Coast was just one of the alleged reasons for the surge in prices, according to gasbuddy.com. Also, fuel imports into the region have dropped to zero for the first time since March, according to the

website, which cited a report from the Energy Information Administration. The average price of a gallon on gas nationally however is still cheaper than it was at this time last year, according to AAA.

Accrediting Commission Places Pasadena City College Accreditation on ‘Imposed Probation’ Student Distrust of Administration Cited By Terry Miller

Once again, PCC is in the headlines. After a heated couple of years with former President Rocha, who ultimately had to leave, the school is now facing accreditation issues that could seriously affect classes in 2016-perhaps the very future of the campus. Pasadena City College’s accreditation has been placed “on probation” after reviewing the way the school is run, according to the Accrediting Commission for Community and Junior Colleges. PCC Superintendent Rajen Vurdien sent the fol-

lowing email to our office on Friday evening: “Pasadena City College remains a fully accredited institution. The Commission placed the college on probation following a visit last spring. The college has to address nine recommendations which have to do mostly with implementing an integrated planning and budget model, communications and ensuring the completion of evaluations of faculty and staff.” -Rajen Vurdien, Ph.D., PCC Superintendent and President You can read the action letter as well as the

If the administration does not bring PCC into compliance within the next two years, the commission could terminate its accreditation, according to a letter from the ACCJC sent to Interim President Dr. Robert Miller. The college must respond by October 2016 to show that it has met the commission’s major recommendations.

ACCJC found flaws in the college’s program review, in its adherence to its own ethics policy, in its planning, and in its communication between administrators and staff. Some of the recommendations related to low morale at the community college. In a review of the college’s ethics policy, the commission found a “climate of distrust,” an erosion of “participatory governance,” and a “lack of respect” among employees. Error on Brown Lawn Penalty Stories in Glendale The LA Times story “Gov. Jerry Brown signs bill barring fines for dead lawns during drought” has an error. It incorrectly identifies a city for issuing correction letters for brown lawns and that individual property owners could be subject to criminal sanctions. The story quotes Assemblywoman Cheryl Brown (D-Rialto) that “she is aware of several cities, including Glendale … that have levied fines…” That is an incorrect statement. The City of Glendale has not issued citations, levied fines or criminally prosecuted individuals for brown lawns. Last year the Sacramento Bee incorrectly reported the same when in fact it was the city of Glendora. That story too was corrected but many never saw the correction.

Massive Mismanagement in West Covina An audit of the city of West Covina has found severe problems of financial mismanagement including improper contracts, bad $1 million real estate transactions and poor hiring practices. The Los Angeles Times reports that an audit covering fiscal years 2011-12 and 2012-13 released Thursday found pervasive administrative and internal accounting deficiencies.

Among the 19 findings was a possible criminal violation for a street repair contract the city hired without proper bidding and a bad real estate deal where the city sold a developer land it wasn’t legally allowed to sell, costing $1 million. City officials say they agree with most of the audit’s findings and that new procedures are being put in place to fix the problems.

While gas prices nationwide are apparently on a downward trend, California is experiencing a spike that could see prices top $5 a gallon before easing again, according to analysts. A shortage in oil and other components used in refining California’s unique blend of less-polluting gas was one of the reasons for the price jump, industry analyst Trilby Lundberg said Sunday. A slowdown in imported crude and a refinery shut-down in Torrance also caused wholesale prices to skyrocket, experts said. The highest average price in the nation was $3.66 a gallon in Los Ange-

les as of Friday - a jump of 9 cents, according to Lundberg’s bi-weekly survey. But prices rose another 13 cents in a special survey conducted Saturday, she said. Patrick DeHaan, a senior petroleum analyst at Gas Buddy, told the Los Angeles Times that California had become unattractive to foreign suppliers because prices had been dropping for months. Nationwide, the average price of gasoline dropped 2 cents over the past two weeks to $2.83 a gallon. The average national price for midgrade gas was $3.05, with premium going for $3.22, according to the Lundberg survey.

