Gabriel Valley communities. However, on Monday afternoon new ominous plumes of smoke appeared above the mountains raising concerns if the winds changed. As of Monday afternoon, authorities said that the fire was well in the Angeles National Forest and didn’t pose any immediate danger. The Bobcat Fire was threatening

the Mount Wilson area as well as infrastructure near State Route 2 and several foothill communities. On Tuesday structure protection was fire crews’ priorities. About 1,000 homes were threatened as of Monday night, according to the U.S. Forest Service. Evacuation orders were issued

for residents south and west of Upper Big Tujunga Canyon, east of Angeles Forest Highway and north of Angeles Crest Highway. CDC RETRACTION CAUSES CHAOS, CONFUSION

hile California’s attention has been largely on the devastating wildfires in recent weeks, the pandemic and the Center for Disease Control’s (CDC) guidelines seem to have taken a back seat on the news front. That is, until Monday when confusion reigned over the transmission of COVID-19.

The CDC reversed itself Monday, saying guidelines concerning the spread of the virus it posted on its website were wrong and removing language saying it was “possible” that it spreads via airborne transmission. Before the reversal, the guidelines posted Friday acknowledged the possibility of the virus spreading “through

respiratory droplets or small particles, such as those in aerosols," which are produced through breathing, can remain in the air and travel beyond 6 feet. This has been a point of debate in the scientific community where research continues. According to The Washington Post, this is the third major revision to CDC information or

City of Monrovia Extends Submission Deadline for Logo Contest The City of Monrovia has extended the submission deadline for the Art in Public Places logo contest until Oct. 1. The contest winner will receive $500. This logo should reflect the culture, values and characteristics of Monrovia. The contest is open to Monrovia residents and business owners of all ages. The logo must include the

In the aftermath of the immediate threat the massive Bobcat Fire posed to San Gabriel Valley foothill communities, area residents have shown their heartfelt support and thanks for the men and women who helped protect vulnerable foothill cities — employing hand-painted signs, sidewalk chalk art, words of gratitude and impromptu standing ovations for firefighters as they walk the streets to get some well-deserved nourishment, as this reporter witnessed recently outside The Diplomat restaurant in Old Town Monrovia. The Bobcat Fire, which started Sept. 6, has now consumed over 113,000 acres of national forest land and, miraculously, has caused relatively little local structural damage in the San Gabriel Valley. However, the fire has destroyed at least 29

structures in northeastern Los Angeles County and that number could still rise. The Bobcat Fire has the dubious distinction of being one of the largest in Los Angeles County history and could still grow as it is 38% contained as of Wednesday morning, double from where it was Tuesday. Air attacks were key to fighting this wildland fire, as is the case where terrain is steep and access difficult. Aircraft like Boeing 747s, DC-10s and C-130 cargo planes, along with a plethora of helicopters worked night and day and appeared to seamlessly communicate with ground crews. It was a sight to behold. Carefully choreographed and skillfully implemented, the water and phos-chek drops were perfectly timed and each one gave our foothill communities another reason for hope amid a difficult and disaster-filled year. With 1,556 personnel assigned to the Bobcat Fire along with 187 fire engines, 19 hand crews, 11 helicopters, 20 dozers and nine water tenders, the aircraft provided that much needed support. Communities around the San Gabriel Valley have been inundating fire stations with gifts of food and drinks. A remarkable outpouring of love for the first responders. At Monroe Elementary School, distance learning students created some colorful notes of thanks for firefighters that adorn the fence surrounding the school in Monrovia.

The Bobcat Fire is one of at least 27 wildfires currently burning in the state, where 26 people have died and 6,100 structures have been destroyed since fire activity picked up in August, the California Department of Fire Protection (Cal Fire) said in a news release on Sunday. Nearly 19,000 firefighters are battling the blazes. More than total 7,900 wildfires have burned over 3.5 million acres of land in California this year. More recently, a firefighter was killed in the El Dorado Fire in San Bernardino County. On Tuesday, that fallen firefighter was identified as 39-year-old San Diego native, Charles Morton. Morton was a squad boss for the elite Big Bear Interagency Hotshot crew. On Tuesday morning, a procession escorted Morton’s body with the help of CHP and U.S. Forest Service Honor Guard to Ferrara Mortuary in Orange. The El Dorado fire was started by a couple hosting a gender reveal party where pyrotechnics rapidly got out of hand. The people responsible for the massive fire may now also face manslaughter charges. Though San Bernardino County District Attorney Jason Anderson said in a press release that “If investigative reports are filed with our office, we will review all facts, evidence, statements, and reports to determine what criminal charges, if any, need to be filed.” For ongoing evacuation alerts, visit inciweb.nwcg.gov.

