Man Sentenced 16 Years for Carjacking A 30-year-old man was sentenced today to 16 years and four months in state prison for a carjacking and leading police on a wild, high-speed pursuit last year, the Los Angeles County District Attorney’s Office announced. Aaron

Lorta of Long Beach pleaded no contest in December to one count each of carjacking and fleeing a pursuing police officer’s vehicle. Lorta was spotted in Boyle Heights on Feb. 9, 2015, by police in a car that they suspected may have been stolen. When the

officers tried to talk to him, Lorta drove away and led police on a high-speed chase that was televised live. Prosecutors said Lorta struck several vehicles before approaching a female motorist and pointing a gun at her. He stole her car and then drove

erratically before getting out of the car that was trapped in heavy traffic. Officers said they saw a gun in Lorta’s hand and opened fire, striking him several times. Case BA433624 was investigated by the Los Angeles Police Department.

ARCADIA March 13 Just after 12:01 p.m., an officer responded to a residence in the 000 block of West Palm Dr. regarding a mail theft report. An investigation revealed an unknown suspect tampered with the mailboxes to three residences and stole an unknown amount of mail. No suspects were seen and no witnesses were located. Around 2:39 p.m., an officer responded to the 000 block of East Huntington Dr. regarding a road rage incident. The officer discovered the dispute escalated when the two drivers pulled off the

210 freeway and one of drivers pepper sprayed the other. The investigation is ongoing. March 14:

At about 12:01 a.m., an officer responded to a residence in the 1000 Don Alvarado Dr. regarding a suspicious subject report. Surveillance footage revealed the male suspect crashed a stolen vehicle into the residence. He then attempted to open the door to the residence as well as three vehicles parked at the location. Unsuccessful, the suspect attempted to enter a second house. The suspect successfully entered the second home through the garage door. Once inside, the suspect stole a second vehicle and fled

prior to the officers’ arrival. Follow-up investigation revealed the suspect, a 42-yearold male from La Puente, stole the original vehicle from his mother. Approximately an hour after the series of events, the suspect was arrested by Los Angeles County Sheriff Department, San Dimas Station for carrying a concealed dirk or dagger.

At approximately 9:33 p.m., an officer responded to Baskin-Robbins, 1427 South Baldwin Ave., regarding a robbery report. An investigation revealed a male suspect entered the location, smashed the register, threatened the clerk by indicating he had a weapon, and fled with approximately $300.00. The suspect is described as a white male, 20 to 30-years-old, 5’10”, wearing a blue hooded sweatshirt and a red bandana across his face. The investigation is ongoing. March 15

Around 6:44 a.m., an officer responded to a residence in the 100 block of East Haven Ave. regarding a petty theft report. The officer dis-

covered the victim ordered a new credit card after noticing fraudulent purchases on her card. As the new card was delivered, an unknown male suspect took the package. The suspect is described as an Armenian or Middle Eastern male in his early 20’s, thin build, with black hair. He was seen driving away in a newer model Nissan Juke. The investigation is ongoing. March 16

Shortly after 4:21 p.m., an officer responded to the Arcadia Police Department front counter regarding a fraud report. An investigation revealed an unknown suspect fraudulently changed the direct deposit information of the elderly victim’s Social Security payments and redirected the deposits. The investigation is ongoing. March 17

At approximately 12:21 a.m., an officer initiated a traffic stop on a bicyclist for riding on the sidewalk without a forward facing light and rear reflector near the intersection of St. Joseph Street and Santa

Anita Ave. During a consensual search of the subject’s backpack, the officer located a pipe with methamphetamine. The 53-year-old male from Temple City was issued a citation and released in the field.

