El Monte to Unveil New Transit Buses
The City of San Gabriel recently launched an official account on WeChat, the popular Chinese social communications app, in an ongoing effort to connect with and engage Chinese-speaking residents. Follow the city using WeChat ID: SanGabrielCity. More than half of the San Gabriel population identifies as Asian, according to US Census data, and the majority of those residents speak Chinese. For some, language is a barrier to connecting with the city government. With one of the only WeChat government accounts in the US, SEE PAGE 12

BY TERRY MILLER It happens every summer, the increased use of air conditioning and fans put a strain on the power grid. This year is no exception and, in fact, is more serious than in previous years, with a major gas facility shutdown. Due to the recent clo-
sure of the Aliso Canyon Natural Gas Facility, Temple City could be among those cities affected by rotating power outages during the summer heatwave(s). Aliso Canyon provided more than 50 percent of Southern California Edison’s gas supply, which is primarily used to fuel power plants
during peak periods of high electricity demand, like the months of July and August. With the facility now on restricted operations, the risk to electric reliability has increased. In the event of overloaded electrical systems and, as a last resort, Southern California Edison may soon institute controlled

DUI Enforcement Operation On Friday Officers from the Pasadena Police Department’s DUI Enforcement Team will be deploying this weekend to stop and arrest alcohol and drug-impaired drivers in the department’s ongoing traffic safety campaign. DUI Saturation Patrols will deploy Friday between
the hours of 6 p.m. and 2 a.m., in areas with high frequencies of DUI collisions and/or arrests. Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested
positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Additionally, everyone should be mindful that if you are taking medication,
whether prescription or over-the-counter, drinking even small amounts of alcohol can greatly intensify the impairment affects. Law enforcement emphasizes that there are many options in preventing driving under the influence and all it takes is

But whatever you do, do not drink and drive. In addition to these options, the California Office of Traffic Safety has created a free mobile application called Designated Driver
VIP (DDVIP). This app offers the user the ability to connect with local establishments that provide incentives for designated drivers. Funding for this DUI operation is provided to Pasadena Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
Monrovia Police Announce Pink Patch Program
Last week, Police Chief Jim Hunt announced a Pink Patch Program for Monrovia Police. As a part of National Breast Cancer Awareness Month in October, members of the department will be wearing pink enhanced patches on their uniforms. In so doing, they join NFL teams, players in Major League Baseball, and the survivors of breast cancer and others in supporting and working to bring greater awareness to the issue. According the Hunt, the department will be rolling out the program at its National Night Out celebration on Aug. 2 in Library Park at the Rotary Bandshell starting at 6:30 p.m.
While serving free burgers and hot dogs, along with sodas, members of the department will be selling the patches to the general public. Proceeds of the sales of the patches will go to the City of Hope to aid breast cancer research. Soon the department will also be selling Pink Breast Cancer Awareness Challenge Coins and Pins in addition to the patches. The proceeds from the sale of these will also be directed to the City of Hope. Members of the community are invited to come out for National Night Out, not only to support the local police, but also to join them in supporting cancer research.
Former La Salle Coach Dies in Fullerton Car Crash A solo-vehicle crash was reported around 7:15 a.m. on Friday morning, July 15, near the intersection of Hughes Drive and Gilbert Street, according to a news release from the Fullerton Police Department. The driver, former La Salle Volleyball Coach Bernard Luna, who was trapped in the car, had to be extricated by personnel from the Fullerton Fire Department, the release stated. He was rushed to UCI Medical Center, where he was pronounced dead. A female passenger sustained moderate injuries, according to police. Her condition was not immediately known. La Salle recently issued the following statement: “It is with a heavy heart that we report the death of one of our former volleyball coaches, Bernard Luna, who

