L.A. County Increases COVID-19 Testing With A New Site

T
he massive economic effect of COVID-19 has been acutely arduous on restaurants which were already financially fraught before the pandemic caused a shutdown of watering holes and eateries.
Initially, many restaurants tapped into the take-out and delivery options only to find out that this was not sustainable, especially if third party delivery services are used. Delivery apps normally collect between 15 and 30 percent in fees, prompting cities across the country to pass caps on delivery fees to help struggling restaurants’ bottom line. The companies, for their part, have
temporarily changed their fees or now offer extra assistance to help restaurants. As small businesses struggles, delivery apps have seen an increase in business over the past two months. Following Governor Gavin Newsom’s recent announcement to add more than 80 community-testing sites across the state focused on underserved communities, a new testing site opened last Wednesday, May 13, in Los Angeles County at ChapCare’s Vacco Health Center located at 10408 Vacco St., Suite A, South El Monte, CA 91733. This new site is one of 80 testing sites being opened across the state in collaboration with OptumServe, the federal government health services business of Optum. “This testing site will help increase testing needs for individuals who have had limited access to COVID-19 tests up until now,” said Margaret B. Martinez, MPH, chief executive officer for ChapCare. “We’re thrilled to partner with the State, County, and OptumServe to help expand access in our communities. In recent weeks, we opened another testing location at our Kathryn Barger Health Center in Pasadena to great success, and expect the same at our South El Monte location.” To determine where to locate new testing sites, the State shared analysis on geographic distance, underserved populations, to address known disparities, and median income, so residents have access to testing regardless of socioeconomic status. That information was then evaluated with existing testing locations and the County’s priority to address high-risk populations, including nursing homes and shelters. “Many of our hardest working families are either uninsured or underinsured and don’t normally seek access to health care, which SEE CHAPCARE PAGE 9

Arcadia Announces Limited Reopening of City Facilities by Appointment Virtual services are still available and encouraged The City of Arcadia is reopening City Hall to the public for services by appointment only for essential activities in response to the revised Safer at Home Order issued by Los Angeles County on May 13, 2020. These include building permits, inspections, and planning related services. City Hall is still fully staffed to respond to requests for services by phone, email, or online, and the public is encouraged to continue to use these services in order to help limit the spread of COVID19. Arcadia City Council and Planning Commission meetings will still be conducted virtually until further relaxation of the Safer at Home Order by Los Angeles County. “We are transitioning to Phase 2 of the County’s Roadmap to Recovery,” said City Manager Dominic Lazzaretto. “As we ease back into more normal activity we are
looking at ways to continue to provide high quality services to our community. Our virtual services have been very popular over the past few months and we encourage Arcadians to continue to utilize them; however, we recognize that not all city business is best suited for this,” he added. On May 13, 2020, the County of Los Angeles amended the Safer at Home Order to allow retail establishments, open spaces, and other non-essential services to begin reopening under certain guidelines and restrictions. Tennis courts are now open for modified use. All players must abide by posted rules and those who ignore the
guidelines will not be allowed to play. The rules include: • Time limit of one hour. • Everyone must wear a face covering at all times, except during actual play. • Social distancing of 6 feet is required at all times. • Only singles play (two players per court) will be allowed. Doubles are not permitted. • Players must have their own towels and equipment to use. All tennis balls must have the owner’s initials on them. Participants will only be permitted to handle their own tennis balls. • Players must clean up after themselves and keep the courts clean.

