s growing vocal protests at Library Park continued last week, demonstrators were protesting in the 300 block of South Myrtle Avenue in Monrovia when a motorist started a conflict by brandishing a gun at some young people exercising their First Amendment rights. Additionally, some in the community took exception to impromptu City Council speeches at the park and, in particular, the

words of Mayor Tom Adams struck a sour note with some members of the community. According to Monrovia police written reports, the motorist brandished a gun and then sped away, heading north on Myrtle. Officers quickly responded and detained the motorist in the area. An investigation was conducted and the driver was promptly arrested. The case will be presented to the Los Angeles County District Attorney’s Office. Mayor Adams’ June 3 speech, at Library Park seemed to imply that the Monrovia

Police Department was suffering most from the terrible injustices related to George Floyd’s murder at the hands of four police officers in Minneapolis. “I’ve never been more proud to be a Monrovian than I am right now. I will tell you that the entire Monrovia City Council stands with you. LASD Outlines Policies in Wake of Nationwide Protests Against Police Brutality In a tweet Monday, Los Angeles County Sheriff Alex Villanueva declared his support for the 8 Can’t Wait policies recommended by Campaign Zero, an advocacy group led by Black Lives Matter activist DeRay Mckesson, data scientist Samuel Sinyangwe and policy advocate Brittany N. Packnett Cunningham. In his tweet, Villanueva said that LASD has “been at the forefront of Use of Force training. Campaign Zero echoes the LASD use of force principles and we encourage all law enforcement to mirror our 21st Century use of force policies.” The County Board of Supervisors on Tuesday approved several proposal related to criminal justice reforms but deferred a vote on a motion, filed by Supervisors Janice Hahn and Mark Ridley-Thomas, that called on Villanueva and all law enforcement agencies in the county to adopt the 8 Can’t Wait policies. The use of force policies currently in use by LASD include: 1. All LASD personnel must intervene and stop other deputies/officers/personnel from using excessive force, then immediately report it to a supervisor. 2. All LASD personnel are prohibited from using chokeholds, strangleholds, and carotid restraints performed with legs, knees, or feet. 3. All LASD personnel must de-escalate situations and use force as a last resort. 4. All LASD use of force (UOF) options are listed on a Situational UOF Options chart which defines and limits the types of force that can be used in response to specific types of behavior. 5. All LASD personnel shall identify themselves and give a verbal warning before using deadly force, when feasible. 6. All LASD personnel are prohibited from shooting at people in moving vehicles unless the person poses a deadly threat by means other than the vehicle. SEE LASD OUTLINES POLICIES PAGE 2

Pasadena PD Suspends Use of Carotid Restraint On Sunday, the Pasadena Police Department suspended the use of the carotid restraint control hold — a type of chokehold used by police that cuts off blood flow through the carotid arteries to the brain — until further notice. The announcement came after Governor Newsom expressed concerns about the choke-

hold during a press conference Friday. "At the end of the day, the carotid hold that literally is designed to stop people's blood from flowing into their brain. That has no place any longer in 21st century practices," Newsom said. The governor has directed the California’s Commission on Peace

Officers Standards and Training to stop providing training in the use of the carotid restraint and has introduced new legislation (AB 1196) which is intended to ban its use. For its part, the Pasadena Police Department says it expects to get further clarity regarding this issue in the next few weeks.

Use of force policies under review or changes by LASD: • There will be an immediate moratorium on the use of the LASD carotid restraint in all situations which do not rise to the level of deadly force. • The documentation of ALL threats of force (not just certain threats already in policy) is under review. • All LASD UOF policies are in a constant state of revision, based on lessons learned, best practices, and input from the community. Specific policy language will reviewed for congruency with current training and community input. Speaking on the 8 Can’t Wait restrictions, Hahn said