At about 1:10 p.m., an officer was dispatched to Payless Shoe Store at the Santa Anita Mall, 400 South Baldwin Ave., regarding a sexual battery report. The victim reported the customer asked for assistance and stood uncomfortably close to her before making physical contact with her breasts. Another female employee also reported a similar incident by a customer with a matching description. The suspect is described as male 35 to 45 years-old, 6’0”, and 200 pounds. The investigation is ongoing. March 18

At about 12:30 p.m., officers responded to McDonald’s, located at 143 East Foothill Boulevard, regarding a male suspect brandishing a knife. An investigation revealed the male suspect drew a knife in a threatening manner towards a female victim who had

asked him to move his vehicle, which was blocking traffic in the parking lot. The suspect is described as male, 35 to 40 years old, 6’0”, and 200 pounds driving an older model white truck. The investigation is ongoing.

At 10:25 a.m., the vice principal at the high school in the 800 block of Colorado called police to report vandalism of school property. Someone had spray painted gang related graffiti on several buildings. The vandalism occurred sometime over the weekend. The investigation is continuing.

t 5:12 p.m., an officer saw a male subject he recognized walking down the sidewalk in the 600 block of S. Mountain. The officer knew the subject had a warrant for his arrest. A computer check confirmed the warrant for his arrest with a bail set at $100,000 for driving without a license. The subject was arrested for the warrant.

Station Square Shuttle to Old Town for a Buck Two weeks ago, the City of Monrovia launched our new Station Square to Old Town Monrovia shuttle service operation. Based on the development of this program, the shuttle service is planned to operate as follows: - Operational Days and Times: every Friday and Saturday from 5 p.m. to 10 p.m. - Location: from Station

Square (in the bus turnaround on Primrose Avenue) to Library Park (drop off on Myrtle Avenue) and back to Station Square. - Fee: the fee to ride the service will be $1, which is in line with other transit service operations. I appreciate Arcadia’s police and fire department. My problem is their bloated, exorbitant pay packages. This is not their fault–they are just getting as much as they can. It’s the fault of the city for giving them these huge pay

packages. The too-close, incestuous relationship between the city and the unions has produced an untenable situation. Past and present city councilmembers have given away the store to secure campaign contributions and endorsements. Transparent California, a respected and well recognized organization, keeps track of government employee pay packages for every city in California. You can check out this site at transparentcalifornia.com. It reports that in 2014 over 56 Arcadia police officers, sergeants and captains made over $200,000 in pay, other pay, overtime and benefits. The police chief, Robert Guthrie, made $312,576. Arcadia’s entire police department has fewer than 110 employees. In comparison, LA chief, Charles Beck, made $372,000 in 2014 supervising a department of over 11,000, of which 10,000 were police officers. The fire department is another example of the excessive pay packages. In 2014 the fire chief, Kurt Norwood, made $296,721 in pay, other pay, and benefits. He supervises 51 firemen with 22 making over $200,000. Then you must add in

the city-provided cars, cell phones, vacations, sick time and retirement at 80 percent of pay. All this while the country has seen the worst recession in history. While the Arcadia residents have seen a drop in pay, their city employees have seen large pay increases. The average Arcadia city employee makes twice as much pay as the city’s average worker: $119,800 versus $56,000 (US Census). Not only are these pay packages unconscionable, they are unsustainable. The city is deep in the hole with unfunded benefits commitments. Just like other cities we’ve been reading about, such as Stockton, San Bernardino and Detroit. What needs to be done is a wage freeze. Then, at the next round of negotiations with the unions, institute pay cuts. We’ll need councilmembers with integrity and the guts to do this. For Arcadia, the Utility Tax is not the problem. Out of control city spending and waste are the culprits. Cronyism and questionable relationships with the unions are the cause. -Roger Nemrava Via ArcadiaWeekly.com

