21 MILLION BALLOTS SENT TO CALIFORNIA VOTERS – DID YOU GET YOURS? Terry MILLER

outhern California voters can cast ballots in-person at county elections offices and other locations ahead of the Nov. 3 election. Voting at county registrarrecorder’s offices started Monday, except in Orange County where pop-up vote centers will open on Oct. 24. Most registered voters should have received their mail-in ballots by now. More than 21 million ballots will be mailed out in California, more than in any state in the nation. Most should arrive this week. State law requires absentee ballots to be mailed no later than Monday Oct 5 which is 29 days before the Nov. 3 election. In Los Angeles County, select vote centers will open for in-person voting on Oct. 24. All county voting locations will be open beginning Oct. 30. The centers will be open from 10 a.m. to 7 p.m. during the early voting period. On Election Day, centers will be open from 7 a.m. to 8 p.m. Despite the false rumors, if you're not voting for the first time in California, you don't need to show ID to vote. If you are a first-time voter and didn’t provide a driver’s license number, ID number or last four digits of your Social Security number on your voter registration form, then you will need to show an acceptable form of ID. ballot return envelopes have prepaid first-class postage and are identified as election mail. The U.S. Postal Service is required to deliver it within two to five business days of the ballot being put in the mail. For a vote-bymail ballot to count, it needs to be postmarked by
November 3. California has extended the time period that mail-in ballots can be received, and still counted, by elections officials to 17 days after the election, so if it is received by November 20 it will be processed and counted.” SEE BALLOTS PAGE 4

s the number of deaths from the coronavirus increases in United States, President Donald J. Trump tweeted Monday that Americans should not “be afraid of Covid” or “let it dominate” their lives as he planned to return to the White House. After a weekend of special cocktails administered by a team of medical professionals — to lessen the blow of the virus — the president has once again contradicted every scientific statistic by saying he doesn’t want anyone to worry about COVID19. Although 211,000 families who would, no doubt, disagree. On Monday, Holly Yan wrote for CNN that “While many Americans have struggled to get Covid-19 tests or test results without massive delays, Trump has been ‘the most tested man in America,’ White House press secretary Kayleigh McEnany said.” Now, McEnany has tested positive as have 27 people from the president’s inner circle. It should also be noted that on Tuesday,
some senior Pentagon leaders were quarantining after exposure to the virus. In the wake of misinformation and outright fact distortion, Facebook has been removing false and disingenuous posts, in particular one where President Trump claimed that influenza is more lethal than COVID-19. However, the president’s base is still supportive. Supporters gathered outside Walter Reed National Military Medical Center in Bethesda, Md. to show support for the president. One 56-year-old supporter was quoted by The Guardian as saying, “It’s a hoax. There’s no pandemic. As Trump said, how many millions die of flu?” Another supporter can be heard on video saying he would “die for that man, happily.” Quoting a New York Post opinion piece Monday, Trump tweeted Monday: “You see it in enthusiasm for the President outside Walter Reed Hospital. aseball has long been hailed as America’s favorite pastime. According to the National Baseball Hall of Fame and Museum’s website, its history dates back to the 1840s when Civil War soldiers on both sides played it as a diversion from the grimness of their circumstances. And, depending on whom you ask, it’s either the perfect sport or the most boring. While baseball is as American as apple pie, though, attendance at Ma-
jor League Baseball games has seen a decline in recent years. Its fan base is greying, and young people aren’t as keen on the sport as their parents were. That said, baseball still attracts kids ages 6 to 12; it’s the second most popular sport behind basketball. However, it isn’t the natural sport of choice for children with autism. Until now. Taylor Duncan, who comes from Dallas, Ga., founded the Alternative Baseball Organization in 2016 to provide an authentic baseball experience for teens and adults (ages 15+)
with autism and other disabilities. o say that it took a village and a few decades to create the Huntington Library, Art Museum and Botanical Garden’s Liu Fang Yuan (the Garden of Flowing Fragrance) isn’t an exaggeration. And we’ll have the opportunity to see the completed project and revel in all the pleasures within when the expanded Chinese Garden opens on Oct. 9. And what a treat it will be! Spread on 15 acres of land, 12 acres of which comprise a central garden, it features a bamboo grove on its western edge and a conifer forest to the north. Liu Fang Yuan has been a renowned destination since it opened in 2008. With its expansion, it is now one of the largest classically designed Chinese Gardens in the world. Enjoy the arrival of fall meandering along lush
sceneries, magnificent pavilions, and new attractions. The Stargazing Tower is the perfect vantage point from which to view the gorgeous landscape below set against the backdrop of the beautiful San Gabriel Mountains. This 527-square-foot pavilion is
situated on the highest point in the garden at the southern end of the lake and evokes the Mount Wilson Observatory, which is visible from the tower, and the work of astronomer Edwin Hubble, whose papers are part of the Library’s holdings in the his-

