LA County Firefighter Husband Kills LA County Deputy Wife, Self Sheriff’s homicide detectives were trying to determine the motive behind a murder-suicide that took the life of an off-duty Los Angeles Sheriff’s Department deputy shot and killed in her La Cañada Flintridge home by her husband, an off-duty Los Angeles County firefighter, who later shot himself to death in Pacoima. The slain deputy was identified by the Los Angeles County Sheriff’s Department as 32-year-old Cecilia Hoschet, a two-year department veteran who worked at the Inmate Reception Center in downtown Los Angeles. The dead man was identified as firefighter/paramedic James M. Taylor, Capt. Keith Mora of the Los Angeles County Fire Department said. Taylor killed his wife, then drove to a county fire
facility in Pacoima, where he shot himself to death in a government vehicle, officials said. Before he took his own

life, Taylor left their six-yearold son at the home of a relative, according to the sheriff’s department. “We lost a wonderful deputy last night,” Sheriff Jim McDonnell said. Hoschet “impressed
everyone she met” at the department, McDonnell said in praising the deputy’s “positive and helpful approach to her work.” The discovery of the Hoschet’s body was reported at 9:50 p.m. Sunday in the 5000 block of Crown Avenue, said Deputy Mike Barraza of the Sheriff’s Information Bureau. “Deputies responded to a ‘woman screaming’ call. Deputies made entry into the residence and found a 32-year-old female victim of a gunshot wound,” Barraza said. The door was open when the deputies arrived, officials said. City of Glendale Prepares for El Niño September is Emergency Preparedness Month, and a great time to start planning for the changes winter may bring. As Southern California prepares for El Niño, the City of Glendale has initiated regular planning meetings with the Fire, Police, Public Works and Water & Power to prepare for the heavy rains. In the near future, critical information will be provided to assist residents and business owners in protecting their properties. The City will also share its operational plan as we move into the fall. In the meantime, here are some helpful tips to get you started for the season. 1. Yard Clean-Up: Make a general inspection of your
entire yard area for dead trees or dead limbs, yard debris, outdoor furniture, or other objects that could be blown by storm winds. It is important not to over-trim trees as improper pruning actually leaves trees more vulnerable. 2. Drains and Gutters: Make sure all drains and gutters are cleared of debris and functioning properly before the storm season. Storm water runoff from impermeable surfaces (e.g., roofs, driveways, and patios) should be directed into a collection system to avoid soil saturation. 3. Roofs: Inspect your roof, or hire a roofing contractor, to check for loose tiles, holes, or other signs of trouble. 4. Retaining Walls: Visually inspect all retaining wall drains, surface drains,
culverts, ditches, etc. for obstructions or other signs of malfunction, before the storm season, and after every storm event. 5. Slopes: Visually inspect all sloped areas for signs of gullying, surface cracks, slumping etc. Also inspect patios, retaining walls, garden walls, etc. for signs of cracking or rotation. 6. Bare Ground: Make sure your yard does not have large bare areas which could be sources for mudflows during a storm event. The fall is a good time to put down mulch and establish many native plants; it may be possible to vegetate these bare areas before the storm season. 7. Jury Finds Man Guilty of Sexually Assaulting, Kidnapping 10-YearOld Girl from Northridge Home A 34-year-old man was found guilty of 32 felony counts for the kidnapping and sexual assault of a 10-yearold girl two years ago, the Los Angeles County District Attorney’s Office announced. A jury found Tobias Dustin Summers guilty of: 11 counts of oral copulation or sexual penetration with a child 10 or under; seven counts of aggravated sexual assault of a child: oral copulation; four counts of aggravated sexual assault of a child: sexual penetration; and two counts of sex or sodomy with a child 10 or under. Deputy District Attorney Laura Knight said Summers also was found guilty of one count each of kidnapping; firstdegree burglary; kidnapping to commit rape; forcible lewd act upon a child; aggravated sexual assault of a child: rape; aggravated sexual assault of a child: sodomy; using minor for sex act and possession of matter depicting minor engaging in sexual conduct. The defendant faces multiple life terms in state prison at
a sentencing hearing scheduled for Oct. 22 in Dept. 101 of the Foltz Criminal Justice Center. The case number is PA076500. On March 27, 2013, Summers kidnapped a 10-yearold girl from her Northridge home. Codefendant Daniel Martinez waited in a car outside the residence when Summers emerged from the house with the young victim. Martinez drove a short way before leaving the car. According to evidence presented in court, Summers then drove the vehicle to numerous locations where he sexually assaulted the young girl. The victim was found nearly 12 hours later at the corner of Canoga Avenue and Oxnard Street in Woodland Hills, barefoot and with visible injuries. Martinez was convicted on Nov. 7 of one count of first-degree burglary, person present, and sentenced to six years in state prison. The case was investigated by the Los Angeles Police Department.