Reader’s Letter to Monrovia City Manager Oliver Chi Dear Editor: I would like to submit a letter I sent to Mr. Chi, city manager of Monrovia, after, once again, experiencing unacceptable traffic congestion at the intersection of Myrtle Avenue and Duarte Road. I thought the problem was getting better, but, once again, coordination between the Metro Line signals and the traffic signals are totally fouled up, causing long lines of traffic and excessive waiting to transverse Duarte Road. Following is an excerpt from that letter: At 6:42 p.m. on Thursday, March 17, we had a red light going north on Myrtle Avenue. Traffic had cleared for the east/west traffic on Duarte Road, but, as usual, the light remained red for the north/south traffic so long that traffic backed up for two blocks each way north and south. I’ll ask again, why is the east/west traffic signal set to stay red so long even though there are only occasional cars going through after the backup waiting at the signal has cleared? We waited and waited, then a

Metro train went through and we waited some more! Finally, the cross arms went up, but guess what? Only the southbound traffic on Myrtle got a green light. For us going north the signal never turned green! So we had to wait through another entire rotation of the signal before we could go! By that time, traffic could have been backed up to Long Beach for all I know! I know you say that you are all working on the problem, but this is getting ridiculous. My question is, and always has been in my prior communications to you, why was this problem not identified in the months of testing before Metro started operation? No one, you included, has ever given a plausible reason for that. You give excuses, like some mysterious part might be causing the problem, but I can find no acceptable justification for Metro and Monrovia city engineers not identifying and correcting this situation before foisting this “wonderful improvement” on our community. It is not a problem with some part going bad but appears to be something in the design that no one can figure out. Sadly, it is beginning to appear that the community south of Duarte Road known as Mayflower Village is being disenfranchised from Monrovia proper, even though we share the same zip code and our children attend the same schools. However, unlike those north of Duarte Road, we have to suffer long delays just to get to the 210 Freeway and to the business district, as well as being subjected to those very same delays going south back to our neighborhood. (3/17/16 Issue) Dear Editor: I read your article in the Monrovia Weekly today, and

would like to offer a different viewpoint. While I understand your concern regarding the traffic delays, I would argue, that a little extra wait is a small sacrifice, for the long overdue progress the Metro brings to the San Gabriel Valley. Based on the following (below), please consider printing another view of this issue. 1) Los Angeles is behind most metropolitan cities, such as San Francisco, in public transportation and has a larger population; therefore, the residents should realize that this would help our cities. 2) Many people are not fortunate enough to have cars and need public transportation to get to work so that they do not have to reply on public assistance, which we tax payers also cover. 3) The air pollution for greenhouse gas emissions is hurting many people; for example, there is sufficient research that shows that pregnant women who live near freeways often suffer from low birth weight and pre-term births due to exposure from greater levels of automobile exhaust. (Wilhelm & Ritz, 2003) In addition, other health risk identified by Zhu, Fung, Kennedy, Hind, & Eiguren-Fernandez (2008) were cardiovascular effects. Air pollution, caused by auto exhaust showed the most consistent associations with heart disease, according to hospital admissions records. (Linn, et al., 2000) Not to mention, young children, up to 4-years-old are suffering from wheezing and were diagnosed with asthma, which is directly related to pollutants for automobile exhaust. (Jerrett, et al., 2008) Question, do you think the effects on children, and, unborn (babies) are worth our consideration? In not, we need to consider global climate change and its effect on future generations. - Carol Matthews

BY NATHANIEL CAYANAN The Tony-nominated, Harvey Fierstein penned production “Casa Valentina” opened its doors this past weekend at Pasadena Playhouse. The play takes place in the early 1960s, at an isolated resort in which a group of cross-dressing, heterosexual men escape their normal lives as husbands with families and let their inner “she’s” come out for a few days. On stage, this resort takes form of a wondrously elaborate two-story dollhouse of sorts on a revolving platform, in which we are able to peek into the lives of individuals who only show their true selves to a clandestine fraternity. Yet, on this particular holiday, within these walls, these ladies still have some work to do; specifically, they must decide whether to unveil their secret and become a publicly acknowledged organization. With a complex plot and profoundly witty dialogue, Fierstein offers a play that