Graffiti Tagger Defaces Vietnam Veterans Memorial Wall in Venice
By Terry Miller Angel Castro, 24, male, Hispanic, was taken into custody on Wednesday afternoon, July 13. He was wanted by LASD Transit Policing Division detectives in connection with the defacement of a Vietnam Veterans Memorial Wall in Venice, just before Memorial Day this year. The wall is located at the rear of the Metropolitan Transportation Authority Division 6. Castro, who uses the moniker “LITER” (pronounced “light-er”) was one of the four monikers identified earlier this month by the lead detective on the case, Michael Thibodeaux. Detective Thibodeaux secured a warrant for Castro’s arrest. Castro was taken into custody without incident in the Exposition
Park area of Los Angeles by members of the Sheriff’s Department’s Transit Policing Division Crime Impact Team. During the initial interview with Detective Thibodeaux, suspect Castro admitted to his role in the vandalism of the Veterans Memorial Wall. Castro was booked at the LASD Century Regional Detention Facility for violation of 594(b)(1) PC - Felony Vandalism. His bail is currently set at $95,000. He is scheduled to be arraigned later this week and could face additional charges as the investigation is still ongoing. LASD Transit Policing Division detectives continue to seek additional information regarding additional suspects, with monikers “PHEB,” “NONER,”

A federal judge rejected former Los Angeles County Sheriff Lee Baca’s plea agreement with prosecutors on Monday. US District Judge Percy Anderson ordered the embattled former Sheriff LeRoy Baca and his attorneys to return to court on Aug. 1. The rejected plea agreement had called for up to six months in prison, although Baca could have faced a maximum sentence of up to five years imprisonment. Under the terms of that deal, Baca, 74, would have received a sentence of no
more than six months in federal prison. If Anderson had accepted the plea deal at Monday’s hearing, he would have determined the sentence. Anderson said the deal “would trivialize the seriousness of the offenses … the need for a just punishment, the need to deter others,” the Los Angeles Times reported. Baca admitted he lied to investigators in an April 2013 interview, while he was sheriff, when he said he did not know that Sheriff’s Department officials planned to approach an FBI special agent, who was investigating abuses in county jails.

SIERRA MADRE July 14 Officers responded at 9:40 a.m. to the SMPD lobby for a theft report. The victim of the theft stated that an Athens Recycling container with personal information that was in front of his house in the 300 block of Sycamore Place at 9:30 a.m. and was gone at 2:30 p.m. that afternoon. Victim called Athens and asked if they had taken the container away, they replied they had not. It appears that unknown suspect(s) removed victim’s container from the street. It is unknown how the container was removed. Case was forwarded to detectives. At 12:15 p.m. officers were dispatched to a call of an unknown female prowling in the backyard of a residence in the 300 block of West Grandview. Arriving officers saw a female matching the description of the caller and detained the female. After a positive identification from the reporting party, suspect was arrested for prowling and transported to Pasadena Jail for booking. July 15
Detectives following up on a call from the previous day inquired about a suspicious vehicle parked in the 300 block of South Lima. DMV inquiry showed the vehicle was stolen from Pasadena. After review of the Pasadena Police report, suspect description matched female arrested the previous day on a prowling charge in the same area. Investigation is ongoing. July 17
At approximately 10:36 a.m., officers were dispatched to a call of missing children
in the 100 block of Mariposa Avenue. As officers arrived, a neighbor discovered the children in a locked car in the rear parking lot. The officers observed the children in the locked vehicle and asked the mother to unlock it for them. The children were transported to an area hospital for evaluation. Case is pending.

