Thousands flouted the health and safety mandates — congregated at pool parties and beaches all over the country and the careless left tons of garbage on the otherwise pristine beaches. most mandates over social distancing and wearing face masks. Eaton Canyon will remain closed until May 31. Public health experts have been warning for weeks that the rush to open could have dire consequences. Most states have partially reopened after seven weeks of pandemic restrictions. But this is where the confusion begins. Last week, Caitlin Rivers, a leading scholar at Johns Hopkins Center for Health Security told a U.S. House Appropriations subcommittee that none of the states meet all the criteria needed to start reopening. According to an NPR report last week, Rivers told the
subcommittee. "We risk complacency in accepting the preventable deaths of 2,000 Americans each day. We risk complacency in accepting that our health care workers do not have what they need to do their jobs safely. And we risk complacency in recognizing that without continued vigilance, we will again create the conditions that led to us being the worst-affected country in the world." Clearly, however, there is a school of thought that getting back to “normal” business will be difficult but necessary if we are to survive this pandemic — the country is experiencing the highest unemployment rates since the Great Depression. Locally, the Los Angeles County Board of Supervisors is considering opening cities with fewer cases reopen sooner. The supervisors are urging Governor Gavin Newsom to allow the county to move into Stage 3 of the reopening plan. This could allow for dine-in restaurants, movie theaters, gyms, hair and nail salons to resume operations. Here’s how Paul Little, executive director of the Pasadena Chamber of Commerce sees it: “Pasadena businesses are struggling for their lives. They need your help and support. “Here is what the City of Pasadena can do: 1. Allow retailers and restaurants to expand into the public realm by right to allow service on adjacent sidewalks, streets and parking lots, including alcohol service in conjunction with food with no additional permits, inspections or costs. Do this
throughout Pasadena. Do this indefinitely. 2. Allow restaurants expedited CUP processes for alcohol service with staff approvals, minimal costs and no hearings. 3. Allow for expedited reopening-related approvalsover the phone and online will suffice. Do not charge for any approval, inspection or permit related to reopening. 4. Enact a moratorium on the expiration of any and all CUPs related to business closures. Extend pending applications indefinitely. 5. Allow for expedited tenant improvement permits during business closures. 6. Encourage all city employees to patronize Pasadena businesses through weekly emails to all. They can buy gift cards, order take-out, order online from local stores. Your employees should do everything they can right now to support our local small businesses and tax base. 7. City must restructure all procurement to aggressively support local Pasadena businesses. 8. City must not do anything to add costs to local businesses under any circumstances. “Now is the time to act. “Approve a City of
Pasadena contribution of $1 million to the Pasadena Storefront Small Business Relief Fund. “Current estimates are that more than 100,000 small businesses (2%) have already closed permanently and 3% of restaurants are closed forever right now. (University of Illinois, Harvard, University of Chicago and Harvard Business School study). The Philadelphia FED anticipated 1/3 of small businesses (fewer than 500 employees) will experience significant financial hardship. Several organizations have surveyed and found that most businesses in the U.S. will close for lack of $10,000 to $15,000. “If we are to forestall this volume of closures in Pasadena, immediate action is necessary. That action is funding the Pasadena Storefront Small Business Relief Fund. “In addition, other actions to facilitate business reopenings and enhance profitability in the face of restrictions are necessary to support our economy and ensure longterm fiscal stability. “Our neighbors are doing this for the survival of their local small businesses. Pasadena needs to do the same now.”