she heard from activists who feel the reforms don’t go far enough. “We do need to invest monies in our communities and our neighborhoods, but we cannot hold law enforcement officers accountable if their own department rules book lets them off the hook.” Debates over whether 8 Can’t Wait does enough to reform policing sprung almost as soon as the reforms were announced. Vice summarized the critique: “From the abolitionist perspective, initiatives like 8 Can't Wait don't go nearly far enough. The crux of the critique is that many of these reforms have already been implemented in police departments currently implicated in racist violence. Moreover, police unions have an extreme amount of power that allows officers to be reinstated if they are fired for violations of these regulations and often have the power to reject them altogether.” Abolitionists who seek to defund police departments as part of a movement towards a world without police as we know them today look towards shrinking police department budgets and reinvesting those funds in mental health services,

education, rehabilitation programs, public transit and other social services. In response to 8 Can’t Wait, abolitionists released 8 to Abolition which seek to "reduce the scale, scope, power, authority, and legitimacy of criminalizing institutions." At the same time, tearing down those systems would require we build up "life-sustaining systems that reduce, prevent, and better address harm." As Vice puts it, “This list of demands brings it home with calls for community governance, along with a radical expansion of public goods and services. This doesn’t mean that if someone robs your house then you’re on your own (you likely already are: the police’s solve rates are surprisingly low) but that we delegitimize the state’s interference in our lives while pursuing solutions that don’t involve violence. Communities where decisions are made by neighborhoods, their municipalities, and the people who live in them as opposed to armed officers who don’t live in the communities they police, don’t understand their needs, and view these neighborhoods as enemy territory.”

lack Lives Matter (BLM) protests continue to build momentum across the nation and around the world demanding justice for the death of George Floyd and bringing the issue of systematic racism to local communities like Arcadia, where hundreds gathered to participate in a protest at Arcadia County Park. The protest was organized by local high school students and gathered a big crowd of residents from different generations and backgrounds in solidarity for the BLM movement. The BLM protest in Arcadia was also held in the name of Breonna Taylor who was shot and killed by police officers in Louisville, Ky. after a no-knock warrant break-in at her apartment on March 13. On Friday, the day of the BLM protest in Arcadia, Breonna Taylor would have turned 27 years young.

Many young students were given the opportunity to speak about their determination to end racism in America, to remember the victims killed by police officers and strongly advised the large crowd of protestors to exercise their right to vote nationally and locally. These young voices encouraged adults to step forward to share their personal experiences with racism in their own neighborhood. A long-term Arcadia resident stepped forward to speak about her own experience with racism in her community for being Asian. She shared that she is a firstgeneration immigrant from Taiwan. A woman with a megaphone, who refused to lower her mask because she said she promised her children she would not take it off, described how painful it is to feel you are a constant target of racism because of your race and said she could relate to the issues causing BLM protests. She also shared that she has become less afraid of speaking

up against racial injustice due to all the BLM protests happening every day for the last week. (Hate crimes against Asian Americans have increased since the rise of the pandemic, according to a CBS Los Angeles news article published recently. Reports of Asian Americans being verbally attacked with racial slurs and being blamed for spreading COVID-19 in public seem to be rising but officials say the increase of hate crimes against Asian American people may be a lot higher than what recent surveys indicate due to many people not reporting the incidents immediately.) Although the protest was peaceful, the Los Angeles County Sheriff’s Department seemed fully prepared to step in as a large number of sheriff’s vehicles and deputies were on standby on each side of the park. Tensions seemed to rise for a short moment between protestors and the sheriffs when the large crowd turned to deputies standing by and

shouted their message: “No justice, no peace! No racist police!” When the protest at Arcadia County Park ended, some participants walked up Santa Anita Avenue causing a bit of traffic jam as vehicles tried to make their way north towards Colorado Boulevard. At the intersection of Santa Anita Avenue and Colorado Boulevard, people in their vehicles were stopped and redirected to continue their commute on Santa Anita Avenue by people participating in the protest. Protestors did not block the intersection for long as Arcadia police soon arrived at the location. Shortly after the police arrived at the scene, the protest moved to the side of the road and continued along Santa Anita Avenue. No arrests have been reported to the public due to this incident by the Arcadia Police Department, as of yet. The momentum behind the BLM movement appears to be far from fading as protests continue across the nation and around the globe.