explores a controversial topic - the place (or lack thereof) cross-dressers have in the LGBT community. Yet, interestingly, he offers no clear answers, instead focusing an honest and clear message that cross-dressers, who even now are seen as ridicu-

lous and selfishly perverse, are painfully human who want nothing more than to express themselves in a way that reflects who they feel they are deep in their souls. Even more compelling is that this play accomplishes this not by romanticizing the

struggle these individuals go through, but by showing the complicated perspectives that are, for some biased, for others contradictory, and for most fair, but complicated. In fact, the discussions that these characters have, as they are draped in dresses and walk in heels (a feat to be applauded by the way), regarding the distinctions between cross-dressers and homosexuals - during which a few go as far as to not only disown homosexuals but to denounce them, much to the chagrin of other characters who feel an unspoken bond with them - truly expose the nuances of this world that is so often oversimplified. If any specific sociological message of today can be derived from these debates in a 1960s context, it is that “LGBT” is not a term to show an association among individuals with a similar sexual experience, but one that acknowledges a bond among individuals based on a shared oppression from SEE NEXT PAGE

the society at large. Director David Lee paints this complex picture by leading a team of incredibly capable actors, not least among them James Snyder who plays Jonathan/Miranda, an insecure, novice crossdresser who carefully wades into this world that is both scary and exciting. Raymond McAnally who plays boisterous, Oscar Wilde quoting Albert/Bessie, adds a much appreciated liveliness to any scene he is in. And who can forget Valerie Mahaffey’s Rita, who is introduced to us as an open-minded, sassy wife of a cross-dresser, but is then shown as someone who can be just as fragile. A compellingly honest and refreshing exploration into an unknown world, “Casa Valentina” offers nothing but delight from beginning to end. As far as these characters are from “normal,” one thing is for sure: by the time the curtains close, you will be haunted by just how beautifully human these characters were. “Casa Valentina” will play at Pasadena Playhouse, 39 S. We didn’t start wearing pants until we started riding horses for work … when we started working on them and spending eight hours a day on them, we started wearing pants. And then came the factories, you can’t wear a loose garment in the factories, so we continued wearing pants. And then after the Industrial Revolution it just became a thing, men wore pants. Women who never had to work on a horse and rarely worked in factories got to keep wearing dresses and skirts. We’re just taking it back. They all understand, it’s way more comfortable to wear a skirt.”

Centonze does not just talk the talk, he also walks the walk, claiming to wear a kilt almost every day of the year, “I wear my kilts 365, I have one pair of pants and I wear them approximately once a year whenever I do a wedding. I officiate weddings and if the bride insists, I’ll wear pants. Half of them don’t, half of them want me in a kilt. But that’s the only reason I ever wear pants anymore. In the winter you just wear longer socks.” For Centonze, it is all about practicality. He argues that although it might take a little getting used to, kilts ultimately provide a sense of comfort and freedom impossible to attain in pants. “It’s more comfortable and the amount of time we get on ladders is pretty slim. As far as picking something up off the floor, ask any woman and she’ll be more than happy to tell you how to do that in a skirt. It takes some getting used to but that’s the only thing you have to worry about,” says Centonze, “it’s just a long tradition and that’s really what we’re trying to re-capture. We’re trying to recapture the tradition that it just makes more sense. It keeps power bills down because you don’t have to air condition as much, because you’re not wearing tight, hot clothing. So that’s really the angle I’m trying to get people to understand. Utility User’s Tax! Since April of 2015, the city government has been busy trying to convince the people of the need to raise the Utility User’s Tax (UUT) back to 10 percent or else the government will fall apart. They think that the police department must be terminated in favor of contracting with the Los Angeles Sheriff’s Department. They talk about the $2 million savings by not hir-

ing five staff employees. Is it really a savings or the fact that they did not need those employees in the first place? Can they reduce $1 million by terminating those employees to cover the sunset of the UUT without turning our police department upside down? They say that the city saved money by eliminating dog licensing. If that is true, then why are they paying

the Pasadena S.P.C.A. over $26,000 per year? They did save some money by contracting out the municipal swimming pool because their operation of the people cost more than the income. Now the contractor is paying the city $72,000 per year and doing all repairs and maintenance. What do they do with that money? How much money does

the fire department receive for their charges on the paramedic services? This used to be free to the people if they had a subscription. How much does the billing service cost? How much does the out-sourcing of the 911 calls cost? They do not receive an average of two calls per 24 hours, and we only have about six fires a year. We also have paid dispatchers on both the fire

