n the eve of a major U.S. holiday, America’s Independence Day celebration, Governor Gavin Newsom issued a huge blow the newly reopened restaurant business — at least for to their indoor dining business. Wednesday, Newsom ordered 19 California counties (Contra Costa, Fresno Glenn, Imperial, Kern, Kings, Los Angeles,

Merced, Orange, Riverside, Sacramento, San Bernardino, San Joaquin, Santa Barbara, Santa Clara, Solano, Stanislaus, Tulare and Ventura) to close all indoor dining operations at restaurants for “at least 3 weeks,” the he said at a noon press conference. Newsom also ordered a halt to indoor operation in movie theaters, wineries, family entertainment centers, zoos, museums and card rooms. Bars must close all operations. An 18-year-old former Arcadia High School student has been arrested in connection with the Arcadia Police Department’s ongoing investigation into allegations of sexual assault and exploitation involving current and present alumni of the school. According to the Police Department, Arcadian Dylan Chan was arrested Tuesday afternoon at approximately 2 p.m. on suspicion of using a minor for sex acts, sexual exploitation of a child, distribution or possession of child pornography and possession or control of child pornography. Chan’s arrest followed a search warrant served at his house on Wednesday, June 24. Chan is currently being held and booked at the Arcadia City Jail. The investigation into sexual assault allegations at the high school was first announced last week. Anyone with information related to this case or other related cases at Arcadia High School is encouraged to contact the Arcadia Police Detective Bureau at (626) 574-5160. Virtual Film Program Connects Girls Globally as They Learn From Professionals Registration for three-week class now open Girls In Focus will conduct their filmmaking program using cutting edge, proprietary brand-new editing software from the U.K. by Blackbird to make films remotely and redefine traditional filmmaking. Working in small groups with A-list industry professional teachers such as writing instructor Brent Forrester — a five-time Emmy winning TV writer for “Space Force,” “The Simpsons,” “The Office” and “Love.” Girls will brainstorm, write, and shoot films using iPhones. They will edit their films, collaborating remotely with their team and their assigned producers. For three weeks, young female filmmakers, ages 12-18, will learn the cutting-edge software expanding their skills in the first of its kind filmmaking program. Learning everything from screenwriting and filming to editing and animation, the girls will embrace technology while collaborating creatively in

a safe place. The camp will take place from July 27-Aug. 14, Monday through Friday, 10 a.m. – 5 p.m. with discussion/speaker lunch from noon-1 p.m. and an hour break 1-2 p.m. At Girls In Focus, young women build lifelong bonds, collaborate and use their voice to sharpen their story telling craft by making a personal, meaningful film. Participants will hone their skills in writing, lighting, cinematography, sound, editing, learning media literacy, leadership skills, and team building in the process. une 24, 2020 marked the passing of true Arcadia treasure Carol Libby, after a year-long battle with cancer (see obituary on page 10). Her smile was truly infectious, genuine and full of warmth and humility. Anyone who ever met Carol would immediately be struck by not only her vast knowledge of Arcadia’s rich history but her wit and gentle, kind demeanor. But most of all, however, I’ll miss that infectious smile and amazing capacity to keep secrets. As a 64-year resident of the City of Arcadia, Libby was very active with the Arcadia Friends of the Library where she served as vice president and program chairman in addition to being a longtime member, president and vice president of the Arcadia Historical Society. As volunteer and member of the Los Angeles County Arboretum, she published two books about the history of Arcadia. Libby was awarded countless accolades over the years including senior of the year and citizen of the year, among others. “Her departure leaves her adoring family, good friends and the City of Arcadia, Calif. at a sorrowful loss. A decadeslong Arcadian, Carol was an uplifting inspiration to young and old who, if fortunate enough to know her, would be drawn to the twinkle in her eyes and the warmth of her countenance. Carol's voluminous knowledge of Arcadia history was unequaled and she was unquestionably the backbone of the Arcadia Historical Society,” Arcadia

