A Final Update From Temple City’s Sister City Ambassadors BY NATALIE SCIGLIANO AND NICOLE KIMIJIMA It seems like only yesterday that we departed for Australia and now we are back

home. In our final week we had a sleepover at the home of Bridget Smither’s, whose son Tom was an exchange student last year. That night we shared the

American tradition by singing along to “High School Musical” movies and showed the Aussies that regardless of the cold we’re always eager to go swimming.

The following morning we were off to visit the stadium and training grounds constructed for the 2000 Sydney Olympics. We then played aqua golf and shopped until

we dropped at Penrith Plaza. Later that week we took a trip to the breathtaking beach of Bondi for a day of SEE PAGE 15

The El Monte Police Department officially welcomed aboard its newest K-9 officer, Rico, to the police force on Aug. 16 during a presentation at the city council meeting. Rico, an 18-month-old Malinois from the Czech Republic, completed his training at Adlerhorst International Inc. in Jurupa Valley. El Monte officers selected Rico for his skills and high ranking over other police service-trained dogs. He will serve as an apprehension search dog under the supervision and handling of Officer Adam Girgle, who has been with the police department since 2003. The pair is currently enrolled in a six-week basic training class where law enforcement personnel are intensively trained in the hanSEE PAGE 15

Donald Trump Opposition Sparks Writ in 5th District Race By Terry Miller Los Angeles County Supervisor candidate Kathryn Barger filed a petition for writ of mandate against RegistrarRecorder Dean Logan and fellow supervisorial candidate Darrell Park last Monday. The writ takes issue with statements in Park’s candidate statement that reference his opposition to Donald Trump’s candidacy for president and the support he has earned from the Los Angeles County Democratic Party. There will be a hearing on the matter in the Los Angeles Superior Court scheduled for Thursday, Sept. 8. Bill Carrick, with Kathryn Barger’s 5th District

Campaign, took exception to our story last week regarding the writ Barger filed against opponent Darrell Park: “California law allows candidates to have a 300word ballot statement to go in the official ballot pamphlet. Under California law, a candidate in a non-partisan race cannot refer to partisan affiliation. Darrell Park violated the law when he mentioned in his ballot statement he was endorsed by the Los Angeles County Democratic Party. “Darrell Park also violated the law that prohibits attacks on your opponent in the official ballot statement. Park attacked Kathryn Barger, saying she was a supporter of Republican Donald Trump and his agenda.

“This is not only a legally prohibited attack by Darrell Park. It is untrue. Kathryn Barger does not support Donald Trump or his agenda and will not vote for him. “The Barger campaign is

asking the court to have Darrell Park remove these illegal statements from his ballot statement,” said Carrick for the Barger campaign. Beacon Media contacted Darrell Park for his thoughts

on the writ: “Unlike Kathryn Barger, I am proud of my strong opposition to Donald Trump and believe it is important to inform voters that I stand against Trump's divisive and hateful rhetoric. My candidate statement went through a thorough review by the Registrar Recorder's office after the closing of the filing period for both the primary and general elections. It was approved both times because it does not mention my opponent by name and abides by the rules. This action by Barger’s campaign is nothing more than a political stunt, which aims to waste taxpayer money and bleed resources from our grassroots campaign.”

Neighborhood Treatments to Combat Aedes Mosquitoes

In an ongoing effort to control Aedes albopictus (Asian tiger mosquitoes) the San Gabriel Valley Mosquito and Vector Control District conducted a truck-mounted fogging in the early morning on Wednesday, Aug. 31 in a small area of El Monte. The focus of the treatments was to reduce increasing larval and adult populations of Aedes albopictus. This mosquito is an aggressive day biter capable of transmitting several serious viral diseases including Zika, chikungunya, and dengue. The treatments covered an area of El Monte west of (and including) Parkway Drive, north of (and including) Klingerman Street, east of (and including) Cogswell Road, and south of (and including) Valley Boulevard. The treatment area was based on recent surveillance data and the likelihood of reducing the population of mosquitoes. Two different products were applied that target immature (larvicide) and adult (adulticide) Aedes albopictus. The larvicide, VectoBac®WDG was applied by a truck-mounted fogger as a low volume mist. The active ingredient in VectoBac®WDG is Bacillus thuringiensis israelensis (Bti). This product is specific for mosquitoes, with no known risk to humans and wildlife when applied according to the label. Additional information about this product can be found at: http://publichealth.valentbiosciences.com/docs/ resources/vectobac-wdgspecimen-label.pdf. The adulticide AquaDU-

ET™ was applied by a truckmounted fogger as an ultralow volume mist. The active ingredients are Prallethrin, Sumithrin®, and piperonyl butoxide. Additional information about this product can be found at: www.clarke.com/filebin/productpdf/aquaduet. pdf. What can residents do about invasive Aedes mosquitoes? Mosquitoes lay their eggs and grow in standing water. Invasive Aedes are "container breeders" and lay eggs along the waterline of water-filled containers or on the stems of aquatic plants. Any item on your property that holds water, no matter how small will grow mosquitoes. Common sources include flower vases, plant saucers, buckets, used tires, and plants that hold water like "lucky bamboo" and bromeliads. Residents should inspect their property regularly, looking for and eliminating standing water. The eggs of invasive Aedes are extremely durable and can stay dormant in dry containers for months waiting for the right conditions to hatch. For this reason containers that have been left outside for a while should be scrubbed down with a brush and warm, soapy water before being thrown away or stored in a dry place. Here are some basic protective measures that should be followed: - Wear mosquito repellent and protective clothing when outdoors while mosquitoes are active. - Regularly inspect property to identify and re-

move sources of standing water where mosquitoes lay their eggs and grow. - Ensure doors and windows are properly screened. - Report increased mosquito activity, sources of

standing water, and green pools to the district at (626) 814-9466 or online at www. SGVmosquito.org. Residents living in the City of El Monte are encouraged to call the San Gabriel

Valley Mosquito and Vector Control District at (626) 814-9466 with any questions or to report mosquito activity. For more information, also visit www.SGVmosquito.org.

