The PAWS Act: Protecting Women and the Pets They Love Introduced in March 2015 by Rep. Katherine M Clark of Massachusetts, The Pet and Women Safety Act (H.R. 1258) is just beginning its journey to becoming a law that could potentially save lives, and help countless victims of domestic violence, regardless of gender. It’s a little-known piece of legislation that is getting a big push from MiLLENNiAL Magazine. With animal rights advocate and editor-in-chief Britt Hysen at the helm, the magazine hopes to bring attention to an often-overlooked cause. New Jersey animal advocate Adriana Meucci took an in-depth look at the problem in the June 10th issue of MiLLENNiAL. What she found was a problem that was serious beyond expectation. She learned that nearly half (48%) of victims of domestic violence stay in abusive situations longer than they otherwise would have out of fear of leaving their pet. Southern California Edison Adding Flat Rate for Low-Energy Users By Nick Kipley On their website, Southern California Edison gives a reason for the recent plan to restructure their rates over the next few years. SoCal Edison claims that they will restructure their rates so that those who don’t pay much on their energy bills now will have to pay a flat rate, because their customers who use quite a lot of energy actually offset those who do not use much energy at all. This, they claim, isn’t fair to those who use lots of energy. Their official reasoning is as follows: “For many years high-usage customers have subsidized low-usage customers. With these changes, costs will be more evenly spread among all customers.” Of course, one could argue that by forcing customers who use very little energy to pay a flat fee, they are essentially paying in part for the whole complicated infrastructure that delivers the electricity to their door in the first place—and one could argue the same about the taxes embedded in a gallon of gas. Unfortunately, rather than say this outright, SoCal Edison chooses to embed their reasoning in an
example that doesn’t make much sense at all, claiming that “this allows for a more equitable recovery of ‘fixed’ costs through fixed charges, and will include a reduction in the price charged per kilowatt-hour (kWh) of electricity. That should help avoid some of the bill volatility some customers experience during hot weather.” This means that the future “minimum” electric bill will be $10 per month, and $5 for low-income households. In other words, if you can only stir the air in your small studio apartment during a heat wave by means of a weak oscillating fan, you might as well invest in a pawn-shop window A/C unit given the fact that the guy who has to cool down his 7,000 square-foot hillside villa no longer has to “pay” for your energy expenses. Which is fair, if you think about it: you now get to re-budget for ten bucks a month worth of cold air. In a vague conclusion, SoCal Edison states: “If our proposal is adopted, residential customers would see bill increases or decreases depending upon their monthly usage levels, their rate plan, and other

Six Week Express Lanes Closures on San Bernardino Freeway (I-10) The California Department of Transportation (Caltrans) will close the Metro Express Lanes on the San Bernardino Freeway (I10) from Monday, July 6 to late August 2015 to perform maintenance and upgrade sections of the bridges on east- and westbound I-10 between Valley Boulevard and Peck Road. The pavement in the section above Peck Road and Valley Boulevard will be removed and replaced, and new bridge joints will be installed to replace ones that are failing. “To complete the work as fast and as safe as possible, the lanes must be closed,” said District 7 Director Carrie Bowen. “We are working with the city of

changes in our authorized cost recovery.” Which ultimately hardly makes a claim whatsoever given what they’re suggesting is that if you use less energy you get to pay less, until you are hardly using any energy whatsoever, and then you get to pay $10. The reasoning behind all of this comes apparently form how energy is “changing,” or, from the fact that SoCal Solar Power Stations produce their maximum output at around noon, whereas SoCal wind farms produce most of their energy at night. It may also come from the fact that if you’re one of the people who can’t afford air conditioning and are worried that an eventual $10 flat rate energy bill might throw off your carefully balanced budget, then you’re probably a person who is too exhausted or working possibly one too many jobs to stand on the shadeless July sidewalk and picket a downtown utilities company. Which sort of makes it the perfect amount of money for SoCal Edison to charge such a customer for trying to get away with conserving electricity to begin with.