Historical Society reflected on their Facebook page. “We mourn the recent passing of Carol Libby, longtime resident of Arcadia and inspirational leader of the Arcadia Historical Society. Among many other wonderful attributes, Carol was a caring and compassionate human being and loved by all who knew her,” shared Gene Glasco, Arcadia city clerk. A Carol Libby Youth Scholarship Award was formed in 2017and the first recipient was Arianna Togelang. “Carol Libby was a titan in Arcadia. Her contributions could be seen everywhere in the community, most significantly as a keeper of our town’s rich history. She was warm, generous, and friendly to all and she will be missed,” Arcadia City Manager Dominic Lazaretto stated. Carol worked closely over the years with former Mayor Gary Kovacic, including on two books focusing on the city. “Carol was a true daughter of Arcadia. A long-time resident and historian, she not only wrote about Arcadia history, she made it every day. She was kind, caring, and considerate to all who had the pleasure to know her. Carol

was also astute in Arcadia politics and community affairs, working very hard to bring our richly diverse city together and build a sense of community. Carol was an important participant in the life of our city and will be missed by all Arcadians,” said Kovacic. Another local historian and exceptional author, Sandy Snider, worked closely with Libby and offered these thoughts on Libby’s life and times: “Carol Libby was a civic treasure, a person who always said ‘yes’ or ‘why not’ or ‘tell me what you need’ whenever asked. If there was a challenge involved in achieving lofty goals, Carol would arch those feisty eyebrows and say ‘let’s get to it.’ We met almost 40 years ago when Carol branched out from her many city endeavors to lend her skills in sharing the Arboretum’s historic role in city affairs. FORMER MAYOR, STUDENTS REFLECT ON CONTINUING CONTROVERSY OVER APACHE IMAGERY USE AT AHS Terry MILLER

ast week we received numerous letters and phone calls regarding the page one story on Arcadia High School’s use of Apache imagery. One former student, Jill Flanders, who graduated in 2018 questions why the school newspaper is called “The Pow Wow,” the news television program (which she was a producer and reporter for) is called “Apache News,” the school bulletin board is called “Smoke Signals,” the marching band’s auxiliary team has performers dress up as “Apache Princesses.” In a letter to Arcadia Unified School District (AUSD) Superintendent Dr. David Vannasdall, Flanders looks back at her years at the school and seriously questions the school’s continued usage of the Apache theme and word(s) related to the tribe. Flanders wrote: “I think back to Friday nights at football games, looking forward to the end of night tradition of singing out at the end of the Alma Mater song with the band’s Apache War Cry, because we needed a

way to show our school spirit. I assume these traditions still hold. “By these representations, it seems like the Apaches are still Arcadia’s mascot. Can you blame me, or Mr. Burstyn or the 1,342 other people who have signed the new change. org petition for thinking that? “I work in the film industry and sometimes we shoot scenes on sacred land. Much like your organization, our team works with the leadership of local indigenous people to make sure they are protected, honored, and benefiting from our presence. We co-host blessing ceremonies with the participation of our entire crew and we produce beautiful

content for use on social media using our platform to amplify the voices of the people we are working with, connecting them with millions of viewers globally. “I certainly recognize how complicated the relationship with the White Mountain Apache tribe is and how it may seem like an injustice to propose turning away from the history we have as two communities united in this unique way. However, I have seen many productive ideas out there and don’t see anyone petitioning for the relationship to be diminished. “The school ought to maintain a relationship with the tribe and work on a true

partnership where students learn more actively about the injustices the indigenous people in our country continue to live with. All Arcadia students need to learn how to apply their talents to helping people, beyond donating scraps (canned food, jackets, blankets, spare change). Arcadia alumni should graduate with the same passion for social justice that Martin Plourde felt when he met with the White Mountain Apache tribe some 20 years ago. Students should be aware of the ongoing progress (or lack thereof) in the fight for justice in our sister community and what tools they have as citizens to demand better for their brothers and sisters. They should compare and contrast the tribe’s progress with the progress made in Arcadia with the use of public funds. “Statues, busts, bronze seals, display cases all feel like appropriate ways to honor a complicated history and ongoing relationship. Monrovia Street Fair & Market Will Return This Friday The Monrovia Street Fair & Market will return on Friday, June 3, from 5-9 p.m.. In order to keep in compliance with physical distancing protocols, the market will implement a few changes. The market will be condensed and located on Myrtle Avenue between Olive and Walnut avenues. Patrons will be required to observe social distancing of 6 feet and wear masks, per state and local mandate.