POLICE BLOTTERS MONROVIA Aug. 27 At 12:31 a.m., officers responded to a public parking lot in the 300 block of South Myrtle regarding a fight. Officers arrived and found two intoxicated subjects. One subject sustained a laceration to his head and was taken to a hospital for treatment. He refused to press charges, claiming the subject was his best friend. The best friend was determined to be too intoxicated to care for himself and was arrested for being drunk in public. He was held pending detoxification. At 4:21 a.m., officers were dispatched to a burglary alarm in the 100 block of West Pomona. When officers arrived on scene, the fire department was already there. It appears the suspects used a vehicle to ram the rollup doors to the business, breaking a fire sprinkler, which began spewing out water. The fire department responded to this sprinkler activation. The burglary alarm then activated. The business owner responded to the scene and

determined the water had not caused much damage, but several electronic items were stolen by the suspects. The investigation is continuing.

At 3:52 p.m., a vehicle burglary was reported in the 200 block of West Cypress. The victim’s son called to report that someone had broken into his father’s truck. The crime occurred sometime overnight and miscellaneous tools were taken from a locked toolbox on the truck. The investigation is continuing. Aug. 28

At 6:59 p.m., a battery incident was reported at a business in the 600 block of West Huntington. A store employee at the business called to report a subject in the bathroom that was refusing to leave the business. When the subject was confronted by a store employee, he assaulted the employee and fled the location. Officers located the suspect and he was placed under citizen’s arrest for battery. The suspect was arrested and taken into custody.

SIERRA MADRE Aug. 24 Officers were dispatched to the station’s lobby regarding a fraud report at about 12:30 p.m. It appears that the victim made contact with an unknown subject who was interested in buying couches the victim had advertised on a phone app “LETGO” for $300. The subject instructed the victim to cash a fraudulent $1700 check. Once the check was cashed and the victim kept the sale amount, the remaining balance was wired to an unknown subject in the city of Vallejo. Because the check was returned unpaid, the victim is now responsible for the amount of the returned check. Case was referred to detectives. At approximately 1:04 p.m. SMPD officers responded to a report of a hit and run accident in the 100 block of East Montecito. The victim noticed front-end damage to his vehicle that was not there when he parked at the location. A neighbor placed a note on the victim’s windshield with information on the car that hit

his vehicle along with a photo of a white Chevy pick-up truck driven by a male Hispanic. Case remains pending. Aug. 26

At about 7:37 a.m. officers were dispatched to an auto theft investigation in the 600 block of West Sierra Madre Boulevard. The victim stated that her car was parked and locked the previous night at 7 p.m. The victim described the car as a 1998 red Honda CRV-SUV. A stolen vehicle alert sent out to surrounding police agencies. Case was forwarded to detectives. At 9 a.m. a SMPD officer was dispatched to the station lobby regarding a stolen vehicle report. The victim reported that he locked his vehicle at about 9:50 p.m. the night before in the rear car port in the 600 block of West Sierra Madre Boulevard. The victim described his vehicle as a 1997 tan Ford Explorer with scrapes and scratches in the rear passenger door and dents in the rear driver’s side quarter panel. A stolen vehicle alert was sent out to surrounding police agencies.

Aug. 26 At about 3:07 a.m., an officer conducted a traffic stop on a vehicle near the area of Fifth Avenue and California Street for an equipment violation and expired registration. An investigation revealed the driver, a 38-yearold female from La Puente, was driving with a suspended license and the passengers, 20 and 26-year-old males from Hacienda Heights, had several outstanding warrants for their arrests. They were also in possession of

burglary tools, a CO2 Airsoft Revolver, and stolen mail. All three suspects were arrested and transported to the Arcadia City Jail for booking.

Just before 12:34 p.m., an officer attempted to conduct a traffic stop on a vehicle near the area of Peck Road and Clark Street for reckless driving. The vehicle failed to yield and a pursuit was initiated. During the pursuit, the suspect failed to stop at a red light and caused a traffic collision. The suspect fled the scene of the accident on foot and was ultimately detained by officers. The 15-year-old male from El Monte was arrested and transported to the Arcadia City Jail for booking. Aug. 27

At about 1:12 a.m., an officer conducted a traffic stop on a vehicle near the area of Second Avenue and Wisteria Avenue for expired registration. An investigation revealed the driver was driving with a suspended license and he was in possession of marijuana and drug paraphernalia. The Russian Grand Ballet was founded by and incorporated graduates from the great Russian choreographic schools of Moscow, St. Petersburg, and Kiev. The principal dancers of the company came from the upper ranks of the great ballet companies and academies. “Swan Lake” comes to Los Angeles on Oct. 16 at the Wilshire Ebell Theatre. GROUND BREAKING FORECLOSURE RULING!

