Why haven’t you gone to the Sheriff’s? El Monte’s ‘Family Adventure Shuttle’ Travels to the California Science Center

The City of El Monte’s Family Adventure Shuttle will travel to the California Science Center on Saturday, Feb. 20, departing from El Monte’s Trolley Station at 10 a.m. and returning from the California Science Center at 4:30 p.m., for an estimated 45-minute ride (depending on traffic). The price of $7 per person includes round-trip shuttle transportation, only. Family Adventure Shuttle tickets must be purchased in advance, with the last sale date on Wednesday, Feb. 17, 2016. Hernández Bill to Enhance Program for Low-Income Commuters On Feb. 1, the Assembly Floor passed AB 620 by Assemblymember Roger Hernández (D – West Covina). The bill, in partnership with L.A. Metro, requires the agency to increase their efforts to improve the lowincome assistance program for commuters of limited financial means. While the current outcomes being achieved by the L.A. Metro Low-Income Assistance Program are disappointing, AB 620 renews the focus and awareness of the agency to double down on their efforts with a more focused program design. For example, to date, 8,877 households are enrolled in the low-income assistance program out of over 450,000 Express Lane accounts. Applications for the program can be submitted by mail or at one of two walk-in centers in the whole county. “It is important to ensure greater opportunities

for enrollment by low-income commuters into the Low-Income Assistance Program,” said Hernández. Toll lanes are an important tool for transportation congestion management, but unfortunately toll lanes can also have a disproportionate impact on low-income commuters. Economic studies show that the biggest burden on family incomes is the cost of housing and transportation. A report by Smart Growth America found that transportation is the second largest expense for American households, costing more than food, clothing, or health care. “I am glad L.A. Metro has removed its opposition to AB 620. I look forward to working with the L.A. Metro Board to better assist low-income commuters’ gain more access to the Express Lanes,” stated Hernández.

PASADENA

A Commercial Burglary occurred between Jan. 27 at 3 p.m. and Jan. 29 at 2:50 p.m., in the 4500 block of Temple City Boulevard. Someone smashed the front window of a business and stole property.

Jan. 28 At about 11:30 p.m., a male Hispanic adult approached two subjects who were sitting on the curb near Carmelo Avenue and Lambert Drive. The male Hispanic suspect brandished a firearm and demanded money from the victims. The victims responded that they had no money. The suspect then fled the area. Pasadena Police officers responded to investigate the incident. Despite a comprehensive search of the area the officers did not locate the suspect.

Jan. 25 A Vehicle burglary was reported at 7:00 a.m. in the 800 block of West Olive. An unknown suspect smashed a window on the vehicle to gain entry and stole six pairs of shoes that were left in the vehicle. The investigation is continuing.

At 9:05 a.m., an officer was dispatched to the 100 block of Montana on the report of a stolen motorcycle. After the victim parked motorcycle on the street, he victim’s girlfriend noticed the motorcycle was missing at 9:00 a.m. She checked the surveillance camera and could see a male Hispanic subject get on the motorcycle and ride away. The investigation is continuing.

On Jan. 1, three suspects committed an armed (knife and “BB” gun resembling a pistol) robbery, stealing a “track bicycle” from the victim. Two suspects were arrested for their involvement in the robbery; however, the third suspect (juvenile) was able to evade the police. The case was assigned to Pasadena Police Detective Burris who, with the assistance of our School Resource Officers, attempted to locate the suspect. Detective Burris created and distributed a wanted flyer to her coworkers. On Jan. 29, Pasadena Police Officers White and Sailor were looking for the robbery suspect. At about 1:30 p.m., the officers saw the suspect in the area of the 800 block of North El Molino Avenue. He was subsequently arrested without incident. At about 9:27 p.m., Special Enforcement Section (SES) Officers Ling and Rosen were on proactive patrol in the area of Garfield Avenue and Parke Street. The officers attempted to stop a vehicle for a traffic violation. The driver of the vehicle turned east onto Parke street, when without warning, the passenger jumped out of the car holding a handgun. Officers Ling and Rosen chased the suspect, who threw the handgun onto a residential rooftop. The suspect was detained without incident and the handgun (loaded) was recovered. The suspect was a felon. Very proactive police work by Officers Ling and Rosen. Their efforts removed another gun from our community!

