Sheriff ’s Homicide Detectives Seek Identity of Suspect in Monrovia Shooting Death

t was less than thirty minutes before midnight on Saturday, April 22, 2017, when three teenagers were surprised by a stranger with a gun. One of them lost their life. Oscar Garcia, 18, of Monrovia, and a male juvenile friend went to the home

of a female juvenile friend, located in the 100 block of West Cypress Avenue, Monrovia, to visit with each other and pass an average Saturday night in good company. As the three friends hung out in the garage of the home, an unknown man unexpectedly approached the
door. He pointed a handgun at them and after a brief verbal exchange, the stranger fired several rounds at each one in the trio of friends. The female was not hurt, but both Oscar and the male juvenile were struck in the torso by gunfire and suffered serious injuries.
The suspect ran away from the damage he caused, and fled southbound on foot toward an alley behind the house and out of view. One of the residents dialed 9-1-1 to summon emergency assistance. Monrovia Police Department and paramedic personnel responded
and found the two males suffering from their wounds. The male juvenile was transported to a local hospital for medical attention, but Oscar was pronounced dead at the scene. As part of a long-standSEE PAGE 20

Woman’s Club of Duarte Installs 2017‑18 Officers “Women Making a Difference” was adopted as the new club motto at the recent installation ceremonies of the Duarte Woman’s Club, held at the Duarte Community Center. Ann Valleroy was installed as president for the 2017-18 club year by installing officer Rose Brooks Mitchell, former DUSD School Board member. After two years at the helm, co-presidents Jean Glass and Marion Stone stepped down after heading up many successful projects. They were presented with a appreciation certificate by Kristi Lopez, District Representative for the office of Senator Anthony J. Portantino. Their goal was to increase the Club’s presence in the community and step up a hands-on approach. This was accomplished through several projects. The Club is also active in the goals of the San Gabriel Valley District of Women’s Clubs and at a recent SGVD convention took home a host of first place and other awards for club activities including such categories as leadership, home life, public issues, conservation and international outreach. The Salvation Army Bell Oasis to offer supportive housing to homeless veterans and persons that are frequent users of the County Department of Health Services or Department of Mental Health
The Community Development Commission of the County of Los Angeles (CDC) recently joined Los Angeles County Supervisor Hilda L. Solis and The Salvation Army to celebrate the groundbreaking of The Salvation Army Bell Oasis Apartments (Bell Oasis). Located in the City of Bell,
the 65-unit multifamily affordable housing development will provide permanent supportive housing for veterans and formerly homeless adults, a high percentage of whom will be mentally ill or disabled. The CDC is proud to partner with The Salvation Army, an organization well suited to
serve this population due to their experience and mission to serve people in need, without discrimination. The CDC is providing over $2.5 million in HOME Investment Partnerships and Homeless Housing Program Funds for construction and permanent financing. Additionally,
the Housing Authority of the County of Los Angeles (HACoLA) will provide 31 project-based Veterans Affairs Supportive Housing (VASH) vouchers for the veteran residents and 33 project-based vouchers to assist homeless residents, SEE PAGE 20
