Sierra Madre Weekly has learned that longtime Sierra Madre artist, Lew Watanabe, is in the hospital in Wildomar battling pancreatic cancer, according to Arturo Garcia, longtime assistant to Lew. Watanabe was a fixture in Sierra Madre for decades and had designed numerous waterfalls and other stunning works of art like the one Memorial Park. SEE PAGE 12
It looked as though the Sierra Madre Municipal election April 12 would be as dull as dishwater with no one contesting John Harabedian and John Capoccia’s seats. That is, until Barry Gold became a write-in candidate. We wanted to know more about the mild-mannered man, and why at 71 Gold, who is in industrial property management, would want to dive headfirst into the rough, somewhat murky waters of Sierra Madre small-town politics. Apparently, this is the first time in 25 years that there has been a write-in candidate for a Sierra Madre municipal election. On Tuesday afternoon, we sat down with the candidate to find out what makes him tick and why people should consider going for the Gold, if you’ll pardon the pun. Arcadia Chinese Association Hosts the Council Candidates by susan motander The Arcadia Chinese Association held a candidate forum for the six individuals vying for the two seats on the Arcadia City Council. After brief introductory remarks all the candidates answered
the same three questions and then met briefly for informal chats with those attending the Sunday afternoon gathering. In addressing the issue of the increase in crime in Arcadia, all six candidates voiced support for the work
of the police department. Burton Brink, a sergeant with the Los Angeles County Sheriff’s Department, noted that the issue of overcrowding in the prison system had led to the lessening of penalties for non-violent crimes, and that these “non-violent” crimes
such as burglary were what was on the increase in Arcadia. Sheng Chang advocated hiring additional police officers, especially those who are bilingual. Paul Van Fleet said he felt the members of the police department wanted to do more
while April Verlato urged more people to become involved with Neighborhood Watch. Peter Amundson said the responsibility for crime prevention starts not with the police, but with the individual. He suggest those attending get a dog and a secu-

Human Remains Found at Chaney Trail in Altadena Los Angeles County Sheriff’s Department (LASD) Homicide detectives responded to Chaney Trail near Echo Mountain, Altadena, to investigate the finding of human remains Monday, Feb. 22. LASD’s Homicide investigators and members of the Los Angeles County Department of Medical ExaminerCoroner have recovered bones, which were found by two hikers in the afternoon of Sunday, Feb. 21. The hikers were on the Chaney Trail near Echo Mountain above Altadena when they discovered two bones which appeared to be human. They left the bones where they found them, but took pictures of them to show the deputies and coroner’s office personnel. According to coroner’s office investigators, the bones appear to be human and it looks like they may
have been there for several years. The area in which the bones were found is not easy to get to, but is a popular hiking destination in the Angeles National Forest. Homicide Bureau and coroner’s office investigators will now attempt to identify the person by researching missing person’s reports and possibly dental records. The investigation is ongoing and there is no additional information available at this time. Community Events Planned at Five Stations The Los Angeles County Metropolitan Transportation Authority (Metro) will provide free rides on the entire Metro Gold Line on Saturday, March 5 as Metro celebrates the official opening of L.A. County’s newest rail line in the San Gabriel Valley. Several community events are now planned on the 11.5-mile extension to welcome brand new communities to the service. Free rides will begin at 12 noon and will last until midnight on Saturday, March 5. Free rides were originally offered only until 4 p.m. Saturday. Metro extended free ride hours to enable even more people to travel freely to and from opening day events. Free rides will only be available on the Gold Line between East Los Angeles and Azusa. Community station party events will have funfilled activities for the entire family and will include live music, local business booths and food vendors. Train service along the Gold Line Extension will begin at 12 noon. Please plan accordingly. Station parking is on a first-come, first-served basis. At 2:25 p.m., officers responded to the 400 block of South Violet regarding an attempted arson. The victim reported he saw a former female roommate outside his residence. He watched her exit her vehicle and walk over to his vehicle. She opened the driver’s door to his vehicle and began pouring gasoline throughout the interior of his vehicle from a red gas can she was carrying. He ran outside and confronted her. As he approached, it appeared she was preparing to toss a lit cigarette into the vehicle, but she saw him and fled to her vehicle. She left the area without lighting the vehicle on fire. The investigation is continuing. At 6:35 p.m., officers were dispatched to the 400 block of South Violet regarding a traffic collision. The victim was unloading her vehicle, which was parked on the street. An unknown vehicle traveling south on Violet struck the left rear door of the parked vehicle and fled
At 3:41 p.m., an officer located a stolen vehicle in the area of Myrtle and Duarte. A pursuit ensued that went from Myrtle to Huntington, east on Huntington, then south on Mountain. The suspect sideswiped a vehicle at the 210 Freeway underpass on Mountain and continued south. The suspect vehicle became blocked by traffic on Mountain at the railroad tracks. Officers blocked the suspect in and approached the vehicle. The suspect would not follow verbal commands and resisted the officers, but was eventually removed from the vehicle and taken into custody. At 8:45 p.m., an officer stopped a vehicle for a vehicle code violation at Primrose and Chestnut. The driver was found to have an outstanding warrant. During an inventory search of the vehicle prior to storing it, methamphetamine was found inside. At 11:21 p.m., an officer attempted to stop a vehicle
in the area of Euclid and Shamrock for a vehicle code violation. The driver fled in the vehicle, heading south on Flagstone, where the vehicle came to an abrupt stop. Both occupants then jumped out of the vehicle and fled on foot. The passenger appeared to be holding something in his waistband as he ran. A search for the suspects was conducted, but they were not found. The Los Angeles Sheriff’s Department helicopter assisted at the scene. The vehicle was impounded as it matched the description of a vehicle involved in a recent crime that occurred in Duarte. The investigation is continuing. Feb. 21
At 12:08 p.m., an officer responded to a business in the 100 block of west Foothill regarding a shoplifter in custody. The suspect entered the store, concealed bottles of beer on his person, and left the store without paying. The suspect is an active gang member and was in violation of Monrovia’s gang injunction. He was arrested for shoplifting and violation of the court order.

