or over 20 years, people have questioned Arcadia High School’s controversial choice of Apache imagery. The controversy began in September 1997 when members of a local Native American group — the same one that successfully lobbied the Los Angeles school board — came to an Arcadia school board meeting to denounce the use of the Apache as a mascot. In response, the Student Council began digging deep and yet, nothing changed. In the late 1990s, Native American activists threatened to sue Arcadia High School over its use of the mascot. Native American activists and many Arcadia community members viewed the high school’s use of Native American symbols — including an
“Apache Joe” mascot (which is no longer used), the Pow Wow school newspaper, the “Apache News” television program, the “Smoke Signals” news bulletin boards, the school’s auxiliary team’s marching “Apache Princesses” and opposing football team fans’ “Scalp the Apaches” signs — as being offensive. The school consulted with Native American groups and made some concessions but never changed the mascot. Perhaps now, in 2020 — the year of massive protests and change in the U.S. — another look at Arcadia High’s logo and name may be in order. riday, June 19, 2020, will be remembered as a milestone in cities across the United States, including Monrovia. Approximately 400 people attended the inaugural Juneteenth Celebration at Station Square Park early Friday evening. Poetry, music and voter registration tables garnered a lot of activity, according to organizers who were hoping to inspire young people to register for this significant and important November election. The people who attended the inaugural event came from all walks of life, ages and ethnicity. One man’s young daughter sported a t-shirt which read “Say it loud. I’m Black Cambodian and I’m proud.” while she danced to the music. The slogan harks back to the chant so familiar in the 1960s and ‘70s when “Say it loud. I’m Black and I’m proud.” became an anthem for justice for Black people in America. The mantra dates back to the late James Brown’s song, released in August 1968 — a mere few months after Dr. Martin Luther King. Jr. was assassinated at the height of the civil rights movement. n Tuesday, June 23, Pasadena Police Chief John Perez invited local reporters to a press conference regarding an officer involved shooting that occurred in the city May 8. The initial press conference was slated to be in person. However, after a Police Department commander developed a temperature during a brief television interview Monday regarding a fireworks story, PIO Lisa Derderian said those present at that event, including the fire chief and police chief, had all gone into self-isolation out of an “abundance of caution.” The commander has been tested for COVID-19 and the results should be in promptly, Chief Perez said. The release of the video is in line with the police department’s transparency
promise to release body worn camera footage of any major incident. On Friday, May 8, 2020, at approximately 3:35 p.m., Pasadena Police Department personnel were in the area of Walnut Street and Meridith Avenue when they attempted to conduct a traffic stop on a 2015 Mitsubishi Mirage for a vehicle code violation. Lloyd Nelson Jr., the 47-year-old male driver and solo occupant of the vehicle, failed to yield and a vehicle pursuit ensued. Nelson reportedly drove recklessly through city streets, and officers discontinued their direct pursuit while the police helicopter monitored the suspect from above. The video has been released and is now on the Pasadena Police web page at: cityofpasadena.net/ police/critical-incidentbriefings/critical-incidentmay-8-2020/. The video from multiple cameras shows Nelson firing
two shots directly at an officer from the windscreen of his car. He then gets out and continues to fire at officers when the suspect was struck. Pasadena Independent learned that the suspect had two additional weapons in the vehicle with 100 rounds of ammunition. The guns were not registered to him. The department learned that Nelson had five guns registered to his name but have yet to recover those weapons. The pursuit was ended through the use of a pursuit intervention technique (PIT) at Corson Street and Allen Avenue, resulting in the death of the suspect and one officer sustaining a gunshot wound to the leg.

Family Searching for Missing Arcadia Woman With Dementia Detectives from the Los Angeles County Sheriff’s Department’s Missing Persons Unit are seeking the public’s assistance in locating Peggy Cordelia Leonard, an 82 year-old White female, who was last seen on the 5600 block of Gracewood Avenue, Arcadia, on June 19 at approximately 10 p.m. Leonard is described as 5-foot-4, 138 pounds, with short white hair, and blue eyes. She was last seen wearing black pants and a jean jacket. Her family is very concerned for her wellbeing because she suffers from dementia, depression and hypertension. They are asking for the public’s assistance in her safe return. Mountain Lion in Monrovia Area Between Saturday, June 20, and Tuesday morning, June 23, Monrovia residents reported sightings of an adult mountain lion in the area of the 800 block of West Olive Avenue and the 600 block of South Monterey Avenue, which is a residential neighborhood. The California Department of Fish and Game Warden has been notified and are en route to evaluate the situation. Residents are cautioned to be extra vigilant and to not leave pets or small children unattended. If you see the mountain lion in your yard, make loud noises, avoid approaching the animal, and notify the Monrovia Police Department immediately at (626) 256-8000.