BLM Activists Hope to Get Some Input at the Next Monrovia City Council Meeting After weeks of protests at Library Park in Monrovia and endless discussions on race relations and police brutality in the wake of George Floyd’s murder at the knee of a white police officer in May, activists in the community say they’ve had enough and want to make changes to the system and it starts at home, say local organizers. Students, activists and local citizens plan on addressing the mayor’s

comments last week by flooding council with letters of concern that they hope will be read at the virtual council meeting June 16. Many Black Lives Matter activists believe Tom Adams is not aligned with the issues that have spawned these daily protests at Library Park. ARCADIA May 31 At 7:36 a.m., an officer responded to Extended Stay, located at 401 E. Santa Clara St., regarding a grand theft report. The officer discovered the victim’s ex-husband fled with her purse and gold chain after a verbal dispute. The suspect, a 28-year-old male from Pasadena, is outstanding as of June 9. June 1 At 5:40 a.m., an officer responded to the 900 block of Palo Alto Drive regarding a vandalism report. The victim stated she witnessed the suspect use a metal object, possibly a tire iron, to smash her driver’s side window. The suspect is described as a black male in his twenties, with a thin build, and he was seen wearing a black hooded sweatshirt and a black backpack. The victim was not desirous of prosecution. At 11:01 p.m., an officer responded to a residence in the 1000 block of Fairview Avenue regarding a battery report. A verbal argument between a boyfriend and girlfriend turned physical resulting in the male suspect hitting the female victim on the right side of her face with the back of his hand. The suspect, a 31-year-old male from Arcadia, fled before officers arrived. The suspect is outstanding as of June 9th.

The victim stated his Chevrolet Astro Van was stolen between 2:30 and 2:45 p.m. The vehicle contained gardening equipment. The vehicle was recovered later in the day near the intersection of Louise Avenue and Camino Real Avenue with the aforementioned property. At 11:19 p.m., an officer responded to Home Liquor, located at 502 ½ E. Live Oak Ave., regarding a commercial burglary report. The reporting party witnessed two suspects cut the power to the business complex and return to their vehicle. An officer located a similar vehicle and initiated a traffic stop. As the officer parked and approached the vehicle, the vehicle then fled and turned off all of the exterior lights. The officer attempted to catch up to the vehicle, but was unsuccessful. The investigation is pending a review of the surveillance footage. June 6 At 6:07 a.m., an officer responded to the 1200 block of South Golden West Avenue regarding a mail theft report. The officer discovered a resident’s mail had been left scattered on the ground. The mailbox did not show any signs of forced entry, and there is no suspect information at this time.

At 4:07 a.m., an officer witnessed a vehicle collide with the center median in the area of Huntington Drive and La Cadena Avenue. Responding officers located the vehicle and initiated a traffic stop. The driver parked her vehicle and exited. Upon contacting the driver, the officer noticed her speech was slurred and her eyes were bloodshot and watery. When asked if there was anything illegal inside the car, the victim admitted that she had a methamphetamine pipe in her purse and she continued to admit she had smoked marijuana several hours ago. An investigation revealed a male suspect accused an elderly victim that the victim had driven his car over the suspect’s foot. Additional officers located a possible suspect but the victim was unable to positively identify him. The suspect is described as a white male with dark hair, approximately 5 feet 6 inches tall, 145 pounds, and he was seen wearing a “golf” jacket.

The subject then punched the driver in the face and ran into the hotel. Investigation is continuing. At 8:30 p.m., a motorist was stopped at a red light at Myrtle and Olive. The motorist attempted to make a right turn onto eastbound Olive and sideswiped another motorist. One of the motorists fled the scene without providing the necessary documentation. At 10:10 p.m., a traffic collision occurred in the 700 block of West Duarte. A motorist was exiting a driveway in the 700 block of West Duarte and there was an illegally parked vehicle blocking her view. When the motorist exited the driveway, she collided into another vehicle who was traveling west on Duarte. Both motorists complained of pain to their chest, due to the airbags deploying. Officers responded and searched the area for the vehicle, but could not locate it. The vehicle was entered into the Stolen Vehicle System. At 11:27 a.m., a caller reported hearing a male and female subject yelling at one another inside an apartment in the 500 block of East Olive. Officers responded and located the two subjects still yelling at one another. After determining no crime had occurred, officers kept the peace and provided counseling. At 12:12 p.m., callers reported a fight in progress in the north alley of the 300 block of West Colorado. Officers arrived and found two female subjects had battered one another. Officers kept the peace then issued citations for battery, as both wanted the other arrested. At 2:45 p.m., a caller reported hearing a family yelling at one another for over an hour at their house in the 200 block of North Grand. Officers responded and located the fam-