At 2:15 p.m., the victim of fraud called police to report the scam. He reported an ad on Craigslist regarding tickets for sale for Disneyland. The victim said he met with the suspect and bought the tickets, only to find out that they were fraudulent. He had a friend call the suspect requesting to buy additional tickets and they agreed to meet in Monrovia. The victim asked if police could help him recover his money. Although the first incident did not occur in Monrovia, it was similar to a Monrovia case that occurred earlier that week. An officer was dispatched to the location at the time they agreed to meet and the suspect was detained. The suspect admitted he had taken gift cards from a local grocery store and advertised on Craigslist. He admitted selling three gift cards that were never activated. Two incidents possibly occurred in Monrovia. The first incident occurred in Arcadia, and the victim was advised to file a police report with Arcadia. The suspect also had four outstanding warrants. He was arrested and taken into custody.
At 7:05 p.m., dispatch received a call reporting suspects vandalizing a school in the 100 block of West Duarte Road. Two young male subjects were seen by witnesses spray painting a wall at the school. Officers arrived and detained two juveniles near the school. A field show up was conducted with three witnesses. All three witnesses positively identified the suspects. Both suspects were arrested for vandalism and taken into custody. They were booked and released to their parents with a citation to appear in court on the charges.

made at 1:30 p.m., at Rancho Real Road and Rosemead Boulevard. The suspect was detained for a vehicle code violation while riding a bike. The bike appeared brand new with the price tag still attached. The suspect admitted he recently stole the bike and other property from a local department store. The theft was confirmed by the store.
Feb.18 A Grand Theft occurred at 1:30 p.m., in the 10600 block of Fairhall Avenue. The victims were manipulated out of money and jewelry by a female Hispanic and a male Hispanic who claimed they would conduct a spiritual cleanse for the victims.
Feb. 20 A Trespassing occurred at 6:16 a.m., in the 5500 block of Golden West Drive. The victim observed a male black adult ringing his doorbell and looking into his front door. He then walked around his residence. The victim’s motion sensor camera captured the footage of the suspect and sent the alert to his cell phone.

Response to Monrovia Mansionization Dear Editor: For those of you interested in the mansionization/ neighborhood compatibility issues in Monrovia, I would like to share some information and also some personal perspectives. I think the house sizes that would be allowed under Monrovia's proposed new codes for the R-L zone are still too large. In my opinion they would negatively affect neighbors and the special qualities and character of Monrovia I listed some comparison between Monrovia's proposed code and those of La Canada Flintridge, San Marino, and Sierra Madre. These cities F.A.R. (Floor Area Ratios) are lower than Monrovia and they include all garages and accessory structures in F.A.R. which Monrovia draft code does not - so the true difference is even greater. Even Arcadia's new draft code has lower F.A.R.s for some parts of the city (although they, like Monrovia, are not including garages and accessory structures in the F.A.R.).
I did the comparison for a 9000 square foot lot (122 N. Alta Vista has a lot size of 8,192 square feet and 201 Stedman Place has a lot size of 9,358 square feet). (Please see table below). Another example that gives one a sense of numbers of proposed code is the insignificant difference that new code would have made in one of the houses that was a lightning rod for the anti-mansionization movement - 122 N. Alta Vista. Under proposed new code, it would only be required to be a little over 100-plus square foot smaller - not a noticeable difference in my book. If any of my fellow Monrovians share similar concerns, it is important to share your opinions with the city council. Time is of the essence as this part of code update is scheduled to be finalized in the next month or so. (First City Council Reading is April 5; City Council Second Reading is April 19). FBI vs. Apple The San Bernardino litigation isn’t about trying to set a precedent or send any kind of message. It is about the victims and justice. Fourteen people were slaughtered and many more had their lives and bodies ruined. We owe them a thorough and professional investigation under law. That’s what this is. The American people should expect nothing less from the FBI. The particular legal issue is actually quite narrow. The relief we seek is limited and its value increasingly obsolete because the technology continues to evolve. We simply want the chance, with a search warrant, to try to guess the terrorist’s passcode without the phone essentially self-destructing and without it taking a decade to guess correctly. That’s it. We don’t want to break anyone’s encryption or set a master key loose on the land. I hope thoughtful people will take the time to understand that. Maybe the phone holds the clue to finding more terrorists. Maybe it doesn’t. But we can’t look the survivors in the eye, or ourselves in the mirror, if we don’t

