he new sign below the entrance to Old Town Monrovia, albeit a bit cliché, says it all. We are in this together and never before has the element of neighbor helping neighbor been more critical. There are thousands of small businesses in the United States that have been forced to shut their doors, permanently in the fog of the
COVID-19 lockdown of the economy. In recent weeks we’ve mentioned the plight of local restaurants who cannot maintain their business model on take-out orders alone. The spread of coronavirus (COVID-19) is having a devastating impact on small businesses and hourly workers whose hours, shifts, and operations are coming to an abrupt and devastating full stop. The National Federation of Independent Businesses (NFIB) Research Center’s latest survey on the current impact of the COVID-19 outbreak on small business shows “continued
deterioration of the small business sector. The severity of the outbreak and regulatory measures that cities and states are taking to control it are having a devastating impact on small businesses.” A rather sad Facebook post emerged over the weekend from one of the long-time businesses in Monrovia being forced to liquidate and close as a (partial) result of COVID-19. Governor Gavin Newsom on Tuesday said he is considering a strategy for slowly reopening business in a state divided between rural areas with small numbers of coronarivus cases and urban areas struggling with still-rising death tolls. On Monday, Newsom said the state is “a few weeks away, not months away” from making “meaningful changes” to the order. It was his most optimistic timeline yet, though he didn’t specify what “meaningful” meant.” The process of reopening will take place in four phases. The state is currently in Stage 1, which is concentrated on safety and preparedness. The goal of Stage 1 is to make the essential workforce environment as safe as possible. Stage 2, which according to the governor is weeks away, will include creating opportunities for lower risk sectors to adapt and re-open. This stage will also include modified school programs and childcare re-opening. he Los Angeles County Board of Supervisors and the L.A. County health department are reviewing a proposal from Santa Anita to resume “spectator-less” live racing. Live racing provides the financial support for the wellbeing of horses and the workers who take care of them. On March 27, 2020 based on a complaint, live racing was prohibited by the L.A. County health department at Santa
Anita as a “non-essential” business. There have been no reports of positive COVID-19 infections at Santa Anita and live racing at Los Alamitos (under the jurisdiction of the Orange County Board of Supervisors) has continued unabated with no reports of COVID-19. L.A. County Resources Available for People With Domestic Violence & Child Abuse Concerns Staying home is not always a safe option for victims experiencing domestic violence during the COVID-19 crisis. According to the Los Angeles County Sheriff’s Department, from 2019 to 2020, domestic violence calls for services have risen in L.A. County from 863 to 933, an 8.11% increase. For people experiencing domestic violence amid the Safer at Home Order, there are services and resources available 24/7 for those who need it. L.A. County’s Domestic Violence Services remain available. Shelters are open and accepting people. If you are a victim of domestic violence and need help, resources include: • Domestic Violence Hotline at (800) 978-3600. • You can also dial 2-1-1 any time to get connected with services and support in your area or visit 211la.org/ domestic-violence. • Domestic violence legal services. • Dial 9-1-1. Law
enforcement is still responding to domestic violence calls, and Emergency Protective Orders are still being issued. The Violence Against Women Act allows certain non-citizens who are in abusive situations to petition without the assistance of the abusive spouse or parent, for lawful permanent residency. These persons may include: • The spouse of a U.S. citizen or legal permanent resident when the abuser is the U.S. citizen, legal resident spouse or a member of his/her family living in the home. • The child of a U.S. citizen or legal permanent resident when the abuser is the parent/parent's spouse or a family member of the parent or parent's spouse living in the home. • The child of the battered spouse. • The parent of the battered child. Many victims of domestic violence do not leave abusive situations because domestic violence shelters do not accept pets, and they and their pets are forced to endure abuse. For pet owners, L.A. County Animal Care and Control (DACC) can assist people who are experiencing safe housing issues. To find safe animal centers near you, DACC has provided a map of their locations. • The COLA-HI program provides temporary sheltering for pets belonging to people experiencing homelessness. • The Ani-Safe program provides temporary housing to pets belonging to victims of domestic violence. • DACC will provide confidential and safe housing for these animals so victims can get the services they need and move into safe living arrangements. • The pets are later reunited with their owners when they have found perma-
nent safe housing. • DACC has greatly expanded its fostering program so people can quickly and safely choose a pet to take into their home for a period of time, providing that animal with a calm and nurturing home environment. • Contact DACC for more information. Supervisor Barger Directs Action Plan To Ease Safer At Home Orders And Safely Reopen Los Angeles County Supervisor Kathryn Barger authored a motion that guides the directors of Public Health, Health Services, Mental Health and other appropriate departments to develop an action plan detailing measures needed to contain COVID-19 and outlining the prerequisites for relaxing the Safer at Home Public Health Order. This motion, co-authored by Supervisor Hilda Solis, was unanimously approved by the Los Angeles County Board of Supervisors. “Decisions at the state and local level to protect the public health by instituting physical distancing were necessary, but asked more of our communities than ever before,” Supervisor Barger said. “We are all eager to return to some sense of normalcy, but to do so, we must have an action plan that outlines how we move toward our goal.” The motion also directs the County’s Office of Emergency Management to engage
the business community, labor partners, and county and city representatives to develop plans to relax restrictions of the Safer at Home directive, which will include physical distancing and face covering guidelines. This enables businesses and organizations ample time to prepare for reopening with physical distancing infrastructures and safety precautions in place. Last week, Supervisor Barger and Dr. Barbara Ferrer, director of the Department of Public Health, announced the criteria L.A. County must meet before easing restrictions under the Safer at Home order. This includes: the capacity to care for those who are sick; protection for the most vulnerable; increasing the ability to test, isolate and quarantine; and ensuring ongoing physical distancing. L.A. County is working to increase testing and prevent a huge surge in cases that would overwhelm hospitals.