ARCADIA June 8 At 4:16 a.m., officers responded to the 1000 block of Singing Wood Drive regarding a male suspect seen on surveillance cameras stealing mail from a mailbox. The officers located the suspect and discovered he was in possession of more than 150 pieces of stolen mail, drugs, drug paraphernalia, stolen sunglasses, forged checks, and a concealed knife. The 33-yearold male transient from Arcadia was arrested and transported to the Arcadia City Jail for booking. At 9:39 a.m., an officer responded to Fortunella, located at 11639 Goldring Road, Unit B, regarding a commercial burglary investigation. The investigation revealed unknown suspects entered the business through an unsecured roof hatch and fled with blank checks. The suspects then smashed a glass door connecting Unit B to Unit A. Once inside Unit A, they ransacked the drawers and cabinets and damaged the camera system computer. The investigation is pending a review of surveillance footage. At 4:08 p.m., an officer responded to Arcadia 210 Self Storage, located at 324 N. Second Ave., regarding a commercial burglary report. The victim discovered his storage unit had been broken into sometime between midJanuary and June 8 and miscellaneous tools, a laptop, and car stereos had been stolen. There is no suspect information at this time. At 6:39 p.m., officers responded to the 100 block of West Huntington Drive regarding a male subject seen carrying a meat cleaver in his pants. After agreeing to pat-down search, an officer located a 10-inch unsheathed meat cleaver concealed in his pants. The 19-year-old male transient from Arcadia was arrested and transported to the Arcadia City Jail for booking. June 9 11:54 a.m., an officer responded to a residence in the 100 block of El Dorado Street regarding a vandalism report.
BLOTTERS The reporting party discovered the community mailbox had been damaged sometime between June 6 and June 9. It is unknown if any mail was stolen. There is no suspect information at the time of this report. At 9:32 p.m., an officer responded to the 900 block of Holly Avenue regarding a theft from vehicle report. Surveillance footage revealed an unknown suspect entered the victim’s unlocked vehicle and fled on a skateboard with a GPS navigation device. The suspect is described as a Hispanic male in his midthirties, wearing a blue hat, white T-shirt, black jeans, and a neon yellow shirt hanging from his rear pocket. The investigation is ongoing. June 10 At 1:48 a.m., an officer responded to 411 E. Huntington Drive regarding a commercial burglary report. The officer discovered unidentified suspect(s) smashed the front windows of Basil Thai Cooking, Unit 103, and Lanzhou Beef Noodles, Unit 102, sometime between June 9 at 10 p.m. and June 10 at 2 a.m. The loss is unknown and the investigation is pending a review of any located surveillance footage. At 5:35 a.m., an officer responded to Salon Motif, located at 53 E. Foothill Blvd., regarding a commercial burglary report. An investigation revealed unknown suspect(s) smashed a window on the front door, ransacked the office, and fled. There was no reported loss because the business was closed. There is no suspect information at this time.
MONROVIA Sept. 24 At 7:05 a.m., a vehicle burglary was reported in the 1800 block of Ninth Avenue. The victim reported that the windows on his vehicle had been smashed while it was parked, and his backpack had been taken from inside. The windows and doors had been secured. Officers obtained surveillance footage that showed a suspect smashing the windows at 1:30 a.m. that morning. This investigation is
continuing. At 8:33 a.m., a traffic collision involving two vehicles occurred at the intersection of Magnolia and Olive. Officers arrived and found one of the parties was complaining of pain to his shoulder. He was transported to a local hospital for treatment. At 9:48 a.m., a resident in the 600 block of East Greystone found mail on the ground that belonged to nearby residents and called police. Officers arrived and located surveillance footage which showed a subject in a silver Toyota Prius throwing mail out of the vehicle window. The license plate was captured and returned as being stolen out of Los Angeles. The mail was returned to the owners. This investigation is continuing. Sept. 26 At 8:47 a.m., a resident from the 400 block of East Lemon called police to report a male subject in his backyard. Officers arrived and confirmed a no-trespass authorization was in effect against the subject for that location. The subject was detained and advised regarding the no-trespass order. He said he already knew about the order, but he had no place else to go. He refused to take any resources regarding homeless shelters. He was arrested for trespassing. At 10:46 p.m., officers responded to the 400 block of East Maple regarding a domestic violence incident. Two subjects are in a dating relationship and had been drinking. They became involved in a verbal argument. The argument escalated and the boyfriend pushed the girlfriend up against a wall, and at some point, bit her on the arm. The boyfriend was deemed the primary aggressor. He was arrested for domestic violence and taken into custody. At 11:23 p.m., officers responded to the 400 block of South Myrtle regarding a subject that was heavily intoxicated. Officers located the subject, who was found to be too intoxicated to care for his own safety. The subject was arrested for public intoxication and held for a sobering period.