follow this lead. Reflecting the context of this heart-breaking case, I hope folks will take a deep breath and stop saying the world is ending, but instead use that breath to talk to each other. Although this case is about the innocents attacked in San Bernardino, it does highlight that we have awesome new technology that creates a serious tension between two values we all treasure – privacy and safety. That tension should not be resolved by corporations that sell stuff for a living. It also should not be resolved by the FBI, which investigates for a living. It should be resolved by the American people deciding how we want to govern ourselves in a world we have never seen before. We shouldn’t drift to a place – or be pushed to a place by the loudest voices – because finding the right place, the right balance, will matter to every American for a very long time. So I hope folks will remember what terrorists did to innocent Americans at a San Bernardino office gathering and why the FBI simply must do all we can under the law to investigate that. Reader Takes Exception to Political Coverage Dear Editor: Your last few issues of The Arcadia Weekly have developed into a disturbing trend. To wit: You continually run pictures showing “Save Arcadia” yard signs - two on the front page of your last issue. Clearly, you must be aware that this debacle was settled by the sponsoring attorney: April Verlato, months ago, and is a dead issue ... let alone has been news. Also in your current issue, in your front page article “Arcadia Election Heating up ...”, on the continuation on page 12, you quote in this “feature article” much of what Mr. Fasching wrote to you in his Letter To The Editor which you printed on page 6. Just where does editorial integrity begin and end in your paper? Many of your readers whom I’ve talked to are quite aware that your paper endorses Ms. Verlato while being opposed to Mr. Harbicht. Where’s fairness in reporting? Your support of candidates/propositions belong in a Opinion
column. The accompanying editorial photo in that article not only shows Ms. Verlato’s campaign yard sign, but also a yard sign of the potential disaster to the City of Arcadia: the ill conceived Yes on Measure “A.” A coincidence? Are you aware of what will happen to the City and the citizens if this poorly thought out measure pass’s [SIC]? Have you bothered to inquire and responsibly print all the needed services that will be cut out for us if this mere $8 average monthly cost per home is cut from the City budget? You have been such a “must read” and talked about newspaper reporting on Arcadia in the past. Many, many of us hope you’ll do the right thing: report on both sides of a story. We expect more from you. Challenge to Monrovia: Scrap the Slop Pot/Jar On April 15, 1968, eleven days after Martin Luther King Jr. was assassinated, Mrs. Harriet Glickman, a Los Angeles school teacher, wrote a letter to Charles Schultz, cartoonist. She was concerned about the lack of integration in PEANUTS. Mrs. Glickman challenged Charles Schultz to integrate his cartoon strip with Negro children. Negro children are
readers, too! After two letters to Mr. Schultz, his heart was pricked, and “Franklin Armstrong” was introduced on July 29, 1968. Martin Luther King Jr. died in the spring of 1968, and “Franklin Armstrong,” a Negro, was introduced/born into the PEANUT family in the summer of 1968. I was very happy to attend the Monrovia Library’s Black History Program on Saturday, February 20th, featuring Harriet Glickman. Mrs. Glickman wrote her “Letters of Challenge” during a time while the United States of America faced widespread social changes over Civil Rights. I was a teenager in that era and an avid reader. Monrovia Community/ Citizens, I “challenge” you to take the time to write (one) letter of protest to make our community a better place. Write your Congressperson, your assemblyperson, your city officials. Take the “Challenge.” Julian Fisher: the first Colored, Negro, Afro-American, African-American, Black Police Officer in the history of Monrovia, California was a “champion communicator.” He challenged togetherness. He calmed tense relations between Monrovia’s Black and White Communities. In 1974, a Park Project was started. The Julian Fisher Park was officially dedicated on, Jan. 25, 1981. Julian Fisher died in 1976. Mr. Julian Fisher passed away about forty years ago in 1976. Julian Fisher Park was dedicated over thirtyfive years ago. I write this “letter of challenge” asking the Monrovia City Council to consider “SCRAPPING the SLOP JAR/POT,” and budget “Inside Plumbing/Rest Rooms,” at Julian Fisher Park this BUDGETARY YEAR 2016!! “Station Square Park” was dedicated (4th Saturday) on January 2016, with “Inside Plumbing/Restroom Facilities.” Library Park will soon have a new set of “Restroom Facilities” on the outside, approved in the CURRENT BUDGET. Just how long must the “SLOP JAR/POT” remain in use? Again, February 2016 - BLACK HISTORY month a changed budget, but NO CHANGE for Julian Fisher Park. The Culver City Arts District, http://culvercityartsdistrict.com , has about 30+ galleries; the majority of which are concentrated along La Cienega Blvd between Venice and Washington Boulevards and on Washington between Helms and Fairfax. Parking along the main streets is fairly easy unless it's a Friday or Saturday opening night, in which case you’ll have to hunt on the side street or use valet if available. Most of the galleries are open from Tuesday to Saturday from 11 a.m. to 5 p.m. or later. There are a few scattered restaurants along Washington Blvd and many more as you near the Helms Bakery Building. A two artist exhibition featuring new works by Chris Trueman and David Hicks is currently on view till March 5, 2016 at Edward Cella Art+Architecture; http://www.edwardcella. com, 2754 S. La Cienega Blvd., LA. Trueman’s paintings are vivid and abstract, using acrylic and acrylic spray paint to create layers, texture and a sense of depth/transparency on a Yupo paper surface mounted to board. He is playing with the idea of a creating a digital appearing work (e.g. a photoshop-like product) using an analog (physical) process. From a distance the bold colors and balance of light and dark quickly catch your eye, drawing you in closer to discover multiple strata, gestures, scraping and drips than in some cases create almost the feel of a glaze on pottery. The series has less rigidity and more freedom than some of his past works which had more of geometric, linear / digital op-art feel. His current work reminds me of the lack of retrain seen in Helen Frankenthaler paintings and the sense of dimension form

Michael Heizer’s geometric works from the mid 80s. It’s very hard to categorize, which is refreshing. Hick’s sculptures are an interesting contrast to Trueman’s painting; they seem almost organic – teaming with life as opposed to purely abstract. The works are primarily composed of stainless steel piping and glazed /textured ceramic components. I found his freestanding works the most alluring; they seem like small ocean reefs - alive with plant-life, coral, vessels and a bio-architectural
structure. Some of the terra cotta components are welded (trapped permanently) in the interior of the steel scaffolding. And others sit upright on exterior metal armatures. You feel compelled to examine the works closer, circling from differing angles as if you are swimming around the eco-skeletons. Structurally they make me think of the complex intricacies of Chihuly glass sculptures – each component is fitted into its unique space within the system. Just next door at Zevitas Marcus, 2754 S. Blvd, Suite B, http://www. zevitasmarcus.com, is “Transcendental Divide/Transitory Space,” an exhibition of new works by artist Chris Ballantyne, on view from Thursday, Jan. 7 through March 5, 2016. Ballantyne’s work explores the tension between man and nature as we continue to expand our footprint across the earth’s surface. Images including a house on the edge of a crumbling cliff, abandoned swimming pools, a cargo ship adrift and an illogically designed parking lot filled with puddles are a few of the paintings illustrating the theme. The architectural elements of the works such as the house and pool are painted with rigid architectural precision against often less precise backdrops that leave you wanting more detail and explanations. Is that house going to fall over the cliff? Who built it there (maybe it’s just landslide season in Malibu again), why is that pool crucifix shaped? Whoever painted the lines on the parking lot is going to be fired – right!? Ultimately, he leaves it up to you to figure out the solution to the puzzles raised. New and recent work by the LA–based artist, taken at the Bel-Air residence of the late actress Elizabeth Taylor. Opie creates a portrait of Taylor from her personal space and mementos. The artist photographs rooms, closets, shoes, clothing, and jewelry that depict an indirect, yet deeply intimate, portrait of a life defined by wealth and fame.