ARCADIA WOMAN ARRESTED FOR ALLEGEDLY SWINDLING MORE THAN $20M A San Gabriel Valley woman was arrested Friday morning on a criminal complaint alleging she fraudulently solicited $21.6 million in funds for a condominium and hotel complex in the Coachella Valley, then spent a significant portion of her victims’ money on her own lavish living expenses, including luxury cars, travel, and designer clothing. Ruixue “Serena” Shi, 36, of Arcadia, was taken into custody by special agents of the FBI. She has been charged with one count of wire fraud. According to an affidavit filed with the complaint filed last Wednesday and unsealed Friday, between November 2015 and July 2018, Shi solicited investments for the Hyde Resorts and Residences Coachella
Valley. Hyde Resorts was to be a 207-unit luxury condominium and hotel complex that was supposed to have a total of 95,000 square feet of on-site conference facilities, a pool, spa, fitness center and other amenities. Shi was the president and owner of Global House Buyer (GHB), a China-based real estate development company, and also was CEO of the Beverly Hills-based company Hyde Morgan Development, LLC, the affidavit states. The Hyde complex was to be developed by GHB while Hyde Morgan solicited investments. Shi contacted prospective investors in the Hyde complex — who mostly were based in China — through sales presentations she gave at hotels, radio advertisements, and through the
solicitation of investments over forums on WeChat, a Chinese messaging, social media, and mobile payment application, according to the affidavit. Among the false representations Shi allegedly made to her victims to induce them to invest was that the Hyde development was scheduled to begin construction in 2017. Investors were told they would be purchasing condos ranging in price from $400,000 to $700,000, according to the affidavit. Investors were required to pay 40 percent of the total purchase price upfront as a down payment, but Shi promised that GHB would help them finance the remaining balance with loans from U.S.-based banks when the project was completed.
Chinese investors in the Hyde project were falsely told that their investments with Shi would enable them to obtain visas through the EB-5 Immigrant Investor Program, the affidavit states. EB-5 is a federal program that allows foreign investors to secure a U.S. visa by investing a large sum of money to finance a business in the United States that employs American workers. One victim told law enforcement that Shi told her that Shi would procure a longterm visa for her through the EB-5 Program if she invested $500,000 in the Hyde project, the affidavit states. ocal residents who recently organized the protest against ICE in Pasadena are part of The Compassion Support Team, a.k.a. CST2020. The group of volunteers is funded by the community and has been in the trenches of all the mass Black Lives Matter protests in local areas. The group is responsible for bringing water, first aid kits and masks to peaceful protestors. They also help protect demonstrators who get hit by rubber bullets and tear gas. “We joined the Free the Kids from Cages protest in Los Angeles last week; it was so powerful we felt it was necessary to build on the momentum and bring the same message to our community in Pasadena.” said Lilian Vargas, a representative from CST2020. The surge in protests against ICE is due, in part, to the conditions in which children are kept in facilities operated by immigration authorities. As of February

2019 the federal government had received more than 4,500 claims of children being sexually abused. There are also numerous reports of children dying under U.S. custody. Earlier this year, the Council on Foreign Relations reported an increase in the number of children under the age of 18 arriving at the U.S border. The report describes how the Trump administration’s aggressive immigration policies have contributed to overcrowded detention centers, overwhelming the legal system with an increase in legal cases. As a result, children waiting for a trial are being held in detention centers for longer periods of time
— violating the Trafficking Victims Protection Reauthorization Act (TVPRA). The rise in the number of immigrant children has also caused government officials to reshape asylum policies with countries such as El Salvador, Honduras and Guatemala, requiring asylum seekers to file their claims in these countries and wait to be processed before coming to the United States. In addition, the Trump administration has also narrowed down the asylum criteria for children, terminated funding for their legal representation and subsequently categorized immigration trials for children a non-priority. This year, the admin-
istration also requested to increase the budget for ICE in order to deal with the rising number of immigrants being held at detention centers — shifting money for immigration policies like building a wall to funding more ICE detention centers. Local residents' meeting point was Villa Park; they made their way down Los Robles and finished their demonstration at Pasadena City Hall. ICE has been the target for protestors in the past, but backlash from the public and increased demands to abolish ICE have grown due to the organization’s abuse of power against the most vulnerable in the last couple of years. But ICE may not be held accountable for criminal claims filed against them because of an announcement made by the National Archives and Records Administration (NARA) earlier this year. JUNETEENTH While many in the audience last Friday were too young to have lived during the Black Power movement in the 1960s, the elders who attended recognized the deeply profound significance the 1960s had on all of us in the United States and how far we have come and yet still need to go. With a decidedly different feeling to the recent weeks of protests and peaceful civil disobedience, Juneteenth in Monrovia evoked positivity and peace at a time when we perhaps need it most. The dancing and general air of good will was self-evident in the powerful performances of the musicians and speakers. There was no anger, just anticipation that we might become less divided as a nation, perhaps respect and revere our differences. Those in attendance Friday evening included Councilman Larry Spicer and former School Board Member Terrence Williams who were delighted with the turnout of so many people. “It’s wonderful to see so many ages and different backgrounds … the weather is perfect.” said Spicer.