July 12 At 10:46 p.m., officers responded to the report of a disturbing subject in the 500 Block of W. Duarte. The caller reported the subject was yelling into an apartment window and banging on the front door. The caller knew the suspect as a methamphetamine user with a violent temper that is known to carry guns. The caller described the type of vehicle the suspect drives. Officers located the vehicle in a parking lot north of the location with paper plates. However, the paper plates were covering stolen license plates. The suspect will be charged with the appropriate violations. Further investigation revealed that the vehicle belonged to the suspect. At 3:10 a.m., a resident in the 900 block of S. Canyon called to report two suspects breaking into the resident’s mail box. The suspects removed the mail and fled prior to police arrival. The suspects were two male Hispanics with hooded sweatshirts driving a Honda Accord with tinted windows. The investigation is continuing. July 13
At 12:53 a.m., officers responded to a business in the 100 block of W. Duarte on the report of a burglary. Officers discovered the window on the
north door of the business was smashed. The owner of the business was called and advised. The investigation is continuing.
At 12:55 a.m., officers were dispatched to the 300 block of W. Duarte regarding a family dispute. The male left the location prior to police arrival. The victim told officers she was arguing with her husband over how to discipline their children when the husband abruptly punched her in the mouth, splitting her lip. The victim told officers this was the first time the husband hit her. Charges will be sought with the District Attorney. July 14
At 10:15 a.m., an officer was dispatched to the 100 block of West Pomona on the report of a vehicle burglary. The victim left his vehicle unlocked in the parking lot of a business. When the victim returned to his vehicle he noticed his tools and keys had been stolen from inside the vehicle. The investigation is continuing. At 1:25 p.m., a resident in the 200 block of North May called police to report a theft. The victim was doing work on a house and left his work van parked in front of the house with the back doors open. The victim heard a noise, looked out to his van, and saw a subject fleeing with one of the victim’s tool bags. The suspect fled in a grey sedan. The investigation is continuing. At 4:05 p.m., officers responded to the 100 block of West Pomona regarding the report of a mail theft. The caller witnessed a subject stealing mail. Officers searched the area and located the suspect sitting on the bench in front
of the Metro Station. Further investigation revealed the suspect was in possession of stolen mail, a controlled substance, and smoking paraphernalia. The suspect was arrested and booked for the above listed charges. July 15
At 1:57 a.m., officers were dispatched to the1000 block of East Lemon to the report of a home invasion robbery that just occurred. The victim reported that armed male subjects with handguns kicked a rear glass sliding door and forced the residents to lay on the floor with their faces to the ground. The suspects ordered the male victim to open the gun safe then took possession of several weapons. The suspects were in and out of the residence quickly and did not physically harm anyone. Officers did an area check but were unable to locate the suspects. The investigation is continuing.

July 13 Just after 7:07 p.m., an officer responded to Macy’s, 400 S. Baldwin Ave., regarding a robbery. An investigation revealed loss prevention officers witnessed the suspect select several items and place them into a plastic shopping bag then exit the store. When loss prevention officers attempted to detain the suspect, she threatened one and punched the other in his chest before fleeing the scene in a vehicle. Arcadia Police Officers with assistance from the Pasadena Air Bureau, located the suspect and her vehicle at her residence. The 38-year-old female from Monrovia was arrested and transported to the Arcadia City Jail for booking.
July 14 At about 7:07 a.m., an officer contacted subjects sleeping in a car at Par 3 Golf Course, 620 E. Live Oak Ave. An investigation revealed the male subject was listed as a restrained person in an active restraining order and the female subject was the listed protected person. The 32-year-old male from El Monte was arrested and transported to the Arcadia City Jail for booking.
At approximately 7:47 p.m., an officer responded to Hai Di Lao Hot Pot, 400 S. Baldwin Ave., regarding a fraud report. An investigation revealed the suspect had been swiping customers’ credit cards through a portable card reading device. The 27-year-old female from San Gabriel was arrested and transported to the Arcadia City Jail for booking. July 15
At approximately 1:54 p.m., an officer conducted a traffic stop on a vehicle in the area of Stanford Drive and Baldwin Avenue for having expired registration. An investigation revealed the driver was driving with a loaded firearm under the driver’s seat. The 33-yearold female from Arcadia was arrested and transported to the Arcadia City Jail for booking. Her boyfriend responded to the Arcadia Police Station to claim the firearm. He was found to have an outstanding warrant for his arrest. The 30-year-old male from San Bernardino was also arrested and transported to the Arcadia City Jail for booking. At about 7:35 p.m., an officer was dispatched to BJ’s, 400 E. Huntington Drive, regarding the report of a battery. An investigation re-

vealed the suspect became upset at a bartender who refused to serve him more alcohol. The suspect threw his beer at her face. The suspect also slapped a nearby customer before fleeing the scene. With assistance from the Pasadena Air Bureau and Monrovia Police Department, the suspect was apprehended. The suspect also spat on an officer during transport. The 25-year-old male from Los Angeles was arrested and transported to the Arcadia City Jail for booking. July 16
At about 4:03 p.m., an officer responded to the parking lot of CVS, 188 W. Las Tunas Drive, regarding a welfare check on a child. An investigation revealed the suspect struck the victim child with a three foot long umbrella stick. The 43-yearold male from Arcadia was arrested and transported to the Arcadia City Jail for booking. At approximately 8:22 p.m., an officer responded to the 000 block of East Las Flores Avenue, regarding the report of a burglary. An investigation revealed the suspect gained entry into the residence through a kitchen window. The victim heard the house alarm and exited her bedroom. After seeing the suspect standing in the hallway, the victim ran outside. The suspect also ran out of the residence, entered a vehicle that was parked in the driveway and fled the scene westbound on Las Flores Avenue. The investigation is ongoing. The suspect is described as a male, 6-feettall, 160 pounds, wearing multiple layers of dark clothing and a dark head covering with eyelets cut out. The suspect vehicle is described as a light blue sedan.