n Friday, Supervisor Kathryn Barger announced that the County has changed course on Monrovia High School’s graduation plans slated for June 3. The county will now allow the plans to go ahead, after all. “This is a great day for Monrovia seniors and families. The entire school board, Bryan Wong, Maritza Travanti, Selene Lockerbie and Ed Gililland wish to thank everyone in our community for advocating for our graduates. With the help of students, parents, City of Monrovia, MPD, MFD, MHS staff and MUSD District Office staff, the school board was able to convey the wishes of our town. A special thank you goes to Supervisor Kathryn Barger for her leadership in helping to bring about the positive result,” Rob Hammond told Monrovia Weekly Friday afternoon. To do this, the city, police department and the school district went through countless scenarios and ultimately came up with what they believe is a workable plan to keep everyone safe while receiving their diplomas in extremely unprecedented times. The plan is for 2020 graduates to be honored by the sports stadium lights shining each Wednesday at 8:20 p.m. for 20 minutes and then receive their diplomas on June 3 during the drive-thru event that has been carefully planned to meet county COVID-19 conditions. Last Friday, a joint statement was issued by Los Angeles County Director of Public Health Dr. Barbara Ferrer and Los Angeles County Superintendent of Schools Dr. Debra Duardo on in-person graduation ceremonies, creating a problem for Monrovia’s plans. What a difference one week makes. Go get ‘em Wildcats! MUSD superintendent of schools, Katherine Thorossian, shared the news with Monrovia Weekly: “Monrovia High School’s Class of 2020 has not had the easiest of years. I am so thankful to Principal
McGinnis and his team for leading thoughtfully; to Board President, Rob Hammond, and the entire Board for advocating fiercely; and to our community for speaking with one strong voice on behalf of our graduates. That voice resonated with Los Angeles County Supervisor, Kathryn Barger, who listened, reviewed, and ultimately agreed. I am so grateful that our graduates, who had lost so much of their senior year, will be able to celebrate this milestone in person. It will definitely be memorable,” Katherine Thorossian, Superintendent MUSD The County set the following guidelines for car parades: Car parades cannot include participants on a bicycle, a motorcycle, a convertible with the top open, or a vehicle with no doors such as a golf cart. If any of the windows on a vehicle is open, the occupants of the vehicle must wear a face covering. Any organization coordinating a large-scale parade must have a designated organizational host who is responsible for ensuring compliance with the rules for the parade and adherence to the State’s Stay at Home Order that precludes gatherings. Only those personnel of the orga-
nization necessary to facilitate the parade and to ensure compliance can be present at the location designated by the host. The host must: • At its own cost, arrange for and provide security sufficient to ensure compliance with the State’s Order and address any traffic and safety issues. • Develop a parade plan that deals with State’s Order, traffic and safety issues, parade participants, and social distancing requirements. • Ensure participants and personnel adhere to the face covering and physical distancing requirements. • The host may provide a significant document to one vehicle parade participant at a time, such as a diploma or other paper, while adhering to face covering and social distancing requirements. The parade must: • Take place in an outside location large enough to accommodate the social distancing requirements. • Proceed by the host’s invitation only, with the parade limit of vehicles tied to the capacity size of the location. • Not allow sales or exchanges of any items or food.

Duarte Resident Shot in Pasadena Drive-by Shooting Succumbs to Injuries Medical staff from a local hospital pronounced Ray Anthony Magee Jr. deceased on Tuesday at 12:09 p.m. Magee, a 24-year-old resident of Duarte, was one of two victims shot while seated inside a vehicle on Saturday, May 23, in the 1500 block of North Lake Avenue. The second victim, a 23-year-old male from Duarte, continues to recover from his injuries. On Saturday, at approximately 4:11 p.m., Pasadena Police Officers responded to a report of a shooting. Officers and Pasadena Fire Paramed-
ics arrived on scene and located Magee and the other male suffering from gunshot wounds. Paramedics rendered emergency medical and both were transported to a local hospital in critical condition. Officers and evidence technicians canvassed the area for potential evidence and witnesses. Preliminary investigation revealed both victims were stopped in their vehicle in the area when a late model sedan drove behind them and fired multiple times into their vehicle. The suspect vehicle was occupied by
at least two unknown suspects. Detectives do not believe the shooting was random and are investigating whether the shooting was gang related. Contactless Lawn Care Service Now Available in Monrovia A contactless solution that enables lawn care services during the COVID-19 pandemic is now available in Monrovia. Lawn Love allows customers to remotely schedule, manage, and pay for lawn care services. Quotes are generated using satellite imaging technology to map the size of a lawn. If a customer wants to go ahead with the service at that price they are automatically paired with a local contractor. Once the service is complete, users can pay with a credit card through the Lawn Love platform, removing the need for any social interaction between a homeowner and the lawn care provider. “Our system has removed any of the face to face interaction that is typically required between a lawn care provider and
homeowner when providing estimates or picking up payments,” said founder and CEO, Jeremy Yamaguchi. ARCADIA May 17 At 8:32 a.m., an officer responded to SLJ Real Estate, located at 836 S. Baldwin Ave., regarding a commercial burglary investigation. A store employee entered the business and encountered a subject in the office. After confronting the subject, the male fled on foot, northbound on Baldwin Avenue. The employee then noticed two checkbooks and an undisclosed amount of money missing from the business. The suspect was described as a 6-foot tall male, approximately 150 pounds, and he was seen wearing dark clothing. The investigation is ongoing pending a review of additional surveillance footage. On May 17, an officer responded to the 500 block of West Huntington Drive regarding a report of a stolen catalytic converter. The victim discovered his catalytic converter had been removed from his vehicle sometime between May 14 and 15. There is no suspect information at this time. May 18 At 11:52 a.m., an officer responded to the 100 block of East Santa Clara Street regarding a stolen vehicle report. Surveillance footage revealed a small pick-up truck towed away the victim’s enclosed trailer, which had been parked in front of the victim’s business. The theft occurred at 10:52 p.m. on May 17. The suspect’s vehicle was described as a small, white pickup truck with the driver’s side of the bed painted black. The investigation is ongoing. At 5:13 p.m., an officer responded to the 400 block of East Duarte Road regarding a mail tampering report. The officer determined an unidentified suspect pried open the community mailbox sometime between May 11 at 5 p.m. and May 18 at 4:30 p.m. There was no mail in the mailboxes when the officer arrived. There was no suspect information at the time of this report. May 19 At 1:59 p.m., an officer