hirteen years of school and the grand finale is supposed to be your senior year: prom, graduation, getting your yearbooks and all your friends signing them. And then the novel coronavirus hits and your senior year is, in essence, canceled. How can you have a “senior ditch day” when you are being homeschooled? School Board Member Maritza Travanti had
an idea: yard signs to tell the community that a graduating high school senior lives in that house. This week those signs are being distributed to Monrovia High School seniors as well as those from Canyon Oaks and Mountain Park High Schools. The signs should be popping up like mushrooms in yards all over town. When you see one: toot your horn, give a thumbs up and remember your own senior year in high school. These graduates will have bittersweet memories. As a community let’s try to sweeten them a bit.

ocal youth activists did not let the global pandemic discourage their plans to demand that government leaders support the Green New Deal (GND) and other policies regarding the environmental welfare of humanity during Earth Day 2020. Ozzie Simpson, student lead coordinator of Sunrise Sequoyah and founding member of Sunrise LA Youth, kicked off the week last Monday by being on the front lines of his organization’s first virtual protest titled #GetGreenFeinstein. Due to COVID-19 many people are turning to new avenues to hold events and still follow preventative guidelines such as social distancing and staying home. In the past, local youth have advocated for a greener future on the streets of Pasadena — engaging large crowds in climate strikes and getting the attention of local government leaders through rallies and protests. I asked Simpson how he was able to come up with a virtual strategy to target U.S. Senator Dianne Feinstein. “In February, a few friends and I attended Sunrise's high school summit in D.C. where we got trained to take action on Earth Day. While we couldn't go to the streets for our action (which was the original plan), the idea for a virtual office takeover came out of a group of California students who went to the summit who still wanted to target an elected official on a larger-than-local level. After getting the idea from that group, we worked

with the new Sunrise LA Youth hub to put together #GetGreenFeinstein.” The virtual call to action strategy consisted of several techniques to capture Feinstein’s attention: flooding her office with good old fashioned phone calls from across the nation, hitting her social media accounts with a storm of tweets and responding to Feinstein’s latest posts via social media. Any last minute changes to a plan can be difficult for anybody at any age, I asked Simpson to identify the most challenging part about planning a protest this year. “The biggest challenge was putting together something so quickly. We originally started to plan our week of action for Earth Day in late February, and had to pivot our plans in the last month. We actually weren't really sure if we would do anything for Earth Day, besides participating in national actions, when the stay-at-home orders started to take place, but over the past couple of weeks students from around L.A. were interested in taking action on a more local level.” Simpson continued, “Another challenge was getting people to participate. When doing a physical action, it's a lot easier to get people engaged and
wanting to join, mostly because the action is very visible to the public. With a digital action, it's very hard for it to get seen without significant exposure on social media (which we luckily got a little bit of).” Per Simpson, about 60 people signed up to participate with him last Monday and although there was more participation on a campaign from Northern California, their virtual protest reached over 20,000 people via social media. Besides the normal green policy demands local youth have been advocating for, this time they also included healthcare for all, investing in a plan to be prepared for the next crisis and direct relief for everyone impacted by COVID-19 as part of their demands to Senator Feinstein. “We incorporated the People's Bailout as a demand because we felt like just asking for a Green New Deal or for the Senator to recommit to the No Fossil Fuel Money pledge would be tone-deaf during a time when millions of people are experiencing hardship and unemployment due to the coronavirus pandemic.” Read More at, PasadenaIndependent.com under News