Man Found Dead with Gunshot wound in Fully Involved Vehicle Fire Los Angeles County Sheriff’s Homicide detectives are continuing their investigation into the circumstances surrounding the death of a man that occurred in the 8500 block of Olney Street, Unincorporated Pasadena. Detectives have learned that Temple Station deputies responded to a “vehicle fire” call. When deputies arrived at the location they observed a pick-up truck engulfed in flames. As they extinguished the fire they saw an unresponsive man sitting in the front driver’s seat and immediately removed him to safety. When the victim was out of the vehicle they discovered that he was suffering from a gunshot wound to the upper torso. The victim was pronounced dead at the scene. A firearm was located

inside the vehicle by deputies. Homicide and Arson/ Explosives detectives are investigating the cause of the fire. They are not actively looking for a suspect(s). The victim’s identity will be released at a later date by Los Angeles County Department of Medical ExaminerCoroner personnel. There is no additional information available at this time. Partnership Between UC Faculty and Mexican Educators Makes Algebra Accessible on Both Sides of the Border Online Bilingual Instruction Is Aligned With Mexican Requirements and Common Core, to Help Teachers Keep Immigrant Students on Track With Math Learning We have all been flummoxed by some kind of math problem, staring blankly at the instructions, muttering “It’s all Greek to me.” But what if the instructions really were in Greek, or some other language you didn’t know? That’s the situation faced by millions of immigrant students in the United States and Mexico, said Patricia Gándara, professor of education at the University of California, Los Angeles and chair of the UCMexico Initiative’s Education Working Group. In California, where bilingual instruction is largely prohibited, secondary students who don’t speak English quickly fall behind, Gándara said. By high school, most new immigrants do not have time to acquire the language skills they need to succeed in advanced classes, or even stay on track for graduation. And the problem is not confined to the United States, Gándara said. “The estimate is that 450,000 U.S.-born citizen kids are now living in Mexico, trying to go to school there. In this regard, Mexico is exactly like the United States, in that it is not clear how to address the educational needs of these students. So many either get pushed out, or become discouraged and drop out of school, which is a disaster for both countries. This is one of the greatest challenges identified by the UC-Mexico Initiative’s Education Working Group, and the intent is to try to bring these education systems into alignment so that one benefit is for the kids to not have to suffer as

a result of moving back and forth across these borders.” Patricia Gandara, the director of UCLA’s Civil Rights Project who created Project Sol speaks to Professor Manuel Rosas Verdín. Enter Project SOL, a bilingual, online curriculum designed to help students understand complex concepts in their own language, even as they are listening to a lesson in a different language. The name is a play on words, Gándara said, because “sol,” which means bright and sunny in Spanish, stands here for Secondary Online Learning. Gándara is co-director of UCLA’s Civil Rights Project, which has created Project Sol. The program has been designed to align with Common Core standards in the United States as well as curriculum requirements in Mexico, Gándara said. The goal is to make the online curriculum available for free this fall and to expand the offerings to additional math courses and sciences. The algebra course is being field tested this summer at West Adams Preparatory High School in Los Angeles, where about 55 sophomores have enrolled in an intensive, five-week program, studying algebra five hours a day, five days a week. Gándara said the only requirement for the program was that students had to be beginning English learners. The classes are taught in Spanish with introduction of English terminology, Gándara said. The program is designed to be used in a classroom, she said, because students typically need support from teach-

ers to effectively learn these concepts. The curriculum helps reinforce their English learning, she said, because the students hear the vocabulary in English and then can toggle on their computers, or look at their worksheets to see an explanation in Spanish. The students have been divided into two classes, each taught by two instructors—Jazmin Rodriguez and Edith Issakhanian, seasoned math teachers from Los Angeles, who have teamed up with math professors Manuel Rosas Verdín and Eric Pulido from the University of Guadalajara, the largest public state university in Mexico. Issakhanian said she fell in love with Project SOL last year, when she used an earlier version. In that class, she said, she did not have access to computers, but she was able to print out the worksheets that corresponded to her lessons and give them to her Spanishspeaking students. “I taught geometry and algebra, and for students who barely spoke any English, the vocabulary was pretty intense,” she said. “I could see they were overwhelmed, but the minute I gave them a worksheet and the instructions were in Spanish, they lit up and were comfortable again.” This summer, the two algebra classes have access to iPads, so the students can actually look up vocabulary words and instructions in real time while the teacher is giving a lesson. The University of Guadalajara is excited to join this program, in part because it hopes to someday create degrees that are accredited in both the United States and Mexico, said Guillermo Gómez, executive vice president of the University of Guadalajara Foundation in Los Angeles. Gómez said the university “transformed itself” 20