The Old Pasadena Film Festival, a month-long, free movie series featuring screenings in predominantly outdoor locations, returns July 9 – August 1. This annual summer film program celebrates motion picture in all of its forms offering a variety of audience-pleasing movie titles and genres. With twenty-one screenings, the Old Pasadena Film Festival is the largest free open-air film festival in California and draws a broad local and regional audience. This year the festival continues to offer an eclectic mix of crowd-pleasing fare, as well as cult favorites, and
rarely screened films for the cinema enthusiast. Kicking off the screenings in historic Central Park each weekend is the charming father-daughter story Paper Moon, followed by creepy fun with The Witches. Enjoy vintage horror with The Creature from the Black Lagoon, and then take a quick lesson in ballroom dance from Dance Street Studio dancers, before viewing the exuberant dance feature Strictly Ballroom. Dog Haus Goes Big in Texas with 20-unit Franchise Deal in the Dallas and Fort Worth Communities Dog Haus, the celebrated gourmet hot dog, sausage, and burger concept, continues its meteoric path of expansion beyond its Pasadena, California hometown with the announcement of a 20-unit franchise deal that will bring its one-of-a-kind creations to the heart of Texas. Glendale Man Charged with Killing Grandparents A 34-year-old man was charged Tuesday with two counts of capital murder after his grandparents were found dead in the Glendale home they shared, the Los Angeles County District Attorney’s Office announced. Deputy District Attorney Tamu Usher said Nathaniel Wayne Scheiern (DOB 5/28/81) of Glendale faces two counts of murder with a special circumstance allegation of multiple murders. Case GA096622 also alleges Scheiern used an ax as a deadly and dangerous weapon in the murders. Arraignment for the defendant is scheduled July 8, 2015 in
Department D of the Los Angeles County Superior Court, Pasadena Branch. According to the criminal complaint Verna Scheiern, 82, and William Sheiern, 77, were allegedly killed by their grandson on or between June 24 and June 25. Their bodies were discovered by police on June 28. The prosecutor is requesting the defendant be held without bail. The decision to seek the death penalty or a maximum sentence of life in prison without the possibility of parole will be made at a later date. The case remains under investigation by the Glendale Police Department.

Immigration Resource Center of San Gabriel Valley Receives Federal Recognition To Provide Needed Legal Services Immigration Resource Center of San Gabriel Valley (IRCSGV), an extension of Mountainside Communion – A Church of the Nazarene and community partners, announced that on June 12, 2015 they officially received federal recognition by the Board of Immigration Appeals (BIA) to be an authorized site for immigration legal services. By law, only licensed attorneys and BIA accredited representatives can provide any form of immigration legal advice. The BIA “recognizes” non- profit organizations (such as churches) and “accredits” individuals trained in immigration law to provide immigration legal services. BIA-recognized non-profit organizations are authorized to conduct immigration legal work only if they provide low-cost services and serve under-resourced families and individuals. IRCSGV has
become the only active BIA recognized site in the entire San Gabriel Valley region of Los Angeles County. Along with the BIA recognition, Director Scott Haskins also received BIA accreditation for the IRCSGV. They plan to add on four more volunteer accredited representatives by the end of 2015. The IRCSGV is the fruit of many years of partnership between Spanish and English speaking congregations and civic and community leaders in the Monrovia, California area. The program has been in development over the past couple years and officially launched in October 2014. Since then, the IRCSGV has been a part of leading seven educational community forums to spread accurate information about the Executive Actions President Obama announce in November
