OK, I know what you’re about to ask. What on earth is a ‘Swale’? Simply put, swales are water-harvesting ditches, built on the contour of a landscape. Most ditches are designed to move water away from an area, so the bottom of the ditch is built on a modest slope, usually between 200:1 to 400:1. Swales, however, are flat on the bottom because they’re designed to do the
opposite; they slow water down to a standstill, eliminate erosion, infiltrate the surrounding area with water, and recharge the groundwater table. When water moves along the flat bottom of a swale, it fills it up like a bathtub — that is, all parts of the bath tub fill at the same rate. The water in a swale is therefore passive; it doesn’t flow the way it would on a slope. It is absolutely brilliant

Glendale Low Income Home Ownership Project Approved
The Glendale Housing Authority approved the appropriation of $1.4 million in federal HOME funds to support the development of a 6-unit affordable home ownership development in partnership with San Gabriel Valley Habitat for Humanity. The project will be built on 634 and 700 East Lomita Avenue and will give priority to low income, first time homebuyer households that live and/or work in Glendale. The estimated cost of the entire project is $2.8 million. The Housing Authority will provide $1.4 million which will include the land purchase of $980,000. The project will consist of 6 attached townhouse style 1,300 square foot condominiums. Each unit will have three bedrooms, 1.5 bathrooms and an attached two-car garage. Each affordable housing
unit will be sold to qualified low-income first time homebuyers for an estimated total value of $425,444, of which approximately $194,000 will be a monthly mortgage payable to Habitat at 0% interest. The balance will consist of deferred nonpayment loans on the units that will help ensure long time affordability to all future buyers. Additionally, each selected family must complete 500 hours of “sweat equity” by working on the project. The Glendale Housing Authority is committed to developing new affordable housing opportunities in the City. Habitat has completed seven ownership projects and is in construction on its eighth in Glendale. This project will be their ninth project in Glendale, providing a total of 43 units of affordable home ownership housing.
Duarte Residents, Officials Question AQMD on Azusa Air Monitor Delay By joe taglieri
Despite data indicating the air quality in Duarte is currently at a safe level, officials and residents have voiced concerns over the absence of monitoring equipment on the Azusa side of a commercial mining operation that straddles the border between the two cities. A community meeting earlier this month at Duarte City Hall with representatives from the South Coast Air Quality Management District served as the latest venue of public discourse for this contentious issue. For two years officials from Azusa and the AQMD have been unable to reach an agreement on installing a device designed to measure particulate matter, elevated levels of which could potentially pose a public health risk. Dust generated by the Azusa Rock Quarry for years
has been the subject of much debate and concern in Duarte and Azusa as a seemingly apparent source of particulate matter that has been shown to cause asthma and other ailments. In 2010, the city of Duarte sued Azusa and Alabamabased Vulcan Materials Co., which owns the quarry, in an attempt to garner an environmental impact assessment acceptable to Duarte officials. Two and a half years later an appeals court upheld a Los Angeles Superior Court decision that found in favor of Vulcan and Azusa, which approved the company's plan to extract granite aggregate from a ridge on the company's property that overlooks Duarte. to the ingenuity, hard work and focus of the entire team,” said Foothill Gold Line Board Chairman Doug Tessitor. “Today, we celebrate an important milestone on the project that will allow trains to start being commissioned to the facility in advance of us completing the six station light rail extension three short months from now.” The Construction Authority celebrated this milestone with a dedication ceremony held in and around the campus’ 132,000-square-foot Main Shop Building, which was designed and built to meet the U.S. Green Building Council’s Leadership in Energy & Environmental Design (LEED) Gold Standard, one of the highest levels of sustainable achievement available. The facility is projected to use 35% less water and 32.5% less electricity than a typical building of its kind. The facility will service up to 84 light rail vehicles from the county’s growing light rail fleet and 200 operations and maintenance staff over several shifts a day. In a symbolic gesture of celebrating completion of and accepting responsibility for the Foothill Gold Line Operations Campus, Metro CEO Phillip A. Washington accepted a gold keyfrom Construction Authority CEO Habib F. Balian.
“The partnership between the Construction Authority and Metro over the last few years has been incredible,” added Tessitor. “We build the facility for Metro, and we wanted this to be a model for future facilities in their system. I believe we have achieved that goal with the artistic look, integration of sustainability, and the overall functionality of the site.” U.S. Representatives Grace Napolitano and Norma Torres joined California Senate Minority Leader Robert Huff, San Gabriel Valley Legislative Caucus Chair Senator Dr. Ed Hernandez, California Assembly Majority Floor Leader Chris R. Holden, and California Assembly Member Ed Chau at the ceremony, which included a unique opportunity to tour the stateof-the-art facility before it becomes operational. Also attending the celebration were Los Angeles County Supervisors Michael D. Antonovich and Hilda Solis. Both Supervisors represent regions that will benefit from the light rail service. The $265-million Gold Line Operations Campus is an integral part of the six-station, 11.5-mile Foothill Gold Line light rail project from Pasadena to Azusa currently nearing completion.