In order to slow the spread of COVID-19 while continuing to engage the community, the City of Pasadena Planning & Community Development Department will hold virtual open houses for its program Our Pasadena—Putting the Plan in Motion starting in July. Our Pasadena was launched in 2018 as a step towards the implementation of the city’s General Plan, which guides future growth and development for Pasadena. Since the launch of the program, a number of community members have engaged in the process by participating in workshops, stakeholder interviews, walking tours, pop-up events and youth activities, signing up for email updates, and following @OurPasadena on social media. Through this process, all eight of Pasadena’s Specific Plans will be updated, result-
ing in new development standards and guidelines that will help shape Pasadena’s major commercial and mixeduse areas. The final phase of community meetings, Round 3, will take place between July and December of this year and will be held virtually to help limit the spread of COVID-19. During the virtual open houses, community members will have an opportunity to explore interactive stations with information on potential development standards for new commercial and residential projects located along Pasadena’s major commercial and mixed-use corridors, including Colorado Boulevard, Foothill Boulevard, Lincoln Avenue, Fair Oaks Avenue, and Lake Avenue. A total of eight virtual open houses will be held, one for each of Pasadena’s Specific Plan areas, providing an opportunity for the community to review the draft standards and submit
comments online. The planning department is currently exploring additional options to engage the community during these this pandemic, including setting up weekly telephone or virtual office hours where community members may have the opportunity to speak with a planner about a particular Specific Plan. Community feedback will help shape the proposed Specific Plans that will be presented to the Planning Commission for their review and consideration starting early next year. Monrovia Canyon Park to Open on Tuesday, Reservations Required Monrovia Canyon Park will reopen to the public on Tuesday, May 26. All park visitors must have a reservation to access the trails in Canyon Park. The new reservation system helps ensure a limited number of visitors, both residents and non-residents, have the opportunity to enjoy Canyon Park and prevent large crowds. Reservations will be limited to 70 per timeslot, with three timeslots available every weekday. All visitors looking to enter the park must have a reservation, whether driving, biking or walking into Canyon Park. The city charges a $5 parking fee to be paid when visitors arrive at Canyon Park. Those walking-in must also have a reservation but are not required to pay the parking fee. Monrovia Canyon Park will be open Monday through Friday from 6:30 a.m. to 6 p.m. and
closed Saturdays, Sundays and on holidays. For the time being, the Waterfall Trail will remain closed. This trail is narrow and incredibly popular, making it difficult to ensure safe, physical distancing when using the trail. Additionally, trails are modified for a one-mile hike in order to keep in compliance with the Los Angeles County Department of Public Health’s Public Trails Protocol. Steps to Make a Reservation 1. In the course of the video, McGinnis, sitting at an empty campus, detailed the school’s innovative plans while attempting to adhere to state and local health and safety guidelines during the COVID-19 pandemic. knew I wanted to pursue something I was already interested in: journalism and communications. I thought the University of Southern California Annenberg Youth Academy was an incredible opportunity that I had to take advantage of,” said Sandi Khine, Arcadia High School (AHS) senior and student manager of the Arcadia Unified School District Digital Communications Internship (DCI). She attended the USC Annenberg Youth Academy, a prestigious four-week intensive summer program for 26 students from high schools in the Los Angeles area. Khine is one of many AHS student interns in DCI that have been accepted into and attended the USC Annenberg Youth Academy. In the Annenberg Youth Academy, students have the opportunity to develop an understanding of and