At 11:50 p.m., a caller in the 500 block of East Olive reported that her boyfriend threw a lotion bottle at her and it struck her in the face, causing redness to her face. Officers arrived and conducted an investigation. The male subject was subsequently arrested for domestic violence. He was also found to be on probation for a prior domestic violence incident. June 3 At 4:30 p.m., a male subject was sitting at a table at Station Square Park using his cell phone when he was approached by two Hispanic subjects, a male and female. The female subject brandished a knife and asked him what he was doing. The male subject then punched him in the face and took his cell phone out of his hands. The two subjects walked towards the train platform. The police were notified and the victim was taken to a local hospital for his injuries. The suspects were not located. The investigation is continuing. At 5:26 p.m., Demonstrators were peacefully protesting in the 300 block of South Myrtle when a motorist initiated a confrontation with the demonstrators. The motorist brandished a firearm and then sped away, heading north on Myrtle. Officers quickly responded and detained the motorist in the area. An investigation was conducted and the driver was arrested. The case will be presented to the Los Angeles County District Attorney’s Office.

County News LA County to Expand Access to Bail Access to bail will expand as the result of a decision by the Public Defender Ricardo Garcia and Alternate Public Defender Erika Anzoategui in partnership with The Bail Project to expand service to all courts in L.A. County. The Bail Project, a national program, posts bonds on behalf of people in custody who cannot afford to pay, and then provides court reminders and transportation to ensure that they make their court dates. The program also refers people to social services including homeless services, drug counseling, childcare, and many others. Until the decision, The Bail Project was only available as a pilot project in Compton and Van Nuys. Of 136 bonds that have been posted as part of the pilot, 96% of the individuals have returned for their court appearances and 96% did NOT reoffend. Anaheim News Anaheim’s Initial Proposed Budget Factors in Coronavirus Impacts The proposed budget, which is subject to update with the gradual reopening of Anaheim’s economy, projects a $75 million shortfall for the general fund, Anaheim’s main source of day-to-day public safety, community services and other operational funding. The proposed budget covers the 12 months from July 2020 through June 2021. The annual general fund revenue is projected at $344 million, down 22 percent from a year earlier. Total general fund spending, including for city services, debt service and capital projects, is projected at $428 million, down 4 percent from a year earlier. The gap between projected general fund revenue and spending is $84 million, prompting a currently proposed 20 percent reduction in spending, or $75 million. The remaining projected deficit of $8.8 million is related to homeless services that may be covered by state and federal grants.

he last three months have been heavy, really heavy, and now, here we are. Things are heavier. But, unlike COVID-19, racial issues have been there all along. They aren’t new but some of us have had the luxury not to think about them every day. I saw a notable quote this week by Angela Davis. It said, "In a racist society, it is not enough to be non-racist, we must be antiracist." If you haven't experienced racism firsthand, there are a few things you can do to help at work. The first is to listen — and to believe. Having friends from different cultures and backgrounds allows us to learn about things we wouldn't otherwise know. But, sometimes, for reasons that are often not conscious, we end up with

a lot of friends who are very similar to us. When that happens, we miss out on those personal stories that help us to better understand the experiences of others. If there's one thing I would wish for, it's that people would share their experiences more. Do you remember when the Me Too movement started? Many women shared their personal stories. The stories made things real for our male loved ones. But trauma is hard to talk about. It's not something we want to put on display. When it's over, we put it away. There's a lot we could learn from each other in the BLM movement if we heard more personal stories from people we know. With that said, try not to overload your African American colleagues with questions. Not everyone wants to be the poster child for every issue. And honestly, each

person is dealing with their own feelings, hurt, and grief in a way that is unimaginable. If you observe racist behavior at work, speak up. As a white person, I've heard racist things said behind closed doors that someone else would never know about. Don't let that continue. If you have the privilege of hearing these types of awful comments, you have a responsibility to say something. Being quiet and hoping the issue will go away is no longer enough. It never was.