The California Supreme Court ruled on February 18, 2016 that a homeowner has the right to challenge his lender's authority to foreclose based upon void assignments of the loan to third parties. The high court expressly upheld an earlier California Appellate opinion called Glaski v Bank of America. This decision could set aside many foreclosures and/or obtain monetary damages, settle lawsuits with modifications and prevent foreclosures from happening in the first place. This decision will hopefully provide our firm with even more legal leverage to not only set aside many foreclosures and /or obtain money damages, but settle lawsuits with modifications and prevent foreclosures from happening in the first place. Letter to Editor: Condition of City Streets Dear Editor: It is a lot of money to spend on desert plants, plastic (irrigation lines),

rocks, and concrete for the entire city’s center medians. Especially because the city needs to spend money on safety issues and comply with the Americans With Disabilities Act (ADA). Any of the surrounding cities, like San Marino

or Sierra Madre are still not putting their money on the brown center medians. Our sidewalks have a lot of concrete buckled up. It is dangerous for elderly and disabled people. This happened on Second Avenue, Naomi Avenue, and a lot of other

streets. Especially, we have a group of vision-challenged people living near Live Oak Avenue - uneven streets can be very dangerous to them. Also, between Second to Las Tunas on Live Oak Avenue, we have six street crosswalks but four without ramps to go down from sidewalks into the streets. Money can be used to make city streets more acceptable and safe for the disabled and elderly. Some city bus stops on the sidewalk are without ramps for wheelchairs to reach the city’s fixed routes bus stops. One example is on London Avenue - a very busy traffic street. Individuals in wheelchairs have to wait for the fixed route bus on London Avenue, not on the sidewalk. At the June 7 city council meeting, I heard that the city spends $50,000 per year to make disabled accessible ramps and address sidewalk issues. With that amount of money, it would take more than a decade to make city sidewalks and ensure other accessibility issues comply with the 1990 ADA law. I understand that in the last city council meeting, the ugly brown center medians wording was used. I am wondering if city would spend 4 million dollars to offer ugly or aging Arcadia people cosmetic surgery, so the whole city can have all good looking people. I would be the first in line for it. - Jolly Wu ARCADIA

Reader Comments on ‘Hotel Calfornia’ (8/25/16 Issue)

Dear Editor: I enjoyed your article, but I would like you to enter a story for those who would like to contribute money to a save the city from the city council and developers of Pasadena. I’m willing to fight the city on that Kimpton hotel project and if we don’t, then the rest of the city is on sale. Our leadership is not doing the bidding for its citizens. All we see is more taxes and fees. More services we don’t need. Parking tickets rendered wherever you park if you’re two min-

utes late at the meter. Further areas you developed, was on page 14. Giving a breakdown of affordable housing on all these projects. I did see the same folks sleeping in the courthouse building. Nice and close to the police department, so they can keep them safe. Keep up your hard-hitting stories on city government not doing their job that we pay them to do. - Richard Luczyski PASADENA

Reader Says Sho Tay’s Leadership on Council Is ‘Pathetic’

Give me a break! Sho Tay’s leadership on the council has been pathetic. He brings nothing to the table, other than wanting more oversized homes. He’s held Chinese-only forums on Arcadia residential code update, which purposely excluded Caucasians. He’s always the first to mention race when it’s not the issue. Hopefully he gets thrown out in 2018 election. - Frederic Via Arcadia Weekly

Response to ‘Council Member Tay Aims to ... ’ (8/11/16 Issue)

We need them to understand more than our not wanting oversized homes. Sorry to say that many are just rude and feel entitled to have whatever they want because “they paid cash.” There are a number of “boarding” and short-term stay homes in our area and I am looking forward to learning how our council will get this under control. - Bertha Adcox Via Arcadia Weekly

A Noise Within Launches Initiatives for Next Five Years By May S. Ruiz

In 1991, when Geoff Elliott and Julia RodriguezElliott funded their first production of “Hamlet” using the last $3,000 they had in the bank, they were optimistic that they had a receptive audience in Los Angeles. Their youthful ambition and confidence proved to be well-founded as that first production was a huge success. And their classical repertory company, A Noise Within (ANW), was born. This year, ANW is celebrating its 25th year, a milestone that Elliott and Rodriguez-Elliott characterize as being beyond their wildest dreams. While they are experiencing a heady feeling from this achievement, they are also seriously ensuring what they began is carefully nourished. Rodriguez-Elliott says, “With our 2016-2017 season, we are launching three major initiatives. We are investing in education, our artists, and production. Education is a significant component of our mission and we have been endowing an outreach program for 23 years.” ANW’s Director of

Education Alicia Green reveals, “For the 2016-2017 season we have budgeted to provide 2,866 full ticket scholarships (a total of $103,176). We also allotted an assistance of 31 bus subsidies ($10,850) for schools with financial need.” Adds Green, “Prior to ANW’s move to Pasadena in 2011, the Classic Live! program was reaching approximately 10,000 students each year. Now we welcome 15,000 students annually. By 2020, we’ll have greatly increased our investment in this area, allowing us to reach more students with more sequential learning opportunities. “The education program has grown steadily through the years not merely in the number of students we serve but in how we do that; we have been focusing on depth versus breadth. We have pre-show engagement activities that relate directly to the themes of each production for the student matinees, free downloadable study guides, and post-show conversations with the actors that align to student curriculum and the common core. “In addition, we offer

in-class workshops, residencies, and school partnerships that allow students to engage more fully with the text and the play through character development, storytelling, technical ele-

ments, movement, directing, and text work. We work with teachers to create curriculum for these programs what is unique to each class or school,” Green expounds. On the artistic and production realms, RodriguezElliott says, “We are looking to increase actors’ compensation and our artistic ‘freedom fund.’ Any resident artist who would like to pursue a particular project can apply to this fund on an annual basis.” “On the production aspect, we would like to increase what we call the ‘tool kit.’ These are resources necessary to put on a show – costumes, props, sets. It’s one area that has been under-resourced for a long time. This initiative will properly allocate funds for production and expand or push the boundaries of what we can do on stage,” Rodriguez-Elliott explains. ANW’s ambitious goals will come to fruition through their efforts to raise $2 million in five years. Michael Bateman, managing director, proclaims, “So far we’ve received $700,000 and we expect to be over the $950,000 mark by the end of this year. Since the announcement of our fiveyear strategic plan in April, various donors and foundations have shown much curiosity about our progress and are inquiring about how they can help.” Elliott and RodriguezElliott can certainly be forgiven if they have been walking around with a goofy smile on their faces lately. As incredible as it seems, their dream of establishing a company that would put on classical theatre productions is more than a reality. It is also happily assured of a bright future for decades yet to come. OUR SAVIOR LUTHERAN CHURCH