Mike Spengler It is with great sadness that we tell our friends, family, and our customers that Mike Spengler, aka Margarita Mike, owner of Jump Connection, was tragically killed in a single vehicle accident on June 20. Arcadia Heritage Museum Revitalize Air Service History By Jonathan Tsou Air power was a wellcontested military strategy during the first half of the 20th century. In 1917, 32 Air Service training camps were established throughout United States, in preparation for World War One (WWI). In Arcadia, the Santa Anita Race Track was transformed into one of the 32 training camps. The airfield, Ross Field, was commanded by Colonel W. M. Hensley and focused on training soldiers to use air balloons as scouts. The Arcadia Heritage Museum will be adding new photographs of Ross Field to the museum's permanent collection. The exhibit's opening reception will be held on July 23 at 10 a.m. The exhibit will be on preview from July 23 to September 17. Afterwards, it will join the Arcadia Air Balloon World War One permanent exhibit. These photographs have not been seen before by the public and have come from the personal collections of the families of balloon observer Hugh Drury and bugler Earl Herzig.

Other photographs were collected over time, from various auctions and gifts to the museum. The opening reception will feature a lecture by Mark Rosenblum titled, "Ross Field: Rediscovering Forgotten History." Mark

Michael Sistig’s first solo painting and sculpture exhibition in the US, “MATTER,” is on exhibit at the El Segundo Museum of Art (ESMOA) and runs through Sept. 25. The exhibit raises basic questions about life, science, evolution, time/space, mythology, and their intersection. Instead of enlightening visitors using complex mathematical equations and experiments to illustrate various hypotheses, Michael uses vivid, intricately-detailed landscapes to suggest possible theories. There are no obvious or “correct” answers given as to the meaning of life, why we exist, or even how basic scientific principals work – that’s up to you to interpret. The most transfixing of the paintings are the large Dali-esque style landscapes such as “M-Theory” that incorporate a number of common figurative elements, including: humans evolving/transforming in odd Cirque du Soleil-like ballets, scary little monsters attacking and/or playing with human technology, remnants of architecture and scientific experiments, and a number references to the environment. Sistig leaves no blueprint or artist statement behind to explain the various paintings and sculptures. Like a radio program from the 1950s it is up to your imagination to create the storyline. For some of the paintings it seems to be a simple narrative of humans trying to find their place in the cosmos, for others it would take an Arthur C. Clark worthy science-fiction horror picture to come up with a plot to do the them justice. We’re talking multiple dimensions, aliens, space travel, and evolution; perhaps much more that I’m missing.

There is so much action going on in the more sizeable works that it takes some effort to capture all the nuances. At first glance you see the sprawling land or seascape and then, upon closer inspection, one notices all the tiny metaphoric details described above. The process must be iterated several times to capture all the possibilities and pathways. In the middle of the ESMOA space the artist gives us “St. Sebastian,” a life-size, all-white painted aluminum sculpture. In Sistig’s update version, the Saint’s body is assaulted by long “selfie” extensions attached to iPhones, in place of the typical histori-
cal references that have him pierced by arrows and tied to a tree. Since the saint is taking a “selfie” himself, it is not clear how he got in this predicament (perhaps he’s trying to save our culture from self-obsession, instead of the plague this time). Like the paintings surrounding the figure, it incorporates a number of surreal elements: the torso and appendages are composed of additional human figurines. Another unique twist is that the sculpture looks like it is made from featherweight Styrofoam; however, it is actually a solid block of cast aluminum. The museum is a real treasure - located right on Main Street in the heart of El
Segundo. There are tons of restaurants within walking distance and a world class surf beach is about a mile away. Ample parking is available downtown and on the beach. Her work has tackled everything from beauty and gender norms, to her own art’s world fame. From screen siren and pin-up to socialite and businesswoman, the roles the artist depicts through her work engage with contemporary life’s mediated personas and stereotypes, drawing not only from art history, but also from the histories of advertising, cinema, and media.