Tuesday to submit a resolution to Gov. Gavin Newsom focusing on three specific requests. Supervisors want the state to make the process counties must follow to reopen businesses “more stable and predictable.” They want the state to attach its testing metric to a fixed number rather than the ever-changing median testing number of all 58 counties. Finally, the board wants the state to allow communities that have experienced historically low rates of infection (such as those in the county’s rural areas) to reopen.

Options for Learning welcomes Dominic Alpuche as new CFO Options for Learning, one of Southern California’s largest nonprofit childcare and early learning organizations serving families throughout the San Gabriel Valley, Whittier, Pomona Valley and northeast Los Angeles areas, has announced the selection of Dominic R. Alpuche as its new chief financial officer. He joined the agency on Monday, Sept. 28. With more than 20 years in grant management and financial administration, Alpuche has extensive experience in administering federal, state and local agency grants, as well as foundation grants. His collaborative and forward-thinking management style will be an asset to the Options for Learning team. Sata: A Japanese Immigrant in Search of Western Art,” is based on a recently published biography, “Kagoshima 9066 Westridge,” written by his son Frank Sata and well-known author Naomi Hirahara. Both writers and Bryan Takeda of the
Nikkei Federation, the sponsor for the project, will discuss the life of J.T. Sata, who left a record of the Japanese immigrant experience through his photographs, sketches, paintings and sculptures. You might also be lonely. According to Popular Science, “Research suggests that the brain may summon spirits as a means of coping with trauma, especially the pain of losing a loved one.” There are also more serious mental issues that could be contributing. Sometimes it’s just a trick of the light, angles reflections. Other times, your own mind might be playing tricks on you.

The name of this 308-squarefoot pavilion brings to mind the legendary gathering of poets at the Orchid Pavilion in Shaoxing in 353, immortalized by the great calligrapher Wang Xizhi, who wrote the preface to the collected poems. Wander into the Courtyard of Assembled Worthies, a large patio paved with intricate pebble mosaics which links the existing Clear and Transcendent pavilion on the north side of the lake — the frequent site of concerts and performances — with the new exhibition complex. Karen R. Lawrence, president of The Huntington, in a press release issued by The
Huntington to announce the Chinese Garden’s opening, states, “We are delighted to be able to welcome visitors to explore these exquisite new features that further demonstrate the beauty and depth of Chinese cultural and landscape gardening traditions. The debut of these new sections of the Chinese Garden coincides with the conclusion of The Huntington’s yearlong Centennial Celebration, and symbolically opens a new chapter in the institution’s history.” In the same statement, James Folsom, the Telleen/ Jorgensen Director of the Botanical Gardens, says, “The Chinese Garden has been more than two decades in the making, and the opening of this expanded section is the realization of the long-shared vision that countless individuals have worked toward: generous community donors, architects and designers from China and the United States, hardworking staff and volun-

concerts, academic symposia, school programs, and other cultural offerings.” Indoor spaces within this expanded section of the Chinese Garden which will open later include: the art gallery, Studio for Lodging the Mind, a 1,720-square-foot climateand light-controlled building at the northern end of the garden that will showcase changing exhibitions of Chinese artworks, both contemporary and historical. The gallery’s inaugural exhibition will feature “A Garden of Words: The Calligraphy of Liu Fang Yuan,” set to open in May 2021. Adjacent to the gallery is the Flowery Brush Library, a hall designed in the style of a scholar’s studio — a garden retreat traditionally used to create paintings and calligraphy. READER: STOP PUSD $516M BOND INITIATIVE The Pasadena Unified School District Board passed a resolution on June 25, 2020 on a dual-term bond slated for the Nov. 3, 2020 U.S. presidential election. The bond proceeds will fund the
educational technology and facilities. As expected, this would raise the tax rate over eight years for Pasadena, Sierra Madre and Altadena property owners. A multiplying factor of $45 per $100,000 in assessed property value. In this time of great turmoil, voters find this ballot item is incomprehensible, they have gone this way before, namely the $240M V Bond in 1997 which was much maligned and the $350 [sic] Measure U of November 2008 filled with complex implementation and financial woes. Property owners are still paying this $350M bond till year 2037. The reasons to reject it outright are as follows: 1. Mishandling bond monies. 2. Declining student enrollment 3. Closing more schools (3 recently) 4. Popular school choices. 5. Property owners losing jobs. 6. Getting share from Pasadena City's sales tax and CA state lottery games. 7. Receiving monies from people and private intuitions. 8. The CA state proposed budget of $85 Billion for the fiscal year 2020-2021, providing our schools $330M more than previous year and federal money for each student's daily