San Gabriel Kohl’s Temple City Camellia Festival: Theme Contest to Close Doors

Nine of the 18 Kohl’s stores closing this year are in California, including seven in the southern part of the state, the company announced Thursday. The retailer said that it was closing 18 underperforming stores in 2016, which represents less than one percent of its total sales. The company also warned at the time that sales for the year were expected to drop slightly from

2015. Kohl’s employs between 80 and 100 associates at each of the chain’s stores, according to the release. Eligible employees at the closing locations will be given the chance to work at a nearby Kohl’s store, or they can choose a severance package. The store is located at 7279 N. Rosemead Blvd., San Gabriel.

Many local locations offer health and fitness programs that help children (and adults) to increase energy, decrease stress, prevent illness, maintain a healthy lifestyle, and just enjoy quality time with family and friends. The Y offers a num-

ber of different summer programs that promote positive self-esteem, good decision making and selfhelp and care. There are likely to be one or two great options for your child. The recreation department in your town is another great place to look for activities - and they are usually very affordable. Most towns offer programs from tennis and swim lessons to painting and music classes. The programs are usually run by local experts and are located right in town. Plus, if you coordinate with some friends, you might be able to catch a morning break that can be enjoyed and filled with some “you” time. Wherever you go to find fun, engaging activities for your kids, just make sure you remember to carve out some simple, relaxing family time, too. The summers fly by much faster than the school year.

Tips to Enjoy Pest-Free Camping This Summer Camping is a favorite activity for outdoor enthusiasts across the country. There are few better ways to take in the fresh air and relax than by spending some time out in the elements without all the distractions of everyday life. However, it is important to keep in mind that the great outdoors is also home to some serious health threats - and you may be surprised at the “biggest” culprits! While small in size, mosquitoes and ticks are out in abundance this time of year. Just one bite from an infected mosquito or tick can have chronic, and possibly fatal, consequences. According to the Centers for Disease Control and Prevention (CDC), late summer is peak time for West Nile virus infections (WNV), and transmission of the disease frequently continues into the fall as well. According to the National Pest Management Association’smedical advisor, Dr. Jorge Parada, the

elderly, children and those with weakened immune systems are most vulnerable to West Nile virus infections, which can be fatal in severe cases. Ticks are capable of transmitting a variety of illnesses to humans, the most common being Lyme disease. Spread by the blacklegged deer tick, Lyme disease has historically been a problem in the northeast U.S. However, an August 2015 report from the CDC found blacklegged deer ticks are expanding their territory farther in to the West and South, bringing the threat of Lyme disease with them. The National Pest Management Association offers the following tips for campers to protect themselves from mosquito and tick bites: - Always apply insect repellent containing DEET, picaridin or IR3535 when outdoors and use as directed on the product label.

- Reduce the amount of skin exposed during dusk and dawn, when certain types of mosquitoes are most active. - Avoid areas where ticks are most abundant, including high grasses and low-growing vegetation along the edge of the woods or a trail. - Wear long pants, longsleeved shirts and closedtoe shoes when outdoors. While hiking, tuck long pants into your socks to keep ticks out. - Consider investing in permethrin-treated clothing and gear for an extra level of protection and choose light-colored clothing that will make spotting ticks easier. - Inspect yourself and your companions carefully for ticks after being outdoors; finding and removing ticks in a timely manner is critical to preventing disease. Foster Kids Headed to Summer Camp Thanks to Rancho Cucamonga Church