ick Keshishi, owner of Photoworks by Rick in Monrovia, has always been intellectually geared towards everything mechanical. “I was always a thinker, for everything, but especially electronics,” he reveals. Growing up, his uncle owned a store, similar to his (albeit without the wealth of modern digital technology), so he had full access in his explorations of all the cameras and equipment. With that said, Keshishi originally contemplated starting his own smog check business, but he eventually changed his mind, partly upon realizing how much he missed photography, “I didn’t like not being around pictures and it didn’t help being around grease all the time.” So Keshishi followed his heart, working in the one-hour photo department at what was then Thrifty and eventually be-friending a Kodak technician, who recognized his natural talent with electronics and his skills as a problem-solver, “he would call me and we solved problems over the phone … I saved him some money and he liked the fact that I was into it.” As a result, Keshishi was soon offered a job with Kodak, where he quickly proved that he was a natural fit for the industry. A few years later, Keshishi opened his own store and the rest is history. Today, he operates Monrovia’s one-stop shop for everything related to prints/photography and he is still as passionate about the industry, as when he was a curious child tinkering with the equipment in his uncle’s shop, “I don’t really feel a day that I’m work-
ing, because when I come to work, I love what I do. I rush to work, rather than rush back home.” Keshishi reveals that when he started the business, the birth of digital photography did present some problems, at first, “it was tough at the beginning, because people were so excited to do the photos themselves – companies made equipment/paper so cheaply available. But after a while, people figured, ‘this is taking me too long, the ink is too expensive, paper is too expensive, the printer is breaking, I’m taking too much time.’ So they started to come back.” Keshishi has a saying: “If digital closed an alleyway, it opened up four highways.” He explains how certain things we take for granted today, were indeed works of fantasy before the digital age, “If you wanted to put a collage together, there was no such thing, if you wanted to enhance your picture to look like a painting, there was no such thing. It was all just regular prints, maybe a fancy album, but that was it … you could never make a decent mug, you could never have a photo booth at your wedding, print on wood or metal, all of those are the highways it opened up – before it was just print, print, and print.” Furthermore, digital photography affords more leeway than film, “making a good print was not easy, it was hard … In every step, if you made a mistake, your pictures could go south. But now there’s so much latitude in digital pictures that you can make an ugly, overexposed picture something decent and interesting - because we can, but it wasn’t a choice back then.” But maybe the most impactful consequence of digital photography is the
accessibility. “The hardest part was distribution at the time – you would have to make prints and send them to everybody. Right now you can do all that instantly,” says Keshishi. Photoworks by Rick has indeed capitalized on these highways opened by the digital world, offering a variety of print services: large format pictures, posters, banners, greeting cards/ invitations, calendars, and more. They can also print custom photo gifts: mugs, shirts, bags, hats, tiles, and iPhone cases. Other services include: Giclee printing, passport pictures, custom framing, and Photoworks can even bring the fun of a photo booth to your next party or gathering. Keshisi is hoping to soon expand into wedding photography and video services, as well. But where Photoworks by Rick’s specialty (and a substantial amount of business) truly lies, is in photo scanning/restoration and video conversions (VHS to DVD/digital format). These services are invaluable, as they in essence, preserve family memories (i.e. all those embarrassing baby pictures and beloved wedding videos). Keshishi is a perfectionist, as he carefully converts old photographs into high-resolution, colorcorrected images. “Believe it or not we do slides by the thousands, because people want to digitize them, share them, give everybody a copy. Southern California Gas Co. (SoCalGas) will continue conducting safety and maintenance work this summer and fall on its natural gas pipeline system in Alhambra, South Pasadena, and San Marino. The work will affect traffic in those cities and surrounding neighborhoods through midNovember. SoCalGas dedicates significant resources to improving the safety and integrity of its more than 101,000 miles of natural gas pipelines. In 2016, the company plans to spend approximately $1.2 billion for improvements to distribution, transmission and storage systems, and for pipeline safety. Finally, in mid-September three excavations will take place along Electric Avenue, in 8-foot by 15-foot sections, between Huntington Drive and West Mission Road. Weather and other factors affecting safe working conditions could change construction scheduling. Any customers who are expected to experience a temporary natural gas service interruption will be notified by SoCalGas directly. Your children should be preparing themselves for one of the busiest years of their high school career. They should be immersed in community service work, internships, and enrichment programs. Some students enroll in test-prep courses during the summer months to get them ready for PSAT and SAT. They can attend one of the many schools offering these courses with some of their friends to make it less of a chore. They can likewise start researching colleges and going online to get virtual college campus tours. This would also give your children some idea about the college application process. This is the time for them to read extensively to expand their vocabulary and prepare them for writing their essay for the college application.
RISING SENIOR Your children should still be continuing the community service work they began back in their freshman year, getting an internship, or looking for avenues to use their talent. If your children did not visit the schools to which they are applying, this summer would be a good time to take that trip. It would help them narrow down their list to a more realistic number of applications. They should also be thinking about their personal statement. Some universities require a supplementary essay specific to them, with topics that range from the practical to the philosophical. Admissions officers are constantly on the lookout for something fresh and original in applicants’ compositions. However, it requires a certain amount of creativity and proficient writing skill to come up with a treatise that would impress seasoned readers. That said, your children might also find some time to actually enjoy this summer before they get swallowed up by the vortex of college applications. - College-Bound Seniors: unless your children are spending this summer agonizing because they’re waitlisted for their first choice school, they must be so excited to have completed high school and are anxiously looking forward to the next phase of their education. By this time, they should have put in the deposit on the college they plan to attend. Some colleges would be sending out the procedures for class registrations, information on housing, meal specifics, and such other details to the incoming class. Let your children take the lead on the college moving arrangements and only offer guidance when they ask for it. In all likelihood, your children would be moving away from home, maybe going to the other side of the country. They would need to practice being independent and the preparations for moving would be a good place to start. Next month I’ll be talking about getting ready to pack your kids off to college. It’s a perfect bonding opportunity before your kids become their own persons. It is a bittersweet moment because as much as you’ve been telling yourself you can’t wait ‘till they leave the house, you’ll miss walking by their bedroom and seeing the mess they’ve created. Like Father - Like Son By Terry Miller
M
any of you may know me as the p h o t o g ra p h e r and editor for these newspapers. For the past 17 years I have photographed so many people and events in the San Gabriel Valley and Los Angeles County that I have literally gone through thousands of rolls of film, numerous camera bodies, and now have about six massive hard drives storing a vast collection of digital images. As many of you know, I’m a British subject … and darn proud of it too, despite Brexit. My family immigrated to the United States in the mid1960s. We boarded the RMS Queen Mary at Southampton in May of 1965. From there we sailed to Cherbourg and, ultimately, docked in New York five days later. My father had just been promoted to foreign correspondent from the London desk of a major British daily newspaper, The Daily Telegraph, to the New York bureau – hence the reason we were sailing off to this brave new and exciting world. It was, without question, the single most incredible journey of my life. It was an experience, quite unlike any other. It literally changed the direction in which my life would flow. The cabin crew aboard the RMS Queen Mary treated every passenger with the respect usually reserved for royalty – naturally, my young brother Colin and I took more than full advantage of all the attention, until we started hitting rough weather. The RMS Queen Mary, you see, had no stabilizers and a rough Atlantic crossing could mean a great deal of sick passengers and a huge task for the pursers and cabin OUR SAVIOR LUTHERAN CHURCH