2014, as well as two application workshops where they were able to help a significant amount of people apply for Deferred Action for Childhood Arrivals (DACA). A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. Golden State Water Company (Golden State Water) has activated Stage 1 of its Staged Mandatory Water Conservation and Rationing filing (Schedule 14.1) for all water systems, following approval from the California Public Utilities Commission (CPUC). This action adds new, more-specific outdoor irrigation restrictions for all customers, effective July 1. The Stage 1 restrictions assign two outdoor irrigation days as well as times when outdoor watering is permitted for each water system. Failure to comply with restrictions could result in a written warning, installation of a flow restrictor for a minimum of seven days (fees for installation/ removal) or termination of water service. Restrictions do not apply for trees or edible vegetation watered solely by drip or microspray systems. Customers are encouraged to visit Golden State Water’s Drought Page at gswater.com/drought (gswater.com/sequiafor Spanish-speaking customers) for additional information, including assigned outdoor irrigation days and times. Golden State Water has alerted all customers with written notification, sharing details of the Staged Mandatory Water Conservation and Rationing filing, including Stage 1 restric-
tions. Additionally, public meetings were held in all service areas to share information and answer questions about the filing. “Given the severe drought in California, the State Water Resources Control Board (State Water Board) has assigned reduction mandates in an effort to reduce statewide water use,” said Toby Moore, Water Resources Manager and Chief Hydrogeologist for Golden State Water. “Regulated utilities like Golden State Water are required to file Staged Mandatory Water Conservation and Rationing plans that outline restrictions, water allocations and enforcement measures to help the communities we serve achieve the state’s reduction mandates. “Stage 1 activation should not significantly impact customers, given that outdoor irrigation was already limited to two days each week, per the current level of our Water Shortage Contingency Plan. This step simply adds enforcement options and assigns which days and times customers may water outdoors.” On May 5, 2015, the State Water Board adopted emergency regulations assigning water-use reduction mandates ranging from 4-36 percent, compared to 2013 usage, to water sys-
tems throughout the state. The reduction mandates took effect on June 1, 2015. On June 1, 2015, Golden State Water filed its Staged Mandatory Water Conservation and Rationing plans for all water systems, and on June 30, 2015, the CPUC approved the activation of Stage 1 in all areas. “Because the majority of California’s residential water use is for outdoor irrigation, the Stage 1 restrictions should help customers achieve the state-mandated water reduction targets,” said Benjamin Lewis, General Manager of the Foothill District for Golden State Water. “Progression to additional Stages or a reduction in the number of watering days would only be necessary if we fall short of reaching the state’s conservation goals or if a water shortage emergency warrants the action.” Additional information about the drought, water restrictions and water-use efficiency rebates and programs available to customers is available at gswater. com/drought or by calling Golden State Water’s 24hour Customer Service Center at (800) 999-4033. Firefighter Sentenced to 180 Days in Jail for Assault on Woman Feeding Stray Cats A Los Angeles city firefighter was sentenced last week to 180 days in county jail for beating a woman who cared for stray cats in their West Adams neighborhood, the Los Angeles County District Attorney’s Office announced. The slap-on-thewrist sentence was handed down by Los Angeles County Superior Court Judge Jose Sandova who additionally sentenced Ian Justin Eulian, 39, to three years formal probation, 25 days of Caltrans
work and one year of anger management classes. Over the people’s objection, the defendant remains out on $20,000 bond pending his request for an appeal. Last month, Eulian was found guilty of one felony count each of battery with serious bodily injury and assault by means likely to produce great bodily injury in case BA416446. Eulian attacked the woman, who was inside her parked car, on Sept. 14, 2013. Deputy Dis-
trict Attorney Joshua Ritter said Eulian leaned into the car and yelled at the woman who threw cat kibble at him. The defendant punched the victim twice, then pulled the victim out of her car and hit her again as she fell to the ground where she lay unconscious. Video that showed the attack, captured by a security camera, was played at trial. The case was investigated by the Los Angeles Police Department’s Southwest Division.