Stage 4 will be the end of the stay-at-
home order. This will be when the state returns to expanded workforce in highest risk workplaces. Stage 4 is when Californians will be able to attend concerts, conventions, and sports games with crowds. However, "We are not going back to the way things were until we get to immunity or a vaccine," Newsom said. Newsom was cautiously optimistic when he said stages 3 and 4 were months away.

Obituary: John Gatt, Volunteer With a Heart Of Gold Dec. 20 1932–April 11, 2020 Terry MILLER

ohn Joseph Gatt passed away April 11, 2020 with his family by his side. When compiling information for this notice, I was struck by the number of people who said John was the catalyst in Knights of Columbus to start anything that would benefit the Monrovia community. He was born Dec. 20, 1932 to George Gatt and Catherine Barbara in Vittorriosa Malta. He had one sister and two brothers and was the second oldest child. He served in the British Navy as a seaman for 16 years and enjoyed cliff diving into the Mediterranean Sea. He was married to his beloved wife, Carmen, for 64 years and immigrated to the United States with his wife and two children with the hope of making a better life for his family. As a young couple, he and Carmen purchased a home in Monrovia while sending his kids to Immaculate Conception Church School. Carmen would walk them there daily. After his retirement he joined the Knights of Columbus, Chapter 1242 in Monrovia on Oct. 1, 1980. He had a flare for cooking, something he had done in the service, and worked along other brothers in various charitable ventures. John soon took over the cooking duties and loved to create meals as a way
to bring others together under one roof. He cooked for church picnics, festivals, and gatherings of anywhere from 10-300 people. John never shied away from large crowds and always found food and drinks when more people would show up, according to David Villegas, past grand knight #1242. As a Monrovia Knight of Columbus, John spearheaded many events with his Brothers including efforts at the Monrovia Firefighters’ Breakfast during Monrovia Days and pulling in his fellow Knights to man the grills to mingle with those at the event. He made 150-200 spaghetti dinners to fundraise for the Carmelite Sisters Novitiate program for tuition and other costs. He cooked breakfasts for local Cub Pack 66 each December before they went out and distributed Knights Christmas Baskets to local families in need. Before the stay-at-home orders came down due to COVID-19 John was in the midst of one the Knights’ most attended Lenten Friday Fish Fry's, cooking over 200 meals each Friday prior to the quarantines. John's passion was assisting students at Immaculate Conception School continuing their Catholic education into high school. Each fall and through the spring John would manage to serve 200 breakfasts after Sunday masses in the church hall to raise money for scholarships (up to $500
each). He enjoyed attending the graduation ceremonies to award the scholarships. Three years ago the council renamed the scholarship in his honor; the John Gatt Knights of Columbus Scholarship is responsible for over $50,000 in scholarships over the last 25-30 years. This is what he was most proud of. He dedicated himself to others in every aspect of the word. His outreach for those in need and countless acts of charity make him stand tall above most but you'd never know it if you ever talked to this very humble man. He worked as a machine operator at a chemical plant for 26 years and was committed to providing his four children with a private catholic education. Once retired, he immediately became active with the Knights of Columbus at Immaculate Conception Church and volunteered his time. He became well known in the community and with the fire and police departments, and touched the lives of many. He was a devoted catholic and attended church every Sunday while volunteering as an usher. John was a devoted husband and father and leaves behind his wife Carmen, children Marie, Doreen, George, and John, eight grandchildren, four great-grandchildren, his sister Mary, and brothers Larry and Joseph. John will be buried at Resurrection Cemetery. A mass and celebration of life will be held at a later date.