crew. The day the storm hit, probably half-way across the Atlantic, there were hundreds of really sick people who needed attention. Opportunity knocks for the Miller brothers. There was ample time to explore this massive beast without parental supervision. My poor mother was already sea-sick and trying to take care of my baby sister Mandy and my Dad, Henry Miller, was hobnobbing with other Brits moving to the United States in the famous Observation “Deck” (which we found out years later was, in fact, the Observation Bar and most popular speakeasy aboard the historic majestic ocean liner). I remember my brother and I relishing in the fact that this massive Royal Mail Ship Queen Mary was being tossed from side to side and up and down like a toy boat. Not many others were quite so eager to enjoy such high-sea adventures. As the ship’s staff hurriedly attended to the ship tossing and passengers’ stomachs turning, my brother and I decided it was time to explore the first class area of the ship … our intended target – the
first class swimming pool, which was incredible. There was a ghost story attached too, about someone who allegedly drowned there. Some say you can hear her screams … the only screams we heard were coming from each other’s lungs as we plunged into pure excitement for having a giant pool all to ourselves. The glorious 1930s Art Deco pool was empty; we had the whole giant magic pool to ourselves, the water was splashing out of the pool - talk about fun. This was better than any Disneyland ride could ever be. Attempting to eat dinner on the chained down tables during the storm(s) was a great challenge, not only for passengers, but, moreover, for the staff that had to cook and serve these gourmet meals. The food and waiters would literally fall from side to side, barely managing to get the plates near the table edge. Shortly after we arrived in New York, my dad was being rushed off to points unknown to cover a breaking news story. One year in particular caught my attention. It was 1968. My dad was sent to Memphis and then Los Angeles. Within a few months of