Acclaimed theatre company A Noise Within (ANW) opened the timeless Shakespeare play “Romeo and Juliet” this past Saturday, Feb. 20. To start, let me just say I enjoyed the play. It is funny, frightening, daring, and overall satisfying. The acting, as usual with ANW, was top notch, which is important because, aside from the obvious reasons, this play has been done to death and is often performed with such reverence for Shakespeare’s prose that performances often focus more on recitation with bad British accents rather than on careful character analysis. The most impressive performances this time around come from Rafael Goldstein, who plays Mercutio (by the way, I am kind of embarrassed to sing Goldstein’s praises since, if you have read my previous ANW reviews, I do so with such consistency that next time I may make a point not to), and Alan Blumenfeld, who plays Capulet. Blumenfeld, in fact, has perhaps the juiciest monologue in the play, in which he launches into a wonderfully hair raising tirade against Donnla Hughes’s fragile Juliet. In that one speech, he will laugh hysterically, and then bark furiously, exhibiting a character that is authentically intimidating. Romeo himself, played by Will Bradley, is also quite interesting, mostly because his Romeo is unique. Let me preface this by saying that I went in expecting an incredibly romantic show, especially given that we have just come off of Valentine’s Day. But, in this play, director Damaso Rodriguez presents a Romeo who seems

neither very charismatic, nor charming, nor seductive - not to me anyways. Instead, we are presented with a moody, brooding, black cloaked teenager, prone to making rash decisions, and incredibly self-focused. This makes sense since when we look at Romeo as a character; the image of an “emo” teen of today comes to mind. Throughout Bradley’s performance, he can be cocky at one moment, but then wailing or weeping at another. Such a depiction only de-emphasizes the narrative of two star crossed lovers and emphasizes Shakespeare’s bigger point: Tis’ not love that saves children from foolhardy quests, but forgiveness and patience of parents who bound not their sons and daughters to predetermined grudges (that was me by the way, not Shakespeare. I hope you are impressed). Now, one thing that may be an issue for some are the aesthetic choices. Overall, they made the play profoundly interesting. The dark backdrop, gray brick wall splattered with chaotic graffiti, dumpsters used as drums, a soiled mattress, and debris scattered throughout the stage create a post-modern portrait. But, when this
portrait is paired with the acting and text, the play gets a little, for lack of a better term, strange. For example, throughout the play, actors who are story-wise “offstage” never go offstage. Instead, they sit in the background, staring at and even handing the performers props, perhaps to create a meta-feel. But much like with things that are this artsy, for this play you just do not let these mysteriously strange choices take away from the overall work. In fact, the mystery might even be seen as daring. In the end, ANW’s “Romeo and Juliet” takes something so pervasive and even cliché, and makes it new. It is with talent and carefully crafted vision that the creative minds at this theatre company are able to keep an old tale fresh and innovative, one worth watching and one free of bad British accents. “Romeo and Juliet” will play until May 8 at ANW (3352 E. Next, the store associate videotapes the customer running or walking on the treadmill in order to properly analyze their biomechanics. Once all the data has been assessed, the associate will exercise his or her expert judgment to bring out a selection of appropriate products from their massive inventory. “We have the widest selection of running shoes in Southern California and I would venture to say that we have one of the widest selections of running shoes in the country,” says Johnson. BY Emmy Hernandez Certified Financial Planner® Practitioner, Attorney at Law Dear Emmy, Have You Any Last Minute Tips to Reduce My 2015 Taxes?
2016 has already begun, so I am afraid that we are a bit beyond the “last minute.” One recourse would be to back-date a financial transaction to last year – but that would be illegal, except in one case: making an IRA contribution. You can contribute to a Traditional, SEP, or SIMPLE IRA by April 15 to reduce your adjusted gross income for last year by an equal amount. The less taxable income you have, generally the smaller your debt to the IRS. Just be certain to designate this contribution for 2015 and not 2016. Include transaction on line 51 on Form 1040, or line 34 Form 1040A. Then subtract the contribution amount from your earnings to come up with your adjusted gross income. Of course, there are some important caveats. To qualify for an IRA deduction in 2015, you cannot be eligible to participate in a company retirement plan. If you are, then the upper limit of your adjusted gross income must be $61,000 for singles, or $98,000 for married couples filing jointly, to receive a full or partial payback. Additionally, if you are not eligible for a company plan but your spouse is, your IRA contribution is fully-deductible as long as your combined gross income does not exceed $183,000. If neither of you are an active participant in an employer-sponsored retirement plan, you may both deduct your entire Traditional IRA contribution, up to your applicable limit. For 2015, the maximum IRA contribution, for Traditional and Roth accounts combined, is $5,500 - or $6,500 if you are age 50 or older. For the self-employed, the maximum for non-catchup contributions is 25 percent of your 2015 compensation – capped at $53,000 for a SEP or $12,500 for a SIMPLE IRA. It is difficult for me to say exactly how much a retroactive IRA contribution would affect your taxes because it depends on your age, income, and family size. There is another good reason to reduce your adjusted income by making a “last minute” IRA contribution: if you underestimated your earnings when applying for a healthcare subsidy under the Affordable Care Act. If your 2015 income ends up being higher than you projected, you may have to pay back all
or part of the excess subsidy you received. This could be painful. People who received a Covered California policy and mistakenly thought their income would be less than 400 percent of the federal poverty level - $47,080 for singles or $63,720 for couples not claiming children – may have to pay money back unless they find a way to get their adjusted income below federal thresholds. Making a “last minute” IRA contribution could solve this problem. Speak to your tax professional to help you make the best decision. When Will They Get It? When will the City of Sierra Madre government get the message that the reason for establishing the local government is to serve the people at the least cost to the town's residents? They interpret the word serve as, “meaning more and more regulation and at a greater cost every step of the way." The people keep hoping for a minimum cost for this service with a minimum number of employees and not the opposite. Since 1977, when the government moved into its present buildings, the city government has grown by leaps and bounds, as to the number of employees the city has, and all we keep hearing is, "we are understaffed and underpaid." The cost has grown from $1 million to over $22 million per year. Now the city is faced with a reduction of the Utility User Tax (UUT) which would lead to a cut of $1 million per year. All that the council can think of is to "retrain" the voters in order to once again raise the UUT and if not then the city will do away with our police, fire, and library departments. They are doing this because they know the people want these local services and not to contract or close them. The city is hoping that this will cause the people to vote for this tax increase that the people have voted against twice before. They have said nothing about the over
$1 million budget increase and the raise in pay that the employees received on the number or the number of new employees that have been hired since the last UUT defeat. The city could reduce the employee count by 25 percent in the police, fire, and planning departments and they would still be larger than they were. The city could make the city attorney a part-time position. The city could bring plan checking in-house and save more than $500,000. The city could approve the building of new homes, which would bring in millions. The city could reduce the fees that are charged against new businesses. These are only a few quick ideas for savings. If the city would only focus on reducing the cost to the voters instead of increases all the time, then the people could afford to live in town and even make voluntary donations. Can the city appreciate the simple fact that the cost of living is higher for the people and wages are not increasing? The city should try to reduce the direct taxes such as the UUT and franchise fees. Lighten the burden for the people and; if not then they can expect the following: vote “No” on any tax increase! man