took a telephonic fraud report for a resident of the 500 block of West Live Oak Avenue. The victim stated he lost his wallet and since then, he noticed fraudulent transactions on his Capital One and Bank of America cards. The suspect(s) charged a total of $822.51 in fraudulent purchases. The victim did not desire prosecution. May 20 At 12:47 p.m., an officer responded to a residence in the 400 block of West Lemon Avenue regarding a vehicle burglary report. The victim discovered his passengerside front window had been smashed and the suspect(s) fled with a box of latex gloves. Surveillance footage revealed the suspect is a Hispanic male, approximately 15 to 25-years-old, who was seen wearing an “LA” blue and white hooded sweatshirt. The victim will provide the police department a copy of the footage at a later date. At 5:56 p.m., an officer responded to CVS Pharmacy, located at 1401 S. Baldwin Ave., regarding a battery incident. An investigation revealed the victim was pushed from behind as he was exiting CVS. When the victim turned to confront the suspect, surveillance footage revealed the suspect and victim exchanged words before a fight ensued. Both fought until the suspect ultimately fled in a white Honda Accord. The victim sustained a small cut to his right eye and Arcadia Paramedics responded to treat the victim. The investigation is ongoing. May 21 At 2:15 p.m., an officer took a telephonic report of mail tampering in the 2500 block of South Third Avenue. Sometime between May 17 and May 20, the victim’s mail box has been tampered with and the victim found his mail box without any mail in it. There is no suspect information at this time. May 22 At 9:10 a.m., an officer responded to Ocean Line Logistics, located at 630 W. Duarte Road, regarding a commercial burglary report.
The victim determined unidentified suspect(s) entered by damaging the front door lock; then once inside, they stole a computer server and a security camera. There is no suspect information at this time. At 3:54 p.m., an officer took a telephonic report of a package theft from a residence in the 00 block of Andrea Lane. Surveillance footage revealed a lone suspect stole two packages from his porch at 1:05 a.m. on May 22. The suspect is described as a Hispanic male with a thin build, dark short hair, a goatee, was wearing a windbreaker jacket, shorts, and reflective athletic shoes. The suspect fled in a light colored, unknown model, four-door sedan. The investigation is ongoing. May 23 At 5:05 a.m., an officer responded to the intersection of Huntington Drive and Fifth Avenue regarding a domestic battery investigation, which involved a verbal disagreement between an exboyfriend and ex-girlfriend. The argument escalated into the male suspect stealing the female’s tablet and dragging her against her will. The female transient did not sustain any injuries or markings from the incident. The suspect was identified as a 46-yearold male transient from Los Angeles. The investigation is ongoing. At 8:58 a.m., the Arcadia Police Department received an electronically submitted report for a package theft that occurred in the 00 block of West Foothill Boulevard. The victim discovered her Costco package went missing after it was delivered to her home. There is no suspect information at this time. At 12:51 p.m., an officer responded to the 1400 block of Rodeo Road regarding a mail theft report. The suspect was witnessed stealing a resident’s mail, got into a white Ford SUV, and fled eastbound on Orange Grove Avenue. The suspect was described as a heavy set, white or Hispanic female, in her 30s. The reporting party provided the officer with a photo of the suspect. The investigation is
ongoing. At 7:45 p.m., an officer responded to a residence in the 200 block of Carolwood Drive regarding a residential burglary report. The officer discovered the rear sliding glass door had been pried open and miscellaneous items of sentimental value had been stolen from the home. A cigarette butt was left behind in one of the bedrooms and was collected as evidence. The officer did not locate any surveillance footage, witnesses, or additional suspect information.