Transient Charged With Fatally Stabbing AAA Driver A 39-year-old man accused of killing a AAA driver as he was helping a customer was arraigned, the Los Angeles County District Attorney’s Office announced. Tobias Ruben Cabrera (DOB 8/24/75) pleaded not guilty to one count of murder in case VA139297. The charging document includes a special allegation that the defendant personally used a deadly and dangerous weapon, a knife, during the commission of the crime. Additionally, the felony complaint alleges that Cabrera was previously convicted of corporal injury with great bodily injury to a spouse/
cohabitant/child’s parent in 2001 and possession for sale of a controlled substance in 2011. Prosecutors said on June 2, victim Raymond Zabala, a AAA driver, drove to a Pico Rivera neighborhood to service a customer’s car. While working on the car, Cabrera, a transient, reportedly walked up to Zabala and asked what was going on before attacking and stabbing the victim with a knife, prosecutors added. Following the assault, Cabrera allegedly got on a bike and fled the area, prosecutors said. Zabala went to a neighbor-
ing home to seek help, but ultimately succumbed to his injuries at the scene, prosecutors said. Several days after the incident, Cabrera was located by law enforcement and subsequently charged in connection with the attack. Cabrera is scheduled to return to court on Aug. 4 for a prehearing conference at the Los Angeles County Superior Court, Norwalk Branch in Department J. If convicted as charged, the defendant faces a possible maximum sentence 37 years to life in state prison. The case is being investigated by the Los Angeles County Sheriff’s Department.
A Rancho Palos Verdes physician was arrested on a warrant charging him with illegally prescribing drugs, the Los Angeles County District Attorney’s Office announced. Dr. Richard Seongjun Kim (DOB 8/1/72) is scheduled to be arraigned on Thursday in Department 30 at the Foltz Criminal Justice Center in case BA437315. He is being held on $100,000 bail. The case is being prosecuted by Deputy District Attorneys John Niedermann and Emily Street of the
Major Narcotics Division. Prosecutors said Kim is charged with 21 counts of illegally prescribing narcotics without a legitimate medical need to undercover operatives working with the Drug Enforcement Administration. Over the course of three months in 2014, the general practitioner allegedly wrote prescriptions for Norco, Xanax, Soma, and Adderall without ever conducting a physical exam, taking any vital signs or completing any medi-
cal charts at his clinic on Western Avenue in Rancho Palos Verdes. Prosecutors said Kim would ask the operatives to bring in prior medical charts and X-rays to justify the prescribing. On one occasion, an operative brought in a chest X-ray of a dog that was used to justify his prescriptions, prosecutors said. If convicted on all counts, Kim faces up to 16 years, four months in local custody. The case was investigated by the Drug Enforcement Administration.
A 26-year-old man was charged last week with carjacking an elderly man in San Dimas, the Los Angeles County District Attorney’s Office announced. Joshua Frontino (DOB 5/18/89) of San Dimas has been charged with four felony counts: carjacking; elder abuse, infliction of injury; grand theft auto with prior; and fleeing a pursuing peace officer’s motor vehicle while driving recklessly in case KA110034. The felony complaint includes a special allegation that the defendant inflicted great bodily injury
during the commission of the crime. Additionally, the charging document alleges Frontino was previously convicted of unlawful driving or taking of a vehicle in 2012. Frontino is scheduled to be arraigned in Department F at the Los Angeles County Superior Court, Pomona Branch. Prosecutors will ask bail be set at $140,000. Prosecutors said on June 27 the defendant reportedly carjacked a 73-year-old man who was sitting in his pickup truck at a restaurant parking lot in San Dimas. Frontino allegedly
pulled the victim from the vehicle before severely beating the elderly man. The defendant then reportedly fled the scene in the truck, prosecutors added. The victim’s truck had a security system, which pinpointed the vehicle for authorities, prosecutors said. Law enforcement located the stolen car with Frontino inside. After a police pursuit, the defendant was arrested in connection with the attack. If convicted as charged, the defendant faces a maximum sentence of 15 years in state prison.