Cucamonga Christian Fellowship in Rancho Cucamonga will host a camp this summer exclusively for local foster children. The Royal Family Kids Camp will provide some 30 foster children from local communities with five days of residential interactive summer camp activities, including swimming, rock climbing, paint ball, field sports, woodworking, animal encounters, arts and crafts, painting, dressup, tea party, and archery. “Our goal is to provide a week of fun, stability, peace and memorable moments for children in foster care who normally experience constant upheaval and continual change in their lives,” said Cucamonga Christian Fellowship Pastor Melanie

Neilson. “There is a need for camps specifically for foster children in our county. This is the only event Royal Family Kids will present for foster children in San Bernardino County this year. Through our words, actions, activities and character, we hope to share God’s love with them this week.” Presented in partnership with San Bernardino County Children and Family Services and Cucamonga Christian Fellowship, the camp caters to abused or neglected children ages 6 to 12 who have been referred by social services professionals. It will run from June 27 to July 1. Donations are needed to pay for the children and volunteers to attend

the camp and to purchase food, equipment, and supplies. In addition, the organization is seeking contributions of new sleeping bags, outdoor sports equipment, and birthday gifts for all campers. Volunteer camp leaders and mentors have been carefully selected, verified and trained to interact with and care for the campers and their unique circumstances. Special Olympics Opening Eyes The Special Olympics have become a lifechanging organization. Originally started as a summer camp, the Special Olympics have grown to serve 3.2 million intellectually and physically disabled athletes worldwide. The organization sponsors 90 games a day, every day, around the world. But despite the many successes observed by the Special Olympics each day, there still remains a glaring need - many people with intellectual and physical disabilities do not receive adequate eye care. According to research, 68 percent of Special Olympics athletes have not had an eye exam in three years. Thirtyseven percent need, but do not have, eyeglasses, while 18 percent wear eyeglasses with the wrong prescription. To combat this problem, The Special Olympics-

Lions Clubs International Opening Eyes program, an initiative funded by Lions Clubs International Foundation, holds vision screenings at Special Olympic sporting events worldwide. Opening Eyes volunteers diagnose vision problems and dis-

tribute p r o tective and prescription eyewear, all for free. Special Olympics athletes who get a vision screening receive a certificate detailing any problems

that hometown providers might have to address, as well as lessons in eye care and safety. Today, Opening Eyes has screened over 150,800 athletes and provided prescription eyewear to over 44,000. The Opening Eyes program also provides another needed service - teaching its volunteer vision specialists, including students and professors, to take better care of patients with intellectual and physical disabilities. Funded by $10 million from Lions Clubs International Foundation, this partnership program has been guided into its eighth year with the help of Lions Clubs members, Special Olympics staff, and many other volunteers and staff. estridge School, a 4-12 girls’ school in Pasadena, has developed a summer program tailor-made to spark creative, design-based thinking in girls. In Creative Coding, girls in grades 3 through 6 learn the fundamentals of programming and engage in hands-on art classes every day. Sections are offered for students with little or no prior coding experience as well as for girls comfortable with the basic concepts of coding. For middle school students entering grades 7 and 8, Westridge offers Coding and Digital Storytelling I and II. In the first class, girls discover the art of storytelling using coding and digital art to create interactive stories. In the second class, recommended for those with basic coding skills, participants produce digital art, including 3D creations, to complement playable video

