Trump’s First 100 Days Filled With ‘Hate, Lies, Division, and Dysfunction’
A
pril 29, 2017 marked the 100th day of President Trump’s presidency, a marker used for every President since Franklin Roosevelt. Congresswoman Judy Chu (CA-27) is one of score of legislators who are appalled by the new administration’s actions. “Trump’s first 100 days have been filled with hate, lies, division, and dysfunction. Over the past 100 days, we have seen President Trump take a series of risky actions that have undercut the safety and security of all Americans. His anti-immigrant and anti-Muslim rhetoric has fueled a disturbing surge in hate violence targeting our communities, particularly those in the South Asian, Sikh, Muslim, Arab, and Middle Eastern communities. This surge in hate has been exacerbated by his Muslim travel ban, which continues to target communities of color, creating great fear and anxiety,” Judy Chu said. “Moreover, his draconian immigration enforcement actions are targeting millions of Americans – including DREAMers and DACA recipients – and separating families. President Trump’s desire to move America from a familybased immigration system to a merit-based system will not only tear families apart, but disproportionately impact AAPI communities. And his rhetoric around immigrants has been designed to create fear, even though studies have shown that immigrants are actually less violent. “Furthermore, Trumpcare puts millions who SEE PAGE 3

Deputy District Attorney Julie Kramer said Auwin Dargin of Van Nuys entered the plea to one felony count of child abuse in case PA085994. Dargin was immediately sentenced to five years
probation and 10 days in county jail. He also was ordered to complete 45 days of Caltrans service and 52 weeks of parenting classes. On March 9, 2016, the defendant left his baby daughter in the car for 43
minutes while visiting a strip club at approximately 2 p.m., according to court testimony. The baby was sweating and crying when she was found in the car by employees of the club and neighboring business employees.
The good Samaritans rescued the child and confronted Dargin as he stepped outside of the club, the prosecutor said. The case was investigated by the Los Angeles Police Department, Mission Division.

Supervisor Hilda L. Solis Leads Effort to Protect San Gabriel Valley Mountains National Monument

The San Gabriel Valley Mountains are a County treasure that spans over 340,000 acres of land. Open spaces create a unique and special quality of life, and in that spirit, the Board of Supervisors recently passed a motion, authored by Supervisor Hilda L. Solis, to save this National Monument following President Trump’s recent executive order re-examining national monuments created since 1996. Approximately 25 currently designated monuments are potentially impacted. “The San Gabriel Mountains are visited by millions of people that come from near
and far to enjoy this breathtaking natural gem. The designation of a National Monument was meant to preserve and enhance the natural, historic, and scenic resources of the San Gabriel Mountains and the valley,” said Supervisor Hilda Solis. “Many community organizations and advocates were instrumental to the appointment of the Mountains as a National Monument. We cannot have decades of hard work signed away with a stroke of a pen.” During her time in Congress, Supervisor Solis was a leading advocate to preserve

Make this Mother's Day even more memorable by spending it with California Philharmonic’s endearingly witty and knowledgeable Maestro Victor Vener and piano extraordinaire Bryan Pezzone. The one-of-a-kind intimate chamber music experience, “Pezzone and Friends” features the aweinspiring talent of Pezzone as he takes song titles from the audience and immediately composes in his head, then performs, a Mother’s Day mash-up that will leave everyone speechless. Pezzone will also perform, along with violin, bass and drums accompaniment, an assortment of both classical and jazz music. The final concert of this year’s “Music, Martinis and the Maestro” chamber music series takes place on Mother's Day, May 14, 2017, beginning at 2:00 PM at The Sofia Ballroom at Noor in Pasadena’s Paseo Colorado. gained coverage under the Affordable Care Act at risk of losing critical healthcare. Rather than address health disparities impacting minority communities, President Trump wants to make healthcare more expensive and force families to pay more for less. “In other actions, he has attempted to weaken our commitment to fighting climate change, proposed tax cuts to favor the wealthiest few, and most recently signed an executive order to pave the way to hand public lands over to energy companies. “In President Trump’s first 100 days, we have seen nothing but alarming incompetency and broken promises that undermine our values as a nation. But we have also seen incredible community responses and activity. In my town halls at home, I have heard and seen more constituents than usual looking to get involved in the political process. If there is a silver
lining to the Trump presidency, it has been that his attempts to divide us are actually drawing many of us closer. We will stand united against Trump’s attacks on immigrants, women, the media, and any who dare to disagree with him for the next 100 days, and beyond.”

