n Thursday morning a temporary medical facility at the Pasadena Convention Center was unveiled for the local media. City Manager, Steve Mermell said this facility would supplement Huntington Hospital’s care of COVID-19 patients, “should the need arise.” Pasadena is thinking ahead of the curve, according to vice-mayor Tyron Hampton. With the latest news that Pasadena’s Health Dept. now has confirmed 184 COVID-19 cases within the city boundaries and 2 new deaths bringing Wednesday’s toll to 14 deaths. The city is working on a new dashboard to be posted t weekly on the city’s website, according to an email Wednesday from Lisa Derderian, Pasadena Public Information Officer The City Manager entered into a

COVID-19 Crisis Endures, San Bernardino County Plans For Recovery The peak of the COVID-19 crisis locally and nationally has not yet arrived, but County Government has begun planning for a multi-faceted recovery by creating a San Bernardino County COVID-19 Recovery Coalition led by Board of Supervisors Chairman Curt Hagman that will include several government, private-sector and community partners from throughout the county.

Riverside County Sheriff’s Department Arrest Gang Members for Possession of Illegal Firearms The Moreno Valley Station’s Special Enforcement Team, with the assistance of the Riverside County Sheriff’s SWAT Team, served a search warrant at a residence in the 24100 block of Delphinium Avenue, in the city of Moreno Valley. The search warrant stemmed from a traffic stop where Issac Amador, a documented criminal street gang member, was
found in possession of an illegal sawed off 12-gauge shotgun. Isaac Amador was taken into custody without incident. A search warrant was served at Issac Amador’s residence, and deputies located a 9mm semi-automatic handgun, a .357-caliber revolver, a second 12-gauge shotgun, two loaded 9mm maga-

Baldwin Park Unified Serves Nearly 131,000 Meals Amid School Closures Baldwin Park Unified continues to ensure every child has access to healthy, nutritious meals – despite school closures prompted by the COVID-19 virus – through its curbside meal distribution plan. To date, the District has served nearly 131,000 meals since March 16, when the District enacted school closures on the recommendation of county and state officials. Meals are served from 11 a.m. to 1 p.m. Mondays and Wednesdays at Bursch Elementary School (4245 Merced Ave.), Jones Junior High School (14250 Merced Ave.) and Baldwin Park High School (3900 Puente Ave.). Monday distribution provides meals for two days; Wednesday distribution covers three days. All meal services are drivethrough, ensuring parents can remain in their cars and limit contact with others. Students do not need be present when parents collect their meals. “It is paramount for our families to know that we will continue to provide meal distribution services as long as our schools are closed due to the COVID-19 virus,” Superintendent Dr. Froilan N. Mendoza said. “It is a trying time for everyone, but the Baldwin Park community has shown time and again they can rise to any challenge with passion and empathy. This is who we are and we will get through this together.” Meals are prepared exclusively by Baldwin Park Unified Nutrition Service employees. Each

Agajanian takes over the position from outgoing Mayor Ara Najarian. This is Agajanian’s first time serving in the position of Mayor. Agajanian was first elected to office in April 2017. During his tenure, he has also served as chair of the Glendale Housing Authority and commission/ board member on the Burbank-GlendalePasadena Airport Authority. Long Beach City Council Takes Action for Economic Relief Free, same-day tests are now available for all LA County residents who have symptoms of COVID19. Symptoms include fever, cough, and difficulty breathing. The following factors do not affect eligibility for a COVID-19 test: • Immigration status • Insurance status • Age • Underlying health issues Health equity is central to Los Angeles County’s mission to build a network of free COVID-19 testing sites. There are currently 29 operational sites throughout the County. There are both drive-up and walk-up sites. According to Ramon Montenegro, Los Angeles Sheriff’s Bureau public information officer, the arriving first responders and paramedics declared the two victims dead at 9 a.m. The train was operating on the L Line, formerly known as the Gold Line, and was going northbound from the Monrovia

