Two Pasadena men were wounded in a drive-by shooting Monday night. Pasadena Police said the shooting appears to be gang-related. The incident started as 10:42 p.m. with a report of gunfire near Marengo Avenue and Parke Street. A gun was located. Officers found a

23-year-old man with gunshot wounds he was taken to a local hospital where he was listed in stable condition Monday night. About 40 minutes later a man whose hand was shot showed up at the same hospital. Police said they are looking for a dark colored sedan.

For 28 years ASC has relied on Federal monies. In 2012, the government’s

funding model changed, requiring ASC to provide medical care to its clients rather than through a third party. In an effort to make certain there was no interruption in care, ASC delegated its federally contracted programs to the Pasadena Public Health Department to de-

liver these medical services. The transition of medical care to an outside organization reduced ASC’s overhead yet also eliminated a primary source of funding. The organization has not been able to replace that funding despite the generous support of many indi-

viduals and companies in the local community. ASC’s cessation of operations also means that “Big Night Out,” the organization’s annual gala fundraiser normally scheduled for the beginning of May, will not be held but

Los Angeles County Sheriff’s Department Homicide detectives responded to the 10400 block of Enloe Street, South El Monte, to investigate the circumstances surrounding a deputy-involved shooting that occurred on Tuesday, May 5, 2015, at approximately 12:47 p.m. Detectives have learned that Temple Sheriff’s Station deputies responded to a residence in the 10400 block of

Enloe Street, South El Monte, regarding an “assault with a deadly weapon - now” call for service. The call additionally stated that a stabbing was in progress. When the first deputy arrived on scene, he contacted a female in the street, the apparent victim of a stabbing, bleeding from the head. The deputy’s attention was then directed to the

On Thursday, April 30, 2015 at 12:15 a.m., El Monte Police Officers received information that a local Martial Arts Instructor from the Elite Kung Fu Training Academy at 10423 Valley Blvd., El Monte had inappropriate physical contact with a juvenile. An investigation ensued which identified Elite Kung Fu Instructor Derick Lee (DOB 7/27/65) of Temple City as the suspect. Lee was located and

arrested by El Monte Police Detectives on April 30th at 4:50 p.m. at the martial arts studio. Lee was booked at the El Monte Police Department for the listed criminal charges. A follow-up investigation resulted in the identification of two additional victims. Currently, Lee is being housed at the Los Angeles County Twin Towers Jail Facility. All of the assaults

A hit-and-run charge has been filed against a 38-year-old woman accused of running over a family in a crosswalk in South Pasadena late last year, the Los Angeles County District Attorney’s Office announced May 4. Tiffani Monique Lowden (DOB 5/23/76) of Whittier was charged with one felony count of hit-andrun driving resulting in injury to another person and one misdemeanor count of

driving when privilege is suspended or revoked. Case GA096159 includes an allegation of great bodily injury to a four-month-old girl and her mother. Arraignment for Lowden was scheduled in the afternoon in Department 5 of the Los Angeles County Superior Court, Alhambra Branch. For the past three decades, the FVPSA has been an integral part of our nation’s response to domestic violence by providing funding, oversight, training, and guidance to emergency shelters, crisis hotlines, prevention programs, specialized resource centers, and a wide range of federal partners across the United States. The federal grants will be awarded to: States and territories: A total of $94.5 million has been awarded to 56 states and territories to fund and manage local domestic violence programs. State and territorial formula grants make up 70 percent of FVPSA appropriations and are distributed based on a minimum award of $600,000, with the remaining funds to be allotted to each state through a population-based formula. States and U.S. territorial coalitions: $13.5 million has been awarded to 56 domestic violence coalitions to expand and enhance statewide and territorial responses to do-

mestic violence victims and organizations with an emphasis on systems reform, public policy, training and technical assistance, prevention, and public awareness. Grantees will each receive awards of $241,000. Family Violence Prevention and Services Act formula grants are awarded to every state and territory and over 200 Tribes. These funds reach almost 1,600 domestic violence shelters and over 1,300 non-residential service sites, providing both a safe haven and an array of supportive services to intervene in and prevent abuse. Each year, FVPSAfunded programs serve over 1.3 million victims and their dependents and respond to 2.7 million crisis calls. “These programs provide a lifeline to millions of women, children and men each year,” stated Marylouise Kelley, director of ACF’s Family Violence Prevention and Services Program. “Every day, survivors across the country find the courage to escape an abusive relationship.”