To avoid crowding, a limited number of visitors may occupy the marketplace at one time. Visitors may be asked to wait when the market has reached capacity. In addition, there will be one entry, at Olive Avenue, and one exit. Those visiting will see a temporary discontinuation of the kids’ play area and entertainment, and the addition stations to wash and sanitize hands.

New Book Recounts History of Monrovia in 1887 A new 300-page book by author Richard Singer tells the story of Monrovia in 1887 – as the town became the fourth city to be incorporated in Los Angeles County. Pasadena Transit & Dial-A-Ride Announce Service and Fare Changes

When the Safer at Home order was issued in midMarch, Pasadena Transit and Dial-A-Ride instituted a number of protocols, including suspending fare collection. Pasadena Transit and Pasadena DialA-Ride resumed fare collection on Wednesday. Fare collection was temporarily suspended in mid-March in an immediate effort to address the close proximity between customers and bus operators that would typically occur at the front of buses where fares are paid. Where

feasible, customer boarding was moved to the rear doors of buses. Per the recent installation of a protective barrier fleet-wide separating the operator from the passenger boarding area, boarding can occur again at the front of the bus. Pasadena Transit patrons who had 30-day passes that were interrupted by the Safer at Home order will have a new pass automatically loaded to their TAP card within 60 days of July 1. Fares will remain at $0.75 as the base fare, $0.50 for youth, and $0.35 for individuals who are at least 60 years old or who are disabled. On Aug. 9, Pasadena Transit will implement another service change to facilitate social distancing on buses. These service changes include increased service on the highest demand lines, Routes 20 and 31/32; reduced frequency on Routes 40 and 51/52; and the temporary

suspension of Route 60. Frequencies after Aug. 9 will be: • Route 20 weekdays: 12-15 minute service most of the day. • Route 31/32 weekdays: 18-25 minute service most of the day. • Route 40 weekdays: 30 minute service all day. • Route 51/52 weekdays: 60 minute service all day. • Route 60: Temporarily discontinued. • Current Saturday and Sunday schedules will remain. When Pasadena Unified School District (PUSD) returns in the fall, service adjustments will be made to help meet demand as needed.

ARCADIA June 21 At 4:02 p.m., an officer responded to a residence in the 400 block of Santa Cruz Road regarding a vandalism investigation. The victim discovered an unknown suspect used a black marker to draw a swastika on her mailbox.

At 4:03 p.m., the Arcadia Police Department received an electronic report of a mail theft report from the 300 block of Oxford Drive. The victim stated he heard a noise at 1:35 a.m. near their mailbox and, upon investigating it himself, he witnessed a sedan drive away. The victim stated the suspect(s) stole all but two pieces of mail. June 22 At 7:58 a.m., an officer responded to Magic Cube Express, located at 11860 Goldring Road, regarding a commercial burglary report. The reporting party discovered unknown suspects entered the business by cutting a hole in the bay door and the suspects fled with cellphone accessories valued at $1,800. At 11:51 a.m., an officer responded to a residence in the 400 block of West Woodruff Avenue regarding a residential burglary report. Sometime during the previous night, unidentified suspects smashed a rear bedroom glass door, ransacked the home, and fled with an unknown amount of property.

At 5:46 p.m., an officer responded to a residence in the 500 block of West Leroy Avenue regarding an identity theft report. The victim discovered unknown suspects used his personal information to sign up for two separate car loans with Carvana.com. The victim is not desirous of prosecution and does not know the identity of the suspects or how they obtained his information. June 25 At 5:43 a.m., an officer responded to the 800 block of Sunset Boulevard regarding a mail theft report. A witness saw a suspicious vehicle drive away after hearing someone tampering with the mailboxes and was able to provide the police with the license plate. Officers located the vehicle, initiated a traffic stop. During a search of the vehicle, the officers located burglary tools, fraudulent checks, and personal identifiable information for more than 50 victims. A 28-year-old female from Lemoore, a 29-year-old female from Baldwin Park, and a 23-year-old female from Los Angeles were arrested.