Duarte Unified Board of Education Appoints Dr. Allan Mucerino Next Superintendent
At the Regular Meeting held on Thursday, May 14, 2015, the Board of Education voted unanimously to appoint Dr. Allan Mucerino Superintendent of the Duarte Unified School District. Following a statewide search, Dr. Mucerino was selected as a finalist from among 28 applicants for the position. "As we interviewed candidates from across the region it became apparent that Dr. Mucerino was a distinctive leader in public education who has the respect of students, families, teachers and administrators," said Board President Reverend Douglas Edwards. “The entire Board spent a morning meeting with the staff and Board of Centinela Valley Union High School District where our insights about his skills, knowledge and compassion were confirmed by all we met. We heard people describe to us the innovative programs he introduced to attract students, his work in collective bargaining, his presence among students and families, his knowledge of Common Core and his fiscal management skills. We drove home deeply impressed and grateful to have selected such a gifted person to become the next superintendent." Dr. Mucerino is currently the Assistant Superintendent of Educational Services at Centinela Valley Union High School District. Previously, Dr. Mucerino
was a principal for 17 years and held positions at El Toro High School and La Paz Intermediate School in Saddleback Valley Unified, and Ensign Intermediate School in Newport-Mesa Unified. Under his leadership, all three of these schools became California Distinguished Schools and one became a National Blue Ribbon School. Prior to his administrative work, Dr. Mucerino taught for five years at Millikan High School and Hoover Middle School in the Long Beach Unified School District. He is also an instructor in the Education Leadership Doctoral Program at California State University, Fullerton where he teaches Applications of Research: Forecasting and Planning, Ethical and Legal Dimensions of Leadership, and Methods of Collection and Analysis of Assessment Data. Dr. Mucerino received his Doctorate in Educational Leadership from Nova Southeastern University, his Masters in Educational Administration from the California State University, Dominguez Hills, and his Bachelor of Arts in Psychology from the California State University, Long Beach. He presently lives in South Orange County with his wife, Deborah, and two sons, Matthew and Kyle. Dr. Mucerino will officially begin as Superintendent of the Duarte Unified School District July 1, 2015.

A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This issue is now squarely before the California Supreme Court in Yvanova v. New Century Mortgage Corp. This is the case in most loans made in the last 12 years. Sexual Assault Occurs at Rose Bowl Aquatic Center Police Attempting to Identify Additional Victims On Monday, May 18, 2015, shortly before 7 p.m., a male minor advised his mother that he had been sexually assaulted while in the dressing room area at the Rose Bowl Aquatic Center located at 360 N. Arroyo Blvd., Pasadena. The minor’s mother immediately reported the incident to the Center’s staff, which recognized the suspect as a patron at the facility. Staff notified police and lifeguards followed the suspect from the Aquatic Center through the park where officers took suspect Leslie Dittert into custody without incident. Suspect Leslie Dittert (white male, 57 years old, and a Glendale resident) was
booked at the Pasadena jail for PC 288(a)(b)(1). The case

Residents and Duarte City Council members repeatedly asked AQMD officials about the lengthy stalemate. "The city of Azusa had come up with some proposed locations, and AQMD had also submitted a draft plan that had its own set of proposed locations," replied Jason Low, atmospheric measurements manager for the air quality oversight agency. "That's still in discussion." A March 10 letter to Low from Kurt Christiansen, Azusa's economic and community development director, sheds light on the rift between the city and air quality officials regarding placement of the monitoring station. Christiansen's letter quotes an email Low sent last
June explaining his opposition to the park locations. "[Northside Park] is less than a mile from the [existing] SCAQMD air monitoring station and would likely not be effective about providing more information regarding ambient air quality in Azusa," the letter reports. "Slauson Park may provide more information regarding ambient air in Azusa, but [the park] is farther away from the SCAQMD air monitoring station relative to Vulcan Materials so [it] would not be assessing community impacts." About a mile and a half from Slauson Park and upwind of the Vulcan property, there is a broadly equipped AQMD monitoring station that the agency uses as part of its countywide data collection efforts measuring a range of airborne toxics. Duarte council members said they plan to establish an oversight committee tasked with tracking air quality issues.

With the close of Memorial Day events, one continues with a weeklong event dedicated to honoring the fallen while serving the living. Presented by The Vet Hunters Project, in conjunction with the City of Pomona, the fourth annual “Heroes in the Shadows” San Gabriel Valley Homeless Stand Down kicked off yesterday with more than 400 attendees. The five day event runs through Friday May 29, 2015 at the Pomona National Guard Armory located at 600 South Park Avenue in Pomona. On Wednesday, May 27, the event featured a Veteran Job Fair presented by the Employment Development Department. In the morning, seven cars were donated to deserving Veterans in need, marking the most amount of vehicles donated by the Vet Hunters in a single Day. Expecting to accommodate a record-breaking close to 2,000 people in need this year, veterans and those in need are hosted to a widerange of free services, information and support. Unique that it does not turn anyone away based on criteria such as area of residence, gender and Veteran Status, the Stand Down moved to Pomona this year so that it is centrally located to attract a greater number of attendees from more areas including the San Gabriel Valley, the Inland Empire and San Bernardino County. Transportation to and from the event is available from LA County. Daily on-site accommodations are provided for sleeping quarters, showers, laundry facilities, food, entertainment, personal grooming and wellness among others. As heart attacks claim more lives each year nationwide than any other cause of death, an Arcadia-based doctor has launched a crusade to increase awareness that he hopes will lead to reduced lag time between the onset of symptoms and applying a key life-saving medical procedure. Dr. Terrence Baruch is the director of Methodist Hospital’s Cardiac Catheterization Lab, which provides what he describes as the most effective treatment to date for countering the deadly effects of heart attacks resulting from clogged arteries. Since last year Baruch has been on a mission that aims to more quickly get heart attack patients into facilities offering angioplasty care. Dr. Terrence Baruch has installed interactive monitors in the mall near Penney's at Westfield Mall. They recently upgrade the modules to inform people of the Heart Awareness Program that was featured in this newspaper.

According to Baruch, damaged heart tissue is poignantly measurable in terms of equating with the number of years shaved off of a patient’s lifespan. By raising awareness among potential heart attack sufferers, he hopes 90-minute response times will elevate to 75 percent from the current level that totals around 40 percent of the county’s heart attack cases. “My goal is to get people as soon as they start having their symptoms to call 911 and get them into a place like mine where we can actually do something for them,” said