North Hollywood Man Pleads to Animal Cruelty in Killing of Roommate’s Pet Rabbit A North Hollywood man pleaded no contest to animal cruelty for killing his roommate’s pet rabbit last year, the Los Angeles County District Attorney’s Office announced. Dimitri Diatchenko, 47, entered his plea to one count of animal cruelty before Los Angeles County Superior Court Judge Michael Jesic. Diatchenko was immediately sentenced to three years formal probation, 60 days community labor and 48 hours of animal cruelty counseling. Deputy District Attorney
Elan Carr said the defendant killed the rabbit on Dec. 6 2014, after the roommate had told the defendant that they should no longer live together. The two previously had a romantic relationship. After the roommate left the house, Diatchenko skinned the pet, cooked it and ate part of it, while sending her graphic photos of what he did, the prosecutor added. The case was investigated by the Los Angeles Police Department, North Hollywood Division.

Curing Estate Plans That No Longer Make Sense By James R. Helms, Jr. These are exciting times for people who are concerned about the taxes that their children will have to pay upon their deaths. Congress has been busy; and, to the amazement of experts who follow these things, the results have been very favorable to us as taxpayers. The new rules affect every estate plan. All taxpayers should be aware of these new rules. For the past 30 or so years attorneys have used a trust form which is sometimes called an A/B trust. There are thousands of these trusts in the hands of clients. Most of them no longer make sense. The A/B trust was designed to save estate taxes (death taxes). In former years the estate tax exemption was $600,000. Now the exemption is $5,430,000 per person. The A/B trust is no longer needed to save estate taxes for the majority of taxpayers. The A/B trust form was designed to save death taxes at the expense of income taxes. Now, with the new tax laws that came
into effect with the American Taxpayer Relief Act of 2012, the emphasis shifts to saving income taxes. This change in the tax law also makes it easier for the attorney to draft a trust that fits the family needs, rather than a plan to fit the estate tax rules. In the typical A/B trust format the B trust becomes irrevocable on the death of the first spouse to die. This means that the income tax “basis” for the properties allocated to the B Trust will not get a second “step up” on the death of the second spouse. This could mean a significant increase in capital gains tax to the children who inherit those assets. We all know that property values in Arcadia and the San Gabriel Valley have increased dramatically in recent years. This increase carries with it potential increases in the capital gains tax on sale. The estate tax law allows a parent to take this gain to heaven with them. The archetypical trust that leaves the entire estate to the surviving spouse can pass up to $10,860,000 tax-
free to the children without out any adverse tax effects. This is the best of all worlds for many families. It eliminates capital gains taxes on the family assets at the death of the surviving spouse, simplifies the administration of the trust, and the life of the surviving spouse. Like all good things, there are some aspects of the A/B trust that may still appeal to families with children of former marriages, as well as those who have creditor problems. These are aspects of estate planning that should be discussed with the estate planning lawyer. Santa Anita Gets the Blues: The 1st Annual Mad Catfish Blues Festival
Fourteen Years Ago Almost 3,000 People Died as a Result of Terrorist Attacks

