Mayor Rusty Bailey encouraged members of the community to sign on to the document. Mayor Bailey and Dr. Carlos Cortés, a UC Riverside professor emeritus of history, presented the item at the City Council meeting. They pointed out that anti-racism is more than just acknowledging racism is wrong; it is the active effort to combat it in the community. “By adopting and following these principles, and by annually reassessing progress in their implementation, including measurable accountability, the City of Riverside can become a true national leader in creating and sustaining an anti-racist community,” Mayor Bailey said.

City of San Bernardino News SBPD Investigates A Traffic Collision in the City Police are investigating a robbery and carjacking that occurred Monday. Officers responded to the area of Cajon Boulevard and Majestic Avenue at about 6:17 p.m. where they located a 60-year-old Jose Luis Garcia in the roadway suffering from serious injuries after trying to intervene in the carjacking. During Garcia’s attempts, a traffic collision occurred, and the suspects fled the scene. Garcia was treated on scene and transported to a local hospital where he later died.

My focus was never becoming an illusionist in particular, but to create interesting and impossible experiences that audiences can relate with. I think that helped my work stand out in some way and is probably the reason why it’s connected with audiences across the world.” Unlike his previous shows, ‘The Journey’ uses Scotland as the backdrop in an immersive experience. Silven says, “Memory and nostalgia form

Officers responded and located approximately 30 shell casings on Raymond Avenue but found no victims at La Pintoresca Park near the makeshift memorial for Anthony McClain who was shot and killed by Pasadena police in that vicinity on Aug. 15. “A car was seen speeding away from the area and was stopped near Mountain Street and Seco. The driver of the car was a male — resident of the City of Orange — in his 30s who sustained a gunshot wound to his neck. The injury is serious but not considered life threatening. The PD was

notified that a female — 40s, Lancaster resident — had been dropped off at Pasadena Fire Station #36 who also sustained a gunshot wound to her back … also serious but not life threatening,” Lt. William Grisafe told Pasadena Independent in a written statement. “In an attempt to mitigate future violence, the PD will be at the park to provide high visibility for prevention and intervention efforts. If the need arises, enforcement action will be taken. It is a difficult balance between public safety and the ability for family/friends to mourn the loss of a community member, but the police chief has the responsibility to provide a safe environment for the community and will not waiver from those duties.”

Final Round of L.A. Regional COVID-19 Recovery Grant Program Begins Oct. 26 Last chance for small businesses to apply for $5,000-$25,000 grants The sixth and final round of the $100 million L.A. Regional COVID-19 Recovery Fund grant program commences Monday, Oct. 26, marking the last week that eligible Los Angeles County microentrepreneurs, small businesses and non-profits can apply for a $5,000-$25,000 grant. Since grant program opened in July, fund administrators from Local Initiatives Support Corporation Los Angeles (LISC L.A.) have identified 5,000 finalists and nearly 2,000 more will be selected in this final round. Grant recipients are chosen through a randomized application system, and all who are eligible are encouraged to apply.

However, applicants who meet the following criteria are weighted more heavily in the system: veteranowned small businesses, and city and county districts that have a higher unemployment rate, lower education rate, lower median household income, and lower jobs-to-population rate. One such recipient is Jerold Potter, founder and owner of Potters Printing, a print shop in South L.A. that serves the local community and uses its sales to fund a national prison book program. When COVID-19 struck, Potters Printing was forced to close its doors and halt operations like many other small businesses. Once it was able to reopen,

said Potter. Another recipient, the Los Angeles Music and Art School, has been an East Los Angeles cornerstone in arts education for 75 years. Kathleen Jequinto, development and events associate for the school, said that the school creates programs for immigrant families—just like they did for those fleeing during the Jewish Diaspora more than a half century ago. The school usually serves 530 students a week but is only serving about half of that now due to the transition from in-person to online learning. Despite this challenge, Jequinto emphasized that the grant they received has helped them sustain their programs, giving them

the ability to keep the 37 teaching artists in charge of creating virtual lesson plans and curriculum on payroll through at least December 2020. Jequinto says that with support from the Fund and strategic planning, the school has been able to stay open and reach more students. She encourages other organizations in similar situations to apply. Financial assistance in a time of economic instability can make all the difference in helping diverse small businesses and non-profits like Potters Printing and Los Angeles Music and Art School keep their doors open.