At such a crucial time in America’s history, it was evident Friday that love is, without doubt, a very powerful force. Juneteenth commemorates when the last enslaved African Americans in Confederate states learned they were free 155 years ago. While President Abraham Lincoln issued the Emancipation Proclamation on Jan. 1, 1863, slaves were still held captive in Texas until the end of the war. Major General Gordon Granger announced the end of the Civil War and the end of slavery, in Galveston, Texas, on June 19, 1865. Monrovia City Councilmembers have requested that staff prepare a report to recognize Juneteenth (June 19) as an official city holiday. Many, like Councilwoman Gloria Crudginton, believe that Juneteenth should be an official National holiday. “I think it is far more important that Columbus Day,” Crudgington said. “2020 may be the year it reaches a new decisive moment of epoch-making recognition,” the Associated Press reported last Friday.

ARCADIA June 14 At 12:25 a.m., an officer responded to Hilton Garden Inn, located at 199 N. Second Ave., regarding a theft from vehicle report. The victim stated he left his rental vehicle parked and unlocked overnight and he discovered his wallet and sweatshirt had gone missing. At 7:32 p.m., an officer responded to a residence in the 00 block of West Las Flores Avenue regarding a residential burglary report. An investigation revealed unknown suspects shattered a glass panel to a backdoor and fled emptyhanded. The reporting party could not account for why the alarm system was inoperable.

The victim was still in possession of her debit card and does not know how the suspect(s) accessed her information.

The investigation is pending a review of surveillance footage. At 8:48 a.m., an officer responded to Premium Escrow, located at 150 N. Santa Anita Ave., regarding a commercial burglary report. The officer determined sometime between June 12 and June 15, an unknown suspect entered the business through a glass emergency door, ransacked the location, and fled with two cellphones. The investigation is pending a review of the business’ surveillance footage. June 16 At 7:28 a.m., an officer responded to the 100 block of West Live Oak Avenue regarding a stolen vehicle report. The victim discovered his 2000 Honda Civic was stolen sometime during the previous evening. The vehicle was recovered by the Los Angeles Sheriff’s Department, Temple Station and an arrest was made. The victim discovered someone had stolen her car keys from a hotel bench and the victim noticed her car had been stolen. June 18 At 9:24 a.m., an officer responded to Chateau Operating, located at 119 La Porte St., regarding a vandalism report. The property manager discovered someone had shattered a second story window and found a broken bottle of alcohol near the shattered window. It appears the suspect did not enter the business. June 19 At 12:36 p.m., an officer responded to Home Liquor, located at 502 E. Live Oak Ave., regarding an attempted burglary investigation. Surveillance footage revealed two suspects cut the padlock to an exterior fence and attempted to enter the business. The suspects were seen on camera fleeing on foot. Suspect 1 is described as being approximately 6 feet tall, 180 pounds, was wearing a dark hat, dark mask, light hooded sweater, dark pants, dark shoes, and light gloves. At 11:18 a.m., an officer took a telephonic fraud report for a victim who resides in the 100 block of West Arthur Avenue. The victim stated she received a phone call from someone to claiming to be with Southern California Edison. The suspect then stated the victim had an outstanding balance of $498.36 and that the amount owed could be paid with a Money Pak Visa Card. The victim complied with the suspect’s instructions and gave the suspect the card information. When the victim tried to call back to inquire about the confirmation email, she discovered the phone had been disconnected and the payment was fraudulent. At 12:54 p.m., an officer responded to a residence in the 100 block of California Street regarding a fraud report. The victim discovered unknown suspect(s) had been using her Social Security Number and multiple names to obtain housing. During her investigation, the victim learned her juvenile child’s Social Security Number had also been compromised and was being used for unauthorized purposes.
MONROVIA June 11 At 8:12 a.m., a caller reported three vehicles collided into one another in the 800 block of West Huntington. Officers arrived and found the three vehicles’ bumpers hit
one another and one of the drivers was complaining of pain to her lower back, she had no visible injuries. A report was taken and the party found to be at fault was issued a citation. At 2:37 p.m., a customer at a shopping center in the 600 block of West Huntington reported a male subject hit him in the face then fled the area in a vehicle. Officers responded and searched for the suspect but could not locate him. The victim refused paramedics. This investigation is continuing. At 3:29 p.m., a gardener reported someone took his gardening tools from the back of his parked truck in the 200 block of West Walnut. The suspect fled the area in a vehicle. Officers searched for the suspect but could not locate him. At 7:53 p.m., officers responded to a call of intoxicated subjects that were drinking alcohol and throwing trash out of their parked vehicle in the 100 block of West Foothill. Officers responded and contacted two subjects, one of which was too intoxicated to care for his own well-being or that of others. The subject was arrested for public intoxication and taken into custody. June 12 At 1:53 a.m., an employee from a business in the 400 block of West Foothill called to report a theft. A male subject entered the store and took merchandise without making any attempt to pay for the items. This investigation is continuing. At 6:46 a.m., an employee from a business in the 400 block of West Duarte called to report the front window of their vacant business was shattered. There was no indication that the subject(s) made entry or attempted a burglary. This investigation is continuing. At 2:22 p.m., an employee from a business in the 1600 block of South Mountain called to report a subject selected several tools, hid them in his waistband, and attempted to leave without paying for them. He was stopped by loss prevention investigators and escorted back to the office. Of-