Upon checking the residence, the neighbor located a broken window and called the police. The suspects were gone by the time the officers arrived. The suspect is described as a Hispanic male, approximately 5 feet 4 inches tall with a muscular build, dark hair, and dark clothing. June 27 At 12:50 p.m., an officer responded to a possible robbery investigation that occurred in the 100 block of West Forest Avenue. An investigation revealed the suspects targeted the victim out of jealousy of a dating relationship and ultimately assaulted a male victim and fled with the victim’s gaming console and cash. At 5:58 p.m., an officer took a telephonic report of a mail theft report that occurred in the 1000 block of South Second Avenue. The victim discovered the lock to her mailbox had been tampered with and two checks had been stolen.

June 23 At 1:36 p.m., an officer responded to a residence in the 00 block of West Palm Drive regarding an identity theft report. The victim checked his business checking account and discovered two fraudulent checks had been processed and resulted in a total loss of $16,501. The suspect obtained the victim’s routing and account numbers, made checks using the victim’s numbers but used a different name and mailing address, and successfully passed the fraudulent check. The victim does not know how the suspect obtained his personal information. At 5:20 p.m., an officer

At 3:19 p.m., officers responded to a residence in the 800 block of West Huntington Drive regarding a domestic violence investigation. The officer discovered a verbal altercation between a husband and wife escalated when the husband grabbed the wife by the shirt and struck her twice in the face. The 31-year-old male from Arcadia was arrested. At 9:33 p.m., an officer responded to a Salon Dongtian, located at 1039 S. Baldwin Ave. regarding a commercial burglary report. The victim stated she left her purse on a table in the back of the salon and later discovered it had been stolen. The victim found that the rear security

June 18 At 11:39 a.m., a resident in the 200 block of West Palm reported seeing a male subject looking into someone's parked car. Officers responded and located the subject. He was found to be in a possession of stolen property. The victims refused prosecution. At 2:16 p.m., an employee at a store in the 900 block of West Foothill reported a female subject had just left the store with over $200 worth of makeup that she did not pay for. Officers responded to the area but could not locate the subject. This investigation is continuing.

July 19 At 3:05 a.m., officers responded to the 1600 block of South Myrtle regarding a male subject that overdosed at the park. Officers arrived and found a subject lying under a bench unresponsive. The officer administered two rounds of Narcan and after a few moments, the subject regained consciousness. He was subsequently transported to the hospital by the Monrovia Fire Department for further treatment. July 20 At 4:18 a.m., an officer witnessed a vehicle speeding in the area of Foothill and Alta Vista. A traffic stop was conducted and the driver exhibited signs and symptoms of intoxication. The subject refused to perform any field sobriety tests and he was subsequently arrested for Driving Under the Influence. The subject was arrested. At 1:46 a.m., officers were dispatched to a disturbance call in the area of Chestnut and Fifth. Officers arrived and contacted a subject outside of his vehicle. After further investigation, it was determined the subject was in possession of drug paraphernalia. He was arrested and issued a citation. At 11:42 p.m., a victim in the 1600 block of South Mountain called to report vandalism. Someone had slashed one of the tires to his vehicle while he was working. At 11:45 p.m., a caller advised there was a large animal, possibly a mountain lion, near the 600 block of Monterey. Officers arrived and were able to see the animal laying behind

one of the hedges that was to the front of the complex. Dispatch called the residents of the complex and surrounding area so they can remain indoors. July 21 At 12:02 a.m., officers responded to a domestic violence call at a residence in the 600 block of West Olive. A husband and wife got into a verbal argument; the husband pushed the wife twice causing her to fall to the ground both times. She sustained an abrasion to her left knee and pain to her right wrist and forearm as the result of the falls. A WANT was entered into the system for the suspect for domestic violence. At 3:42 p.m., a driver in a vehicle was traveling west on Huntington and stopped at the light at Mayflower. He noticed a vehicle traveling west behind him at a high rate of speed and did not think the driver was going to stop so he started to move forward. The suspect tapped the vehicle at a slow impact speed. The victim motioned for the suspect to pull over. While looking in his rear view mirror, the victim saw the suspect raise a firearm and display it. The suspect was described as a white male in his 40s or 50s driving a brown Honda Pilot with paper plates. July 22 At 5:08 a.m., officers responded to the 1600 block of Pilgrim regarding a vehicle theft. Two subjects were attempting to remove a catalytic converter from a vehicle. The suspects were confronted by