At 12:44 p.m., a vehicle burglary was reported in the 500 block of South Madison. Unknown suspects broke into the vehicle and took a GPS and tools that were left inside. The investigation is continuing. Jan. 26

TEMPLE CITY Jan. 26 Three commercial burglaries occurred between 3 a.m. and 4 a.m., in the 9400 block of Las Tunas Drive. Someone smashed the front glass doors and stole property. An Under the Influence of a Controlled Substance arrest of a FW/47 was made at 7:45 p.m., in the 6000 block of Kauffman Avenue. Deputies responded to a disturbance call and determined the suspect to

be under the influence of a controlled substance.

A Petty Theft occurred between 4 p.m. and 5 p.m., in the 10100 block of Bogue Street. A backpack was taken at the park.

A Petty Theft occurred between 8 a.m. and 3:15 p.m., in the 6600 block of Oak Avenue. An unlocked bicycle was taken. Jan. 27 A Possession of Concentrated Cannabis, Driving with a Suspended License, and Warrant arrest

of a FH/27 was made at 9:45 p.m., in the 9400 block of Broadway. The suspect’s vehicle license plate returned with an outstanding arrest warrant. Her license was suspended and she possessed cannabis. A Grand Theft occurred between Jan. 27 at 11 p.m. and Jan. 28 at 5 a.m., in the 10600 block of Lower Azusa Road. Someone entered an unlocked vehicle and stole property. A Possession of a Controlled Substance for Sale, Transportation of a Controlled Substance, Warrant

and Driving with a Suspended License arrest of a M/W 35 was made at 2:10 p.m., at Temple City Boulevard and La Rosa Drive. The suspect’s vehicle license plate returned with an outstanding arrest warrant. His license was suspended and he possessed narcotics.

Jan. 28 A Residential Burglary occurred between 4:45 p.m. and 8:30 p.m., in the 6100 block of Temple City Boulevard. Someone smashed the living room window and stole property.

An officer on patrol stopped a vehicle at 2:15 p.m. for a vehicle code violation. As the officer approached, he smelled marijuana in the vehicle and obtained consent to search the vehicle from the driver. A loaded firearm was located in the trunk of the vehicle and the driver, who admitted it belonged to her, was arrested for the weapons violation. One passenger was also arrested for an outstanding warrant. Jan. 27

A Traffic Collision occurred at 10:47 a.m., with police responding to a report of an incident involving a vehicle and a pedestrian. An elderly woman stepped onto the street in the crosswalk against the red hand signal and was struck by a vehicle making a right turn onto southbound Mountain. She suffered a broken elbow and was taken to a hospital for treatment.

San Dimas Mountain Rescue Team Is Looking for a Few Good Mountaineers

If you are interested in an exciting, rewarding, and challenging way to give back to your community, the San Dimas Mountain Rescue Team (SDMRT) may be just what you are looking for. The team will be hosting an informational meeting for volunteer mountaineer applicants Wednesday, Feb. 24, at 7 p.m., and Saturday, Feb. 27, at 8 a.m. at the Mountain Rescue Station (114 E. First St., San Dimas). SDMRT searches for and rescues missing, trapped, and injured hikers; rescues vehicle accident victims in the

mountains; assists with evacuations during forest fires and floods, and participates in many other rescue situations. No experience is needed and all training is provided. Mountaineer volunteers must be at least 21-years-old, in good health, be a full-time student or have steady employment, and able to pass a background investigation. Senator Carol Liu (D - La Cañada Flintridge) announced today that she is endorsing Anthony Portantino and Phlunte Riddle in the race to replace her in the 25th District Senate seat. Liu, who is in her eighth year as a state senator, is terming out this year. “The 25th Senate District is fortunate to have two qualified candidates running for this seat,” Liu said. “Anthony is a seasoned politician with six years of experience in the assembly,” she continued. “Phlunte has been a member of this community all of her life, serving as a public safety leader on the boards of community non-profits and as an educator. Her skill sets will easily transfer to the senate and I would be thrilled to have a woman succeed me,” she added.