ficers arrived and accepted the private person’s arrest. The subject was issued a citation and released in the field. At 10:45 p.m., a caller reported a traffic collision in the 1500 block of South Mayflower. A motorist was traveling south on Mayflower from Evergreen and made an unsafe turning movement which caused him to collide into the north gate of a residence and into a parked RV. Further investigation revealed that the driver was driving under the influence of alcohol and drugs. The driver was arrested and taken into custody. June 13 At 2:59 p.m., an officer was patrolling the area of Huntington and Monterey when he saw a person he knew from prior contacts. A computer check revealed he had a no bail warrant. The subject was detained and was later released on a citation. At 6:46 p.m., an employee from a business in the 800 block of East Huntington called to report a subject was inside the business causing a disturbance. Officers responded and spoke with the subject. Further investigation revealed the subject was too intoxicated and unable to care for himself or others. He was arrested. June 14 At 4:32 a.m., officers were dispatched to a burglary alarm at a business in the 100 block of West Lemon. Officers arrived and found a door that had been pried open. They checked the damaged door and heard a noise inside the business then saw two subjects inside the business. Both subjects fled into the business which is currently under construction. Containment was set up with the assistance of Sierra Madre PD and Arcadia PD. The two suspects were located and taken into custody. At 8:06 a.m., a caller stated she parked her vehicle in the parking lot of a business in the 700 block of West Huntington. Sometime during the early morning hours the vehicle was stolen. This investigation is continuing. At 9:07 a.m., a resident from the 800 block of West
Walnut called to report that sometime during the night her purse was taken from her unlocked vehicle. This investigation is continuing. At 2:18 p.m., a business owner in the 800 block of West Foothill called to report that his office and several other offices had their windows broken. The investigation revealed there were several commercial burglaries. This investigation is continuing. At 7:12 p.m., a resident in the 800 block of West Walnut called to report that his vehicle was broken into sometime during the night. An unknown suspect forced entry into the vehicle. The victim was unable to determine if there was a loss. This investigation is continuing. June 15 At 8:15 a.m., an employee from an apartment complex in the 600 block of West Duarte called to report that someone broke into the office over the weekend by breaking a small window. The employees checked the location, there was no loss. This investigation is continuing. At 7:12 p.m., officers were dispatched to a call in the 700 block of East Huntington, a female reported she was being followed by her exboyfriend who threatened to kill her. The boyfriend tapped his vehicle into her vehicle and fled. An officer was in the area and saw the suspect vehicle driving east on Huntington and stopped it a short distance away. The victim said the boyfriend was armed with a gun. A search of the vehicle revealed an unregistered loaded Glock handgun. The suspect was arrested and taken into custody. June 17 At 12:33 p.m., the victim was sitting at a table in front of a business in the 600 block of South Myrtle when a suspect exited the business and "sucker punched" the victim. Officers arrived and interviewed the victim and discovered the victim was having a meal with the suspect's ex-girlfriend. The suspect returned to the scene and confirmed he punched the victim. The suspect was arrested at the scene and issued a citation.

County News Weekend Closure of NB I-405/SB I-110 Connector The California Department of Transportation (Caltrans) has announced a 60-hour weekend closure of northbound Interstate 405 (I-405) to southbound Interstate 110 (I-110) connector for a widening project. Crew will fully close the northbound I-405 to southbound I-110 connector on Friday June 26 at 7 p.m. until Monday, June 29 at 6 a.m. This $50 million project will widen the existing northbound I-405/ southbound I-110 connector and add a new lane between the on and off-ramp from the I-405/I-110 interchange to Del Amo Boulevard. Motorists are advised to seek alternate routes and check traffic conditions before they leave by visiting the Caltrans Quickmap.

Wedding ceremonies held in secular venues now join houses of worship to allow 25% of capacity or 100 people in attendance, whichever is less. There is not an attendance cap for outdoor weddings. According to a 2018 study published by the Proceedings of the National Academy of Sciences of the United States of America, women are more likely to survive even in the worst of circumstances, such as famines and epidemics. The study analyzed 250 years of mortality data, looking at populations that dealt with famine and epidemics, and found
that women lived longer than men by an average of up to four years. Researchers also found that most of this gap was due to female survival advantage in infancy than adulthood. In times of adversity, newborn girls are more likely to survive. This supports the idea that the explanation is at least partly biological.