one another both Martin Luther King and Bobby Kennedy were assassinated. After John Kennedy’s assassination in 1963, a certain innocence left the collective American consciousness. And in 1968, some would say all hell broke loose. It was indeed a radical time of change. The staggering horrors of the war in Vietnam were utmost in peoples’ minds – thanks to images transmitted, not only on the television, but also still images. In fact, still images may have played a major role in
stopping the war. Who can forget that famous Eddie Adams photograph of an execution? Or, my friend - local AP photographer and Pulitzer Prize winner - Nick Ut’s photo of the little girl running from the napalm attack, where she and many other children were so badly burned? Photographer Eddie Adams once said to Nick Ut that it was “You and me Nicky… we ended the war.” I cannot think of two more powerful and thoughtful photographers who changed public perception of the horrors of the Viet-
nam War. The 1960s was an amazing period in history, especially for journalists. I got the bug early. From being in the background and hearing first-hand stories of what it was like to be in the courtroom when Charles Manson made his first appearance in front of the judge, snarling at those present while flaunting the swastika that was etched into his forehead. From hearing about how a contact my father made with an FBI agent helped him get a few hours lead on the Patty Hearst story. These and countless other major news stories hooked me on newspapers. In the middle of the 19th century, people began referring to the press as a fourth estate, referencing the fact that most parliaments and other houses of government had an area set aside specifically for the use of the press, and pointing out that the press was a distinct group within the larger framework of the realm. Edmund Burke is said to have referenced the fourth estate when discussing the French Revolution, and Thomas Carlyle, a 19th century writer helped the term become a common one.

OPINION: Is Pasadena PD Over Staffed? By Bob Snodgrass
I
s the Pasadena Police Department overstaffed? The city budget was adopted with ten more unfunded “police officer FTEs.” Neither the city government nor the city council have faced the police staffing issue and rising personnel costs predicting budget deficits soon. We began with the document from Hickambottom and Gronemeier (I’ll call them H and G). It is misleading. They use information from the 2012 Uniform Crime Reporting Program, which distinguishes sworn officers and civilian employees, but gives no details about the different ways that cities use their police force. Civilians can do much work of police departments. H & G compare numbers of Pasadena sworn officers with nearby cities, but you can’t tell how many officers are patrolling or doing any particular job. The Pasadena city budget is opaque about this. Budgets are famous for hiding the critical facts of many controversies; our budgets often follow that tradition, speaking only of FTEs. The issue is not total PPD staffing, but the number of officers on patrol. Our budget shows that the number of FTEs devoted to Field Operations increased modestly from 132.75 in 2015 to 145.75. We know that the
PPD has unfilled positions and that Field Operations includes Patrol and Community Service, which use civilians. We guess that the number of sworn officers on patrol has increased by an unknown amount. There are hints in the 6/27 meeting recap, especially the city’s responses to questions from the council (go to http:// ww2.cityofpasadena.net/ councilagendas/2016%20 Agendas/Jun_27_16/agendarecap.asp, then to item#9, and get the summary of follow up responses and the PowerPoint presentation). Glendale has more people and less violent crime than Pasadena. They have fewer calls to the police than we do. We need more officers on patrol than they do. The PowerPoint presentation above tells us: the city has selected a goal of 250 funded sworn officer FTEs plus a reserve of 10 unfunded positions (slide 4) and personnel costs to the General Fund have jumped $14.5 million from the 2016 budget to the one just approved (10.7 percent) and are projected to increase $7 million every year for the following years, throwing the budget into serious deficit by 2018, meaning June 2017. I fear that we’ll get only hints before the council deals with the budget deficit. We need information now; taxpayers must have some say in prioritizing ser-
vices. Total officer patrol hours per week are critical. How does this compare with the last four years? Is it feasible to free up sworn officers assigned to other tasks, replacing them with civilians? We don’t know exactly how many patrol hours are needed, but we know that Northwest Pasadena has crime problems and needs more patrol hours. When does the current police contract expire? We must move to contracts that provide money for insurance, rather than blanket coverage of all medical costs of retired police and fire officers American health care’s profit emphasis makes it impossible to predict or control these costs. Huntington Hospital's shameful coverup of serious infections due to duodenoscopes illustrates that profit corruption. Offer a sum of money for insurance and medical expenses like a 401K plan. The police union may resist this, but there’s no reason that retired policemen merit different health care arrangements from the rest of us. We need open discussion. Don’t tell us that you will decide for ‘public safety.’ Pasadena is a mixture of good and bad; we can be better with more public input into police budgets, practices and staffing. I also favor a civilian review board with subpoena power.