Tournament of Roses Delivers Lunches & Roses at COVID-19 Testing Site Pasadena’s Tournament of Roses has committed to provide lunches to nurses and essential employees working the COVID-19 testing center at the Rose Bowl for five to seven weeks or as needed. Each employee
will also receive a dozen roses each week. Starting Thursday, Tournament of Roses President Bob Miller will deliver lunches and roses to help ease the burden these healthcare professionals are coping with.

MONROVIA April 16 At 6:26 p.m., a family disturbance was reported in the 1100 block of East Lemon. Officers responded to the residence and spoke with the subjects involved. A husband and wife were involved in an argument that escalated into a physical altercation. The female subject had marks and bruises on her face. The husband was found to be the aggressor and was arrested for domestic violence. April 17 At 11:48 a.m., the owner of a travel trailer reported he had just discovered it had been stolen from its storage location in the 1900 block of Walker. The trailer was entered into the law enforcement stolen vehicle system. This investigation is continuing.

At 11:59 a.m., a hit and run collision was reported in the 2000 block of South Myrtle. The victim parked her vehicle on the street and a motorist drove by and sideswiped her car, then fled the scene. Officers responded and searched the area for the suspect vehicle, but could not locate it. This investigation is continuing. At 2:04 p.m., security at a hardware store in the 1600 block of South Mountain confronted a customer outside the store who they believed had stolen merchandise. It turned out the subject had not taken any merchandise, but she was offended by the security officer and she spit on him. He desired prosecution and placed her under private persons arrest for battery. The subject arrested and issued a citation. At 8:45 p.m., an officer was patrolling the area of Peck and Live Oak when he observed a motorist make a wide right turn from Camino Real onto Myrtle. The turn was

so wide that the vehicle ended up in the opposing left hand turn lane. He continued on Myrtle in the number one lane at approximately 50 miles per hour. The subject was unable to maintain a direct path of travel and repeatedly swerved into the center median. A traffic stop was initiated and a DUI investigation was conducted. It was determined that the driver was under the influence of alcohol. The suspect was arrested for DUI. April 18 At 5:47 a.m., a resident in the 1100 block of South Fifth called police to report a burglary. An adult female came onto his property and stole two bicycles and a telescope from his secured porch. He chased the female and was able to recover the two bicycles. The suspect left behind a bag containing bolt cutters. The suspect was not located. This investigation is continuing. April 19 At 3:11 p.m., a female subject asked if officers could check on the safety of her children, who were at their father's home in the 800 block of West Colorado. After questioning her more, it was discovered the father of her children had battered her a few days prior, leaving visible injuries. An investigation was conducted and the suspect was located and arrested for domestic violence. April 20 At 10:28 p.m., a resident in the 1600 block of South Fifth called police to report a vandalism incident. An officer responded and contacted the resident. An unknown suspect smashed the window on the victim’s vehicle, but nothing was taken from inside. The investigation is continuing. April 21
At 10:45 a.m., a vandalism incident was reported in the 400 block of South Myrtle. An employee of a business reported that someone wrote graffiti in permanent marker on the back of his business vehicle, causing damage. Investigation continuing. At 10:59 a.m., a resident in the 700 block of South Myrtle called police to report a hit and run traffic collision. His vehicle had been parked at the location for several days. When he returned to his vehicle, he found collision damage. Surveillance footage revealed it happened on Sunday at approximately 7:30 p.m. Investigation continuing. At 4:57 p.m., a caller reported a family disturbance in the 300 block of West Duarte. Officers arrived and spoke with the residents. The investigation revealed there was an argument between a boyfriend and girlfriend that escalated into a physical altercation, resulting in visible injuries to the boyfriend. The female subject was arrested for domestic violence. At 10:54 p.m., a resident in the 700 block of South Fifth called police to report someone entered his unlocked vehicle and took his cell phone and a black backpack containing work tools. The vehicle was parked on the street. Investigation continuing. April 22 At 2:28 a.m., a resident in the 200 block of Poppy called police to report an attempted theft. A male subject wearing all black and riding a mountain bike with oversized tires attempted to take a roll of sheet aluminum from the bed of his truck. The suspect was last seen riding north on Poppy. Officers arrived and conducted a search for the suspect, but he was not located. The investigation is continuing.

