Temple City man was charged with killing his 83-year-old father, the Los Angeles County District Attorney’s Office announced. Deputy District Attorney Melanie Buccat said John Daniel McHugh (dob 5/6/67) faces one felony count each of murder and purchasing or receiving a firearm with a temporary restrain-
ing order, protective order or injunction. Case GA107756 includes allegations of using a handgun in the killing. Arraignment was scheduled and continued to May 27 in Department 5 of the Los Angeles County Superior Court, Alhambra Branch. On April 24, the defendant allegedly shot Michael P. McHugh during an argument in the
house they shared, the prosecutor said. If convicted as charged, John McHugh faces a possible maximum sentence of 50 years to life in state prison. Bail is set at more than $2 million. The case remains under investigation by the Los Angeles County Sheriff’s Department, Temple Station.

OC FAIR BOARD CANCELS 2020 FAIR DUE TO PANDEMIC The OC Fair & Event Center Board of Directors voted unanimously today to cancel the 2020 OC Fair, one of the most anticipated and enduring summer celebrations in Southern California for 130 years. The Board considered ongoing guidance and updated information from State and County health care and government officials about the status of the coronavirus pandemic and the improbability that mass gatherings like the OC Fair could safely and responsibly take place this summer. In addition to the regularly scheduled monthly meeting, the Board called a second April meeting specifically to review all options and discuss whether or not to move forward with the 2020 OC Fair. The action comes amid unprecedented community stay-at-home and social distancing orders and will protect guests, vendors and staff during the COVID-19 crisis. "The decision to cancel the 2020 OC Fair was not taken lightly by the Board.

As Governor-appointed representatives the Board has a responsibility to provide a safe experience to the community-at-large, the hundreds of people who depend on county fairs for their livelihood, fairgoers and OC Fair staff," said Board Chair Sandra Cervantes. "While many of our guests have expressed extreme disappointment over the idea of the 2020 Fair being canceled, we strongly believe it is the right thing to do in this current situation. However, we will keep the spirit of the OC Fair alive with virtual fair
concepts such as contests, competitions, entertainment and concessions to bring the fair experience to guests through ocfair.com and social media." The 23-day OC Fair welcomes more than 1.3 million fairgoers each year and has an estimated economic impact of $350 million annually. The Fair was canceled 1942-1947 during wartime, but otherwise has been a summer staple since 1890. the efforts of the charitable food providers throughout the County that are providing food at no cost to residents in need. The Strike Force has launched a website to inform residents on when, where and how they can obtain food to feed themselves and their families. The website will be a “one-stop-shop” for information on the different programs being implemented across the County, including delivery locations and times, and eligibility requirements (if any). The website will be featured prominently on the County’s COVID-19 website, sbcovid19.com. “We are getting requests from thousands of County residents who have never
needed help before, but the County and its community partners are committed to do all we can during these challenging times,” said CaSonya Thomas, Assistant Executive Officer of San Bernardino County Human Services. “The County is working with cities, food banks, churches, the Salvation Army, American Red Cross and other philanthropies, to compile a database of food providers and publicize these resources broadly.” The Strike Force has organized five subgroups, by supervisor districts, to assemble and organize information to share with the public. The goal is to make sure the entire County is covered with programs that are directed to seniors,
school children, or the public at large. All the content featured on the Food Assistance Strike Force website will be shared through the websites and social platforms of all of our food assistance partners. Just a few of the programs available to County residents include “Grab and Go” meals distributed at over 30 sites throughout the county, Home Delivered Meals programs and meals to unsheltered individuals through the Project Room Key program. The County is also working with the state to implement its “Restaurants Deliver — Home Meals for Seniors” program recently announced by Gov. Newsom.

the CalWORKs program works in collaboration with the Los Angeles County Department of Public Social Services to assist students, such as Sharayah and Melisa, with education, training and job skills. As single mothers, both Sharayah and Melisa were grateful that CalWORKs helped them with child care and completing county paperwork. CalWORKs also provided them with referrals to community resources. One such example of a community resource is the Azusa/Glendora chapter of Soroptimist International, a global volunteer organization that provides women with
access to the education and training they need to achieve economic empowerment. The Azusa/Glendora Soroptimists recently presented Sharayah and Melisa with $2,500 scholarships each as part of their Live Your Dream awards. The two students were invited to a special luncheon to share their stories in front of an audience and network with Soroptimist members and previous scholarship winners. Sharayah and Melisa were elated and proud – both of them qualified for the scholarship due to their academic performances and referrals from their counselors.