Innis & Gunn Makes Its Mark on the US With a Beer Brewed With Truth Serum Company Sends Samples to Leading Presidential Candidates By Terry Miller

S

ometimes - every once in a while - an email really garners extra attention from this desk. We love metaphors: thus was the case when I opened an email from a Scottish company that purports to add truth serum to their new beers. I really thought they were kidding. They are not! Intrigued, I read further and found out they recently sent bottles to Hillary Clinton and Donald Trump, in the hope that their beers may bring back some honesty to the American political arena, which has been somewhat bad-tempered and full of untruths, to say the least. Just as Superman told us “Truth, Justice, and the American Way … ” This Gaelic Brewer insists that politics, if drunk properly (i.e. Smoke and Mirrors beer), will bring back honesty to a nation deeply wounded by partisan rhetoric and hatefilled speeches. Independent Scottish brewer Innis & Gunn is bringing its traditional Scottish straight-talking honesty to Americans with a bang; with the launch of the world’s first truth-telling beer. The limited edition beer, “Smoke & Mirrors,” will become more than just a metaphor for deception, as it’s brewed with a truth serum to ensure no lies will pass the drinker’s lips after the first sip. Smoke & Mirrors has been brewed on Innis & Gunn’s home soil in Scotland, using the brewer’s innovative Oakerator™ (their own invention used to oak-age beers, similar to a coffee percolator). This particular

During a phase in which the country’s interest in the political sphere is at an all-time high, Smoke & Mirrors could not have come at a more appropriate time. - Courtesy photo

brew includes Innis & Gunn Original and three natural ingredients, each which aid the truth-enhancing process: - Licorice root – aside from giving the brew a unique and interesting flavor profile, studies show that over a prolonged time, licorice helps keep mental skills sharp and improves cognitive functions. No excuses for a hazy memory. - Mullein – commonly used during the brewing process, mullein is also a natural relaxant that encourages open and honest behavior. - Vine essence – this ingredient is for people who know their own minds and are certain of their ability. It helps the drinker to inspire

or lead people, without force. During a phase in which the country’s interest in the political sphere is at an all-time high, Smoke & Mirrors could not have come at a more appropriate time. Coming from Scotland, a nation that has recently faced months of political uncertainty and mistruths, the brewer can relate to the American people during the run-up to the presidential election. As a result, it has sent bottles of the new brew to presidential candidates Hillary Clinton and Donald Trump, reminding them of the importance of truthful campaigning as they battle it out to become the country’s next leader. Dougal Gunn Sharp, founder and master brewer at Innis & Gunn, said: “Scotland is a straight-talking nation and we’re looking forward to bringing a little part of our Scottish candidness over to the States, along with our most innovative brew to date, Smoke & Mirrors.” Dougal continues: “At Innis & Gunn, we’re committed to pushing forward the boundaries of beer innovation; experimenting with new brewing methods and flavor profiles. Our latest beer has been brewed especially for the American people and demonstrates how beer can be so much more than just a drink. Through Smoke & Mirrors, we have the power to open up a more real, more honest world.” P.S.: The brewery is also extending a few samples to the editorial team here at Beacon Media, so you can expect many more honest to good stories in the coming weeks.

Pokelicious By Gus Herrera

P

okelicious is Temple City’s newest destination for fresh, exotic custom Poke creations. Don’t worry, there are no Pokemon being harmed – Poke is a Hawaiian dish, a fish salad consisting of marinated sliced/cubed raw fish, topped with a variety of garnishes. Owners Ruby Sare and Luke Bang, who both hold separate full-time jobs (Sare is a high school English teacher and Bang works as a welding inspector) cofounded the business with a passionate entrepreneurial desire, “We’re just living the American dream … I basically want to create a better life to provide for my daughter,” says Sare. Both have visited Hawaii several times in the past and the common denominator from all of their ventures to the islands was an obsession with Poke, “both of us were crazy about Poke. But over there Poke is completely different. By the time it came to California it’s so ‘fusion’ that it kind of took away the essence of Poke.” So, after a few years of meticulous planning, Pokelicious held its soft opening on July 1, 2016,

with an emphasis on upholding the traditional tenets of Hawaiian Poke, while at the same time experimenting with new, dynamic fusion flavors and combinations. The best thing about Poke is that it is a very versatile meal and it is also a healthier alternative to many of the more traditional fast food options, “It can be eaten at any time of the day and the best thing about it is that when you eat it, you don’t feel so guilty after eating it – you don’t have that bloated feeling, you don’t feel disgusted with yourself because you just ate a crazy meal … it is a healthier option,” reveals Sare. As a food item whose success relies heavily upon the freshness of its ingredients, the most significant of which is raw, Poke requires the utmost care and attention. Sare and Bang take the utmost pride in training their staff, most of whom possess state food-handler certifications. The ingredients at Pokelicious are indeed so fresh, that there is no cooking going on inside the kitchen, only preparation. All food is delivered fresh throughout the week and proteins arrive as often as every two days.