May 16 At 12:34 a.m., officers were conducting extra patrol in the 900 block of West Duarte when they contacted a male subject acting suspiciously. As they spoke with the male subject, an employee from a business advised the officers that the suspect had stolen merchandise from the store. The suspect admitted to stealing the merchandise. He was arrested for the theft.
May 14 At 3:52 a.m., a resident in the 200 block of East Walnut called police to report his catalytic converter had been stolen from his truck. Officers responded and conducted an investigation. The investigation is continuing. At 8:54 a.m., a male subject entered a business in the 1600 block of South Mountain and shoplifted several items. He was confronted by store loss prevention and dropped the property before fleeing on foot. Officers located the suspect nearby and arrested him. He was issued a citation to appear in court on the charges. At 11:25 a.m., a caller reported a male subject removing his clothing while sitting on a bench in the 200 block of West Foothill. When officers arrived, the subject fled the location, but he was quickly located on Linwood and was found to be on probation. He was arrested. At 9:53 p.m., officers responded to a gas station in the 1500 block of South Myrtle regarding a disturbing subject. Investigation revealed the subject had a warrant for her arrest. She was arrested per the authority of the warrant. May 15 At 6:23 a.m., officers responded to an alarm at a business in the 700 block of East Huntington. Upon arrival, they found a window to the front had been damaged, but not shattered enough to
at 7:56 a.m., an officer was patrolling the 400 block of West Duarte when he saw several subjects in the wash area in violation of posted notrespassing signs. All the subjects were previously warned by officers not to trespass in the wash. All subjects were arrested and issued citations. At 9:24 p.m., officers witnessed a subject fail to stop at the stop sign at Fifth and Chestnut. They were able to catch up to the vehicle and a traffic stop was initiated. The subject fled from the vehicle and hid underneath a truck parked in the 900 block of West Olive. The subject ultimately came out from underneath the truck and was arrested for resisting and delaying a peace officer. May 17 At 8 a.m., an officer was patrolling the 800 block of South Alta Vista when he saw a vehicle that appeared to have been burglarized with the door lock broken. He stopped and looked inside the vehicle and found wires hanging from the ignition. The owner was located and reported the ignition system and door-lock were not damaged when he parked the vehicle. It appears as if the suspect attempted to steal the vehicle, but was not successful. This investigation is continuing. May 18 At 9:29 a.m., an officer responded to the 100 block of East Chestnut regarding a vehicle burglary investigation.

A preliminary investigation revealed the suspect punched the driver's door lock to gain access into the victim's vehicle. Once inside the vehicle, the suspect tampered with the ignition in attempt to start the vehicle, but was unsuccessful. The suspect was seen getting into a four door sedan, possibly a KIA Optima, before fleeing the area. The investigation is ongoing. At 10:48 p.m., the Monrovia Fire Department called police to report a disturbing subject attempting to enter the fire station in the 100 block of East Lemon. The subject tried leaving on his bicycle by going up the stairs between the fire station and parking area. Officers made contact with the subject, who was found to be in possession of drug paraphernalia. He was arrested. May 19 At 4:22 p.m., a vehicle traveling west at the intersection of California and Lemon failed to yield to a vehicle traveling north. One of the parties suffered a contusion on his head, but did not wish to be taken to a hospital. May 20 At 7:08 a.m., two vehicles collided in the intersection of California and Huntington after one of the vehicles failed to stop for the red traffic signal. Officers responded and issued a citation to the party at fault. At 4:51 p.m., two vehicles were traveling south on Mountain near Evergreen. One of the drivers rear ended the vehicle stopped in front of him, then reversed and fled the scene. No injuries were reported. Officers responded and checked the area, but were unable to locate the suspect vehicle. At 6:23 p.m., a suspect entered a business in the 1600 block of South Mountain and took several items without paying for them. The suspect pushed a cart with the items across the parking lot, but abandoned the cart when he saw loss prevention officers chasing after him. All the stolen items were recovered. This investigation is continuing.