practice media communications and journalism. Despite the difference of ethnic, cultural, and socioeconomic backgrounds between the 26 students from all different schools, they also get to find “solace in the things [they] have in common, and realize that they are all teens with dreams,” Khine said. The Annenberg Youth Academy is the equivalent of several first-year college courses, and as Sofia Nagy, another AHS student in DCI who attended the program in the summer of
2019, said, “The teachers teach you everything they know which is really amazing.” The knowledge gained from this program isn’t the only pro about it. Nagy added, “You get to know the dean [Dean Willow Bay] and get so many other connections.” In addition to teaching, the Annenberg Youth Academy also typically includes three field trips, including visits to the Japanese American National Museum, a Dodgers game, and the California African American Museum to
get hands-on experience in multimedia journalism. FIVE ACRES IN ALTADENA LAUNCHES HOPE LINE Now with the U.S. highest unemployment rate due to the coronavirus, people are struggling financially, experiencing food insecurity, and facing mental health challenges like depression, anxiety and suicidal thoughts. Altadena-based foster care/adoption and mental health provider, Five Acres has launched the HOPE line at (800) 696-6793 or HOPE@5acres.org where individuals can call, text or email. The HOPE line staff helps people in need of support in mental health, prevention of child abuse, domestic violence, and families seeking to become foster resource families “The number of referrals being received by our community service programs is on the rise due to the mental stress of the pandemic,” said Five Acres CEO Chanel Boutakidis, who also expressed concern for the children who are experiencing abuse behind closed doors
and have no means of reporting it to a trusting adult like a teacher, school counselor, or peer. According to the Los Angeles Department of Children and Family Services, on average, the county’s Child Protection Hotline received about 1,000 daily reports. In recent weeks, however, there has been a decline in calls of up to 50 percent. The agency’s community-based services team is available now to assist with basic needs resources, assessing abuse and reporting it, and starting the process for additional Five Acres services. While the HOPE line is not a 24/7 crisis line, the agency’s staff will reply within one business day to all texts or calls to (800) 696-6793 or emails to HOPE@5acres.org requesting help. The idea of blocking off main drags of cities to traffic so that businesses such as restaurants can survive and thrive is gaining traction and, subsequently, publicity. Paul Little, president of the Pasadena Chamber of Commerce, said he thinks the idea would be a huge boon to cities that participate in the project and has some other suggestions to get the economy back to a sustainable model. “Pasadena Small Business Relief Fund is headed to Ed Tech this week, I am told. We are solidifying the operational piece now,” Little said in an email to Pasadena Independent last Friday. “I did comment on the CM’s (city manager) report on Monday and asked they consider the following: • “Allowing restaurants to be able to serve alcohol with food and not be required to get a CUP from the city … Currently, CUPs expire after a certain length of closure or vacancy. I asked that be suspended.
• “Consider allowing restaurants and retailers to expand onto sidewalk, parking lots or into the street to accommodate more customers. • “Continue takeaway alcohol service through 2020 and maybe make it permanent along with food service. • “Alcohol service be allowed by right in adjacent public spaces for restaurants already serving alcohol. • “Nothing be done that adds additional costs to opening for businesses. • “Encourage City staff to patronize Pasadena businesses via weekly emails to staff. • “Fund the Pasadena Small Business Relief Fund.” In Monrovia, the hard hit Myrtle Avenue (Old Town) has been coined “Mold Town” by some people frustrated with mandates that have potentially destroyed the future of so many businesses. Ashley Mackenzie, a frequent visitor to Monrovia said it is sad to see so many shops and restaurants closed, even with the slow re-opening options. “Myrtle Avenue is almost a ghost
town now; or as my friends say, Old Town is really now Mold Town.” Closing off Myrtle Avenue, and giving restaurants a chance to survive by seating on the street is something several people have proposed during this pandemic. Last week, Brad Haugaard proposed this very idea on his blog, Monrovia Now. The city manager of Monrovia replied: “Clearly, there are a lot of us on the same wavelength! Just to let you know that City staff has already been mulling the idea of providing additional opportunities for restaurants and other businesses when the time is right … not only on Myrtle, but throughout Monrovia. I know that the folks at the Chamber are talking about this too. “While we’re still bound by the County and state orders, we’re all looking forward to a time when we can support all of our business community to the fullest.” The forward thinking City of Berkley wants it to happen now.

ARCADIA May 10 At 10:31 a.m., an officer responded to the United States Postal Service, located at 41 Wheeler Ave., regarding a package theft investigation. As the postal workers were sorting packages in the unsecured rear parking lot, they witnessed the suspect take one of the packages. Officers located the suspect and identified him as a 35-year-old male from Pasadena. He was arrested. At 3:22 p.m., officers responded to the Westfield Santa Anita Mall, located at 400 S. Baldwin Ave., regarding a subject looking inside parked vehicles. The reporting party watched as the suspect enter and stole a black SUV. As officers arrived, they located the suspect in the stolen vehicle as it exited the parking lot. The suspect was identified as a 35-year-old male from Pasadena who was arrested. May 11 At 8:20 p.m., officers responded to a residence in the 500 block of West Huntington Drive regarding a battery report. Surveillance footage revealed a gardening dispute between neighbors escalated when the suspect, a 65-yearold female from Arcadia, grabbed her neighbor by the shirt and ripped her shirt. The victim did not desire prosecution. At 11:37 p.m., officers responded to a residence in the 1000 block of West Huntington Drive regarding a battery report. A family dispute occurred between a mother and her adult daughter. When the father stepped in to help break up the fight, the daughter rammed her head into her father’s chest and punched him in the chest. The suspect is a 30-year-old female from Arcadia. May 12 At 5:55 a.m., an officer responded to Arcadia Par 3 Golf Course, located at 620 E. Live Oak Ave., regarding a commercial burglary investigation. The reporting party discovered cut chain link fences, the glass door to the pro shop/snack bar had