Homicide Detectives Investigating Stabbing in West Covina On Friday, July 3,2015 at approximately 8:00 PM, West Covina Police Department officers responded to a call for service of a “Person suffering from stab wounds” in the 4100 block of Sentous Avenue, West Covina. Upon their arrival the officers discovered the victim, a Hispanic man, suffering from a stab wound. According to the victim, he and his brother, the suspect, live together in the same apartment. His brother was trying to leave the apartment with a knife. When the victim tried to stop him the suspect stabbed him. The suspect then left the apartment walking. An officer located the suspect walking on the side-
walk in the 700 block of Nogales Street. When the officer went to contact the suspect, the suspect closed in on him with the knife so the officer used his Tazer on the suspect. The suspect went to the ground but got back up and advanced at the officer, again, with the knife in his hand. The officer then shot the suspect with his duty weapon. The suspect was pronounced dead at the scene. The victim was transported to a local hospital where he was treated and is expected to survive. The suspect’s knife was recovered at the scene next to his body. The knife appeared to be a large kitchen-style knife.
The name of the deceased suspect will not be released at this time, until next of kin is notified. The investigation is still on-going and there is no further information available at this time. their victim escapes to a shelter. The PAWS Act would increase emergency shelter for the pets of domestic violence victims, allowing them to leave with their pet and make sure their pet is safe. Just as importantly, the PAWS act would offer legal protection to pets in domestic violence situations. Threatening a pet would be a crime, states would be encour-
aged to include pets when a victim is granted a protection order, and abusers would be required to pay financial compensation for any injury that they cause to a pet. In states that include pets in protection orders, an abuser would be subject to arrest if they approached the pet, something that would offer more peace of mind for victims and help them and their
pets move forward with their lives. As of June 15, PAWS Act (H.R. 1258) has the bipartisan support of 83 US Representatives. Online Service PicnicHealth Helps Patients Manage Medical Records By joyce peng Diagnosed with Crohn’s disease in her 20s, PicnicHealth CEO and co-founder Noga Leviner went through a difficult time. Not only did she have to deal with the physical and emotional effects of the disease, but also had to manage her records and understand her care. “Most people get the idea that there will be a doctor in charge that will know what’s going on and explain to you and any doctors and specialists involved,” Leviner explained. “But my experience as well as many others was that there is nobody like that. The patient has to do all the work. It was clear to me how hard and tedious the process was. I had to get basically all the records I needed to manage my own care. It was a nightmare to pull everything together and move it around doctors.” Leviner wanted to tackle this issue, so she came up with the idea behind PicnicHealth, a website that helps patients deal with their medical records. The San-Francisco-based company requests and digitalizes customer records and displays them in an easy and understandable online profile. This is how it works: a customer lists information about his or her doctors. From there, the customer e-signs an authorization (HIPPA release form) allowing PicnicHealth to act on his or her behalf to request records. After receiving them, the company digitizes and structures the records into a comprehensive online timeline of the customer’s health care. If a Patient Portal, an online medical records database managed by medical institutions, exists for the customer, PicnicHealth will pull data from that Patient Portal. CTO, co-founder, and Laguna Hills native Troy Astorino said when they first starting building PicnicHealth, the company members wanted to get information electronically through Patient Portal. But later they found not all of a patient’s information was there, only a subset. Records, medical images, doctor notes and reports, and lab trend graphs can all be accessed in the customer’s PicnicHealth Timeline. The company updates records and sends them to doctors before the customer’s next appointment. The service addresses the inoperable and disorderly system that underlies the medical world. A patient with a chronic health problem will see many doctors and specialists, but doctors often lack the time to communicate with each other. Add that to the fact that records are often illegible and fractured. Because of these downsides, patients bear the burden to understand, maintain, and move