Citadel Outlets Reopens its Doors to Shoppers Citadel Outlets will reopen its doors to guests on May 28 with new physical distancing and safety measures in place. The center will be open 11 a.m. to 7 p.m. Monday through Sunday. The shopping center has implemented additional safety measures amidst the COVID-19 situation. These measures include more frequent sanitizing efforts in common areas and all hightouch areas such as food court tables, door handles and bathrooms; plexiglass shields at Customer Service center; and contactless bathroom amenities and hand sanitizer stations throughout the center. In order to ensure guests and employees can maintain physical distancing, all seating is rearranged six feet apart and distancing reminder decals are placed at areas and stores that may have lines. All center employees are also required to wear face coverings, test their temperatures daily and follow hygienic practices.
South El Monte High School will host a virtual Golden Eagle Award Show – which will be livestreamed on YouTube – at 6 p.m. Thursday. The program will honor the school’s high-achieving students, including its six valedictorians, who are heading to such universities as Stanford, UCLA and UC Berkeley. Then on Thursday, June 4, El Monte Union schools will host Class of 2020 Car Parade Celebrations, during which seniors will officially receive their diplomas and have their photos taken – all while adhering to the county’s social distancing guidelines and facial covering requirements. El Monte Union’s commencement ceremonies have been postponed until November, or as soon as they can safely be held. Glendale News Illegal Drug Sales Operation Shutdown Detectives from the Glendale Police Department’s Vice/Narcotics Unit conducted an investigation on a man who was believed to be selling illegal drugs out of a residence on the 300-block of North Orange Street. The man was identified as 49-year-old Fernando Elias of La Mirada who was seen by undercover detectives in what appeared to be illegal drug sales. Detectives obtained and served a search warrant at the residence where Elias lived with three others. During the search detectives seized a firearm, methamphetamine, heroin, oxycodone and cash along with identification and identity profiles belonging to others. All four residents were arrested

This software allows businesses, such as restaurants and retail shops, to view their current layout and adjust their floor plan to meet the latest social distancing requirements, giving them the confidence to bring their employees back to work safely and responsibly. 3D Event Designer will be hosting free live webinars over the next two weeks to teach businesses how to use the floor plan software. Barbershops and hair salons may now reopen in Riverside County following statewide guidance to allow for haircuts, styling and coloring. The state guideline for hair salons and barbershops prescribe that services for these operations must be limited to services that can be provided with both the worker and customer wearing face coverings for the entirety of the service. For example, haircuts, weaves and extensions, braiding, lock maintenance, wig maintenance, hair relaxing treatments, and color services can be provided. Services that require touching of the customer’s face, such as facials, eyelash adjustments, eyebrow waxing and threading, are not allowed. Suspect Sought for Felony Hit and Run Collision

The Anaheim Police Department is seeking the public’s assistance in identifying the driver of a vehicle who fled the scene of a traffic collision which injured a pedestrian. On Tuesday at about 12:20 a.m. a red car with no affixed front license plate, possibly a Scion Fr-S or Subaru BRZ coupe, was involved in a “street takeover” event at the intersection of Harbor Boulevard and Katella Avenue in the City of Anaheim. As the vehicle drove out of the intersection, it struck an adult male who was standing in the street. The victim suffered moderate injuries. The suspect vehicle fled westbound on Katella Avenue. Anyone with information about this vehicle, or the driver is encouraged to call Anaheim PD Traffic Investigator Poer at (714) 765-1474.
Barbershops, Hair Salons Can Now Open in Riverside County
Doctor Invents Patient Isolation Transport Unit Dr. Mark Comunale, head of anesthesiology at Arrowhead Regional Medical Center, is seeking FDA approval for a device he invented that will help medical workers easily transport infectious patients while minimizing their own risk of being exposed to a disease. The device, called the Patient Isolation Transport Unit, creates a negativepressure mobile chamber around an infected patient’s stretcher or hospital bed, allowing the patient to be easily moved around the hospital without infecting others. Normally, hospitals would need to develop negative pressure rooms that use lower air pressure to allow outside air into the chamber while trapping and holding potentially harmful particles within the room. Instead of retrofitting and taking up an entire room for an infected patient, the Patient Isolation Transport Unit allows a space that can be built around patients themselves. The unit is made of medical-grade vinyl, with gloved access for doctors and nurses to use. It contains several motors that remove air contaminants before filtering the air out. Ontario News