Temple City News Son Charged With Killing Father in Temple City A Temple City man was charged Tuesday with killing his 83-yearold father last Friday, the Los Angeles County District Attorney’s Office announced. Deputy District Attorney Melanie Buccat said John Daniel McHugh faces one felony count each of murder and purchasing or receiving a firearm with a temporary restraining order, protec-
tive order or injunction. On April 24, the defendant allegedly shot Michael P. McHugh during an argument in the house they shared, the prosecutor said. If convicted as charged, John McHugh faces a possible maximum sentence of 50 years to life in state prison. Bail is set at more than $2 million. Long Beach News Long Beach Increases COVID-19 Testing with New Community Testing Site Following Governor Gavin Newsom’s recent announcement to add more than 80 community testing sites across the state focused on underserved communities, Long Beach will launch a testing site at Jordan Plus High School (171 W. Bort St.). The new testing site will open on April 30. Testing will take place at Jordan Plus High School, 7 a.m. to 7 p.m. weekdays, with parking available onsite. Staff will administer the nasal-pharyngeal swab test. Appointments are required. Individuals may be asymptomatic. Appointments can only be scheduled via phone. The phone line to schedule appointments will become active on April 29. At that time, essential workers can call (888) 634-1123 to make an appointment for April 30 and May 1. Beginning May 4, members of the community experiencing symptoms, in addition to essential workers, can begin to utilize the testing site. he appointment scheduling platform will become active online May 2 for appointments the following week.
ORANGE Orange County Social Services Agency Announces EBT Card Online Purchasing During COVID-19 Crisis The County of Orange Social Services Agency (SSA) Friday announced that the Califor-
nia Department of Social Services (CDSS) has expedited the implementation of EBT online purchasing to allow greater access to food and other necessary household items during the COVID-19 crisis and statewide stay at home order. EBT online purchasing began on Tuesday. For now online purchasing functionality is only available through Amazon and Walmart. District Attorney Issues Community Warning Regarding Release of Registered Sex Offenders The Orange County District Attorney’s Office is issuing a warning to county residents about seven high risk registered sex offenders who have been released from jail months early despite being charged with cutting off their GPS monitors or otherwise tampering with the tracking devices to render them inoperable. DA Todd Spitzer says, “It is not the Court’s responsibility to control the jail population by releasing these dangerous criminals back into our communities. The residents of Orange County deserve to have the peace of mind that registered sex offenders are being held accountable and not just let out the front door of a jail by a court commissioner who refuses to follow the law.” As a result the Orange County District Attorney’s Office will not stipulate to appear in front of Court Commissioner Joseph Dane on parole violations involving registered sex offenders.

Now open are neighborhood parks, tennis and pickle ball courts, trails at Sycamore Canyon and the disc golf course at Martha McLean Park. Pickle ball tournaments cannot be accommodated at this time. ith the latest staggering numbers of COVID-19 fatalities, many of which are linked to private nursing homes, a team of eight California National Guard service members was deployed to Pasadena Meadows Nursing Center, on Bellefontaine Monday. The eight-member team was sent to the Pasadena facility on Monday, Lieutenant Colonel Jonathan Shiroma said in a telephone interview Friday morning with Beacon Media. The deployment was at the official request of the governor’s office. There are five military-type medics on each team, plus one physician’s assistant or nurse practitioner, one administrative sergeant and one support service member to help with administrative work. The deployment and length of stay at any given facility is entirely

on nursing and long term care facilities. Nursing facilities now have to report confirmed COVID-19 cases to its residents and their families
within 12 hours, to the Centers for Disease Control and Prevention (CDC) and to the public. Previous to this change in rules, announced Sunday by the Centers for Medicare and Medicare Services (CMS), these facilities had to report cases to state and local public health authorities, but those reports were not generally made public or shared with federal health officials. According to AARP, “Nursing homes have been particularly hard hit by the novel coronavirus, and communication in and out of these facilities has been sporadic, according to family members across the country. In more than 4,100 nursing homes in the United States, over 36,500 residents and staff members have been infected with the virus and more than 7,000 have succumbed to it, according to reporting by The New York Times.”