All that is left is for famished customers to dream up their very own creations and the folks at Pokelicious will do what they do best: deliver tailor-made orders at an affordable price and efficient speed.

Say Cheese! How What You Eat Affects Your Smile Face it: We live in a selfie-centric society that, combined with our healthdriven lifestyles, makes a smile more important today than it has been in the past. And while your smile speaks volumes to the world around you, it should also mean a lot to you since it can boost your self-esteem and confidence. That’s why it’s so important to look at what you eat and learn how it can help or harm your teeth. - The stainers: for many of us, a cup of coffee is essential to starting the day off right. For your teeth, it sets the stage for stains. And for those who like to have a glass of red wine at night, you’re also ending your day with a noted tooth-stainer. Other culprits can include: tea, sports drinks, curry, berries, tomato sauce, and candies. - The eroders: Your enamel is not only vulnerable to obvious acids like citrus fruits, vinegar and white wine, but sugar can have an acidic effect on your enamel as well. Plaque bacteria use sugar to produce acid, which then eats away at tooth enamel. This means the sodas, juices, sports drinks, and candies - basically anything with sugar in it - can be eroding your enamel. - The breakers: it goes without saying that biting into something very hard can damage your teeth. Similarly, something extremely chewy can pull on teeth and cause damage or loosen a crown. The foods to be wary of include: hard candies, chewy candies, ice, popcorn seeds,

and corn on the cob. - The driers: that horrible “cotton-mouth” feeling after you’ve had a couple of drinks is actually bad for your teeth. When saliva flow is reduced, you stand a greater risk of tooth decay, oral infections, and possibly gum disease. Triggers that can cause dry mouth include: alcohol, coffee, tea, caffeinated beverages, and any salty foods. Don’t despair! There are plenty of food options that actually promote tooth strength, whiteness and freshness. Feel free to indulge in fiber-rich fruits and vegetables that stimulate salivation. How to Avoid Neck and Back Pain From Backpacks If you’re like most parents, you remember sending your kindergartener off to school with a backpack bigger than they were. While your child may be able to shoulder it, students are now weighed down more than ever by these cumbersome packs. Which is why, say experts, more kids than ever before are complaining about back and neck pain. With school starting up again, a likely reason for the complaints is the heavy load they’re carrying (and we’re not talking about classes), with everything from textbooks, to laptops, to musical

said Sherry McAllister, DC, executive vice president of the non-profit Foundation for Chiropractic Progress, adding that students who are already prone to slouching may experience further pain from sitting at a desk for prolonged periods. Here are some tips for parents: - Limit packs to no more than 10 percent of a kid’s weight. - Packs with padded straps and multiple compartments help distribute weight. - Wear straps evenly on both shoulders and not on just one shoulder.

Some estimates show that as many as 75 percent speak Spanish at home, creating educational issues. Classes of K through 12 in the state are composed of 51 percent Hispanics. Language barriers can have a significant impact to the educational system, especially in areas such as LA. The California Hispanic population as a whole is young and poor. The average age is only 27 with a median income of $20,000. The percentage of Hispanics in the state living in poverty (17 and younger) is 31 percent. The most surprising statistic is, despite the numbers listed above, 48 percent of Hispanics do own their home. The impact of Hispanic culture, especially the Mexican influence, cannot be overlooked in California. The state’s Hispanic population is estimated at 14.358

million, which is 38 percent of the state total. In LA, the total increases to 48 percent. Nationally, LA County accounts for 9 percent of the US Hispanic population. Los Angeles and Orange County have numerous cities with a Hispanic population greater than 30 percent. The Wikipedia breakdown can be seen at: https://en.wikipedia.org/ wiki/List_of_California_ communities_with_Hispanic_majority_populations_in_ the_2010_census. Hispanics now outnumber the white population in California, with 14.99 million Hispanics and 14.92 million whites. Understanding the Hispanic culture is, in part, understanding California.

TCUSD Assesment Scores Continue Strong The Temple City Unified School District (TCUSD) released results last week for three major academic assessment exams including the ACT, AP, and CAASPP. District exam scores remain strong and steady as participation rates continue to climb. Pending the release of SAT scores, the district shared results of its ACT exam. TCUSD students continue to outperform state averages among all categories. The exam has become increasingly popular with district students over the past five years, a signal that students are better preparing themselves for the college admissions process. AP courses are a prominent facet of the academic curriculum at Temple City High School. Results for Advanced Placement (AP) exams had a strong showing with more than 84 percent of AP students receiving a passing score or higher. One course receiving special attention is AP computer science, which had a 72 percent pass rate in only its first year. District officials attribute the success to the high-achieving learning environment fostered from kindergarten to 12th grade.

Although satisfied with the results of these exams, district officials are reluctant to employ a singular exam to measure student success; particularly when considering results of the California Assessment of Student Performance and Progress (CAASPP). Still in its infancy, score trends for the exam won’t be established until the third year. Nevertheless,

TCUSD students met the standard for all grade levels in English language arts/literacy and mathematics, and exceeded the state’s 95 percent participation requirement. TCUSD officials emphasize that the CAASP is only one measure in a larger scope - stating also that the exam is indicative of the accrual of knowledge and

successful habits; both functions of college and career readiness. The CAASPP is expected to raise more questions than provide answers, but the district remains optimistic that the results will lead to more honest and collaborative conversations. TCUSD owes much of the success in student performance to the outstanding support it receives from

The City of Duarte will now be offering residents two convenient options to purchase temporary parking permits: a 24-hour-aday city hall kiosk location and a “way to park” phone app. The kiosk is located in front of city hall, allowing 24-hour, walk-up access for residents. The “way to park” phone app, on the other hand, allows residents to access a permit from virtually anywhere a smartphone can access the web (iOS and Android accessible). The resident or customer will pay for the permit and enter their license plate. Users will not be issued a physical permit as their license plate information will be stored in the system database for use by parking enforcement. In conjunction with the launching of these two features in the fall, the city website will also feature a page explaining both op-

Once training is complete, the pair will go into patrol and work three nearly 13-hour shifts and be on-call for emergency situations each week. “Because he is so young, we can probably get 10 years out of him if he’s healthy before he retires,” Girgle said. “Unlike some German Shepherds, Malinois are less prone to develop hip dysplasia.”