been smashed, and the cash drawer from the register was missing. The suspect(s) also stole a can of beer from the refrigerator. There was no suspect information at the time of this report. At 2:45 p.m., an officer responded to Kids, Love, Play, located at 52 E. Live Oak Ave., regarding a burglary report. The business owner believes the suspect(s) likely entered through the front door, and while inside, they discharged a fire extinguisher leaving a yellow powder throughout the first floor. Upon searching the location, the owner discovered her credit card reader, monitoring camera, and a drawer containing $50 cash had been stolen. Later, the owner was able to connect to her stolen camera and she observed a male Hispanic subject, approximately 40 to 50-years-old, laying on a bed. At 5:48 p.m., an officer took a telephonic report of grand theft. The victim discovered his Chase credit card reward points valued at $1,274.91 had been cashed out, transferred to a Green Dot bank account, and all without the victim’s permission. The victim does not know how the suspect accessed his account nor has any suspect information. At 7:13 p.m., an officer responded to a residence in the 400 block of East Live Oak Avenue regarding a residential burglary report. Sometime during the previous night, unknown suspect(s) entered the apartment through a locked window and fled with jewelry, a cellphone, and PINK brand clothing. There was no suspect information at the time of this report. May 13 At 7:13 a.m., an officer responded to Tea Brick, located at 1 W. Duarte Road, regarding a commercial burglary report. The reporting party determined the south side window had been smashed and the suspect(s) fled with a tablet and approximately $400 cash. The victim was unable to provide the officer with a copy of the surveillance footage. There is no suspect information at this time.
While investigating the Tea Brick burglary, the officer was notified that a neighboring business, Joker’s Koffee, located at 1 W. Duarte Road, had also been burglarized. The north side window had been smashed and the suspect(s) fled with $4,500 from the register. The victim was unable to provide the officer with any surveillance footage at the time of the report.

The suspect is described as a white female, approximately 5-foot-7 to 5-foot-8, with a larger build, long brown hair in a ponytail, and she was seen wearing a white short-sleeve shirt, blue shorts, white tennis shoes, and sunglasses. She was seen driving a newer model, white Ford Edge.
May 14 May 16 At 9:20 a.m., an officer responded to Korean Market, located at 171 E. Live Oak Ave., regarding a burglary report. Surveillance footage captured a lone suspect enter the business and immediately grab the cash bag from behind the register. The suspect then took a tablet from the counter and exited through the broken front glass door. He was described as a Hispanic male, approximately 5-foot-7, around 150 pounds, and was seen wearing a white long sleeve shirt, dark colored pants, a black hat, and black gloves. He also had a facemask around his chin and had a white cigarette in his mouth. At 3:26 p.m., an officer responded to Arcadia Methodist Hospital, located at 300 W. Huntington Drive, regarding a vehicle burglary report. The victim parked her vehicle on the third floor of the parking structure and sometime between 9:51 a.m. and 2:30 p.m. on May 14. During that time, an unknown suspect smashed her vehicle’s window and fled with the victim’s backpack. May 15 At 9:29 a.m., an officer responded to Eisenhower Park, located at 601 N. Second Ave., regarding a grand theft report. The construction company discovered various pieces of construction equipment had gone missing sometime between May 1 and May 11. There is no suspect information at this time. At 6:13 p.m., an officer took a telephonic report of a mail theft from the 200 block of Arbolada Drive. Surveillance footage revealed the victim’s mail, including two

At 10:26 p.m., an officer responded to a driveway in the 2500 block of South Fourth Avenue regarding a theft from vehicle report. The victim discovered unknown suspect(s) entered her unlocked vehicle and fled with backpack and various permits in the victim’s name. There is no suspect information at this time.