the owner and fled in a white Volkswagen Jetta. Officers did an area check for the vehicle but it was not found. At 4:45 p.m., a caller reported two subjects had climbed over the fence in the 200 block of West Foothill. He advised the subjects were trespassing. Officers arrived and located one of the subjects who climbed back over. One of the subjects stayed on the property, so officers had to enter and check the property. Officers located a female hiding in a dumpster area. During the investigation the subjects kept giving the wrong names and delayed officers. They were arrested and issued a citation. At 10:08 p.m., a resident in the 800 block of West Olive called to report a mountain lion walking across the street. The Department of Fish and Wildlife was notified. The mountain lion left the area. July 23 At 8:06 a.m., officers responded to a call in the 200 block of West Walnut regarding a vehicle burglary. The victim advised he parked his work van in the alley behind his residence overnight. In the morning a co-worker discovered two windows were broken and someone had taken work tools. At 9:44 p.m., a resident in the 700 block of Wesy Colorado called to report a mountain lion was in their backyard. The resident was told to stay indoors and the Department of Fish and Wildlife was notified of the call. The mountain lion left the area.

According to the Centers for Disease Control and Prevention, Latinx people in the U.S. are hospitalized from the virus at four times the rate of white people. In an interview with NPR, Dr. Joseph Betancourt, the vice president and chief equity and inclusion officer at Massachusetts General Hospital, said Latinx people are more likely to have preexisting conditions like diabetes to having less access to care to a hesitation to engage with the health care system. Daniel LópezCevallos, a professor at Oregon State University, says Latinx are also less likely to trust the government. López-Cevallos says it’s a "systematic erosion of trust in federal government and other social institutions as a consequence of what we have seen — anti-immigrant, anti-Latino rhetoric over the last few years." According to Betancourt, Latinx are also more likely to live in densely populated areas, live in multi-generational homes and less likely to be able to work from home.

some counties, including Los Angeles, on Sunday. “This doesn’t mean restaurants are shut down, just indoor dining,” Newson proclaimed. However, for the majority of eateries that don’t yet have outside dining, the exact opposite could be true, sending the already overwhelmed businesses into yet another tailspin. California has been encouraging cities to expand outdoor dining, but many of those efforts are in the early stages. Some Southern California cities have taken steps to allow restaurants to open temporary outdoor dining areas on sidewalks, in parking lots, or even in streets. The City of Sierra Madre is one such example where restaurants, like Lucky Baldwin’s Delirium Café, have increased outside table capacity thanks to a progressive new city policy that encourages businesses to go al fresco. The governor also announced that all parking facilities at state beaches in Southern California and the Bay Area will be closed this weekend. In counties that

close local beaches, the state will follow their lead and also close state beaches. The state, he said, will actively seek and enforce those in violation of the new orders. Enforcement will be handles by multi-agency strike teams that include Alcoholic Beverage Control (ABC), California Occupational Safety and Health Administration (CalOSHA), the Department of Business Oversight, the Department of Consumer Affairs, and the California Highway Patrol (CHP). These new orders come on the news of serious increases in hospitalizations and confirmed cases of COVID-19 in California. Newsom used what he called the “dimmer switch” to scale back reopening measures in more hard-hit counties like Los Angeles. A recent survey of L.A. County restaurants that reopened post shutdown detected that 83% were in some form of violation of the new safety guidelines. This apparently didn’t sit well with the governor and health departments and hence Newsom’s decree Wednesday to shutter indoor dining again.