Governor Newsom Announces Paid Sick Leave Benefits for Food Sector Workers Impacted by COVID-19 Governor Gavin Newsom today signed an executive order to support California workers from large employers in the food sector industry impacted by the COVID-19 pandemic with two weeks of paid sick leave, filling a gap left by federal relief that had provided similar paid leave benefits for employers with fewer than 500 workers. Workers in the food sector, including farmworkers, agricultural workers,
and those working in grocery stores and fast food chains, and as delivery drivers, are part of the state’s essential infrastructure workforce, and have continued to work to serve Californians. “These workers on the front lines of this crisis are our unsung heroes for continuing to work to ensure that Californians have food on their tables during these challenging times, and we must do everything in our power to make sure they are
taken care of at home and in the workplace. Making sure they have paid sick leave and added protections in their place of work is critical,” said Governor Newsom. Additionally, the Executive Order provides health and safety standards to increase worker and customer protection by permitting workers at food facilities to wash their hands every 30 minutes, or as needed, to increase proper sanitation measures.
The Administration has taken several actions to ensure food worker protections, including recently issued guidance by Cal/ OSHA for the grocery industry on best practices on physical distancing, disinfecting, and the use of reusable bags. Also, the Governor released $100 million to support child care for essential infrastructure workers, including grocery workers, and vulnerable populations last week.

At approximately 8:40 a.m. Wednesday a young mother and child attempted to cross the railroad tracks at California Avenue and Duarte Road on foot despite the cautionary bells and clangs that indicate a train is in the immediate area. Multiple agencies for Pasadena, Arcadia, Monrovia, L.A. County Sheriff’s and Urban Search and Rescue coordinated the rescue efforts as part of a mutual aid agreement with Verdugo Dispatch. On Thursday, the Medical Examiner’s office in Los Angeles confirmed the death was a result of suicide. Therese Papagayo, 36, committed suicide pending additional information according the

DUARTE UNIFIED SCHOOL DISTRICT WILL EXTEND CLOSURE OF SCHOOL Dr. Gordon Amerson, Superintendent of Duarte Unified School District, issued the statement below to parents, staff, and community members on Tuesday, April 1, 2020. Dear Parents, Staff and Community: Since we first learned about COVID-19, our district has been committed to ensuring that the safety of our students and staff remains our top priority. Based on the evidence from our public health experts, in order to control this pandemic and combat the surge of the virus’ spread, physical distancing
measures are a necessity and “social distancing” is working to flatten the curve. In a public address on April 1, Governor Newsom emphasized that it is incumbent upon all of us to comply with the “saferat-home” orders to help save lives. The Governor, along with State Superintendent Thurmond, State Board President DarlingHammond, and the Los Angeles County Superintendent of Schools, Debra Duardo, also recommended that to meet this goal all California schools need to remain physically closed for the rest of this academic
year. Based on this guidance, Duarte Unified will extend the closure of our school facilities and students will not return in-person to our campuses. But, this does not mean the 2019-2020 academic year is finished. While we will continue to stay physically apart, the expectation is that our educators will continue to provide instruction and our students will stay engaged in their learning until the very last day of school which is still May 28, 2020. Our staff has been preparing for all possible scenarios and with your
support, we are ready to meet this moment together. Distance learning will continue. As was done with Phase I, we have developed Phase II of our plan in collaboration with our union partners which begins next week. Los Angeles Expands Testing for COVID-19 Los Angeles, has ramped up testing at an extraordinary pace. They have opened their first drive-through site the day after the Safer at Home order went into effect. Now there are 13 testing sites across the County, in partnership with the County Department of Public Health, and on track to complete 30,000 tests. It’s a goal to
expand testing as quickly as possible and deliver them to everyone who needs one. Last week they announced the expansion of the free testing program. Now, any resident of L.A. County with symptoms of COVID-19 can schedule a test. They are no longer limiting tests to the highest-