Larry Kramer, the longtime AIDS activist and playwright, died at the age of 84 on Wednesday in Manhattan. In 1981, Kramer formed a group that became the Gay Men’s Health Crisis, the first AIDS service organization in the world. According to NBC News, “Later, in 1987, fed up with federal government inaction, he and other activists formed ACT UP — The AIDS Coalition To Unleash Power — a radical AIDS organization that staged dramatic protests and public interventions for years to force officials to spend more money and include more activists in AIDS research.” Kramer received praise for his off-Broadway play “The Normal Heart” which depicted the human toll of the HIV/AIDS epidemic. e can all agree: this pandemic has been horrific. Regardless of how much or how little you were impacted, you were impacted. You probably spent more time inside your own four walls at home than you ever imagined. And, you may have learned to work from home, while balancing your spouse, pets, and kids — all at the same time. Eventually, our children will go back to school. Our spouses will go back to work. Stores will reopen. We'll all be able to get a haircut and find toilet paper with more ease. However, I'm not convinced that the job market will be quite the same in the future. This is the thing. If you've been working remotely, you've been doing it for over two months now. Two months! And, if you're able to do your job from home, you (and the management at your company) may be surprised that it's actually working. Working from home
is not a total failure. It's a learning opportunity. The entire world is learning how to operate a little differently and in that there is potentially a silver lining. Some companies are considering becoming a remote company going forward. For example, Twitter announced that they will allow employees to permanently work from home and Facebook said they will let some of their employees work from anywhere. If you're job searching, you are probably looking in the city that is the closest to where you live and this makes sense but as you keep looking, I'd encourage you to expand your possibilities. Look for jobs at companies that are beginning to let their employees work from home permanently. If you're not sure which companies are doing this, a good place to start is the news. This is a new concept for many companies, so the ones switching are making headlines. Then, search on sites like LinkedIn for jobs but instead of putting your local city into the search box, use the word "remote." That's the way many job sites work when it comes
to looking for a work from home job. But, do your homework in advance. Facebook has announced that they may pay workers less who choose to live in cheaper cities. But, very often, in the world of technology, smaller markets must pay a premium to get highly specialized employees. Living in a less expensive market doesn't always mean a smaller paycheck. Sites like Glassdoor.com will give you a sense for how much companies are paying for specific roles. Be informed about your market value before your first phone interview. This pandemic may open a door for us when it comes to work. We've been forced into this test and we've learned that in some industries, working from home is not only possible, it's more effective. This will be even truer once the kids all finally go back to school. That's when the real productivity will happen. READER REFLECTS ON REOPENING PASADENA What is the plan for reopening the city? I don’t think leadership could have a foolproof plan when we continue to have more cases each day and we continue to empty the nursing homes that should be protecting their residents over these many months from any new cases. I must say that I have stayed at home most of the time but have ventured out for the needs of the household. I’ve been to all those essential businesses and the liquor stores and I’ve used good, sterile techniques with masks and social distance efforts — even walking in my district each day for a few miles. So I see that if I can be as safe going to stores and

into the community, why shouldn’t we try different solutions to bring back the small businesses with the care we already are aware of? Those larger gathering events represent a greater risk to the whole community. So we need to see the results of the smaller businesses’ efforts to keep us safe and then slowly, when conditions are known, re-introduce larger events, but not all at once. Maybe that could be a plan that many have thought about. Let’s not put our old businesses out of business. - Richard L. PASADENA