friend said something to me this weekend that took me by surprise. They said, "Better times are ahead of us." What took me by surprise was less the statement than my own reaction to it. In the moment that it was said, I had a realization as to just how tough the last few months have been — on everyone. Can you believe it's been more than three months since the lock down started? It's been three months since things felt "normal." The pandemic, although maybe obvious to some, seemed to come out of nowhere in mid-March. Suddenly, everything in our lives was very different. Travel plans were put on hold. Learning was no longer an in-person school activity. And, if you were one of the lucky ones, you were working from

home. Now, the end is very unclear. States are beginning to reopen. But, the news is mixed on whether or not this is a good idea. No matter what your opinion is, chances are this time hasn't been easy. Some people have lost their jobs and are barely hanging on. Others have experienced significant life events, such as weddings or funerals or birthdays, while socially distanced. Many are

READER RECOUNTS HIS EXPERIENCE AT INAUGURAL JUNETEENTH CELEBRATION IN MONROVIA Monrovia held the inaugural Juneteenth Celebration at Station Square South Park home of the Metro Station. Well over 300 people showed up for this event. Social distancing was a
problem but many wore masks complying with health orders to avoid COVID-19 Emcee Christopher Loo did a tremendous job of keeping the flow of the show on the move. The sounds of the trains pulling in and out were appropriate for this Juneteenth celebration, a 155-year-old event. George and the band, a group of very talented musician that teamed up for this event, kept the flow of the music and the crowd rocking. Singers, poets of the spoken word and dancers performed with passion. The eradication of systemic racism is centuries old and with the death of too many Black men and women to mention, one could not give justice to so many others past and present. remember the Watts Riots of 1965 (I was teaching high school in San Mateo but was in Pasadena that summer visiting family) and the Rodney King verdicts of 1992, that shocking and unfair acquittal of police officers (I was working in Los Angeles at the W. M. Keck Foundation. Our office closed early that day and we were sent home, as grief and rage boiled up instantly downtown.) These are almost 30 year intervals with today’s shattering protests, and there have been others in between. Why is this still happening, this harsh racial injustice? How is today’s unrest different from those earlier times? What have we learned? What can break this vicious cycle of hostility and division, putting us on a higher plane to address our issues with mutual respect? For this, I am convinced that we must look to the young. If they can grow up comfortable with diversity and aware of thoughtful conflict resolution, our society can continue its arduous struggle towards justice. Education is the milieu of the young. It’s where they spend their hours and gather so many lasting values. What a responsibility! But education must be their strong foundation, especially
public education, which opens its doors to all, of any background, including our newest Americans. Education has always promoted good citizenship and the golden rule. But we need innovations, new lightbulbs that are relevant to the age-old problems and today’s painful realities. Here are three programs of the Pasadena Unified School District now preparing students to change the world for the better. The Leader in Me: several PUSD schools use this framework for K-5 graders, fostering the seven habits of successful leaders. Lessons, and the entire school day, focus on such skills as creating a culture of trust, helping everyone be successful, and listening well (seek first to understand, then to be understood.) How we need these approaches in our public officials today. Reading Like a Historian: developed by the Stanford History Education Group for high schools, this curriculum looks at central historical questions through primary documents. These are direct writings from the periods and figures of history. Students at John Muir High School evaluate multiple perspectives, drawing conclusions from documentary evidence. It’s an excellent approach to assess the cycle of violence questioned above, best understood through its tangled history. Present actions are further steps in this history. Law and Public Service
Academy: this is one of the District’s career academies at Pasadena High School. LPS integrates the fields of law, law enforcement, social justice, career and technical education, preparing for legal, government and public service careers. At its heart is Teen Court, a program of the Los Angeles County Superior Court, held on the PHS campus. Students serve as jurors in trials of juvenile offenders, before a volunteer judge of the Court. They learn principles of diversion, prevention, and restorative justice for their peers. In times of the pandemic, these programs may have to assume new forms. But we will find ways to sustain their benefits for our students. Equity is a core Boardadopted principle of PUSD. It’s represented in our graduate profile and in many policies and practices. The recent protests and awakening show us that we are called to deepen this work as educators. I am reading now the new biography of Governor Jerry Brown. One of his guiding ideas is: “Live in the inquiry.” We must continue to make schools places of inquiry, leading to thoughtful actions. Sixteen thousand PUSD students, from toddlers to young adults, are in our hands now. All of us who love them must look to them and give them our best support. This is where a renewed vision of social justice can take wings.

A local pharmacist, Mark Burstyn, has recently penned a letter of concern to the Arcadia school board and Superintendent David Vannasdall. “As a 20-year resident of Arcadia, and 30-year resident of the San Gabriel Valley, I never understood how Arcadia’s mascot was an Apache. “Over dinner last night my son, Steven, Arcadia Class of 2013 mentioned, ‘How can Arcadia still be called the Apaches?’ “The Apache name needs to go. If not now, when? No more excuses about getting the approval from the White Mountain Tribe to use the name and donating some canned food yearly. “A new mascot does not need to be decided right away, but the Apache name and mascot needs to dropped immediately. “Let us put into action the words of Superintendent Vannasdall: ‘As an educational body, we commit to listening, learning, reflecting, and acting to stand against racism. We can be better, and we will do better, as we move forward to creating a socially-just society for our students.’ “A good start is dropping the Apache mascot.” Arcadia Weekly reached out to Arcadia High School Officials and other city officials for comment and will bring you those responses as warranted. Responding to Burstyn’s letter, AUSD Superintendent David Vannasdall said, in part: “This is a topic that is very personal and close to my heart and I am disappointed that you did not reach out to me or a board member over the last 20 years to understand the ‘why’ behind this issue whether you agree with it or not. I have been traveling to the White Mountain Apache Tribe in Arizona along with staff, parents and board members for 15 years now,