Long Beach Vice Mayor Rex Richardson hosts the North Long Beach Color Block Walk North Long Beach Color Block Walk will celebrate the culmination of the North Town Open Space Master Plan Vice Mayor Rex Richardson invites the community to the North Long Beach Color Block Walk on Saturday, May 6th, at 10:00 AM. The Color Block Walk will celebrate the culmination of the North Town Open Space Master Plan. Since last spring, the Vice Mayor’s Office has been working with the Department of Parks, Recreation, and Marine, the Department of Health and Human Services, and the local nonprofit urban design studio, City Fabrick, to develop a plan for North Long Beach that identifies opportunities for new public open spaces and the connections between them. “Color Block Walk is an exciting, engaging, and family friendly way to cap off our successful North Town
Open Space planning process,” said Vice Mayor Rex Richardson. “Be on hand as we reimagine the way we activate open space right here in Long Beach.” To help create the plan, the project team developed a robust outreach strategy to tap the expert knowledge of community members to locate what underutilized land used could be transformed or shared to allow for new types of open spaces. Last year, thousands of residents and stakeholders participated in this planning process, and identified over 140 ideas. After some prioritization based on community input, feasibility, and equity, several priority projects have finally been identified. The Color Block Walk is a temporary
demonstration of one of the most popular priority projects, the 91 Freeway Embankment Loop, which garnered the greatest amount of votes from community members. The Color Block Walk is an event where people walk together and get covered in non-toxic and washable color powder. It is free and open to the public. Dogs are welcome and limited parking is available along 67th and Penfold Streets so attendees are encouraged to use alternative forms of transportation. There will be a live DJ, light refreshments, and prizes throughout the day and opportunities to learn more about some of the new open space ideas as well as the process it took to get there.

If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. San Gabriel Unified Middle School Invention Contest Inspires Student Creativity
! w o c Y L O H
Jefferson Middle School eighth-grader Kelli Ong recently created a solution to one of air travel’s most frustrating aspects: locating her belongings at the luggage claim area when everyone’s luggage looks exactly the same. “Think of it like when you use your car alarm to find your car at the mall, it’s the same concept,” Ong said. “My family travels frequently so I’ve dealt with confusing luggage situations a lot.” Ong’s invention, called Luggage Lites, is a luggage tag that lights up when the owner approaches their bag. The customizable lights are controlled through a Bluetooth sensor that pairs with an app on

the luggage owner’s phone, which Ong coded and programmed herself. While Luggage Lites are not available in stores, they will be among the hundreds of inventions featured at Jefferson Middle School’s second annual Invention Convention from 5 to 6 p.m. on April 26. Invention Convention marks an end to two months of project work for more than 600 Jefferson Middle School students. More than 40 judges, including representatives from JPL and Cal Tech, will evaluate and award the most creative inventions and best presentations. The Invention Convention was created by eighth grade language arts teacher
Heather Wolpert-Gawron to implement project-based learning into the school’s curriculum. This teaching style encourages students to enjoy the process of learning by creating individual solutions to identify and solve real-world problems. “We really feel that education, especially the middle school level, needs to be out of the box because these kids are out of the box,” Wolpert-Gawron said. “Middle schoolers need visual learning, they need hands-on learning, and they need meaningful learning – they aren’t just going to learn just because they want a good grade. There has to be an attachment to meaningful learning.”

