A balloon carrying a test vehicle for JPL’s Low-Density Supersonic Decelerator (LDSD) project lifted off from the U.S. Navy’s Pacific Missile Range Facility (PMRF) on Kauai, Hawaii over the weekend. The saucer-shaped LDSD vehicle is designed to test entry and descent technologies for future missions on Mars and other planets. This is the second of three planned test flights. After liftoff, the balloon carrying the LDSD test vehicle will slowly float upward, taking about two-and-a-half hours to reach an altitude of 120,000 feet (37,000 meters). At that point, the balloon will
release the vehicle, and a rocket engine on the vehicle will kick in, boosting the craft to an altitude of 180,000 feet (55,000 meters) - the top of the stratosphere.

LAPD Officer Convicted of Assault While on Duty A jury June 5 found a Los Angeles police officer guilty of assault under color of authority while arresting a woman in July 2012, the Los Angeles County District Attorney’s Office announced. The jury found LAPD Officer Mary O’Callaghan, 50, guilty of the count as charged. She is facing up to three years in state prison when she returns to court on July 23 before Los Angeles County Superior Court Judge Sam Ohta in case BA417095. “I am pleased that the jury agreed with our assessment of the evidence in this case,” said District Attorney Jackie Lacey. “The verdict proves the criminal justice system works.” Deputy District Attorney Shannon Presby, assistant head deputy of the Justice System Integrity Division, prosecuted the case. On July 22, 2012, LAPD officers were dispatched to Alesia Thomas’ residence in the 9100 block of South Broadway Avenue to investigate possible child abandonment. Los Angeles County Sheriff's Department Fraud and Cyber Crimes Bureau detectives responded to San Dimas High School at 800 West Covina Blvd, San Dimas Thursday, June 4, regarding a cybercrime investigation. The students were allegedly charging other students up to $500 (according to a local television news report) to change the grades of students. Detectives have reported that at approximately 11:30 a.m., San Dimas Station's re-

The Ventura County Star reports that police received reports of four suspicious males standing around a police car. One of the males was reportedly seen putting on a police uniform. Police say they found one man wearing a full Los Angeles Police Department uniform, including a badge and a duty belt with a gun. The suspect told officers he
was an active off-duty police officer. Police say they found that the man was not with LAPD and was not a police officer. The patrol car was reported stolen from LAPD in 2012. Police impounded the cruiser and arrested the man on charges of impersonating a police officer and carrying a firearm.

Baldwin Park Unified will spend $593,903 to enhance math and science instruction for disadvantaged youths in grades six through 11 in 2015-16, the first installment of a $1.5 million, three-year grant. The California Mathematics and Science Partnership grant is among $18.2 million going to 28 school districts and county offices of education announced Thursday by State Superintendent of Public Instruction Tom Torlakson. “This award recognizes the strength of Baldwin Park Unified’s commitment to providing the strongest possible instruction in mathematics for all of our students,” Superintendent Dr. Paul Sevillano said. The partnership is a federal grant administered by the state Department of Education. It provides professional development for teachers in science, technology, math and science, or STEM. To qualify, four in 10 students must be low in-
come. Baldwin Park Unified will work with the University of California, Irvine Math Project to provide math teachers with 30 hours of professional development in August and 30 hours during the school year, Assistant Superintendent Chelsea Kang-Smith said. Teachers will spend an additional 24 hours working together to develop and refine classroom lessons. The grant will pay for teachers to attend professional development activities at the California Mathematics Council Conference, one the largest such conferences in Southern California. The grant will fund handson lesson planss and manipulative activities for students and additional math resources for teachers. “These programs will provide our teachers with a host of new resources and skills as they collaborate on innovative and dynamic ways to reach our students,” Sevillano said.

Man Charged With Trying to Kill Girlfriend in Pomona A 26-year-old man was charged Tuesday with attempted murder after his girlfriend was discovered unconscious last weekend, the Los Angeles County District Attorney’s Office announced. Francisco Javier Munozcapetillo (DOB 2/10/89) of Ontario has been charged with three felony counts: attempted murder, injuring a girlfriend, and assault by means likely to produce great bodily injury in case KA109892. The felony complaint includes a special allegation that the defendant personally inflicted great bodily injury during the crime. Munozcapetillo is scheduled to be arraigned in Department F of the Los Angeles County Superior Court, Pomona Branch. Prosecutors will ask the defendant’s bail be set at $1.03 million. Prosecutors said on June
5, Munozcapetillo reportedly went to his girlfriend’s Pomona home for an overnight visit. The next morning, the girlfriend woke up to the defendant allegedly striking her stomach and trying to strangle her with an electrical cord until she lost consciousness, prosecutors added. After some time, the defendant left the home. Law enforcement subsequently was called to the scene and the victim was taken to the hospital for medical treatment. Later the same day, police apprehended Munozcapetillo and he was arrested in connection with the incident. If convicted as charged, the defendant faces a possible maximum sentence of life plus five years in state prison. The case is being investigated by the Pomona Police Department.
The Los Angeles County Jail Plan, the major effort to replace the Men’s Central Jail with a new Consolidated Correctional Treatment Center and renovate the Mira Loma Detention Facility, was once again delayed -- further hindering progress on the development and construction of a new. A motion was brought forward today which interrupts the forward progress of the County Jail Plan by requiring yet another independent assessment of diversion and treatment services needed inside the jails and available in the community. The motion also stops work by AECOM, the contractor hired to prepare necessary documents to replace Men’s Central Jail, for 45 days -- even though AECOM’s work does not interfere or affect the independent assessment. Mayor Michael D. Antonovich and Supervisor Don Knave opposed parts of the Board motion, which unnecessarily halts the new Consolidated Correctional Treatment Center and places the County at risk for future litigation. Most especially, it inhibits the Coun-
ty’s ability to house criminals to protect the general public. “Delaying the replacement of Men’s Central Jail is a disservice to the inmates, Sheriff’s staff, and to taxpayers who are repeatedly saddled with costly litigation,” said Antonovich. “We have an obligation to honor court imposed sentences and protect the victims of crime who suffer from a lifetime of trauma and live in fear.” The Board of Supervisors had been discussing the jail plan for seven years before they requested an independent assessment of the jails over two years ago. Based on that study, the Board adopted Option 1B last May which consisted of renovating the Mira Loma Detention Facility and replacing Men’s Central Jail with a Consolidated Correctional Treatment Center. Today’s motion seeks another independent assessment that will review and update the previous independent assessment due to certain changes in the law such as the passage of Proposition 47 and split sentencing.