How long they need to be here depends on how soon the badly depleted
SMPD can hire new people. Chief Giannone is working on it. It could be by the end of June, or it might be much longer.” Crawford in his whimsical ways summed it all up like this, “The City Council asked very few questions, and offered no insight on the significance of any of this. Nor did they even take the time to answer questions from the residents who came to speak at the podium - Despite assurances from Mayor Capoccia that they
would. Why is this? Did the City Attorney forbid them to speak on these matters? Was it part of the time-honored tradition there to never admit that City Hall just might be at fault for its own failures? Did they believe that if they didn't talk about it, none of this would actually exist? I don't the know answers to any of that. This entire air brushed and largely content-free meeting was swept under the rug and over in less than two hours.”
Lew Watanabe Continued from page 1
14 years ago, Watanabe was working on an installation when he fell and was ultimately confined to a wheelchair. This, however, did not deter the enthusiastic, energetic, and eclectic artist from continuing to work. Watanabe was greatly sought after in the art world and perhaps best known for his waterfalls and his beloved Japanese Gardens at Sierra Madre Elementary School. We spoke briefly with Joyce Watanabe Monday evening, Feb 22. She asked that his friends in Sierra Madre just pray for him. They are hoping to celebrate their 53rd wedding anniversary this June. Lew is 82-years-old and has lost a great deal of weight, Joyce says. “He’s just not eating,” she said, holding back the tears. Joyce Watanabe told Sierra Madre Weekly that the doc-
tors wanted to do a pancreatic biopsy which is highly invasive and some doctors suggest Lew may not survive the operation. Watanabe said she would pass on the biopsy. Lew failed the swallowing test, which is not a good sign. Ultimately, the doctors said they will insert a stomach tube and perhaps later this week Lew will go home with hospice care. We asked what the residents and friends of Lew Watanabe could do to help. Firstly, Joyce said, “pray for him,” she then added that hopefully someone will help keep the Goodwill Gardens at Sierra Madre Elementary School in good shape. This has been one of Watanabe’s major projects through the years and one that is deeply personal to Lew. If anyone donates money to the school, Joyce Watanabe suggests you write “For Maintenance of Goodwill Garden”