White House coronavirus task force member Dr. Anthony Fauci issued a serious warning Tuesday to lawmakers, telling them he wouldn't be surprised if the U.S. sees 100,000 new cases a day, according to CNN. "We are now having 40-plus thousand new cases a day. I would not be surprised if we go up to 100,000 a day if this does not turn around and so I am very concerned," Fauci said. Are we close to another shutdown? Well, that depends on who you talk to. Weeks after lifting stay-athome orders, several states are now seeing record numbers of cases and hospitalizations from COVID-19 as thousands more Americans get infected. “We’re going to have to face the harsh reality in some states that we may need to shut down again” said Dr. Jonathan Reiner, a professor at George Washington University School of Medicine in a CNN report published June 25. Carol G. Libby Aug. 26, 1929 – June 24, 2020 Carol G. Libby passed away on June 24, 2020, at the City of Hope in Duarte, Calif., where she was undergoing treatment for non-Hodgkin's lymphoma. Carol was born in Holland, Mich., on Aug. 26, 1929 to Dr. Jacob F. and L. Ruby Geerlings. She grew up in Salt Lake City where her father held a professorship at the University of Utah. Carol moved to California, where she earned a B.A. degree in Education from the California State University at Los Angeles in 1950 and then taught elementary school in the Los Angeles Unified School District. She earned a master’s degree in child development from the University of La Verne in 1987. In 1956 she married Harold Dean Libby of Arcadia, Calif., where they continued to live for the rest of their lives. Carol and her husband “Hal” purchased the Libby family home in 1956, the home Hal’s parents bought in 1938, so that another generation could enjoy the benefits of living in Arcadia and attend its outstanding schools. Carol's passionate interest in the history of Arcadia began while listening to stories told by her father-in-law, Philip A. Libby, who was a member of Arcadia’s City Council for several years in the 1940s. She often stated, “Historic preservation is right on the top of my list.” She became active in the Arcadia Historical Society in 1986, eventually becoming president for many years and acting as curator of the Society’s Historical Museum from 1995 to 2001. She served as chairman of the city's history committee of the Arcadia Centennial Commission

in 2003 and served on the Historical Museum Commission from 2000 to 2008. Carol served on the Society’s Historical Marker Committee since its inception in 2008 and was a driving force behind the placement of 11 markers located throughout Arcadia and representing significant landmarks in Arcadia’s history. Carol also authored “Faces and Footprints in Arcadia’s History” in 2014, “Chronicles of Arcadia” in 2012, and co-authored the Arcadia edition of the national book series “Images of America” in 2008. She wrote and created short theatrical skits, historical fashion shows, and programs for the members of the Arcadia Historical Society. She was so enthusiastic about co-authoring the weekly “Historical Tidbits” e-newsletter, featuring snippets of Arcadia’s history, photographs and facts, that she continued to submit new entries from her hospital bed in recent weeks. Carol was active in numerous Arcadia organizations, including as a volunteer for more than 25 years at the Los Angeles County Arboretum and Botanic Garden, and as president of First Avenue PTA, Baldwin Stocker PTA, and Arcadia Council PTA. She was also one of the founding officers of the nonprofit community events group Arcadia’s Best Foundation, was past program chairwoman and vice president with the Arcadia Friends of the Library, and past president/advisor of Alpha Auxiliary of the Methodist Hospital Foundation. Other memberships in associations and foundations include: Sister City Commission; Help Our Youth;