Essential services L.A. County Allows In-Store Shopping, Religious Services and Drive-In Movies County will seek variance from Governor Newsom to allow other businesses to reopen sooner Los Angeles County is aligning its Health Officer orders with the state’s California Pandemic Resilience Roadmap. Among the activities now permitted under the change are faith-based services, in-store shopping at low-risk retail stores, drive-in movies and other recreational pursuits. Examples of activities now permitted under the changes enacted Tuesday: • Faith-based organizations may resume services, with the number of congregants limited to less than 25% of the building’s capacity, or a maximum of 100 people, whichever is lower. • All retail, including those located in indoor and outdoor retail shopping centers may now open for business at 50% capacity. • Flea markets, swap meets and drive-in movie theaters may resume operations. • Pools, hot tubs and saunas that are in a multiunit residence or part of a homeowners association may now open. The County also released guidelines for public protests. In-person protests are permitted as long as attendance is limited to 25% of the area's maximum occupancy, or a maximum of 100 attendees, whichever is lower.

The order emphasizes that physical distancing requirements, cloth face coverings and other safety protocols must be observed as the recovery progresses. The updated order allows people to take part in all permitted activities while continuing to practice physical distancing and wearing a cloth face covering when in contact with others. The change sets the stage for the County to request a variance from the state to
permit swifter reopening of some sectors. If granted, the variance from the State public health order will allow Los Angeles County to advance further in Stage 2 and into Stage 3, which would allow for reopening in-person dining and personal care (hair salons and barbershops). Nail salons would still not be permitted to open. As of Tuesday, 47 of the state’s 58 counties “self-attested” to meeting requirements and were allowed to reopen barbershops, hair salons and permit dining-in with modifications. Gatherings of people not from the same household are still prohibited, except for faith-based services and in-person protests. Additionally, people 65 years old or older and all people of any age with underlying health conditions should remain in their residences as much as possible. People in these categories should only leave their residences to seek medical care, exercise or obtain food or other necessities. Telework should continue as much as possible. The County Public Health Department will continue to monitor COVID-19 data indicators closely and may, after consultation with the Board of Supervisors, adjust orders to reflect specific needs.

Emergency Cooling Centers to Open This Week Across L.A. County Temperatures in parts of Los Angeles County are expected to rise into the 90s this week. As a result, several public facilities located throughout the County will open and serve as Emergency Cooling Centers through Thursday. These centers provide members of the public who lack air-conditioning at home with relief from the heat, free of charge. All centers will be open from noon to 6 p.m., and will operate in compliance with physical distancing and other safety criteria from the current Health Officer Order. A total of eight Emergency Cooling Centers will operate in areas based on heat forecasts and regions identified by the National Weather Service and the Los Angeles County Department of Public Health, respectively. California’s Contact Tracing Program Launched On Friday, Governor Gavin Newsom launched California Connected, the state’s contact tracing program and public awareness campaign. As part of California Connected, public health workers will connect with individuals who test positive for COVID-19 and work with them, and people they have been in close contact with, to ensure they have access to confidential testing, as well as medical care and other services to help prevent the spread of the virus. The state’s program is led by the administration in collaboration with the California Department of Public Health, local public health departments and the University of California, San Francisco (UCSF) and Los Angeles (UCLA), which have launched an online training academy to develop a contact tracing
workforce. “We are all eager to get back to work and play, and that’s why we’re asking Californians to answer the call when they see their local public health department reaching out by phone, email or text,” said Newsom. “That simple action of answering the call could save lives and help keep our families and communities healthy.” Information provided to local public health departments is confidential under California law. Public health authorities will not share that information with outside entities. That information will be used for public health purposes only. Contact tracers will not ask for financial information, social security numbers or immigration status. “A key step in stopping the spread of COVID-19 is quickly identifying
and limiting new cases, across the diversity of our populations — and that’s exactly what this statewide program does,” said California Department of Public Health Director and State Health Officer Dr. Sonia Angell. Public health workers across the state — identified on caller ID as the “CA COVID Team” — will call, text and email individuals who test positive for COVID-19 and people they may have unknowingly exposed to the virus. The state plans to launch 10,000 contact tracers statewide as part of its plan to reopen California. Closure of the State’s Youth Prison System
On Tuesday, the Los Angeles County Board of Supervisors approved a motion co-authored by Supervisors Mark RidleyThomas and Sheila Kuehl, asking the County to begin planning immediately to prepare for the transition of youth who would have been committed to the state youth prison system, the Division of Juvenile Justice (DJJ), to instead be in Los Angeles County’s care. The motion requests that the County of Los Angeles (County) begin the planning process to transform the County’s juvenile justice system, and determine if an entity other than the County’s Probation Department can be responsible for the custody and rehabilitation of young people previously sent to DJJ. “The closure of the Division of Juvenile Justice presents both a challenge and an opportunity for Los