years ago to better serve its secondary students in Mexico. “Before we were just concentrated in the metropolitan area of Guadalajara, so if you wanted to go to high school or study for a career, you had to leave your hometown and family and move to the city, which unfortunately for many young people was impossible,” he said. The University of Guadalajara created a 15-campus network, making it easier for students around the state to enroll in secondary school or college. In the interim, though, many potential students gave up on a higher education, Gómez said, and opted to migrate to the United States, hoping for better opportunities. The university is trying to reach out to those students, and others who live between the two countries, he said, to help them accomplish their academic dreams. These students live in a

kind of twilight zone, Gómez said, not fluent in English or Spanish, and feeling like outsiders no matter where they live. “Even when they come back to Mexico, they are seen as the ones who left. They may have lived here once, but they are not one of us anymore. So we understand that. We have to design a program that takes into account the difficulties and problems this community has had to face for the last few decades.” Collaborations with the UC-Mexico Initiative and affiliations with programs like Project SOL help bridge that gap, Gómez said, and Issakhanian agrees. When she and her fellow summer school teachers meet together, she said, “the consensus is that this is a great program. It is something I will definitely use for a long time. As a teacher, you have to be excited for a program like this, because it is so beneficial to the kids.”

The planes were forced to reroute or land, in some cases having to discharge their critical, flame-retardant loads in areas not affected by fire and wasting crucial materiel. Forest Service officials have also voiced concerns that drones could interfere with the deployment and safety of the “smokejumper” crews who parachute into remote wildfire areas. “Hundreds of families in my district alone have lost homes to wildfires. In 2013, our nation mourned the deaths of 19 firefighters in Arizona who died fighting one of these blazes. One tanker drop could literally be the differ-

There is no state penalty for violating these federal restrictions. California law dictates that it is a misdemeanor to interfere with the lawful efforts of a firefighter or company to extinguish a fire, punishable by a fine of up to $1,000. SB 167 will charge offenders a vastly increased penalty for the violation and will also consider adding incarceration as a penalty when the offense involves unauthorized drone use. Gaines believes drones hold great promise for wildfire suppression when used properly by the agencies tasked with extinguishing the blazes. He supports the implementation of new technologies in construction materials, communications, surveillance and other advances to keep Californians safe from fire. But he had harsh words for the lone wolf operators putting lives and property at risk. “First I want everyone to know that flying drones in these areas is dangerous and wrong. Let’s get the word out as far and wide as we can – immediately – to help keep our people and firefighters safe” Gaines went on. “But this penalty will help ensure safe skies. And if we need to make it higher or add different punishment to keep these rogue drones out of fire zones then I will push for that. Public safety comes first.”

The J*Fed Players Community Theater Ensemble, under the umbrella of the Jewish Federation of the Greater San Gabriel and Pomona Valleys’ Cultural Arts Program, present their 9th production, Montaigne, a new musical by Joseph Charney. We are pleased to present this debut production. Its author, composer and lyricist, Mr. Charney is an accomplished musician, lawyer and playwright, to name but a few of his many talents. A new and unusual student appears on a High School campus just weeks before prom and graduation, changing the lives of all who meet him -- and his own. The boy, Montaigne, continuously makes observations of his fellow students, writing his thoughts about each and every one of them in his journal. As he records his reflections regarding his fellow students, Montaigne gains insights into his own

complex relationship with his parents while taking the other students on a voyage of their own discovery of who they are and what they can be. On the surface, Montaigne is a glimpse into modern High School life and a teenager’s quest to understand his roots. But