Whenever there is a “first” annual event, you are not exactly sure what to expect when you arrive. Especially when the event is associated with a genre of music that is often neglected by younger generations more acclimated to electronic and pop. You wonder, who will show up, and will they’ll enjoy what they hear? This year may have been the initial showing of the Mad Catfish Blues Festival, but the festival undoubtedly will return, playing to an audience hungry for jazz and blues music in the San Gabriel Valley. This inaugural event was a collection of some of the most talented blues singers and musicians who could be compiled in a twoday schedule of festivities. From 11 a.m. to 6 p.m. both Saturday and Sunday, the sounds of blues classics and new songs came out of the Santa Anita Park stands. It was in these famous stands overlooking the majestic San Gabriel Mountains that artists both young and mature gave their very best performances to crowds gathered there to listen.
Alongside the musical festivities were jewelry and clothing entrepreneurs selling their wares. Also, in addition to the usual Santa Anita Park food menu (and in the grand tradition of Cajun and Southern hospitality), a special menu was created that allowed visitors to try classics like hushpuppies, and of course, catfish strips. I, personally, tried the Andouille sausage (which was just over six inches of spicy goodness). But the draw of the festival was the music itself. Saturday featured artists such as the Yu Ooka Band, the Delgado Brothers, Sunnie Paxson, and Ray Bailey and Friends. Sunday’s lineup included musicians like the Scorch Sisters, Barbara Morrison and Bu Crew, and Corney Mims. The amazing aspect about “blues” is that it never sounds the same from artist to artist. With each song, each artist provides their own take on what blues means to them. One of the most inspired performances came early Saturday morning when the Yu Ooka Band opened up the festival with
some only-instrumental blues grooves. Then, the well-known Brenda Lee Eager (who has worked for artists such as Ray Charles) joined the band on stage for a few vocal performances. Starting out with “Route 66” and later going into the Roberta Flack classic, “The First Time Ever I Saw Your Face,” Eager was a pleasant reminder about the blues genre. Blues is all about interpretation, emotion, heartbreak, happiness, and perseverance (and it all can be presented in a single tune). One of the last songs she performed was “Down Home Blues,” and it was a classic piece emblematic of blues music: sultry, swinging, and reflective. There was a collection of both young and mature audience members who decided to come support a musical genre often lost in the modern multimillion dollar industry of rock and pop. However, the Mad Catfish Blues Festival was a reminder that blues, jazz, and Cajun music are some of the oldest and most soulshaking genres in existence and still relevant today.
I was supposed to visit my ailing father in New York early September 2001. My family had decided later in year would be better for visiting, when his cancer treatments were at a minimum. Of course, it would be much later due to the fact that no aircraft was to fly into or around New York for many days post 9/11. I managed to get the last seat on a Jet Blue flight to Kennedy on Sept. 26. The aircraft was full, many service men and women; firefighters and National Guard. It was a somber flight indeed. I visited my parents but, as a photojournalist, my quest to get down to “ground zero” was pressing. Getting close to ground zero was not an easy task and my Los Angeles press credentials didn’t mean a hell of a lot to those weary New York police and firefighters who for the past two weeks have been attempting to understand the enormous suffering that was inflicted on the city and the terrible loss of life. As I walked for miles through the dust-filled streets of lower Manhattan with debris from the Twin Towers evident in every store-front and building surrounding the site, I felt an uneasy calm. The streets were very quiet except for the occasional thud of metal falling from what remained. It was a surreal sight. When I managed to convince one officer that I was a bona fide journalist, I was let through the first set of barricades only to see, around the corner, a glimpse of the twisted metallic remains of the two iconic towers. The smell of dust and jet fuel was everywhere. I looked across the street and found a position to shoot a few frames when a National Guardsman asked me to leave. I was told that I was only allowed to photograph from a particular spot as it was still obviously a very active crime scene. Across the street about 1,000 yards away, barricaded New Yorkers sobbed openly and placed photos of their missing loved ones on the sides of buildings. The number of missing persons was overwhelming to see. I, and an NBC cameraman, were the only two photojournalists at this particular spot and we were asked to remain there and not go anywhere else for fear of arrest. The single skyscraper replaces the iconic Twin Towers, destroyed on September 11, 2001 marking the first ever attack on U.S. soil. Meanwhile, in cities and neighborhood across the U.S., solemn ceremonies and events are planned every year to mark the day, considered one of the darkest in America’s history on a par with the attack on Pearl Harbor. More recently, the country has been placing less emphasis on the events of the day, and focusing more on the natural resilience of the U.S. in the face of utter tragedy. To that end, volunteering has markedly increased since the attack, as more Americans take part in community service in a positive step to commemorate the lives lost on September 11, 2001. American TV broadcasts also have taken to reporting on the more human side of the events of the day, with specials and documentaries that usually air on or around the anniversary. • As always, the anniversary of 9/11 in New York City will be marked at Ground Zero with four moments of silence -- to observe the times when each plane hit and each tower fell, beginning at 8:46 a.m. Family members of all 9/11 victims are always invited to attend. • Nearby St. Paul’s Chapel traditionally hosts morn-