Rico currently lives with Officer Girgle. The pair will serve the El Monte community but will also be available for emergency calls that come from outside the city. “We are lucky to have Rico on our team,” said El Monte Police Chief David Reynoso. “Police service dogs play a critical role in serving and protecting our communities and I have full confidence in the work that Officer Girgle and Rico will do as a pair.”

Emphasizing the Positives at DUSD With PBIS Behavior, like math or science, is learned. That’s one of the messages of the Positive Behavior Intervention and Support (PBIS) system which is becoming established in the Duarte Unified School District (DUSD). It was embodied in the receipt of PBIS Bronze awards for Northview Inter-

mediate and Royal Oaks Elementary this year after they began using PBIS last year. The system is being implemented at Beardslee and Maxwell Elementary Schools this year. Two other elementary schools, plus Duarte High and Mount Olive Technology, are beginning the training this

year so that the district will be 100 percent PBIS next year. “It’s a pro-active system of teaching and reinforcing positive behavior,” explained Heidi Quirk, counselor at Northview and PBIS coordinator on the campus. “A school establishes its behavior expectations for all ar-

eas on campus, not just classrooms but cafeterias, offices, libraries, playgrounds, and share them with everyone on campus.” While PBIS itself is an acronym in the acronym-happy world of education, it also encourages each campus to adopt its own. Northview’s

PBIS team adopted S-O-A-R, which relates to the behavior the school’s Cardinals are expected to embody: - Support each other. - Own your actions. - Act respectfully. - Reach for excellence. “Those are the four core behavioral expectations we have, but we strive to soar above and beyond,’’ she explained. Michael Chavez, director of educational services, said the idea to adopt PBIS came when he was principal at Northview and saw some difficult disciplinary statistics. “We needed a way to show the students our clear expectations and one that helps hold them accountable,’’ said Chavez. “It’s not only shaping the kids, but also modifying adult behavior.’’ Mark Newell, new principal at Northview, previously implemented PBIS at Hawthorne High School, where he was principal for eight years. “PBIS establishes the day-to-day climate on campus which allows us to teach in a positive culture,’’ said Newell. “It’s a naturally positive environment that allows you to set the academic and social goals for your children.’’ Like Northview, Royal Oaks received the Bronze certificate for implementing PBIS with fidelity last year. Principal Janice Kolodinski talked about the positives of the program. “One of our guidelines

is to have five positive to one instructive or correctional interactions,” she explained. “I can stand up in front of a line of students and say, ‘stop pushing,’ or I can single out two or three students and say, ‘thank you for lining up properly.’ That allows us to establish a behavior without constant correction.’’ PBIS is based on a system of rewards for those exhibiting proper behavior. The rewards go to the students on each campus, but the behaviors are modified at all levels. “It’s really about changing adult behavior to effect positively student behavior,’’ said Kolodinski. “You can’t expect the students to have the behavior unless the adults are implementing it with fidelity.’’

Arcadia Unified Test Scores Among Highest in Southern California students are receiving the highest quality and most well-rounded education possible.” Percentage of students who met or exceeded state standards 2016: - California average: English 49 percent, math 37 percent. - Arcadia Unified: English 77 percent, math 77 percent (2 percent increase from 2015). The CAASPP, first introduced in 2014-2015, includes a number of different assessments, but the most widely administered are the Smarter Balanced Summative Assessments in math and English. These measure depth of understanding, writing, research, and problem-solving skills. The online tests, based on California’s challenging academic standards, ask stu-

Arcadia Unified (AUSD) students continue to score among the highest in Southern California and far exceeded the state average, according to new statewide test results released by the California Department of Education on Aug. 24. Arcadia scored 40 percent higher than the state average for math and 26 percent higher in English language arts/literacy (ELA). The results for the rigorous California Assessment of Student Performance and Progress (CAASPP) showed that the statewide average for students meeting or exceeding the math standard was 37 percent. Arcadia Unified students met or exceeded the math standard at a rate of 77 percent. The statewide average for ELA was higher at 49 percent, and once again Arcadia Unified students far surpassed the average at 77 percent. Arcadia Unified students also showed improvement in math, scoring 2 percent higher than last year’s baseline test, while remaining steady at 77 percent in ELA. “We are very pleased with the scores and greatly appreciate the impressive work by our students, teachers, and we can’t forget our parents, as we have all taken on the new California Standards curriculum and these new standardized tests the past few years,” said AUSD Superintendent Dr. David Vannasdall. “These results are just one of many indicators that we will use to help ensure our

Last year’s scores of the new test were used as a baseline, with this year providing the first comparable data set. However, the California Department of Education has stressed that multiple years of data will be needed to get a more accurate assessment of gains and improvement. Aachoo By Dorothy Denne

I

wish I had invented tissues and had a life-time patent on them. I'd be making myself rich even if no one else bought any. Does allergy season ever end? I know I shouldn't be moaning and complaining, but I'm sweating and my eyes are watering and my nose is running. That reminds of a kidstype joke: question - what do your nose and feet have in common? Answer - they both run and they both smell. Also brings to mind something my friend told

me the other day. She received a birthday card that said on the front, "Remember when we were kids and used to laugh at old people?" Inside it said, "What was so funny?" I'm not sure what we were laughing at then but I can tell you, my dears, as we get older we darn well better keep laughing or we are in deep trouble. I saw a segment on TV recently about laugh support groups that have formed. I understand they started in Tokyo. People get together for an hour and, led by an instructor, just laugh. They say it relieves stress and they will live longer.