READERS SAYS INHOME CAREGIVERS ARE UNRECOGNIZED HEROES We see the headlines and pictures: doctors, nurses, hospital personnel, EMTs — gowned and masked — fighting the battle against an unseen coronavirus that has sickened and killed thousands of people around the world. We all appreciate their dedication. Who we may not see are the in-home caregivers who help keep our seniors and developmentally disabled family members safe and cared for. They are heroes who
serve every day, often unrecognized. In-home caregivers travel to family homes and ensure that meals are prepared; dishes are washed, trash removed, household chores are completed, and that the living situation is safe. They provide personal care to their clients such as bathing, grooming and dressing. Often, they are with those under their care early in the morning or late at night. They monitor the vulnerable, ever alert to a cough, a fever, or a change in behavior that might indicate further investigation. At all times, caregivers are an important link to the larger healthcare delivery system. They help bridge the gap between the community and the clinic by bringing hands-on care to the doorsteps of people who may be homebound, and they also communicate what they observe to the professionals who need timely information. This letter is to remind community members about the significant help in-home caregivers provide in the bigger healthcare picture — all the time — but especially now, during the coronavirus pandemic. PASADENA MAYOR TERRY TORNEK: PASADENA & COVID Life in Pasadena has been turned upside down by the COVID-19 pandemic. I must express my heartfelt sympathy to those who have lost loved ones & my profound gratitude to those who have worked so hard to keep us all going. Like the rest of the State, Pasadena has shut down everything but essential businesses & directed everyone to practice social distancing. We took these extraordinary steps to limit deaths & to avoid overwhelming our medical system. With widespread cooperation from our residents & effective work by City staff, we have been successful to date. The economic impacts of these measures have been devastating for many people & we all yearn for them to end soon. Unsurprisingly there are loud voices demanding that the restrictions & their attendant economic hardships can no longer be tolerated & that it is time to loosen the rules, allow more people to go back to work & resume other aspects of their normal lives. Unhappily, the best available scientific advice advocates maintaining the current strictures until certain benchmarks regarding reductions in cases, expanded testing & the
availability of therapeutic drugs have been achieved. Of course, there is controversy regarding the accuracy of the tests & the efficacy of existing drugs. Then there is the matter of Pasadena’s unique role in all of this. Some assume that since we have our own Health Department that we should exercise more control over own destiny. We should decide which stores are truly “essential” & which potentially crowd-gathering attractions should remain open. Pasadena should be leading the way in decisionmaking instead of moving in lock-step with the rest of LA County. I disagree. Our Public Health department has been working hard to manage the nursing home hotspots & pursuing vital tracking & tracing of infected people. Our Public Health Officer does have some authority. However, our resources are limited & we are relying on the same science as others in the region. The disease is not limited by municipal boundaries & I believe that Pasadena’s elected officials & City staff must rely on science & experts. Also, as the case with all disasters, we must act in concert with LA County & the State of California. Where Pasadena has
shown significant leadership is in providing assistance to those most in need. We have allocated substantial resources to feeding the hungry & helping the homeless. We have installed a 150-bed surge medical facility in our Convention Center & we have provided $11 million+ in rebates to all of our power customers. This pandemic experience is new to all of us, although the 1918 version does offer some guidance. So, we will undoubtedly make some missteps in our efforts to keep our residents safe. We may even be overly cautious in the way that we manage the reopening of normal commerce, education & recreation. Be assured that we will strive to do the best possible job of keeping everyone informed as to the basis of decisions as well as what the rules are. However, we cannot allow those armed not with facts, but with loud voices to push us into bad choices. So please, continue to ask questions, make your opinions known & reach your own conclusions; but allow us to act as best we can on your behalf & realize that Pasadena is not an island, but rather a special piece of a larger urban ecosystem that is confronting an international crisis. Be patient. Stay safe.