Temple City Man Charged With Sexually Assaulting Girls

were committed against current and former students of Elite Kung Fu Academy and the assaults occurred inside of the business. The 49-year-old Lee was charged May 5, the Los Angeles County District Attorney’s office announced. Derick Lee has been charged with six counts: two counts of lewd act upon a child and one count each of sexual penetration by foreign object; sexual penetration by foreign object – minor victim over 14; child molesting; and sexual battery in case KA109622. The defendant was scheduled to be arraigned, but the court appearance was continued to May 19 in Department F of the Los Angeles County Superior Court, Pomona Branch. Prosecutors said at the time of the crimes, Lee was a martial arts instructor at Elite Kung Fu in El Monte. Between July 2014 and April 2015, Lee reportedly sexually assaulted and inappropriately touched three

teenage girls who were his students. Last month, one of the victims revealed Lee had allegedly sexually abused her. Authorities began an investigation into her account and learned there were two additional victims. Lee was subsequently arrested on April 30 and has remained in custody since his apprehension. If convicted as charged, the defendant faces a possible maximum sentence of 10 years and eight months in state prison. The case is being investigated by the El Monte Police Department. Pasadena Now quoted Andrea Vining, chair of ASC’s board of directors: “We thank everyone who has sustained our efforts over the past 28 years to educate the public about HIV/AIDS; support those with HIV/AIDS; and to remove the stigma associated with this disease. We ask supporters to continue this effort because, despite advances in drug therapies that have extended the lives of those with HIV/AIDS, there are still more than 1.2 million people in the United States living with HIV, and almost 1 in 7 or 14 percent of them are unaware of their infection. With or without an ASC, the fight against HIV/AIDS must continue.” Pasadena Independent spoke with the former Executive Director, Anthony Guthmiller, Friday afternoon. “It’s bittersweet,” Guthmiller said. “We closed the doors Feb. 28 but were hoping to work with ChapCare… “Unfortunately, that partnership did not work out.” Guthmiller said that the timing is bad for the San Gabriel Valley as no one

stressed the educational aspect of sex other than ASC. In fact, Guthmiller said the majority of public schools do not offer health education classes which, of course, was a mandatory class when this reporter was in high school. Guthmiller had been with ASC for 14 years and at present is exploring several options. “I have a heavy heart.” The news of ASC closing comes at a crucial time in the city of Pasadena’s Health arena. The city Health Dept. will be laying off several people in the not-too-distant future … leaving lower income clients with few options for healthcare or sex education. Guthmiller also said that although the previous Director of Public Health, Dr. Eric Walsh, was a supporter of ASC, “They didn’t move forward with our ideas and we never really had a relationship with Pasadena Health Dept.” As for the future of lowcost health care, “ChapCare has the biggest potential …” Guthmiller said. “However, they have no HIV experience.” The closure of ASC creates a “huge vacuum in the community … .” he finished.

Former Teacher Charged With Sexually Molesting Another Student A former English teacher at an elite private girl’s school charged in February with having a sexual relationship with a female student faces new charges involving a second student, the Los Angeles County District Attorney’s Office announced today. Joseph Koetters (DOB 8/14/67) pleaded not guilty on the amended complaint charging him with 10 additional counts in case BA433370. His was released after posting an additional $350,000 bail. The case is being prosecuted by the Sex Crimes Division. Koetters taught English at the Marlborough School in Hancock Park when he allegedly initiated a year-long sexual relationship with a

16-year-old female student in 2000. Between February and June 2004, he allegedly had a sexual relationship with another 16-year-old female student. The second victim recently reported the incident to police. The Santa Monica resident now is charged with seven counts each of oral copulation of a person under 18 and sexual penetration by a foreign object of a person under 18. He returns to the Foltz Criminal Justice Center, Department 31, on June 23 to set a date for his preliminary hearing. If convicted, Koetters faces more than 11 years in state prison. The case remains under investigation by the Los Angeles Police Department.