15 of the 20 years we have had a strong partnership with the tribe community and council. You may not know this but the Apache tribe has only granted the use of their name twice in their history, once to the U.S. Government for the Apache helicopter and the other one to Arcadia Unified Schools in recognition of our strong partnership that has endured for many years with annual cultural exchanges. Our high school has a student Apache Commission that is responsible for presenting anything with the Apache name on it to the tribe council annually for approval. As you probably know from research, we do not have a mascot but instead an emblem co-designed by the Apache tribe. The respect between our school district and the Apache tribe is rooted in respect and the desire for cultural exchange. “For me, I will continue to honor the relationship we have between Arcadia and The White Mountain Apache People and, personally, the people I am fortunate to call my friends regardless of the name. I believe revisiting this issue both with the White Mountain Apaches and the community on a regular basis is wise.” At the School Board Meeting Tuesday, another resident of Arcadia questioned the need for AHS to have the Apache logo. Additionally, a former Arcadia High student contacted Arcadia Weekly when the story first broke Monday. “Recently, several past and present Student Council Apache Commission chairs and alumni have come together to organize the effort toward changing the Apache designation and improving our relationship with the White Mountain Apaches, without the use of their name. Included in that effort is a call
to change the school's Native American imagery listed in the article such as the Apache Pow Wow newspaper or Apache "war cries" chanted at football games,” said Sarah Wang, now at UCLA. Shayan Farooq, an alumna of Arcadia High School is working with fellow alumni and classmates to address the issue as well. This group of students is organizing to encourage the AHS administration to drop the logo in favor of something more significant (perhaps, as classmate Vivian Wang recommended, an animal important to the White Mountain Apaches) while continuing programs and initiatives to support the White Mountain Apache Tribe. Much of this work is being done through a Change.org petition, by sending emails to the administration, and donating to the tribe’s COVID-19 relief fund. Farooq shared, “In the past, many students discussed the inappropriate nature of this mascot, regardless of AHS’s donations to and support for the WMAT. The current momentum of activist groups nationwide is galvanizing, which is why we are using this moment to rectify a wrong. Activism begins at home, locally, and we believe that proper education acknowledges and refutes racism in every form.” This group of students finds Superintendent Vannasdall’s response in a private email to another concerned student to be “largely unsatisfying.” We’d like to hear your thoughts on the subject for inclusion in the ongoing discussion. L.A. County Public Health Director Responds to Death Threats Los Angeles County Public Health Director Dr. Barbara Ferrer addressed death threats she has received during Monday’s COVID-19 briefing. "I, like hundreds of other health officials across the county, have in fact received threats and have in fact received a lot of hate mail. For me, it goes back to March. The threats were in the middle of May," she shared. Dr. Ferrer also released the following statement: "COVID-19 has upended thousands and thousands of lives all across the nation. The virus has changed our world as we know it, and people are angry. As of today, 83,397 cases have
been reported in Los Angeles County and 3,120 people have died from this virus. We mourn every single one of those deaths, and we are working tirelessly to slow the spread of COVID-19 and find good solutions for the future of our communities. “And while the devastation experienced by so many is heartbreaking, it is also disheartening that an increasing number of public health officials, across the country —myself included — are threatened with violence on a regular basis. In my case, the death threats started last month, during a COVID-19 Facebook Live public briefing when someone very casually
suggested that I should be shot. I didn’t immediately see the message, but my husband did, my children did, and so did my colleagues. One reason I handle these briefings myself is to shield the extraordinary team at L.A. County Public Health from these attacks which have been going on, via emails, public postings, and letters — since March. It is deeply worrisome to imagine that our hardworking infectious disease physicians, nurses, epidemiologists and environmental health specialists or any of our other team members would have to face this level of hatred. “Our job and our calling is to keep as many people as safe as possible
during this pandemic. We did not create this virus. We come into work every single day prepared to do our very best, prepared to work with everyone, with all of our partners, to try to continue to contain this pandemic and to try to continue to minimize the loss of life. And while frustration boils over in our communities as people are done with this virus, this virus is not done with us. “As public health officials, we try hard not to be influenced by partisan politics or public sentiment — we must follow the science in order to save lives. And the science says if we don’t change the way we go about our daily routines, we could pay for it with our lives or the
lives of others around us. Change is hard, but we must change if we want to contain this virus. Face coverings must be worn because they help to stop the spread of the virus. I recognize there is a lot of pushback from people not wanting to wear face coverings — when wearing a seatbelt was made mandatory in California there was a lot of pushback, too. But the data proves that seatbelts save lives, and the data also proves that wearing a face covering will help stop transmission of COVID-19, which will save lives. And that’s what drives public health officials and is our passion: saving lives."
Board of Supervisors Requests Immediate Implementation of Body Worn Cameras by LASD The Board of Supervisors requested Tuesday that L.A. County Sheriff’s Department (LASD) immediately implement the body worn camera program it has funded and staffed. The implementation timetable to roll out body worn cameras is the sole responsibility of LASD. Despite the Board setting aside nearly $35 million to equip 5,200 deputies and security officers with devices over the next two
years, the program has yet to be implemented. “In discussions about law enforcement accountability and greater transparency, which, frankly, come amid nationwide unrest over police brutality and use of deadly force, implementation of body worn cameras must be a priority for LASD,” said Supervisor Mark RidleyThomas, whose 2012 motion advanced body worn cameras.