their records among doctors. Besides work, time and money can also be saved by customers, Astorino voiced. Patients can avoid lines and limited office hours. Also, PicnicHealth takes care of all service fees. Customer Stephanie Scott of Huntington Beach found convenience after signing up with PicnicHealth in early 2015 to manage her son’s medical records. Her two-year old son Paul has cystic fibrosis. She enjoys the organized and sectioned off digitalized records that make it easier to navigate through than her paper records. Scott also loves the customer service. “They get back to me within a couple of hours,” Scott said. “If I am missing information, they will get that to me as soon as possible, and if not, they will give me a status update. They also will point out and teach me features [on the website] that I didn’t know existed.” But the most important benefit of PicnicHealth is the accuracy and completeness of records. “When you have a serious condition like cancer, you need to know everything, like how well your body is reacting to treatment, in order to make the best decisions going forward,” Astorino explained. Astorino has first-hand experience of what effects a disorganized and incomplete medical records system can cause. When his grandfather moved between care teams at a hospital, incorrect communication occurred between his doctors. Because of this, his drug dosage got mistranscribed, and he got extremely sick. The dosage change almost killed him, and Astorino’s grandfather never fully recovered from what he had been through. Currently, PicnicHealth is launching into the greater LA area. Leviner said the company plans to collect as much information about Southern California doctors and hospitals as it can, so when it gets Southern California customers in the future, it can handle their requests faster and with more volume. Launched in August 2014, the website has amassed a few hundred subscribers. One of PicnicHealth short-term goals is to reach out to more customers. Irene Konogeris Albeck Receives Medal of St. Paul Irene Konogeris Albeck of Pasadena has received the Medal of St. Paul, the highest honor given to a layperson in the Greek Orthodox Church. The medal was awarded by His Eminence, Iakovos, Archbishop of America, and presented to Mrs. Albeck by His Eminence Metropolitan Gerasimos of San Francisco, during the 32nd National St. John Chrysostom Oratorical Festival held in June at St. Anthony Greek Orthodox Church, Pasadena. Rev. Peter Stratos, pastor of St. Anthony, said Mrs. Albeck was honored for a lifetime of church service starting in San Bernardino and San Jose. She began her 48 years of teaching Sunday School at St. Anthony in 1964 and has been director for 25 years. She was recording secretary for nine years on the Parish Council Executive Board. In 2000 she helped launch the parish Vacation Bible School and directed it for 13 years. Mrs. Albeck coordinates Holy Friday retreats, and two parish youth programs. This year she also co-chaired the 32nd National Oratorical Festival. She also has worked for many years in the Philop-

tochos Society, the national women’s philanthropic organization, taking major responsibilities for the Christmas Benefit Luncheon and the board of directors. For the greater Pasadena community Mrs. Albeck has led the monthly teams of church volunteers serving dinners at Union Station for many years, and is a member of Villa Esperanza Women’s Guild. For decades Mrs. Albeck has been and still is one of the first people to arrive at church
to assemble supplies, prepare her classroom, and start coffee for Fellowship Hour, and the last to leave, making certain everything is clean. Father Stratos described her devotion and humble faithfulness as truly remarkable, especially coupled with the care of her family, the raising of a son and daughter, alone after her husband died, and teaching full time for 30 years - 17 years at Villa Esperanza, and 13 teaching special education at John Marshall High School.
Majority Leader Holden’s ‘Franchise Bill of Rights’ Legislation Passes Senate Committee Assemblymember Chris Holden’s (D-Pasadena) legislation to protect the rights of small business franchise owners has been approved in Senate Business, Professions and Economic Development Committee. The vote was 6 to 1 in favor. AB 525 makes it more difficult for major chains to unfairly terminate their franchise operators. The measure will update the current vague and one-sided law to close loopholes and prohibit a corporation from closing a franchise business unless there has
been a substantial violation of the contract, the law or local regulations. It also allows franchisees to keep the equity they invested in the event of termination and sell the business to a qualified new owner. “As a former small business franchise owner, I can tell you that the one-sided nature of a franchise relationship quickly becomes apparent after signing a franchise agreement,” testified Assemblymember Holden. “This bill will help prevent these small business owners from losing
their establishments for “ticky-tacky” violations that should not lead to termination, but often does.” Specifically, AB 525 changes the standard for which a franchisee can be terminated from “good cause” to “substantial compliance.” Substantial compliance is found in the franchise law of five other states. The measure is jointly authored with Assembly Speaker Toni Atkins, Assemblymembers Bill Dodd (D-Napa) and Scott Wilk (RSanta Clarita). The bill now goes to Senate Judiciary.