Officers responded and found the two subjects, who they recognized from previous contacts. An investigation revealed the female subject was violating her domestic violence restraining order. She was arrested. May 8 At 8:46 p.m., a theft of a bicycle was reported in the 1400 block of Alamitas. The victim reported his bicycle was taken from his front door sometime between 7:30 and 8 p.m. The bicycle was left unsecured. May 9 At 8:23 p.m., officers were providing extra patrol in the 1100 block of East Huntington when they came upon a motorcycle which had been reported stolen late last year. The victim was notified and the motorcycle was recovered. At 8:42 p.m., a caller reported a vehicle had hit a curb in the 400 block of West Chestnut and almost struck a parked vehicle. Officers responded and located the vehicle and found the occupant asleep behind the wheel. An investigation revealed the driver had driven under the influence of alcohol. The witness identified the vehicle as the one she saw hit the curb and almost hit another vehicle. The driver was arrested for DUI.
May 7 At 10:09 a.m., two motorists collided at the intersection of California and Huntington. Officers responded and found one vehicle had rolled over, but no one was injured. After investigation and speaking with witnesses, the driver found at fault was issued a citation.
At 9:59 p.m., an officer conducted a traffic stop on a vehicle for a vehicle code violation near the intersection of California and Huntington. Investigation revealed the driver had an outstanding warrant for his arrest and was unlicensed. The suspect was arrested. May 11
At 10:18 a.m., a resident in the 600 block of West Lime walked outside her home and discovered her car was missing from where she had parked it the night before on the street. Officers responded and searched the area for the vehicle, but did not locate it. It was entered into the Law Enforcement Stolen Vehicle
At 8:26 a.m., a caller reported a robbery that just occurred in the 800 block of West Huntington. A male suspect hit a female acquaintance in the head and knocked her down. The suspect took the victim's purse and fled. Officers located the suspect and pursued him on foot. The

suspect was ultimately taken into custody. At 6:40 p.m., a vehicle was reported stolen from the area of Los Angeles and Myrtle. The victim reported his vehicle had been taken sometime after 10:30 a.m. It was later returned by the suspect. At 6:41 p.m., officers responded to the intersection of California and Duarte regarding a motorhome being hit by a vehicle. No one was injured, but one of the drivers was found to be intoxicated. After further investigation, the driver was arrested for DUI. May 12 At 7:56 a.m., a resident reported that someone collided into their fence in the 700 block of Monterey. The suspect vehicle license plate was still at the location. An area check was conducted and the suspect vehicle was found parked in the vicinity. At 9:06 a.m., a resident in the 900 block of East Royal Oaks called police to report his roommate took his credit cards and fled from the residence. Officers arrived and conducted an area check, but the suspect was not located. At 1:28 p.m., a vehicle was reported stolen from the 900 block of El Dorado. The victim called to report his truck was just taken and described the suspect as a male wearing a black hooded sweatshirt. Officers arrived and conducted a check of the area, but the vehicle was not located. May 13 At 6:28 a.m., a vehicle was reported stolen from the 100 block of West Duarte. The victim parked her vehicle and left it. When she returned to it after approximately 45 minutes, the vehicle was missing. Officers arrived and checked the area, but the vehicle was not located. At 8:20 p.m., a theft was reported in the 600 block of Norumbega. The victim called police to report his catalytic converter had been stolen from his vehicle sometime between May 8 and May 12. The vehicle had been parked in his carport.