Tom Sawyer Camps Say ‘No’ to Minimum Wage Increase Dear Editor: Tom Sawyer Camps hires about 175 young people every summer, often for their first job. Most are home from college for the summer, although many are still high school students. We give young workers training and skills they need to learn how to apply for a job, interview, show up on time, and take pride in their work and build their education and careers on. However, a job at Tom Sawyer is not meant to be a career job that will ever support a family or help someone buy a house. The proposed increase of the minimum wage will effect decisions we make about the number of staff we hire and types of programs we can offer. Concerned Citizen Worries About Arcadia’s Council Candidates

Dear Editor: When you see who is running to be elected, it does not look like a pretty picture. Three reruns: - Bob Harbicht who has been on the council many times, and multiple times mayor … you would think, has used up his best thinking in the past. - Sheng Chang struggled in his last term in office with very little in accomplishments. - Peter Amundson who has the right business background, tried hard, but could not convince others on the council to make changes to make the city run better for the residents and not just for the employees. - April Verlato seems to have the heart to take on city hall and get things done that past councils have not. - Burton Brink, a local with no business experience.

Well-intentioned, but looks from here to represent city employees and not the citizens. - I do not know Paul Van Fleet, so no comment. Huntington Hospital Hosts Open House for Local Students On Saturday, Jan. 23, Huntington Hospital hosted an open house for local high school students. The event, led by Armen H. Pasadena’s Flour Revolution By Gus Herrera Nan Kohler, owner of Grist & Toll in South Pasadena, is a modern-day revolutionary. A lifelong avid baker, her mission is to change the way we think about flour and wheat. Since the end of the 19th century, most flour milling has been accomplished by using a roller milling technique, a seemingly cookie-cutter approach that no one has really challenged until now. Grist & Toll uses a stone milling technique, the old school way most millers went about their business prior to the technological advances of the Industrial Revolution. Where roller milling is, “all about just getting the central part of the white endosperm,” stone milling crushes everything together, making it much more aromatic, flavorful, and beautiful. Kohler describes the key difference between her products and those we have been accustomed to: “when you go to the grocery store shelves you do not find different milling techniques. There is a huge bump up in flavor, aroma, and quality because our flours are so fresh. That’s where the stone milling process shines the most and puts the biggest spotlight on what the dramatic differences are between what we are doing and what big, industrialized, commercial roller milling is all about.” But it is not just the difference in the milling tech-

nique that improves the flour’s quality; there is also a fundamental difference in the raw materials. With a focus on sustainability, she only selects wheat and grains grown without pesticides or chemical fertilizers. Furthermore, similar to single variety wines, most of her flours are each sourced from a single variety of wheat, unlike the big companies whose flour is made up of a combination of different wheat blended together. In fact, Kohler’s prior experience in the wine industry helped influence her approach to flour, “I was in the wine industry for several years, so part of my background was already about individual flavors and elements, understanding agriculture and sense of place, and how that drives the expression of a single variety of grape.” Kohler describes her vision for her company: “It’s pretty big, I don’t know how realistic it is, but I’m doing it one bag of flour at a time. I really want to change how we think about flour and wheat. We’ve been taught not to think about it, someone else has blended things, they’ve created something they say is for bread … ‘here you go, bake with it.’ Wheat has such beautiful individuality and character; it’s a big learning curve for all of us. We haven’t had flour with character and real aroma in a long, long time.” Kohler’s business truly opens a whole new world for those who love baking.