suspect who was standing in a flower bed outside the front door to the residence, who appeared to be hacking repeatedly at something. In order to gain a better and unobstructed view of what the suspect was doing, the deputy moved closer onto the property and realized the suspect was hacking a male with a meat cleaver. The deputy immediately ordered the suspect to stop and to drop the meat cleaver, but the suspect did not comply. The suspect then raised the meat cleaver and charged at the deputy, at which time a deputy-involved shooting occurred. Although the suspect was struck by gunfire and his attack appeared to come to a halt, he still refused to comply with the deputy’s orders to drop the meat cleaver, and as a second deputy arrived on scene, the suspect again charged both deputies with the meat cleaver in hand and a second deputy-involved

shooting occurred. The suspect’s attack was stopped and he was pronounced dead at the scene. The male victim who was being attacked by the suspect was also pronounced dead at the scene. The female victim was transported to a local hospital for her injuries and is expected to survive. It appears that the suspect, identified as 32-yearold Khong Kien Ma, was a neighbor of the victims, who are husband and wife. 59-year-old Chau Da Ngo, the husband, was killed in the attack. Autopsies are pending. A large meat cleaver was recovered at the scene. No deputies were injured. The investigation is ongoing and there is no additional information available at this time. ty Sheriff’s Deputies, and it results in a fatality of a suspect, multiple independent investigations immediately begin at the scene. These include separate investigations by the Offices of the L.A. Co. District Attorney and the L.A. Co. Coroner, in addition to Sheriff’s Homicide Bureau and Internal Affairs Bureau. The Office of the Inspector General is also present. Once concluded, every aspect of the shooting is reviewed by the Sheriff’s Executive Force Review Committee. Hernández Measure to Provide Oversight of Trauma Care Centers Passes With Bi-Partisan Support

Legislation authored by Assemblymember Roger Hernández (D-West Covina) that will provide greater oversight to the California trauma care system passed the Assembly Health Committee Tuesday with extensive bi-partisan support on a vote of 18-1. Assembly Bill (AB) 430 creates a new state standard for the California Emergency Medical Services Authority (EMSA) certification by requiring Local Emergency Medical Service Agencies (LEMSA) to commission a comprehensive assessment of their regional trauma system at least once every five years. This independent assessment would benefit EMS systems statewide. At the request of Assemblymember Hernández, the California State Auditor issued a report last year which made key find-

ings, including the need for LA County to undertake a comprehensive study of the trauma network in order to identify how the system is responding to the needs of the County and recommended the re-establishment of the Measure B Oversight Committee.This bill is a necessary response to the State Auditor’s report suggesting the need for better oversight in the spending and allocation of Los Angeles County's Measure B funds. “The residents of the San Gabriel Valley deserve an assessment and accounting of taxpayer funds they were promised would address trauma needs in our region,” said Hernández. “Sadly, the San Gabriel Valley has been on the losing side of LA County’s investments: lacking a trauma center and at the mercy of

A Pasadena police officer has been charged with insurance fraud for allegedly participating in an “Ice Bucket Challenge” despite claiming she had a lower back injury, the Los Angeles County District Attorney’s Office announced. Jaime Robison (DOB 4/14/76) pleaded not guilty on Friday to four counts of insurance fraud in case BA435637. She is scheduled to return to court on June 10 in Department 50 of the Foltz

Criminal Justice Center. Bail was set at $40,000. Deputy District Attorney ArunasSodonis of the Healthcare Fraud Division said Robison is accused of exaggerating injuries on two occasions to collect disability benefits. In one instance, Robison received disability benefits, even though she was on a video posted online in July 2014 that allegedly showed her taking part in an “Ice Bucket Challenge” where she picked up a five-gallon

bucket containing ice water and poured it on a fellow officer. She also is accused of insurance fraud in 2012 when she received disability pay for more than a year. Total losses are estimated to be up to $117,000. If convicted as charged, Robison faces a possible maximum sentence of six years, four months in state prison to be served in county jail. The case remains under investigation by the District Attorney’s Bureau of Investigation.