“The record is clear, the Board has been on this issue since 2012 and taken seriously its responsibility to see that there is greater accountability for the L.A. County Sheriff’s Department, we ask they meet our efforts and do the same—to make this program a reality.” As part of the Citizens’ Commission on Jail Violence (CCJV) 2012 recommendations on the need to curb
excessive uses of force by law enforcement, the Board approved a motion authored by Supervisor Ridley-Thomas, which included the use of body-worn cameras. Since then, the Board has approved subsequent motions to move the program forward and most recently, in September 2019, directed the Sheriff to implement the Body Worn Camera program and appointed the Office of Inspector General to
monitor implementation. “The Board of Supervisors and the Chief Executive Office are steadfast supporters of the Body Worn Camera program and have long championed this technology as an essential investment in law enforcement transparency and accountability,” said Sachi Hamai, chief executive officer of Los Angeles County “Over the past three years, the Board has proactively
set aside $34.78 million in a dedicated account to support this program, and on September 24, 2019, unanimously approved a motion to authorize the Sheriff’s Department to implement this project.

PROJECT DESCRIPTION: The proposed Project would involve replacement of the existing grass field and paved basketball courts with a joint-use, multi-purpose, synthetic, all-weather sports field with football, soccer, and lacrosse markings, a five-lane, all-weather jogging track, fitness equipment, perimeter security fence with privacy screening, restroom and storage/maintenance building(s), walkways, landscaping, irrigation, re-grading of the existing basketball court surface, and sports field lighting. The proposed Project would make use of existing street and on-site parking. No change in site access or parking would occur. The proposed Project would allow for the extended use of the Project site by outside sporting groups during nighttime hours. The City’s use of the proposed field would be from 5:00 p.m. to 10:00 p.m. Monday through Friday, and 8:00 a.m. to 10:00 p.m. on Saturday and Sunday. The City would have a Community Services & Parks Department employee on-site during permitted field times when the school is not in use. ORDINANCE NO. 2176 AN ORDINANCE AMENDING THE MONTEREY PARK MUNICIPAL CODE (“MPMC”) BY ADDING CHAPTER 16.37 ENTITLED “PERMIT PROCESS FOR ELECTRIC VEHICLE CHARGING STATIONS.” THE CITY COUNCIL DOES ORDAIN AS FOLLOWS: SECTION 1. In enacting this ordinance, the Monterey Park City Council makes the following findings: Government Code § 65850.7 provides that the implementation of consistent statewide standards to achieve the timely and costeffective installation of electric vehicle charging stations is a matter of statewide concern. California law requires cities with populations of less than 200,000 to adopt an expedited, streamlined electric vehicle charging station permitting process that complies with Government Code § 65850.7. The City Council desires to increase the statewide deployment of electric vehicle charging stations, remove obstacles to and minimize the costs of permitting for electric vehicle charging stations, improve the state and City’s ability to reach its clean energy goals, and generate jobs, while protecting public health and safety. SECTION 2. A new chapter 16.37 entitled “Permit Process for Electric Vehicle Charging Stations,” consisting of § 16.37.010 – § 16.37.070, is added to the MPMC to read as follows: “CHAPTER 16.37: PERMIT PROCESS FOR ELECTRIC VEHICLE CHARGING STATIONS 16.37.010 Purpose. 16.37.020 Definitions. 16.37.030 Applicability. 16.37.040 Elicetric Vehicle Charging Station Requirements. 16.37.050 Application and Ducuments. 16.37.060 Permit Review Requirements:Appeals. 16.37.070 Fees. 16.37.010 Purpose. This Chapter is adopted to provide an expedited, streamlined permitting process for electric vehicle charging stations that will encourage the timely and cost-effective installations of electric vehicle charging stations, in compliance with Government Code § 65850.7. This Chapter is intended to achieve these goals while protecting public health and safety. 16.37.020 Definitions. Unless the contrary is stated or clearly appears from the context, the following definitions will govern the construction of the words and phrases used in this Chapter: “Building official” or “Official” means the City’s building official or designee. “Electric Vehicle Charging Station(s)” or “Charging Station(s)” means an electric vehicle supply equipment station, of any level, that delivers electricity from a source outside an electric vehicle into a plug-in electric vehicle and is designed and built in compliance with 24 California Code of Regulations §§ 625.1, et seq., as it reads on the effective date of this Chapter, or as it may be amended. “Nonconforming Charging Station(s)” means any Charging Station that was lawfully established and in compliance with all applicable laws at the time it was installed, but which, due to enactment of this Chapter, no longer complies with all the applicable regulations and standards of the zone in which the property is located. “Specific, adverse impact” means a significant, quantifiable, direct, and unavoidable impact, based on objective, identified, and written public health or safety standards, policies, or conditions as they existed on the date the City found the Electric Vehicle Charging Station application complete. 16.37.030 Applicability. A. Except for Charging Station located on publicly owned property, this Chapter applies to the permitting of all Charging Stations in the City. B. Unless modified after the effective date of this Chapter, Nonconforming Charging Station(s) exempt from this Chapter, or routine operation and maintenance do not require a permit. 16.37.040 Electric Vehicle Charging Station Requirements. A. All Electric Vehicle Charging Stations must meet all applicable health and safety standards and requirements, as set forth in federal and state regulations, county municipal codes and regulations. B. Electric Vehicle Charging stations must meet all applicable safety and performance standards established by applicable law including, without limitation, the Society of Automotive Engineers, the National Electrical Manufacturers Association, and accredited testing laboratories such as the Occupational Safety and Health Administration’s Nationally Recognized Testing Laboratory (NRTL) and, where applicable, rules of the Public Utilities Commission regarding safety and reliability. 16.37.050 Application and Documents. A. All documents required for the submission