Japanese Goodwill Gardens-Watanabe Legacy The rediscovery of the Japanese garden (circa 199394) and how the students got into restoring the lost treasure that was destroyed as a result of bigotry and hatred of Japanese Americans during the post Pearl Harbor days, was brought to life through teacher Helen Pontarelli who hopes the garden will continue to be an unexpected, emergent curriculum at the school. While the stories vary on the amount of vandalism and the conjecture about anti-Japanese sentiment at that point in history, the fact remains that it was damaged and left unattended for many years after the war. Enter Helen Obizowa, a former student at the school and resident of Sierra Madre, who decided it would be a good idea to resurrect the garden in 1992. Obizowa, who recently passed away at 96, is credited for the original concept and then approached Watanabe with her idea. Watanabe granted her wish without a moment’s hesitation. The original Japanese garden built in 1931, was the effort of the parents of Japanese American students at the school. The carefully con-
structed and peaceful garden was then vandalized and completely destroyed by those who over-reacted to the Japanese attack on Pearl Harbor. The sixth grade class of 1995 read about this part of Sierra Madre’s history and discovered an article in the Los Angeles Times (October 1994) documenting the history of what was once a garden at their school, according to Natalie Sandoval who was a student in Helen Pontarelli’s class then. Upon reading the article, Natalie and the students of Sierra Madre School decided to restore it, undertook a massive fund-raising and labor effort to do just that. Watanabe became a central figure for the ambitious project and as a landscape gardener; he designed the new garden and led the reconstruction. On Sunday, Feb. 4, 1995, the Japanese Garden was officially dedicated. It is that very garden that Lew Watanabe hopes will continue to be maintained. Joyce also asked if anyone in Sierra Madre could help with the ‘94 Dodge Caravan which has been converted to help get Lew around. San Gabriel Valley Seeks Resident Input Residents can give input on this year’s budget with an online survey for the 20162017 Budget and Capital Improvement Program (CIP). This is the second year the city has used an opinion survey as a way to incorporate resident input into the budget process. Last year, several residents filled out the survey and their thoughts were included in the information presented to the city council for consideration. The budget survey is part of the city’s new budget process, which was designed two years ago to make the budget more accessible and transparent to the community. The budget and capital improvement program are the
most important documents the city council and city staff create each year, so the city aims to get as many residents involved as possible. The online budget survey can be accessed on the city website and will be open to residents until March 17. trict- so it seems, fiscally, he’s ready. Firstly we asked the obvious - why a write-in candidate? Gold said that he had been thinking about the possibility of running for some time but at recent council meetings he was taken aback by Mayor Cappocia, who publicly chastised those who want to eliminate the UUT (User Utility Tax). Paraphrasing, Gold said that Cappocia admonished the likes of Earl Richy who attempted to get the “abolish UUT” on this year’s ballot, by calling them “foolish … they don’t know what they are doing.” Frustrated by the lack of civility on the dais, it was at that very moment, Barry Gold said, “I decided I HAVE to run; to win!” After qualifying with 30 signatures (although he only needed 20), Gold became a write-in candidate. Gold and his wife of 18 years moved to Sierra Madre from Arcadia as they were appalled by the seemingly never-ending mansionization of that city. Sierra Madre is small and very much a preservationist town, which is exactly
where the Golds’ philosophy takes the next logical step. Gold got involved with the Preserve Sierra Madre group, which has had a significant impact on council, especially lately. Gold said he simply couldn’t let Sierra Madre follow the same path Arcadia has taken so he got involved with the group to make the council and planners aware of the dangers of overdevelopment and to help the Sierra Madre down the roads less traveled. With the General Plan recently approved - after six years - Gold gives immense credit to the current council for implementing the plan and holding onto the belief that size does in fact matter - a lot. New building restrictions are in place but more needs to be done, Gold asserts. Gold says that the number one issue in Sierra Madre is, of course, finance. Gold is totally in favor of Los Angeles County Sheriff’s deputies patrolling the streets and says outsourcing to LASD will save the city well over $400,000 a year. Answering critics who
say the response times would be long, Gold points out that the Sheriff could use the current PD and dispatch area as one of the three options. So it is a moot point. The city can no longer afford its own police force, Gold says. “Sheriffs’ deputies will provide better protection for Sierra Madre’s citizens, due in part to the huge resources available countywide.” A city the size of Sierra Madre cannot afford to waste more money and add to the ever-growing CALPERS pot-o-gold retirement plan, Gold says. Gold says city planners like John Hutt in Sierra Madre really knows how to work with developers and help preserve the smalltown charm which has attracted people to move into Sierra Madre and want dearly to sustain that charm lost in so many California cities due to overdevelopment. The real issue, though, is always financing. Gold’s take on the city of Sierra Madre’s upper management is quite simple and eloquent. “They’re bureaucrats, much different than in the private sector. In government, lo-
cal or otherwise, it is an art form to protect your job. Every four years, essentially, you’ll have a new boss.” Gold said, “We must force ourselves to live within our means.” So he’ll vote no on Measure UUT. He’s not against a UUT Tax; in fact, as a member of the UUT Revenue Committee, Gold proposed a 9% UUT rate with a six-year sunset back to 6%. The committee recommended 12% and the city council approved 10% with no sunset. Candidate Gold says he’ll take no campaign contributions. “There will not be lawn signs or mailers. And if elected, I will not owe any favors to anybody except to those who wrote in my name on the ballot. I will repay them by keeping my promise to do everything I can to the hire the Sheriff as soon as possible, make the necessary cuts to balance the rest of the budget, and then concentrate on our grossly neglected infrastructure.” On March 10, there will be a candidate forum at Sierra Madre Women’s Club in which Gold will participate. The forum starts at 5:30 p.m.

Azusa Science Educator Selected for New Teacher Academy By May S. Ruiz Young students are predictably impressionable creatures who emulate the teachers they admire. And if that were true for middle schoolers at Slauson Middle School in Azusa, they would have the perfect teacher after whom to model themselves in Donna Hawkins. Mrs. Hawkins, who has been teaching science for 16 years, has recently been selected as one of 25 educators across the country to be the first participants in Northrop Grumman Foundation’s
STEM Professional Development Program. This Teacher Academy is a joint collaboration between the National Science Teachers Association and Northrop Grumman Foundation, which aims to elevate STEM education in middle schools in the districts located in Northrop Grumman communities. This is Mrs. Hawkins’ third year teaching STEM and she has found the experience both stimulating and daunting. Project Lead the Way, an organization that offers training and collaboration for STEM teachers, has helped her

immensely. Last summer, she took two classes at Cal Poly Pomona – Flight in Space and Designer Modeling. “Frankly, I’m slightly terrified. While this is an exciting opportunity, it also is a big commitment. But my children are grown, so I have the time to dedicate to STEM training and teaching. STEM education is such an important part of students’ learning and future.” The 25 science educators taking part in this Teacher Academy will be attending the 2016 National Conference on Science in Education in Tennessee. During the summer they will participate in a fiveday workshop at a Northrop Grumman facility to discuss strategies on how to effectively integrate engineering design work in their classroom. They will go through a twoweek immersive externship at a Northrop Grumman facility where they will be partnered with an engineer or technologist to observe and experience STEM skills in action. What they take away from these activities will serve as their guide when they develop classroom projects with realworld applications. Mrs. Hawkins teaches Physical Science and STEM in 8th grade. This year she started a 6th grade STEM