Arcadia High School Senior Makes Intel Science Talent Search Finals By May S. Ruiz George Hou, a 17-yearold Arcadia High School senior, has a lot of things on his mind right now. This is the time when 12th graders are waiting to hear back from the schools to which they applied. But college decisions are not what he is currently preoccupied with – he is busy continuing the research project that earned him a spot in the 75th Annual Intel Science Talent Search (STS). George’s research titled, “Separating Mixed Signals in Noise-Polluted Environments Using Global Optimization” was prompted by his desire to find a better hearing aid for his grandfather. He says, “I was very close to my grandpa growing up and enjoyed talking to him. He’s in his 80s and has always been hard of hearing so we had to raise our voices. But in December 2013 he completely lost his hearing and started to wear a hearing aid. Then he stopped using it because it only amplified the background noise. All of a sudden we couldn’t talk to him and that came as a shock to me.” To help his grandpa,

George investigated various hearing aids on the market to see if more expensive brands were better at filtering out background noise. But none of them could. Through his internet search, he came across a book called “The Mathematical Modelling and Signal Processing in Speech and Hearing Sciences” by UC Irvine professor, Dr. Jack Xin. He found it very interesting but realized his 10th grade math was not enough to make him understand much of it. “I took a leap of faith and emailed the author and, to my surprise, he responded after a few weeks and even offered to mentor me,” George relates. “We developed a good relationship and he sent me various materials to read. That led us to pursue this further – using applied math we were able to use mathematical theory and analysis to develop an algorithm that can successfully separate sounds. We were able to prove that this can be done under specific circumstances. So all background noise can be separated individually – like birds chirping or people talking.” For the next one and a

half years, George worked on his research with Dr. Xin’s guidance. During the school year, he spent anywhere from seven to 10 hours per week on it. In the summer months, he devoted nine hours a day and twice a week drove to UC Irvine, to confer and to show his progress to Dr. Xin. While George worked on this project on his own, outside of school, his teachers encouraged him to enter the Intel Science competition. He confesses that the application process for the competition was, “insanely long – like working on five college applications. I almost didn’t want to do it but my teachers spurred me on – they really were the driving force behind me. They all said I had nothing to lose.” And that prognostication proved omniscient. On Jan. 6, Arcadia High School’s principal received a letter from Intel Science Talent Search informing him that George has been selected one of 300 semifinalists. Arcadia High is one of 191 schools across the country from which one or more Intel STS semifinalists were named this year. On Jan. 20, George was

named one of 40 students to make it to the final round who will attend the Intel Science Talent Institute in Washington, D.C., from March 10 to 16 to compete for top awards. Three $150,000 awards will be handed out; each Intel STS semifinalist and the school he or she attends will receive $1,000. He wants to attend a large research university to pursue Applied Math and Signal Processing, and where he can continue to work on his project. He would like to come up with a robust algorithm and method to implement with current hearing aids. In the future he would like to be able to design a

new generation of hearing aids. At the very least, hearing problems could be a source of much annoyance for millions of senior citizens. If George is successful in his endeavor, there could one day be a hearing aid that older people would actually want to wear. And that would significantly improve the lives of seniors during their waning years.

Ruiz Every year, thousands of high school seniors across the country embark on the next phase in their educational career – applying to college. Clueless parents hoping to help their teenagers navigate this daunting process spend time and money buying books or going online to learn about it. The college search process has spawned a multi-billion dollar industry, with such entities offering standardized test preparation, to independent counselors who charge thousands of dollars to get students into the school that would best prepare them for a future career. Pasadena Unified Invites High School Families to Cash for College Workshops Pasadena Unified School District (PUSD) counselors are urging high school seniors and their families to attend Cash for College workshops on Jan. 30 at Pasadena City College (PCC) and get oneon-one help completing applications for college grants and scholarships that are due March 2. Additional workshops are scheduled at PUSD high schools in January and February.