Your vehicle’s catalytic converter is a device used to reduce toxicity of emissions from an internal combustion engine. Catalytic converters contain expensive precious metals like platinum, palladium and rhodium. These recyclable materials can be easily “scrapped” for a quick profit. Catalytic converter thieves generally target trucks or SUVs because the higher ground clearance allows for easier access underneath the vehicle. However, sports cars and sedans may also be targeted. On Saturday, dozens of Rosemead residents protested outside a Motel 6, which will soon be used as part of Project Roomkey to house homeless individuals during the coronavirus pandemic. ince the stay-athome orders were imposed with only essential workers continuing with the somewhat modified work, many people have gone out of their way to praise these people. The people they choose to praise are of course the doctors and nurses, the police officers and firefighter/paramedics, and the grocery workers. While these people do deserve our gratitude they are not the only essential workers. I learned this through grim personal experience. A few weeks ago, in the middle of the stayat-home orders, my water
heater started making what could only be called death moans and groans. At one point, the sounds were so loud they drowned out the television. I was not sure if it was going to just die (obviously not quietly), start leaking, or blow up (worst case scenario). I needed a plumber. I called mine and within an hour he had one of his plumbers, Ernesto, there. It took him only a couple of hours to remove my dying water heater and replace it with a new, bigger one (oh, glorious day, a full hot bath). Nesto even fixed the chain on my toilet that was not flushing properly and replaced the aerator on one sink that was providing free showers.
That is a hero. Thanking the owner of the company later, he reminded me that plumbers and electricians are not only working, they are going into people’s homes never knowing what they might be facing. Yes, they are wearing masks and practicing social distancing, but they are still at risk. They are not the only overlooked workers. Public Works employees from communities throughout the area are still working to ensure our water and sewers are still working. The Edison Company employees are still working as are those from Southern California Gas Company. So, thanks to all of them.
Isn't it a pity that our leaders are forced to beg for help from the federal government to help states during this emergency? Shouldn't Congress itself offer assistance, instead of pouring more of our money into the Pentagon's black hole? If humanity is to survive, mankind's activities will have to change. We should finally accept the reality that pathogens can (and do) kill more of us than all of our combined armies. So, shouldn't we change from a war economy to one of peace? To a world order where human intelligence, natural resources, and money are devoted to the service of life, instead of death? In December 2019, Congress approved a $738 billion military spending plan for one year — which should be considered criminal. Imagine if just half of that money went to useful purposes, instead of into the coffers of the military-industrial complex! Well, one thing is certain: Our president and legislators will continue to put the interests of corporations over those of the people, until we force them (with our votes) to make the changes we need. And finally, to end our government's addiction to war, shouldn't we demand a return of the Selective Service draft, where both the rich and the poor face the same risk of dying for

READER QUESTIONS ATHENS' COLLECTION SERVICE CHANGES Dear Editor, It seems Athens is cutting services and will realize cost savings that may not be passed on to their customers, including residents of Monrovia. Why is Athens combining trash types? I don't see how COVID is affecting their operations since drivers are generally socially distant from anybody else. Will we be seeing credits of $12.91/quarter fee that we're charged for the "Organic Recycling Program" since they're no longer keeping green waste separated? preparers, housekeepers, and others — for their unwavering dedication to compassionately caring for the vulnerable residents who are relying on them during the COVID-19 pandemic. These facilities have been on the front lines of the pandemic, and our hearts are with all of those who have been affected by this virus and their families. We at CMS share the goal of keeping nursing facility residents safe and healthy. Under President Trump’s leadership, we are using CMS’s regulatory authority to facilitate residents’ care and ensure that long-term care facilities have the guidance they need to prevent the spread of COVID-19. The best thing nursing facilities can do to keep residents and themselves safe is to ensure they’re following effective infection-control practices. These are outlined in our guidance and include recommendations that employees wash their hands properly; separate ill residents from well residents; use personal protective equipment correctly; get screened for illness; and stay home if they’re sick. n Tuesday, Supervisor Kathryn Barger chaired the second convening of the Los Angeles County Economic Resiliency Task Force, collaborating with key leaders to discuss the business and cultural interests of the County, and expressed a goal for the safe reopening of Los Angeles County as early as July 4. The meeting provided each sector leader with the opportunity to identify and discuss how the current crisis is affecting their industry. In addition, the Los Angeles Economic Development Corporation (LAEDC) presented its research findings on the highest risk sectors and jobs. “The economic and sociological impacts created by the COVID-19 shutdown have hurt our vulnerable populations the most,” Supervisor Kathryn Barger said. “The County, in partnership with our Task Force members and key stakeholders, is prepared to move forward with recommendations that ensure the safety and well-being of employees and customers while safeguarding public health.” In his presentation, Bill Allen, president of LAEDC, confirmed

The Task Force sector leaders echoed the significant financial crisis each industry is facing, emphasizing that prolonged closures will continue to deteriorate the ability of most small businesses to reopen and will cause permanent loss of jobs and wages for millions throughout the County. The members expressed a commitment to develop plans to restart their industry and organizations, committing to protect the public health while minimizing