Pasadena Fire personnel Dave Marquez, Matt Caffey, and Tim Okimura are donating their time and expertise with Reach Out Worldwide to provide relief efforts to those affected by the earthquake aftermath. They’ve conducted effective medical operations in a small local town, Dahalgaun, that had not received any type of assistance. They’ve made over 70 patient contacts in the span of the first

six hours after they arrived, as well as established a local food distribution center in conjunction with local residents while also distributing water filtration systems. Additionally, they conducted brief mobile medical operations prior to returning to base and reorganizing. Field reconnaissance was conducted via motorcycles for some of reportedly hardest hit areas. nificantly damaged, have already begun to receive care. They pushed further into the mountains and have identified several small villages in need of post disaster care. The team continues to work well together and moral is extremely high. Grief Support Series at LCPC Begins May 17

The unpredictable convergence of emotions after the death of a loved one will be addressed in a welcoming, comforting setting when the La Canada Presbyterian Church convenes a fiveweek grief support group on Sunday, May 17, at 4 p.m. in the church library. "Grieving is not a weakness, for it is normal," said the Rev. Dr. Peter Hintzoglou, LCPC's parish associate, who will guide the sessions. "And there is no timing that one can set when grief may be over. Often, we don't get over it, we learn to manage it." Helping people along the unpredictable journey will be the goal of the series, which will be held on five consecutive Sundays at no cost, with

each session lasting about an hour and 15 minutes. While it's suggested that attendees come for all five meetings, it is permissible to drop in for any of them. Hintzoglou has extensive experience in grief support. He has been bereavement coordinator at Heartland Hospice for several years and has spent many years at LCPC counseling families in the end stages of life and the journey of grief. He noted that "grief is unpredictable. Even when we think we are doing well, something will trigger it and the emotions will surface again." Hintzoglou said he has come to realize that "guilt is a huge factor in grief. 'Have

I done enough for my loved ones? Could I have done something differently?' And so the factor of guilt surfaces. I tell each person to be gentle with yourself - don't be hard on yourself." He added that the series is open to all in the community, even if they have a different faith tradition or no faith tradition. "Regardless of culture or background, we'd like to help you through this difficult time," he said. City Attorney Files Lawsuit Against Wells Fargo for Allegedly Opening Unauthorized Customer Accounts

City Attorney Mike Feuer has announced that his office has filed a civil lawsuit against Wells Fargo, alleging the company has victimized consumers by opening customer accounts, and issuing credit cards, without authorization--then failing to inform customers of the alleged misuse of their personal information or to refund fees for unwanted services. “Consumers should be entitled to expect that major financial institutions will treat them fairly,” said Feuer. “Our lawsuit alleges that in Wells Fargo's push for growth the bank often elevated profit over its customers' legal rights.” The complaint alleges Wells Fargo's business model imposed unrealistic sales quotas that, among other things, have driven employees to engage in unlawful activity including opening fee-generating customer accounts and adding unwanted secondary accounts to

primary accounts without permission. These practices allegedly have led to significant hardship and financial loss to consumers, including having money withdrawn from customer’s authorized accounts to pay for fees assessed by Wells Fargo on unauthorized accounts and derogatory notes on credit reports when unauthorized fees went unpaid, causing some customers to purchase identity theft protection. Furthermore, the complaint alleges that Wells Fargo failed to properly inform customers of misuse of their personal information and failed to refund unauthorized fees. Feuer is seeking Wells Fargo customers’ help asking them to review their own accounts and answer the following: • Have unauthorized savings and checking accounts been opened in your name? • Have accounts you’ve closed stayed open?

• Have you received debit or credit cards you didn’t request? • Has a line of credit been opened that you didn’t ask for? • Have you been charged fees for any of these unauthorized activities? The City Attorney’s lawsuit is seeking an injunction against Wells Fargo to prohibit the company and its employees from engaging in the alleged practices relating to the opening and maintaining of bank accounts. Officials Open El Monte's First Bike Lane Milestone Celebrated With Community Bike Ride During Earth Day Festivities In conjunction with its Earth Day celebration, the City of El Monte celebrated the grand opening of the City’s first Class II bike lane with residents, property owners, and business stakeholders on Saturday, April 25. The highlight of the ceremony was a 1.3-mile community ride in the newlyinstalled bike lane that runs on Tyler Avenue, between Garvey Avenue on the south and Valley Boulevard on the north. “I am proud that El Monte is making it easier to safely ride bikes on our City

streets,” said Councilwoman Victoria Martinez. “Not only is riding bikes a great way to get some exercise, it is a great way to reduce our impacts to the environment.” The City was awarded a planning grant from the Los Angeles County Metropolitan Transportation Authority through the 2007 Call for Projects for the implementation of the Tyler Avenue Bike Lane. This bike lane will play an integral role in helping the City achieve the goals set forth by the Complete Streets movement, which strives to make