Each year the US Department of Housing and Urban Development (HUD) provides funding for housing and community development programs to the City of Rosemead, specifically Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Program funds. To receive these funds, the City must complete a report every five year called the Consolidated Plan. The purpose of the Consolidated Plan is to identify Rosemead’s housing and community development needs, priorities, goals, and strategies and to stipulate how funds will be allocated to housing and community development activities over the period of the Consolidated Plan, which in this case is every five years. The City shall amend the approved Annual Action Plans when: •
A substantial change (e.g., 50% or more) in its allocation priorities or a substantial change in the method of distribution of funds takes place; or
•
Carries out an activity, using funds from any program covered by the consolidated plan (including program income), not previously described in the action plan; or
•
Substantially change the purpose, scope, location, or beneficiaries of an activity.
The substantial change criteria utilized by the City of Rosemead is determined by a change in an activity which had been originally initiated through the HUD Program and in which the change would exceed: 1.
25% of the original allocations or when beneficiaries are impacted by the change; and/or
2.
The description of the activity is modified to the extent whereby the public would consider it to be a new activity for that program year.
Proposed Amendment to the 2019 – 2020 Action Plan On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was signed into Public Law 116-136 to respond to the growing effects of COVID-19. The CARES Act made available $5 billion in Community Development Block Grant Coronavirus (CDBG-CV) funds. Of this amount, HUD is allocating $2 billion based on the fiscal year 2019-2020 CDBG formula and made the first allocation of funds; the City of Rosemead’s allocation is $443,682. HUD will allocate the remaining $3 billion based on needs in the following tranches: $1 billion to states and insular areas, and $2 billion to states and local governments at the discretion of the HUD Secretary. The allocation of the $432,682 will be discussed at the Council Meeting. The Secretary is authorized to grant waivers and alternative requirements of statutes and regulations in connection with the use of CDBG-CV funds and fiscal year 2019 and 2020 CDBG funds (except for requirements related to fair housing, nondiscrimination, labor standards, and environment). Waivers and alternative requirements can be granted when necessary to expedite and facilitate the use of funds to prevent, prepare for, and respond to COVID-19. Moreover, the public comment period is reduced to not less than 5 days, virtual public hearings may be used when necessary for public health reasons, the public service cap is suspended during the emergency, and state and local government may reimburse costs of eligible activities incurred for pandemic response regardless of the date.

ORDINANCE 2019-11 - EXHIBIT A Zoning Map Amendment
SECTION 4. In accordance with California Environmental Quality Act (CEQA), a Notice of Preparation (NOP) of a Draft Environmental Impact Report (DEIR) was filed with the State Clearinghouse, which assigned State Clearinghouse Number 2019050016. The NOP was distributed to all responsible and trustee agencies and other interested parties for a 30-day public review period commencing on May 22, 2019 and ending on June 21, 2019. On September 26, 2019 a Notice of Completion (NOC) of the DEIR was filed with the State Clearinghouse and the DEIR was distributed to agencies, interested organizations, and interested individuals by the City. A 45-day public review period for the Draft EIR was established pursuant to state law, which commenced on September 26, 2019 and ended on November 13, 2019. During the review period, the Planning Commission conducted a public hearing to allow the public an opportunity to comment on the adequacy of the DEIR. SECTION 5. On March 3, 2020, the City Council adopted a resolution (Resolution 2020-20) certifying the Final Environmental Impact Report for the proposed Arroyo at Monrovia Station Specific Plan and development project, adopting the Mitigation Monitoring Plan and making certain findings and facts as required by the California Environmental Quality Act ("CEQA"), adopting a Statement of Overriding Considerations. SECTION 6. The custodian of records for all materials that constitute the record of proceedings upon which this decision is based is the City Clerk. According to Homebase, “On that Monday, the day before forced closures, hourly employees were already working 21% fewer hours nationwide. Once forced closures started taking effect on March 17th, the numbers dropped further. In the first week of forced closures and shelter-in-place orders, we saw as much as a 62% decline in the number of hours employees at small businesses were working. In the second week, employees were working 55-60% fewer hours during the week and 68% fewer over the weekend. “…Small businesses are quickly shuttering nationwide. Eleven percent of all the businesses we studied were not operating as of Monday, March 16th, even before forced closures went into effect. On Tuesday, the first day of closures for many people, the number rose to 20%. By Sunday, March 22nd, 45% of businesses were not operating. In Las Vegas, Pittsburgh, and San Francisco, it was around 60%. By the second Sunday of social distancing, March 29th, more than 50% of businesses were not operating.” Aside from the obviously devastating effects of COVID-19, there is tremendous confusion surrounding laws/guidelines/ mandates for businesses, especially restaurants. What can/can’t they do? When will they be able to reopen and how? There are a thousand and one questions, without one consistent or comprehensive answer. An unprecedented economic shutdown combined with a deadly virus that has taken hundreds of thousands of lives throughout the world has left many of us numb.