Child Burn Survivors Attend 30th Annual Champ Camp, a Summer Camp for Burn-Injured Children On June 6, more than 120 burn injured children from all over California traveled to the Alisa Ann Ruch Burn Foundation’s 30th Annual Champ Camp -- a week long camp for burn injured children. Champ Camp provides a free, safe and fun summer camp environment for children ages 5 to 16 facing one of life’s toughest and most painful challenges: severe burn injuries. More than 2,000 children have been through the program since its inception in 1985, with no cost to them thanks to our generous supporters throughout California. The 30th Annual Champ Camp is happening this week, June 6 – June 13. “We are proud to hold the 30th Annual Champ Camp for more than 120 burn-injured children this year,” said Jennifer Radics, Executive Director for the Alisa Ann Ruch Burn Foundation. “Champ Camp offers burn-injured children an opportunity to meet other children who have been through a similar experience and be part of new and challenging activities together, while feeling confident and having fun.”
Founded in 1985, Champ Camp is the nation’s largest and longest running camp for burn injured children. Champ Camp provides a safe place for burn-injured children to get away from stares and unwanted attention associated with their burn injuries. Champ Camp introduces the children to new and challenging physical activities and allows a burn-injured child to have fun and just be a kid. “I love going to Champ Camp because I have lots of fun and meet new people,” said sixteen year old Ana Ramirez, a burn survivor who has attended Champ Camp since she was 8 years old. “I also love this camp because it helps me understand that I am not the only person who was burned.” At Champ Camp, campers enjoy go-kart races, a day at the water park, white water rafting, pool parties, swimming, fishing, a chili cook-off from local fire departments, an ice cream social and more. Campers come from all over California and the world to attend Champ Camp! Additionally, more than 50 Camp Counselors are fire service
members from around the state. The Alisa Ann Ruch Burn Foundation (AARBF) was founded in 1971 after the tragic death of Alisa Ann in a backyard barbeque accident. Its mission is to enhance the quality of life for burn survivors and promote burn prevention education in California. AARBF’s burn survivor services programs engage them in a community of peers and support networks to help build confidence and provide social opportunities, connects them with resources for coping with their injuries, and supports burn survivors’ immediate basic human needs. A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. ICE, US Marshals Arrest Six International Fugitives in the Southland with Interpol Alerts
LA Enforcement Actions Part of Nationwide Sweep LA Enforcement Actions Part of Nation-wide Sweep 27 criminal foreign fugitives in nine states, including six from the Los Angeles area, were arrested this week by U.S Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) and the U.S. Marshals Service. The enforcement actions were part of a nationwide sweep to capture fugitives wanted for crimes in their home countries. Those arrested in the Los Angeles area are the subjects of active Interpol alerts seeking their return to their home countries to face justice for their crimes. Among the six arrests in the Los Angeles area, one individual is wanted for rape of a minor, two for fraud, two for embezzlement and one for bribery. The arrests took place
Tuesday through Thursday, and fall squarely into the agency’s every-day enforcement priorities. “Those who commit crimes in their home countries and then flee to the U.S. will not find safe harbor in the Los Angeles area,” said ICE ERO Los Angeles Field Office Director David Jennings. “Through collaboration with our law enforcement partners at the U.S. Marshals Service and Interpol, and information provided by the countries seeking these fugitives, we are able to remove criminal fugitives from our streets and bring them to justice.” The ICE National Criminal Analysis and Targeting Center (NCATC) provided critical investigative support for this operation, including criminal and intelligence analysis from a variety of sources. The NCATC provides compre-
hensive analytical support to aid the at-large enforcement efforts of all ICE components. ICE credits the combined efforts of the U.S. National Central Bureau—Interpol Washington, the U.S. Marshals Service, the U.S. Department of State Diplomatic Security Service, U.S. Citizenship and Immigration Services, and U.S. Customs and Border Protection. Since Oct. 1, 2009, ERO has removed more than 720 foreign fugitives from the United States who were sought in their native countries for serious crimes, including kidnapping, rape and murder. ERO works with HSI’s Office of International Affairs, foreign consular offices in the United States, and Interpol to identify foreign fugitives illegally present in the United States.