The National 9/11 Memorial was dedicated on September 11, 2011 on the 10th anniversary of the 9/11 attacks in a ceremony for victims’ families. The following day, it opened to the public on Sept. 12, 2011 and remains open for visitors with advance passes. The memorial features the country’s largest manmade waterfalls dramatically cascading into two sunken pools. These pools mark the footprints of the Twin Towers. The names of 2,980 victims have been etched in granite around the edges of the memorial. The effect seeks to create closure for families belonging to the nearly 40 percent of victims whose bodies were completely obliterated by explosions during the attacks. Opened in the spring of 2014, an admission price of $24 is required to visit the 9/11 Memorial Museum which houses artifacts from 9/11 events, including personal items from survivors as well as the deceased donated by their families. In addition, there is an extensive audio collection of personal histories from emergency service workers, survivors’ families, as well as ordinary New Yorkers who witnessed the events of the day.

A Cultural Treasure of Asia Legendary Taiwanese Opera Group Brings Rare CA Performances
A visually stunning, perfect blend of traditional heritage and modern technique will be on display in a performance led by world renowned Taiwanese Opera group Ming Hwa Yuan in Los Angeles and San Diego this September, the first two stops of their 2015 North American tour. They will be presenting “Lovebird’s Spears” and “General of the Empire.” The group’s visual presentation is unparalleled, with performances featuring vibrantly colorful stage and costume design, elaborate props, and state of the art lighting and sound effects. By seamlessly joining folklore, poetry, dance, live music, acrobatics, and traditional martial arts, Ming Hwa Yuan has earned a solid reputation as the “Broadway of the East.” Taiwanese Opera, or “Ge Zai Xi,” is a performing art that is unique to Taiwan, and is one of Taiwan’s most treasured cultural assets. It draws inspiration from different types of traditional operas originating in China, as well as modern drama. Due to its humble beginnings in folk entertainment, it is less restrictive than traditional Chinese Opera. For example, the group incorporates jazz drumming, timpani, and other forms of music. It is also performed solely in the Taiwanese dialect instead of Mandarin Chinese. Due to its immense popularity, Ming Hwa Yuan performs more than 200 times per year, with past international tours in Asia, Africa, Europe, and the United States. “We are ecstatic to pre-

sent these very special performances by Ming Hwa Yuan as part of our National Day celebration,” said Steve Hsia, the Director-General of the Taipei Economic and Cultural Office in Los Angeles (TECO-LA). “They have been representing the best of Taiwanese visual and performing arts for generations.