Arcadia’s Best Foundation; Arcadia Historical Society, and the Friends of the Society; Arcadia Police Foundation; and Arcadia Community Coordinating Council. In recognition of her devotion and dedication to maintain and preserve the City of Arcadia, Carol was named Arcadia Citizen of the year by the Arcadia Chamber of Commerce in 1978 and 2018, and was the recipient of the City of Arcadia's Senior Citizen Award in 2001 and 2016. She received the Arcadia Chinese Association Award in 2002, the City of Arcadia Mayor’s Certificate of Commendation in February 2017, and Congresswoman Judy Chu’s Woman of the Year Award in April 2017. She also received a Golden Apple Award, an Honorary Service Award and Continuing Service Award from Baldwin Stocker School PTA, and Arcadia’s City Appreciation Award for her work in the relocation and restoration of the Hugo Reid Family statue in 2003. Carol is preceded in death by her husband Hal and her son James C. Libby. She is survived by her three other children, Melanie Libby-Brown of Santa Rosa, Calif.; Dr. Richard A. Libby of Richmond, Calif.; and Annie Libby of San Diego, Calif. She is also survived by her daughter-in-law Susan Libby of Sebastopol, Calif., and by five grandchildren and four great-grandchildren. The Libby family wishes to extend our sincere thanks to Stephen J. Forman, M.D., and the wonderful staff at City of Hope. READERS REACT TO ‘DECADES-LONG DEBATE OVER ARCADIA HIGH SCHOOL’S USE OF APACHE IMAGERY RESURFACES’ I feel that Arcadia High School should NOT change their name from the Apaches just to appease a few people that don't really understand what the Apache Nation stands for. The Apaches stand for being powerful, brave, fearless, both the father and mother taught their children to have good manners, kindness, fortitude, and obedience. So being an Apache is being all of those things and if the students of Arcadia High School can strive to be like the proud Apache nation, this world can be a much better place to live and the students teach other [sic] the ways of the Apache Nation thru [sic] their teachings both families and friends will see how to live [sic]. The Apache name is NOT some punch line [sic] that you throw around to be politically correct. NO, its [sic] a life style [sic] to try and emulate and look up to. It is never ok to try and rewrite history because a few don't understand something, we must learn from history to better ourselves! Thats [sic] why I say to the school district: stand up for what the Apache nation believes in, be brave and strong as an APACHE. - Don R. ARCADIA The use of denigrating language has long been the tool of choice to insult the background or race of some people. For example, to bigots, Black people are "n–," Mexicans are "wetbacks," Asians are "chinks," and Muslims are "rag heads." However, it's not considered offensive to refer to Apaches as Apaches. And if the Apache tribe

doesn't want a high school emblem to bear the image of an Apache, shouldn't they and they alone initiate a complaint to remove it? Your article mentions that a local Native American group and Native American activists viewed the high school's use of Native American symbols "as being offensive." But nothing was said about the Apache tribe itself finding those symbols offensive. Moreover, AUSD Superintendent David Vannasdall is quoted saying that the emblem was co-designed by the Apache tribe, and that "the respect between our school district and the Apache tribe is rooted in respect and the desire for cultural exchange." Doesn't that sound like a harmonious relationship between two groups — instead of a conflict that needs to be resolved? It's baffling, really, that in this controversy we don't hear a peep from even one Apache. All we hear are non-Indians who are upset about an Apache logo but where are the Apaches? Why weren't they invited to the table? Surely we'd all like to hear what they have to say. It seems obvious to me that the Apaches really don't want unsolicited help from non-Apaches to fight a battle which, unless I'm missing something, they themselves see no reason to fight. alarm as school districts across L.A. County propose drastic cuts to arts education programs. Additionally, multiple studies show that arts education increases student engagement, their sense of connection, average daily attendance rates, and thus graduation rates. This cannot be overlooked as distance learning fuels an “engagement crisis” and drop-out rates spike across the state. Evidence shows that students with arts ed. are: • Five times less likely to drop out of school. • Four times more likely to be recognized for academic achievement. • Three times more likely to earn a bachelor's degree. This is an issue of basic equity. We know low-income students and students of color face the greatest barriers to the high quality arts instruction they deserve. And, because the creative sector generates one in 10 jobs in the SoCal region, cutting funding for these essential programs will negatively impact an entire generation of students preparing to enter California’s workforce. If we fail to recognize the importance of arts education, we fail our children. We must invest in the arts programs that will ensure students have the tools they need to thrive. The proposed thresholds of significance being considered for adoption would provide that a land use project would result in a potentially significant project-generated VMT if certain conditions are met. When a project is not exempt from CEQA, the City of El Monte will use a screening methodology to streamline transportation project review, to presume less than significant impacts for projects that reduce or have no impact on VMT. Projects not screened from further analysis, including those that have the potential to directly increase VMT or the potentially induce vehicle travel causing new or longer vehicle trips, will be evaluated for potentially significant impacts on VMT. The transportation project’s effect on VMT would be considered potentially significant for purposes of determining a cumulative impact if certain conditions are met. If adopted, these thresholds of significance would apply to proposed projects and plans that require discretionary approval from the City and would facilitate compliance with CEQA Guidelines 15064.3, which establishes that VMT, rather than automobile delay (also referred to as Level of Service (LOS)),