Angeles County, and we must begin planning immediately to ensure we are ready,” Supervisor Ridley-Thomas said. “Connecting this planning effort with the work of restructuring and reimagining the County’s juvenile justice system, already underway, is an opportunity to ensure a rehabilitative model for youth who may otherwise be sentenced to adult prison.”
This motion follows Governor Gavin Newsom’s previous announcement as part of the State’s revised budget, that the long-troubled DJJ will be closing.

PROJECT DESCRIPTION To allow a 62 space parking reduction in conjunction with the remodel and addition to an existing vehicle sales agency. The proposal is to demolish 12,720 SF of an existing two-story, 25,987 SF vehicle sales agency and add 22,670 SF to the first and second floor of the subject building (“Building A”). The 134,745 SF, three-story service building/parking structure (“Building B”) located behind “Building A” will undergo a 3,360 SF interior remodel on the first floor only (parts storage area). Reconfiguring of the surface parking lot is also proposed. The City’s Zoning Code requires vehicle sales agencies to provide 4 parking spaces per 1,000 SF of floor area. Therefore, a total of 40 parking spaces will be required by the net 9,950 SF (22,670 SF addition – 12,720 SF demolition) addition. The existing property currently has 340 parking spaces. The interior remodel and reconfiguration of the surface parking lot will result in a loss of 22 parking spaces. After implementation of the project, the property will provide a total of 318 parking spaces. The applicant is requesting a Parking Reduction Permit for 62 parking spaces, which includes the 40 spaces required for the addition and the loss of 22 spaces. Findings. The City Council finds, determines and declares as follows: A.On March 11, 2020, at 7:00 p.m., the City declared a state of local emergency due to the COVID-19 Pandemic (the “Emergency”). That Emergency was ratified by Resolution No. 12142, adopted March 18, 2020 and extended on April 15, 2020 by Resolution No. 12151; B.Among other things, the Emergency is a significant threat to public welfare and the well-being of the City’s employees. Such designation must be set forth in the body of a record and substantially read as follows: “This Document may be executed with electronic signatures in accordance with Government Code §16.5. B.The Project will not adversely affect surrounding properties. The proposed Project is consistent with the type of the uses that are currently developed in that neighborhood. The Project would decrease the building square footages, which will help improve mobility on- and off-site, allow for connectivity between the Specific Plan area and the surrounding neighborhoods, and make efficient use of the Project Site. The proposed Project would also increase the use of an underutilized property (which occupies half a prominent street block and intersection) by complementing the existing businesses in the area and functioning as a retail draw. C.The proposed Specific Plan Amendment and Zone Change will allow the Applicant to: (1) rebuild the service station, upgrade the intersection and continue to utilize the existing alleyway as a secondary circulation network; (2) make improvements to the property and incorporate new uses which will be both automobileand pedestrian-oriented; and (3) create more activity in the Specific Plan area and contribute to revitalizing the commercial area and neighborhood (GVSP § 2.4.4). D.The proposed amendment promotes public health, safety, and general welfare and serves the goals and purposes of the MPMC. Without the proposed Specific Plan Amendment and Zone Change, the existing service station will be legal non-conforming use and the proposed coffeeshop with drivethrough would be prohibited. Rezoning of the site to accommodate the project will be consistent with general welfare as it will allow the Applicant to improve the existing service station property and to promote increased economic activity in the Garfield Village Specific Plan. SECTION 3: Environmental Assessment . Because of the facts identified in Section 2 of this Resolution, the

Somewhat related to this are the limitations on the City’s ability to solve what are in effect regional, state, and national problems and issues. The City must work within the political framework within which it exists and with the limitations inherent in that framework. SECTION 7: Summaries of Information. All summaries of information in the findings, which precede this section, are based on the substantial evidence in the record. The absence of any particular fact from any such summary is not an indication that a particular finding is not based in part on that fact.