FORMER MAYOR OF ARCADIA QUESTIONS PROPOSITION 15 Proponents of Prop. 15 tell you that big corporations will pay the huge taxes that it calls for. What they don’t tell you is corporations would then raise the prices we all pay for goods and services, leaving us the losers. They also tell you the money is for schools and local governments, which boils down to money for their pension funds. If we need money for children and schools, why don’t we just propose a tax of $100 per year on all households which would generate over a billion dollars per year and not be a burden on any of us. If Prop. 15 passes, it will cost us all a lot more than $100 per year. It's a shame because once the Macho Man Randy Savage music ends (upon graduating high school), so do their services as many providers only cater to those 18 or others still in public school. This means that in a lot of areas across the country, there are no services catered to their individual needs. There needs to be more offered across America to help those like me have the services and encouragement to continue our successful paths toward independence.” Continues Duncan, “During the pandemic, when no professional sports were going on, I had the chance to appear on news media stations in the search for new coach/managers, volunteers, and players to start new teams across the country. The goal is to provide this authentic experience in as many communities as possible. Every person deserves the chance to be accepted for who they are, encouraged to be the best they can possibly be, and instilled the confidence needed to fulfill dreams in life on and off the baseball diamond. They
deserve an opportunity to connect with others just like themselves, whether they've played baseball before or not. If they haven't played before, we'll teach them the skills. Just bring a glove and your willingness to try. We love it when everyone gives 110% effort!” It was in 2000, when he was four years old, that Duncan was diagnosed with autism. He experienced sensory anxiety and had speech issues. Relates Duncan, “To be honest, though, my autism diagnosis and social awkwardness were not a big concern for me. Curiosity and creativity were always encouraged growing up so it didn’t occur to me that I was different. It didn't really hit me until around the fourth grade after my parents divorced and my step-brother (at age 24, from my mom's side) had committed suicide and I started to face a lot of bullying from other students. When the bullying from other students in middle school continued in sixth grade, my mother homeschooled me all the way through the end of high school. She worked long hours with me every night on how to react to different social situations and skills needed for successful independent living for when I got older. She is my best supporter to this day.” When promoting Alternative Baseball, Duncan emphasizes that it isn’t like
baseball as we know it. He clarifies, “It’s different (and quite opposite) from similar programs in which we play using the same rule-set as the Los Angeles Dodgers and Anaheim Angels. We don't have any buddies assisting our players in the field, we play by the traditional rule structure with wood bats. The only adaptation is the type of ball which is slightly larger and much softer than a regulation size baseball.” Duncan’s efforts are slowly getting attention and recognition. Alternative Baseball was recently commemorated as a Community Hero at an Atlanta Braves game and has been featured on ESPN's “Baseball Tonight” and NBC's weekday “Today Show.” He also did a TedXAtlanta talk on providing more opportunities in and outside of sports for those with autism and other special needs. And Alternative Baseball is coming to Pasadena! Duncan appeared on KTLA in early August to announce his launch and has subsequently found a manager for this area. Now, the search for players is on. He’s looking for players of any experience level, aged 15 and over, and anyone with a disability besides autism. “We encourage those even with no experience with disabilities to get involved because it's a learning and enriching experience
for everyone to see what we can do when we're given the opportunity to get out there, to try, and give it our best,” Duncan says. “Those interested in volunteering, playing, or umpiring can visit www.alternativebaseball. org to sign up today!”
Alternative Baseball and the organization’s mission gained traction during the pandemic when there weren’t sports events on television. Between June and September, when Duncan couldn't imagine it possible to do, he appeared on TV

After public comment and Council discussion, staff was directed to research applicable laws and further evaluate the recommendations. If adopted, the new expiration date would likely be October 29, 2021.