games and animations designed in Scratch. “These programs are taught by the incredible faculty of Westridge and take advantage of the school’s STEAMWork Design Studio, a makerspace outfitted with 3D printers, 3D scanners, and an array of tools meant to help girls roll up their sleeves and tinker and build,” said Elizabeth J. Tony Award winners Lynn Ahrens and Stephen Flaherty (“Lucky Stiff,” “My Favorite Year,” “Once On This Island,” and “Ragtime”) have brought all of your favorite characters lovingly to the stage, in brighter colors than even Dr. Seuss’s pen, including loyal Horton the Elephant, the mischievous Cat in the Hat, adorable Gertrude McFuzz, fickle Mayzie La Bird, and the boy with the world’s biggest imagination - Jojo. The audience is transported from the Jungle of Nool to the Circus McGurkus to the invisible world of the Who’s, and we find that the smallest person can have the biggest impact if we just believe. These camps are designed to broaden perception, abilities, and affinity for many different media, as well as spark a desire for future investigation and learning as a young artist. La Salle offers a wide variety of summer courses and sports camps suitable for any high school student. Courses are classified as follows: Enrichment (EC) courses are open to all students wishing to broaden their knowledge in the subject area. Academic Advancement (AA) courses are offered to students wishing to advance a year in certain disciplines, and to students enrolled in the four-year arts program who need to meet graduation requirements. Four-year Arts Advancement (FYA) courses are offered to students enrolled in the four-year arts program who need to meet graduation requirements. Incoming 9th-Grade (9th) courses are offered to students who have been notified by Admissions that they must complete a certain course with a grade of C (2.0) or higher, and to students who have been recommended for English I Honors. Mandatory Academic (MAC) courses allow students to recover units for non-pass-

ing semester grades. Each course recovers one semester only. A second semester of the same discipline must be recovered offcampus by a La Salle-approved institution. From enrichment courses to advancement courses, there will be something for everyone!

Youth Summer Athletic Programs

La Salle sports camps provide a weeklong development, instructional, and competition-based sports camp environment for boys and girls ages 6 to 14. Youths work with our La Salle coaching staff while learning the intricacies of specific sports. The camps run approximately 3-4 hours daily for five days or more. Our camps provide young people a healthy option during the summer, and, as always, a fun and memorable experience.

Duarte to Add Patrol Unit Due to Rising Property Crime Rates In a proactive response to growing resident and business concerns over increased property crimes, the Duarte City Council voted at its March 22nd meeting to increase its law enforcement contract with the Los Angeles County Sheriff’s Department by an additional patrol unit starting April 1st. American Impressionism Exhibit Educates at The Huntington BY MAY RUIZ “I feel, as a curator, I am more of an educator,” muses Dr. James Glisson, assistant curator of American Art (Bradford and Christine Mishler) at The Huntington Library, Art Collections, and Botanical Gardens. And what a beautiful art education The Huntington visitors will be treated to! Currently going on through May 9 at the MaryLou and George Boone Gallery, “The Artists Garden: American Impressionism and the Garden Movement, 1887-1902” features 17 paintings on loan from The Pennsylvania Academy of Fine Arts’ (PAFA) permanent collection. The show gives visitors and scholars a glimpse of painting as it relates to garden design. Dr. Glisson, who organized the exhibition and contributed an essay to the catalog states, “This exhibition gets behind the undeniable beauty of impressionistic pictures of gardens and asks questions about the social activity of gardening, the scientific hybridization of plants, and even early environmental conservation.” According to Dr. Glisson,

the two paintings he selected to bookend the exhibition – “The Crimson Rambler” and “The Hovel and the Skyscraper” – sum up what the show is all about on a conceptual level. He explains, “Philip Leslie Hale’s painting shows a red rose bush, the ‘Crimson Rambler,’ a common and hardy backyard plant paired with a woman wearing a widebrimmed hat and dressed a la mode. I think Hale intends them to read as analogous to each other – she is on display like a beautiful flower; it may be a cliché metaphor but it’s still pretty effective. Both the woman and the newly hybridized rose are modern and contemporary for their time. Similarly, the painting technique used a modern application of colors.” “When I talk to people about the exhibit I like to say that these are painters who are reflecting on modern American life in the late 19th and early 20th century, post industrialization and during urbanization. They painted landscapes that offer respite from the grunge of the city, an escape. ‘The Crimson Rambler’ is a subtle rendering of this sentiment,” Dr. Glisson says further. Dr. Glisson then points