L.A. County to Launch App for Reporting Price Gouging, Scams During the COVID-19 emergency, consumer fear and anxiety have led certain individuals to try and profiteer at the expense of those in need. Reports of price gouging of essential goods have been widespread during the pandemic. In response, the L.A. County Department of Consumer and Business Affairs (DCBA), which is charged with enforcing L.A. County’s price gouging prohibitions, announced a new “Stop Price Gouging” mobile application to help consumers easily report suspected cases of illegal price increases in L.A. County. DCBA’s investigations team has tracked and documented over 500 price gouging complaints. DCBA’s new app, which will soon be available in iOS and Android stores, will help consumers file on-the-spot, accurate complaints that can be supported with photos of receipts, ads, products, or other possible evidence of wrongdoing. The new app is expected to increase rapid reporting of price gouging complaints, which is critical to ensuring that investigations are conducted close in time to the suspected price gouging activity. A web-based version of the app is available now. “It is unethical and unconscionable for unscrupulous vendors to prey on our most vulnerable residents particularly during this pandemic,” said Los Angeles County Supervisor Mark RidleyThomas, who authored the motion to establish the County’s price gouging ordinance, and recently authored a separate motion delegating subpoena power to DCBA to enhance its ability to investigate and enforce the ordinance. “We are empowering consumers with technology, and we are prepared to protect our residents using the full force of the law.” Read More on our website under News

t can be difficult improving morale within your company. It can also be challenging to try to please everybody and for everyone to do their job correctly. As a result, here are some suggestions on how to improve morale at your company and work place. 1. Get to know your employees As a business manager, it is important to get a feel of every person who works with you. Take some time to get to know your employees and ask questions about what your employees may like or not like regarding your business. 2. Treat people with respect Treat your employees with the respect they deserve and don’t take advantage of them. Remind yourself that they are making money for you and that it is your respon-
sibility to treat people with respect and kindness. 3. Show that you care Many managers and business owners are so busy that they neglect the personal wellbeing of their workers. Showing that you care about the people who work for you can gain loyalty from your workers and increase productivity. 4. Be fair in your decision-making process When making decisions regarding your employees, it is important to be fair. Making decisions that shows favoritism to certain individuals will create jealousy and bad morale for the rest of your employees. 5. Share your success with others Being cheap with your employees can cause resentment which will encourage some people to do just the bare minimum. If you want to increase productivity and morale, share your company’s monetary successes with your employees through various
incentive programs. 6. Communication is important Talk with your employees on a regular basis to be sure everyone is doing what they are supposed to do. Making sure that everyone is on the same wavelength will save you time and money in the long run.

f you're in the middle of your college education, this pandemic could not come at a worse time. You're trying to build up your resume to give you a chance of getting a job after graduation. And, you're going to need one with all of those student loans you'll have to pay back. One way to do this is often through summer internships. But, the number of internships that have been cut is astonishing. When I was in college, I had the opportunity to have four internships. The first two were with General Motors. Then, I had one with Westinghouse and one with the Boys and Girls Clubs. Each one gave me experience and set me apart from my peers. But in graduate school, I was less lucky. I studied for my MBA during

a time when the job market wasn't great. There weren't as many internships available — and the ones that were often expected you to work for free. So, I ended up not doing an internship during my MBA studies. What are you to do if you have found yourself without an internship this summer? Look for other ways to stand out. What else can you do with your summer that could be included on your resume? For example, are there opportunities to tutor other students online? Could you take additional
courses? Perhaps you could volunteer to help a professor at your school with some of their research. Maybe you could teach yourself how to use a new kind of software.

Mandatory Qualifications for Bidder and Designated Subcontractors: A Bid may be rejected as non-responsive if the Bid fails to document that Bidder meets the essential requirements for qualification. As part of the Bidder’s Statement of Qualifications, each Bid must provide satisfactory evidence that: Bidder satisfactorily completed at least one (1) prevailing wage public contract in California; comparable in scope and scale to this Project, within three (3) years prior to the Bid Deadline and with a dollar value in excess of the Bid submitted for this Project. General Scope of Work: Contractor shall furnish labor, materials, equipment, services, and specialized skills to perform work involved in the Project. Subcontractors’ Licenses and Listing: At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s
place of business, California Contractor license number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.