ARCADIA MAN PLEADS NO CONTEST TO BEATING EX-GIRLFRIEND An Arcadia man pleaded no contest last Wednesday to beating the mother of his two children when she visited his home last year, the Los Angeles County District Attorney’s Office announced. Deputy District Attorney Lisa Tanner said Robert Michael Mendez, 28, entered the plea to one count of injuring a girlfriend or child’s parent.

prison as a result of the plea. The defendant assaulted the victim on Sept. 29, 2019, at his Arcadia home, the prosecutor said. When the victim attempted to escape, the defendant followed the woman and dragged her back to the home while beating her, the prosecutor added. Prosecutors have filed a criminal complaint against a San Gabriel woman who allegedly sold narcotics to several individuals in Pasadena who suffered overdoses on Sept. 11. Marisol Bolanos Hernandez, 35, was charged Friday with one count of drug distribution resulting in serious bodily injury. Bolanos allegedly sold narcotics to a man who, along with a friend, was found unresponsive at a Pasadena location on the evening of Sept. 11. The two victims were transported to local hospitals, where one recovered, but another died two days later. Pasadena Police officers seized white powder residue from the location of the overdoses, but that material has

yet to be tested, according to the affidavit in support of the complaint. At the hospital, the surviving victim, identified as A.C., responded to Narcan, indicating there were opioids present, and his urine samples were positive for cocaine. A.C. was released from the hospital the following day and told Pasadena police that he purchased cocaine from “Mari,” shared some of the drugs with the deceased victim, and lost consciousness after taking the purported cocaine, according to the affidavit. Investigators have determined that Mari is Bolanos through evidence that includes A.C. identifying her out of a six-photo lineup, the affidavit states. The narcotics distribu-

tion charge in the complaint relates to the drugs allegedly sold to A.C. The affidavit also alleges that Bolanos sold purported cocaine to two other overdose victims on Sept. 11. Both of those victims required hospitalization and survived. Phone records link Bolaros to another fatal overdose on Sept. 11, according to the affidavit. Pasadena police detained Bolanos on Sept. 16. During an interview she admitted selling what she believed to be cocaine to three of the overdose victims, including A.C., on Sept. 11, according to the affidavit. Bolanos was taken into federal custody on last Thursday by special agents with the Drug Enforcement Administration.

A criminal complaint contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt. The charge of drug distribution resulting in serious bodily injury carries a mandatory minimum sentence of 20 years in federal prison and a maximum sentence of life imprisonment. The case against Bolanos is the result of an ongoing investigation by the DEA and the Pasadena Police Department. This matter is being prosecuted by Assistant United States Attorney Brittney M. Harris of the International Narcotics, Money Laundering, and Racketeering Section.

CALIFORNIA ALLOWS NAIL SALONS TO REOPEN STATEWIDE BUT WILL L.A. COUNTY FOLLOW? Tuesday, California Health and Human Services Secretary Dr. Mark Ghaly announced that nail salons are permitted to open across California, even in counties currently in the purple tier on the state’s four-tier blueprint for reopenings,

but counties still have the final say on the matter. "So statewide, nail salons [are] allowed to begin operations. We'll be giving more information about that soon,'' Ghaly said. The state has not yet provided updated guidance for nail salons.

Officials for Los Angeles County, currently under the state’s most restrictive tier, have previously said that no new reopenings would be announced until at least the end of September as they analyze post-Labor Day data for a potential

spike in cases. In a statement issued Tuesday, Los Angeles County Department of Public Health officials said they “will be consulting with the Board of Supervisors to determine the timing” of allowing nail salons to reopen under modified regulations.