Interstate 5 to be Closed in Los Angeles Area on April 25-27 The California Department of Transportation (Caltrans) plans to close Interstate 5 in Los Angeles, Burbank and Glendale for 36 hours from 2 p.m. Saturday, April 25, to 2 a.m. Monday, April 27. Caltrans will close all lanes in both directions to provide maximum safety for motorists and workers while crews demolish the Burbank Boulevard bridge over I-5 in Burbank. All lanes of Northbound I-5 will be closed at State Route 134 (the Ventura Freeway) near Griffith Park and the Los Angeles Zoo. Southbound I-5 will be closed at State Route 170 (the Hollywood Freeway) in the Sun Valley area of Los Angeles. Signs will direct drivers to other routes. Caltrans advises motorists to use other freeways and avoid I-5 (the Golden State Freeway) in the Burbank-Glendale area on April 25 and 26. Crews will start closing I-5 on-ramps and freeway connectors at 10 a.m. Saturday, April 25, or four hours before the full freeway closure. Ramps and freeway connectors will be open by 6 a.m. Monday, April 27, or four hours after the full freeway closure ends. The schedule is subject to change for operational reasons. The Burbank Boulevard bridge will be reconstructed as part of a Caltrans project which is adding I-5 carpool lanes in both directions. Also, Caltrans will realign the
freeway at Burbank Boulevard to enhance safety. The new bridge will provide more lanes on Burbank Boulevard, bike lanes in both directions and a wide sidewalk. It is scheduled to open to traffic in 2021. During the weekend closure, construction and maintenance crews will work at other locations on I-5 to take advantage of the trafficfree work zone for safety and efficiency. Starting at 10 p.m. Friday, April 24, Southbound I-5 approaching Burbank Boulevard will be reduced to only one or two open lanes while crews construct pavement in the fast lane. To minimize inconvenience to the public, crews will finish the demolition during this 36-hour closure with no additional shutdowns of I-5 scheduled. At this time, traffic is exceptionally light due to the COVID-19 “Stay at Home” order. • Northbound I-5 will be closed at State Route 134 (the Ventura Freeway). Northbound I-5 and northbound on- and off-ramps will stay open north of Burbank Boulevard in Burbank. • Southbound I-5 will be closed at State Route 170 (the Hollywood Freeway). Southbound I-5 and southbound on- and off-ramps will stay open south of Verdugo Avenue in Burbank. • The I-5 full closure will start at 2 p.m. Saturday, April 25 (crews will start closing individual ramps and freeway connectors at 10 a.m. Saturday, April 25).
• The I-5 full closure will end by 2 a.m. Monday, April 27 (ramps and freeway connectors will open by 6 a.m.) The schedule is subject to change for operational reasons. • Street access to the Burbank Downtown Amtrak/ Metrolink/bus station at 201 North Front Street will be from the south only, via Verdugo Avenue, starting at approximately 10 p.m. Friday, April 24, until 6 a.m. Monday, April 27. Aquarium Of The Pacific Offers Daily Online Programming Though it has been closed to the public since mid-March due to the pandemic, the Aquarium of the Pacific in Long Beach, California, has had its virtual doors open to people around the world. With many kids and adults staying at home, the Aquarium is offering them free online resources with daily live and on-demand content, including new additions, like the live penguin nest cam. OCDA Todd Spitzer: Judicial Council Emergency Order For $0 Bail Puts Dangerous Criminals Back On The Streets, Endangers The Safety Of The Communities Orange County District Attorney Todd Spitzer issued the following statement regarding the Judicial Council’s adoption of zero bail: The recent emergency orders issued by the California Chief Justice in the wake of the global pandemic puts criminals back on our streets and endangers the safety of our communities. The Judicial Council’s decision to enact zero bail for most misdemeanors and numerous felonies allows dangerous criminals, including human traffickers, drivers who kill someone in a hit and run, and abusers of children and the elderly, to be released back into our neighborhoods. Law enforcement must have the ability to enforce the law and protect society from the very criminals who prey on the vulnerable. This shortsighted order handcuffs law enforcement, fails to take into account criminal history, and completely ignores the rights of victims afforded to them by the California constitution. At a time when lawabiding residents are being ordered to stay-at-home to stop the spread of a deadly virus, this order allows criminals to be arrested
and released back into our neighborhoods with the mere promise that they will return for their court date months from now. This order takes into account only to the current criminal offense, allowing convicted felons to argue for immediate release from custody despite their prior criminal history. Not even violations of probation – which is a direct order of a court - would prohibit an inmate from being released. This order, which extends 90 days beyond the date California reopens for business, protects the criminals who have repeatedly victimized the law-abiding public while failing to safeguard the innocent. A global pandemic must not be allowed to erode the rule of law. Under the emergency order, nearly 300 inmates in the Orange County Jail awaiting trial may be eligible to go before a judge to have their bail reduced to zero and be released from custody. Recent state laws have transformed local county jails into state prisons, housing dangerous and violent criminals who must not be allowed to use this global health crisis as a get