“Our core mission is to ensure that students graduate from our schools prepared for college and careers, and part of that preparation is ensuring that our graduates can fund their post-secondary education,” said Superintendent Brian McDonald, Ed.D. “We invite district families to attend these free workshops and learn how to navigate the college funding systems so that all of our children have

an opportunity to realize their potential.” The Saturday, Jan. 30, Cash for College workshop is from 9 a.m. to 1 p.m. in the PCC Creveling Lounge, 1570 E. Colorado Blvd. Families can get help completing the Free Application for Federal Student Aid (FAFSA) and/or the California Dream Act Application (for eligible AB540 students). State Superintendent of Public Instruction Tom Torlakson reported a 32 percent increase in the number of students automatically approved to receive free meals in California schools. In Dec. 2015, the 32 percent increase meant that 326,029 additional students were automatically approved for free school meals in California’s school nutrition programs. Students are enrolled in the free meals program each month through a federally mandated direct certification process that grants automatic

eligibility to students in families already participating in the CalFresh and California Work Opportunity or Responsibility to Kids (CalWORKs) benefit programs without the families having to complete any additional meal applications. Direct certification relieves school districts and low-income families from another administrative burden and helps ensure the most vulnerable children have access to nutritious meals during the school day. The increase in eligible students directly certified results from modifications

to the process of matching federal participation data in CalFresh and CalWORKs with state data and student-level data. “This collaboration is a great example of how agencies working together can directly help students,” Torlakson said. “This partnership is leveraging technology effectively to help more families connect with school meals and CalFresh, thereby improving child nutrition and well-being,” said Will Lightbourne, director of the California Department of Social Services.

The Sierra Club plans on extending the program to ethnically diverse lowincome communities in LA County in order to connect more 4th graders to nature and to highlight the need for an urban national recreation area that would allow the National Park Service to create sustainable programs like this across Los Angeles. This is why we need our public officials to support the creation of an urban national recreation area so that we can keep taking 4th graders and other young people out to nature, keep making “Every Kid in the Park” a successful program and continue creating life-lasting memories. seven days a week.” This in itself, of course, is extremely alarming for any city, but especially one that has been recently plagued with residential burglaries, yet ironically just named one of the safest cities in California by a survey company. The decision Tuesday was perhaps not an easy one, particularly after a long detailed staff report indicated that the plan would be a win-win for everyone concerned. According to that report, “Sierra Madre PD is actively recruiting new police officers, but has been unsuccessful at filling fulltime positions. The Department has only been able to hire part-time LAPD officers and three dispatchers. As a result of continuous short staffing, Sierra Madre PD is pursuing temporary assistance from Arcadia PD to provide adequate patrol coverage for their city.” Sierra Madre PD and Arcadia PD had jointly drafted a Memorandum of Understanding, which was to serve as the temporary "Agreement" for police ser-

vices between the two agencies for the remaining part of Fiscal Year 2015-16 (approximately five months). Elisa Cox, Sierra Madre Assistant City Manager said, “We’re disappointed with the council’s decision but respect their need for coverage in Arcadia. With the recent rash of burglaries, we’re not surprised that Arcadia cannot assist us now. We will continue to search for candidates in house to fill our 9 full-time vacancies in the dept.” The troubles at SMPD have been long and serious, including multiple lawsuits both externally, towards the department from citizens, and internally, from the department against the former chief of police, Marilyn Diaz. Additionally, the tiny city has little sales tax base, unlike neighboring cities such as Arcadia. It is a tough time indeed for the embattled little city. Assistant City Manager Elisa Cox told Sierra Madre Weekly Friday, Jan. 22, that the city is actively seeking new police recruits from the academy but freely admits, “other cities pay considerably more

than SMPD, so this is key in the dilemma the city’s chief executives face.” Cox also said the election and the Utility User Tax (UUT) will, of course, play a crucial role in deciding the fate of the police. According to our friends over at Sierra Madre Tattler, the evaluation by