Arrests Reckless Driver – Impounds Motorcycle A Glendale Poilice Officer observed a motorcycle on Foothill Blvd approaching Lowell Ave traveling at a high rate of speed (estimated to be in excess of 75 MPH) and splitting lanes. It should be noted that the posted speed limit on this section of Foothill Blvd is 40 MPH. The motorcyclist, later identified as 29-year-old Jon Blizzard of Tujunga, was pulled over and admitted to police that he
was traveling around 80-85 MPH. Blizzard was arrested for reckless driving and his motorcycle was impounded. Dane ordered him released on his own recognizance after Parsons pleaded not guilty to one felony count of 2nd degree burglary and one felony count of felony theft with prior theft of a vehicle. At that time, Parsons had appeared before Commissioner Dane three times since April 8, 2020 to plead not guilty to a total of seven felonies in connection with three separate burglary and theft cases. Five days later, on April 19, 2020, Parsons attacked an Irvine Police Officer who was attempting to arrest Parsons for another 2nd degree burglary at a commercial business. The officer was responding to a silent alarm where he encountered a man later identified as Parsons
coming out of the business with property. The officer was forced to use a taser to subdue the 6’ 2” 250 lb Parsons in order to arrest him. A sharpened axe head and a combat style knife were recovered. “We cannot let a global pandemic defy common sense,” said Orange County District Attorney Todd Spitzer. “It is not the court’s responsibility to manage the jail population by letting these career criminals out the front door of our jails and back into our neighborhoods. This officer had to fight for his life against a dangerous criminal who should have been behind bars and not free to commit more crimes. Thank goodness this officer wasn’t seriously hurt or killed by a
criminal who shouldn’t have even been let out.” In connection with the April 19 attack, Parsons has been charged with one felony count of 2nd degree burglary, one felony count of receiving stolen property, one felony count of resisting an executive officer, one felony count of felony vandalism, and one misdemeanor count of being in a place where there are controlled substances. Parsons is now facing a total of 13 felonies and two misdemeanors in connection with burglaries that occurred on March 29, March 31, April 2, and April 19, 2020 as well as an April 4, 2020 theft case. Parsons is currently being held on $250,000 bail at the Orange County Jail.

EX-FBI AGENT ARRESTED ON CONSPIRACY CHARGE ALLEGING HE ACCEPTED BRIBES PAID BY LAWYER LINKED TO ARMENIAN ORGANIZED CRIME FIGURE A Bay Area man who retired from the FBI last year after 20 years as a special agent was arrested today on a federal criminal charge alleging he conspired to accept more than $200,000 in cash bribes and gifts in exchange for providing sensitive law enforcement information to a lawyer with ties to Armenian organized crime. Babak Broumand, 53, of Lafayette, California, was arrested near his residence by special agents with the FBI and the Department of Justice Office of the Inspector General. Broumand is expected to make his initial appearance Monday morning, via telephone from jail, in federal court in San Francisco. Broumand was charged in a criminal complaint filed under seal Tuesday in United States District Court in Los Angeles. The complaint charges Broumand with one count of conspiracy to commit bribery of a public official. It outlines a scheme in
which the lawyer made regular bribe payments to and purchased gifts for Broumand while he was an FBI agent assigned to the San Francisco Field Office working on national security matters and the development of confidential sources. During the course of the scheme, which started in early 2015 and continued through most of 2017, Broumand allegedly accepted bribe payments averaging approximately $10,000 per month. The bribes were paid by a man who became a licensed lawyer in 2016, according to the complaint, which refers to this man as CW1, or cooperating witness 1. The complaint outlines cash deposits to several banks accounts, as well as various gifts, including hotels, transportation and escort services, that total well over $200,000. Many of the bribe payments were made in cash, but one payment was a $30,000 cashier’s check
made payable to a company called Love Bugs, a hair lice treatment business that Broumand owned with his wife, the complaint alleges. Broumand used this money – which he later attempted to falsely characterize alternatively as a boat sale or a loan – as part of a down payment on a $1.3 million vacation home near Lake Tahoe. CW1 met Broumand at a private cigar lounge in Beverly Hills in the fall of 2014, and later that year CW1 invited Broumand to a party he was hosting at a rented house in Las Vegas. After noticing Broumand’s “expensive tastes…and his affinity for luxury goods and services,” including the Rolex watch and Gucci belt that he was wearing, “CW1 saw this as an opportunity to recruit Broumand to help CW1 evade detection by law enforcement,” the affidavit states. After CW1 cultivated a friendship with Broumand, the relationship turned corrupt in 2015 when CW1