Residents who feel sick, have sick family members, or have symptoms like a fever or cough, should stay home and contact a physician. The City of Arcadia reserves the right to limit or deny access to city facilities. All city departments are fully staffed to respond to requests for services by phone, email, or online, and

the public is encouraged to continue to use these services in order to help limit the spread of COVID19. Arcadia City Council meetings will still be conducted virtually during the month of June but will resume in-person meetings beginning July 2020, with limited attendance per existing social distancing guidelines. To enter city facilities, visitors will be required to do the following: • Wear a mask. • Clean hands at the door. • Maintain social distancing of at least 6 feet in lines for services. • Avoid touching their face and cover coughs and sneezes. • City staff may check temperatures before allowing access to facilities. “Los Angeles County continues to ease COVID-19 restrictions,” said City Manager Dominic Lazzaretto. “We have installed the

necessary safety measures in City facilities that will allow the public to enter and conduct business. We contacted Mayor Adams who said he’s “not inclined to make more out of this than it is.” Councilwoman Becky Shevlin told Monrovia Weekly Thursday that she feels the mayor’s comments were taken out of context by people who are not necessarily aligned with Mr. Adams’ politics. Shevlin strongly believes that the city cares for all residents and its police force and

respects the right to protest peacefully. During the interview with Walker, the student activists praised Monrovia in general and the police officers who helped keep the protesters safe. However, the activists would like the mayor to be more proactive when it comes to these social issues. “The police officers have been respectful and helpful, especially when they took an agitator into custody at the park during one of the peaceful protests,” said William. His sister Selah encourages people to visit their Twitter page @BlackLivesMatterMonrovia in a concerted effort to mobilize young people to register to vote and get involved in their community and not just stop when the protests are over. The Project would be an integral component of the Gateway Transit Oriented Development. If the Project achieves its anticipated assessed values ($96,066,160) upon completion of construction and occupancy, it is expected to generate approximately $11,115,692 (2020 dollars) in gross; and $444,628 per year (average) in combined VLF and sales taxes over the next 25 years. The local economy could benefit from over $50,000,000 of new construction activity from the Project and an additional $50,000,000 of Metro-related improvements. The Project is expected to create 660 construction jobs and 103 permanent part-time and full-time employment positions. By providing the subsidy for the Project, the City would forego VLF and sales taxes revenues over the 25-year period of the subsidy commitment. (A) On an annual basis, the City Council may determine by resolution whether to make lifeline rates available to domestic water customers who qualify for such a discounted rate pursuant to this section. Nothing in this section creates, or is intended to create, a property right for qualified persons to a lifeline rate as described by this section. Rather, establishing a lifeline rate is a discretionary determination made by the City Council annually that is dependent, among other things, on projected interest revenue derived from the City’s water operating fund. (B) Customers meeting the qualifications in this section may, but are not required to, pay a discounted rate equal to the monthly residential rates and charges established by this chapter minus a flat dollar amount determined by City Council resolution. In adopting a resolution determining the flat dollar amount, the City Council should consider the following: (1) The interest revenue anticipated by the city budget for the city’s water operating fund; (2) The number of customers qualified to pay the discounted rate established by this section; and (3) The residential water rates and charges established by this chapter.

SECTION 4: Validity of Previous Code Sections . If this entire Ordinance or its application is deemed invalid by a court of competent jurisdiction, any repeal or amendment of the MPMC or other city ordinance by this Ordinance will be rendered void and cause such previous MPMC provision or other the city ordinance to remain in full force and effect for all purposes. SECTION 5: Reliance on Record . Each and every one of the findings and determinations in this Ordinance are based on the competent and substantial evidence, both oral and written, contained in the entire record relating to the project. The findings and determinations constitute the independent findings and determinations of the City Council in all respects and are fully and completely supported by substantial evidence in the record as a whole. SECTION 6: Severability .