ARCADIA Sept. 14 At 6:49 a.m., an officer responded to Arcadia Community Church, located at 121 Alice St., regarding two transients sleeping at the location. Due to an existing, “No Trespassing Authorization” a 41-year-old male from Pasadena was arrested and transported to the Arcadia City Jail for booking. At 7:23 a.m., an officer responded to the 200 block of East Haven Avenue regarding a stolen vehicle report. The victim stated her 2019 Honda Civic was stolen from her driveway sometime during the previous night. The investigation is ongoing. At 11:59 a.m., an officer responded to Albertsons, located at 298 E. Live Oak Ave., regarding a theft report. The store manager witnessed the suspect use self-checkout to scan $107.88 worth of groceries before fleeing and stealing the items. The suspect fled in a green Honda Accord and drove south on Tyler Avenue. Due to a technical issue, there was no surveillance footage of the incident. At 5:10 p.m., an officer responded to a residence in the 1000 block of Alta Vista Avenue regarding a fraud report. The victim stated he did not order a GoBank/Green Dot VISA credit card he received in the mail. Assuming this was an incident of fraud, the victim refused to give the representative his social security number when he called for clarification. The victim does not know the suspect(s) or how they obtained his personal information. Sept. 15 At 1:26 p.m., an officer responded to a residence in the 600 block of Fairview Avenue regarding a theft from vehicle report. Sometime between 8 and 10:15 a.m. on Sept. 15, an unknown suspect entered the victim’s unlocked vehicle and fled with the victim’s wallet, cash, and gardening tools. At 5:11 p.m., an officer responded to Savers, located at 16 E. Live Oak Ave., regarding a trespassing incident. The reporting party stated a transient was acting aggressively toward customers. The officer located the 41-year-old male from South El Monte, cited him, and released him in the field. Sept. 16 At 9:07 a.m., an officer responded to a residence in the 200 block of Las Tunas Drive regarding a burglary report. The victim stated his house was burglarized while being renovated. The suspects stole various appliances, televisions, and tools. The investigation is ongoing. At 11:11 a.m., an officer responded to a residence in the 300 block of Genoa Street regarding a burglary report. An investigation revealed unknown suspect(s) removed a lock to the victim’s garage and fled with two bicycles and various bike parts. There is no suspect information at this time.

MONROVIA Sept. 10 At 9:19 p.m., a robbery was reported at a business in the 1500 block of South Myrtle. A male suspect entered the business and selected two bottles of wine. He appeared to be standing in line to pay for the items, but then ran out the exit doors. Once outside, he realized he was being chased by an employee. The suspect then retrieved a machete from a suitcase he was holding and waved it several times at the employee. The suspect then fled on foot. Officers arrived and checked the area, but the suspect was not located. This investigation continuing.

Sept. 11 At 6:10 p.m., an officer responded to an injury traffic collision in a business parking lot in the 100 block of West Foothill. A driver was backing her vehicle out of a parking stall and struck a pedestrian. Officers arrived and saw the pedestrian had sustained abrasions to his right knee and elbow. The pedestrian was treated by paramedics from the Monrovia Fire Department and transported to a local hospital for treatment.

Sept. 12 At 1:46 a.m., a vehicle traveling eastbound through the 100 block of East Lime struck a parked police vehicle and continued driving away. Shortly after the incident, officers responded to a medical call and found the subject involved in the hit and run. The subject was incoherent and having a medical emergency. He was treated by paramedics from the Monrovia Fire Department and transported to a local hospital. At 11:15 a.m., a resident in the 100 block of Melrose reported seeing a male subject stumbling along the sidewalk who appeared to be intoxicated. Officers responded and located the subject at Primrose and Foothill. He had fallen into a bush, picked himself up and fell against a wall. Officers contacted him and found he was so intoxicated he could not care for his own safety. He was arrested for public intoxication and held for a sobering period. At 3:53 p.m., a battery incident was reported at a business in the 3200 block of South Peck. The victim reported that he was shopping at a vehicle parts store when he got into an argument with another customer. The argument led to the victim getting struck by the suspect, who fled the area. Officers arrived and searched for the suspect but could not locate him. This investigation is continuing. At 11:06 p.m., officers responded to the 400 block of West Foothill regarding an intoxicated subject harassing customers inside a business. The subject was contacted and found to be too intoxicated to care for his own safety. He was arrested and held for a sobering period.

e've all been there. The list of things you have to do or to manage suddenly grows. It can feel truly overwhelming. And that's because it is overwhelming. When you look down and find a giant to do list, you wonder how you will achieve any of it. But, when you break the tasks down one at a time, each item on the list is often manageable. There's nothing you don't know how to do. During the pandemic, many people are finding themselves overwhelmed. They're pushed to the edge with family responsibilities, health concerns, home schooling, and working from home. At times, there's a good chance you are one of these people. I know I have been. When you find yourself at this place, start by creating a list. Grab a piece of paper and a

pen. Jot down all of the things you need to take care of. Then, write down the amount of time you think each task will take. From there, take a look at your schedule to see when you may be able to achieve these goals. You've probably done this before but it's a good concept to remember when you're feeling under water. I often use this exercise to sort out my goals for a particular day, week, or month. But, very often, when I reach the point of feeling overwhelmed, I will set a goal that is one or two steps below what I think I can actually achieve. It's not in an effort to achieve less. Backing the goal down gives me the breathing room that I need to both achieve the other items and my list, and to do them well. It's a great idea to push yourself but sometimes if you push yourself too hard, you will fail to meet the goal. Normally, that can be a good thing as it can drive you forward. But, if you've reached

the point of being overwhelmed, feeling like you're failing will only make it worse. Remember, this is a crazy year. Frankly, every day feels more unbelievable than the last. Your job during this time is to keep things calm and on track. When it comes to career, if you can, try to keep moving on your normal goals. There are many things you can do that don't take much time. If you have extra time, you might want to update your LinkedIn profile.