class where, she says, there are more girls than boys. She would like to see girls develop a passion for science. “That’s what I like about teaching – being able to encourage students to take a real interest in science, technology, engineering and math. I try to make the subject as engaging and real-world as possible. I’ve recently started teaching knitting to make them work with their hands. And there’s some physics involved in that activity even if they’re not thinking it,” Mrs. Hawkins relates. Throughout her years teaching science, Mrs. Hawk-
ins has observed, “They either love it or they hate it. STEM is not a required subject and I make them apply for a place in my class. I want to see the students, who really love it, attend my class. With the Common Core in place, I no longer teach to the test. I can slow down a little bit to show my students how science applies to everyday things. We recently learned about mixtures and we broke them down to their basic components. It is such a joy when students’ eyes light up as they absorb what I’m telling them.” Mrs. Hawkins has always been interested in science. She relates the winded path that led her to where she is. “I started out at Cal Poly as a premed student and took Biology and Chemistry but I switched to Food Science and Nutrition. I thought of becoming a dietitian but it required more schooling, which I really didn’t want to do. “After graduation, I took a job in quality control at a soup manufacturing firm. Then I worked for ten years at Miller Brewing Company. I loved working there but I didn’t want to do it my entire life – I just couldn’t see myself doing that forever. “So I quit; my kids were small and I decided to spend
some time as a stay-at-home mom. One day I was volunteering in my daughter’s kindergarten class and I helped a little boy write a story. That was my Aha! moment – I want to do this; I want to be a teacher,” Mrs. Hawkins concludes. Mrs. Hawkins says she didn’t intend to teach science at first. She went back to school to earn a multi-subject credential and taught 2nd grade. After a year she found she didn’t like it and struggled with the realization that teaching may not be right for her. Nevertheless, she took some science supplemental classes at Mt. San Antonio College at night and then started subbing at Azusa Unified School District. She taught 8th grade science and enjoyed it. Watching Mrs. Hawkins today, one would be left with absolutely no doubt that she loves what she does. Recently, she taught her students how to use computer-aided design (CAD) using Autodesk Inventor, a program used by drafters, engineers and architects. By the end of the course, her students will know how to digitally create their own playground equipment. If science could be this much fun, Azusa students will be breaking the door down to get into Mrs. Hawkins’ class!

Beverly Margett Sept. 26, 1926 - Feb. 18, 2016 Beverly Margett passed away peacefully last Thursday, Feb. 18, 2016 in hospice care at Royal Oaks Manor in Bradbury. Her husband of 65 years, former State Senator Bob Margett, was at her side. She had struggled valiantly against the fibrosis which literally took her breath away. But through it all she remained positive and always gracious. She was born Beverly Sidle on Sept. 26, 1926. After graduating from high school in Glendale, California, Beverly continued her education at UCLA, Occidental College, and the University of Arizona. Even without graduating, she began teaching in the El Monte School district with a provisional credential. Although she and Bob grew up within ten houses of each other in Glendale, it was not until after Bob had graduated from the University of California at Berkeley that they began to date. They were married in 1951 and shortly after moved to Arcadia where they lived until recently. Together they raised their seven children, six boys

and a girl, in Arcadia. Beverly was always involved with the children’s activities, serving as a Little League mother and active member of the PTA. She was the president of the Dana Junior High School PTA and was awarded an honorary life membership in that group. Beverly was also active
in the Arcadia Republican Women’s Club and the Assistance League of Arcadia, serving as president of both those groups. The volunteer activity of which Beverly was most proud was working as a docent at the Los Angeles Zoo. This required extensive training and she was pleased to have graduated at the top of her training class. Bob said that with all her activities and those of the children, he was amazed that she had the time to become a gourmet chef, regularly turning out meals that impressed family and friends. Services are being planned for next month at Immaculate Conception Church in Monrovia where the Margetts have long been members. Beverly is survived by her husband, Bob, and their children Dennis, Jeffrey and his wife Karen, James, Richard, Kenneth and his wife Debbie, Phillip and his wife Linda, and Melinda Margett Perkins and her husband Steve. She is also survived by eleven grandchildren and two great-grandchildren.

magazine. The main feature of that edition was an article about Virginia City, Nev. It sparked memories for her about a visit that she and her husband had made to me and my husband. While they were here we took a trip to Lake Tahoe, Reno, Virginia City, and a wonderful trip to the Ponderosa of the TV show “Bonanza” fame. She and I took a lengthy trip down memory lane together … We cried a bit, but laughed a lot. By the time we hung up I was not sure if I wanted to remember all those things. I decided to watch some TV. There was nothing that appealed to me so I decided to watch a DVD that my heartson had loaned me. It was the story of Glen Campbell's final tour and his travels into the depths of Alzheimer’s. My memories, bad and good, suddenly became so, so precious.