Well, OK, I can buy into laughter being the ultimate stress breaker. I prefer to laugh at myself and things that happen around me. Getting together with hundreds of other people to stand for an hour just laughing and under instruction yet? Maybe. I guess those for whom it works should go for it. Personally, I think I would find standing for an hour doing anything to be stressful in itself. My feet, like my nose, don't work as well as they used to. I think my feet run less and smell more, while my nose smells less and runs more. Ah well. Aachoo.

Proposition 57 Could Allow Immediate Parole for 7,000 Inmates Compiled by Staff Reporters The California Parole for Non-Violent Criminals and Juvenile Court Trial Requirements Initiative, also known as Proposition 57, will be on the Nov. 8 ballot in California as a combined initiated constitutional amendment and state statute. A "yes" vote supports increasing parole and good behavior opportunities for felons convicted of nonviolent crimes and allowing judges, not prosecutors, to decide whether to try certain juveniles as adults in court. A "no" vote opposes increasing parole and good behavior opportunities for felons convicted of nonviolent crimes and favors keeping the current system of having prosecutors decide whether to try certain juveniles as adults in court. According to www.BallotPedia.com, after the initial version of Proposition 57 was amended by petitioners, the California District Attorneys Association filed a lawsuit arguing that the amendments substantially changed the initiative and that proponents should have to start over, filing a new initiative petition application. The judge ruled in favor of the district attorneys, forcing proponents to re-file the initiative in order to continue the campaign, which would likely delay the initiative until an election in 2018. Proponents appealed the ruling and the California Supreme Court temporar-

ily overturned the original decision and authorized petitioners to move forward with the signature gathering process. The state supreme court retained the option to invalidate the initiative at a later date if it determined the amendments were improper. This option was not adopted, as the state supreme court issued a ruling in favor of initiative proponents on June 6, 2016, allowing them to move forward with the measure and qualify it for the ballot. Proposition 57 would increase parole chances for felons convicted of non-violent crimes and give them more opportunities to earn credits for good behavior. It would also allow judges, not prosecutors, to decide whether to try certain juveniles as adults in court. Those convicted of nonviolent felony crimes who have served their basic sentences and passed screening for public security would be eligible for parole. That would make about 7,000 inmates immediately eligible, according to The Associated Press. Prison numbers dropped after California voters approved Proposition 47 in 2014, which reduced nonviolent, non-serious crimes to misdemeanors and gave more inmates a higher chance for parole consideration. But Proposition 57 is partly another response to the 2009 federal order mandating that California reduces its prison population numbers. Additionally, Proposition 57 would allow inmates

to earn credits for good behavior and educational or rehabilitative achievements. "Its essence is to provide an incentive," said Governor Jerry Brown (D), who is spearheading the campaign. As of the beginning of 2016, there were about 25,000 nonviolent state felons that could seek early release and parole under Proposition 57. Instead of prosecutors, judges would decide whether to try juveniles as young as 14 years old in adult court. Prosecutors were given the right to directly file charges against juvenile offenders in adult court when voters approved Proposition 21, Treatment of Juvenile Offenders in 2000. Prop 57 summary: - Allows parole consideration for persons convicted of nonviolent felonies, upon completion of prison term for their primary offense as defined. - Authorizes Department of Corrections and Rehabilitation to award sentence credits for rehabilitation, good behavior, or educational achievements. - Requires Department of Corrections and Rehabilitation to adopt regulations to implement new parole and sentence credit provisions and certify they enhance public safety. - Provides juvenile court judges shall make determination, upon prosecutor motion, whether juveniles age 14 and older should be prosecuted and sentenced as adults for specified offenses.

Man Sentenced to 95 Years for Kidnapping Elderly Woman

A 53-year-old man was recently sentenced to 95 years to life in state prison for kidnapping and robbing a 79-year-old woman, and burglarizing the home of another elderly woman, the Los Angeles County District Attorney’s Office announced. On May 4, a jury found Alonzo Bernard Johnson guilty of three felony counts in case GA087078: first degree residential robbery, kidnapping to commit robbery, and first-degree burglary, person present. Jurors also found true a special allegation that the defendant personally used a deadly and dangerous weapon, a knife, during the commission of the crime. Additionally, jurors found true that Johnson inflicted great bodily injury on an elderly

victim. Deputy District Attorney Presciliano Duran, who prosecuted the case, said on Aug. 6, 2012, Johnson entered a South Pasadena home and accosted the 79-year-old homeowner in her kitchen where he broke her nose. Johnson demanded money from the victim in her kitchen and then pulled her to the bedroom while using a knife, where he forced her to lay face down on her bed and attempted to tie her up with an electrical cord. The defendant repeatedly demanded that the victim give him jewelry as he continuously punched her in the head and face while threatening to kill her. The victim suffered a brain bleed and ruptured ear drum from the assault. As the

homeowner struggled with Johnson on her bed, her two grandchildren, ages 8 and 12, entered the house and she told them to get help. At that point, Johnson grabbed the jewelry and fled the home, the prosecutor said. Soon after the incident, Johnson was located and arrested in connection with the kidnapping and robbery. During the investigation, authorities linked Johnson through fingerprints and DNA to a Pasadena home burglary on June 22, 2012. In that incident, another 79-year-old woman walked into her bedroom and found the defendant stealing her jewelry before he fled her home. The case was investigated by the South Pasadena Police Department.