The Ordinance establishes a new “compatibility design review” process for single family dwellings, modifies existing development standards (house size thresholds, setback requirements, building height restrictions), adopts new public noticing requirements for single family construction, and regulations related to garages. The Monrovia Planning Commission reviewed the proposed amendment at a public hearing held on July 13, 2016. At the close of the hearing, the Planning Commission adopted Planning Commission Resolution PCR2016-03 recommending approval to the City Council of Ordinance No. 2016-08. Monrovia City Notices NOTICE INVITING BIDS FOR Concrete Sidewalk Replacement (Southwest/ Southeast Area Non-Renewal) NOTICE IS HEREBY GIVEN that the City of Monrovia, California (“City”) invites sealed Bids for the Project. The City will receive such Bids at the City Clerk’s office, City Hall, 415 South Ivy Avenue, Monrovia, California 91016 up to 2:00 p.m. on July 26, 2016, at which time they will be publicly opened and read aloud. All Bids must be made on the form furnished by the City. Each Bid must be submitted in a sealed envelope addressed to the City Clerk with the Project name and identification number typed or clearly printed on the lower left corner of the envelope. In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)]. PREVAILING WAGES. In accordance with Labor Code Section 1770 et seq., the Project is a “public work.” The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works, and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR. BONDS. Each Bid must be accompanied by a cash deposit, cashier’s check, certified check or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company
checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law. LICENSES. Each Bidder shall possess a valid Class “A” or “C-8” (Concrete Contractor) Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission, unless this Project has any federal funding, in which case the successful Bidder must possess such a license at the time of Contract award. The successful Contractor must also possess a current City business license. RETENTION SUBSTITUTION. Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney. TRADE NAMES OR EQUALS. Requests to substitute an equivalent item for a brand or trade name item must be made by written request submitted no later than ten (10) Days before the Bid submission deadline. Requests received after this time shall not be considered. Requests shall clearly describe the product for which approval is requested, including all data necessary to demonstrate acceptability. LIQUIDATED DAMAGES. Liquidated damages shall accrue in the amount of $750.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents. BIDDING PROCESS. The City Council will consider the extension of the provisions of Urgency Ordinance No. 2887 to continue the temporary prohibition of the approval of applications for certain development activities within R-1B (One-Family Dwelling) and R-1C (One-Family Dwelling) zoned properties in the City’s Rurban Homestead Overlay District for an additional twenty-two (22) months and fifteen (15) days to June 20, 2018, pursuant to Government Code Section 65858. The moratorium would apply to the following activities, with certain conditions: (i) new two-story houses, second-story additions, or second-story expansions; (ii) subdivisions; (iii) Planned Residential Developments; and (iv) new dwellings on a property that would result in multiple dwellings on such property. Two Arcadia elementary school students are on the team, Kai Tsuji (Camino Grove Elementary) and Jordan Morehead (Holly Avenue Elementary). In the National Championship game, SGV 4 Blue defeated Ohio 45-29 and went undefeated throughout the tournament (7-0).