of a Charging Station application will be made available on the City’s website and at the City Clerk’s office. B. Applicants may submit the required permit application and documents by submitting them either via electronic mail or the Internet or by delivering them to the Public Works Director, or designee. An applicant’s electronic signature will be accepted on all forms, applications, and other documents in lieu of a wet signature. C. The building official, or designee, will adopt a checklist of all requirements with which the Charging Stations must comply to be eligible for expedited review. If an application is submitted to the City and the building official deems the application incomplete, a written correction notice detailing all deficiencies in the application and any additional information or documentation required to be eligible for expedited permit issuance must be sent to the applicant for resubmission. The correction notice must be sent within 29 days after submission of the application. 16.37.060 Permit Review Requirements; Appeals. Review of an Electric Vehicle Charging Station Permit application is limited to whether the application meets local, state, and federal health and safety requirements. If the application meets the requirements of the approved checklist and standards, and the proposed Charging Station does not pose any specific, adverse impact upon public health or safety, the building official must approve the application. If the building official determines, based on the application, that the proposed Charging Station could have a specific, adverse impact upon the public health and safety, the building official may require an “Electric Vehicle Charging Station Permit.” The permit may include conditions designed to mitigate the specific, adverse impact upon health and safety at the lowest possible cost. The building official must notify an applicant whether the application has been approved, or, alternatively, whether the applicant must obtain an Electric Vehicle Charging Station Permit, within 30 days after the submission of a complete application. An application for an Electric Vehicle Charging Station Permit can only be denied if the building official finds that (1) the proposed installation would have a specific, adverse impact upon public health or safety, and (2) there is no feasible method to satisfactorily mitigate or avoid the adverse impact. These findings must be presented in writing, must include the basis for the rejection of the potential feasible alternative for preventing the adverse impact, and must be based upon substantial evidence in the record. A feasible method to satisfactorily mitigate or avoid the specific, adverse impact may include, but is not limited to, any cost-effective method, condition, or mitigation imposed by the City on a prior successful application for an Electric Vehicle Charging Station Permit, where the proposed Charging Station is similarly situated to the Charging Station in that prior successful application. Any decision by the building official made pursuant to this Chapter may be appealed to the planning commission in accordance with the procedure set forth in Chapter 1.10 of this Code. 16.37.070 Fees. The City Council may establish by resolution the fees for permits issued under this Chapter.” SECTION 3. Environmental Review. The Ordinance is exempt from additional review under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines (14 California Code of Regulations §§ 15000, et seq.) because it establishes rules and procedures in compliance with recently-enacted State law; does not involve any commitment to a specific project which could result in a potentially significant physical impact on the environment; and constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, the Ordinance does not constitute a “project” that requires environmental review (see specifically CEQA Guidelines § 15378(b)(2, 5). SECTION 4. Construction. This Ordinance must be broadly construed in order to achieve the purposes stated in this Ordinance. It is the City Council’s intent that the provisions of this Ordinance be interpreted or implemented by the City and others in a manner that facilitates the purposes set forth in this Ordinance. SECTION 5. Enforceability. Repeal or supersession of any provision of the MPMC does not affect any penalty, forfeiture, or liability incurred before, or preclude prosecution and imposition of penalties for any violation occurring before this Ordinance’s effective date. Any such repealed or superseded part will remain in full force and effect for sustaining action or prosecuting violations occurring before the effective date of this Ordinance. SECTION 6. Validity of Previous Code Sections. If this entire Ordinance or its application is deemed invalid by a court of competent jurisdiction, any repeal or amendment of the MPMC or other ordinance by this Ordinance will be rendered void and cause such previous MPMC provision or other the city ordinance to remain in full force and effect for all purposes. SECTION 7. Severability. If any part of this Ordinance or its application is deemed invalid by a court of competent jurisdiction, the City Council intends that such invalidity will not affect the effectiveness of the remaining provisions or applications and, to this end, the provisions of this Ordinance are severable. SECTION 8. Electronic Signatures. This Resolution may be executed with electronic signatures in accordance with Government Code §16.5. Such electronic signatures will be treated in all respects as having the same
effect as an original signature. SECTION 9. The City Clerk, or his duly appointed deputy, is directed to certify the passage and adoption of this Ordinance; cause it to be entered into the City of Monterey Park’s book of original ordinances; make a note of the passage and adoption in the records of this meeting; and, within fifteen (15) days after the passage and adoption of this Ordinance, and cause it to be published or posted in accordance with California law.