informed Broumand that he was engaged in criminal activity and asked the agent if he was interested in doing “something on the side” – an offer that Broumand accepted, according to the complaint. CW1 then began paying Broumand approximately $10,000 per month “for information and protection.” CW1 initially asked Broumand to search for his name in an FBI database and to “defuse” any law enforcement interest in him, the complaint alleges. In return, Broumand allegedly informed CW1 that he had been the subject of an FBI investigation into credit card fraud in 2008 or 2009, something that would only be known if Broumand had searched for CW1 in a law enforcement database. Soon after the bribery scheme began, CW1 allegedly asked Broumand to query the FBI database for Levon Termendzhyan, an Armenian organized crime figure for whom CW1 had worked. The database
search “rang all the bells” and revealed an FBI investigation in Los Angeles, according to the affidavit, which notes that Broumand accessed the FBI case file on Termendzhyan repeatedly in January 2015. Broumand also allegedly accessed the Termendzhyan FBI case file in May 2016. (Termendzhyan, who is also known as Lev Aslan Dermen, was convicted last month in federal court in Salt Lake City on charges related to a $1 billion renewable fuel tax credit fraud scheme.) After providing information on another client to ensure that person was not involved in terrorist activities, CW1 purchased a Ducati motorcycle and accessories valued at $36,000 for Broumand as a “bonus,” according to the affidavit. In exchange for these benefits, Broumand allegedly queried between 10 and 20 names provided by CW1 because CW1 was going to engage in legal or
illegal business with them. Broumand warned CW1 to “stay away from” a person who also was a member of the cigar lounge, and this information was validated when that person was arrested in a health care fraud case, according to the affidavit. The complaint also alleges that Broumand obstructed an FBI investigation into Felix Cisneros Jr., a corrupt special agent with Homeland Security Investigations who also had ties to Termendzhyan. Broumand allegedly also engaged in structured cash deposits to conceal the cash bribes, failed to report income from both the bribe payments and the lice salon business on his federal tax returns, made false statements to the FBI, and made false statements on loan applications. The conspiracy charge alleged in the indictment carries a statutory maximum penalty of five years in federal prison.

CALTRANS HONORS 189 FALLEN HIGHWAY WORKERS AT 30TH ANNUAL MEMORIAL Caltrans is honoring the lives of 189 highway workers today who died keeping others safe at its 30th annual memorial near the Caltrans Workers Memorial Bridge (formerly known as the Bryte Bend Bridge) spanning the Sacramento River. To remember the fallen workers who built and maintained the state’s transportation system, Caltrans is placing 189 orange traffic cones bearing the name of every worker lost since 1921 configured in a diamond shape to symbolize a highway caution sign. A single black cone at the center of this formation signifies all workers lost on the state highway system, including private contractors and CHP officers. This year’s tribute will not include a public event due to the COVID-19 pandemic. “We remain impassioned to honor our fallen heroes and their families this year, despite the physical distancing measures we are all
taking,” said Caltrans Director Toks Omishakin. “Regardless of the challenges we may face as a state, we must all pause to remember the sacrifices made by these individuals and their loved ones.” The commemoration includes two Honor Guards watching over the symbolic tribute and a Caltrans truck equipped with an illuminated message sign reading “In Memory of Fallen Workers.” Additionally, flags are flying at half-staff today at the State Capitol and at all Caltrans facilities across the state in honor of those lost. According to the U.S. Bureau of Labor Statistics, highway construction and maintenance work is one of the most hazardous occupations in the United States. In 2018, more than 7,000 workzone collisions occurred on California roadways. About 2,300 resulted in injuries, and 46 involved a fatality. Nationally, drivers and passengers account for 85 percent of the
people who are killed in work zones. Drivers are reminded to keep highway workers safe by allowing enough space for workers by moving over a lane, when safe to do so, as they pass vehicles with flashing amber lights and by slowing down to “Be Work Zone Alert.” Caltrans has partnered with the California Transportation Foundation to develop two funds to benefit the families of Caltrans workers killed on the job. The Fallen Workers Assistance and Memorial Fund helps with the initial needs a surviving family faces and the Caltrans Fallen Workers Memorial Scholarship is available to the children of these workers.