SAFE SEAT Act Introduced to Protect Passengers from Overbooking and Airline Abuse
O
n April 9, David Dao, an Asian-American doctor, was forcibly dragged off of a United Airlines flight due to overbooking, sustaining serious injury. In response to the shocking incident, and the community outrage that followed, Rep. Judy Chu (CA27) has introduced theSaving All Flyers from Ejection and Securing Everyone’s Access to Travel (SAFE SEAT) Act. The SAFE SEAT Act prohibits airlines from forcibly removing a passenger after boarding an aircraft unless necessary for safety or security; requires that all overbooking issues must be resolved prior to letting passengers board; and requires that before any individual is denied boarding a flight, the airline must offer the regulatory maximum amount of compensation to anybody willing to voluntarily give up their seat. Rep. Chu released the following statement: “Like most Americans, I was shocked and alarmed by the footage of Dr. Dao being violently dragged off a plane after he had already been allowed to take the
seat he had paid for. As United has now recognized in public statements and a legal settlement with Dr. Dao, they failed their customer. But no passenger should be treated like Mr. Dao in the first place. We need to

prevent the need for future apologies entirely. And that means addressing the problem of overbooking with common sense solutions. “While I understand that overbooking flights is a part of the airlines’ internal
business model, it cannot be a part of the passenger experience. Nor can it be an excuse for disruption or even violence. That is why my bill prohibits the use of force, with exceptions for safety and security, and re-
quires airlines to resolve overbooking issues before letting passengers board. Finally, it creates an incentive for problem solving by requiring airlines to offer at least the highest amount of compensation required to
passengers willing to give up their seats. I hope that we can act quickly on this measure to resolve these problems and give passengers a safer, more reliable, and more enjoyable flying experience.”