s we approach Election Day, investors are understandably wondering — and maybe even anxious — about how the U.S. presidential election will affect the stock market. Election years often come with increased market uncertainty. And this year, COVID-19 and a fragile economy have added new dimensions to what may be a landmark U.S. election cycle. Regardless of who ends up winning in November, the election will likely play a factor in the markets. Here are a few things investors should consider: Dealing with uncertainty This year’s election season has been marked by unusual circumstances. Republican incumbent President Trump is running for a second term — after a surprise victory in 2016. Whereas former Vice President Joe Biden began the campaign season competing against 25 candidates for the Democratic presidential nomination before emerging as the party’s nominee after a rocky start. There are many important issues at stake, including trade, healthcare, tax policies, social justice and our relationship with China. How well the economy is doing is also a significant influence on the election outcome, especially for an incumbent or incumbent party. But that calculus has suddenly become clouded by the onset of the COVID-19 pandemic. How long the virus will persist and how significant the impact on economic growth will be remains unclear at the moment. Even without these usual circumstances created by the pandemic, it isn’t uncommon for the stock market to exhibit a degree of volatility in the run-up to an election. This can be particularly true in the final weeks leading up to the election and if the race is close. Investors should be prepared for circumstances where the “noise” generated by the campaign contributes to market fluctuations.

It’s not just about the president It’s true that our president has tremendous influence in the direction our country takes. However, it is important to keep in mind that regardless of who is successful in winning the White House, there is a significant difference between proposals and policy. How much any administration can accomplish is influenced quite heavily by the makeup of the House of Representatives, Senate, local and state legislatures, federal regulators, as well as circumstances in the economy and the country at large. In addition to electing a president this fall, voters will also be electing 35 senators, now occupied by 23 Republicans and 12 Democrats. Currently, the Republican party has a three-seat majority in the Senate. And as happens every two years, the entire House, where the Democratic party currently controls a 35-seat majority, is up for reelection. Is history a guide? While no two election years offer the same set of economic or political circumstances, it may be instructive to take a look back to see how markets have performed in the past as a means of providing some context for the present. • Historically, market volatility begins to rise about 45 days ahead, or roughly three weeks into September, before peaking one week before the election, according to David Joy, Ameriprise chief market strategist. • In instances where control of the White House changes parties, stock market volatility tends to increase, according to “Committee Perspectives: U.S. Election Guide” compiled by Ameriprise Global Asset Allocation Committee. • During an election year, U.S. stocks and bonds tend to perform better compared to the year after, according to “Report: Stock Market Performance By President” from Darrow Wealth Management. • Interestingly, there

has been very little difference in the performance of the economy under Democratic and Republican presidents since 1977. According to recent analysis by Deutsche Bank, “The average growth rate for a Democrat President is 2.9% compared to 2.7% for a Republican President.” However, it is acknowledged that the economic performance during a president’s term isn’t necessarily a direct result of the actions of their administration, as president’s ultimately inherit an economy shaped by their predecessor’s actions, as well as other structural factors. What may be a more important consideration for investors than who is elected president are the longer-term drivers of economic growth and corporate profits, which are shaped by policy, but also other factors outside Washington. The impact on specific market sectors Although it’s speculative to try and predict the outcome of the election and all of the policy implications each party would impose, the result of the election is likely to influence key industries. Among the sectors of the market that could be affected in different ways are healthcare, energy and technology depending on the results of the election. What this means for your finances While it’s natural to think about the impact of the election on your investments, it’s only one factor. Stay attuned to the bigger picture of your longterm goals. Chapter 10.16 of the Monrovia Municipal Code regulates such items as curb marking and painting, no parking zones, and time and duration limits for parking. It establishes green 20 minute parking zones in designated areas, adds specified street segments to the lists of three-hour, two-hour, one-hour and 90 minute parking zones, and establishes no parking hours in certain City-owned parking lots. The ordinance also prohibits parking on certain streets, either generally or on specified days during certain hours. Some specified street segments are being removed from the lists of streets subject to the foregoing restrictions.