No matter how concerned he is about the dotty old dears that send him emails proclaiming their love for the Sierra Madre Police Department.” Sierra Madre Mayor John Capoccia told Sierra Madre Weekly, “The City Council commissioned a study group to examine the Sheriff's proposal. The recommendation from the committee was to keep our Police. The response from the public was overwhelmingly in agreement with that recommendation. The City Council in performing its due diligence, ordered the Phase II study from the Sheriff so that all the costs can be identified, and so that it could be presented to the council in the form of a contract proposal rather than an "estimate". A decision to contract with the Sheriff should not be taken lightly. It is irreversible. Nevertheless, we need to know the true cost so that a robust public discussion can take place so that we can put the issue to bed once and for all. The decision to order the phase II

study is not to be interpreted that the council's intention is to contract with the Sheriff. The UUT measure will play a key role. If it passes, it will stabilize the budget and buy us time to take a hard look at the future of our PD so that we can plan for the long term future and get out of the unproductive cycle of addressing this issue every few years. Sierra Madre deserves better than to be forced into rash decisions because of a short-term budget problem. Of course I'm disappointed that Arcadia was not able to help Sierra Madre, but it underscores the problem ALL municipalities are facing: How to stem the tide of burglaries caused by AB109 and Prop 47 which put many career burglars on the streets and made the penalties for getting caught inconsequential. It also highlights the need to properly fund our respective Police Departments so that they have the resources to combat the effects of the AB109/Prop 47 and keep the people they serve safe.”

The world lost an elegant and beautiful lady on Jan. 23, 2016, at the age of 89. She has joined her parents, Emmett and Lila Bills, and her sister, Betty Lawrence Cerinich, in heaven. Born in Biloxi, Mississippi, she moved to Arcadia in 1961. She is survived by her loving husband, John, her six devoted children, eight grandchildren, and two great-grandchildren. She will also be missed by her caregivers and friends. Besides caring for her hus-

band and family, she had been active in the Arcadia Women’s Club, volunteered at the LA County Arboretum, and was a member of the Holy Angels Altar Society. She touched the lives of everyone she met and will be missed forever. She was laid to rest on Jan. 29th. Architect to Speak on Earth-Friendly Home Design Dr. I-Jyh Wen, professor of Architecture at Taiwan’s National Yunlin University of Science and Technology (Yun Tech), follows his university’s creed: “Students should place an equal emphasis on humanities and technology.” To this end, Dr. Wen practices a green approach to architecture, which attempts to do minimal harm to human health and environment by using eco-friendly building materials and construction methods. A graduate of KyuShu University in Japan, Dr. Wen brought his expertise to Taiwan’s National Yunlin University, where he teaches that green building designs can be applied to diverse terrains, such as flat areas or mountainous regions. Many of Dr. Wen’s students have been influenced by his teachings.

Assistance League of Arcadia enjoyed a popular outing to the San Antonio Winery in downtown Los Angeles. The event was a combination of celebrating another successful holiday sale at our Bargain Box Thrift Store and an opportunity to spend time with some prospective members. Profits from the sale go to variety of programs, including clothing needy school children in Arcadia and surrounding neighborhoods through our Operation School Bell program. A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. The flock of neighborhood parrots flew over and we commented about how the flock seems to be getting fewer in number. Then we had something to say about the dove who repeatedly lays her eggs in my carport beams. These latter two subjects started us to reminiscing. This brought laughter. We were giggling and belly laughing, having a really good time. One wiped her eyes, sucked in her breath and chortled, "I have to go in now. I made a shart." "Oooo, what is a shart?" I asked eagerly. Turns out, a shart is a fart that went liquid. I had to ask!