out, “Childe Hassam’s painting, on the other hand, is an explicit depiction of the time’s attitude. ‘The Hovel and the Skyscraper’ looks out of the artist’s studio into Central Park. He delivers the message in his paint application – very precise with a lot of rectilinears; and the subject matter – a tall building. In 1904 New York’s skyscrapers were the epitome of an advanced, modern American city. It resonated among its viewers in the same way we

see the skyscrapers of Dubai or Shanghai. Yet, he painted the park as soft, gentle and beautiful, with no straight lines – a space of quiet, refuge and nature.” “I see this painting as something that speaks to Angelenos and the real estate market; his views are about to be blocked by brand new buildings. It alludes to today’s teardown phenomenon where existing structures are being replaced by bigger, taller ones to make a lot more

money,” Dr. Glisson adds. In the late 19th century, the railroad made it possible for Americans to conveniently travel from their suburban home into the city to work. In the same vein, painters commuted whenever they had to and their artwork reflected that lifestyle. Describes Dr. Glisson, “Painters at the time depicted what was near and familiar to them, which was very modern at the time.” One piece of art in the show is by John Henry Twachtman, a member of the new suburban class who lived in southern Connecticut close to the railroad. His piece, aptly called “Snow,” depicts his backyard covered in snow. Though not a farmer, he lavished great care on his yard. The San Marino institution is the show’s only West Coast stop on a five-venue tour organized by Dr. Anna Marley, curator of historical art at PAFA. She explains the rationale, “The Huntington, with its spectacular gardens and wonderful American art collection is the perfect venue for a show that traces the interconnections between the American garden movement and Impressionist painting. Also, the develop-

ment of the Pasadena bungalow culture at the turn of the 20th century corresponds perfectly to the material in the exhibition, which was related to the broader national garden cities and British Arts and Crafts movement.” “I hope visitors to The Huntington make the connections between their own homes and gardens and the lives of American artists living and working over 100 years ago. I hope they love the art but also take away a new-found knowledge of the history of the Progressive era in the United States, and particularly its relationship to the burgeoning movements of environmentalism and women’s suffrage, issues with great resonance today,” concludes Dr. Marley. The historic gardens at The Huntington, an estate which once belonged to collectors and philanthropists Henry E. Huntington and his wife, Arabella, are planted with 1,400 varieties of roses artfully perched on arbors and trellises. It is easy to imagine how Arabella took delight in the magnificent blooms in her rose garden, and how 21st century women are experiencing the same to this day.

In past years, these monies has been used for a wide variety of activities, including housing rehabilitation, commercial rehabilitation, code enforcement, graffiti removal and various capital improvements including street improvements, curb cuts for the handicapped and park facilities. The City has been notified by HUD that Rosemead will be receiving $631,009 in CDBG funds for FY 2016-17, which is a 2.52% cut to its FY 2015-16 allocation, and $217,225 in HOME funds, which is a 7.99% increase to its FY 2015-16 allocation. When combined with projected carryover funds and anticipated program income, the City anticipates having a total of $681,742 of CDBG funds available and $752,244 in HOME funds available for the 201617 year. It should be noted that only three broad funding categories are considered eligible under CDBG-regulations. A project must either provide benefits to low or moderate-income persons, eliminate slum or blighted conditions, or is an urgent need. In addition, of the CDBG funds received, no more than 15% of the annual grant amount can be used for public services and no more than 20% of the grant amount can be used for Planning and Administrative services. More than 70% of all funds received must be used for lowto-moderate income activities. Of the HOME funds received, no more than 10% can be used for administrative and program delivery activities. 15% is set aside for Community Housing Development Organizations, as constituted under the regulations. The balance of funds can only be used for housing activities. The FY 2016-17 Annual Action Plan will be available for public examination and copying starting Monday, March 28, 2016.