34th Annual Black History Parade and Draws Thousands Pasadena’s 34th annual Black History Parade and Festival held last Saturday, Feb. 20, was perhaps one of the best attended in the festival’s history. The festivities included one of the biggest and longest-running Black History parades in California. This year’s theme was “Footprints in the Past – Stepping Stones to Our Future.” The parade started at Charles White Park, Fair Oaks Avenue and Ventura Street in Altadena; then headed south on Fair Oaks Avenue before ending at Pasadena’s Robinson Park, albeit two hours later. More than 80 entries were featured in the parade, with participants traveling
from as far as Bakersfield and San Diego. Featured acts included the Wilson Middle School Marching Band, New Buffalo Soldiers, local dance and drill teams, car and motorcycle clubs, musicians, community dignitaries, and city officials. Perhaps one the more popular bands this year was Pasadena Drum Squad with their high energy and immaculate timing drumming patterns. The Celebrity Grand Marshals for the parade were members of the local rhythm and blues group “Troop.” Community Grand Marshals were centenarians Charles Johnson and Corrie Harris, who are among the oldest known African-Americans residing in the Pasadena area.
Monrovia City Notices AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING TITLE 17 (ZONING), CHAPTER 17.20 (LANDSCAPING/TREE PRESERVATION) OF THE MONROVIA MUNICIPAL CODE RELATING TO WATER EFFICIENT LANDSCAPE STANDARDS THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA does ordain as follows: SECTION 1. FINDINGS. The City Council of the City of Monrovia finds as follows: A. On April 1, 2015, Governor Edmund G. Brown of the State of California issued an Executive Order B-29-15 that directed the State Department of Water Resources to update the Model Ordinance to further increase water efficiency standards for new and retrofitted landscapes through more efficient irrigation systems, greywater usage, onsite storm water capture, and by limiting the portion of landscapes that can be covered in grass lawn. The California Water Commission approved the updated Model Ordinance on July 15, 2015. B. The City is required to adopt the updated Model Ordinance, or its own water efficient landscape ordinance that is at least as effective in conserving water as the updated Model Ordinance by December 1, 2015. If the City takes no action by this date, it automatically adopts the updated State Model Ordinance. C. The City Council seeks to amend Monrovia Municipal Code Chapter 17.20 to incorporate the updated State Model Water Efficient Landscape Ordinance, by reference, in compliance with the State’s mandate. D. The ordinance complements the City’s water conservation efforts because it increases water efficiency standards for new and renovated landscapes through more efficient irrigation systems, sets a maximum water allowance that may be applied for landscape irrigation, and promotes the use of native and climateappropriate plants that need minimal supplemental water after establishment. SECTION 2. On January 13, 2016, the Planning Commission of the City of Monrovia conducted a duly noticed public hearing on the project, including Ordinance No. 2016-01. At the hearing, all interested persons were given an opportunity to be heard. The Planning Commission received and considered the staff report and all the information, evidence, and testimony presented in connection with this project Ordinance No. 2016-01. Following the close of the public hearing, the Planning Commission adopted Resolution No. PCR2016-01 recommending approval of Ordinance No. 2016-01. SECTION 3. On February 2, 2016, the City Council of the City of Monrovia conducted a duly noticed public hearing on the project, including Ordinance No. 2016-01. SECTION 4. Pursuant to the California Environmental Quality Act ("CEQA"), the State CEQA Guidelines, and the City's local CEQA Guidelines, the Planning Commission and City Staff have determined that adoption of Ordinance 2016-01 is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The Planning Commission and City Staff have determined that the adoption of this Ordinance will not have a significant environmental effect and therefore, adoption of the Ordinance is exempt from CEQA pursuant to Section 15061(b)(3) of the State CEQA Guidelines (14 CCR § 15061(b)(3)). Arcadia American Little League Opens 58th Season Arcadia American Little League (AALL) opened its 58th season last Saturday, Feb. 20, at venerable Windsor Field with players ranging from T-ball to Majors in full uniform and ready to play ball in 2016. Mayor Gary Kovacic, a longtime supporter and sponsor of AALL, threw out the ceremonial first ball on a glorious, warm morning and the large crowd on hand saluted AALL’s unprecedented “double” majors championships
of last year with District 17 Pennant raising for both the 2015 Tournament of Champion winner AALL Angels and City Tournament Champion Twins. After the 2016 AALL sponsors were saluted and all players took a traditional opening day lap around the bases, it was time for baseball with the Majors Angels hosting the Dodgers. And that is when Opening Day became Mikey Easter Day.
Majors newcomer Morgan Lu helped preserve Easter’s no-hitter with a nice catch of a line drive off the bat of Jimmy Wilcox in the fifth inning. Nguyen pitched well in a losing cause for the Angels, and Matt McIntire looked sharp in relief. The Dodgers and Angels start interleague play this weekend against the Santa Anita Blue Jays and Cardinals, respectively. Good luck to all AALL teams and enjoy a great season!

Arcadia’s Eden Hardy’s Hat-trick Defeats Rival Monrovia 3-0 By Jacob Bigley “Everything just kind of blocks out and I know I have to do my job … I know I have to do whatever it takes to keep my team on top,” said Eden Hardy when reflecting on her third and final goal to complete her brilliant hattrick performance against Monrovia High in the CIFSS Division 4 girls’ soccer playoffs. The Arcadia Apaches started off to a slow start as the Monrovia Wildcats came out with a strong attacking offense. Monrovia had a couple promising opportunities to pressure Arcadia; however, their offense could not find the back of the net. Eden Hardy’s first goal was set up in the 30th minute by her interception of a pass in Monrovia’s defensive territory and quickly finding herself in a one-on-one scenario against the Wildcat’s goalie, Ariana Robles. Eden struck the ball with her left foot, sending it off Roble’s outstretched fingers and into the right corner of the net. Hardy explained, “In the first half I think we got more confidence; after the first goal the nerves went away because we had a goal in and

that really helped us (calm down the nerves).” Calmed down or ener-
gized, the Apaches came out firing on all cylinders in the second half, which Hardy
credited to their “halftime talk.” She explained, “We really picked it up and pushed
each other and I think that our captains the second half really did a great job of com-
municating and keeping the energy up.” Hardy went on to score in the 68th and 76th minute. Her third and final goal, completing the hat-trick, truly showcased her speed and ability. Hardy received a pass at midfield and just turned on the jets, burning one Monrovia defender and the goalie for an easy left-footed score. The 3-0 defeat against Monrovia High was a big one for Eden and the Apaches. “It feels amazing to beat Monrovia because we really wanted to prove a point that we are the regional powerhouse, we are the team to beat, and we are the best team around.” Arcadia’s Coach Ryen Piszyk commented on Eden Hardy: “Can’t complain about how she plays, she is a beast. She really is ... It’s just her work ethic, you watch her and she is literally all over the field. She is up, down, right, goes forward and can win it on defense ... Eden’s got another gear; when she digs, there is really no one who is going to stop her.” Arcadia will now face Royal High (Semi-Valley) this Thursday, who beat El Segundo in a 3-2 shootout.