Assembly Committee Votes for Quicker Reports of Neglect or Abuse

Legislation authored by Senate Minority Leader Bob Huff (R-San Dimas) that will lead to faster reports of possible child abuse and neglect cases continues to receive unanimous support, passing out of the Assembly Human Resources Committee July 14th. SB 478, sponsored by Los Angeles County and the County Welfare Directors Association, would create a pilot program for Internet-based reporting of child abuse and neglect to child protection agencies. “The changes spelled out in this legislation are absolutely essential for the well-being of so many atrisk children,” said Senator Huff. “By virtually eliminating wait times, an online reporting system will increase efficiencies at every level of the non-emergency and emergency response services. SB 478 will be an excellent resource to help county social workers assess and respond to child abuse and neglect cases in a timely manner.”

Child welfare agencies continue to grapple with significant increases in the volume of child abuse and neglect reports being made by telephone. Some calls are placed on hold for long periods of time, often resulting in dropped calls. SB 478 creates a voluntary program for certain geographic counties, specified by the Department of Social Services and the County Welfare Directors Association, where non-emergency online reports of possible child abuse and neglect can be reported quickly and more efficiently. Nine states - Arizona, Delaware, Florida, Kansas, Kentucky, Mississippi, Nevada, Tennessee and Texas currently operate online child abuse and neglect reporting systems. Their reporting shows increased efficiencies within multiple jurisdictions. “I’d like to thank Senator Huff for authoring SB 478 and the Los Angeles County Board of Supervisors for their support of

online child abuse reporting for selected mandated reporters, such as those in law enforcement, hospitals and schools,” said LA County DCFS Director Philip L. Browning. “As a child protection agency that handles over 200,000 phone calls every year, our agency will benefit greatly by having this online reporting option which will improve efficiency, reduce on-hold times and increase productivity for our social workers and mandated reporters.” SB 478 has earned the support of the California State Association of Counties (CSAC), the Los Angeles County Sheriff’s Department, Urban Counties Caucus, Children’s Law Center of California, and the Junior Leagues of California. Senator Huff serves as the Senate Republican Leader and represents the 29th Senate District covering portions of Los Angeles, Orange and San Bernardino Counties. Sheriff Relieves More Jail Personnel of Duty and Launches Internal Investigation of Inmate Allegations of Abuse On Friday last, ten jail personnel with the Los Angeles County Sheriff’s Department were relieved of duty and a number of others were reassigned to other duties pending further investigation. The personnel relieved of duty include two lieutenants, one sergeant, one senior deputy, four deputies and two custody assistants. “I expect every member of the Los Angeles County Sheriff ’s Department to perform at the highest standards of professionalism. Immediately upon learning of troubling allegations of possible neglect of an inmate at the Inmate Reception Center, my Department’s executives relieved ten jail employees of duty, including supervisors. The investigation into this incident is ongoing and will be thorough. It will not only focus on

employee actions, but also on corrective policies and procedures,” said Sheriff Jim McDonnell. The alleged incident began when the involved inmate was booked in at the Inmate Reception Center (IRC) on June 19, 2015. Allegations included the inmate not being provided food and being handcuffed for a lengthy period of time following a force incident during which the inmate reportedly assaulted a female deputy. The inmate ate upon entry to the jail, but was allegedly restrained for approximately 32 hours; during that time he received medical attention and a cup of water. On June 27, 2015, the inmate filed a complaint and an investigation began. The complaint was brought to the attention of Sheriff McDonnell on Thursday, July 9th and a decision re-

garding personnel actions was made within 24 hours. The Sheriff’s Internal Criminal Investigations Bureau and Internal Affairs Bureau have been asked to investigate the entire matter. The Office of Inspector General and Federal Bureau of Investigation were also notified. Notification was sent yesterday to all custody personnel assigned to IRC reminding them of protocols regarding restraint, checks and feeding of inmates and additional training has been ordered. Further corrective action is pending. “I am deeply committed to providing the highest levels of constitutional care to those in our charge and will quickly address and remedy any conduct, policies or practices that do not meet this expectation and high standard,” added Sheriff Jim McDonnell.