out of jail free card. My priority is the safety of our communities – and that includes the jails. The Orange County District Attorney’s Office is proactively participating in reviewing cases where an inmate’s valid health condition is a concern. But we have - and will continue to consult with inmate medical and jail staff responsible for inmate safety in making those determinations. Proactive steps by Orange County Sheriff Don Barnes and a natural reduction in new arrests as a result of the state’s stay-at-home order has reduced the Orange County Jail population by nearly one-third in recent weeks. The Orange County District Attorney’s Office has been vigorously opposing the release of dangerous and violent offenders, including a high-ranking member of the Mexican Mafia who petitioned to be released to his home on GPS monitoring despite being charged with attempted murder and conspiracy to commit murder, and the owner of a Santa Ana charter school who went on the run for nearly a decade after embezzling $3.2 million from the school.
Just this morning one of my prosecutors successfully fought the release of a sexual assault defendant who was on OCDA’s Most Wanted list for 12 years after he fled to England right before his trial. My office fought for five years to have him extradited back to the United States. His argument for release: asthma. It is utterly ridiculous that we are expending countless resources to litigate these cases where there is a clear and present public danger by releasing these criminals. Thankfully, the Orange County Superior Court has listened to reason and agreed with the vast majority of the objections my office has made to release these people from custody. I will not allow the current state of affairs to be manipulated to allow the unnecessary release of violent and dangerous criminals into our neighborhoods. This is a local issue. It needs to be handled locally. In a world of uncertainty, there is one thing that is certain. The men and women of the Orange County District Attorney’s Office are doing everything we can to keep Orange County safe.
California Mosquito Awareness Week Highlights Need To Prepare For Spring, Summer Mosquitoes West Covina, Calif. (April 16, 2020) – The increased attention on public health is a reminder of the many ways people can protect themselves from other public health concerns, including viruses spread through mosquito bites. The San Gabriel Valley Mosquito & Vector Control District (SGVMVCD) joins mosquito control programs across the state to promote California Mosquito Awareness Week, April 19-25. This statewide campaign empowers residents to prevent mosquitoes year-round. Mosquito control officials encourage residents under Safer-at-Home orders in Los Angeles County to take this opportunity to curb mosquito populations around the home. “Do not give mosquitoes a biting chance when the weather warms,” said Levy Sun, SGVMVCD public information officer. “Elim-
inating stagnant water now can stop mosquitoes from becoming a public health issue later.” In Los Angeles County, West Nile virus (WNV) persists as the biggest mosquito-borne threat to residents. Los Angeles County WNV cases make up more than a third of the state’s total cases from the past three years, according to the California Department of Public Health. Vector control officials are also concerned about aggressive, day-biting Aedes mosquitoes, due to their potential to vector (spread) Zika virus, dengue fever, yellow fever and chikungunya. There have been no local outbreaks of these viruses in San Gabriel Valley, however the presence of Aedes mosquitoes increases the risk. “Take 10 minutes to tip out stagnant water and toss any unused containers around the home,” said Sun. “The window of
opportunity to shut out mosquitoes is right now.” Vector control experts advise residents take the following steps to bite back against mosquitoes: • Tip out stagnant water found in containers, including flower pots, old tires, buckets, saucers, and pet dishes. • Toss out unused containers to prevent mosquitoes from growing. • Protect against bites by applying insect repellent containing EPAregistered active ingredients, including DEET, picaridin, oil of lemon eucalyptus, or IR3535. Always read label instructions. • Install screens on windows and doors, and keep them in good repair. • Report neglected swimming pools to mosquito and vector control. • If, after dumping stagnant water, residents continue to experience mosquito problems,
they can submit a tip to SGVMVCD at sgvmosquito.org or call 626-8149466. In response to yearround mosquito-borne disease threats, SGVMVCD’s programs continue its efforts to reduce mosquito populations. • SGVMVCD paused in-person programs due to COVID-19 health orders, but staff will control mosquitoes in public sources, such as gutters, channels and storm drains. • The surveillance staff traps mosquitoes and sends samples of adult mosquitoes to be tested for diseases, such as West Nile virus and St. Louis Encephalitis. • Outreach and education will continue to remind everyone to take preventative measures against mosquitoes.