LICENSE REQUIRED: A
Basis of Award. The District intends to award one Contract per Bid Package to that responsible bidder who submits the lowest responsive base bid (without consideration of alternates) based upon the documents provided by the District, and whose bid, in the sole opinion of the District, best meets the Bid Specifications and requirements as outlined in the Project Documents. Bidder will be required to list prices for all bid items. Failure to fulfill this requirement may be cause for the District to reject the bid as non-responsive. a. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bid or in the bidding process. b. The District reserves the right to award a contract to the lowest bidder who can provide specified bonding, and otherwise fulfill the project requirements. c. The District reserves the right to reject any or all bids, or to waive any irregularities in the bids or in the bidding process. d. The Bids must be complete, with no “add-ons” permitted. The work under this Contract shall include all labor, materials, equipment, taxes, appliances, freight, and transportation necessary for complete installation. Include all California and other applicable permits and licenses. Do not include any amount for federal excise tax in any proposal or bid, as the District is exempt from payment of federal excise taxes. To comply with California Assembly Bill (AB) 1565, which went into effect on January 1, 2014, all Contractors and Subcontractors are required to be pre-qualified. Burbank Unified School District requires that all Trade Package Contractors to be pre-qualified. This applies to all license classifications. Burbank Unified School District shall process all pre-qualification applications at QualityBidders.com. QualityBidders is a web-based online application, fast, simple, safe and easy to use. 1) To get started, please visit “http://www.qualitybidders.com”, and review the instructions. The District must receive applications at least ten (10) business days prior to the scheduled bid opening on any advertised project(s) in order for the candidate to qualify for that project. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents. 2) Once you have been approved, you will receive an email indicating your approval, expiration date and bidding limit. For public works contracts awarded on and after January 1, 2015, those public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. PUBLIC WORKS CONTRACTOR REGISTRATION LAW, SB 854, a budget trailer bill that was signed into law on June 20, 2014, and became effective immediately, made several significant changes to laws pertaining to the administration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). Among other things, SB 854 established a new public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. Contractors will be subject to a registration and annual renewal fee that has been set initially at $300. The fee is non-refundable and applies to all contractors and subcontractors who intend to bid or perform work on public works projects (as defined under the Labor Code). Contractors will apply and pay the fee online and must meet minimum qualifications to be registered as eligible to bid and work on public works projects: Must have workers’ compensation coverage for any employees and only use subcontractors who are registered public works contractors. Must have Contractors State License Board license if applicable to trade. Must have no delinquent unpaid wage or penalty assessments owed to any employee or enforcement agency. Must not be under federal or state debarment. Must not be in prior violation of this registration requirement once it becomes effective.
However, for the first violation in a 12 month period, a contractor may still qualify for registration by paying an additional penalty. The registration fee is not related to any project. It is more like a license that enables the registrant to bid on and perform public works. Registrations will begin after July 1, 2014, once the registration system is ready to go online. The preferred method of payment will be by credit card. The requirement to list only registered contractors and subcontractors on bids becomes effective on March 1, 2015. The requirement to only use registered contractors and subcontractors on public works projects applies to all projects awarded on or after April 1, 2015. For information on contractor registration with the DIR, please visit: http://www.dir.ca.gov/Public-Works/PublicWorks.html As of March 1, 2015, a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code. As of April 1, 2015, a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work. Time of completion for the Project(s) shall be at the District’s discretion as determined by the individual project schedule as stated in:(a) the date of commencement of the Work as established in the Owner’s Notice to Proceed, or (b) if no other date is established in a Notice to Proceed from Owner, the date of Contractor’s actual commencement of the Work (including mobilization). The retention amount on this Project(s) is FIVE percent (5%). Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner as a guarantee that the Bidder will enter into the proposed contract if the same is awarded to such bidder and made payable to the Owner. If a bid bond is used, it must be issued by an Admitted Surety (an insurance organization authorized by the Insurance Commissioner to transact surety insurance in the State of California during this calendar year), which shall be given as a guarantee that the bidder will enter into a Contract if awarded the Work and will be declared forfeited, paid to, or retained by the Owner as liquidated damages if the bidder refuses or neglects to enter into the Contract provided by the Owner after being requested to do so. The surety insurer must, unless otherwise agreed to by Owner in writing, at the time of issuance of the bond, have a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies. Owner reserves the right to approve or reject the surety insurer selected by Contractor and to require Contractor to obtain a bond from a surety insurer satisfactory to the Owner. Bids must be accompanied by an executed Fingerprinting Notice and Acknowledgment. Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, said bonds to be secured from Admitted Surety insurers (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year). The surety insurers must, unless otherwise agreed to by Owner in writing, at the time of issuance of the bonds, have a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies. Owner reserves the right to approve or reject the surety insurers selected by the successful bidder and to require the successful bidder to obtain bonds from surety insurers satisfactory to the Owner. The bidder will be required to furnish insurance as set forth in the Contract Documents. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions. The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the bidder shall have a Class license as noted above in the Bid Package description and shall maintain that license in good standing through Project completion and all applicable warranty periods. Bidder shall state the California contractor license number on the Designation of Subcontractors form for all subcontractors doing more than one-half of one percent (0.5%) of the bidder’s total bid. An inadvertent error in listing a California contractor’s license number shall not be grounds for filing a bid protest or for considering the bid nonresponsive if the bidder submits the corrected contractor’s license number to the Owner within 24 hours after the bid opening, or any continuation thereof, so long as the corrected contractor’s license number corresponds to the submitted name and location for that subcontractor. Subcontractors shall maintain their licenses in good standing through Project completion and all applicable warranty periods. Owner reserves the right to reject any bid as nonresponsive if bidder or any subcontractor is not licensed in good standing from the time the bid is submitted to Owner up to award of the Contract, whether or not the bidder listed the subcontractor inadvertently, or if a listed subcontractor’s license is suspended or expires prior to award of the Contract. Owner also reserves the right to reject any bid as non-responsive if a listed subcontractor’s license is not in good standing to perform the work for which it is listed from the time of submission of the bidder’s bid to award of the Contract. The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified. Information on prevailing wage labor rates can be found at: http://www.dir.ca.gov/OPRL/PWD/index.html The Owner reserves the right to waive any irregularity and to reject any or all bids. Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract. obligation secured by the property to be sold and reasonable estimated costs, expenses and advances at the time of the initial publication of the Notice of Sale is $16,325.87. The beneficiary under said Deed of Trust has deposited all documents evidencing the obligations secured by the Deed of Trust and has declared all sums secured thereby immediately due and payable, and has caused a written Notice of Default and Election to Sell to be executed. The undersigned caused said Notice of Default and Election to Sell to be recorded in the County where the real property is located. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale.