If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. Poly Runs Over Temple City in 42-14 Victory By Christian Romo School doesn’t start for Poly students until next week, but this proved to be no challenge for the Panther football team. Undermanned and on the road, the Panthers cruised to a season-opening victory Friday night in Temple City. Behind two touchdown passes from senior quarterback John Genske, the Pasadena Polytechnic Panthers (1-0) defeated the Temple City Rams (0-1) 42-14 in a non-conference matchup. The Panthers jumped out to a 21-0 lead by the end of the first quarter and cruised the rest of the way for an easy victory. The Panthers began the game with a 57-yard TD on a screen pass from Genske to junior tailback Christian Henderson with just two-and-ahalf minutes elapsed in the first quarter. They responded with a pooch kick on the ensuing kickoff, recovering a fumble by Temple City junior Keefe Irsjad and beginning their second drive in Rams territory. The Panthers utilized a squib kick on their next two kickoff attempts and the Rams added an onside kick attempt of their own in the fourth quarter, but none were recovered successfully. Temple City couldn’t advance on its opening drive in the middle of the first quarter, with junior quarterback Isaiah Isaac struggling to manage play calling and clock management. The Rams accumulated two penalties in their opening series and the drive ended with a punt deep from their own end zone that netted zero yards. The Panthers punched in a touchdown a few plays later. Down 28-0, the Rams opened the second half with a methodical 54-yard drive, scoring on a 14-yard touchdown run from junior utility man Justin Bowman. But the

Panthers responded immediately with a score of their own, a 40-yard run from senior running back Brady Carter. It was Carter’s second touchdown of the game, the first coming off a slant route from Genske for a 36-yard score in the first quarter. Late in the second quarter with the Rams down by three touchdowns, Rams Coach Marc Shettleroe decided to go for it on fourthand-short, deep in Panther territory. It was the one risk the Rams would take all game and it bit them as a fumble recovered by the Panthers lead to a 78-yard touchdown. It was the highlight of the game for the Panther’s defense, which managed Temple City’s ground game and shut down the Ram’s air attack the entire game. Despite dressing fewer than 30 players, Poly utilized many ball carriers and even gave snaps to junior backup quarterback Matt Loomis, who completed an impressive 57-yard pass at the end of the third quarter. The Panthers

utilized pre-snap motion and misdirection to confuse the Ram’s run defense, leading to three touchdowns on the ground in a controlled and effective rushing attack. The Rams gave their home crowd a reason to celebrate late in the fourth quarter, however, adding a rushing touchdown from sophomore running back Sam Jackimowicz to finish the game. The loss didn’t dampen the mood of the Ram’s home opener as the fans celebrated with Temple City’s flag guard and marching band, who interspersed chants with songs and impromptu dance performances (and a rousing rally from the marching band’s trombone section). The football team may not play as it once did, but the band still played, and the fans still cheered as if it were 1976 all over again. Poly will host Brentwood in their home opener next Saturday at 12:30 p.m. Temple City will host non-conference San Gabriel Valley opponent Arroyo next Friday at 7 p.m.

Mayfield Trumps South Pasadena 3-1 in Non-Conference Opener hasn’t quite yet emerged, but considering how comfortably they handled the Tigers, the Cubs might not need one. Despite the loss, the

By Christian Romo It wasn’t an ordinary non-conference opener for the Mayfield Cubs, but by the end they found a familiar result. Facing former friends and foes from local club volleyball, the Cubs (1-0) defeated the South Pasadena Tigers (0-2) three sets to one (25-18, 25-23, 23-25, 25-16) Tuesday afternoon in South Pasadena. It was the second straight match the Tigers lost to a local non-conference opponent and similar to how Westridge won last Friday, Mayfield used their connections to craft a winning strategy. “I knew they were excited,” said Mayfield Coach Stephen Bernabe about his players facing girls they played with growing up. “When the game was going, you could see that the girls were like, ‘okay, on this one we’re gonna go here.’ It was great because you got to see both sides battle it out.” The Cubs comfortably handled the Tigers in the first and last sets, despite their lack of a goto outside hitter. That inexperience showed in the third set when the Cubs lost an 8-5 lead to a Tigers team that was swept in their opening match. But instead of calling it a weakness, Bernabe sees the variety of players getting kills as an advantage to their team. “They’re very young … and as the team plays throughout

Tigers are still optimistic about their season. Junior Madison Saito (#3) was once again a force on her kills, and senior Molly Feldmeth (#6)

sparked a string of rallies in the second and third sets with her consistent serves and spikes. Unforced errors and communication

the year, it’s going to be our strength, because now everyone’s going to be play-ready for that last kill.” The Tigers improved this week, but winning a set against a tough opponent wasn’t much consolation to Tigers Coach Shari Iwatani. “They were difficult … [Mayfield] serves a very aggressive game,” she said, adding that the Tigers have only practiced together a couple of times so far this season. Tigers libero Madison Hirano (#13)

was also disappointed by the loss, saying: “It’s not easy losing, especially like that to a team I know we could beat.” The Cubs got a great performance from junior Oliva Smith (#1), who had a few key blocks and dominated the net with some big kills. Sophomore Ellie Watkins (#3) impressed with aggressive serves early in each set and the Cubs also benefitted from strong outside play from first-year Hailey Eaves (#5) and junior Annie Evans (#6).
